so are our teachers going to be utilizing those smots thank you for that and um the last thing I wanted to say with the data from last um board meeting there were four students who um took the algebra at this time I to invite all the students in the month up here for a group photo and we're going to have a brief recess so that way uh parents can take pictures and you're more than welcome to stay agenda items from members of the public I just forgot to mention um with the AL one testing the teacher was Miss uh Sal who worked with those four students who those I think she deserves that recognition students I wish tin was here I would like to congratulate definitely a congratulations to miss salsburg on that achievement definitely seeing nobody uh we'll close public comment on agenda items and we will we'll move to the superintendence report for Dr Fitz thank you very much Mr President let me um share some observations but first let me start off seeing the youngsters tonight is a is a concrete example of what kinds of students that we have in this school district they're very focused they're serious about learning and they exity good behavior so and that's what we're all about is training these kids for the future I want to take this moment to thank the citizens of this community they took the time out and gave careful thought to voting to preserve a monument in this community this is a beautiful Monument it's a beautiful school it fits in well with the community and they said message to us asking us to continue to preserve this ment that's all that Bond referendum was about was the continuation of the preservation of their investment decades ago I want to thank all of you for turning out and voting in the manner that you voted to continue the work that's underway in this building we're making good progress here our our architect has already informed us that he's going to start they will start the work in June in addition to that they already lining up the vendors the roofers and the others to be prepared to go to work so we are all working collaborative together to get this job done and to be able able to open up school in September on time with a lot of work hopefully completed again thanks to all of you I want to thank my the team year of the school too that work with us I know I shouldn't be calling personal names but I do have to call the name of arleene our interum school business administrator her her staff work relentless on pulling it together working with Garrison and others to make sure that we had all the documents in place we have to make our contacts to the city mayor our Township personnel respondent and help us to engineer we did not get to this point alone again thank all thanks to all of you and let's continue our work let me tell you about some of the things that's going on in the school district well some of the things that's going on in the school district our website is under construction uh and are making good progress on constructing uh reconstructing that website you will see some pictures in there you'll see uh some it will be easier for you to navigate on the website up there to get the kind of information that you would that you will need I wish you could hear our PA system it it's beautiful I feel like I'm um somewhere maybe like at the Los Angeles airport and they're just you know warning me and telling me that my flight is arriving on time all that my gate has been changed it's it's very soothing it's very smooth it's not alarming to the kids that no one gets frightened by when the bell ring gets it's really smooth it's really really nice I like that so again thanks to the group that worked on that uh worked on that PA system we have to turn some attention to special education we are part of the two uh cohart 2 uh the monary uh we're going to do that in January we're on January 24th we'll be uh uh doing that we're looking at ways to communicate better with the community and that we're looking at a system to do that uh that's one of the areas that we are fundamentally weaking in okay but we're working on it just give us a little bit more time we're going to get there and we'll have a system that will go out on a consistent regular basis sharing information from the school about our children as well us about our staff we we will get that we will get that going we tonight we're going to look at our state some of our state testing results as I've said to you the picture is not beautiful but it's the picture of what is but if you look back at our work over the last year everything that we've been doing has been moving in the direction so that the snapshot shot would looked better each year as you take it okay it's a long haul because what we're doing we're re-engineering this whole educational process and it requires a lot of patience it requires to stay calm while we do it it's not to threaten anyone it's not to make anyone feel guilty to feel uncomfortable in any way but what we're doing we are lining everything that we are doing with what the state requires a school district to do and that we started the process last year we're continuing it now and we will continue to go forward in the year and the year to come so that's where we that's where we are uh I think all my Transportation needs are being addressed and being met I had the opportunity of riding the bus uh on both trips the outbound and the inbound one and the kids are marvelous marvelous kids okay on the bus so I feel very comfortable with our transation system uh that's in place uh my kids are consuming meals very well here okay now here's the issue that I'm that I'm fac I must ask you to fill out those forms so I can determine your eligibility uh the kids so they can get counted for reduced lunches so I need parents to please do that for us and that will help us with our federal aid that can you have BL that out oh yeah we can bless it out but I'm just asking for your supportting your help in terms of filling out those forms and returning back to the school thanks a lot this time the first presentation that we have on that disc discussion topic is Mr Santiago at the State Testing comparison so if you want to um start that I mrman is here too for the curriculum updates as well so last month we did the presentation for the scores of last year uh we didn't have the comparisons at last month's board meeting so I went back into the system and found the scores from the previous year to make the comparison this is just a little bit of information of what I supposed about last month of what the njsla is it used to be called the part test changed to njsla but this is the data that we want to look at so the first one is the um Ela comparison from 2022 23 to 2324 and so a little piece of it is being cut off but if you see the comparison from the students who didn't uh meet they were not level one the yellow is the um the 2324 the blue is the 2223 so there was a decrease when you look at it because 20.7 st% of the students the previous year um were not at level one were in level one sorry and then the number increased to 392 which means some of our students were not meeting the upper levels so their scores dro um Mr C Is there a way that changes the landscape yeah I'm trying to see if we can thank you so I know you put like a pdf version on our drives or whatever I don't know if there's aier version or Google SL was the same on yourb thank you I can talk about it this way just so it's it's more thank you relevant um so that was our third graders the previous uh the 2020 uh2 23 year there was 37 students in third grade compared to 43 in um the last year's uh coh but if we notice that the scores the the level one for third grade went from 20.7 to 392 which means less students met the upper areas and as you go across and you look at third grade we did have a little bit more um students in the meets level and then it had dropped so we're trying to implement some more things in curriculum which that's why Miss mcpartland is here to discuss the things that are being implemented from the curriculum standpoint to help bring our scores up this is this is seen across the board um bring this where we see the numbers um fluctuating it's either some categories we're going up on the negative and some of them were dropping from the positive end so we want to make sure that anything from level three we go back up anything from this approaching area here on that we can continue to build upon these students who are an approaching level because that's what we considered the bubble group to make the move up in in a category while still trying to work on a level one and level two students to bring them up as well to decline that percentage so we look at math you're looking at the same similar where we have 38 students in two 2223 versus 43 students in in uh 23 24 take the assessment if you notice um in the blue there was 31 .6 students but that number decreased for the pre um the upcoming year to 11.6 so that means more of our students were moving more to the right which is a positive that's what we want now looking down when they hit to about sixth grade is where the numbers started to jump back up on 23 24 so we were seeing a better um progression on um third fourth and 5ifth when we got to six we compared the numbers it went 21.1 to 29.3 grade so there was a decline slight decline on the Improvement side of it where we also have another decline in seventh grade and same thing for 8ighth grade now the only exception in e8th grade as I said there is a slide on here is the very last slide where we did have four students who took Algebra 1 those students took the algebra one they actually called themselves the AL Bros that's that's what was their names um it was four students they took their test and managed to pass the assessment um 100% which is a good thing for the school so what Miss salsburg was doing with these students actually um helped them to pass this assessment for Algebra 1 we need to increase here because you see the percentages here on level three four and five are very low um es specifically level four and five where we don't have any students um we only have one in this grade level who's meeting the expectations or exceeding the expectation so we need a lot of work to move these students up this was the science science is only given a fifth grade and 8th grade so there's a little decline here in fifth grade which means there was some improvement you have 35.7 in the um level two that decreased up to 30.3 then there's an increase here now you got to remember science there's only four instead of five um at levels so we had a slight increase in the students were meeting the expectation here in fifth grade and then we had um one student who uh exceeded the expectation bless you in 8ighth grade we have 57.1 and that decreased to 36.7 which means there's some positive um instruction and Improvement in um level one level two we went from 38.1 to 51 but can also be the number that was here some of the students went from level one to level two and then we have uh 12 and a half uh 12.2 students in 23 uh 24 compared to only 4.8% in the previous year so there was an increase of students who pass the assessment and as I stated these are the four students um all of them were in Meet expectations for um Algebra 1 and if we look at the state average we were at 100% with our four students the state average is 39.5% so when it comes to alra one we were really looking um in a good positive direction now the previous year did not have a comparison for 2223 from Algebra 1 because they didn't have any students who were in algebra one [Music] so I think some of the the questions that we may have I think um and and I'll have Ryan and everybody kind of correct me if I'm wrong here might be solved with some of the curriculum updates presentations that Mrs mcpartland is going to get because if you go back to 22 23 23 24 that's while this you know 23 24 is when Mr mcart was coming into rewrite our curriculum and it's now being implemented this year so the fruits of that labor really aren't going to be seen until future test results but um do we want to have Miss mcpartland do her presentation as well and then have kind of questions and comments I just have one question um when are we going to start breaking this D into subps uh who are we looking for based on social demographic based on classified student versus unclassified to really find out where our gaps are because right now we're looking at this from a very macro perspective and not a micro perspective um I I mean I I I'm glad to hear data is going in the right direction but I'd like to see it based on gender I like to see it based on ethnicity is that data obtainable yes her grade it's on the um the website where we get all our information from umj broken down guess this time I have Mrs would you like the mic or can everyone hear me or mic M please try to give everybody okay good evening everyone my name is jenland and I have been serving as the inim curriculum director for Delano um I began my time here actually last year but that was assignment um because I was um asked to be part of a project of redirecting our curriculum and so I took that on and then the district asked me to serve as the and so I began here early July uh with lots of goals in mind I'm going to review what we started um and where we're headed and how that might tie into the data that you're seeing um from the state reports for testing so I want to acknowledge the fact that much of what you're going to hear about tonight has a result of our qck review that took place last year so one of the goals in terms of writing curriculum was aligning to New Jersey student learning standard um in terms of qac review so obviously you know the state does an audit six different areas one of those is instruction program and that really ties into where curriculum uh comes from so these were some initial goals that we established just stting off one of which was um aligning instruction to all New Jersey student learning standards and I am going to um actually go through this list very quickly but every slide after this has to do with each of these bullet points so uh developing a new staff Academy in order to U make sure that we're retaining our new teachers establishing a community support through Day activities maintaining District mentoring program providing initial and ongoing support for all instructional programs to support RIS of student learning standards interpret and analyze assessment data in order to drive instructional decisions and begin to analyze assessment data to determine future programming needs and finally create a systematic approach for observations evaluations professional development plans and goals SOS we're applicable and also all car through the the professional growth system from Frontline which I'm going to talk about toight so let me begin with Goal number one the first task was really just to look at all of our curriculum and determine how do we align this with the New Jersey student learning standards there are many elements included in this and there are lots of New Jersey learning standards that have been updated in the in the past several years and so the initial work was around alignment was around um fostering the idea of um backward design and curriculum development in order to ensure that a shell of curriculum was put in place and now the task is how do we fit our programs into that curriculum so curriculum is standards it is everything that has to do with instruction programs support the curriculum that has been designed and the standards that are within so I've identified in each slide a goal as well as next steps for goal number one our next step is really to provide opportunities for teachers to interact with the and that begins with incorporating structural strategies that comes from our programs that we are implementing having resources to lean toward for that purpose I'll be talking about those further on opportunities for diverse Learners use of formative summative and benchmark assessments and to make sure that we have an enhanced scop sequence that we are using to align New New Jersey student hearing standards so that's really one of our chief primary goals leads to everything else that I'm going to be talking about this evening goal number two was to develop a new staff Academy um one of the things that we identified is there hasn't really been an opportunity for new staff to kind of come together and learn about the district before school started in those opening days so we actually started a new staff Academy that was a two-day Institute over the summer and part of that was new teachers as well as some of our Mentor teachers in the district and we really appreciate appreciate the fact that they were part of this it allowed our new staff to really kind of dive into what does the lank go about what are some of the procedures and things that you know teachers need to know when they first come into um a district everything is different in what district you are in terms of typical procedures and policies and then also we talked about the the uh framework for Danielson we touched on that during that time we're doing ongoing training um actually in the district with everyone on this all of our district goals and um really talking about instructional strategies and techniques and that occurred over the course of those two days and our Mentor teachers who were part of that we're really instrumental and helping to really give our new teachers that confidence to get started in the district did yes that happened so an academy started what did they Mee monthly quarterly so this is just the new stamp Academy that occurred during the summer so we're going to talk about the mentoring program that's ongoing so this is the initial phase was a two-day Institute held in August in Map Academy and then it's no then it's next year might be a support for throughout the year no there's a mentoring program that is so we're fully dependent on the teacher mentors yes that's part of it that's part of the program it's not the only aspect of mentoring program I'll talk about that though the next steps are maintaining the program meaning that new staff Academy that occurred in August so really keeping that going so hopefully was if we hire any staff over the summer we will will be able to continue with our teacher leaders and then we are connecting that with our mentoring program goal number three was to establish a community of support through Opening Day activities it's my understanding that in previous years there was a one- day professional learning day that occurred before school open this year there were two days which was really great the district had dedicated that time when the calendar was developed um in the spring so during that time we did onboarding for some of our programs which I going to talk about on one of my slides District policies and procedures initial discussion of the D and framework for teaching we did some team building activities over the course of that those two days and then the next step is to continue to support staff through robust faculty at the department meetings to enhance professional growth so we know that faculty meetings have purposes of understanding you know typical procedures and things that happen every day but they also serve the purpose of making sure that we're enhancing student um learning by enhancing teachers professional growth during that time so goal number four leads back to the question about how do we maintain that new staff Academy and keep that ongoing and that is through the establishment of a district mentoring program so we submitted our plan for mentoring to the Department of Education early in the school year September um we followed a procedure of identifying mentors through an application process which is one of the things that is required of the NJ dooe as well as establishing those Mentor mentee relationships and then an initial training for mentors which is also required so that did occur our next step here is going to be to continue to establish routines for mentors and mentees to support one another during the school day and during monthly mentor meeting so when I met with the mentors after school um for our initial training one of the things we talked about is how do you support a mentee throughout the school year some of the ideas behind that are um meeting with the mentor mentees are meeting regularly and talking with one another there's an established list of goals and topics for every month that they can lean into aside from um specific questions from the mentees there was also an opportunity for teachers um mentee teachers to go and observe other teachers for examplar lessons and Exemplar teaching and those mentors can assist with coverage for that as well as the mentees can always come and visit their classroom so we do have some students um rather teachers who are brand new who do not teach the same content area as their mentor and so they want to visit other classrooms and so the mentor can help in that process so that hits on how do we continue to establish what has started in the new staff Academy it's the continuation of that mentoring program so goal number number five is to provide initial and ongoing support for all instructional programs to support njsls we started this year with hyperfocus on Ela and math and we did that obviously because those are tested areas the other areas are certainly extremely important there's work to be done in social studies there's work to be done in science there's work to be done in lots of different disciplines but hyperfocus on Ela and math especially because Ela ties into obviously every single content area including mathematics and also mathematics because of the uh the programs that we have and what we're seeing as a result of New Jersey student assessment results we began this year with onboarding sessions the onboarding sessions were particular to literacy so we have a new program uh called inter reading that started this year um at in full implementation in grades K to 2 so grades kada 2 piloted last year this year grades three four and five are contining with the pilot process and into reading and also into literature in grades 6 through 8 the onboarding at the start of the school year was just the nuts and bol of the program how does it work how do I navigate this how do I use it to support my instruction we also have had several staff professional learning days that have occurred during the last two months with inhouse staff development with a trainer from the company in both areas so just last week actually we had our trainer from for M maath who was here for 3 Days um she did team meetings she um walked classrooms with us with look fors for the topic of mathematics and instruction um she met with teachers to talk about pedagogy and honestly it just was a really robust experience Hands-On with a person from the company who knows the ins and outs of the program itself and also because in particular with in math we have a decision to make at the end of this school year so into math uh entered a long time ago L did with a 5-year contract so at this end of this school year there needs to be a decision about whether or not we want to continue with that program or do we want to move on to something else one of the things that we heard um throughout the sessions is there hasn't been a lot of support for interm throughout the Last 5 Years so there may have been some initial training but ongoing training and support hasn't really existed it's very hard to evaluate a program and determine whether or not it's effective or not if you don't have that ongoing training and support so that was why we really focus heavily on this area along with obviously including the results of the state assessments we also have started with inter literacy so we had the same kind of structure in the beginning of the school year with an in-house trainer who walked through the program with us and started talking about aspects particular at K2 there's a structured literacy program which identifies all of the areas that are interal to be being a successful reader leading into those other uh grade levels in terms of literacy instruction and I just want to also acknowledge that one of the things that we were able to do with our title 2 Funds and I'd like to thank Arlene and the team for really making sure that we were using that money um to really support teachers in enhancing instruction and to really benefit our students was the establishment of something called a coach the license so coach licenses have been awarded to every single teacher in grades K through five um and our Math teachers in um 6 seven and 8 have a coach Le license assigned to them in order to support the implementation of the interbath program a coach Le license allows a teacher to chat with a coach um virtually really as often as they want it's completely unlimited and also to have on toone session with a coach to talk about implementation of the program to talk about specific routines to talk about some of the specific concerns they may have in the classroom so that's ongoing support with someone from the program but who also knows just good instruction that is also um that opportunity is also available in part for literacy so we identifi a teacher leader at each grade level um for for ELA particularly to um support our teachers who are implementing for the first time the K2 and then also for our teachers who are part of the pilot program that has an invaluable opportunity it really provides teachers that ongoing support for implementation and really success with the program so we actually had a session today about how that coach license can be supporting and what are some of the topics that someone might identify for use with that um that program so so that is something that will be ongoing and available to teachers throughout the course this year and I hope that'll be something that title to funds could afford to our teachers um in the future our next step is going to be to take what we learned today in our session about just overall usage of poach and how do we focus that um with dedicated instructional goals and we have some identified after our sessions for math last week that we'll be talking about in terms of focus um for down the road from this so this is really been a pretty comprehensive um undertaking with lots of dedicated funds again from the district lots of um you know work on the part of teachers brand new programs new standards really trying to dig in also trying to enhance what they're doing already in math it's a lot um and in particular it turns it into reading and math there are many components hmh has done a pretty tremendous job of making sure that no stone is left unturned but that does does not mean that um it doesn't take a lot on the part of a teacher it's a brand new program so there's a lot that goes into it that coach should help us support that along with the rest of the staff who were present goal number six was about a focus on data so what we have started with is math inter maath actually has a growth measure assessment it's offered three times a year so we took the growth measure assessment to start the school year we began and uh with a due date around mid October so we gave students an opportunity to adjust and we were able to look at that data with our coach in house last week identify areas of strength identify areas of growth much of what would be supported in the areas of New Jersey um assessments and really aligning those to what the future goals would be so we started with inter man growth measure we will as we start to go through this year and next year starts we'll have some data for reading that we use as a basis for what we're doing in the future in terms of literacy instruction and some next steps here are one of the things that we really need to focus on are what kind of routines can we put in place so that discussions about data can occur regularly there is nothing more powerful than grade level teachers and teams meeting together to discuss data to talk about what they're seeing and to talk about how they might support one another um and hopefully we can continue to really dedicate some time to doing that because that is going to be everything for our us and then finally this was probably what it's the last one it doesn't seem like a lot but it is a tremendous goal one of the things that we discussed very early on when I came to the district was there really was no system in place for the things that teachers need to grow and develop professionally um all that was being done in terms of observations and evaluations professional development plans sgos were being done in docs um they were being done in spreadsheets and that is certainly a methodology that can work however it's very challenging to really focus on your observation and get to the heart of what you need as a teacher when you don't have all of the tools in place to feel successful so we ident identified a system to put in place to make sure that a there was structure which is important but more importantly that that structure or system had support So front line not only does it have the system in place it has a robust library of professional learning everything the district needs in terms of again pedagogy in terms of understanding the domains of Danielson which is just aligns itself to good teaching in general is is embedded within the Frontline professional growth system that is an important component that's going to help to move the district forward in terms of construction so we have started initial training we did our first um we talked about the framework for teaching initially on our opening days we did a training on the afternoon of um October 31st for teachers to get a initial sense of ideas behind the Danel framework and we will be doing that again on Friday actually um we have an afternoon session that will be dedicated solely to the for doings and the components within it and we'll be talking about the resources that are available so this final slide that I have tonight is really about some areas to head in the future some things to focus on things that are currently really kind missing or not in place that need to be kind of an area of dedication for the district so first there needs to be a reinstatement of a district out gifted and talented program with a dedicated gifted and talented teacher um one of the things that we'll note is that there is a pretty um you know descriptive process for implementation of gifted and talented one of those things is having a dedicated teacher someone who was trained assessment processes that go in place a curriculum that follows it's a huge undertaking so this is definitely a goal for the district for the future second to reinstate a world language program again with a dedicated teacher someone and it's hard to find in the state of majer a world language teachers are far and few between but it's really important it is part of the majers student learning standards there's lots of opportunities embedded within that but it's something that needs to be focused on something that we have heard over and over again in terms of feedback for teachers is we do have a shift and an increase in our multilingual Learners population in the district which is really exciting as we look at our agendas and we talk about students we have multi languages coming in and that's just really exciting for the district but it does in the classroom provide different opportunities for teachers to learn how do I address a multilingual Learner in my classroom one of the suggestions we have is to train our teachers sheltered instruction this is a very specific process but what it does is it supports an English language teacher who is dedicated in the district we do have one full-time but this provides the support for teachers in an ongoing instuction during the course of the school day this is just another methodology of professional learning that could occur to really provide a a really systematic approach to support teachers and to support students training to staff of differentiate differentiation strategies support neurodiverse Learners inclusive settings once again this is another thing another area to think about we have students are in classrooms who have IEPs they provide such unique opportunities and experiences to our classro but they also need a lot of differentiation along with the rest of the students in the class so what can we do in terms of ongoing support for teachers to support those students and all students in the classroom we absolutely need to to establish a district calendar that incorporates ongoing opportunities for teachers to develop professionally we are really grateful that we were able to shift the calendar to include a professional learning day this Friday because our next one was a Friday in December and then the next one after that is it until February it's a really long time for professional development not to occur so having something in place that really establishes a regular routine for this some format should really be a dedication for next year that ties into the next goal which is to create a commitment to training staff on professional learning communities and dedicating the time for them to be together this goes back to the conversation earlier in the slide about data discussion curriculum discussion standard discussion vertical and horizontal articulation those things will happen and when they do you're going to see the results in your standardized test scores which is not the end all be all but in the ongoing assessments that occur in the District that includes formative assessment summative and those benchmarks such as the growth measure and then finally um this is a conversation I've been having ongoing with Mr Santiago Miss KY um with um Dr Fitz this position of supervisor of curriculum is a full-time position it is something that requires a lot of dedication time and resources I want to acknowledge that one of the things we talked about is having someone who will be able to remain in place for a sustained period of time to beat the district goals and objectives supervisors should be handling all of these things NJ achieve all content areas El programming gifted and talented programming all of the title grants it's a huge undertaking having a dedicated person who can have the resources and time fulltime to get dedicated to the district as a whole will have a tremendous impact of all the goals that we mentioned in the earlier slides and just the impact on the district as a whole and that's all I have um thank you for listening to me I apologize for my froggy voice I'm recovering from walking pneumonia last week it's still kind of getting out me but um I really want to thank you and I also just really want to thank again um Dr Fitz um B Santiago Miss Candy umine and the rest of the the staff here for really just being part of this community in the short time I've been here and also the support I've received um to thinking about what we could do in the short term and then also in the long term ahead so I really want to thank you for members are there any questions or comments on the uh presentations that of there there I will say that I I mentioned that Dr Fitz this presentation and specifically was not on our Drive I asked him to add it to our drivers um and I'm going to document that just sending it to him so that way he he know thank you so very much this is unbelievably helpful I can't wait personally to look at it again um I have some I'm not sure if this is for you or Dr f um but from your professional and I know enough from U Mr Marine when you were involved in our meeting in aom in May your reputation is phenomenal so thank you so much um from your experience what is your expectation on when we will see Improvement regarding the implementation of these new ccul I would say that um first of all you should start to see um because of the fact that there has I'm going to talk about math first because there hasn't really been a necessarily a ongoing support for into math I think a recalibration that's kind of occurring now um should really start to see we should start to see some results in our growth measure in our spring growth measure we should start to see some progress there I would say you're going to look for again that grow um probably by the end of next school year it's not going to be overnight it's going to be slow increments but that being said I think you're going to see some growth just by spring with the growth measure alone so if I may I'm follow up on that because one of our meetings um I think it was May of uh this year when we were talking about budgets um there was clear indication from sta for the need for more counselors to meet the needs of our kids and our families so I pay attention I try to at least absente as lates I tried to look with the test scores the first time thisth Mr Santiago presented about how many kids were eligible for the tests and took the tests so given the Dynamics of Delo specifically most respectfully the social indicators maybe the economic indicators how much does that too play on the success of new curriculum and I hope that's a respectful question oh it definitely is I mean I think the first thing we have to acknowledge is there's going to be a long time before know the effects of the pandemic I don't want to M you know misinterpret that that's a thing that's happening right we have students who are learning at home we're seeing those students now we know that there were gaps that needed to be filled because of that so that's part of the impact I do think a dedication to counselors for social emotional learning and mental health is a tremendous um effort on the part of the district I can't even tell you you know walking into a district this year that had dedicated funds to two full-time counselors is really incredible for a district of this size but if every District started there um the implications in terms of the academic work the students it is really insurmountable so I can really say that that was that was an incredible um impact I think and it will continue to be felt and I think my final question Dr this for you um we've known for a while that we are not F following the regarding gifted and talented World Language um and also I believe it's still the child study team the parent U group that's actually on yeah the cpg is something I have to bring up on in my notes under bold business okay is um I know we brought that up last month and it was on my agenda to bring up for this month because we just had ours at p i was involved in for example right so my question is again most respectfully who in the State Department of Education or the county superintendent office what is the consequence for this District not comping with the law we are making progress of complying with the law said we are out of compliance in some areas but we are correcting them daily as we go that's why we have we have not been overly scrutinized they we've acknowledge our sins so no so then it's a it's a Le on question it's not anything to pointing anything out I hope you know that my point is we need to be advocating and conveying to our residents and our community how closely we are working with our County Superintendent school's office on this and I want to make sure that's out there that this is not a shock and we talk about this but I don't know be reflect that as we should I think that you're doing a good job if you will look at your agenders everything we do is can is shared with the county superintendent so they can see the progress that this board is making issues that they are voting on issues that they are supporting whether it's over on the special education side whether it's on the regular education side okay so it's that your work is known to the county and to the state okay we're not here to say you know to talk camouflage that we're not doing it we're doing it all of our funds are being spent consistently to address the issues to move us into full compliance in all areas of Education they know I don't have a gifted and talented program they know that for a while though so they but they know I'm working on it they know that it's you guys have voted on that issue you're supporting that issue it's a matter now of moving forward advertising binding hiring Etc okay so there's there are a lot of things that you got persons have put in in place I I understand that so but still my question remains because we've been delinquent for so long superintendent do they see is this Pro I'm sure in the past there has been reasonings whether it's through qac because I understand enough to know the qac there were deficiencies I don't know how they were addressed and then what's the consequence for not being in compliance I know we were not in compliance last qack I certainly know we're moving to compliance with when we get the report is it just mcar you had mentioned it we were talking you know you said something was in response to QC I know we have official report I'm sure that's just kind of conversations with the monitors here yes we haven't receiv received official report once we do areas that were not successful there will be something that's called a dip which is an effective action plan basically that is where those goals that you're talking about will be as Dr mentioned they'll be monitored for Progress so it's a step in the right direction as he's mentioned that you know there there has been tremendous progress of many of the areas but unfortunately they just can't all be addressed at once and so in incremental you know installations it will happen and then you'll start to see that Improvement so I don't think I'm asking my question specifically enough but I'm going to apologize if I know that we had deficiencies in the last qac monitoring which was a couple years ago and that we still have the same that we're working on understood time frame or is there no time frame with is there possible sanctions is there any consequence I think is my question even though we're working on this do we have to speed it up is there something we should be doing quicker or there aren't any consequences when you're not you got to wait until they announce what your divisions is are and nine times out of 10 they're going to say to you start develop a corrective AC action plan okay I hope that none of the deficiencies are so extreme that they would consider putting a monitor in here usually if I was having now I tell you why they would have put one in here very quickly if we hadn't corrected and addressed our Hemorrhage our financial hemorrhaging they would have had one in here because that's tangible they can put their fingers on that but because Arlene and all of the rest of us and you as a board work collaborative with us to correct the financial situation that we would in They delayed putting a monitor in here okay your work has been substantial I can't I can't tell you how much work you as a board is done and what you got to do to look back at the at your minutes and just read through how you allocated funds for every recommendation to support an initiative that was correcting a deficiency in the district it's it's it's it's in print yeah it's there thank you I thank you guys I thank you for going on this journey with us are there any other questions or comments this is just for this presentation for the present for Mrs mcpartland and Mr Santiago Mr Santiago I have one question we had talked in October about the the children that um English is not their first language and those children do not partake in these testings correct they do they do and what okay and how is that done CU I I asked that question unfortunate truth is unfair yeah it is unfair so then I when I was looking back um access testing is something that's done for non for for ML okay is that a separate report for the proficiencies for those children or is that combined into no that's separate can we have a cop can we get copies of that documentation you can see we have record of it thank you that does correct me help the term that the ml students are on correct and then you have certain um things that you can Implement as a teaching staff to help those students get to the next level get to the next level just think it would be helpful some to talk about you know thank you so much unfortunate truth is they they allow you to take these tests in English they allow you to take in Spanish I believe but let's just say have a Portuguese speaking kid that comes into the district it is not available test but for the access test it is important or just the access test allows um for different levels and it does to students actually we just met this morning to talk about this so um we're gaining further insights ourself because we actually don't have any experience with um access testing but miss SC was extremely helpful this morning and explaining to us how this works in terms of the tears how work section of assessment so there are some adjustments that are made based on the initial testing that occurs just within the window of time but um it again it is a separate entity and our students will take the New Jersey student learning assessment regardless thank you very much looking on both sides just to make sure everything's cor huh um like a motion to approve under the superintendent report the resolution section which is items 1 through six and then we can discuss a motion with move by Mrs SCH second seconded by Mr Hopkins are there questions or concerns regarding the resolution section under the superintendent report okay this is a voice vote so all those in favor please signify by saying I I opposed abstain motion carries budget and Finance section yes I I have that too a motion is requested to approve items 1 through 11 but we are crossing out number three because there are no line item transfers for this month so items 1 through 11 excluding number three and um we are also going to have a change on item number 10 the change is going to be taking out the November 11th 2024 date and putting in to be determined based upon when we receive uh the SE I have a question we wait motion we have to wait for the motion yes all right so we have we need a motion in a second then we can discuss it move by Mrs schin second seconded by mrar Mr V your question so I'm looking at upwards of about 12 or 13 checks that have not been cashed from the so my question is I total it's like $4,200 right do we lose the funding from like 2223 I me the 22 school year because it's 3 years out we lose the funding from the 23 or will we be able to generate I mean that's that's enough for like after school tutoring that's enough to pay for other things offet that are for extra cafeteria monitoring no this just reduces your outstanding check amount it just say back up to fund balance okay so is it out of a general fund balance or Capital General okay but we don't have to like I know you're only allowed to roll over so much but because these are two years out there it's a small enough amount that yeah they're they're old makes you do this okay so thank you it could be a void check that was never picked up you know not necessarily somebody has to cash a check it could be a void check it goes back to 20223 are there any other questions for the finance section go ahead I I have one myself okay um you might um for number uh for under um number six and number seven um point six and seven for the children going to Riverside may we have a breakdown please of the number of children that would fall under regular education and then in separate category children that call special soon as we finish the Asa is due December 6 thank you so much I think you said you had a couple just just um the other I don't um on number nine uh what does this report entail and I it's major it's it's used to do this okay it involves eth ethnicity um it's it's something beond it's more curriculum related or uh student related rather than financial and why what is the need of hiring Gary Gary's been doing this for years okay yeah has he we we had currenta doing this in the past bar no actually bar in this this section okay Barry did the uh initial Title One application whatever and that's still being those other areas are being done in thank you this is very end of this report thank you my comment was going to be on number 10 where it's a resolution to approve uh upon recommendation of superintendent relase of ront Street School to United Hearts education center uh for a 5year lease here um I want to thank everybody for uh you know past couple weeks in addition to the superintendent uh searched up we've been confident discussing and going back and forth with this lease um I'd like to thank Mr Partland who even throughout this meeting has been working for us to help us uh get what we need and I want to express my sincere thanks for that um and should this go through just so everybody understands the the financial impact on that this would inject over to 5 years $900,000 into the district and that number can help offset a lot of costs when you're already talking about from the state business administrator and the county business administrator having them force all schools in our counties to plan for flat funding and also plan a 15% cut so there's a significant Savings in addition to a cost um in addition to the the income that you're bringing in that can help offset some of that stuff that could be coming down so that that's a a potential great thing for this district and it's what we set out the DAT it's a full um and we approved everything this district and try to put everything uh out for lease we weren't sure if we could get that that $155,000 a month that we were asking and that's what this is coming down to and this is a we got a full price off um which I think is outstanding work on on real news end and the other as well are there any other questions or comments on the uh Financial section okay seeing none this is a roll call Mr M yes Mr VAR yes M yes Mr J yes Mr C yes M Stone Mr Hopkins yes yes operation and Facilities report like a motion to approve the report on maintenance activities exhibit M on your drives motion by Mr V second second by Mr are there any questions or comments on the maintenance activities okay this is a voice vote did you have one I'm sorry I'm sorry say Voice vote all those in favor please signify by saying I I opposed obain motion carries board Le aison reports Riverside what I'm going to start doing um is I'm going to start forwarding out the minutes from the Riverside of Education meetings to all you guys that statement that I read was the same statement that was read by Stu you know student at the um the student representative at the Riverside Board of Education me so I want to make sure that you guys are well informed on some of that I'm glad we have Morgan here for dcit I know she covered she goes I believe to uh Westampton um bless um Joe vudo said you would try to get somebody he's having you know problems trying to get somebody over at at at West Anon but being able to get that report from the Riverside being able to it out to you guys is going to be huge NJ SBA bcba M SCH I know you sent out something to the uh to the board I don't know if you have anywh to comment no no report this Township committee M stend last2 cting hopefully what will be CL um lots of conversation making we all be very care fire any of those things a lot of thank you like a motion to approve under the Personnel section items a through RVE moves by Miss SL second second by Mr V give everybody a second to scroll through and ask if there are any questions or comments on the Personnel section okay any questions or comments on the Personnel section one second go ahead yeah take your time um under letter D this is going to be in addition to the teaching St that we've approved theci for lunch it's for the hiring the lunch Aid stuff seeing no other questions or comments this is a roll call gr Mr M yes Mr VAR yes m l yes Mr Jess Mr CER yes M Stone Mr Hopkins yes pass old business I brought up something uh earlier it was on my list for old business which was the uh creation of and stting the uh the cpeg or CP the special education parent grp um I know we have a interim director of special education as she started working on putting that together and if not what can we do to help to make sure that that gets put together because that is something that's required by the St she's putting I talked to a couple days ago she's putting that that together prob as a parent of a special education student here myself I'd like to be on that um so anything you have if you want to send to me i' I'd happily not only be involved in that but help us I'm allowed to be part of a special education parent group because I as long as I work as a role on a parent I'm not allowed to give um if I do anything for the district if any of us do anything for the district we are not allowed to give direction we're only allowed to take direction we're allowed to volunteer and being part they can't stop us from being a parent but they can't stop us from doing these giving direction to staff members and people we oversee is there any other old um status of updates on form of Committees of this please I sent emails to uh Dr Fitz and the administrative team uh Dr Fitz and we started the discussions internally because it can be you or your designate that would meet with various committees I sent a schedule um to everybody as well and I know you do have to talk internally to administrators and your designes on that do you have an update on what might be happening with that yeah the information has been disseminated thank you the information has been disseminated each Personnel in thetive team in the school is looking at that Now to S send it back to me and say what's the best available time and date uh that you can participate in the meeting some of the people are Consultants who would be on these uh on these committees the rest of us are available as employees uh with a lot more flexibility I would say we'll get that out to you before get so we have that you cpg before the December meeting and we have uh some committee updates before the December meeting as a uh as a specific go to time frame would it be helpful if we I don't two questions and I'm going to be respectful to all I might have missed something um we formed the board's goals and objectives correct we formed uh those goals when we met with then jsba when they said that they were doing the um to keep it in July in July when do we when do we develop the district goals and objectives superintendent district goals and objectives those Mee I mean those goals and objectives can be developed January then finally did we get the uh the board self evaluation back from School Board Association did you have them unlock that I know I asked you to do so what we can do is we had that school board's rep coming on December 11th what I will do is when I confirm with her the time change and I'm going to make some notes Here excuse me um to change that meaning the school board's representing at 4:30 what I am going to do since you haven't heard back from them they'll continually hear from me on a schedule send on Google pretty much every day until I get an answer so December we have I have that in my now as well for the uh njsba because if you're not hearing back they seem to be very responsive at least to this superintendent search thing so we bombard them that as problem was frustrated as you it's not open and especially we asked for it so going to ask for forgiveness to set a permission and take anything else under their old business okay new business any new business to bring up huh one notation um the township had their MO collection um where our I believe it was our junior high was U mayor and Deputy Mayor and Council people who was presented on Monday night it was absolutely phenomenal it would have been great to know as a school board um that we could have witness the whole uh presentation and process in in choosing the children the information these kids gave back to cap committee was unbelievable Environmental questions and I wonder I'm not actually wondering I think we have to we have to bring our kids closer and and get this information that they're talking about I I had to S stand in the back um because it was standing remely and to watch Mr Shields his proudness with these kids it was it was just incredible um to watch the kids with Mr Shields in the preparation and the dialog everybody who watched that Township committee meeting on YouTube it was that great last year in March we brought back to this board and this community the dialogue from the e8th grade uh classes through the County School Board Association and we haven't talked about the information that we Shar if we can bring those kids closer please and incorporate them into our goals and objectives what their concerns are two meetings ago in last meeting I brought up the notion of student council for this District um honestly when you listen to those kids and their feedback um it was excellent so well prepared um really me and to Mr shield and whoever else work with that I know uh when my daughter was in eighth grade here she was involved in that same thing a really cool experience to see I know that I saw the posts that night about um about like after it happen right you know after it happened um events like that could be shared with us from the district that would be great because that would be something that many of us I'm sure would go to are there any other comments on new business okay seeing none I'd like to open up the meeting for public comment on non-agenda items public participation during the Board of Education meeting will be governed by policy 0167 Board of Education welcomes comments from the members of the public concerns about the school district should be addressed by appropriate staff members prior to being brought before the board again please note that the board may be hearing these concerns for the very first time and may not be able to address these concerns during the meeting an online form for public comments been provided to all district recipients as well as posted on the website President and Vice President can read the comments from that online form during a board meeting members of the public can also participate uh all participants must start out by stating their name and address are there any public comments on non agenda items I saw m 10 a little difference Matt first Matt par second just real quick on Joann's comment the E grade also came up on October 22nd to town hall in the morning um every all the 8 graders they came up uh our staff gave them tours throughout the administrative side and the uh police side of the building all students had great questions for us I was up there when with Mr Patrick our police chief uh Chief gave Tour on the police side and our town cler gave Tour on the administrative side they're all engaged great question they did great thank you are there any other members of the Mr motion good evening everybody uh for those who don't know who I am I'm Bob the chernik uh my son Evan is a fifth grader here at Pearson uh I have questions and concerns about how special education is uh being addressed with the district uh it's been brought to my attention uh my son's teacher has been out since October the 2nd and a substitute has been filling in is there any uh updates on if uh she's going to be back at any time or is her position going to be perally filled by somebody else I address these in an email to everybody principal Santiago the child study team I've yet to uh you know get a response back which I find you know but when you say everybody is internally to administration because I didn't see anything Administration okay when was when was that Friday and again yesterday sorry you want to respond to the teacher so I know Kathleen and Ally responded and I talk to Kathleen she said she was going to take care that's why I figured if she already responded in alley that's I was like okay cuz I was going to respond as well if they're saying they didn't receive that response like is that something you seed on the response the response that I got had nothing to do with the missing time that he's getting in class the response that I got from Kathy was about the special education groups and the response that I got from Ally was about Ally telling the kids what happened to Mrs almond but the parents have still yet 6 weeks later received notice from the school letting everyone know that the teacher is out if it wasn't for me gring my every day I I mean what are we try to hide number one I don't think anybody's trying to H well I mean we can hang on hang on Mr matern we can't comment on Personnel matters so I'm going to ask you to hang on because of that because we cannot comment on Personnel matters what I'm going to ask you to do in that sense is I'm going to have you if you would be so willing to stay after the meeting is done and I'm going to sit with you and Dr Fitz to make sure and your concerns gets addressed because we cannot comment in public on any personal okay all right so my son has a sub for special education right Midway through they pull her to go somewhere else e ofos to get so many minutes every day and when they pull a sub P his s where do the minutes go do do we get those minutes back I think this again is a part of that discussion that we can have after that meeting um yeah well I shouldn't have to be coming here in a public forum to do this I should be getting this information that's ridiculous because if my kid doesn't tell me you know we're talking about all all these you know rules being broken and what's what's the consequences I I've already been in touch with the county uh superintendent of special education uh Thomas she will be reaching out she is not happy about how things are being handled here in Pearson with the special education she she's going to reach out I we just had a conversation with her yesterday so I want to know you know is he require you know is he going to be able to get these minutes back is he going to be able to receive some sort of tutoring is it on my end I was just saying to the president I would like to just be with you right after this meeting and I will get down your concerns and I will address I will address your concerns about your child okay thank you are there any other public comments on non-agenda items at this Dr bowler who I just met today hi everyone um I'm Kim bowler I'm a Community member I live at two Preston Lane I'm new to this community and first time um visiting the meeting thank you so much um I have raised a concern about the election process and about the fact that we did not of um you know a Full Slate of people running for the board so I just want to make it make a statement again that this to me is a concern about U Community engagement and again hat off to all of you who are here doing this hard work thank you for serving um but I wondered if there was a way that community members might be able to help in the future uh whether it's the School Board Association needing to come and and talk again about the procedures whatever it might be um to make sure that we have a Full Slate in the future I'd love to have a Full Slate in the future and I know historically here in the town at least over the past handful of years um sometimes those slaves haven't been filled sometimes we really haven't had any competition on Election I I can't speak for every single board member um that's our own personal kind of reasons as to why they may or may not run um I know I sent you I think in response a pretty detailed um email when you would sent the email I believe it was like late October if I remember correctly um about just kind of what our process was how those seats were F kind of the videos and where everything could be found um and if if you have anything else any other questions please feel free to reach out out I'm glad you kind of look in respond like I I just have to put it in the calendar for next year to check because I think it's just really important to have those conversations running up to um the time that the deadlines are for getting your name now the thing is is as board members we're very restricted as to what we can and can't say online and everything as well um you know things can be ConEd in many ways absolutely so can I ask an an agenda question I didn't know what the agenda how it would unfold ask a couple questions about that so um I just wanted to ask a question about um interpretation of the data that we heard tonight um I have some concerns my backgrounds in Psych metrics and testing and I just a little bit concerned about the small sample sizes first of all and what the state requirements are with regard to basking small sample sizes I have real concerned about trying to aggregate the data as Mr Varga was pointing out because that gets to teeny tiny numbers in each of these cells which is quite identifiable that's one um and I also am interested and I'm sorry um this person who presented isn't here at the moment um but it's also a question about the significance you would ascribe to those Trend data over time these are numbers of of people who are very very small and to make a lot of those changes given the small sample sizes I think is a concern so thinking about Trends thinking about the formative data compared to the summit of data I think is really important um and again the question is uh does anyone in the room have an answer or how can we find out about what we are and are not supposed to be uh disting um in the Forum in any of these forums and I would get to see the reports onl Ines thank you for raising that question probably the best place to look at the data is to look at it in the state report you can you can get it at out of the state out of the state report they might break it down by couns okay and you because the numbers are going to get smaller as they go to the counties they're going to get even smaller as they go to school clusters uh in the same DFG Factor group okay that's where they do a better mining of the data that can help to see what the trend and what the patterns are yeah okay so I'll look into that separately but I think I just wanted to make sure the board understands my concern um about the fact that those are some pretty small sample sizes easily identifiable if you just brush the surface a little bit um I also wanted to know um I want to clarify something something that was asked earlier this is not you did not speak about a new curriculum implementation you're talking about supports for high quality implementation of existing curriculum is that correct well yes I know um so there was a redesign of the curriculum to be up to speed to the most current Jersey student learning standards and program support for the curriculum in terms of that is what being is in PR okay that's great is there a curriculum committee of the board and is there a way for um community members to become involved or volunteer in some way to help a yeah there is a curriculum committee being established that was part of the old business that we're going uh into that Dr fit said that he's going to have uh administrators assigned to by our December meeting uh to address kind of a small sample size and easily identification process in there uh we are a small school and unfortunately when you start breaking down some of that data the sample sizes do get sm if you have one student that goes from you know passing to not passing your or vice versa it can create a huge difference within our numbers um one student you know really can make the difference and small um and yes it can be easily identifiable I'm sure if you really really really dig deep down well we talked about four children and I think a lot of people me know who those four children are and I don't feel great about that as a privacy issue I get that but I know that that's part of what's required in the reporting by state is to break it down to that if you look at what Riverside if you look at what we present in p i I can't speak for Highland with r it's very very similar data where it breaks it down to how many students took this particular exam for example my daughter and I'll just put it out it was one of I think three people that took one particular AP exam that was reported on and she was the only person in the class at that time that had passed and yes it was very easily identified stick this um but I can see and and acknowledge a potential concern with the identifications especially if it's not any positive man like that have that particular for sure so will there be an opportunity for people to volunteer to assist related to cni or any of the other uh I think right now it's a board committee but it's something that I can I can talk with Dr Fitz about what we want to do I think if we have and if we engage our community and engage our parents more that is something that I think is welcomed right I say I said it with the uh with the CPAC I'll say it with curriculum if we just have something Community wise not even just a board meeting where this curriculum is presented that is a very common thing in many districts the community members can come in and they can have that R and start to understand what we have to have in our curriculum what we put in our curriculum and I know Mrs mcart has significantly more experience than I doing curriculum development and can speak to some of the the requirements with not to put her on the spot um I'm sure she's somebody that you can certainly connect to it you really opening up on my part that is you basically telling me you would like to help me with some of the challenges that I'm faced with and I just want to say this to this community this is a richly endowed our community in many ways and I think you can help us in this initiative is that you can help us as we identify our children who need assistance in multiple areas we need some assistance in Reading in math in language and you will be surprised what one hour per week would do with a child helping that child continuously refine and develop his and her skills so I hear you telling me that this community is ready to join us or to help us in this endeavor of moving these kids to another level in their achievement I I welcome you I will welcome you to join committees curriculum committees B curriculums any curriculum any committee and then to tell me that you will get a group of teachers persons to work with children I would love to get a group of your parents to help us with social emotional learning with kids do you know how many kids just need someone to have confidence in them and to reassure them that they're okay I'm dealing with attendance and absentee ISM right now because if I get over 10% of these kids absent I've got to develop a corrective action plan so I need I might need you as a group of parents who are the alarm clock for these kids it says wake up catch the bus ride your bike to school because I see it as an emerging issue that I got to deal with so yeah I welcome you to volunteer to join some our committees okay thank you are there any other public comments on non- agenda items okay seeing none I'm going to close public comment on on- agenda items uh does anybody have a reason to go into executive session seeing nobody speak up uh there is no reason to go into executive session so i' like motion to adjourn move by Miss schin seconded by Mr C all those in favor please signify by saying I I opposed abstain motion carries thank you great
