here Mr Smith here Mr Jenny here Mr L here all right first up on the work session we have a presentation from the CM Associates concerning the uh pickle ball court summerh Hill Park Ed you want to take it how about if I just give it intro if you don't mind Mr President uh so in earlier I guess this month uh we're sitting around talking about the different you know capital projects Capital needs for the year and the mayor suggested that we look into providing a u you know a pickle ball court I mean most towns have them and uh so we researched and uh you know the sport itself is is gaining popularity you know really amongst all age groups but uh particularly with you know seniors people you know getting to be you know my age and the only thing that's rise and what's Rising on a parallel track with the U the likability of pickle ball at least with our my generation is the number of medical claims that have been rising along with the uh the play it was a recent article in New York Times citing that uh people my our age my age that you know they get banged up pretty well playing this but anyway I'm I'm going to ask Ed if if he would just give us a really brief presentation this is not any Hardline engineering this is just a really a disjuncture just a schematic and uh some more fine tunings required Ed please thank you Joe um I just want to leave this Google Map up real quick just so everybody has an understanding where Summer Hill Park is in relation to uh rest of so you have Sumer Hill Drive AR road back over here um Bridge burrow all the way down to 130 so it's this is better okay so our office uh prer a concept plan um to replace an existing half portion of a basketball court over at uh summerh Hill uh athletic fields um to as part of an application for a local Recreation Improvement Grant um which is funded through DCA um and exist the fund improvements to existing facilities or facilities to enhance recreational activities within the municipalities uh the state has a $20 million budget um with a maximum Award of $100,000 typically um for for a project as an example the town received a grant the last two years uh for the vermes field lighning Improvement project that is currently in design in the amounts of $884,000 70,000 um roughly speaking the the estimate associated with this is going to be around $200,000 so should the township receive the full lotted Grant amount um the cost to the town will be $100,000 at the end of the day so does anybody have any uhal questions yeah I do um I know over summer hill during the uh football seasons uh they can during I think they do some tournaments baseball and stuff over there I know parking can be a real P for you guys I know when I was count we've got complaints about a lot the par spilling into the neighborhood um I'm not worried about the pickle ball people causing traffic there um but I guess my concern is the park um allowing the folks to who want to play pickle ball are they going to be able to play you know what I'm saying because I know there's a farking situation is it just two courts just two courts so in terms of the parking um there's obviously act parking just for the the pickle ball but in terms of having you know cross uh cross sport activity there I I don't know if the the idea of the township is to have a time restriction time slots for people to play on the for you have a hockey game out there um or a football game Etc if that's going to basically be hey you can't hook anything here I walk over the but warning not something we can discuss I guess yeah in the later stages because I believe there's actually uh like pit ball leagues and stuff too that I think are oh is there yeah oh yeah yeah yeah no it's a very very organized sport um yeah yeah and that's why I asked how many courts it looks like there's just two because I some places you go they have six eight and then you got a lot of foot traffic for tournaments and whatnot so um hopefully people would carpool so so you don't you don't have uh eight eight cars there for people playing pickle ball but um yeah there are there are Tom uh makes a good point um it's not all the time but there are some times where there is bad traffic over there and and the parking gets a little bit tight um but that and um just so everybody knows it's um when I first asked the question about this um will not have lights um so there wouldn't be nighttime playing um I wouldn't be opposed to nighttime playing but there if you you know some communities that have these big pickle ball courts and they have lights the residents complain about the noise at night from the thing thing the thing you know that that noise right um U most people don't have the ability like I do to sleep through anything so it does it does bother some people but with just two courts and no lights um I don't think we have to anybody else will can have any other questions about this SK quick one Ed um I know this is early in the design phe but just curious is there like a b or something around that I there's a I I took the labels off there's a 10 foot high uh chain link fence around it and then there an Associated Timber tie rail that's in between the uh the parking SL driveway area if you want to call it and and the course themselves and then we have buffer landscape being um shown as well now obviously very preliminary you know modifications can be made based off on how we have't sitting now it's be $200,000 if if uh if need be if we find down a road that the uh the amount of people using that space just way over the parking lot is there room for expanding parking lots that's a great question good question got that well I gota be honest I see room going to say based off of the layout where the proposed pickle ball court would be I think you have mucher expansion there plus the grade change on around there is is pretty steep once you get past the par right it's pretty significant elevation change up to the Hoy football field okay you take out the football field n no we can't do that do that not do that I have a question yes so I may have missed it earlier are the residents okay with us having a pick over there whose idea is it from well it's been proposed by a lot of residents lot a lot a lot of people have asked about it and we were looking at areas where we could the reason I'm asking is you know want to do something and then we get all these complaints and all you know the residents are fine with it um let me just jump in real quick the um summerh Hill HOA when the tennis courts needed to be redone so instead of and they didn't get a whole lot of play and there was two tennis courts so they redid the tennis the One tennis court left it his tennis and they actually did put um a pickle ball one little p in there um and then like a half hoop you know so there there was some uh stimulation to have that in that area um unfortunately there's been a lot of vandalism and stuff because it's tucked back hidden out of sight and um you know so you try to do a good thing but uh hopefully we won't have any issues with with the vandalism or whatnot especially with these out in the open you know and and you know it's easy for it's right out the open where the the HOA one is in the back not of tued away it's well yeah it's preliminary but I mean it's an area of active Recreation I mean you have you have 22 guys at any one time cracking into each other with shoulder pads you have hockey uh balls getting smacked around against the wood uh wall and people checking each other into the boards that they're playing the game right so I mean there there is there's it's an active it's not like a passive Park it's a very active Sports area so uh I think it's a good spot I've been there I just I'm just ask about residents because sometimes you make a decision you think it's a great idea and then you get all these all these complaints yeah like I said my biggest concern and we can discuss this going forward is the parking obviously because I don't I mean the police called down there uh you know the residents want tickets issued some you know and everybody starts getting up in arms about tickets the cops really don't like to do that so you know it puts everybody in difficult positions I don't want to see us do that so you know obviously we have our work cut for us on this but I'm I'm all for it I think it's a great idea we have to see if we get the grant too and then you know you we'll we we'll know that I guess sometime soon really first quarter maybe I think it's a little later in the year correctly is respons for me uh providing you you know the scheduling and everything on those fields well that's an operating a fact that's got to be worked out uh if that's the case then it's up to them to either some schedule said appointments for people to play and restrict usage if it's going to be over to one yeah yeah so he know you'll see it again you know when we review the capital budget in a couple of months too you know you have another chance to take a look at it and uh and so that's it I I I personally think it's a good idea you know let's let's let's hope we get the Grant and It Go true goes in and becomes a great idea and a great great thing for for people to do any other questions before we move on on this I think I think we're pretty good but uh I feel pretty confident that we're going to get it uh I mean as Ed said you know they got the uh the last two years we got them in succession for uh the soccer field so your track rate is pretty good lighting right yeah yeah I have another question yes um I'm not I'm not familiar with Grant so for example if you got the Grant and you didn't build the uh cord reported last to you I think there was a couple there were a couple of emails that might have been exchanged nothing's really changed they're out there they started their uh their surveying work their geotechnical work um will be commencing probably within a couple of months uh in fact what we're what we're obliged to do uh and what we're prepared to do soon is to provide funding for that next phase which will be done via a bond ordinance at our next council meeting it'll be introduced at that point so we don't hold things up uh but it's going foring as schedule right now can I ask you to receive a letter from them January two we received it this week or last week we have received it you have received it yes wondering why that couldn't be communicated to any interested Coury down in you know flood area like we've gone back and forth you and I we've exchanged numbers and email I'm here we're here this is your 13' been here we know we're interested sometimes it's only just my sisters and I at the meeting so I was wondering why that well you saw the letter it was shared with you no you didn't no the Army courp did I have't I was on the email chain why didn't you do that um there's a lot of Correspondence in the throws of when you're in the throws of a project and we don't stop and and share every communicate with uh with the entire public and all that's really good was said that they're starting which we reported to you that that was actually happening PL all this did was memorialize that which you were told previously so it says if we have any questions or we wish to provide any information we have 30 days to do that and I just stumbled on that letter we should have known about that I just don't understand why communication you know can you tell me why that is you knew that the project was starting you know where to you know who to contact you've been contacting us throughout and the Army for themselves and uh we report and we report on the progress of it at most of the council meetings here you have not provided us with the information communication disappointed the only in contact the Army for is because I didn't get any information and I don't think in all stand that I should have had to resort to that so I'm very disappointed and I hope we can somehow if you can let me know how we can communicate and open the doors great if you have any recommendations we here to work with you we're not here to work against this has been you know long time coming so what do you think you think we could just have a better understanding Absolut absolutely okay we used to Joe I don't know what happened all right thank you and thank you very much thank you app thank you um you had your hand up earlier hello from I have two questions these both refer to the January 14th last meeting first is for mrina the second is for Mr Mr bino um during Mr switch's comment um you mention um all the projects town on website what website are they on never seen I don't recall the I believe you said presid they're on the website of course it's on the website but then I not like weite another one let me go let me go back to the comments from that meeting I I'll check it and uh let let me see what I said okay that's fine I'm not trying to you or anything matter we're looking for full transparency coun from all government that's what we the people want transparency County State all so my point is that these projects I think we should have them on the website so anybody here should know what outstanding projects are around those people roads that are not get I go by that green a lot of money thank you and then Mr mentioned um in the comment section so I'm responding to the comments that you guys met made and then we never got a chance to respond me a joury black you had mentioned that you were putting together a team and provide resources needed for the residents of Riverside Park so my question is do you have an update more information about who team is and what resources are you putting together have you done any research has anything happened since we last call I'll do that in my I'll give that in my report beautiful okay thank you very much thank you um yeah young lady question about the letter for the flooding were any of the council members made aware of that letter yeah I I do not believe that I shared it with them now that's correct maybe that's something that could be shared with our maybe she could bu coule and sprad the word we actually have little movement Long Way com you know we'd be thr to have anything and right now abely uh the other thing is is I have a copy of the letter and um in it it states participation by the general public and other interested parties and stakeholders in identifying significant issues in Alternatives is being solicited by means of this public notice the public and other interested parties are invited to participate in the project by providing written comments questions concerns to this office within 30 days of the notice date January looking at the calendar we have February 1 that's just there might have been that would have had something to say or could have taken some pictures or some pictures I don't understand what the the fighting against we're not allowed to get any information this was it says it's posted where is it post po was it posted here in anywh was anybody made aware like she said you know on a personal there's sometimes only been three people here and the three people that are here are since 2011 that's the floody this little FYI hey we got a letter that we went a wrong way it's it's really really disappointing all once again we're not giving up the flight but this you know keeping everything in secret that not involv in the people that live there you can make every commit you want they don't live down there one that does she's down in the other you can't even tell her who our word person um and just a quick comment before we move on um I don't think that anybody is purposely hiding anything and I know the mayor and I have spoke and you know the communication factor is an operational thing that we need to do and the mayor and I have spoken about uh improving communication and um obviously we're early into the year and it doesn't change the fact that that letter came out on January 2nd right and uh so but but let me let me finish please so um we're we're going to give uh just I'm just serious okay nobody's let's stop okay you're out you're out of line you're out of line right now okay you had your time so I'm trying stop all right don't be out of order so at the end of the day nobody's trying to hide this or anything and the mayor and I have spoken about the communic Comm unication factor and he's just getting his feet wet right and we're he's going to get on this and work with Joe and all the Departments because that's in this form of government that's his his domain is running the town he's at the top to Joe to all the Departments so yes there should be better communication we want better communication the mayor and I are on the same page with better communication and going forward that is going to be one of the goals is something going to slip through the cracks maybe so but at the end of the day nobody is purposely hiding anything that I know of and if they are I think both myself and the mayor would want to hold them accountable so thank you for bringing that up and I'm sure we're going to try to get that on track and do the best we can that's very much appreciated you're welome but just to let you know that um a year or so ago we had Communications the resid could communicate with the project and then they stopped and they were we were told we're not allow to give you any information well we're gonna we'll get to the bottom it and fix it not on our part you would not told I I did not get a copy of the letter but thank you very much y it's a new year go new Administration excuse me this practice apply to Delan town and CME engineering I've not written a contract for Del Rand C and I'm abouts of their current contract because it was pre-existing my time so I don't know if there's between November and January 2nd where there's old mayor the when the new mayor is elected what do they get briefed on between the time that they're elected and the time that they're Bor in that would be a operational procedure for the U executive branch so um I would let Joe answer that and just for the record I do know there were some discussions to try to get them up to speed on things okay just you can answer too yeah what I brief yeah um I was brief on some of the projects obviously there was you know a lot of things that I couldn't be briefed on right away were you briefed on this letter from the Army Corp of Engineers no it okay so this letter was dated the date that the new mayor was sworn in so yes as we know he is a new mayor and he is getting his feet wet are you saying that you were not made aware of this letter from the Army for of Engineers no and I haven't seen the letter yet and since it was dated the date that the new mayor was sworn in should we assume fairly that the new mayor should be responsible for lack of communication regarding this letter uh nobody is holding him accountable for a lack of communication because when when the mayor and I spoke we talked about improving communication and it's and it's it doesn't happen in 30 seconds nobody's blaming him for the lack of communication on this that the letter did come out the DAT that the new mayor was nobody's blaming himed that's all it's January 2 the council yeah no I mean the mayor was fully briefed on this project and where we stood the amount that was the amounts that were spent the amounts that had to be appropriated sure and I believe we even walked the site didn't we yes yeah we did so he was I just wanted to ask about the letter thank you that's very important that people want to hear all I'm so can that be address the public can hear the comments just tell well everybody use their outside voice because that microphone is um for recording so use your out outside voice is there anybody else that wishes to speak yes please and just for the record it her her thing shows it's being picked up so from what we can see it's work if it's not coming across as well as we'd hoped that's why we'll use outside voices even though you got a microphone in front of you I'm sorry go ahead actually watching the video from last couple weeks ago and um I've very shocked to walk in here talking after all of the complaints of all the issues that are in the town talking about pickle B right now that's number one um so I have a couple questions and I TR there's a procedural like the motion that made and never for second made a motion to hear um the uh agenda item regarding uh changing the engineer firm nobody made a motion and just ignored um is that someone to correct that is that particularly Incorrect and whose job is it follow Robert it's not procedurally correct so there was an agenda item and they didn't move it so it's fine it doesn't matter you don't have to move it thank you and then um I just was reviewing um just that whole the comments from you so it would have been nice to have those comments ah of time prior to the motion or during the discussion period um so I reviewed Mr Mar your comment and there were a lot of things that you said you wanted to do and I think that's wonderful that you have a lot of reasons I do all think that you guys run right reasons you want town you want to take to town we're asking that you listen to the people I mean you mentioned that you want to get a can um that's great I'm understanding not enough un is nice police officers more important um this other thing about feeding giving tickets all those are great but the people are here crying about what's going on in their to those are the things that should be addressed in my opinion Mr P um thank you for saying that during the pi I heard you say that you know we can do all this and then we'll get complaints from the town they might not even want to have this ball in their area and my suggestion is why don't you go knock on doors or send out a letter hey we're thinking of doing this what's your feedback I think that's a great idea these people all here you know we're all talking about what's going on you know how do you find out from the people also with everyone was asked if they knew about um the projects that were going on and nobody knew had to ask how many projects there were I'm just asking that you be more active don't wait for people to come talk to you and tell you what the problems are maybe go through the agenda and look at some of the things that are on there go through some of the projects and go look at a go go talk to the people in the town that's your job you're there to represent the people that's what you to do um another question with regards to this so who responsibility attorney a public notice who responsibility to make sure public notice public I mean should this been to all the people in that area are you referring to the January 2 okay I just wanted to clarify that yeah yeah I just wanted to clarify that just wanted to clarify that somewhere I haven't seen it so I would have to see it I would have to see who it came from I mean it sounded like it did come from the Army Corps and did go to people but I don't know sure so who's going to be held responsible for not the town is going to suffer they're not going to have the opportunity to make comments and give feedback to what's going on in that area so that's there has to be some kind of that's my responsibility so can we remedy that we reach out to the you know yeah uh yes the short answer is yes could be remedy uh but we do have a very good relationship we had U uh the engineer and I we had a new project manager installed on the Army Force side of the equation and they're we going to be more respons and what have you and no matter when the resident has a question during this entire process uh they can get a hold of us and we have a very good effective turnaround with the Army court so there is a way to do it and plus two throughout the period there's going to be at least uh one I think it's two public comment sections on the draft plan itself which will be ready oh probably months and months and months away but there going to be many opportunities to have public uh input throughout this process I'd like to make a recommendation real okay just about out of time go ahead lerve well then then my question is um can you guys be more transparent and just make some kind of a policy that not only do you ask for people to come with the people affected maybe you'll mail them a copy of that letter and get go to the people like can come to a meeting and not everyone has this time raising their families and they're busy understand that this is a forum but go above and beyond people are and I know someone said they don't go on face you don't go on Facebook you don't you might want to you might want to step up try to find out what the town is strong because it's the perception of your town and it's it's really sad and just get involved go up to the people and ask them because they'll respect you more when you take you know their thank you for your comments any anybody else before we go out of public yes ma'am stre in regards to the item about affordable housing understand there was that was passed last year so the fourth round that just voted for V is that taking into account that new bill so are we going to have more than 96 new units going to be more that I and I I can let Al correct me if I'm incorrect but this um what we just did today was for 2025 to I believe 2035 that um there 96 new units and the rehabilitation of 40 existing units that would become affordable housing so that's the new obligation on top of what we've already had to satisfy and still need to satisfy do I have that correct out correct yeah these numbers are strictly for the fourth round which will be from 2025 to 2035 under the new legislation the state now deter detes what each Town's obligation is and then by January 31st each Town needs to adopt a resolution which is this uh they then have 48 hours to file a declaratory judgment with the court that then gives anyone with an interest the ability to challenge these numbers they'll have a period of time to do that and then by June the end of June of this year this group will need to adopt a fair fair share housing plan that will describe how they're going to meet these needs so it's over a 10e period but then we have no say we don't want 96 whatever it's it's a constitutional obligation so they have to all right so my only other question is um just in general to the council um you're we're all here because we care about our town and we we want to see how it's run and everything what steps have you taken to verify that you're really representing your constituent do you talk to people did you go door to door like what are you do when you're decisions of whether or not to vote Yes or No for these things that come up what do you do to know that you're actually representing the people not just the people here but in general so maybe you can say that for your comments but I just just want to I'm just curious to see what your process I would think that you do more discuss besides what we see in public he there there's not always a whole lot of discussion about some of these issues that come up in front of us I'm just hoping that you talking about then we'll be actually thank you anybody else Sor um Joe remember Joe I spoke to you I have a couple concerns iing and recent storm work they did on Leon yes yes so one of my big concerns back when we talked earlier was why they elected to prepare an existing storm s that going into swet Lake where there's possible other opportunities either bur it or possibly take it to another grout maybe down by Leon Avenue field to get it back into a tile and um kind of you know I talked I think you directed me to the engineer at the time out there he kind of looked at me like that four I I Wasing I've been in the utility business around construction for7 years I kind of knew what I was talking about I was talking to him you know is this pck this brain is there grant money is there any other opportunities for this to be remed because if you're aware you weren't hear them but they did theate I guess it's be probably 10 years ago where they kind of blocked it off and put a duck bill on there so water basically goes out but it doesn't come in which remed a lot of situations erosion back here and everything but obviously because the lake is Springfield thank God there is a water level that seeks and gets out but now that it's kind of block in a degree um you know we're just dumping more and more into this L and especially with the way bring the roads now and everything obviously run off for you know fertilizers I've got a major concern another thing with the upcoming super project I'd like to know if you have any information when that's going to start what areas are going actually replac in place and maybe reely reing sections maybe that's a good opportunity because with the interruption and the paving and everything involve you know maybe that's a good time to really look into what can be done to get this there's only two lines I'm aware of to go into the lake pretty much all cambrid section that drains into that system two to the lake the last one at the corner by the ball field actually run parall what I can determine and go sweep which is TI which would accept the run we're killing the Le I saw a big difference this year just in the water quality they used to test it I haven't heard anything that they still do it I know when Jeff Patrick was here I think there were several times where they either had the D come out or the county test the Lakes a viable resource for this Camp I see have people here I know they're aware of you know how valuable that is to our Recreation and what goes on in the town since Co a lot more people are using it so I hate to see you know I have a interest obviously because I live on there but I love seeing people use I want to see it turn into a hole where it's polluted so that's a big concern I'm hoping I don't know do they have a schedule yet for the sewer to start no sir not yet they're still still undergoing the design phase of the project we we haven't gotten to the point where uh we're ready to submit bids or advertise for bids or anything like that but I suggest you do is if you wouldn't mind contacting me in the office again one day I love him coming and sit and talk to you absolutely we could do that yeah I mean I've got some ideas and they're not farfetched and I know there is there's Grand money for a pickle ball court take money for you know anything D related and to protect all we have so many people even know it's good little secret sometimes but you know it's I hate to see you know this deteriorate okay and the other concern I had was the contract you had to do do that job it took them almost three months 130t of pipe a head wall and some rock I mean was ridiculous and I I didn't see an engineering down there many of times inspector and that's my concern when the sew it's been probably in the project in this town is if they're not being monitored and held the task I mean what could we I appreciate time I'll please dok you thank you sir and um Hey Joe could you could you let me know when you set that meeting up please I'd appreciate that we'll do all perfect perfect is there anybody else before we go out of the um the more affordable housing coming into the area I know that's a little bit down the road but my concern is which so many other people in the town that I speak with have the same concern why do we want more housing in the area where would you put it what kind of grounds do you have to destroy to build these houses how much more um uh effort is going to put on our current sewer system and our water system and all that stuff when we're already screwed up with the amount of people that we have to begin with the I'm I live on AR Street which is right down the corner from me on where that sewer collapsed okay there are other places in the are there collapse or flooding or or the the water in the Lakes getting polluted and so on the sewer system is not up to far we hear that the the sewer plant wants to fall into the water and all that stuff whatever is going on why would we even want to consider more housing we have more we have already put up so much hous they did and and you even see the wildlife you know last month I had three long um deer with big antlers running down Arch Street okay some backyard you know these grown animals down AR my where they come from every time you driving anywhere you got watch if you run over some of they have no place to go we keep cutting everything down they have no natural habitat you're in everybody's backyards and whatnot um every night I can raccoons stuns whatever neighborhood you know s so strong why need any that's I don't have to thank you thank you um oh I'm sorry sir go ahead um I have a couple suggestions for the um Pi parking could be very minimal camon is the first come first third bases usually we have four people at one they four separate cars maybe two cars you do have to consider the cost of drainage analysis doing the drainage you had parking there a whole bunch cost associated with new parking draining piping and all that plumbing the township is that grand money or is that something that we're going to enday the township that's something to consider um I do web for that I can s also um do you have a public relations Communications person I'm here and all talk about not being updated on things and keeping impress with what's going on in Township um I tonight looking through this meeting schedule could not find it the minutes weren't on there so just something as simple as the meeting for tonight wasn't there a few people oh it's there yeah probably live here Hill they don't know what's missing they can't just look someone has to tell them I don't know if anybody's going through that I see a lot of old Pages there's a bunch of 404 not found pages I have security certificate from MIT that's like you want your website I mean that's got to be fed but it's certainly not updated um so I you know if there's someone that does that I don't know there was a Communications person previously I was friends with the mayor the person's not here never found that person was communicating with anyone except sensing people on the Facebook in 2020 for asking questions about meetings um so there was a lot of us that uh still can't get on one of the sites that this brenon mons they banned me and my family because I was asking questions about C meetings there's a lot of extra stuff that's going on I can fill you in more details or whatever if it matters um and also you mentioned the Constitution that's the Crux of our whole civilization in our country I want to know but there is a New Jersey Constitution which supps even more rights for citizens in the state it's actually better and improves upon the stes i' like to see yeah look up the ml case became a constitutional obligation that's why we all have to do it the question to this group is why do you want to do more housing I don't want to speak for you guys I don't know if you want to do more housing have the obligation to do so and what they're doing now is adopting a resolution that'll go on the website that'll be advertised anyone who thinks they have to do more than 96 will have the ability to challenge them and then if they don't get any challenges they will have to plan over this year however going to meet that 96 over the next 10 years okay and another question I've been asking for years I had Bobby who was on the planning board one year I said what how how are these Builders coming in buying property and they're just building properties and you're approving everything his answer was we can't stop them they can Su us is that true I mean is there something you can do to implement some kind of things like Mor Open Spaces there's a lot of different mechanisms that you can do that I don't think looking at it seems like you're just fine yay we're Ying everything and just passing along maybe because nobody's you know public commenting on it you think maybe it's okay to just pass and how these development is causing so many problems with the traffic Plumbing the drainage and it's Longo it's constant uh a lot of times there's not space to make these TR of new pluming and the New Roads there's no space to make the roads is there something that you can do to stifle the development this need to happen justs whatever check proving everything comes along is there something that we can do to kind of stifle that like that's pres I answer well yeah and I I was going to address that in my report but if you want to chime in cuz his time's just about up but go ahead you mind just real quick I served 12 years on the planning board so everybody has to go through a course to to understand land laws Builders have rights land owners have rights believe me I called Dev development behind my home and 20 other homes and we did end up purchasing through Green Acres in our open space fund but I know on the planning board it is difficult to deny somebody if they have legal rights it's not a it's not a handwritten thing believe me in the planning board when I was a member we put those developers and um and applicants through the ringer and made it really tight um planning boards is the ones who handle the Grand Master Plan going forward they can make adjustments to size of lots and things and then they go back to the council if I'm not mistaken um am I right Jamie so excuse me I'm trying to give you some answer is there some things towns can do it's very minimal because they have rights and and courts give them that right so I do sympathize with you believe me um I don't like to see any building anymore in our town either so but that I hope that gives you sence thank you thank you sir um and just to piggy back off of that um it I I can remember when I was younger and naive and and my uncle was a builder and developer and and you know I grew up in Cherry Hill which was farmland and you know all this open space and and I would say why can't we say we're closed we're not building anymore and of course my uncle went well if somebody owns farmland and they're not going to farm it anymore you're tell them they don't have the right to sell it and develop it and then I'm going to be out of business you know so it it it's it's difficult I mean it's it's a and if we had unlimited resources and we could buy every vacant lot in Del Ran with you know open space funds that would be great but um it is it it's a frustrating situation that um the when you're when you we feel we're built out but yet there is still land available is there anybody else before we come out of public I see one more hand oh I'm looking at the the people seated up yeah guess what you'll be next I I'm sorry go ahead ma'am um I just kind of wanted to Fe back a little bit off of the building concern and I understand that we are obligated um to put in you know the housing that we are what I would passion and I'm not even sure how this process works is I am a newer resident I've only been here about five six years um and just the construction I've seen since I've been here feel a lot and I know um for instance all of the housing that just went up right here on Chester um the traffic that that creates I mean it was busy before with the high school you know I don't live too far and I have to time when I can get onto Hayes Mill because it backs up haes Mill to be able to to get on to 130 because and anyway um and I know it's there's regulations and we can't stop people from building but doesn't our traffic concerns go into that because I mean that's astronomical and I don't understand how that gets approved as being okay as far as traffic goes I mean it's near school you can't go really far in in in Del without being near a school and it seems dangerous we have so many accidents now on 130 and it feels like right here in this Corridor and to put in more housing where we're putting in more cars and more people and just more on all of our infrastructure like I don't understand is there a way to look at changing how we approve that like those guidelines because I don't understand how like building these giant because we're not building a house right we're we're building and we're putting you know hundreds of people where maybe three family homes would have sat and and I just I don't understand if there's not something we if we can't change you know it happening now can we look to changing like those kinds of Regulation yeah you know you're you're you're right I mean like I said I was on a planning board I live in town here here a lot of what you're asking go to the planning board you can direct your question to the planning board they have an attorney they're the ones who make decisions on developments not this Council you know you can have developers come in here and show us things but they have to go to the planning board um so you a lot of what you're asking you can ask at the planning board those those they have an attorney they have chairmans they have professionals there to give you the answers you might not get all that from us I can but I would always be hey look my phone number is on the website you can reach me I don't do social media but my phone number is there you can call me I love I could talk to you anytime you want and give you what I know about land and just one last thing since you did mention the website I'm one of those people um I could not open any of the links on the website from my cell phone today so I went online I could not access the calendar um it intermittently works there are a lot of those like can't be reached so the information itself from the township is kind of really hard to find and sometimes you don't even know what you're looking for and I feel like some kind of just open communication of if we put our stuff out there you know people would just maybe not feel so in the dark about because it does there is a lot of in the dark feeling yeah I and what we're going to have to try to figure I I was on the website today and I was able to navigate where I needed to go um I was on a desktop I wasn't on my phone cuz as my kids say I got gorilla thumbs I'm they they like they make fun of me when I try to do that but I I think that's something we need to look at with the website so people can get to where they need to go and council president I just wanted to add one other thing I actually share your uh you know concerns about PES Mill I mean to come here I have to you get on 130 and go across Chester so I understand exactly what you're talking about with the traffic backing up I've actually uh talked to our engineer uh the you know Route 130 is is not a Del R Township Road it's so the lights there are controlled by the state so that's part of the issue we have to contact the State they have to do studies and takes time so but that's something that's definitely to looking at again it affects me personally so I definitely want to make sure that that gets looked at so we can make sure that all the residents can navigate those um heavily travel intersections U you know relatively thank you so um you were saying when you Vis that website on your phone it was not working no I clicked on calendar and no calendar would come up um a couple days ago when I clicked on it the 2021 calendar came up which is interesting to me um a rting calendar and then um I was trying to click because I finally got to the page where it was listing it said you can find the meeting minute tonight here and I clicked on the link and that wases Al giving me ears and yeah yeah um the only reason I'm asking is I have a little idea sometimes when I'm I'm not a website expert but when when you do a website you have to have one for your desktop and you have to also customize it for phone so if you don't fix that part when you access the webs your phone it doesn't work unless fix that part so there there the mobile one and there's the um PC I just got a little bit idea yeah no like I said this was on my mob maybe they have I'd give you a quick2 with our first day hi and over people from April we handed out 200 seedings pled 43 trees including eight trees of honor and three with the class of 2036 umal cleanups we had like 75 and we collected over 85 bags of trash um we're collecting soft plat soft light plas and we collected almost 2500 pound for that we ended up getting two TR benches by working with the BFW um we have old 87 families into the community solar program hopefully more will join this year um redistributed 200 over 200 hallowen C and we recycled about 148 pound of at the next public meeting we'd like to um have a reading of our trees of honor and uh do a presentation on our that's it for T thank you Jamie we can make that happen right thank you uh anybody else boards and committees no okay these meetings this great we talked about uh transparency and how you wanted to start communicating with everybody and it starts when everybody comeing into the meetings um I've heard a lot of things tonight talking about this communication and we've already started to interview somebody for that Communications position um we want to find somebody that can help us with the website help interface us with Facebook um a lot of people don't realize that uh some of the things that I've seen recently I'm hearing in Facebook or I'm seeing on Facebook but I'm not in the meetings nobody's calling the township and saying I have this issue it's important that we go through the right channels we don't go to Facebook and say hey I've got a you know I've got a pothole I've got an issue come directly to us we have all the numbers up on the website I know we have a little issue with the website right now it's new but we are working on that and like I said we are working on somebody who's going to come in and help us develop that social media the website excuse me and also um I'm still working on my newsletter I want to be able to get the information out there so that we know what's going on in the town somebody had mentioned um we couldn't find the projects on the website um we talked about we're going to have that in the next 10 days um we're going to follow up on that and make sure that that happens for you guys so that you can go on the website and see what's going to be going on in the town over the next six months year two years whatever is um with that being said there was a couple of things I did write down that I had to talk about with um the Christmas tree pickup is ending at the end of this month um you can still bring them here to the township that's why it's important with the website and the Facebook and the communication so you guys know this information um I wanted to congratulate the direct committee again I am super excited to see what you guys are going to do um did want to talk a little bit about um I spent some time today down to the sewer plant and when I first became mayor I had the opportunity to tour every part of this town and the people behind this town are absolutely amazing with the way that they work our public works department we've seen our roads we drove through towns the minute we left Del Ran roads some of them were our our guys were fantastic our guys down at the sewer plant absolutely Ely fantastic our Police Department our fire department our EMTs so I I minut to congratulate them on what an amazing job that they did well um I apologize that I didn't get to see the the letter from January 2nd um if anybody has a copy i' like to read it actually think I it all that's my report thank you mayor um going to move on oh I'm sorry um Al do you have anything no just again we already hit on most of what I was just the affordable house and stuff that's what most of the towns are looking to accomplish by the end of this month get that resolution out there again that just sets forth your obligation gives interested parties the right to challenge it then throughout this year you're going to be hitting of various deadlines with your planner an engineer as to what your affordable housing plan is going to look like sir uh council members we start all the way to the right councilman marrow thank you Tom um I do want to say um I want to thank the mayor for having lunch with me on Monday we had a good two about two hour conversation did um just so folks know we're communicating and it was a very good lunch um sandwich was good you didn't eat but that's okay that's all right we had a beer that was all good so I appreciate the time and Saturday we spent a good amount of time time of the league of municipalities with Council Nikki here y um I thought it was a great refresh course for myself and a great learning course for you um I think we all came away with some really valuable information and some new stuff going forward um good recommendations from the league um I know some there were some comments tonight about you know listening to the residents well we just you know had a November election and I know the mayor I know I walk then Jenning here walk and we all knock home so when people ask like communicating and knowing what the residents want some of what I said and some of what I'm going to talk about tonight is what residents only um you know we knock on 100 200 Doors you might get one out of 10 that actually open up and talk to you am I right I mean that's the true so you know it's it's hard always to get people to come to the door and talk to you if you are a camp so one thing um I want to start off with today is um I've talked to um a couple school cross guards I have one at the corner of Fairview and Panos where I live and there's one at the corner of Harford and um Harford and brid um two real dangerous areas one thing I think that we can do as a council um and look into this is add some more lighting pest lighting and safety measures for our craing um they're not the school isn't always going to be responsible if I'm not mistaken land unless it's really on the school property correct as far as protecting the school crossing guards there are our neighbors it could be somebody's mom grandma or dad grandfather that's who's doing this work out there and and if any of you know it's dark in the mornings and people fly through our streets and bridgeboro Chester and Fairview are very H heavily traveled and so is Con not I don't know all those areas because Ive talked to those School cring guards but I have spoken to too so I told them I would bring this to council see if we can work on this in some work sessions I've already done some research and some solar lighting um things that wouldn't even need any electrical work things that we can probably get away with um price ranging anywhere from $4500 to $5,000 that do this type of stuff but I also looked up you know in 2024 we had in the state they had 221 pedestrians for kill in New Jersey that's a lot of people killed on our roads that's an increase of 29% so we just had um not we but BR City if I'm not mistaken I think with City had a CR our kill um this P try um and these you know these people do it because they love the kids they love protecting our grandchildren and our children so I think that's something we we should really get in discuss and Lynn with your background in the school and stuff maybe we can work with them but that's something I want to discuss with Council going forward um also I talked about um to the rec committee here to the new elected once I'm always already done some research for you and I know me and Tom have talked a little bit maybe putting a member of Council on the recre um I don't know we could discuss which members but um I talked about an Amphitheater well I looked at the price of those things and my guy we would have probably uh morus the whole town but there are pretty cool things now there's this thing called um a band show and it's got a cover you can go on a website it's called fifth fifthroom.com and it's really cool they and they're not huge but the bands or performers are under a cover it's you know there's all kinds of designs they're protected and and effect people would sit outside and watch it's it's something we can look into I would love to work with the Govern on that um also uh for the rec committee um New Jersey had the Department of Wildlife they have a youth and Wildlife Fishing Challenge coming up that's going to um you can get um apply online for that they give you prizes and all kinds of inform information application by April 4th for that um just some other things uh for some residents to know they uh domestic workers and I know we have some in town there just been a new bill right for the domestic workers so please if you know anybody's a domestic worker let them know about that um anybody who needs healthc care coverage I'm just going to have some public knowledge for you get new jerseys you have to apply by 31st of this month to get coverage by February 3 also there's a scam alert going on I got it on my phone they're saying you will toll money and you have you seen that it's a scam please ignore it um yeah I just saw him poping ey I said I don't go toll so I don't know what that's about uh New Jersey Transit you know anybody looking for jobs there 2,000 applications available um that's for the transit up on light rails on L train um I did mention that when I spoke about the police and how I'm very supportive of our men women in blue um I did talk about canine and I at this past weekend I did speak to a detective captain of the moris county sheriff department and we spoke in length about canine units and she told me to prosen pounds out um it's not something I'm forcing on the police unit um it's something I want to talk to them about um if they need more officers we're all willing to do whatever we need to do for the women and men in BL but it's something um I think some officers might be interested in so if they're not then we won't go anywhere with it but there's a lot of opportunities for that there's grants fundraising through Boy Scout there's so many opportunities we can do with that so as far as the K9 is something that I would like to talk to them about it's not something that anybody's pushing on anybody about um also the mayor talked about um Facebook we did talk about that I want I love to see an official Township mayor council Facebook page where all the information comes out it's and like you said a communications director yeah let's get that done 're on it all right and so I think I took enough time up and thank you very much thank you thank you next up uh councilman woman up here do all right good evening everybody um so I'm going to start with first question from my neighbor um the T we're talking about for River um Riverside Park right we had started to put one together um Tyler had been working with me on that there's some restrictions in like you cannot have more than two council member working on something together that anything other than that is consider a meeing so what I need to do is get volunteers to help work on that and what we did is we put it on hold until after the election until we got a new mayor because then we going go back to him um ly was going to work with me on that and then we needed volunteers from the member in the community so it's not on the back bur I'm I always bug them with things like I got a list of things we need to you know work on so that's not on the back burner that's com um anybody who wants to volunteer they can give the name to the clerk office and I'll work with the mayor and our council president so we can get that done in ly councilman ly um coming back to the uh I think he said self-directed research on projects sir what I tend to do is I know my limits so if it's something that had to do with technical stuff I leave that up to the township um administrator if anybody directs question to me specifically for something I work on that and I get back to them because you know it's like we can't do everybody's job or responsibility that the experts do what they do um and based on my training this weekend it thought me that I to fall back onto the experts but what I don't know and what I do know I bring that to my you know to the residents so respond no it's my report um um the other thing is coming back to I think we're talking about booking projects and stuff so I already brought that list of ideas I had to the previous you know Council before we had election I have to redo that that list project and give it to the new mayor and we're going to start again but some of that one of the ideas we wanted to do was get together a social media working group that will be the residents volunteers right and it can probably work with the um if we have the uh yeah because coming back to the scams that um councilman Mar just mentioned I get a whole lot of emails every day from um the state that tells us all the scams that are going is a lot they're going after seniors they using AI all kinds of things so my thing is we need to get residents involved because once you see what's going on you understand you know how need to be careful what we're doing what we're putting out there um in terms of information putting information out there when I go to training I actually got some re a resource this weekend that I'm going to share with the uh um residents hopefully I tend to put that those on my Facebook page all I do is put information on there that I found that I believe is relevant if I find something from the state from the county um anything important I'll put it on there anybody is welcome to go and check it out um I haven't done so lately because it's been a lot that's going on um it's not an excuse but my thing is um with regard to door knocking I'm afraid of dogs I'm afraid for my safety and I would not knock on somebody to do so they can come out with a dog or a gun in my face I just be honest the times we live in I need to make sure somebody is like aware of that I'm coming over before I show up I'm really concerned for my safety because you know you don't know what somebody's going through so knocking on doors it's something we can do but I need cooperation from people and when I say that I haven't put it out or asked anybody but we need to respect people's privacy right um but there other ways we can do it right there's other ways we can reach a residence have a zoom meeting where you have a town hall and people get on there and we express ideas we started having Town Halls we're going to go back and doing that I hope the mayor is okay and I believe the more information we bring to Residents the more informed we are on what we can can or cannot do will understand that there's certain restrictions for example the lady was talking about um earlier she was talking about um you know problems with you know building houses and all that there's some things that Council have no control over and there's some things that we do when it comes to building like um councilman Mor said that's for the Planning and Zoning Board we don't get into that we don't approve it we don't disapprove it we don't want to step cross our boundaries am I so there's a lot of things going on um I don't believe that you know we are intentionally withholding information from the public but we can do better and I'm all for putting stuff on Facebook but let it be factual stuff and if anybody want I got a Facebook page whatever information I get I can put it up there but I want to make sure it's factual it's legal and it's right because based on legal restrictions we can't just put anything up on Facebook as counsel people so we have to consider everything before we put it out there but that's not a problem um and I believe that's all I have for now thank you thank you so much uh councilman Smith yeah thank you very much um just a couple quick things uh first and foremost as mayor mentioned do want to thank all the folks that work here in town um do want to give a special shout out to the public works uh they did a fantastic job when we had our recent snowstorms um you know driving around not just Del but other towns um I definitely think our roads were in much better shape than some of the other towns here locally um secondly um we know that uh February 9th there's going to be a big football game happening uh so just wanted to uh you know remind all the residents to uh celebrate safely and responsibly uh we're all hoping for the good guys to win um the local team so uh with that I just to remind everybody that uh thirdly I just wanted to let the Mayer know that I am supportive of the communications uh person that you're you're looking to bring in so I definitely think that's a a gap that we need to address and definitely looking to support that when that comes about uh lastly um regarding question about the uh Pro specifically for CME uh at the last meeting our prior work session was the last one we had was in November uh so at that time we're kind of working off of that information that we had time um but you know going forward now that we had our work session tonight uh should be able to give that information uh to folks uh that are interested in knowing the number of projects and Etc the report thank you sir councilman Jenny thank you council president uh first I absolutely support the mayor's proposal for a communications director I've been after that for a number of years now uh so let's please get it done uh number two um the comment was made that you know we should listen to the people we do listen to the people I talk to Residents every single day I work with residents every single day I listen to what you have to say uh but we are uh elected to represent you you elected us to represent you to do what we think is best for our community in your best interest not everybody will always agree but we will always do what's in the Township's best interest the other thing I would like to mention is that regarding the Housing Council as said doesn't has very little control over housing you cannot uh do in your a long-term plan or anything you can't restrict the ability for a developer to develop land Believe It or Not uh the council prior council's actually fought against the development right over here uh also Congressional and foxtail and the one that's going to be built next to Home Depot went the court and lost and when we lost the judge J said zoning or planning board really had no control over anything at that point so they were built and we had no choice but to let them do it with Congressional and um foxtail if you notice they're 55 plus and that was for a reason to keep you know uh to keep our school district as under control as possible with our school you know buildings being uh full of students so a lot has been done to try to limit I've been here 46 years mve three times each time in Del Ran uh like the township very much and have seen it grow tremendously and yeah there are too many cars and it's just too many people uh not just thean but up and down this Carter Mount Laurel cinamon and moristown it's everywhere that's my report thank you thank you vice president Jenny um for my report um the affordable housing um development that is mandated by that Matt Laurel decision and uh while you know there is a need for affordable housing in the state of New Jersey and towns have an obligation to create some uh we want to do it in a um in a manner that suits our community and doesn't put an undue burden if possible it is kind of uh disheartening the last round they mandated significantly more and we were actually able to negotiate it to a lesser number um but um it it is something that's out there and um we have to meet that obligation one way or the other uh with the planning boards um the the young lady who spoke about the traffic and everything um it's one of the things they they tell you the attorneys and the professionals um traffic cannot be the sole reason for you to stop a project unless it's creating such a community Hazard and a safety issue then you can deny it um Can applicants sue the planning boardtown for denying an application that that they believe should be passed yes they can if at the end of the day that's why we have the professional saying you know if you IED this you might get jammed up but it but we we try to do it as best we can with the planning board and as councilman Maro said because I have been on the planning board for the past couple years as the council representative we do hold their feet to fire we get concessions from them when they want to have an in and and out at the same word but the traffic's really bad that only has to be a right you know so we we try to do the best we can to say hey if you want to put this here you can't make a left out of here your trucks have to go in this entrance and this entrance only and they have to exit this way we don't want them going through things and and literally we we're pretty steadfast with it and if they want to get the project done they concede to what we're asking so we we are doing our best we can um I'd love to say we're closed and not build anymore um that's just not a reality um pickle ball court um I think the gentleman um the a different location so maybe you know we we take a look at that we're not necessarily married to Summer Hill maybe we put it somewhere else uh another thing came up where hey there's so much else going along around and but you're talking about pickle ball courts well if we have an opportunity to get a grant and create some Recreation and something that's we hope to be a valuable um thing for the town to get people out and exercising especially old people like me over 60 um that we we have to take a look at it even with everything else that's going on in town so the the location we're not necessarily married to it but it that that's a good point that you brought it we do appreciate it um you know we talk about uh building more things and you know we're we're trying to do we do over 55 so there's no burden on the school district but it does put a burden on you know sewer capacity and whatnot and um we have some preliminary discussions that you know where are we going to be 20 30 years from now from the sewer plant with global warming and the river and the additional building and we got to come up with something maybe a plan that's way down the road um you know I certainly won't be on this board at that time but we got you know you got to start thinking about it like you know 15 20 years from now because when it when it hits you in the face where do you come up with those millions and millions of dollars that you need all of a sudden so that that's one of the things I want to um explore with um the administration of when it goes to the Sewer uh the last thing I'd like to bring up is you know when we talk about communication um I was asked to share um you know uh herb Conway Dr Conaway um who's from Delan and was in the assembly and is now our uh Congressman um he's having a meeting tomorrow evening and I'm just going to read it it's on my phone um so I I don't miss anything um and the the congressman says it's it's it's an honor of a lifetime to represent New Jersey's third congressional district and I want to thank you for putting your trust in me to better serve you in Congress I want to hear about the issues that matter most to you I will be hosting my first town hall as your Congressman on Wednesday January 29th from 700 p.m. to 8:30 p.m. at Burlington County Library which is located at five Pioneer Boulevard Westampton New Jersey um so if anybody's in interested and wants to express views and go to a town hall for the congressman this would be a great opportunity um I always enjoy my company when I'm in his presence um because he he's not in my neighborhood but he's right across the street so he's been to my house in some social settings and the man is so accomplished and well spoken and all the things he's done in his life I always when he leaves I go damn I haven't done anything in my life compared to this guy he is just um he's an amazing individual so if you have an opportunity to go out there and do that um that would be fine and that's the end of
