hearing to receive public comment on the proposed Street and utility improvements for the Forest Street utility Improvement project and to introduce the uh the project I would call in our city engineer John Brad all right thanks mayor and councel uh as you mentioned we have a public hearing tonight and this is for uh Forest Street Street and utility reconstruction project that we've got scheduled for next year um we are required to hold a public input or public um hearing uh at the early stages of the project anytime we're using special assessments so we'll go over some of the existing conditions what we're planning to do as to a costs uh funding special assessments some schedule and then we'll have an opportunity for question and comment uh the project that we're talking about this evening again is Forest Street and this will extend from Rosman Avenue to Lake Avenue so about four or five blocks uh little background on the project uh this has been on the capital Improvement plan for a number of years um mostly because of the deteriorating Street and also the utilities um I would point out that we originally had this project scheduled for the summer of 2026 and then decided that we needed to get that this project completed before we did the next phase of Westlake Drive and so that's why we're looking at advancing that to the summer of 25 so this past summer we did some preliminary design uh field survey uh got some project layouts completed um now moving ahead assuming the project moves forward we do the final design permitting bidding uh things like that this winter moving moving towards construction next summer uh a little bit on existing need uh the sewer there really is none to speak of there's just some Crossings at the intersections but there is no longitudinal uh sanitary sewer throughout this whole segment which is a little bit unique uh those Crossings I mentioned at the intersecting streets are all in good condition so we do not have any sanitary sewer that we need to complete um as part of this project uh water on the other hand we actually have a very large uh trunk line um water m a 12in line that comes out of the water treatment plant in this area that is a cast iron pipe uh it's well passed it's a reliable service life uh there's also an 8 in cast iron pipe uh at Summit Avenue that for some reason wasn't replaced with that project when Summit Avenue was redone a number of years ago um so that's past its service life as well and then we have some other PVC Crossings at the intersections that are in pretty good condition uh storm water there's really no notable issues with the storm water to speak of we've got reinforced concrete pipe it's in pretty fair condition from everything we can see um really no hydraulic or capacity issues um that that we're aware of there aren't an awful lot of inlets um which is probably something we'll have to make some improvement um towards the street again being probably the largest driving Factor on this project um somewhere between 500 and a th000 vehicles per day we're trying to get some counts on that right now it's a 36 foot wide Urban section with carban gutter uh parking is allowed on both sides of the street right now uh the street itself is in poor condition if you haven't drove down it a lot of cracking potholes uh all sorts of deficiencies effectively it's it's well beyond any sort of Maintenance strategies that we can throw at it so um right now there's sidewalk just on the north side of the street throughout the the project segment um that was installed a number of years ago with a a grant from the federal government for safe routes to school uh however it does not meet some of the current Ada um requirements proposed improvements again sanitary sewer basically we doing nothing all the adjacent homes are served off of the the intersecting streets running North and South so we are not anticipating a sanitary sewer replacement water main we will be replacing that trunk line that I mentioned with a 12-in uh PVC main uh oddly enough nobody is served off of it again they're all served off of those intersecting North South Streets so it is just a transmission line um but a fairly important one um we'll put new hydrants and isolation valves on that as we complete that replacement uh storm sewer unfortunately we we usually have to replace that stormm sewer regards regardless of its condition It's usually the shallowest utility and we have to replace large portions of it just to facilitate the other underground utility improvements and the street improvements typically the the inlets get wiped out so we are planning on replacing that we'll probably have to add a few inlets just to meet some of the uh mot um design requirements that we have to follow for state aid routes uh Street um what we're proposing right now is to replace this with a 44t wide back of curb to back of curb Street section which is um a bit wider than what's out there right now right now it's about 36 fet it varies a little bit location to location um so we are suggesting that we widen that out to 44 feet which is going to result in about a 2 to three foot shift or widening of that curb on on each side of the existing roadway so residents on there would notice you know the curb getting just pushed out a a little bit the reason that we're suggesting it in this case is again there is on street parking on both sides right now uh that street While most of the time doesn't have what I would call real high traffic volumes it does have periods that it has pretty high traffic volumes uh School in and out uh when there's events at People's Park or at the fairgrounds Arena um at times things down on the beach even trickle up that way um and so that parking coupled with that Spike and traffic um that 36t width really isn't very adequate to have parking on both sides along with the higher Peak traffic volumes that we see there so a 44t width um accommodates that on street parking and head-to-head traffic a lot better um you don't have the dodging and weaving that tends to happen with the narrower street so that's what we're suggesting uh sidewalk would remain pretty similar on the North side we replace that 6ot walk uh right at the back of the curb um we are also uh suggesting adding a six- foot walk on the South Side between Rosman and Summit so basically this would be the northern border of people's Park um there were some some reasons behind that include you know it is a park uh so having a sidewalk around the perimeter of the park um really doesn't seem like a poor idea and then ALS so it just helps with uh some of the pickup and drop off that happens for Rosman School Rosman uses that area for after school pickup uh so having a sidewalk on that South Side I think helps just kind of enhance some of the safety and things like that so and in that area we would put a Turf Boulevard between the sidewalk and the curb um but I should note that will result in uh some trees that will have to go um right along the south side of forest and People's Park you're not going to be able to see this very well but a little bit of an outline of what we're planning to do uh onto the meat here project costs we're looking at a total total project cost of just over $2 million uh the bulk of that of course over half of it uh being in the street costs and we have some about a little less than 300,000 in sidewalk and the balance is in water M and uh storm water so how do we pay for it uh in this particular case we'll use the City utility funds and general tax levy primarily utility funds paying for that water main replacement storm water fund paying for the storm water replacement also we can use Municipal state aid funds uh this is a municipal state aid route so those funds that we have can be applied towards both Street cost and storm water costs if we choose um and then the balance of the project would be um paid through special assessments to the adjacent property owners um all of that is done in accordance with our special assessment policy what that says for sewer and water uh the city now assumes 100% of the sanitary sewer Main and water main replacement costs this is a relatively new uh change to the policy where those utility funds are paying for the replacement of that infrastructure um service laterals on the other hand for sewer and water are still assessed 100% to the adjacent Property Owners again nothing that's coming into play here we don't have any service laterals in this project uh Street reconstruction and policy says that we assess 50% of a standard Street cost and a standard street is deemed to be a 36 foot wide 5 ton with a bituminous surface on it so again just a reminder we're proposing something that's closer to 44 feet wide and will have to be a 10 ton design to meet state aid standards so there's some oversizing that involved here and the city assumes um that remaining 50% plus all of the oversizing cost except that commercial properties pay for that full width 10 ton design that we're T that that we're proposing so in this case that's really limited to uh Rosman School sidewalk uh 25% of the cost is assessed to Res Residential Properties % to commercial properties the balance is paid by the city the city also picks up all that storm sewer cost and any streetscaping elements that we would do like tree planting and things of that nature so this is how it all breaks out when it's done um the city's picking up about 1.5 million out of that $2 million and about 500,000 is being assessed so I always try to stress this slide that uh the city I mean while we are assessing is still picking up up over about 3/4 of the overall project cost the remaining 25% is going to uh adjacent properties which also includes the city we assess City owned property like People's Park just like we assess any other um property so once we have those assessible costs we allocate those in accordance with the assessment policy basically those assessible costs are then just divided by the number of units each or on a footage basis to come up with a rate um so for residential or the properties that are adjacent to the project it's that dimension of the side EMB budding the Improvement for interior Lots um Corner Lots it depends if it's your long side or your short side but effectively you're assessed the width of your short side if it's a budding the Improvement or it is half the dimension of that longer side up to 150 ft plus any distance Beyond 150 and I'm going to kind of reiterate that because there's a lot of side Lot on this so if if your long side is a budding Forest it's that length of that half of it up to 150 ft plus any length over 150 ft and that would be your assessible footage you're only assessed for those sides of your lot that are abutting the Improvement if you have any regular shaped lot we we try to look at averaging that so what that all means is um for a residential property be paying about $111 a foot for the street and about $30 a foot for the sidewalk commercial properties be paying about $154 a foot for the street and $59 for the sidewalk so 100 foot residential um property is going to be looking at an assessment of about $14,000 100 foot commercial lot looking at something just over $21,000 um typically on these projects we'll hold an assessment hearing After we receive the bids uh we'll mail out assessment worksheets and notify everybody of an assessment hearing I would expect that'll probably be sometime in maybe around April of of 25 and then those assessments would be levied against those properties starting in um in 2026 and there'll be over a 20 year term um we don't know the rate of that just yet but you always have the option to have a to prepay all or a portion of the the special assessment just to eliminate or reduce your interest charges again a little bit of a glance at the schedule work through the design EMB bidding this winter with construction next spring and then we'll probably have some carryover construction uh just a final wour on the street in the spring of 2026 so questions is anyone in the audience having any questions or wish to make a comment regarding the proposed Street and utility improvements for Forest Street Street and utility time I'll call to order a public hearing to consider the proposed assessments for the highway 10 East Water and Sewer extension project and again I think I'll call on city engineer John Pratt for that one as well all right mayor and councel one more time I don't know that there's anybody in the audience that's here for this topic so I'm going to be pretty brief but this is the assessment hearing for trunk Highway 10 sewer and water extensions uh that we completed uh earlier this summer uh again just a state statute requirement that we have a hearing regarding the the uh improvements and the special assessments uh this was a a developer petition project Quality Equipment that put up the uh new equipment dealership East of town they need at sewer and water to that proposed site our closest point was over at East Shore in Highway 10 so we basically needed to make a sewer and water extension from that point to the proposed development we adopted a PR earlier this spring and then bit out the the improvements over the summer um short and sweet we extended water main and sanitary sewer um from eshore drive over to the Quality Equipment property and then along the way dropped off some service laterals one to a undeveloped parcel uh owned by Northwestern Bell Telephone and then the other one of course to the developers property and then just simply restored the frontage road so pretty narrowly scoped project uh all in all we had a overall project cost of about $33,000 which is down a little bit from what was originally projected um funded by City utility funds uh by the developer through a development agreement and then special assessments to adjacent and benefiting properties um this one was a little bit unique um our development agreement with the developer we uh Public Utilities agreed to extend the sewer and water up to about 290th with the balance of that improvement from 290th to the developer property um they picked up that cost uh on the other hand that portion between eore drive and 200 90th was a city cost but we still assessed a portion of that to that single uh benefiting property owned by Northwestern Bell Telephone when we stubbed in SE and water to that property that necessitated the the benefit to the property so we calculated an assessment rate uh for that section um this is sort of How It All Shook out without getting into the details the city share um ended up being about $101,000 uh we had about $28,000 in special assessments to Northwestern Bell Telephone and then Quality Equipment picked up about $173,000 of the Improvement these are the assessment rates that were ultimately calculated for that that single property that was assessed um about $71 a foot for sanitary sewer $67 for water M about $5,800 for sewer service and $3,200 for the water service so again those are the two assessments um we did two roles one role was to um the developer to Quality Equipment and that's a 10-year term um the second rule is a 20-year term which is more in line with what we do on these projects uh to Northwestern Bell um those will be levied starting in 2025 at a 5 and a half% interest rate okay is there anyone in the charges and Heidi do you want to yes introduce this one thank you good evening mayor and councel um this evening we've got before you um two assessments for for unpaid fire protection charges uh these are um for fire calls back in 2023 uh those property owners were notified several times of of their unpaid fire bills um and they have yet to pay those so we are looking to assess those to property taxes next year a one-year assessment at a rate of 5 and a half perc um if you have any questions I'd be happy to answer those otherwise um I would suggest taking public comment and then considering the resolution is there anyone in the audience that wishes to either ask a question or make a comment regarding the proposed assessments for unpaid fire protection charges if not that public hearing Fourth from the bottom Oh wrong list sorry um yes so yours would be something that we would assess over five years um since it is above that amount um so it would be on your property taxes broken out into the two property tax payments um and then at that at that 5 and a half% interest rate and do we have any type of deferments or anything available for his situation um we do have a deferral program however you have to be senior and and or permanently disabled okay um we can talk about that um and see if you qualify okay um if you'd like to chat with me about that I can help you with that city of Dall relative to cannabis business regarding cultivation and Manufacturing this goes back to the reading we had last month uh there has been no changes as of yet um this is also the cultivation and Manufacturing growing inside the city of dehel this has nothing to do with retail or anything like that this was a unanimous decision at CDC and I move this forward move okay motion's been made and seconded to give second reading and adopt ordinance number 528 regarding cannabis businesses and and cultivation and Manufacturing for cannabis businesses correct correct right okay is there a discussion on the motion all in favor of the motion say I I oppose motion carries thank you honor item 5 C consideration to a resolution for annexation by order pursuant to Minnesota State Statute 41431 I'm going to kick this over to Mr ramstead Mayor coun before you uh there before you is a proposed resolution relating to the property that lies south of Lake Forest Subdivision and um east of I think that's 270th all right uh and so we have been in communication or trying to communicate with the landowner in of that property for six to 8 months perhaps a little bit longer than that um and have really been able unable to make uh any any uh any conversation any communication any response to our phone calls and letters um and so the idea behind this resolution U is that that property uh we believe at least staff believes that that property is appropriate for annexation uh to the city it's a a fairly large chunk of property I don't know if it shows up on the map um but uh it is I I forget the total number of Acres but um the idea behind it would be to initiate the process of annexation hopefully that would then uh create a line of communication where we can have some discussions both with Lake View Township and also with the land owner the process is called annexation by order though and so that is one of the it is different from the mechan is Ms that we usually use for annexation which are done by ordinance where we get under the statute to just decide whether to Annex property in this situation none of the criteria for order or for annexation by ordinance Supply and so this is a petition to the um this initiates a petition to the State Board boundary adjustments ultimately if we can't reach an agreement with the landowner uh or the Township on this by some sort of ornly annexation agreement or petition like on the Garrick property next door um this would result in a contested proceeding in front of an administrative law judge in St Paul obviously we are going to try to do what we can to avoid uh that ultimate outcome but we need to be able to communicate both with the land owner and the township about it if the city approves this resolution today that will result in a notice going out to the township and to the landowner um and after that notice if we don't receive any response we would then file it with the office of boundary adjustments and begin the process there any questions I'd be happy to take them any questions for the city and for the City attorney okay Matt uh this was addressed at length at CDC it was a unanimous reading to install a private sign in the RightWay of his of uh in front of his property and I like to call on Kelsey clim to give us a review of this mayor and Council in the packet is a copy of the actual U sign permit application that was submitted by Raymond reading um the permit was approved because basically it showed the location being on private property um um not in the RightWay it was discovered after construction had began on the sign that it was actually located within the RightWay which um is not something that a private sign is permitted on the public RightWay public RightWay is reserved for uh public use obviously roadways sidewalks and then utilities not necessarily private signs so I think there was quite bit of discussion at Public Works um whether or not to issue some sort of obstruction permit as a administrator commented we did have quite a bit of discussion but after after it was all said and done uh we had discussion that uh we would go ahead and deny this request because that that usually is on private property and with the we had three people that in favor of denying it one was said to go ahead with it but because we had three people that deny I so move that we go ahead and deny his request I so move is there a second to the motion second motion's been excuse me motion has been made and seconded to uh deny the request from Mr reading for a application for the Detroit Lakes Regional Chamber of Commerce of which Jackie is the new chamber President congratulations thank you for their Parade of Lights On December 2nd 2024 and I believe Jackie you said you were going to abstain on this yes I will okay you want to add anything to it I'll just come to the parade of lights on December 2nd at 5:30 because it's gonna be awesome we've got almost 30 floats already so nice good job all in favor of the motion say I I opposed motion carries okay now at this time we'll have our city engineer John Pratt to give us a monthly report and update yep mayor and Council lot of uh stuff getting wrapped up here over the last uh month um the street rehab project which included B Springs is for all practical purposes completed uh we'll start working on issuing final payment for that um have had some brief discussions with developer uh Southwood Shore Estates that plat is being reviewed by um Planning Commission right now I anticipate maybe moving towards some design or a preliminary report here over the next next month or two with u potentially some construction next summer uh West downtown project is all buttoned up uh they got that all completed um and we'll just have a wour uh to complete next spring on a few of those streets uh the new water tower we've had a fair amount of activity with that contractor as they start to gear up I I do want to point out on that that um the beginning of that project the very first step is to start working on the Deep foundation and that deep Foundation consists of about 80 steel piles driven and I forget about 120 fet into the ground and so that's uh pile driving activity for probably two or three weeks um it is obviously in a residential area I'm sort of bringing this up right now just simply because there's just not much we can do about it and we have some restrictions on the hours in which they can do it and things like that um but you sort of start off listening to the the banging of pile driving for about two or three weeks after that it'll get much better but I just wanted the council to sort of be aware that um right now indications are that could start as early as the the end of this month but more to come on that so John have do we notify the immediate people that are within correct uh mayor I have a a draft of this a a construction notice that we're going to send out um I may actually hand deliver it to a number of the properties that'll have just sort of some frequently asked questions what the whole project consists of what the schedule sort of looks like along with uh contact names and numbers for myself and some other project staff so that people have uh somebody to reach out to if they they have questions uh Highway 10 sewer and water we wrap that up tonight with the assessment hearing uh Heartland State trail trail head improvements that is out for bid right now opening those bids on the 18th of November uh Forest Street [Music] project like Drive phase three uh a fair amount of activity um over the last month on that uh we did sort of learn here recently we're going to have to to speed that up just a bit more than I probably was originally expecting um where we need to have um a good portion of those plans and specs um ready to go by about May 15th of of this spring so we've got a little bit of work to do on on that project we're still not building anything until the summer of 26 but with the federal funding involved and some new um deadlines as far as submitting plans for approval and review through mot um we have to be way out in advance of this stuff anymore so uh lots more to come on that over the course of this winter and then uh Legacy Grant uh that'll be coming up here on finance so I'll probably just leave adjustments these uh wage adjustments for asme and ibw go in effect January 1 of 2025 uh the main change there is the addition of an an extra step on our pay scale uh is the is the main factor that up and I'll hand it over to Kelsey and uh give us a little bit of uh The dmra Treehouse project mayor and Council um part of the Legacy Grant at Detroit Mountain includes the construction of a treehouse uh it's part of the nature play area this was actually was part of the um Legacy Grant I want to see like 2020 um one of the earlier Legacy grants but because we ran out of budget The Treehouse was not constructed so was included in the most recent Legacy Grant uh you can see we did receive one bid um the bid recommendation letter from AGL is in your packet recommending the bid of $11,250 to Hammer's construction so with that uh item C is consideration to accepting the bids or the bid for the dmra Treehouse project and awarding the contract to hammer construction for roughly $181,000 finance committee reviewed this recommends approval and I so move second motion's been made and seconded to accept the bid for the dmra Treehouse project discussion all in favor of the motion say I I I opposed motion carries item D I will hand over to John Pratt since his uh firm was more involved in this part of the project well thank you D um we also another piece of the Legacy Grant project there's several pieces to this uh the the second piece I guess that we're going to consider award to a bid is uh there is a trail head parking lot uh that we're proposing for construction so there's some Paving uh curb and gutter landscaping and things of that nature uh there's also some enhancements to the Natural play area with some additional picnic areas and uh Boulder sitting areas and uh Trees and Landscaping uh improvements that's one piece the other piece under the same bid is the Nordic ski Trail which will grade out a new Nordic ski trail from the top of the Tubing Hill down to the bottom of the Tubing Hill uh then folks can loop back up on that and that also includes uh lighting and snowmaking infrastructure um all the way along that that entire Trail so that's the two pieces of this bid I provided a bid recommendation and a tabulation we took bids last week uh to my surprise we took three bids uh the low bid was from lindco of St Cloud Minnesota had not worked with them was not familiar with them but we uh did some homework and reference checks and things of that nature and everything checked out good so we are recommending approval of the low bid in the amount of $1,172 th000 and some change to Linco of St Cloud so item D is consideration to accepting the bid for the dmra parking lot and Nordic ski loop project and awarding the contract to lindco Incorporated for the price of 1.1 72650 or 1.1 million plus um finance committee reviewed this recommends approval and ISO move second motion's been made and second to accept the bids for the dmra parking lot at Nordic ski loop project discussion on the motion uh just one comment um I guess this kind of brings um about 20 years of working on the parkboard and city council kind of to uh to ahead here with uh with the lighted ski Trail and and snow making Loop out at to Dr Mountain first time on the Park Board that's kind of one of the priorities I brought forward and uh it's good to see that uh some of the traction and uh effort over the years is uh starting to pay off thanks Dan any further discussion I'd like to make a comment too I I just want to say that uh last week when we voted we had a voting night on there to extend that Legacy grant for another 25 years and uh it's just uh unbelievable that we made an application for a grant and we got two very large amounts of money uh from the Legacy for our project so U very thankful to them for having this grant service and it certainly helps out our area further discussion just one correction that was uh Lottery proceeds not legacy update to the investment policy as request of one of the funders um that's in State Statute that we have an investment policy and we must follow strict guidelines based upon those uh State statutes um one of the funders or institutions that lends money to US requested us to uh make a formal statement which will have to be updated each and every time the state legislature makes that update rather than just doing it by um State Legislature doing their work so with that being said consideration to approving an investment policy statement um I guess the finance committee reviewed this recommends lenyard square feet for B3 uh retail space and then 15,000 square ft for cultiv cultivation in industrial park everybody on the liquor store committee agreed and we also involved the whole city of Detroit Lakes to regulate cannabis businesses and of course next month we would consider a second reading correct so with that is there any further discussion it sounds like there's been quite a going to move to the Public Utilities Commission and item uh 10 a one two and three all have to do with our uh electric and water and sewer rates and so uh in the absence of Mike Sterns tonight I'm going to call on our uh public utility superintendent Vernell Roberts if you would renell kind of go through those and then we'll I'll ask Dan to introduce some motions for approval very good thank you mayor councel enclosing your packet is a mammo outlining the proposed rates for 2025 for sewer electric and water I'll give you a quick uh summary and a little bit of background about how we got to this point uh we used Missouri River Energy Services for a cost of service and rate study and they conducted the Ser cost service and rate study for the Water and Electric Fund in 2022 and they come up with a multi-year rate plan however we only take a look at one year at a time for the rate increases because we know there's other external factors that have a significant impact on rate increases they were scheduled to do a sewer San sewer cost service and rate study force in 2024 but in early of 2024 everybody was provided notice by Western R power administration of a significant rate increase on the electric side so Missouri River sent me a note saying hey we got to focus on our membership to get the elector grade studies done for our 61 members and we're not going to be able to slide you into the schedule so they deferred us back they are going to conduct a cost Service rates study for us on the San seers side in 2025 but they did update our information for us on the electric and water so with that I'm going to start with the sanary sewer fund if you recall the last year we had a rate increase on the sanary sewer fund was 2020 we did a pretty comprehensive cost service and rate study in 2017 2018 to fund the operation and the capital replacement Capital cost for our new Waste Water treatment plan e2q when we entered into the agreement with GE and now it's violia for the membrane facility of the MBR e2q they provided us a replacement cost for the cassettes of the MBR in year 10 of those units they made some assumptions in that costing for the replacement of the MBR cets at 3% inflationary cost per year Well if you recall and remember inflation of the last couple years it's been significantly over that 3% and also since we did the cost and service and rate study uh the commission the council has agreed to take the accessible cost for replacement pipe for the sanary sewer out of the accessible cost and put the mainline collection pipe cost into the rate base so we think it's probably prudent just to do a small increase for 2025 just to hedge a little bit those inflationary costs on that MBR and the infrastructure cost for pipe replacement on Street projects so we're recommending a 2% increase on the San sewer rates for 2025 and that equates to about 90 cents a month for our average residential customer so I thought it'd be prudent to take a look and then do a small step for 2025 and try to hedge any increases in 26 and 27 that may be a little bit unpalatable on that sanary SE side uh the fund is doing well but we do need to have some adjustment on the sanary seers side so any questions on the sany sewer before I move on to the the water fund any questions for Vernell regarding our sewer rates okay if not Vernell very good so on the on the water fund the Missouri River forcasted a requirement of a 12% rate increase over the next several years for two major components one of those compon components is the cost of debt service for replacement with the water tower which and city engineer Pratt talked about a little bit earlier and the other one is the cost associated with infrastructure replacement on Street projects of that 12% increase 5% of that increase is related to infrastructure cost that we took out of the assessments and put into the rate base so you know that may look like a big number on the 12% but when we get into the comparison costs I'll explain those a little bit you know without doing the assessments a typical 100ft lot would probably have a yearly assessment of about $400 for that water main replacement but we put it in the rate base their cost go down to $608 a year now how that works is we're just spreading those assessment costs over the entire rate based for the water customers but it does make it a whole lot more palatable for those reconstruct costs and especially in older neighborhoods we did have Missouri River update and take a look at our financials and our projected costs going into 25 and 26 they still feel 12% is adequate and we feel that given especially now what we're seeing for interest rates coming in we think the interest rates on the Water Tower project may come in very favorable as well so we're recommending 12% increase on the water side what that means for the average residential customer they'll see their water bill go up about $3 a month is what the average customer will will see so that's how we landed at the on the water side any questions on the water before I move you the electric hearing none you can continue on here we go here we go on the electric side uh the electric increase is really driven by a couple factors and that's a wholesale power cost increase for Missouri River Energy Services and another increase from Western area power Administration you get 35% of our power from wa the other balances come from Missouri River is the combination of the wamp increase and Missouri River increase hits us for about about 663 th000 in 2025 170,000 of that is from wa the balance is between Missouri River and the northern cities group transmission rate to get that energy delivered to Detroit Lakes so that's a significant increase to the electric fund cost structure is to cost of wholesale power we did have Missouri River take a look at our future Capital cost along with the impact of that wa increase and Missouri Rivers increase and a couple years ago they projected that a 5% increase going forward for 24 25 and 26 would be adequate that still holds true for 2025 so we recommending that 5% increase on the electric rate and for the average residential customer that equates to about $4 a month on the electric bill so as you take a look there there are some comparison charts in the packet that I want to talk about quick like the first one that's up right now is the average residential customer of 800 kilowatt hours the median bill is at 9597 our current bill was at 10180 and next year it'll be at 10580 I want to make note that all the bars to the left are Missouri River and waa customers and they're all seeing rate increases of somewhere between five and 8 and a half% so the yellow bars are 2023 data our bars are 24 and 25 data so we know that all those are going to going to be very much on par with us after January 1 of 2025 you can also see the bars to the right of us which is Lake Region Minnesota Power wild race and Excel Energy they are significantly higher than we are those are 2024 numbers I do know that Exel energy has put a rate increase at Minnesota pu of 9 and a half% for 2025 and they're also proposing 5% for 2026 that has yet to be approved but they're asking for some significant rate increases as well so that just gives a good indication of where we are with competitiveness to our peers I really like the fact that all of our neighboring co-ops are to the right of us um it gives us a significant Advantage economically to be that lower compared to our neighbors also in the the charts there are a couple charts that show what a general service three-phase customer would be and a large Power customer and it shows comparisons to what they are versus our peers and our neighbors so on the electric side are very very competitive on electric rate okay you want to scroll down that first water one the water one tells a a very telling picture as well you can see right now the current bill is where we are on that red bar to the far left and even with a 12% increase we'll be at 2025 Pro proposed we are still very competitive on our water rates compared to our neighbors and a lot of those are also having increases in 2025 as well as well so in a nutshell we're very very competitive on all three of our rates I did not include any sewer comparisons because the last sewer data we had was from 2017 and we know a lot of the communities that we were compared to then have had significant rate increases because of their infrastructure costs so the Public Utilities Commission reviewed these rates this morning and approved them and recommend approval by the city council any further questions for Vernell I have a question go ahead wheny on the sanitary sewer fund you mentioned 2% increase but then you made a comment about it sounded to me like this was a first step knowing you're going to have to make some significant CH I can't make any promises on what that sewer rate looks like for 26 and 27 if we make the slight adjustment now and things stabilize in the economy we may be all right but I would just soon do a 2% now and a three or 4% next year versus an 8% next year that's what I was curious about so I'm I'm just I'm I'm doing a little bit of risk management here in hedging because I we do know the inflationary cost on that MVR replacement is significantly higher than what was anticipated the agreement with violia but based on what you've told us a lot of those yellow bars are going to move over to the other side of the equation right they are going to move over to the other side of the equation absolutely any further questions for renell Dan I would uh turn it over to you for a for a motion sure I'll start this off by asking if I should make one motion with all three rates or make three motions with individual rates based one motion is one motion nobody's goingon to argue against a particular rate increase unless the City attorney jumps up and objects one motions all right all right so the motion is consideration to resolution approving the 2025 electric water and sewer rates for 2025 um we heard the discussion on Public Utilities Commission this morning unan unanimous unanimously recommends approval uh finance committee kind of looked at this this afternoon recommends approval and ISO give us a quick update on that yeah mayor and Council uh so the grant agreement is for doing some tree clearing on the south end of the primary Runway uh the state Grant is the amount of $49,000 uh 7030 splits so the the local uh portion that comes from the airport fund is $21,000 and this is to do some additional tree clearing again on the south end of the runway uh that's basically encroaching within our um flight approach thought I had them there maybe I don't um anyways it's basically on the Southeast side uh just North of Highway 59 um kind of towards RNG Subaru and in that area there's over four acres of trees that will need to be removed I would go ahead and make a motion with the resolution authorizes the execution of this ground agreement with mad in airport improvements and I so are before you the 2025 joint governance meeting dates are before the council and the 2025 city council meeting dates are before the council and with that I would ask if there's any additional items from any City staff that should be brought forward mayor may just a couple of things uh as I think about them so in December um I anticipate we'll probably have to have a special council meeting some point after our December 10th regular meeting if we're going to adopt uh an ordinance for the new Sal tax um for the city park and Pavilion project don't have a date yet but anticipate some sort of special meeting in December to do that um we have uh our annual meeting is on January 7th um I believe that same day is also when we do a council orientation um so we'll work on kind of a schedule for that um got a few things percolating that uh of how we'll do it this year but uh usually do the council orientation on that same date as the annual meeting and then the third thing I think I was supposed to remind um the league has their um Council orientation thanks Carrie when is that January or February February February so if you want to attend let Carrie know so as long as you're speaking Kelsey we have the Press some of the press here would you just give us a real brief rough estimate of when we would see something happening with the new Pavilion yes mayor so as I mentioned the most immediate thing that we need to do as the council has to approve adopt an ordinance to uh Institute the sales tax um that requires a 90-day notification to the state so that's why we're trying to get it done before before the end of December so that way the sales tax could be implemented second quarter of 2025 which would be April 1 so that's kind of the process for begin collections of the sales tax uh the project itself um I expect basically take the next 12 months to work on design um yes we've had quite a few people call who maybe have an event plan next summer and they're safe they're good um nothing's going to change with the Pavilion next summer um um we'll probably see some sort of RFP to put together uh to solicit proposals from Consultants to help with u the design team on the Pavilion so again I see that process playing out over the next 12 months so you you probably won't see bids until next winter and then construction starting in 2026 which all by the way coincides uh with Westlake Drive phase three U which is also scheduled for 2026 okay thanks Kelsey anything else from City staff I will check with the council I guess we lost Dr Nini did you get a
