Allegiance I pledge alleg to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all thank you before we get into the regular agenda I just want to remind all the council members and staff to please try to speak directly into your microphones we've had some people bring it to our attention that it's difficult to hear us sometimes so thank you for that before we get into the regular agenda I'm going to call on uh Chief Todd who is going to make a presentation chief thank you mayor and councel if I could have uh Ryan lung come up front please make sure you use your mic Chief I will okay mayor with your permission I'd like to read a citation for a life-saving award we're going to be presenting to EMT uh Ryan lung if that's all right with you yeah that's fine yes please go ahead on September 6 2024 the Detroit Lakes Police Department and St Mary's Essentia EMS were dispat patched on an emergency call in the 300 block of Pelican River Road the caller reported that a person had jumped off the apartment belcony above them and was hanging from a rope tied to the second floor balcony railing several police officers in an ambulance responded to the call upon arrival at the scene responding units found the victim had been brought to the ground and CPR was in progress prior to the victim being loaded onto the cot she had been resuscitated it was learned that the person who cut the victim down and started CPR was an off-duty EMT named Ryan lung Ryan Works for St Mary's Essentia EMS as an EMT this particular day Ryan was home studying for his paramedic training and had his portable radio on in the background Ryan heard this incident get dispatched and he realized he was only a couple of blocks away from where it was occurring Ryan Ryan immediately responded to the scene in his own vehicle located the female hanging from the balcony railing he cut her down he assessed the patient finding no pulse and she was not breathing Ryan has started CPR by himself and he was able to resuscitate the patient just as all the other units were arriving the patient was transported to Fargo via LifeLink helicopter I have since spoken to the victim and her family members they credit Ryan lung with saving her life and extend their deepest appreciation the victim has made a full recovery for his heroic and life-saving actions it is my priv PR to award Ryan lung with the life saving award from the city of Detroit Lakes and the Detroit Lakes Police [Applause] Department mayor when you see uh deputy chief strand walk in I'll be ready for our next okay thank you Chief with that the first item in the agenda is adoption and approval of the regular agenda and I know we want to add item nine I from the liquor and gambling committee is there anyone else that wishes to add an item to the regular agenda if not I would entertain a motion for approval of the agenda uh with the you [Applause] also without objection by the council I'd like to move to item 7c on the finance committee agenda chairman bokei uh thank you your honor item 7c consideration to approving the 2025 budget rules for Detroit Country Club just testing it it's a little too close just just just testing this hot mic uh I know Tom is with from the country club Tom presented at the finance meeting uh everybody on the finance committee gave this a positive recommendation um Tom anything else to mention otherwise information is in your uh packet as well uh nothing really else to present I gave you guys some information but if you have any questions of me for the golfers I'd welcome them at any time so okay any questions for Tom we understand golfing has been a good thing the last couple years so that's great to hear yeah we've been uh fortunate and very successful the past couple years two years uh High profitability a lot of reinvestment in the golf course um by the end of the summer we'll probably put in close to a million a million dollars into Capital Improvements in machinery and and and building facilities um we've been very fortunate not to raise our dues significantly uh we're at about a 5% increase total for three years we like I told the finance Comm the city of Fargo the last years has done a 10% increase each year so we're well below uh the increases of many other gol purses so we've had we've had a nice run and thank you for all your support and uh things are going okay thanks Tom any further questions or comments the only other plug I'd put in is the early bird deadline is April 1st correct so get your uh membership in before then membership act we going on tomorrow perfect thank you very much uh as mentioned before this gave was a positive recommendation from the finance committee so ISO move second motion's been made in seconded to approve the 2025 budget and rates for the Detroit Country Club and when we say Detroit Country Club mat second reading and Adoption of ordinance number 531 amending the zoning ordinance of the city of Detroit Lakes relative to relative to annexation areas being zoned other than our a agriculture uh residence District um our committee considered the second reading and we are unanimous and so move for adoption of the ordinance is there a second motion's been made to give second reading and adopt ordinance 531 amending the zoning ordinance relative to annexation areas being zoned other than ra is there a discussion or any further comments from City staff this is a second reading hearing none all in favor of the motion say I I opposed the motion carries second reading is given and ordinance 531 is adopted item 5B is consideration to the second reading and Adoption of ordinance number 532 amending section 20 of the zoning ordinance rezoning an area called Southwood Shores estate from ra agriculture residence to r21 and two Family Residence District at 557 sou Shore Drive and 2112 270th Avenue more commonly referred to as garag properties uh this is the second reading and our committee discussed this and we're unanimous in uh moving forward with the adoption of that ordinance was there any I don't believe we had anything additional but if uh basically it's the entire plat except for lot 15 that will be rezoned to R2 lot 15 will stay residential agriculture at this time okay you have a motion so I would move that we uh adopt ordinance number five 32 second motion's been made and seconded to give second reading and adopt ordinance 532 uh regarding the Southwood Shores estate area discussion on the motion all in favor of the motion say I I opposed the motion carries second reading is given and ordinance 532 is adopted item 5 C consideration to the second reading and Adoption of ordinance Number 533 to amending the zoning ordinance of the city of Detroit Lakes relative to amount of signage on commercial property um our committee reviewed this and would move to adopt the ordinance Number 533 second motion's been made and second it to give second reading and adopt ordinance 533 uh regarding the amount of signage allowable on commercial property and just for the just for the Public's benefit can somebody explain what the what the ordinance change actually does Larry this this ordinance change would allow lots that are on more than one street such as Corner Lots or properties that are um fronted on three streets to have 150% of the normal signage requirement okay further questions or discussion all in favor of the motion say I I oppose the motion carries second reading is given an adoption ordin an ordinance Number 533 is adopted is there anything else on the agenda for the Community Development Committee nothing further your honor okay we'll move to the public works committee chairman Zeman okay item 6A discussion on West Lake Drive phase three uh design as you know the uh the county and city is a joint project on this and they've been the staff of The Architects and the and I should say the engineers have been working on this project we have to get uh grant money to pay for this project and so the engineers have been working on this and we're going to they have to get their numbers in part of the numbers in by March uh of this year and also the final reports have to be in to the state of Minnesota by May 15th so for that reason they've been working early on this uh so we can get the money that we need to build this project in 2026 uh all on discussion we're going to have a a joint meeting between the County Commissioners and the entire city council sometime toward the end of February to go over all the stuff that they've come up with and what this Project's going to include at a later date so this is just for discussion for you to know what's happening on that and you'll be contacted here soon telling us when that date will be in February with both the County Commissioners and the city council to hear an update U from the engineering U moving on to item uh 6B consideration of approving the American Legion Campground rates for 20125 uh we we had discussion on this and we're going to have more discussion because we we were going to move this to to our next month's meeting to discuss more about the rates and some improvements that are being needed at the americ Legion Campground um going on to item C uh consideration to approving the 20 25 budget in rates for the leges and we did that already so I think you're on oh excuse me I'm on the wrong one here you're on the wrong agenda I'm I'm on the I I went over the sheet there sorry go back up to 6B 6B yes um okay consideration to a resolution authorizing the primary engineering no get me back to be here consideration to the second reading adoption of ordinance uh 525 um Bo I'm way off on this tonight uh 5B cons consideration resolution authorizing prary engineering reports uh for Southwood Shores estates this is for 24 Lots uh Larry do you want to go over this with us well essentially uh Southwood Shores EST state is the plat that's recently been approved and they have requested a preliminary engineering report and John Pratt will be preparing that as soon as you approve it or authorize it John do you to say anything on that no there's not a lot to say I we'll we'll prepare the report pending your decision tonight and I would plan to bring that report back to the council in February okay so I I so move to go ahead the resolution uh for the preliminary engine report I so move second motion's been made in seconded to authorize a preliminary engineering report for Southwood Shore as EST State discussion all in favor of the motion say I I opposed motion carries okay next item sees a consideration resolution approving a Grant application made to Minnesota Department of Transportation for a carbon Reduction Program I'm going to call on Kelsey Clem to give us an update on this mayor and Council there's a resolution in your packet that authorizes an application for a carbon reduction Grant application um through mot basically it's to uh um and make improvements for all of our lighting that we have on Highway 10 uh we're going to be replacing uh some of the the the decorative poles that are on kind of the stretch from Roosevelt out to Highway 59 are in need of being replaced so we'll be replacing those poles and then switching all the heads to LEDs um again I got a um Andy with u Public Utilities has done kind of the heavy lifting on doing the application and uh again requires a 20% match um but a grant for 80% is better than having pay for all of it so he I so move that we go ahead and approve this resolution forther Grant application motion's been made seconded to approve an applica Grant application to be made to the Minnesota Department of Transportation for the carbon Reduction Program discussion on the motion all in favor of the motion say I I I opposed motion carries item 6D consideration to approving the commercial uh dock license for J&K Marine uh this is for2 docks that they're requesting also the fee will go up from last year last year the the fee was $6,150 this year the fee is going to go to $8,200 uh that is the unanimous decision to go ahead and approve this and I so move second motions have been made and seconded to approve a commercial dock license for JN K Marine discussion I just have one question is this the same amount of docks or is this more or less be the same as we've had the past on the 102 all right thank you further discussion or questions all in favor of the motion say I I opposed motion carries next item ease consideration and acceptance of the city engineering report and I'll call on John Pat for that report mayor and Council not an awful lot to report on tonight um as we already hit on we'll be working on the south woodshore Estates PE with the Hope like I said to bring that back in February and keep that project moving um the next item would be the new Water Tower project there actually has been a pretty significant amount of work uh completed on that over the course of the last month um still working on the uh the Deep Foundation or the pile driving for that which is to be concluded here by the end of the week um and a little bit to my surprise they're not really planning much of a break between now and spring they're going to continue to work on um the the foundation of the the structure and then move right into getting set up ready to uh start working on the the concrete column so there'll be activity out there um really through the duration of the winter um the next item would be forestry not a lot of activity on that frankly we've had to focus more effort on West Lake Drive so that's uh moved to the back burner but we are still planning on getting that designed and and bid and ready for next summer uh Westlake Drive um Alderman Zan indicated we have had a lot of work done on that over the course of the last month or two here uh kind of a condensed schedule on that um I think the important thing for the council to know is yes there's lots happening you maybe don't feel like you know what's going on we're are planning a work session to go through really Point by Point um all the different improvements that we're looking at at uh decisions that we've are recommending um options that we might need to consider and things like that probably near the beginning part of February would be that work session along with the county board so look for that to come uh and the final item would be uh shwood drive we are working on that PE I originally hoped to bring it to this council meeting and again just with holidays and wlake drive haven't gotten that wrapped up yet but I'll I'll bring that to the council in February as well so any questions and John for information when when is the the tower going to be all done for the water tower well the the official schedule from the contractor which is the safe schedule is sometime in the early part of the summer of 26 um if things went really really well over the course of this next year I mean there's an outside chance that we could commission that this year but I think that will be a a pretty tight window to hit so in all likelihood probably the early summer of 26 thank you and I make a motion we go ahead and on that is microphone Matt uh Mr Pratt one question on Forest Street knowing that Ros school is you know relatively close to that is that something we're going to try and work around the school schedule yeah I mean initially I can't say I've given it a ton of thought but yeah when anytime we're working around schools we're usually trying to finish when they're in in summer recess so it might even be a situation where we require the contractor to at least get that block finished up uh prior to school going back into session thank you yep okay with that I want to apologize for losing my the finance committee agenda chairman bokei uh Finance uh thank you 78 discussion regarding the leasing the old public or old police department and Public Works facility uh this was just a discussion topic it sounds like the committee recommendation would be going out for an RFP uh for the police department and then discussion started about Public Works uh no decision was made so just information and discussion right now uh 7B is consideration to approving the American Legion camp ground rates we had a lively discussion with this including the campground the committee asked to table this until February the legion was okay with that uh as we were requested more information from other local campgrounds around us so no action on that uh 7 C consideration we've already done uh 7D has been tabled and I believe that concludes Finance okay thanks manam we'll move to the public safety committee chairman dolman and I know we've taken care of 8A Aaron thanks your honor um consideration to approving the purchase of a squad car uh Kelsey do you want to talk about the bids that we got for from different makes and mayor and Council in your packet there's actually two quotes uh the recommendation is to purchase the more affordable uh Dodge Durango Pursuit vehicle okay so I make a motion second motion's been made and seconded to approve the purchase of a new squad car discussion created so what it is is the Detroit Lakes JC's uh put in a request for a 1 to 4 day uh permit of on sale uh temporary on sale liquor license for an event to be held on February 15th at the uh Detroit Lakes Armory so uh liquor and gambling control committee discussed we uh recommend approval and ISO move second motion has been made and seconded to approve the permit discussion on the motion all in throat fixed some announcements and information uh the elected leaders Institute with the league of Minnesota cities is coming up throughout February and you can let Carrie know if you're interested in attending one of those meetings the Coalition of Greater Minnesota cities legislative action day at the Minnesota capital is February 12th if you're interested in attending again let krie know the league of Minnesota City's City day in the hill is March 6 2025 again anyone interested should let Carrie know the 2025 joint governance meeting dates are listed and the city council dates for the
