I clicker and this is g to be a little bit of visual challenge you guys probably see better than me we'll call the help me Ronnie Ronnie you got to tell her you want more mailing huh you wanted more mailings or something or other anything other than social media social media we'll go on to 6.1 this is the tri taxi yeah I guess do do you want to Ronnie here there's a I didn't want to be on TV oh yeah you and me both okay good it works all right um I don't know where to stand I'm sorry I'm in everybody's way no matter if I'm back there I can't see it I'll get off camera too who wants to see this do you so again it's visually challenging but uh hopefully you guys can see so uh here's our truth and Taxation meeting it's obviously December 16 2024 and there we go this is our board members so as of today this is you guys and me and Mark as a business manager and so this is just the law and I've shared this every year because we're supposed to share this every year so it's just between dece November 24th and the end of December you have to have a scheduled tooth and Taxation meeting and has to start at six o'clock or later so and these are just the things that you have to show and so all the slides will show the information that it's saying you have to show who sets the school ly so this is always interesting right like who sets it well the district tax levy are either so it's set by the state by a formula okay so once they tell us this is the new formula then okay this is what depending on your district and your Aid and your um I almost said referendum not your referendum your uh I'm just losing it um Equalization there you go Equalization factors are different based on your property values and so each district is different but the dollar is a dollar set by the state and then they just go back to the district and say well how much is your property worth okay you have to pay more or you pay less in your Levy uh the other thing's operating Capital career and Tech ad so we have some career and Tech aded here at the school of course and that gets levied also through the state because it's an allotment that they allow and so some of that it's not a big dollar amount but it's something and then obviously if you guys approve something if if you have a voter approved Levy so if you have a a referendum on the books we don't but we do have building bonds obviously you guys know with new buildings so that affects yours as well and that's why you get to vote on do you want to pass that and add onto the billing or not so okay this is the levy changes for this year so you can see last year was 4, 235,000 is and more this year it's a little higher than that so the difference uh in our Levy was 394,000 uh the percentage change that's 9.3% increase in the levy from last year last year you know that the levy though went down 3.31% so over a two-year time period at 6. one so about 3% and if you think about the state of our economy and a 3% to 3% actually is not that bad again the biggest impact for our district as I looked at like okay what was the number one factor it was property values the increase in property value um and so that's about 7% of the increase is is just value your property values went up which again the school doesn't decide what your hous is worth that's the county right the state sets what you're going to be getting the County assesses houses and then we tell you how much tax you're gonna pay and it's like okay this is just information it's not us really doing a lot to you okay it's already kind of pret but this is important this is a number so when you look at your tax statement okay what happened at the school um again some of it's from the bond of voting for a building right um that that is something you agree this this is uh the increase in the formula so general education formula this comes in aer's Mr M puts this graph out just to give you a little perspective um so this first B says had the allowance increased by the rate of inflation each year since 2003 the 2005 allowance for per pupil would be 8645 so $1,300 less than what inflation should be showing us this is kind of what my presentation to you about a month or whatever ago about the LR L was said at 724 it's never changed since 2014 well it's not $24 anymore so what can you buy with those dollars is a lot less than what you can today right um so yeah it's just so that the increase over that time period is an 18.7% increase and it just isn't there so our buying power if you will for goods and services is just not the same as it was and 2003 so the next slide this is just this is just showing you here's public school is the blue and this is County and cities we're just talking about in our budget committee meeting is if a city is short dollars it says okay your taxes went up 2% 5% 8% depending what their need is to function as a city county does the same thing I was just saying that Becker County increased their taxes by 7% because they want better competitive wages I don't get to say I don't want to pay it I have to pay it they said it cities said it we pay it you don't get to vote on that unless you want to vote out your County Commissioners I guess School boards or schools we have to go to the voters anytime there's an increase so because of that you can see that school districts don't win very often this this uh presidential election and the referendums and capital project that all went across the State outstate Minnesota passed at under a right around a 30% passage rate the Metro is in the upper 50s almost 60% passage rate why they have they're property Rich we're property poorer I I will say it that way than they are so here's here's what a typical non uh uh non-school local government they're at 91 and we're at 39 so it's just again it's it is what it is we're just trying to make it work right um and this one I thought I I found this today I was doing a bunch of digging around and trying to get more way or different ways to show public uh something else to think about or maybe give them a better perspective or understanding of it with a visual I'm a visual guy so this is the state of Minnesota we're this lovely spot right here in the the light color right here right next to you see the fa for Fargo Mor Ed's obviously the next one and we're the next one to them so the question question is how does our district compare and referendum market value per the resident pupil unit okay and you can see our district per pupil unit we're at 483,000 the state average or median is 600,000 so if you look at this map if you're in a light color your property values aren't so much okay this isn't Farmland because Farmland here is good it's healthy right now this is so if you're a farmer okay it's your house in one acre or it's your city locked or it's your property that you want that's what this referendum market value is because if we were going to go out to ask for referendum an operating referendum Farmers don't pay in their Farmland they just pay in their house at one acre just like everybody else does in the communi right so this is what so you can so I used to be right up here this is my old this whoa I just sorry about that I was right up here in Lancaster well you all these other ones are right next to us it's like wow why do they have all this money pipeline you can see the pipeline how it kind of ran right there so huge ta tax dollars okay um Lakes Country Iron Range Lakes Country Lakes Country Fergus Falls area Metro they have a little more money than us okay they have higher property values whether it's commercial or residential their values are higher if your values are higher and you're going to pass a referendum or your Levy you pay less for household plain and simple easy deal it's easy to easy to say yes when your taxes to up eight bucks instead of 48 bucks or8 you know what I mean it just so I just wanted sometimes this is easier than to understand you kind of look at you go oh okay I get it right um and so that's why I wanted to show this slide it just kind of gives a perspective and why we are where we are a little bit okay this is microscopic so I'm sorry from where you're sitting but this is our preliminary budg or this this uh our final budget will be done in in January so new board members will see that our preliminary is 300,000 in the whole if you remember the year before it was 270 something, I think this is my last like um very conservative I like to as a superintendent set it very conservative because at the end we can kind of work through basically so this is everybody's taking benefits why because they could and if they did we would need that much we know not every person takes benefits so okay how much how many that fluctuates a little bit right that's one of the factors that we can't control so I have to show it and always say that oh you always make it look so bad well it could be bad I you know I can't predict right and I don't know the percentage 80% do 70% do 60% do it's one of the things we're trying to fix is to try to get more of our people to take them because it is a benefit with our rates as far as the insurance rate so lot of factors um and then our food service has been a great place I think I showed that already our uh uh Community ad it shows this number but we are also we have reble kids caring those things that recover some of that this is 117 in the hall we already know we have a fund balance there about 170 and so it'll it'll come out okay we're good and even this 310 I'm not going to say it's a zero budget but we'll have a final one here uh it's not going to show perfect because they always want to keep some buffer there to keep us in a safe place to make sure that we control our spending and don't act like oh we're good we're fine well today we are let's keep it that way right just like we shared in our presentation or your budget uh if you looked at uh this month's budget we're at 33% and that's where we should it's actually 33.0 too so we're spoton with our budget that makes me nervous I was like a percent or two remember percent is about 190 to $200,000 in our budget today um but we had a lot of frontload spending insurance for the entire year we just had some curriculum we had to front end and buy so now as the year goes on so we talk about the budget meeting we're going to slowly have a better percentage as we to the end so uh Marcus and I will talk about that when we do our final budget in January okay question Ronnie have did you Levy the maximum in all categories you put or did you back any of them down we did not back any down as a board we decide to Max yeah Y no it's a good question one of the things Ronnie we talked a lot about this year and visiting with legislators is increasing our L option so the local optional Revenue it's been stuck like mentioned a little bit ago at 724 since 2014 we're as asking the legislators can you increase that by 250 to go because that's where the in if there was inflation over the time it would be like 974 so it's $250 more that's the one we talked about districts could say okay we don't need all 974 maybe we only need 850 or we only need you know what I mean but for us right now uh it's it's getting Tighter and Tighter so we we did Max it again which I think you guys have done every year even before I came I'm sure oh yeah yeah well sometimes backing out sometimes health and safety or switching you know you're able to back certain categories oh I see y yeah or the ltfm which we bonded here so we we need all that to just do our payment and get a little bit so yeah a little bit tied on that one but other questions all right all right we'll move on to band concert for the high school along with the Jazz Band um all very good so Amen in the middle school tonight and the Elementary music programs were great as well busy time for programs for the daddy daughter dance was last well attended well attended it got a little tricky on the way home I heard for because it was icy when they after it but it was very well attended y sweet and I've got one two other rebel recognitions first one the Lindsay and Amy there at a last school board meeting and I was just thinking to myself today eight years ago um you guys started kind of came into a tumultuous time with the school just failed referendum moved into a new referendum um to build enhance the buildings um hired new superintendent uh changed up the elementary schools and so many different things that have gone on during this last well my six years for sure but your eight years You' done so much work and been such a benefit to the board to the community and so Rebel recognition to both of you and we've got some Plass I make hi everybody watching at home we started doing this when we got on the board too so it's been able to be um on television think about all the things that have happened over the last eight years it's been truly remarkable and you guys have been kind of at the Cornerstone of that so we wanted to recognize you thank you for your service well thank you both of you for sure lots of negotiations I'll drop L of negotiations I'll drop off some Twizzlers for you a picture going to do that we're going to do that awesome well thank you guys and thank you to all the board members we have served with and those that are coming on it's without people that want to serve our community that this is possible so um like David said we came in in some tumultuous times but I think Amy and I talked about our greatest accomplishment and it's our elementary school as being together um from day one so we we what what was our saying when we got on the board We Are One when everybody would say oh Dorth or Glenn andf no we are one and so this is awesome and yeah we are truly one and I missed something there was something in happened about 2020 2021 was kind of a big deal Co that was much of you should get a couple extra plots yeah we made it through but thank you guys yeah thank you guys awesome all right on to 6.1 um we'll table truth and Taxation until 6m correct it has to start at 6 so we'll start that presentation now all right so board committee reports phase one recap I don't know if anybody wants to talk about phase one that was there it's not a test or anything we some of us attended phase one again and some new people um where did we go Fergus Falls and it was nice to be in person I think um superintendent hunstead was there several of us board members and then um area some area schools and some from I mean it seems like kind of far away yeah right yeah yeah from that region y from our region so it was three hours and we went over different scenarios kind of the beginning steps on how to be a board member some good basic information it's a good start yeah it's I think our third time that we've got y I learned something new every time so it's always good kind of ref pressure yeah I think it's also nice and I appreciate you going and it's it's nice for me to go with new people too because they you know just the scenarios and talking through the scenarios you think okay and some of you have been on the board you go yeah we kind of done one of those before I've lived through that one before but it's just to hear how how does how is the board affected by those things right so yeah I just really appreciate you guys going it's good for me um um just to know what you heard and I heard the same thing so when we have conversations it's a little bit easier um and have a better understanding so so thank you from from my chair I want to thank you guys for attending and the best part is to to um know our new Port members it'll start here in January I think that's chance opportunity to get to know people we're going to work with so all right uh any other board committee reports do we have a we had them before last time so we presented that's why we don't have one all right we'll go on to 6.3 superintendent report yeah so um I just want to thank Lindsay Amy again too so number one you hired me so that was kind of nice um but just again just your you're solid you know somebody that there both of you was people that could just kind of get it and here's what our role is and here's our job and it just uh for me when I go to you and Lindsay when you were the board chair I always felt I could always connect with you or call you and say hey here's what I'm thinking here's our situation and you always you're always available you're always willing to listen so I appreciate that and uh so both of you just thank you um for your time and for me this is year four for me but it's you guys have been a big part of it so appreciate that very much you know we chose you but you chose us so I was think about that so you decided to put your name in the Hat and yeah and we did it virtually so think about that how far we'd come back we were doing virtually and uh so yeah yeah it was in the basement of the Luan Church in yes across the street that's great yeah across the street yeah with all our table all our chair tables enough of heart and yeah so no thank you for choosing us and happy to serve with you so so thank you appreciate it um so msba conference I think we're all set and ready um those that are going and we have our room set up January 16th 17th that is much like the phase one except for maybe on steroids just because we get to spend more time together go to sessions and you go to sessions I go to sessions and we talk about them have have a meal together and talk about what we just watched just learned whatever it's just uh it's just been really good in the past um with the people here and at my previous school it's just a time to you kind of get to know people at a better level you build that level of trust and those types of things so I look forward to that again um the other thing and this is the last and then if you guys have questions but um the foundation just got all the paperwork finally from the state last week early last week um actually I hand it to them on Monday um so they now can start accepting donations so we got there um so they're really excited obviously um Kae has met and I know Lindsay you were in the meeting as the Activities Committee about starting a Hall of Fame and trying to get that started for next fall and what do we need to do this spring uh late winter spring to get that organized um I also got approached by maybe it's time to have a dgf all School reunion um so if you graduated from dgf so early 90s right is when we first started is so there's a group of people uh talking about getting something like that started the foundation said we'd love to help with that um the foundation met with Katie and I too about the Hall of Fame how can they support it they don't want to run it but how can they support it and come alongside again so it's just a lot of um good stuff I guess I'll say it that way um that we're looking to to bring right to the communities and they honor and F and honor Glendon honor Delworth with an old school reunion a foundation and a whole thing so just a lot of uh exciting things that bring people together bring the communi together kind of this we are one so let's don't forget that let's remember that everybody matters there so yeah I just wanted to share that um some people had approached me about the old school reunion I said well here's the deal I I'll bring it up at a board meeting so just people in the public if they want to hear it the board can hear it that it's something that may be happening so if you guys hear anything about it go oh yeah Shannon brought that up that it might be something that's coming um maybe somebody will ask you to be on the committee because there's no committee yet they just want to some people were talking about it so I thought yeah discussion one other thing we talked about the policy was um our social media or internet use agreement um we had some um requests from our Middle School administration to start blocking some sites John has already walked them it's Snapchat Tik Tok Instagram Facebook and Google Messenger um and he can do that site specific in so they have already he has a long explanation of what he's already done and so Kent and Katie really appreciated that and that's where we're at he did a defective well it must have been last week was when he sent it up blocked him because he could do that immediately so I just I know that was one of the things we talked about in the policy um and so that has happened um is that specific to middle school students or is that in this building my understanding I assume that the Elementary would be effective as well yeah so here's here's how it reads and I so just bear with it because I did not read it until a little bit ago here so each school now has independent student filters to accommodate these requests without disrupting access service to to other schools here's what's Happ so what I need to do is this was specific to Kent and Katie's request it's done what I have an admin meeting this Thursday and I need to talk to all my Elementary people in high school and say okay we doing districtwide it would be nice just to be done um and they're going to have to sell me on why it shouldn't be Elementary I think I can tell you already that's easy I don't know of any teacher that needs it in high school so and I don't how if if it's not enhancing our Middle School's um educational experience I don't see how it could then benefit our high school or enhance their educational experience either I couldn't agree more so that's what we're going to discuss this week though just want to make sure that that in case I'm missing something but sure um and I guess the Google Chat was already disabled in the Middle School level so he's set it up so they can all be filtered just in case there is some tool that some site needs for whatever reason I guess I don't see what that would be either so I just did I did want to let you know that's one of the discussions we had and that's where we're at as of TIY okay how was with the cell phones how's that going as far as like kids not having them in class and um in between how heard a word so it's I haven't I haven't heard any in my admin meetings be saying oh my gosh we're getting run over by this that or this complaints I haven't personally heard any um so yeah that's good any other questions um oh go ahead Mah that so so we swung into basketball game you see a lot of people Facebook it live for somebody that's on there so can those people adult wise Lo in or not it blocks it on our devices so if you want to use your own data we can't stop somebody from the outside to come to a game from any other school too but they can't use it on our stuff and our I guess you know what uh on our wir less they can't use it correct it's bought yeah so oh do you get it you know yeah I'm not going to sit and try to be the tech expert I guess but I know that they can't use it on our on our Wi-Fi but if you go to a game and you're from Barnesville and you come to here if you want to get on Facebook if use your own dat you can't do it through our Wi-Fi as well so that's my understanding so questions yeah unrelated to that um the parking and motor vehicle thing I think that was the other not really policy content but whether we were following oh um remember the the forms the forms and how oh kind of related to it how kids were checking in and out did we get an update on that yep do you remember I shared it in the weekly update it's like two or weeks ago three weeks ago I think now I'm trying to remember I think we said we weren't we weren't they're going to create the form if you remember so they said no we need to do that form and we need to have them sign it that is something they wer doing and we needed to do it there's two parts what was the other part checking in and out of the office so we know who's here and who's not yep and if you recall they checked with DL perum I think I shared that in that weekly update as well that was what they were going to do yeah and so they're just NOP they did and they they do the same as we do right now so unfortunately we don't have a system for masses leaving and checking in and checking out um other than they're not here then they get checked on attendance right so uh and that's what all the other schools were doing too so they they said that's a good question but D schools are size that's they don't have a check-in checkout system either so it's something we need to decide how do we do that if we're going to do it and what would that look like um I think with another you know massive incident in Wisconsin today I think it's imperative that we do know who's in our building and who's where and um who's coming and going I mean I think that's incumbent upon us as far as a safety standpoint of knowing what our kids are when they come back in they still have to go through they do they have to go they go through that door but if let's say Andrea is there when they leave and then um Sarah's filling in when they get back there might not be that cross check yeah there isn't a cross check now it's just cuz it's it's 40 50 60 kids 80 kids we went through the same thing when I worked up at the Ulan school and as an SRO you know Penny would just she was always sitting there and Penny would just know like oh I saw you know Johnny Susie Billy Tommy they all left oh Johnny Susie Billy Tommy all came back like she was she was the checks and balances but Penny never was gone like yeah my previous school we had you had to sign out to go uh 100 we had 100 just short of 200 kids and only only 40 were high school kids so that was easy uh here that's that's the issue that DL perum and like Joe was saying too that's our issue here is trying to figure out how do you do volume or you just say you're not open or is there a scanning system or is there you know system like a Google form where if you're going to leave at lunch you need to fill out the form and it goes to the office every single day but then it has to be approved then through the parents that they're allowed to leave during that time if that form is not filled out you know are we just talking about like Junior and senior privileges seniors y for Juni oh I'm s and juniors Juniors can go through juniors seniors for lunch so yeah you know we're talk we're talking 20 some kids we got to figure out is there a system that we can use to account other than the next period's attendance you know when they come back fell Rings they got to be there and if they're not we have a recording right there that they're not met and where's John you know if we needed to follow up on that we would have attendance there but it's yeah it's I think that part of it though is that if how do we know which kids have the form filled out are we just taking their that's what I mean it's a system liability or something if somebody leaves and gets a car accident but was never authorized to leave and their parents weren't notified that they left the school like it's not really an issue with regard to this policy is it it is a part of the part of yeah so we'll have to property tax abasement program for new construction through December 2026 so we have done this every year but we'll read this inance the resolution okay whereas Minnesota statutes 4691 1813 d469 and 18 16 grants Minnesota counties with the authority to offer current or prospective tax abatements under certain circumstances and whereas dber Clinton felt the school district has received a request from Clay County as evidenced by Clay County resolution number 202 24-35 unan unanimously approved by the Clay County Board of Commissioners on December 3rd 2024 to join with the Dorth Glendon Felton school district and participate in clay County's two-year residential property tax of 8 program and whereas other political subdivisions within Clay County have also expressed interest in establishing their own residential property tax abatement programs and their desire for Dorth Glenn and Felton School District to participate in those programs and whereas a Dorth Glenn and Felton School District held a public Hearing in the matter on December 16th 2024 and whereas the benefits of a two-year residential tax abatement will at least equal the costs the uh Dorth glinton Felton School dist district will incur through the abatement and whereas the implementation of a 2-year residential tax abatement program is in the public interest as it will increase tax Bas and provide employment opportunities and whereas it is the desire of the Dorth Clinton Feldon School District to participate in a two-year residential property tax abatement program consistent with those adopted by local entities now or I should read that [Music] no I think all right thank you la any questions or discussion on the tax program I have one um so are they saying that our benefit um is going to be you know increased an enrollment from the students and that's going to offset the the cost or how are we going to otherwise um be um benefiting from this if we're not getting their tax basee cuz we already have what we have and so as people come in it's just a way to entice them to get in of course if we get kids we're going to be fine and then after two years they're going to be tax so it's yeah it's a benefit for us for sure in the long run uh in the meantime we're not getting their tax right now anyway so you know what I mean y so it's a new thing so let's get you in here let's get you set up and then okay now we'll tax you basically does that make sense and so that was my understanding yeah at the end it's kind of it's a good thing hopefully it'll attract people to come and then once they come if that makes but we would still get the money from the state for the per per pupil unit yes for each of the kids yeah there would be no yeah right on buildings the formula is still there for us
