00:00:00.160 --> 00:00:52.795
Anyway, with it being 06:00, we will call our meeting to order and start with the pledge of allegiance. I pledge allegiance to the flag of The United States Of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Alright. With that, roll call around the horn, please. Peterson. Laura. Steichen. Nash. And Olsen. With that, we have our agenda. I I did not see any additions, subtractions. We're set. To that end, I will entertain a motion for the approval of the agenda. Steichen so moved.

2
00:00:52.795 --> 00:01:35.750
Motion by Steichen. Second. Second by Nash. All those in favor, say aye. Aye. Opposed? Motion carries. Consent agenda. Questions or comments? Hearing none, I will entertain a motion. Motion to approve. Motion by Nash. Second. Second by Peterson. All those in favor, say aye. Aye. Opposed? Motion carries. With that, it does move us into public comment period. Jessica, has there been any formal request to speak before council this evening? None received. Old school once again. Thank your management and your staff. So with that, it does go to number six.

3
00:01:35.750 --> 00:02:15.955
Tonight, we have six alpha. We have resolution twenty six forty three, accepting a donation from McLaughlin Auctioneers for Loco Days. Who is receiving that one? I guess I can take it McLaughlin Auctioneers donated a thousand dollars to Loco Days. Wow. Wow. Any questions about that donation? Very nice. Very nice. Very generous. With that, I will entertain a motion for resolution twenty six forty three. So moved. Motion by Peterson. Steichen second. And a second by Steichen. All those in favor, say aye.

4
00:02:15.955 --> 00:02:54.120
Aye. Opposed? Motion carries. And since we're on that, I do wanna say thank you very much to the McLaughlin for all the efforts they put into Loco Days. Not only the donation, but have they done it for forty years, like, since they brought us back? Like, the the the Phoenix that is loco days has been resurrection resurrected because of the McLaughlin's and their efforts. This past weekend, this past week is is a tremendous success, and and acknowledging their efforts is very important. So, thanks to them for their donation, for the check, but also for the continuous donation of their time.

5
00:02:56.180 --> 00:03:38.385
To that end, we are going to move to seven and seven alpha. We have the consideration for the police department IT services agreement. Transition time. Chief, you're up. Alright. Put that sorry. Used to do in meetings. Alright. Well, mister mayor, council members, tonight I come before you basically looking for any feedback, not really looking for a vote on our digital planes for IT to for our IT services. For the backstory really quickly, in Christmas of last year, we received an email from Clay County saying they no longer need to provide us

6
00:03:38.385 --> 00:04:16.925
IT services as of the end of the year. So during that time, I facilitated several meetings with different companies, including Moorhead City of Moorhead and other IT companies within this area. Part of those conversations were also with the other cities, so it's Barnesville, Glendon, and Holly. Because we are all under the same umbrella for Clay County IT Services, so this was affecting all of us. We all wanted to have a conversation on this topic. During all the requests for proposals and all the interviews over the past several months, we did identify one company that is all inclusive of what we're looking for.

7
00:04:17.550 --> 00:04:55.480
That one is Digital Planes. There is a cost to it. It is a little bit higher for the initial cost, but this would would replace Clay IT, Hader Howitzer, and, additionally, our Microsoft. We can actually go with the same company for our Microsoft domain as well as our endpoint, protection system. So as you can see, I did draft the memo. I tried to highlight in the graph point by point for the companies that we identified as the top three candidates. The draft of the memo was better if you guys have access to that.

8
00:04:55.480 --> 00:05:36.090
I'm not sure if you have or not. During that same time, I met with vice mayor Nash last week, and there were a couple key questions, and I appreciate that. So I did reach out to a company. We did discuss some of our, Microsoft three sixty domain if that would actually change itself. Currently, Lakes Country Service Co op actually hosts our microsoft360 domain, which everyone has their .gov. As part of that process, if we went with Digital Planes, that could be changed to their domain. That would also be and I'm just we're gonna read it. They would move the police department to a separate tenant with a separate domain name.

9
00:05:37.130 --> 00:06:12.340
This warranty is only possible because every protective layer, email security endpoint protection, data leak prevention, MFA monitoring, and staff training is deployed and managed by one system. That would be Digital Planes. So they would take off take everything that we have right now and incorporate it. Now since we are with Lakes Country, we'd have to go to a different domain or we can work out around that position. So we can keep all of our .gov as we have right now, the cityofdillort.gov. Unless they wanted well, we'll leave it at that. Another excellent question that was brought up by vice mayor Nash,

10
00:06:12.340 --> 00:06:51.595
and I didn't think of this, so I appreciate this one. And vice mayor Nash, let me know if I misspoke on this one. Your background in at NDSU talked about AI and how it handles sensitive information. And I wrote, for example, if I use an AI system dictate or assist in drafting a police report that contains private and confidential information, is that data being accessed by other AI systems? In other words, can another AI module access that information that I dictated and then use that information in one of their AI modules? That's a question I didn't have an answer to.

11
00:06:52.615 --> 00:07:30.380
The answer I received is report data never leaves Axon's CGS compliant environment. Axon is prohibited from using customer report data to train AI module models models, and that data is never shared with public AI systems like ChatGPT. So anything if you get if anyone uses ChatGPT, that information could be used by other AI models. But what other safeguards are in place to ensure AI generated or AI assisted law enforcement records remain secure and not used again to train AI models? Vice mayor mentioned Copilot was a was a big one.

12
00:07:30.600 --> 00:08:09.250
So I think it was CoPilot Pro, if I'm not mistaken. So bear with me on that. Yeah. I mean Or something similar to yeah. So something similar to that. And kinda you're curious on how that process, addresses data privacy. The answer I received was when staff are sign when staff are sign in within their city work accounts, which the business premium accounts are, Microsoft Enterprise data protection applies automatically. Okay. So so these are some of the that's what I'm here for tonight, really to kinda get the conversation going. The one thing I do know for certain is by the end of the year, we will not have an IT department.

13
00:08:09.250 --> 00:08:53.745
We will not have IT service, and that is something that we need access to in order to actually do our jobs. As a group, right now, the Dorothe Police Department are in the greatest position of all the cities because of the amount of money that we've injected in the infrastructure system just within our department from the PSA funds. The question comes down to how do we pay for it? That is one question. And that is something I, feel free to talk about if we can. I know vice mayor Nash, we did discuss it. This came on the heels of a of a letter we're talking about dispatch. So if there is a reduction of monies to dispatch,

14
00:08:53.745 --> 00:09:39.320
those monies can be used and reallocated towards our IT department. I well, I'll just ask questions. You guys have a question. If you have any questions for me, I'll wait. Questions? Mr. Stecken? Yes. Mayor and the chief, all of Clay County is losing the, as of December thirty first of this year, the support, right? The cities within Clay County. So what are the other cities doing for their so they're so they have an IT department. What's what's the other, like Morehead and Glendon and whoever else?

15
00:09:39.860 --> 00:10:14.550
What do they have right now? Are they all going through the same process we are right now? The city. Figure it out? The City of Morehead has their own has their own IT departments. Okay. Our my initial conversation was we we set up a meeting with, City of Morehead to talk about potentially enjoying their services. They were unable to accommodate us fiscally. It was just too much money at the time for what the setup was. But for right now, cities of Dilworth, Glendon, Holly, and Barnesville are in the same boat. We've all losing our Clay County IT. The benefit for the only benefit for Dilworth is that we we've had we have

16
00:10:14.550 --> 00:10:49.865
Hader, who's in charge of Wells Fargo IT. So he has really been my guru when it comes to IT, and he lets me know what we need. Part of that process was using our PSA funds over the over the past two years to really update our infrastructure, which was needed because we buy new to us refurbished equipment, and all of our equipment was end of life. So having that having that structure right now is fantastic. We did have a couple of on-site visits from some of the IT departments, and we are head and shoulders above everyone else. We are in a great position. Now the question comes to basically a turnkey operation. So we need someone that is CJIS compliant

17
00:10:51.045 --> 00:11:37.820
that can work without us watching them, that can be our that will take over basically everything Hader does and Clay County IT does. Question? My first question then is, have you talked to the other cities? Yes. What's their position? They've already agreed with Digital Planes. They already have that agreement signed with Digital Planes? They've already approved it through the council system. Yeah. I'm not sure if they've signed it, but they've already moved forward with Digital Planes. Okay. What's the price tag for Digital Planes? Digital Planes. Digital Planes. Bear with me. It is, please. It is a monthly cost of $25.50.

18
00:11:39.000 --> 00:12:12.070
Councilman Pearson, do you want a copy of this? I can make it for you if you want. I'll take your word for it. Okay. In the graph, it'll show it. So it actually breaks down all the three companies. So right now 2,550? Yep. $25.50 per month with an initial onboarding fee of $2,000. That still seems much cheaper than the dispatch services. Right? Right. What What's what's the disconnect here? The dispatch, that's at the appetite of the council. And that's gonna be a question I that's a question that you guys are gonna have to kinda rectify.

19
00:12:12.915 --> 00:12:47.955
Sorry. Go ahead. Yeah. No. But, I mean, to to clarify, dispatch is separate from IT. Okay. So, I mean It's so it's all kind of intertwined. As I say, yeah. It it's not separate, though. Like It is and it isn't. I think it's resolved. But we get as I understand this, and please correct me if I'm wrong, but for that 84,000 that we're paying for dispatch services across the board, that encompasses their IT department as well. Correct? I don't know if that was part of the agreement, but I'm guessing it was given that was a courtesy. I don't know if that was written, but that is a courtesy that I believe can.

20
00:12:47.955 --> 00:13:22.110
We we get it inside of that $85. You can look at that. If that's how it would work. What 100 I mean, there's how else do you look at it? Well, that's I just don't know if it's urban. So that way, but I would agree with that. K. Dispatch aside, we're looking at an increase of $30,600 roughly plus the onboarding fee annually. Correct. It'd be an onboarding. Correct. The, can I just clarify? The onboarding fee would just be a one year. Oh, yep. It's just a one time initialization. It's $2,000 one time only for the wrap my head around what this is. But then you also the negotiations are.

21
00:13:22.190 --> 00:13:58.490
So it's about 31,000 a year, but then you have to take off the we probably wouldn't be using the consultant anymore and, Orelakes country. So that's about 10,000 a year. Correct. There is some other additional savings I just learned as of today, from Digital from Digital Plains, which would also be, like, our end point from our data protection. That saves us about another thousand dollars, but I can finalize that in another memo for next for next counsel. So we're looking roughly at a $20,000 annual increase? Is that for IT in the ballpark for IT?

22
00:13:58.490 --> 00:14:35.135
I I would say I would start at the full amount of the 31,000. Where some of the cost savings would come into play is the letter that was drafted about dispatch to the other cities to the county for the reduction of fees. Right. Well, last time I talked to Peyton, he said there was no response because it's something we've been working on for a while. So that leaves it up to the discretion of counsel. Do you do you wanna adhere to the step down? Do you wanna say whatever the numbers are for you. I did reach out to,

23
00:14:37.835 --> 00:15:13.895
to, to sheriff Johnner. So because I did learn at some point that I believe Cass County, for my taxes, was actually paying for the dispatch center. So and this is where it's a little different between the two cities and two states. For Cass County, they collect all the $9.01 1 fees. So every that goes right to the county. The county then, which pays for and, again, this is just, word-of-mouth the address on the numbers, was about 75% covered. So then the sheriff's department would then cover the remaining nine one one the remaining dispatch fees for West Fargo and Fargo because everyone gets taxed equally.

24
00:15:15.410 --> 00:15:52.510
Now from past conversations, and, mayor, please correct me if I'm wrong, I do believe Minnesota, and I think there's conversation with representative Joy, where do our 911 fees go to the state and what happens to them? That question has been asked. Yes. Has there been a result? Been answered. There you go. That And that's that's correct. And so when we look at this, if we we had the proposal, and I say we because council agreed the with the the step down over three years, with the with the county. And if I remember correctly,

25
00:15:52.510 --> 00:16:29.625
and I'm fairly certain I do, the other municipalities sent a very similar letter. Correct. And the response, from the county was that they're gonna end IT transition or translation is our contract is up in at the end of this year. And we're not renewing IT? We if if we're not if we renew a contract with the county, it would include IT. And if the county agrees to the step down over the next three years, we would insist that it's the status quo. Right? We maintain the effort with the with the county cooperation

26
00:16:30.725 --> 00:17:08.760
with the IT, and we wouldn't have an IT conversation because we'd use the counts. However, the county did respond and said we're not gonna do IT. I'm taking that as at the end of twenty twenty six, we will not be writing a check for the Clay County dispatch services for 2027. Knock on wood. The county will take it over. The county will address and adjust their taxes and their levy, to fulfill and satisfy their desires to run the dispatch center. If that is how it proceeds, which I think it will, I'm optimistic that it will,

27
00:17:08.980 --> 00:17:41.140
we need to figure out how to provide the IT services to our our police department. That is the proposal that's sitting in front of us. That is correct. If that step down without step down, just that difference of money will actually offset greatly what we have. And, actually, $80,000 for my department would be additional 50,000 goes a long way for a small department. Sure. I mean, really, that's huge. $50,000 cheap. We'll just put that Digest. Sorry. I apologize. It's not mine. Yeah. I'm very fiscally responsible when I look at anything any benefit I can.

28
00:17:41.140 --> 00:18:16.025
Well and and I appreciate that. I really truly do. My question is when we look at this and and it's maybe it's a budget question as as when we're looking at this, the 84,000 and the 12 and the one and where does this how this how does this all come in right now? And, really, we just need to look at how like, what's the reality of our IT going forward starting January 1 so that by the time we set our budget in December, right, first week in December, that we have everything ready to go and we transition smoothly.

29
00:18:17.845 --> 00:18:55.140
I like the idea that Glendon, Holly, Barnesville, and Dilworth will all be together just to to it's it's continuity, from my advantage. I I have one other thing written down. Is there any way we can coop with the other small municipalities in the county? Like What do you mean? Has that conversation? Like To co opt for our dish for the cost or co opt? We that's that's a reduction in price. We had them over the course of multiple conversations, we had them sharpen the pencil, so to speak, for that plates. Digital planks. Correct. We sharpened we had we repost them to sharpen their pencil.

30
00:18:55.140 --> 00:19:33.540
We did there was a lot of because the other cities aren't in the same financial position that Dilworth is in, and their infrastructure really needs to be updated. So that cost is about as sharp as the pencils we can get. If that's what we're looking for. That they would wanna play ball with us if we were a turnkey operations. We very much are. I mean, we are setting the standard. Mhmm. As someone once said, you know, kind of where the I don't want to say big dogs, but that's we are setting the standard just because of where we've established where we've where we put the money into our infrastructure, which has been great for the department with our equipment has been top notch here.

31
00:19:34.695 --> 00:20:08.665
That that was my question too, is is the four of us and the the four municipalities working together, where does that put us in terms of this? I I have questions regarding, you know, when we look at IT, does does that mean we don't will they take care of New World maintenance? Will they take care of eticketing? Will they take care of all of those elements so we don't see we don't see the 2,500? And then say, oh, by the way, here's the next thing. Here's the next thing. The maintenance and the eticketing are are there's whole three separate items.

32
00:20:08.665 --> 00:20:44.580
New World maintenance are our licensure that we have through Fargo IT and through New World. That is not has nothing to do with Clay County IT, except they're the ones that install, maintain that, and maintain our connection to dispatch. But the installation of the software, it's not them. We pay, actually, Fargo IT. We just pay Clay County IT, or we pay Clay County just to keep it easy transition. That number will not change, but that is our New World Courier license. The eticketing software is what the officers have right now in their squad cars. That's a little scan. I did talk to Tyler Technology.

33
00:20:45.360 --> 00:21:24.920
That's who we have our new world system right now. They quoted me a price of $16,000 onboarding with $5,000 a year for seven devices. APS currently is through Clay County with a total cost of just under $2,000 a year. Clay County, the SO and and the other agencies, especially myself, we will keep what we have right now just for the price. We can't. I can't get ten years' worth of, APS for a year's worth of another company. So we will we will still be in concert with Clay County. There's still some aspects of the APS,

34
00:21:24.920 --> 00:22:08.865
the e ticketing, and we'll still be working together. And you'll see us still working together as as we do every day. Nothing changes, especially during local days. You saw that sheriff Hampton did a great job with the flag. I mean, realistically, I mean, we still work in concert with one another, but we need IT department, as the mayor said. We need this. Otherwise, we yeah. I know this has been an ongoing conversation, and I and I appreciate your leadership on this, chief. I think too, as as we look at this, we we have to make the adjustment, and it's also a budgetary adjustment. And I think it's gonna be a great conversation when we hit our our budget

35
00:22:08.865 --> 00:22:42.650
discussions. And for me, point of clarification, I would like to know, like, when we talk about the dispatch services, what is that number? And is that inclusive of everything else that we're seeing, or are they separate line items? So that law enforcement number goes, is it at 84, or is that 84122? K. And and, like, what did we do in 2026? What's the proposal as we go to 2027 and then move forward? I think, to me, it'll it'll simplify things as we're looking at, you know,

36
00:22:42.890 --> 00:23:16.410
30,000 doll it'd be a $20,000 increase for IT that will be offset potentially with some other savings. But I I think knowing those numbers for sure, would be really beneficial when I'm looking at it, in terms of what we actually have to keep in your budget to make sure we're not setting it back just because we see a a reduction in fees. K. If if that makes sense. No. It doesn't understand. Just because we're paying Clay County less, potentially, doesn't mean that we don't have a service that we have to pay for.

37
00:23:18.070 --> 00:23:58.235
Yep. I get it. I just wanna know exactly what that number is. Mister Saikon. Yes. Mayor and Chief, just to confirm or verify, we're in a good position right now equipment wise and infrastructure wise for a department. Correct? Yes. So there there'll be no additional purchases needed, equipment, whatever you have now is gonna be a seamless transition once this if this goes in effect, it just gonna you're not gonna see any differences in their operations? Or Not on our end. One of the one of the partners in the company actually worked for Morehead,

38
00:23:58.555 --> 00:24:35.160
IT. The city of Morehead actually worked for the police department, so he's very versed in this. But your officers don't need to go through training or just a minimal minimal or familiar familiarization, I suppose. No. Everything is done kinda behind the scenes. So when we log in, it's all the same software. We just need to make sure that if our if our computers need to install, Clay County does it right now for us. In fact, I had to buy them donuts because they expedited one of the processes for me last week. But they install, for their desktops, for the laptops they take care of all. And any connection to their to dispatch when we lose that connection, we have to go through Clay IT to request that they go to Fargue IT,

39
00:24:35.160 --> 00:25:12.765
but now this company will take over that. This is taking place of pretty much Clay IT and Hader. Okay. We're still a good resource, Davio. Just one pair. Any other questions for Keith? I guess, I just one last one for me, and it's it's a bring it back when we're when we're done. But maybe check with, maintenance and and fire to see how they might fall in line with this or what they need when it come to budget time. Just reach out and say, hey. Does this apply to them for radios, for whatever equipment they may have? Sure. We can talk to them. Because you're they run, what, armor system,

40
00:25:13.005 --> 00:25:51.965
whatever. Fire department does maintenance. I don't know what maintenance does, but fire and police are all on the they have the same radios. Right? Same tech? I'm not sure what they use for Well, I'll let me I'll do I'll address it with them. Yeah. I'll bring it back. Any other guys? I don't wanna miss anything. So I appreciate it. Thank you, chief. Anything else? Any other questions? That was my last one. Alright. Thank you. Thank you. All right. With that, it does bring us to number eight, planning and engineering. We got eight alpha consideration for the development agreement for Hogg's or Hoggie's sixth edition, water system extension. Good evening, Don. Yeah.

41
00:25:51.965 --> 00:26:28.860
Good evening, Mayor Collins. How are you? Doing well. Thank you. Okay. Our developer and the representatives are here tonight, Lance and E and Ziebart. The developer, though, ZECON, has been working with city staff on extension of a public water main to serve a three unit twin home development. A development agreement has been prepared for your consideration for this. It includes provision for a 20 foot easement for the water main itself. There'll be a water main that'll include one fire hydrant and then includes service lines for each of the six units. It's it's pretty simple.

42
00:26:28.860 --> 00:27:11.495
It's a short form development agreement. And, as a part of this too, there is a water tower connection fee of $500 that staff is recommending. Since it is such a small development, typical fee is 700. If there's any questions or Any questions for John? Well, I don't have a question, but and I know you did say it was a short form, but I know that, you worked in order to make this happen. I appreciate the extra effort and then the collaborative nature to work with the developer to make sure we're doing things to bring housing to Delaware. So I appreciate the extra effort,

43
00:27:11.495 --> 00:27:49.545
Don. Thank you very much. You're welcome. If there are no specific questions, I will entertain a motion for, the development agreement. Motion to approve. Oh, sorry. I got a motion by Nash and a second by Peterson. All those in favor, say aye. Aye. Opposed? Motion carries. Thank you. Thank you, gentlemen. Thank you. Thanks for coming in. So with that, it does move us briskly to eight Bravo. We have the consideration for sanitary sewer connection agreement with the Rural Electric Supply Cooperative, casually known as RESCO. RESCO. Mayor and council RESCO has reconsidered,

44
00:27:50.805 --> 00:28:30.650
has asked for a seat consideration placement of a force main. This would be adjacent in their own private easement, but typically, really adjacent to our water main extension, up to that corner. It would then go down and connect into the city Forest Main where it crosses over, 34th to Morehead. We have an agreement in place for this. They would pay all costs and, including the acquisition of their own easements. The proposed agreement addresses payment for the city engineering costs as a part of this and then also addresses future connection to a city sanitary line at some point in

45
00:28:30.650 --> 00:29:20.580
the future. The agreement has been reviewed by the city engineer and the city attorney and staff is recommending its approval. Questions? Seems pretty straightforward. Yep. Yep. Oh, and and mayor and council, this will also serve, Red River Valley Co op when they build their administrative buildings. We'll have a separate agreement with them for for this also. Thank you. Any questions? Hearing none, I will entertain a motion for the for consideration for the sanitary sewer connection. So moved. Motion by Nash. Steichen second. And a second by Steichen. All those in favor, say aye.

46
00:29:20.980 --> 00:30:03.400
Aye. Opposed? Motion carries. And I and I will say this as well. Great leadership displayed by Don getting this done, communicating with with Resco, the engineers. Like, it was it was actually, it was exciting to watch watch it all take place. The the people, in their positions doing their jobs, the communication, and the execution, making things happen for Resco was fantastic. Engineers, lawyers, our own staff, couldn't have done it without Don. So, to that end, it is a a great step for Resco and and the growth of that area. So I'm I'm excited for that.

47
00:30:03.620 --> 00:30:42.615
Thank you. Thank you, Don. With that, it does bring us to number nine in City Hall. Number nine, we have a public hearing on resolution twenty six forty two. We have a miscellaneous assessment hearing for unpaid utility bill at 306 2nd Street Northwest. With that, I will open the public hearing at 06:30, and start with the staff presentation. Jess? We have an unpaid utility bill of $407.91 once you add in the administration fee. And water is currently off. Thank you, Jessica.

48
00:30:42.615 --> 00:31:23.490
Is there anything else from the staff side? No. Probably the best staff presentation on the miscellaneous assessment I've had in my tenure. Thank you very much. Thank you. Very well done. Next level. So with that, is there anyone here to speak in favor or opposition? Second call of anyone here to speak in favor or opposition. Hearing none hearing there's no one here to speak. We'll close the public hearing at 06:31. Questions from counsel or discussion? Hearing no discussion, I will entertain a motion, for the resolution twenty six forty two.

49
00:31:23.550 --> 00:32:04.775
Steichen so moved. A motion by Steichen. Second. And a second by Peterson. All those in favor, say aye. Aye. Opposed? Motion carries. Seriously, Jessica, I do think that was the best public hearing on a miscellaneous assessment in a decade. Short and simple. Very well done. With that, let's let's go to nine, nine bravo. We have our discussion for the consideration of city administrator recruitment process. We're moving into the semifinals. We have, our representative Liza here, did I say? Yes. Liza. Good evening. Thanks for making the track.

50
00:32:04.775 --> 00:32:37.065
We appreciate it. Good to see you again. It's been a while, but progress has been made. Yes. Well, good evening, mayor Olsen, members of the council. I'm excited to be here with you as we move one step closer to finding Dilworth's next city administrator. So we have three business items tonight. One is our candidate selection process. Two, we'll talk about or review the proposed interview schedule and determine if there's any changes that need to be made, and then also talk about whether we feel a tribal reimbursement is appropriate for those that are selected. Before we get into the business or the heart of why we're here,

51
00:32:37.225 --> 00:33:15.170
I just wanna remind everyone that the information that the council received last week as part of the council packet is considered private, nonpublic information. So just a reminder that when we're talking about candidates today, we just wanna make sure that we use the assigned number that has been assigned to each of the candidates. We don't wanna talk about names or potential or locations or organizations that they worked for or, you know, current or former. And I do have a talking sheet that I wanna hand out just before we get started. Thank you. Thank you.

52
00:33:19.310 --> 00:33:53.275
Okay. Well, before we get started on candidate selection, I'll just, review the process. It it'll be really elementary. I have a ballot that's sitting at each of your desktops. I'll ask you to write down by number the top three or four candidates that you're interested in meeting personally at a face to face interview. I'll gather the ballots back. I'll read the ballots out loud so everybody can follow along. And I think it'll really help us to quickly come to a conclusion as to the candidates that we're excited about meeting or we're interested in meeting in a face

53
00:33:53.275 --> 00:34:28.915
to face interview. And those that don't receive any votes, then we're not gonna talk about them. So it'll keep the discussion efficient and really professional as well. So before we get started on the ballot process, are there any questions that you have? Do you want them in order of rank like this is my number one or just the top the top four in any particular order? Yep. Correct. K. What if numerically you had a tie between fourth and fifth? Then I suggest putting that person in there. Let's put that person if you if they are tied, we'll put that in there. Okay.

54
00:34:30.720 --> 00:35:41.015
And then those that are listening, I just wanna share that, we had 21 applications for this process. 12 candidates were chosen to move forward and complete an information disclosure question, a video interview, and then a work personality index. Since that point, three candidates did withdraw, two had, were under or in negotiations for another position, and then one simply did not complete the assigned duties. So tonight, the council's actually working with a list of nine candidates. Do put them in a hat now. I'll shuffle them inside. Alright. I'll read the ballots out loud so everyone can follow along,

55
00:35:41.395 --> 00:36:27.550
and then I'll recap it after we read them out loud. Alright. So ballot number one in no particular order. Ballot number one, we have a vote for candidate number one, number six, number nine, and number two. So that was one, six, nine, and two. Next ballot, we have a vote for candidate number nine, number six, number two, number one, and then also number seven. Next, we have a the next ballot, a vote for candidate number six,

56
00:36:28.250 --> 00:37:16.235
number two, number nine, and number five. And I believe there's a vote for candidate number one on here if I'm reading this correctly. Alright. Next ballot, I have a vote for candidate number six, number nine, number two, and number seven. So that's six, nine, two, and seven. And then last ballot, I have a vote for candidate number two, number five, number six, and number seven. So in summary, candidate number one received three votes. Candidate number two received five votes.

57
00:37:17.480 --> 00:37:55.160
Candidate number five received two votes. Candidate number six received five votes. Number seven received three. And lastly, candidate number nine received four votes. So your top catching votes are candidates number two, number six, and number nine. So this is where conversation can begin. First of all, is the council interested in invite inviting candidates number two, six, and nine for interviews and stopping there, or do you want to extend it to those that received three votes perhaps,

58
00:37:55.160 --> 00:38:41.930
which would be seven and one, bringing in five candidates for interviews. I'm I'm gonna just advocate for one that I thought was that I did not particularly score high because of municipal experience or lack thereof, but I believe interviewed the best. So one of the conversations, do we wanna get to know the person? And and that's Yeah. And and that always brings me back to right? Are we looking for the ambition, the drive, the motivation, the willingness to learn?

59
00:38:42.070 --> 00:39:24.600
And that's that's why I've actually put can I should I say the number? You can say the number. Yes. I actually put down number five for that particular reason. And then because I I wanna see what potential is there and then maybe utilize the services that are provided by your company, should part of part part of this process and part of of hiring the headhunter is, the the tutoring for a year. Right? The the training for a year, to help maybe grow the candidate into

60
00:39:25.635 --> 00:40:16.340
a public servant transitioning from private to public. Can I say that? Or what you know, embracing that. Then I'll I'll stop talking now. Yes. In that same thought process, I I also voted for number five, who would have been ranked four on my list but tied numerically. Like, as as the mayor said, I feel like number five interviewed the like, I I like the way that that candidate answered the questions. Right? So if I my opinion would be to either take the top three or

61
00:40:18.160 --> 00:40:54.325
all vote getters because number one wouldn't have got the third vote if I could only pick four. So they would have been tied at two, but I got to pick for five. So I would say either take the top three, the two five vote getters and the four, or let's talk to everybody would be my 2¢. Sure. I'm on the same page. I was kinda torn because there's a few of them, like, maybe some parts weren't all there, but then they interviewed really well. And then there was others that had the education and maybe didn't answer the video questions as well as some of the others.

62
00:40:54.325 --> 00:41:34.110
So I would like to talk to them all or, like Peterson mentioned, just take the top three. When you say talk to them all? What All the bowl getters. Getters. Sorry. Bowl getters. So that would be You're doing six. Six, man? Yeah. I don't know how we would do that logistically. Okay. Like and that's that's part of it because we have a one day interview window unless we brought this to two days, and that would open up. Mhmm. If I don't know how we would do six interviews in one day. Then my suggestion would be to just take the top three then. Yep. I agree. Well and I just you know,

63
00:41:34.110 --> 00:42:12.710
just to kinda go back to like, we sat here and we came up with, like, what is the minimum qualifications? And a little bit, like, when I went through the ranking, there, most of these didn't meet the minimum qualification of having municipal experience. And so are there people out there that would have applied had they looked at it and been like, oh, if I knew minimum was optional, you know, would they have applied? And so I'm a little leery about being like, letting go of those minimum requirements, as part of the ranking. I don't know.

64
00:42:12.710 --> 00:42:47.165
I'm a little more strong about if you didn't meet the minimums, then we have to have a but even at that, one of my higher ranking ones because, again, I think we said municipal experience, and some of them had other government experience that was not municipal, which I'm willing to make some. Yeah. And that's But, we did say municipal experience. And I feel like yeah. That's where my concern is, that we're not being fair with people that took themselves out of the running because

65
00:42:47.165 --> 00:43:27.940
they didn't meet the minimum requirements. I have the same, thought that Vice Mayor Nash has. I got the minimum qualifications in front of me. They all seem to have reached the, education degree level and one even exceeded that. But it has five or I mean this isn't fair to the ones that have met it to pick someone that didn't. If you put it, if you state five or more years of progressively responsible, and some are lateral. There's one that basically did four different things, but it didn't advance her level of responsibility.

66
00:43:28.080 --> 00:44:09.385
I mean level to that she didn't go to the next this person didn't go to the next level. So that's how I read the minimum requirements. So the ones that didn't meet the minimum requirements, they didn't score for me on that at all. And I believe number five does not have, he's got experience, but number five doesn't have that minimum requirement. Number five has done a lot of interesting and exciting things, no doubt. In working with government. He's never actually been in the government, but he's worked with Mhmm. Cities and counties.

67
00:44:09.385 --> 00:44:49.940
And that's what I that's how I can Well, I'm not sure exactly how a person that's how I how to but how about the ones that just counts or consulting firms? Does that require does that fulfill the minimum requirement as well? I'm just gonna look at number five real quick in my notes if that's okay. I mean, isn't some of this vetted out by your end? Yes. But I also consider everyone who had a link for us to watch had met the minimum requirements? I take into consideration the desired attributes that you all shared with me.

68
00:44:49.940 --> 00:45:29.745
I heard that there was an openness to those who have not traditionally had a city administrator role, that if they had project management within their role, if they worked in so for me, municipal government is city, county, and state. So I felt that if they have experience working with or then, yes, I do consider them. And and I'm looking at number five again. And just working with different cities, different counties, and in different states with government organizations as a project manager or with a company

69
00:45:29.745 --> 00:46:12.610
that, you know, really worked hand in hand with government, that to me was the the five years of experience. And I say that knowing full well, that our last city administrator did the same thing. That and that's why I just opened. I wanted I like, we have an opportunity to see what this candidate has to offer. Why not see? If we're gonna have three, we have room for four. I would be interested to see, I'd be interested to see if that ambition comes from the screen and shows up in person, if that energy shows up in person.

70
00:46:12.670 --> 00:46:51.810
I see where you're coming from, but then I would like to talk to seven and one too. They have more votes. So do we say the ones that got the three votes don't get consideration over the one who only had two votes? Having never been through this much of an analysis of individuals, I I don't I don't disagree that number five has lots of great value that and that person did score very high, is in the upper eights on all of his rankings. So that to his credit, I mean,

71
00:46:51.810 --> 00:47:27.065
he has some pretty amazing scores on, and where some of them I don't there's probably someone else in that same area, but he's like the higher scorer of all the people. So that's pretty impressive. But I just want to understand if we all agree that working with different parts of organizations qualifies as the, does that meet one of the five or more years of progressive responsible municipal government management? So I don't know. You're the expert. I mean, you I suppose you've experienced these questions in the past.

72
00:47:27.445 --> 00:48:00.595
How would you answer that? So, yes, I do feel that each of your candidates here have those five years of progressively working into a higher role or more complex role. I guess I would I would describe it as that as a more complex role. They're taking on more duties. They're learning more duties so that they come to you with a more well rounded set of experiences and that they can bring to the table. Makes them a more mature leader. No. It says progressive, but it's just semantics, I suppose, however I mean, in in their qualifications, it says progressive,

73
00:48:00.655 --> 00:48:36.290
but I assume that meant to a higher level of management experience. Sure. I took it more as a way of thought and a way of thinking. It's a progressive way of thinking and progressive mentality. But I and it's a great conversation to have. Like, I don't know the answer to it. And I you know, when we looked at this, did we put them all in ranking, or did or did I just say no? I'm not gonna take someone who scored higher because I wanna see this person. Right? Because I will say this time and time again, we will hire a resume. Right? We're gonna fire the person. Right? That's how it goes.

74
00:48:36.430 --> 00:49:09.720
I wanna see the person. Right? Paper's one thing. The interview's the one thing. But when they sit here and they come to us and we get to know them, that is the that is the key. And I think with that in mind, if this council is having a difficult time of deciding who should and who should not, I mean, I would on the side of bringing more you have I mean, you get one time to get it right. And so I don't want you walking out of this at the end of your interview day and thought, go. I wish we would have learned more about candidate x, y, or z. So instead of four,

75
00:49:10.580 --> 00:49:47.245
what does a six candidate interview day look like? It will be really long. So, in fact, I think it would be overwhelming. So I think it would probably be prudent for me to go back. First of all, talk to the candidates if this is what the council wants to do, interview all six to see if there's some flexibility, whether there's candidates that could come the day before or day after, depending on your council schedule as well, and figure out how we can do it in a two day process. I'm assuming those that are traveling from afar would have to come and stay a night anyway.

76
00:49:47.785 --> 00:50:23.935
So Potentially. Yeah. I just got a a question of, miss Liza. Having never sat and did a recording like these, do they get a one chance to make it? Because some of them looked, like, a little nervous. Yeah. Which I understand totally. And some are very comfortable in front of a screen and they they just flowed really well. So in one way, it'd be kinda nice to have these people so you could actually see them more on a relaxed level. And I didn't realize how, you know, if it's just a one shot,

77
00:50:23.935 --> 00:50:59.345
you you got it or don't got have it. But I don't know. I'd be open to having a few more if that's if that's the consensus. I just kind of feel that we shouldn't because one of the quest rankings was regarding interview. Well, it's hard to know how to take that if it's, you know, they'll have to personally, they have to be in front of people at times. They don't have to be, like, impromptu at times, and that's part of their what their whole package is about too. So Mister Steichen, are are you referring to,

78
00:50:59.345 --> 00:51:36.060
like, how they report to counsel? Like, in the in the Well, everything that Yeah. Me too. It's like, I don't know how to do that. I was like, yeah. That that's I was on the same page as you on that one. Yeah. So I think it'd be sort of more, you know, cut it. The ones that might not have interviewed probably the greatest or didn't rank quite the highest, to exclude them when they've made our rankings, we're all very consistent. Just, you know, one or two either way would have changed numbers, changed personnel quite a bit. So if you can make it work, I don't know if that's a doable thing on your part. Well, there there's a couple layers to that.

79
00:51:36.060 --> 00:52:13.605
Right? Like, first, are the candidates willing to pick a day? Mhmm. And I guess we could still have it to one day. It does put a wrinkle in, like, how we get to see them and remember them. And then council, that means we'll be looking at, you know, a portion of two days and how and how that gets set up. Sorry, Steph. So I go back to I know I've used this before. I don't wanna be right, but I wanna get it right. Yes. So that's that's the position I'm coming from. Mhmm. Mhmm. Don, you have some experience real quick. Please. Only forty two years.

80
00:52:15.585 --> 00:52:50.725
I didn't see your if you don't mind. Yeah. I was saying, like yeah. I didn't I didn't score your interview, John. Like, we're couple of things as you think about your candidates. When Peyton came in and I was a part of that interviewing process at that time, you had very senior people in many roles in the city. You don't. Now you are going through a transition. You have very capable people here, but a lot of experience is walking out that door. So that's something to keep in the back of your mind as you look at these candidates. And number two,

81
00:52:50.725 --> 00:53:30.010
you're picking one day that you're gonna have all six come in. I applaud you for doing six. I think that's great. Because you're doing the one day, one or two may opt out. So just keep that back in mind because they can't make the date or whatever else, and you'll just go with what you get. Those are the two observations. So would you recommend just have one day and all six show up in one day? I would. I mean, it just go it just means we go longer into the PM. Right? Mhmm. Yep. You can always if you have two that you're you're neck and neck or whatever and and headhunter doesn't want to hear this,

82
00:53:30.010 --> 00:54:04.710
but you could always bring them back. Yes. Absolutely. Mister Steffen. So mayor and Don, so are you sort of inferring that we should give a a closer look for the ones that have more of the experience that we're trying to replace to to bring in and not I mean, all these have a lot of good qualities. Right. Are you think are you focusing more on people that have lots of experience doing exactly what the position would be? Lots of experience doesn't always guarantee a good fit. You're you're looking for some experience.

83
00:54:04.770 --> 00:54:42.755
You're looking for the correct personality, you know, that's going to fit in with your city and make your organization really grow because you're in a growing mode. They have to grow with you also as we gain population and move forward. So I'm I I'm I'm maybe not answering your question, but you need to understand the point. You need to look at what what their development pattern has been in their careers. And will that if they've gone from a, b to c, will they go with you to d and e? Just because they have lots of experience,

84
00:54:42.815 --> 00:55:19.895
but they maybe have never been I haven't seen any of these candidates, but I haven't really been anywhere or whatever number of years or whatever. You wanna see what they've done, and then your evaluation should be based on that. Some have been in a position for pretty good length of time, and some have moved in short little jumps. Don't know what that means either, but I don't know. I I did I did six cities in thirty five years. But Shortest was a year and a half. Yeah. So I guess that's what some of the things we're seeing in here. Well, my longest tenure was almost fifteen. So it it it just depends kinda where they're at and,

85
00:55:19.895 --> 00:55:55.825
again, what the fit is with you with all of you. Mhmm. I hope that helps. Honestly, it does. Because, like, the first thing is I I like the idea of one day because everyone's fresh in their mind. It it's a marathon for everybody. Your brains will be exhausted by the end of the day. I think it's only fair to them to keep it at one, like she just mentioned. We can set it up in the same pattern, the same schedule that we have. But rather than three by three, we go two by two. Right? I mean, ultimately? I don't think that's we go we would just have another set of two rather.

86
00:55:56.045 --> 00:56:50.065
Right? Because we we have potentially, we looked at four candidates, two by two. Right? And then we would just have that third set of two. Okay. If if we are an agreement council that we want to have that we want to extend the invite to a final interview to six candidates. I feel like six is too many. I'm just gonna say it. I know what you're saying. It'd be nicer to have a fewer to pick from, but I guess it'd be kinda nice to see some of these people in person as well. I know what you're saying. I know what you're saying. So alright. And the to the front that,

87
00:56:50.065 --> 00:57:40.745
you have to expect that you are also gonna now you have to talk about whether you're gonna pay costs. You know, you're talking about putting someone six people up versus three. So you're talking double the cost and everything too. I think that's justified if that's what we wanna do. But I also feel like I mean, there's five votes up here. Three candidates got 14 out of 15 possible votes. But, I mean, that's subjective too. Right? Like, the scoring was weighing a set of criteria that

88
00:57:42.005 --> 00:58:19.240
I don't know. It's like, how do you how do you value the tangent. Right? I don't know. I'm torn. I don't know what to do. On the observation That's fair. Like, yeah. Right. And mister Steichen said, right, like, we don't have to be right. We just need to get it right. Yeah. I I I appreciate it. You have a one that got two votes here tonight. I'm not sure if that person would be removed and you're down to five. That's more do I suppose everything's more doable, but are you pretty strong in keeping the number five? At the end of the day, it's our decision.

89
00:58:19.460 --> 00:58:56.535
Right? And and, again, when I'm looking at the criteria and I'm looking at that individual, right, that stood out to me. Oh, absolutely. And and that's why I I I want to ask the that's why I wanna like, let's put that person as the fourth one and go with Well, I I would say this, that number one wouldn't have got three votes if I could've only voted for four. So I would say if you're gonna get rid of number five, then also number one would have had two votes. Does that make sense? No. We can't go back and change. But Well, that's what I'm but I mean, we all could say those things.

90
00:58:56.535 --> 00:59:27.965
Yeah. But we I mean We can revote. We can. I mean, we can also four candidates, we could go back to the one. On that, it's kinda hard. Just if you didn't see the one. But I know what you're saying. I know what you're saying. I'm saying my four votes would have included five and not number one. So then you would have two two vote getters with two votes, and you cast one and five out and just take seven for the fourth person. But I'm in the same boat. I wouldn't have used an extra boat on seven Okay. If I would have And then only had picked four. It is. Four of the same.

91
00:59:27.965 --> 01:00:02.215
So if you because that narrows it back down the same people. Yeah. I would really like to pick initially is our we've all studied this for hours Yeah. Hours and hours this weekend or this week. I think you kinda have to go with your gut, what you've thought, what you felt. I mean, I tossed this back and forth so many times in my mind and throughout the day. And so I think you kind it's kind of valid the choices we have chosen and just have to kind of work from there. I I think my my gut says number five deserves a conversation,

92
01:00:02.515 --> 01:00:37.570
but that's just me. And I'm just gonna go back to this is why I really would have liked a standard rubric because, like, to have to to grade them. And then and that's why I put together a rubric was to kind of put them into categories so you can evaluate them on some kind of same metric. But I don't wanna go back and pick someone that only got two votes because someone has a strong opinion about having them here. I mean,

93
01:00:37.570 --> 01:01:12.840
everyone has one that's not gonna make it off their list. Let's just put it at that point. I mean, we all don't get to have all four here because we obviously didn't all have the top four candidates. So I think we need to be fair to the people that rose to the top as well, And you can't just pull someone up because, honestly, number five was way at the bottom for me. So, you know, it's like so to be like but, again, I had one that was at the top that probably will drop off because everyone else didn't. So, I mean, I think that, again, we either need to kinda stick to it and not just pull one person up because somebody wants to see them.

94
01:01:13.220 --> 01:01:56.735
We need to stick to whatever, unless there's something that's presented here that would change how you scored getting additional knowledge about how it should have been done. Otherwise, you need to stick to how you scored them. Well, I will tell you right now that I changed how I scored them when I voted. One of my candidates that I put on that list is not my top scorer. Because at the end of the day, we get to choose the people that we want to interview. Right? And, again, like, I appreciate your I used it actually,

95
01:01:58.895 --> 01:02:33.310
Truly did. But at the end of the day, we hire people, and that person impressed me. So I'm not pulling them up arbitrarily. I'm pulling them up based on who they are and how they present themselves. Now at the end of the day, we can most certainly do that. We have every right to interview who we think is best the best potential for the job or the top four candidates for the job. Mayor and council, why don't you select four and a fifth? And if one of the first four drops,

96
01:02:33.310 --> 01:03:14.110
you move the fifth in. K. Like, right now, the the the votes, the numbers, right, is two six nine. Right? Right. Two six nine. Mhmm. The top three here. Two six nine. So then can we have a like, let's have another vote regarding who we want to see in that fourth position out of who's left. How does that sound? So between the ones, like, the number one Whoever we see like, 269. 58. Yeah. 157. 1157. Who do we I said,

97
01:03:14.110 --> 01:03:51.525
do you want new sheets? I printed one. Oh, it's okay. We can do it right on the back. Just tomorrow. There is on the front. I could give you your ballot back. But Yeah. And I'm gonna follow Julie's lead as well. I mean So are we ranking the last three? How are we how are we voting? What whether what are we what are we voting on? Can you clarify? Oops. So the last three so one, five, and seven, what are we doing with them? So is it I understand that you're voting Looking for one? So just putting one. To see who would be your fourth. Okay. So who would be our fourth?

98
01:03:55.680 --> 01:04:48.265
So make a slot for candidate one, five, and seven, then rank them one, two, and three? No. Or do you just need to know who do you wanna see put the number down? Yep. Put the number in the candidate that you wanna see. Is. Got it. That's way easier. Yep. Go ahead. Go to that one. Should've wrote it on my hand. I suppose I have to start an hour. I won't influence anyone. Yeah. I will. I think I I spoke my mind through the whole thing. So yeah. They should get rid of one of them mathematically. Right? Yeah. Maybe. You you would you would think there's gonna be a tie. Yeah. It'd be a It has to be two for one of them or two of

99
01:04:48.265 --> 01:05:30.100
them. Okay. See, ma'am, may end up with a tie again. Then we run them again. Then you run them again. See if it doesn't show. First ballot has a vote for candidate number seven. Next, a vote for candidate number five, a vote for candidate number seven, vote for candidate number seven, and number five. There you go. There it is. So your fourth candidate you're gonna extend an invite to is candidate number seven, is what I'm hearing? Yep. Okay. And then in the event that a candidate were to withdraw before interview day,

100
01:05:30.345 --> 01:06:07.855
do you wanna extend it to another candidate? I think what you have to be satisfied with is if we're inviting four, if one were to drop out, leaving you three, would you be satisfied with that? Could then we bring in number five? Is that agreeable? Well Yes. I'll agree to that. Okay. Yeah. Absolutely. That would make sense. I would say, well, what yep. Nope. That's logically, that's it. I know. That's fine. That's that's exactly. Right? 700 miles. We made it. There we go. Tada. Alright. So we have four We have four candidates. Lock in with the fifth.

101
01:06:07.995 --> 01:06:47.430
Mhmm. And that holds us into the true schedule that we have presented with regards to. Yep. On Wednesday, August 19. Yes. We should see what we can do with Play Doh. Alright. There's a draft of the interview schedule in your, packet for Wednesday, August 19. Were there any questions or any questions or changes that you'd like to make to this schedule? So, Liza, they could drop out right up until the day they're supposed to be here? And that doesn't leave the other person much time. And with that risk as well,

102
01:06:47.430 --> 01:07:21.490
it wouldn't allow time for proper backgrounding as well. So this council would have to be comfortable that that backgrounding may potentially be completed after the fact. But one week prior to interviews, you'll receive a packet just similar to the packet that you received, but it'll include, another test result in there as well as their backgrounding. So if there's any potential red flags that come up when we look at their credit history, criminal driving history, you'll have a personal statement from the candidate regarding those issues. And then also I speak with current and former supervisors, getting a really good understanding of what their role and responsibilities included,

103
01:07:21.710 --> 01:07:56.735
initiatives that they've led, how they work through conflict resolution, what type of leader do they, would their employees describe them to be? They'll have that. It's a pretty lengthy narrative, I would say, so be prepared that you'll have a lot of information to review in preparation for your interview day as well. The scoring would be different than what we've already saw on the on that person? You're talking about those numbers one through 10. Is that the scoring you're talking about? So there will be another testing mechanism that we use that tests, mathematical and verbal reasoning skills. So a completely different test altogether.

104
01:07:56.735 --> 01:08:37.265
Same concept, just different. You'll see how they compare to each other, but you'll also see how they compare, in terms of that this specific position, how they rank nationally if you if they were to fit into that role. Other questions? I'm just doing Clarification when we do the, one on ones. Are council members coming up with the questions they'll use, or are you going to help give them, so that we're staying consistent with questioning? So I would prefer that if you are interested in asking specific questions,

105
01:08:37.265 --> 01:09:17.790
please email me directly. And then, yes, I will put together a short list of questions for you to stay on script. We'll also do an orientation prior to going into your interviews that day just so that we make sure everybody knows what the rules are. So, yes, if you can get those to me, that would be wonderful. At least one week prior to the interviews. And then I'll have paper packets for you that day. So you'll have your interview questions in there. You'll have, a feedback form or some type of form that you can kind of record your notes on and all that good stuff. If there's no questions regarding the interview schedule,

106
01:09:18.170 --> 01:10:01.195
you do have one of the four candidates that's traveling from over 200 miles away, and that's where your travel reimbursement discussion comes into play. Do you want to offer some type of travel reimbursement? And if so, what would that look like? I've seen it anywhere from mileage reimbursement or just a straight per diem or one night stay in a hotel. I think the the the reimbursement across the board is appropriate. Like, if they're gonna travel that far, they're gonna come in. Right? They're gonna wanna they're if if I were traveling 200 miles to change my career

107
01:10:01.195 --> 01:10:38.930
path, I would wanna make sure I was rested and ready to go. I think compensation for for that only makes sense. I'm not quite I have no memory of what we've done previously. But do like, is there, obviously, mileage and hotel? Like, do we set that up so it's already when they get here, make the reservations, and we just pay for that? I prefer that because then you know that they're staying in a hotel of your the city's, you know, approval. Choosing? Yes. Choosing. And then the mileage reimbursement, then they would submit their mileage to, staff,

108
01:10:38.930 --> 01:11:12.110
and then it's a check would be sent directly to them. Yeah. And then if we do it to the for one who's traveling 200 miles, do we do it for all four that submit the request? To me, that would be fair. No matter if they're driving two miles or 200. Well, for mileage is what you're saying. Right? Yes. For mileage. For lodging, it's over if they're over so far away. Is that how we're doing it? I think that would make the most sense. Okay. Yeah. That's what I'm Is there anyone coming from over a 100 miles? Just that one. Just the one. Mhmm. To me, a 100 miles is reasonable for a day trip.

109
01:11:13.610 --> 01:11:51.825
I agree with the mayor for all mileage can be reimbursed whether they're driving across town or not. So they if they choose to turn that in. And then the one the potentially, the one hotel room for the one candidate going That's the only thing. Yeah. So that that part's fine. And we'll just make sure that we have that room right and that you want staff want our staff to make sure that they have Yes. Perfect. Whoever like, however that works. Yep. They They don't need to make their invasions. Wonderful. Okay. Tomorrow, I will send forward a I call it a press release.

110
01:11:51.825 --> 01:12:33.520
It is a candidate summary that will include the names, identify identification of the candidates as well as their experience and where they've been working. So I'll supply that to the city, and then the city can share that as they feel is appropriate. Perfect. K. K. And same goes with staff too. I know we have some staff interaction here. So leadership team, if they can forward their interview questions that they're most interested, I'd prefer to have that ahead of time as well. And that would come from management, staff, department heads, the back row. K. Just just in case. Alright.

111
01:12:33.980 --> 01:13:12.165
Wonderful. Any other questions for me? So the four will be notified this evening? Yes. The press release tomorrow? Yes. Actually, all candidates, all nine will be notified whether they're moving forward or not or the one I'll let them know that, you know, we'll contact them if anything changes. And then, yes, press release will be submitted tomorrow. K. K. Any other direction for us? Thank you for your hard work. I know it's a lot of information to consume, and, you'll have a big day on, you know, your on your team. Questions if we choose to submit questions to you.

112
01:13:12.165 --> 01:13:53.700
Mhmm. And all candidates will have the same questions. How to If you get to them, if they they they're short enough to get to them, so it's sort of fair across all the all the candidates will have the same questions. Yes. Correct. Yep. K. Yep. Thank you. Yep. Thank you very much. Nice to see you. Look forward to the next step. Me too. The next step. Me too. So with that, holy smokes. Wow. Everybody to sleep. I was just like, I can't believe that we just did that in forty five minutes. I thought it was gonna take a little bit longer,

113
01:13:53.700 --> 01:14:34.525
so great conversation. That was that was kind of fun. With that, let's move us to number 10. Council members, concerns, committee updates around Lahore. Kevin. I have four names written down here. Lisa Kildee, Jim McLaughlin, Amanda Wilson, and Gina Maston, the rest of the Local Days committee. But those four are the glue for Local Days. So if you know them, show them your appreciation. If you don't know them and you had a positive experience with logo days, feel free to get to know them. They're great people and deserve

114
01:14:36.665 --> 01:15:22.195
so much credit. So, thank you to them. Thank you to everybody at the city level from all departments, everyone involved. Local Days was an absolute success story again this year, as it always is. But, I mean, I did this year, this year felt a little different, obviously, with, Peyton's departure. And it really the gravity kinda hit me. Right? Like, you kinda realize how much he took on and and spearheaded a lot of that. So I know you two, have got to have have had the opportunity to pick up those little rocks and

115
01:15:22.195 --> 01:15:57.715
put them in your baskets too. So I really do appreciate that. It's, it is, I I I there aren't words to show my appreciation for for what you guys do. So thank you very much. As I said, Loco Days was a was a hit and will continue to be. And that's all I got. Thank you, Kim. Yeah. Loco Days, you know, Lisa and Jim and everybody else, they do an awesome job. And all you guys in the back helped us and it was wonderful. I think it went off without trouble and everybody had fun and we'll do it again next year,

116
01:15:57.715 --> 01:16:32.245
right? And then the year after that and the year after that. The park board is going to do Paws in the Park again in September, so I'll just we haven't picked a date yet, but it will be up at Whistler Stop again. They were thinking maybe mid September sometime. So once I have a date, I will let you guys know, but that is another event we are gonna bring back. So we'll do it again. That's all I got. Thank you, Amber. Mister Steichen. Well, the, topic will be, local days, so I'm just echo what they have. But I like the fact that they're creative and their ideas and their different things they're introducing every year.

117
01:16:32.245 --> 01:17:13.710
And I listen to, Kevin on the radio and and, Mayor Olsen on the radio and chief a little bit underneath. Who's the man with the gun behind me? Anyway, I think they were kinda impressed. They were impressed with what the activities that you planned. So that's amazing and it's, you know, it's it's, you know, the parade is always the highlight but, so thank you again for everybody involved. Does the police have a night T unite coming up here in about a week or two? I think that's on my schedule. Julie can talk about it. The pancake, breakfast in the fire station is good.

118
01:17:13.710 --> 01:17:50.965
It's always fun to see people come and see the new station that's never been there before. One thing I'm amazed by, the work of everybody, Jessica and Angela and who's the new lady? Erin. Erin? Erin. Okay. And and and, whoever she is, I always have a hard time guys talking to her the other day. Like Don and Perry and everybody else, to when Peyton is gone, it's like a whole big void left. And you guys are doing an amazing job of filling in and taking care of things. And like Don said, you got a lot of young, talent here. So, I do,

119
01:17:51.365 --> 01:18:27.935
I always try to tell you thank you every time I see you guys, but, it's amazing what you do with your knowledge that, mister Larsung has. So, and thank you, Perry, and all the department heads back there as well. So, it's all great. It's it's fun to be a part of something that's really doing well. Yeah. Thank you, Mr. Steichen. Nash? I know there's not much left to be said about that except for, I mean, again, even when I drove through town and you look at those orange pylons and you realize how hot it is, somebody had to move that around. And you're like I mean, it's just that was a lot of effort and a lot of,

120
01:18:29.835 --> 01:19:09.660
you know, whether you're cooking, grilling, moving things, is yeah. The just the effort that goes into it and the care because people care about the community is just really great. National night out, August 4. I mean, let's do it again. Right? Is it gonna be cooler? I don't think so. 82 degrees hot. Oh, okay. Projected. So that'll be 97 at that point. So August 4, if you didn't get out because you thought it was too hot, come out August 4, five to seven. That'll be a national night out. I went to several meetings between the last time,

121
01:19:09.660 --> 01:19:47.745
but I think everything's been mentioned somewhere already. So besides the fact that I will mention that I went over to the, legislative update that the chamber put on, and it was it was good to hear, you know, from the our representatives down in Saint Paul about what they think is coming up and what's happened, and, and it'll be a lot of change come November again. So, we'll see. But, yeah, always good to go over and get those updates. Anything else? I don't think so. Thank you. Jessica?

122
01:19:49.805 --> 01:20:24.950
I know we all thank Lopez, but I also wanna give a little shout out to Kevin and the parade. And I know he's very honored that he gets to do it again next year. Oh, wow. Because he did such a great job, so you can handle doing that. But it was a great turnout, and we all did kinda pick up on different things. Reminder that council filing closes tomorrow at five. And then budget workshops will be sending out a calendar invite for August tenth and twenty fourth to do the workshops at 05:15. Just a reminder for that. So we are working on that. I know Perry has been trying to get it all figured out and ready.

123
01:20:24.950 --> 01:21:04.215
So What's the date again? The two meetings in August. Yeah. The two meetings in August. That's what I have right now. Thank you, Jess. Here's my comment on local days. I am never ever ever judging the LEGO building again. Oh. It's like the hardest decision ever. It's a lot of pressure. I sit in there. I was like, how about I did the karaoke once. It was hard too. It is it is and that was one of the questions I was asked in the radio show, like, where do you come up with the Legos? And that's it's so much fun. Yeah. Hanging out with those kids, putting Legos together, and,

124
01:21:04.755 --> 01:21:40.795
yeah, it it is pretty awesome. But that's a hard decision to make. Mhmm. I mean, like, new city administrator who followed the instructions on the Lego booklet. But, yeah, hats off across the board. When you when you look at what makes it work, it's it's everybody. Right? Lottie, dottie, everybody does their thing, to make sure that it's a success across the board. And and we are very fortunate between staff, employees, volunteers, and participants. Like, you you got a, like, seventeen straight years, and we haven't had a drop of rain, and people are out there doing the local days thing.

125
01:21:40.795 --> 01:22:21.020
So, it does. The participants, make a difference. It was it was a great turnout. So thanks for all of you who did all the things. Special thanks to everybody that's stepping up, with regards to getting things done. We have a great staff. We we have young but experienced staff. They know the things that have to to get done, and getting it done is is reassuring. We're still moving forward. I mean, we're still we're still wrapping up projects, expanding projects, and entertaining new new projects. I mean, there's gonna be things coming down, in the next, what, six to eight weeks,

126
01:22:21.020 --> 01:22:58.755
or we're gonna be looking at growing doors again. Like, this this it's still happening. And it's happening because of the people still here working. The the experience, and the the work ethic of the staff that we have, getting the person to come in. Right, the the city administrator has to fit, and it has to work. Again, we're looking for the right person for the job that's gonna meld and blend, with the talent that we have and harness that talent and move us all forward. That has got to be our vision. And it's still in mister Steichen's words. Right? I don't have to be right, but we have to get it right.

127
01:22:58.895 --> 01:23:34.625
And and I'm I love the conversation that we had this evening. Right? And and we had a great open, honest discussion about how we do things to get us in the right direction. I'm looking forward to it. It's gonna be a fun process. I will also say, like, I'm I'm liking where we're at. One day, we'll get this done. We'll we'll we won't rush into a bad decision. We'll take our time and make the right one. So, thank you all for that extra time and that extra effort in watching 45 different videos, over over the last ten days. So, it it was good. Technology is amazing.

128
01:23:34.685 --> 01:24:00.209
So with that, we are gonna jump to number 11. We have payment of the bills. Are there any questions about the bills? Hearing none, I will entertain a motion for eleven a, payment of the bills. So moved. Motion by Peterson. Second. Second by Borah. All those in favor of paying the bills, say aye. Aye. Opposed? Motion carries. And with there being no further business before council this evening, we call this meeting adjourn.
