00:00:04.080 --> 00:00:54.885
With it being 06:00, we will call our meeting to order and start with the pledge of allegiance. I pledge allegiance to the flag of The United States Of America and to the Republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Alright. With that, roll call around the horn, please. Peterson. Bora. Steichen. Nash. And Olsen. With that, we have our agenda before us this evening. There is an additional item, four w, on our consent, and we do have some addendums for the bills. Motion to approve the agenda.

2
00:00:54.960 --> 00:01:46.815
I have a motion by Nash. Second. Second by Boro. All those in favor, say aye. Aye. Opposed? Motion carries. With that, we have our consent. Any questions or comments, considerations regarding our consent? And the new one in, again, is 4Whiskey, 4W, like we're not voting for, like, four w. I can't remember. What was the amended part? To the consent? It's actually four w for whiskey, the approve actually, aptly. It's gonna be four It's a great letter nomenclature there with the approval or the approval of Mills Lounge to request to serve alcohol.

3
00:01:47.355 --> 00:02:32.220
I guess this would actually be for whiskey. Got it. Nothing? Top crowd? Maybe. There we go. Thanks, Chief. Nash, do you have a question? I know. I was trying to tell if it was from the park board minutes. Is that in the I can't find where it was, but I was No worries. Okay. No. Go ahead. Fine. So with that, without hearing any questions or comments, I will entertain a motion for the consent. Motion by Steichen. Second. Second by Peterson. All those in favor, say aye. Aye. Opposed? Motion carries. With that, it does bring us number five, public comment period.

4
00:02:32.535 --> 00:03:12.685
Jessica, has there been a formal request to speak before council this evening? None. None received. Okay. Once again, please encourage the public to participate in our process. It does help us make positive progress. With that, tonight, we have an opportunity for some public recognition regarding, some contributions to our city across the board. So, putting these together, we'll start with, chief and police department of resolution six a and six b, donations for, lunch with a cop. Chief. Yes. I'd like to thank, UC Hope for a $250 donation for lunch with a cop and also the Lions

5
00:03:12.685 --> 00:03:47.820
Club for the same amount donation of $250. It is going to a great cause. I miss the last two weeks for being out of town, but we've been averaging about 25 to 30 kids per lunch event. Tomorrow, I don't know with it being a 100,000,000 degrees. I'm not sure what's gonna happen. So but thanks again to the lines in UCO. Alright. Thank you, chief. Any questions or comments? I will entertain a motion for both alpha and bravo, resolutions twenty six thirty three and twenty six thirty four. Motion to accept. A motion by Nash. Second. And a second by Peterson.

6
00:03:48.920 --> 00:04:28.005
All those in favor, say aye. Aye. Opposed? Motion carries. Now six Charlie, Delta, Echo, Foxtrot, Golf, and Hotel, are all contributions to local days. Jess, do we have an official acceptee for local days that would take these, or just as a city as a whole? No. I was just gonna what was the dollar amount? It was all of the golds the silver sponsors? Yeah. They were all the yeah. The platinum sponsors, a thousand dollars or more is what the ones are on the agenda. So when we're looking at resolution 26,

7
00:04:28.005 --> 00:05:11.640
36, 37, 38, 39, forty, and forty one, each one of those donations is a thousand dollar donation for Loco Days. Yep. Nice. Or more. Or more. Or more. Alright. Are there any questions about those donations? That's many. Some very, very generous, donations from, not only our, businesses in town, but also our nonprofit organizations that are helping, drive this train, so to speak. Hearing no questions or comments regarding resolution, before us, I will entertain a motion for the resolutions.

8
00:05:12.660 --> 00:05:52.945
So moved. I have a motion by Borra. Steichen second. And a second by Steichen. All those in favor, say aye. Aye. Opposed? Motion carries. And with that, just a quick reminder to, say thank you to the generous sponsors of of local days. Without which, it it, does not happen as well. So, again, their generosity is is simply outstanding. And with it being our first meeting of the month, number seven is our community center update. And here we go. Dan, welcome. Hello. Good evening. Good evening. How are you? We are great. Very busy.

9
00:05:53.325 --> 00:06:29.635
It's been unfortunately a wet June, but very dry start of July. We've been working, giving you a quick update on the project. I think when we were here last, we were basically just wrapping up the foundations and starting on some backfill work. So all the backfill is done, and a lot of the under slab rough in work is completed. The mason started going vertical on the block walls around the project, and we're in preparation for the precast that gets set for the mezzanine area, next Monday. And, as far as the site goes,

10
00:06:29.635 --> 00:07:10.170
we've, completed all the site utility work and working on just, subgrade prep on the both the parking lot and the back access road. So that's where we are at today. And, you know, looking forward into the next month into the next month here, we'll continue working on, block work is probably our main focus, getting some floor slabs poured and then also working on starting structural steel in August. Questions for that? On or behind or ahead?

11
00:07:10.550 --> 00:07:49.295
Well, we've been tracking the twentieth for two months now, and that was our preparation for getting the precast set. So I think we're right on schedule. Yep. And how about budget? We're we're sitting we haven't, no change orders this month, so that's always a good thing. Current pay payout is for $647,372.41. Any other questions for Dan? And just just to note, there hasn't been and nothing has come up in the last month of any concern on the project about cost or change orders,

12
00:07:49.295 --> 00:08:25.650
things like that. So we're not really tracking anything at this point in time, but so we're sitting in good shape. So on time and on budget. We don't know how to do it any other way. Two for two after July. Let's keep let's keep that going. Are there any other questions for them? Mm-mm. Hearing none, I will entertain a motion for pay request number three. So I got a Go ahead. Peterson. Motion by Peterson. Second. Second by Nash. All those in favor, say aye. Aye. Opposed? Motion carries. With that, it does bring us to seven bravo discussion under the playground equipment and the recommendation.

13
00:08:26.990 --> 00:09:02.980
Yeah. I got this. So I've been working with the park board, bringing proposals to them to look at the playground equipment. The one that they have decided on is a little bit over what I guess is initially budgeted for the playground. But they really wanted to have a nice playground in there that would draw people in, you know, draw in birthday parties, other events, so they really wanted to be something special. So that's the reason they they ended up picking the one they did. It has a lot of cool features. In the front you'll see that it has like a little stomp game. From what I hear grown ups alike,

14
00:09:02.980 --> 00:09:36.965
I think it's just as fun as the kids do. It's electronic. And then you can see there's a bunch of different features inside. There's, like, a climbing wall. There's, like, a pogo stick thing, like, a viewing window, a couple of slides, other climbing things in there. Now the reason we went with this type of playground was originally, you know, we looked at some that, you know, like what you would see outside at the playground, right? But it kind of limits you on space and stuff like that because you have to have so much space around all the equipments, like five feet or whatever. So it kind of condenses down what you can do.

15
00:09:37.185 --> 00:10:10.575
So when we have the more cube style for the playground like this, we can go up more. You can put more in there. And you can't really see it in this because they take it out so you can see all the features, but it has walls, right? So they can't fall out, obviously. So you don't have to have that five foot parameter around every part of this playground. So you can make it a little bigger, put a little more in there. And so that's kind of why we went with this kind of a style, because like I said, you could just get more features into the playground. We did look at a couple proposals of the same kind of style with, like, the cube style like that.

16
00:10:10.715 --> 00:10:44.540
They like this one for a number of reasons. This company makes this the openings a little bit bigger so the adults can get in there. Obviously, if you need to, you know, get your child or whatever like that, and the other is for cleaning purposes. So someone's gonna have to clean it and they're gonna wanna be able to get in there easily. That was one of the reasons. Also, it's a Minnesota based company that we're working with. They've been really easy to work with. We've bought playground equipment from them in the past and have been pleased. And so that was just another reason why we really liked, the company that we're looking at here.

17
00:10:44.780 --> 00:11:18.070
They've been easy to work with. And the last thing is their equipment is anchored to the floor where our other proposals we were looking at didn't, and we just kind of were worried about safety and reliability on the other system we had looked at. So that's why they kind of landed on this. So like I said, they really like it. We feel like it would draw people into the community center. It's just, finding the the funding or how we would pay and go over what was originally allotted for a playground system. The the other one that just had up there was kind of more in line in budget,

18
00:11:18.070 --> 00:11:54.615
but we just felt like that just wasn't gonna draw a lot of people in. So we wanted to find something that was a bit more. Thank you. Any questions for Julie? Is will that taller structure fit in the room as designed? Did you get did you I think, Andrew, you sent that to Zurburg Architects to review. Yep. I believe that should be fine the height wise. Mhmm. Because I think we're at 20 ish feet. 20 is what I was told. Yeah. And it looks like this is 16. So Yep. Could be in the shape.

19
00:11:54.915 --> 00:12:38.680
Okay. Can we make sure that we know this for sure? Oh, yeah. Not should be, but it will be. Yep. No matter how that matters, those those words are different, and they do mean something. Angela did send the specs over to Zuckerberg, and I didn't hear anything crashing about nothing that wouldn't work. So my apologies for that. What, age is this sort of geared towards? I think it's like five to 12. Okay. That's what it's supposed to be. Okay. How much was the budget? Thank you. I believe the line item for the playground in in the community center was a

20
00:12:38.680 --> 00:13:22.235
100,000. It says, 173. Yes. In in line with that, given I I mean, it's almost twice what's allotted, but, have we followed the right process for getting the I like getting it bid out because instead of doing single sole bid on this? We did have a couple we did get some a number of proposals. We have seen a few. We saw, the like the original one, you know, that we saw. They also submitted another one that just looked like toddler time, so we didn't really bring that forward.

21
00:13:22.235 --> 00:13:59.345
But and then, like I said, then we had two proposals for this more of the cube design where you can get more in there. And they were both very equivalent in in price. So there there there wasn't much difference. I think I understand what you're saying, Julie. Like, do we need to go to multiple bids for this piece of equipment? And I don't even know if that's gonna be possible, but I wanna make sure that we are following all state laws when it comes to buying the equipment. That's a great question to ask. Is if can I have the other piece, please? Like, if that's if this is the way that the park board wants to go,

22
00:13:59.405 --> 00:14:33.580
I understand that. And I also I don't know what the time frame is with getting the groundwork done for the for The only thing we have to do is get electrical. There's there's an electrical component with that stomp game. And then also, we need to determine the depth because we were planning on, like, a rubberized floor in throughout the whole space, and it sounds like that might be a little bit different or a little bit thinner. And we can we can nail that down pretty quickly on both of those items if this is kind of the route you're gonna go. I know there is a dollar amount.

23
00:14:33.580 --> 00:15:07.050
I can't remember what the stipulation. I wanna say it's a 150,000. And after that, you have to go to a bidding rules. You know, you have to put it up for public bidding. Now I don't know if this is different than what we're what we've seen in the past or what you have done in the past. And, but, you know, if this is the product that you wanna go with, you can almost call them your your playground person at consultant and pay them a consultant fee, have them put together the plans and spec, and then we would we could bid that over for you.

24
00:15:07.305 --> 00:15:41.865
And every you can get more bids. So Like a competitive bid. And and I think, you know, Amber, did you have something to add? I was just gonna say the way that it was presented to the park board was that we had to make a decision pretty quickly. Like, they'd we only have so many meetings every other month, and apparently, they have been waiting for this. And Right. So that's kinda why we the schools we were looking at have like I said, this one is anchored, and that ties into the flooring, which I guess they needed to know about pretty quickly, and the other one isn't. So it it would yeah.

25
00:15:41.865 --> 00:16:18.350
So we were deciding between the two for that reason so that we could get the answer to the contract they needed about the flooring. Julie? So I get where you so there's a couple of things. One, we have to decide what the budget is before we even decide which playground equipment goes in there. Right? But then two, because of the cost of it, I wanna make sure we're following procedures. So, I mean, I get that we're getting the perspective from the park board and wanna follow what they would like to have done, but, I wanna make sure we do this right.

26
00:16:18.410 --> 00:16:55.890
And that's the question I'm gonna ask Perry right now is, should we pursue the the more expensive option? Should we do that? What is the process that we have to go through in order to make sure we follow all the established rules? So I'm pretty sure that it's, the bid requirement is $1.75, and if I recall from last year. That way, we have to do competitive bid. So if it was $1.74 9 or something, technically, we wouldn't on this, but it sounds like it's right there. I just had a couple thoughts that presented at Park Board was,

27
00:16:57.470 --> 00:17:36.305
budget wise, we know that there are some contingency dollars on the table at the end of this project. Right now, park board has $254,000 in reserves, And, like, there's always a lot of need for things, but it's a healthy reserve number. And if you were to do the math on overall remember, we're supposed to be at about a 100 and we shoot for a 100%? Yeah. So would would an approach be for the park board? Also, they have a budget for this year. Line up on the budget for this year and for next year to where they

28
00:17:36.305 --> 00:18:11.535
could make up the difference. Yes. So we don't tap into construction contingencies to put in an amenity. And we put 50,000 a year. We've since I've been here, we have that as a capital item for park board. So a potential solution to the like, a potential project overrun, right, that I that I see. And I would think and, again, my hat's off to the park board for having the discussion, being, you know, forward thinking and how do we get people to come in and do something different, have something more, maintaining the integrity of the budget.

29
00:18:11.660 --> 00:18:48.490
The line item for the playground equipment at $100,000 Is the park board willing to expend their line items in every budget to do something different as long as we're following the steps, and don't violate competitive bidding process. Yeah. So, again, my hat's off to the park board. I like the idea. And I also appreciate the fact that they they worked within the the time constraints because they don't meet frequently, and they got the information, to our contractor. And I think we're in a good position to move it forward,

30
00:18:49.350 --> 00:19:24.445
and get get confirmation on what our next step should actually be. But I think there are two very important questions to ask. One, the state laws in terms of the price tag. And then the other part being is that what the park board wants to spend their their '26 and '27 allocations on, going forward. If I may, Perry did come talk to us before we discussed this. So we had already known, and we do have another project with Lutheran Church. So we're trying to figure out how to balance both of these things. They kind of prioritize this over the other one because of the time frame we're

31
00:19:24.445 --> 00:19:59.670
in. So, I mean, he did come. He laid out where we're at. They got to talk about it, and they were fine with whatever we gotta do to get this in there. So if it is a bidding issue, I mean, we can talk about it again. But if it's funds issue, the park board did agree to spend that money. So Kevin? Dan, do you know does that does that room open to the deck? Yes. Open bar joists in there? Yep. Okay. What does that mean? There's none of this. Okay. I was thinking the floor. He said open to the deck. I'm like, is that on the okay.

32
00:19:59.670 --> 00:20:32.760
Yeah. Plenty of room above it. Okay. And, you know, just, you know, there there's a healthy construction contingency of a little over $400,000 on the project. Obviously, we're still very early on the project, so I wouldn't want to commit all that. But I think there would be some funds at the end of the project if needed to replenish park planning or whatever. I'm going to stick with I would like to use the construction contingencies for construction. And if there are amenities, we can deal with that at the end. But I I like Amber, you're confident with that? Yeah. I mean,

33
00:20:32.760 --> 00:21:09.555
they the flooring was kind of an issue, and there was a little bit of discussion on, you know, is that really fall on the park board or is that fall I mean, I don't know. And they still talk through it, and this is what they picked. So they knew what was coming. Like I said, with the ash tree or yeah. Ash Tree Park. That goes on for a second. Fit both of them in. I don't know. But this this was the priority. So k. Thank you. Julie? Again and, I mean, I see the advantage of this. The the one thing again, before just approving this I mean,

34
00:21:09.555 --> 00:21:46.335
I feel like I'm more inclined to improve it conceptually and get make sure we're getting the bids, because I know we also put in an application for a grant that which is through another company. Right? And so, I mean, that might pay for half of it. And so So that one was for outdoor playgrounds. But Okay. That that's why I thought I read when I I just did the app campaign. I was the I worked for Ash Street. Yeah. Anyway, I just I wanna make sure that we do our due diligence on like,

35
00:21:46.555 --> 00:22:18.835
again, if other companies have the ability to create the same thing approved by the park board. This is what they want in concept. Like, do we make sure we get bids to make sure we're in line with state requirements and that and move that way forward? I guess, Amber, were there other companies that that do do you know? I I don't mean to put you on the spot there. We looked at a couple other designs. I guess we didn't, like, take this exact design to different places. We let them show us what they got. So, I mean, not everybody makes the same product,

36
00:22:19.375 --> 00:22:56.360
kind of. So it's a little I mean, there's only so many companies that do this, and then another company does something similar but in a different way. So if this is the design they wanna go with, I mean, we could try. But we did ask for some different designs, and they did bring them to us. And as Angela said, they were all around the same price. So, I mean, we could try, I guess. We typically don't do that when we do parks, so this is a new concept for us. We usually just, you know, pick out our pieces and go from there.

37
00:22:56.360 --> 00:23:32.975
So we've never really had to bid out a design that we came up with. So I don't know how that It's a little more expensive. Yeah. Well Yeah. And and I and and, Julie, I I totally understand your point on in being competitive with the bids. And I also like, I'm like, we have the park board. This is what the park board's bringing to us. Yeah. They saw the issue with with the budget. They solved that. They have a potential solution for that. I'm inclined to say, okay.

38
00:23:32.975 --> 00:24:06.495
Let's move forward with this as long as it meets the competitive bidding process. And if it doesn't, then we have to revisit this and go and and go from there. But this is what the park, and that's why we have the park board. They said, here it is. And I like the fact that they also are willing to say, okay. We know that it's gonna come out of our budget. We have to put this as a priority and then move Ash Tree Park, did you say? Yeah. Right. And that that's gotta be put back, and and done in the future? Like, they've solved the they've solved the problem. They've solved the problem. As long as we're not creating one,

39
00:24:06.495 --> 00:24:44.680
I'm I'm okay with this. Yeah. And we even talked about maybe just doing Ashtree in pieces to try to at least, you know, fulfill our, kind of, our obligation with them too. So they talked through it. It was a long meeting. We were we were here for quite a while to hashing this out. So Any other thoughts, questions, comments, concerns? Question for Dan. Thank you, mister Stoney. I think this one's anchored down. Does that require, substructure different than We've already checked on it, and we the floor slab within the plans was anchorable. Okay. It's So six inch concrete slab

40
00:24:45.860 --> 00:25:25.645
could do whatever you want. Doesn't change a part of the cost. Yeah. Other than the The other one wanted to be fastened down, they could fasten that one down too. Gotcha. Yep. I just had one question. Is this installed price too? I didn't clarify that. Yep. Okay. It's delivered and installed. Yes. Yeah. And included flooring, which most of the business don't usually or the proposals don't usually include flooring. And that is a good point. The other one that we've seen that was similar to this didn't include the flooring, and it was the same price as this. It's not wood chips, is it? Nope. Oh, I'm sorry. Fires? Yeah. I guess, again, I I spoke in distinct favor of this.

41
00:25:26.225 --> 00:26:10.360
As long as, one, state bidding, as long as we follow those laws, and then our engineers go from it should be to it will. I'll get that clarified tomorrow morning. I mean, that's that's kind of an important piece because if it doesn't, then again, we need to revisit. But if it does, then I'm all in favor of moving this one forward with those two contingencies. Any other questions, comments, thoughts for, really, everybody? It was great discussion. I'm I like it. No. I agree. If it falls within, I mean, we do definitely have to do our due diligence too. So I totally agree with that. And that wasn't something that we have really discussed because it's not our normal procedure.

42
00:26:10.360 --> 00:26:49.875
So to be fair, the park board is not used to that. But, yes, we definitely need to do what we need to do and make sure we're in compliance. What is the dimensions on what we're looking at here roughly? It's up 16 by 16. Okay. Got you. The electrical engineer did have some questions that we need to get answered so that we could get that stomp. Forwarded the yeah. Yep. I'm looking for it. And then also the flooring, just wanna double check that thickness. Do we need to recess the slab or not? I don't know what that means. Well, I don't know. Do we need to drop the floor slab so that, like, for the other product,

43
00:26:49.875 --> 00:27:24.295
we were gonna drop it two inches so that you could pour in that rubber flooring. If this is not needed, then we'll just pour it flush when we get time to or when we come time to do that. That's a couple weeks out. Yeah. Yeah. So we have some time to That sounds like a fantastic question for our engineer to ask the supplier of the equipment. We don't have that number. We'll get it for you. Thanks. Make sure they have that number, please, Angela, so they can It might be on that booklet. I understand. It's a great question to ask, and I'm I I think making sure I just don't wanna put it too low, and then we have to ramp up to another floor.

44
00:27:24.295 --> 00:28:08.325
Yeah. Absolutely. Makes sense. Again, great questions, great conversations. Because we get one chance to do this right, let's make sure we're asking all the questions so we get it there. So we have, like I said, I'm all in favor of this with those two conditions, right? Are there, again, any other questions, comments or concerns regarding this piece of equipment? All right. So with that, I will entertain a motion for, Well, we were just gonna have it as discussion. We weren't gonna make You don't you don't oh, that was a great discussion. I thought we were like I'm I'm following this, like, okay. We're gonna we're gonna bring it back once we confirm everything with That's outstanding.

45
00:28:08.945 --> 00:28:45.855
Perfect. We just want you guys to be aware of what was happening, where we were at, and then So we do have we do have a little bit more time then? Yes. Perfect. And, again, ask all the questions, please, and thank you. And again, hats off to the Park Board. Again, we'll see where it takes us. So thank you all very much. That does move us to number eight if there's no further questions. Just one other thing, Chet. Yes. Thank you. Tomorrow, we are meeting with staff and the planning the, Dilworth Community Center Community Center Planning Committee to go over landscaping, things like that so that at the next meeting,

46
00:28:45.855 --> 00:29:22.100
we'll have some of those to review with you also. That's all I have. So so then we'll have we'll have that at our next meeting in in I don't know if it's the next meeting or the first meeting in August. So you got well, let's see how our conversation goes tomorrow. Yeah. And if there's any major changes, then we might need a little time to button up the drawings. If not, we'll get it on the agenda for the next meeting. Alright. Thank you, Dan. Appreciate it. Alright. Thanks, everyone. Thanks, Dan. So with that, it does move us to eight alpha. We have the update, from Rebels United. We have our positive community norms. We have Jason McCoy with us this evening,

47
00:29:22.880 --> 00:30:00.280
and he's bringing in the hardware. I love it. Bringing in the hardware. Had to make sure you guys got a chance to see this. So hello, Mayor Olson and and Council Billmers. I've been coming here for five years telling you about positive community norms and what we've been doing in the DGF schools. In a nutshell, positive community norms is the concept that we can focus on the good and actually grow it. And, if you wanna flip to the next slide, we did it. So I'm just gonna spill the tea to start with. What's changed in 2019? These numbers were based on Minnesota student survey. We had 24 of our students between middle and high school that were vaping.

48
00:30:00.465 --> 00:30:34.615
That was higher than the state average, higher than the national average at that point in time. Over five years of consistent messaging, we have lowered that to 5%. We are now in the top 10 schools in the state for lowest substance use. Without focusing on it, we also lowered alcohol and cannabis use rates. Our alcohol use rates, these are thirty day use rates, went from twenty three percent down to eight percent. Marijuana went from twelve percent to five percent. When you consider that we did that while the state was past legalizing it, that's saying something. In all the research I've done,

49
00:30:34.675 --> 00:31:08.195
every single state that's legalized marijuana, you see an uptick for a while in use. So the fact that we actually lowered ours is impressive. So how did we do that? Those are those are the numbers. I could have just stopped right there, but the story is that the solution was already here. Our kids were already awesome. Right? One of the biggest lessons that I learned that we learned collectively as a community is that when you looked at that 24% vaping, that meant 76% of our kids had said no. And when you do work like I do, I've worked in tobacco control for eleven years at this point in time,

50
00:31:08.195 --> 00:31:40.770
you know that Big Tobacco spends over a million dollars an hour to get our kids to start vaping. Right? So our kids were impressive already, and we started building on that positivity. Positive community norms helped us shift the conversation from focusing on what's wrong with our kids to what's strong here in our community. And as we kept working on it, this is our, our celebration with our kids. We started with 13 kids in our youth group. We now have 43 in the high school that regularly show up.

51
00:31:40.770 --> 00:32:15.590
There's about 50 on the roll, but 43 regularly show up and another 18 in the middle school. To put that in perspective, when you talk about our high school, an eighth of our high school shows up for prevention. I have never seen that in another school, so it's pretty awesome. Next slide. Now DGF is putting us on the map in a way by with what we've done. It's because these numbers, they really they really matter, but our culture has changed overall. We've had two really awesome events that we got to do this year. In February 2026, we had, a renowned photographer. His name's John Noltner.

52
00:32:15.590 --> 00:32:53.885
He runs a company called A Piece of My Mind, and that's p e a c e. So unlike the, other version of that. And, we invited the community and the students to show up and answer the question, where do you see the positive in DGF in our communities? Hopefully, you guys were able to watch the video that I I shared the link, with you guys. It's about twenty minutes long, so I didn't think you guys wanted to sit here and watch it tonight. But it was an amazing and impressive, display. We had hoped, usually, John sees about 50 people show up for these, these, interviews. He was here with us for a week. 94 students showed up.

53
00:32:54.025 --> 00:33:30.385
So, as he, joked with me, he's like, you're gonna you're gonna kill me because he was also in in our classrooms, talking with our students. He did a lot of work with us. So overall, what we noticed through this is that we've created stronger connections amongst our students. Next slide. Now here's another, slide. This one, they look identical, but, our our youth leaders actually got to go to a youth leadership academy where John was there too, so they got to participate twice. This one I picked specifically because the other awesome event that happened this year was, there's a reporter, her name is Rochelle Sharp,

54
00:33:30.445 --> 00:34:04.050
she writes for the New York Times and the Washington Post. She was trying to do a story on positive community norms And the company, Montana Institute, the the ones the science behind it, sent her to us. So she flew in here. She interviewed a bunch of our kids, interviewed community members, and something she kept talking about wasn't our data. She was impressed with our story. She was curious. She's like she started asking the kids, you're not telling people not to do drugs anymore. And they're like, no. We don't need to. She's like, well, how do you make this? How do you make this happen? And they said, well, we knew we didn't need substances.

55
00:34:04.050 --> 00:34:37.760
We didn't need drugs to have fun. And so we just started inviting people to join us. And over time, as people realized that that was real, we started having more and more people come. Now, now our kids are talked about at Hawley, at Morehead, at Barnesville. They're wondering how did they get to do this. My phone's ringing because they're like, how did you make this happen? So I thought this was amazing. Olivia is our student president. She said I was inspired to lead after realizing there was a problem and somebody needed to speak up for change. That somebody was me.

56
00:34:38.140 --> 00:35:14.880
And that's where our kids are right now. Next slide. So we've done a lot of work over the years. Every single piece of it was, led by the kids. They had participation in the way everything looked from our shirts to our posters. This mural, if you walk through DGF, is right off of the lunchroom. Carrie Kinslow actually painted this for us. It highlighted some of the data that we've done. This space is actually, transforming even more. The other wall now has a trophy case that is soon going to display this, which I'll tell you about in just a minute, as well as other, other trophies that come from non athletic events,

57
00:35:14.880 --> 00:35:48.295
right? Because right now, our kids have won on one act plays, our speech kids have won just impressive awards across the state. They have nowhere to put their awards, so we're giving them a space to actually make that happen. But this was a combined community effort. One of the reasons I wanted to come and share this story is just to go back. If you remember five years ago, we were talking about what are we gonna do about flavored tobacco? What are we gonna do about vaping? Right? You guys passed the first policy in Clay County to be able to start moving some of this work forward. So some of this is based off of the foundation you gave us.

58
00:35:48.835 --> 00:36:22.650
Next slide. So as that message took hold and kept growing, this is off of our latest data. This is one of our posters that's out there as well. It's It's worth a story. In year one, our basketball team decided to wear their their, this is as our RPC insureds as their warm up jerseys showing all of the kids that they already were participating. Now five years later, our data shows that eighty three percent of the kids that don't vape say it's because their parents wouldn't approve, meaning that now our parents understand that most of the kids aren't vaping. But check out the next two.

59
00:36:22.730 --> 00:37:01.220
Three quarters of our kids say, I don't use because my friends wouldn't approve, and I don't need it to have a good time. That's cultural change, guys. Next slide. So what's last? PCN is done. June 30 was last day. At this point in time, we're navigating what that looks like, but what we have right now is a student group that leads. We have the largest student group in the area, working on this. We have culture that supports healthy choices, and our community has proven that they'll show up and help these young people thrive. One of the coolest things I saw in the 2025 MSS,

60
00:37:02.720 --> 00:37:37.165
wasn't anything to do with, substances at all. Our mental health rates got better. Our suicide rates went down. Our bullying went down. And the the number of kids who list that they know someone in the community that cares about them tripled. Went from about thirty five percent to seventy five percent. So huge changes have happened in our school. I was happy to come and and share with you because we did all of this. Next slide. Just kind of highlighting that last one. I bought the kids this trophy. It says, we beat big tobacco. Because in the very first year,

61
00:37:37.545 --> 00:38:12.835
principal Lapard asked me. He introduced me. Even after I explained to him that this is how it was gonna go, he's like, this is the guy that's gonna end tobacco and and DGF. And I was like, you know what? It's gonna be a community effort. 5%, there's still kids that we need to help, but that's pretty darn close. We're one of like I said, we're one of the best in the state at this point in time. I brought the trophy because I thought you might wanna take a a picture with it because we're we're shouting it out to everybody. So if you would like would like to take a minute and take a picture, I would love to do that. If not, that's up to you. But that's what I got for you. Any questions, comments for Jason?

62
00:38:17.120 --> 00:38:51.020
That's awesome. That was great news, and it's very impressive. Thank you. Mr. Steffen? Jason, thank you for doing what you're doing. I've heard you multiple times, and you do have a passion for this. It's so much appreciated. Was it hard to get the buy in initially when you started this from staff, teachers, administration, who Truly from everyone. Truly from everyone. I mean, we're Midwest. Right? And now so if someone tells us that something's good and we know something's not good, you know, I I I likened it to if I walked in here and just said,

63
00:38:51.020 --> 00:39:26.840
hey. How's everybody doing? Nine out of 10 people would be like, not bad. Right? You know, we we don't look at the good most of the time. So it took a little while to steer the ship. But, yeah, my favorite story, if you'll if you'll permit me, at the end of year one, if you remember, we had the first thing we bought was that giant trailer out there and we wrapped it. And on one side, it said most DGF students don't drink. On the other side, it said they don't vape. And and because of construction, it got parked up by the football field. So everybody had to walk by the kids going out there for, for PE. Towards the end of that year, there's five girls in our in our youth group that were the leaders.

64
00:39:26.900 --> 00:40:01.835
And they came up to me and they said, mister McCoy, everybody's talking about our message. They're talking about their trailer. It's all over Instagram reels, and everybody's laughing about it. Now thank God I've been trained already. I was like, good. And they said, they're laugh, they're laughing. Did you hear me say they're laughing? Like, good. Like, how many people in your grade do you know that they like, don't tell me, I'm not here to get anybody in trouble, but how many do you actually know that? And they backed up and there's this conversation going on. I started hearing things like, no. No. No. They stopped in ninth. No. No. They stopped back.

65
00:40:02.135 --> 00:40:35.815
And then they I literally got to watch the moment happen as they turned around and the light bulb went off. They're like, there's only a couple left. I'm like, now go tell your friends. Right? It it took those conversations to happen, you know. So it was it took a while for that for it to happen, but, yeah. I mean, now it's undeniable. I know not every school district in the area has this program, but with their success, are you, are people, schools reaching out to you and wanting a blueprint or, guidance on how they could implement something very similar?

66
00:40:36.090 --> 00:41:13.080
Not as many as you would think, but yes. We're working with Morehead right now on a little bit of this. Holly had this grant for five years before us, and I've been talking a little bit with Lake Park as well at this point in time. So, yeah, there's there's a hope. Good. Thank you. Yeah. Yeah. Any other questions? I do. I wanna say congratulations, Jason. It's fantastic. And and a shout out to the DGS students who are, winning the fight against Big Tobacco. I love the trophy. It's fantastic, and I love, the positive norms that our next generation is embracing.

67
00:41:13.080 --> 00:41:53.435
I think that's that's simply fantastic. Yeah. And as as we go forward, I I look forward to our our next conversation together. We're gonna keep our meeting moving forward. We do have a couple other presentations and people in the audience that are also here. If you wanna hang around until after the meeting, council, we can we can, take a group photo or however we wanna do it after that. But out of respect for everyone's time. No problem. Thank you very much for coming and your efforts over the last five years. It's simply fantastic. Thank you very much. You're welcome. With that, it does move us to eight bravo. We do have, our local days festivities.

68
00:41:53.735 --> 00:42:31.950
We have our co chairs, Jim McLaughlin and Lisa Kildee here presenting on the 2026 festivities. Greetings. Good evening. Thanks for having us. Absolutely. Just wanted to come and, let you all know local days is coming up again. It always comes up faster than what I ever think. In to, Rebels United, they've been a great sponsor of Loco Days and, actually, we were able to put teen events on our schedule for the last three years because of Rebels United. Gets our teens busy, keeps them active, keeps them, you know,

69
00:42:31.950 --> 00:43:09.295
social and and, thank you, Jason, for that support. We also have other new events in 2026. We have a bowl into local days at Sunset Lanes. Great sponsor sponsorship and partnership with Sunset Lanes, so new event on Monday. And then we have a lot of our, favorites, puzzle tournament, Youth Day was is gonna be great. We're gonna honor some American heroes that day, with some special guests. And, yeah, it's, it's a full schedule once again. So We're trying to go back to the ping pong ball drop from years ago. A little different twist on it for the kids.

70
00:43:09.295 --> 00:43:47.655
So we're gonna, we for those of you that were here forty years ago for the local days, we used to drop the ping pong balls from an airplane. The problem with that was it wasn't really kosher with the FAA, and they never landed where they're supposed to land. But, this year, we've got an aerial truck, and we're gonna hopefully drop them out of an aerial truck and get them in the right spot. So that should be fun. So That'll be a question for What's an aerial truck? Truck? An aerial truck, like a bucket truck, a boom truck. Oh, yeah. Boom truck. So but we probably won't be very high, but the little kids will think it's high.

71
00:43:47.655 --> 00:44:21.640
So Oh, awesome. It's gonna be fun. Yeah. So So Lisa said she'll drop them from there. Yeah. We'll find somebody to handle. Sure. We'll hold up. So yep. And then we have the Loco Days parade, which is obviously the best, you know, best part of Loco Days. And lots of stuff going on on Saturday and Friday at the community center. I'll put that in quotations. As our rail district hosts us while we are temporarily out of a community center, we look forward to our new community center when we get to it. So, I know that we have a few events that would would have liked to be

72
00:44:21.640 --> 00:44:58.480
a part of 2026 but we're going to be adding them into 2027. So, we are always looking forward to what we can do and partner with new businesses, in Dilworth or, old businesses in Dilworth and so, yeah, it's been great. Another fun year. Hopefully, the weather cooperates. KFTO will be out here again on Tuesday at, Coffee House for, news and views. And then on Thursday, they're gonna be broadcasting from, Grill 10, with Tyler, Arkansas, in the afternoon. So we should get some, good exposure that way too and and hopefully people talking about,

73
00:44:58.800 --> 00:45:36.205
Loco Days. So no worth. And I'll just put a plug that, you know, local days, we are just volunteer we're all volunteers. We volunteer our time because we like to do it for the community and the kids and, we're always looking for new members, whoever wants to participate or help, you know, for a little bit or a lot. We're we're always open to to that as well. So, everyone has busy schedules. We fully understand that. So but, yeah, the more members we have, the more helping hands, the more we can do. So Alright. Anything else? That's it for questions or comments. For our co chairs.

74
00:45:37.145 --> 00:46:20.110
Exciting. I Oh, go ahead. Yeah. A few actually did. Until you go to a local days meeting or a few of them, you don't really understand how much work these two really put in to our community festival. And they they're so good at it that they make it look just seamless every year. Like, it basically just runs itself. And it it does, but it doesn't. I'm to to take in what their level of involvement is, plus the other regular members that show up.

75
00:46:20.110 --> 00:47:02.695
It's it's impressive, and it's humbling, the amount of of energy and care that they put into, you know, local days every year. So, honestly, from the bottom of my heart, thank you both very much. I'd be remissed if I didn't add that the, KFG will be out on Friday for Firehouse Friday. Yeah. Didn't mention that. But Probably 99.9. But yeah. Yes. Yep. Subsidiary. But all jokes aside, it's a huge undertaking to pull this off every year and to make it look so simple is is a work of art.

76
00:47:02.695 --> 00:47:38.785
So my hat's off to you guys. Thank you. Well, we couldn't do it with, with city's support as well. And, you know, everyone everyone does just kinda pull together. It it doesn't just happen, but it just happens. So Peyton's famous last words just happens. So thank you all. Any other questions or comments? I I will say, Kevin, very well put. Thank you both and thank the committee for putting on one of the greatest weeks, of the summer. So thank you all for your time and your commitment. We do appreciate it, and we do enjoy it. So thank you very much.

77
00:47:38.785 --> 00:48:19.750
You're welcome. Thank you all. Yeah. When you look at that date Yeah. That's, like, in a week. That sounds crazy. It's next week. Yeah. Yeah. It's it's it's Monday. It's Monday. So, we gotta move this forward. I actually put my Hawaiian shirt on for local days, but here we go. It does move us to nine. We have planning and engineering, nine alpha. We have our preliminary and final plat, of the Bruce's Subdivision, 157 70th Street North in Glendon, Minnesota, parcel 10.0060.4401, and the property owner, Bruce Christiansen. Hey, Don. Yeah. Mayor Carlson,

78
00:48:19.750 --> 00:49:01.645
good evening. Doing well. Thank you. And the applicant is here tonight. Yeah. I'm right here. And, so anyway, what this is is a preliminary final plat for a property split on a commercial property. The property is Bel Air Kennels at 157th 7th Street, and address is Glendon, Minnesota, but it's in our extraterrestrial area, and that's why we have to deal with it as a plant. The memo you had, has concerns by the city engineer. I just wanna say that those have been addressed. So the plant that you're seeing is complete and ready to go. The planning commission held a hearing on July 1 on this,

79
00:49:01.865 --> 00:49:41.900
and they are recommending approval. And I'm gonna make a change in the conditions with change it only to one condition, that the plant meets all city, county and or meets all city, county and state requirements. Questions? Thank you, Don. Any questions of Don regarding this? And again, I'm looking to Julie. Julie, actually, thank you for taking that meeting on Wednesday, for me as I went and watched my kid play baseball. Vice Mayor Nash sat in on planning for me. Nash, any comments or anything to add from what Don gave us?

80
00:49:43.160 --> 00:50:19.500
No. I mean, like, some of the concern was just about, like, who signs things and different things like that in addition to making sure some of the other pieces that there are no concerns. Yes. And that question has been answered. Right. Jessica will be able to sign. So perfect. I bet yeah. It was there were no other concerns presented. Okay. Thank you, Jim. Kevin? One quick question. How is it worded that the the contingency that you're changing? Well, as far as you mean as far as the conditions or as far as the engineer's recommendation? The conditions.

81
00:50:19.500 --> 00:50:51.330
You said you were gonna change one condition. Yeah. I'm actually changing it here. There was your memo states that staff recommends approval with two conditions that are in there. One, the plat as some as submitted be amended as per the CNGR's comments and two, that it it be reviewed by the county. And because it's such a simple plat, I don't know that the county will actually review it. I have received no response back. K. So we're just we just are doing a blanket condition on it that I just meet all requirements. So if something pops up,

82
00:50:51.330 --> 00:51:32.295
it can be addressed. Any questions regarding that? Hearing none, I will entertain the motion for the approval of the preliminary and final plat for the Bruce's Subdivision. I will make that motion with the condition that it meets, the jurisdictional requirements. I have a motion by Nash. Second. And a second by Peterson. All those in favor, say aye. Aye. Opposed? Motion carries. Thank you, Don. Thank you. Thank you both for coming this evening. We appreciate it. Yeah. Thank you. I'm moving into Dilworth, by the way. Welcome to Dilworth. The Keystone edition there,

83
00:51:32.295 --> 00:52:15.970
so I'm looking forward to it. Excellent. So thank you. Welcome. Yes, sir. Thank you. Have a good evening. Yeah. Thank you. So with that, it moves us to nine bravo. We have the consideration of the extension of, 400 feet of Water Main as part of the 34th, four 34th Street Water Main extension project. Gentlemen, who's who's leading this one? Andrew. Andrew? Good evening. I will take a crack at it. Seems like a simple question, but there really are no simple things with this project, it seems like. So, I'll try to cover a little background and then,

84
00:52:16.290 --> 00:52:51.155
get into the the question at hand. So there's a request to extend the 34th Street Water main project north an additional 400 approximately 400 feet. During the feasibility stage and our planning in the fall of last year, the intent was to get the water main extended up to the Resco facility, and we plan to stub it in about 30 feet or so north of their southern property line. Had some communication with their, team, shortly thereafter in January.

85
00:52:52.095 --> 00:53:26.115
And we were working through plans, and they didn't have final plans. But we talked, and turns out we didn't talk again after that until recently here in June as we were going through kind of what the status of the project is, where things are at, and when we're going to get construction started. And we noticed or determined that where they intended to stop and where we intended to stop with their service out of the building is about 400 feet apart. So, I started looking into what would it take to extend the water main,

86
00:53:26.895 --> 00:54:10.400
the 12 inches water main further to the north to, accommodate a tie in location. And, Don asked me then, well, what about if we extended the water main all the way to the northern end of of the project, which that's another 500 feet beyond that. So, the information that you have here, the water main for the 12 inches pipe is about $73 a foot. It is $73 a foot. That's what the bid price is, which, by the way, in today's, environment, that is a very good price for a 12 inches water main.

87
00:54:12.545 --> 00:54:48.915
And so the 400 feet I got to look at the right numbers here to make sure I'm looking at them. The 400 feet is $29,200 That's what it costs to extend the 12 inches 400 feet. The additional 500 feet beyond that is another $36,500 So the total amount is $65,700 Now there's a couple of exhibits that are included. What you're seeing right now is just a cost comparison.

88
00:54:49.535 --> 00:55:34.360
So the let's let's say the top half is the project costs. So down the left hand side are the different items. First column would be the Public Improvement Hearing that we had back in December. That's what was presented at that time. After the bid, which was held on March 17, we did an updated project cost. So that's the middle column. And then, what I'm showing in the far right hand column is current. And so that is with that includes the 400 foot extension. So I'm showing the numbers as if the 400 foot extension is included in there.

89
00:55:34.360 --> 00:56:15.415
And that's the second line below is in red. Now, in addition to that, the bottom half is the assessment information for the parcels as for the same items. So the Public Improvement Hearing is the first column after bid is the middle column and then the current would be, the far right hand column. Now Resco and Red River Valley Co op I think I'm saying this correct. Correct me if I'm wrong.

90
00:56:16.835 --> 00:56:55.845
They're shown in red under the Assessment Information, because they intend to pay their share of the assessment upfront at the completion of the project, or very close to the completion of the project. So what, this assessment worksheet essentially shows is the difference in how the assessments would look from the Public Improvement Hearing, after bid, to now. I'm going to pause here. Does everybody understand what I'm trying to show there with those numbers?

91
00:56:55.845 --> 00:57:34.730
Because there's a lot of numbers up there. So I'm just gonna ask because I teach social studies. When we started this project, the I'm going on the bottom left hand corner where it says assessment assessment. I just made it work. Assessment estimate. Yes. Initially, for the Resco property was $54,000 Correct. That was the initial number that they saw. And if we run this, the extra 400 feet, hook them up, it's 30 it's 40,000. Yes. K. So with that in mind or a simple question for me, are they picking up the additional cost for the 400 feet?

92
00:57:37.910 --> 00:58:11.395
The 400 feet is being respread on the entire project. Oh, so okay. So it's a redistribution of the project cost. It is. It's just if you go from simply from a 400 foot project to a five or 600, it gets resprayed amongst all the properties. The only thing they would pick up is they would pick up more. We had given them an estimate on the oversizing because they agreed to pay for the oversizing. Right. They would pick up more on the oversizing all the way up to their connection point. So as you think, also too then, I'm gonna complicate a little bit more if you don't mind,

93
00:58:11.395 --> 00:58:48.710
Mara. If you go further north of there, we would need to pick that up because they'll only pick it up to their connection point. The oversizing. Right. And you're just you're two steps ahead of me. So then when I go back to looking at this, right, so again, our initial estimate for every single property owner's bottom left. And at the end of the the project, we are still lower than that across the board from our initial estimate. That is correct. So that's the good news. That is the good news. I I would consider that good news so far. My next question now is the 500 feet that I mean,

94
00:58:48.710 --> 00:59:23.170
because this is our idea. This is something that would benefit the city potentially long term, get the infrastructure in the ground and be done with it. Yep. And the reason I asked for that estimate to be made is that at some point in the future, we will be running a water main up to that corner up on twenty eighth to tie in and loop the system back to the east. And if we have good numbers now, should we think about maybe running that line now all the way up to 28? That's the reason why I asked for the number. And that go ahead,

95
00:59:23.170 --> 01:00:02.095
Kevin. Your turn. Is there is there ever a scenario in the future that we would ever annex the land north of that north of County Road 18, or is that not in our jurisdiction? Well, I think it is in our extraterritorial. Now isn't it two miles from our board, but that will be dead by then. I'm just I'm I'm of the opinion that, you know, if we're gonna do things, do them right. Two miles? But I I mean, if there was ever a scenario, granted it's, you know, will be dust at that point. But

96
01:00:04.475 --> 01:00:48.935
rather than digging up 500 feet back to a connection point, if there was and there most probably would be a hydrant there, I would assume. That makes a lot of sense to me if it's To to answer your question, yes. There is a scenario where that that could occur. And that would be in the city of Delwortha if we annexed it. Or That's true. It's annexed to us. Okay. Julie? So I I see some of the benefit of going all the way up. But my question is, like, if I were putting in a house and you ran my waterline and I moved the location of my house after the project,

97
01:00:49.155 --> 01:01:25.495
it's on me to get the water line from the connection point. So why are we spreading the cost of the $29.02 to the other property owners if this is because they need to connect to our public access point? The way that I the way that I am looking at this is that that is a Dilworth, Maine all the way as far north as you you put it in. Because if you want to if we go with the scenario we just talked about, about anything future north or going to the east along 28th,

98
01:01:26.675 --> 01:02:08.360
that should be a Dilworth water main operated and and owned by the city of Dilworth. That would that would be the way that I would look at that. Mister Steffen, did you have a question? I was, I kind of like Kevin's line of thought that eventually it could go north, but it's probably more realistic it's going to go east from there at a sooner than later problem. I mean, if you got it up to the corner, then you can start running east. Right? The last the last 500 feet, the second property, did they not plan on,

99
01:02:09.480 --> 01:02:48.525
they just kinda how was that second property planning on getting the water connection to there? Because of does the 400 feet actually touch into the farthest north? Yeah. That that is all one. Is that all one where those numbers are? There's no dividing, right? That's correct. I'm gonna go up to the screen. This this is all one property. Okay. They just wanted it into their property and then through the discussion realized that there's a better way. And so what we're talking about is putting it or running it all the way

100
01:02:48.525 --> 01:03:26.450
to the north provides access further north or then we're at the we're at the right of way twenty eighth when we can go east from there. Because, hopefully, it will go east one day with The big question is we We never have an idea, obviously. An idea of when. And we have a utility easement on on Nebraska. The utility easement goes all the way to the North end. And all the way again from the north to the East. Does the utilities easement all the way around? As well. There's a utility easement that runs east and west, but the water main specific easement just would go to the North end.

101
01:03:26.990 --> 01:04:02.925
I would anticipate, at that point, us utilizing the right of way within twenty eighth to go to the east at that point. But we have a utility easement there also. There is a utility. Yep. Mister Ocriane, your easement going north and south, is that wide enough for in the future if a sanitary sewer line needs to be put in there? There's enough separation and It is wide enough, for a sanitary sewer to be also included.

102
01:04:06.665 --> 01:04:40.395
There's a lot of work that still needs to be done to try to figure out what the sanitary sewer would look like up there because, as of right now, we just haven't we don't have a good handle on what the uses are up there beyond the two properties that are that are going now as far as size, depth, things of that nature. So Leave the design features aside, but there is it's it's planned out to be or made capable of running. It the the easement specifically says water. Just water? Yep.

103
01:04:40.775 --> 01:05:20.330
However, there there is the ability to go back and take a look at if we can if we need it for a sanitary sewer to to amend the easement. Would it be best to have that in there right now? They Can I Absolutely? The project only asked for water. So the city and Resco and the landowners are really work working and focused on that element, because that's what the what the development wants, and that's what we've scoped in for the project. And our number one goal as the city has to be to get them water

104
01:05:20.330 --> 01:05:53.350
first. And as we progress, we can look at what comes next. I understand that part, but how come a person wouldn't do the easement considering your future needs for that possible easement? We have no idea what that is. Well, you got the space. You need the certain length width, and you got that lane apparently now. Yeah. It just that word is doesn't say sewer in there. That is that is correct. And that's an easy fix at a later point? We can we can go back at a later point to to amend the easement if we deem that we need if it comes to that. What our intent is,

105
01:05:53.350 --> 01:06:31.125
we have a 20 foot permanent easement, and we're not putting we're not gonna put the water main right in the center so that we can accommodate something of that nature if if we need to. But I can't tell you if it's going to be a sanitary sewer main, if it's a forced main. I would be very speculative trying to figure out what that future needs. Put in to set it to one side or the other. That's the best we can do at this time. That makes sense. I'm I'm gonna go just go for it here because along the lines of what

106
01:06:31.125 --> 01:07:07.250
you're talking about, Resco, and we have a meeting with them tomorrow, have asked about the possibility of placing a private force main. Private what? A private force main Okay. From Resco and Red River Valley Co op down to a connection point, either with our force main or, Lyft. I can and so we are gonna be discussing that with them. And, of course, we'll be discussing this the city's concerns, you know, in the future when we put sanitary up there and the financial ramifications of that

107
01:07:07.250 --> 01:07:53.515
and what are they willing to do for us. Even though it's not the initial project, it's good to have those discussions in your back pocket or, mentioned, I guess. So I just wanna be very candid and disclose all that. Exactly. Any other question? So with that, we're well within, the bunch of oh, sorry, Kevin. You you first. I don't think this accommodates the extra 500 feet. The far right hand column does not accommodate the extra 500 feet. The extra 500 feet would be another $36,000

108
01:07:53.515 --> 01:08:38.915
on top of that. Now I would still say that that would be part that those the cost of that $36,000 would be spread across the assessment area. The one difference would be RESCO wouldn't be in my mind, they wouldn't be asked to cover the upsize cost beyond that for that 500 feet, if that makes sense. So bottom line number then my question is, where are we at with the budget? So With with the 400 feet and the 500 feet and and all the feet in between. Right?

109
01:08:39.875 --> 01:09:16.625
Where we have Can you flip the This one right here. Okay. Would you like them sitting in the chair? So the bottom line would be we'd have on the top, we've got a 400 foot extension. I would add another 500 foot extension below that which is 36,000 feet. So just for the sake of using round numbers here, I'm going to say if you add 50,000 feet to the bottom number $50,000 Thank you. Dollars 50,000 to the bottom number, that would make it $1,050,000

110
01:09:16.625 --> 01:10:05.715
in the lower right hand corner. That is about 100. Around, it's not exact because there's three eighty two acres in the district, you know, dollars $140 an acre additional from the what's shown in the far right hand column. So just because I'm I want I like like, I was I was tracking it. Bottom left, bottom right, the numbers were were in good shape. We're still under Mhmm. Under project estimates, right, public hearing information.

111
01:10:06.335 --> 01:10:49.280
Are we still in that Yes. What's in that? Yes. We would be. Bottom right number would be 1,050,000. And where we went at the public improvement hearing, we were at 1,370,000. So we're at that point, we're 320,000 less than the public improvement hearing. Total project. Now can I ask another budget question? Even with all of the payments for the easements, are we still within that budget number? I have included the easement based on what I know worst case scenario k.

112
01:10:49.360 --> 01:11:37.635
In that number in the far right hand column. So everything met. Everyone's happy. All the paperwork signed. It's $1,050,000 round numbers. Correct. Makes me feel just a little bit better. A little bit better. Questions from counsel. Because we're still $320,000 under what we mean. That's good. Right? Terry, what am I missing? Oh, yeah. It is still good. I'm still waiting for the and I think we're the dust is settling here on the price because I'm likely going to be borrowing a five year note for

113
01:11:40.020 --> 01:12:19.820
we have about a million $5.40 cash in water, and I don't wanna we have we've been well we've been well above 1,000,000 for I look back for twelve years. So I'm likely gonna borrow $303,150,000 dollars from a five year note. So just not that adding $50,000 onto this materially changes that. It's a little more interest, but I'm I am borrowing a little bit of money. Questions from council mister Steichen? Yeah. We're not discussing if this is the four plus 500 feet.

114
01:12:19.820 --> 01:12:53.215
We're not discussing if that should be spread out. Right? Or is that still being discussed? I'm not The cost of the 400 plus the extra 500 is that's planning on being spread out through the whole Yes. Project. Right? I believe it Correct. Because in a very simplistic way, if you don't, that if you wanna go from that corner at some point, that's our water main. It should be our water main to do east, north, whatever it might be. So you just seem I don't know if that's part of the That is yeah. That is correct. I'm sorry.

115
01:12:53.215 --> 01:13:26.605
I didn't quite understand the question initially. But the total cost would get spread out as throughout the assessment district. Resco and Red River Valley are making their payment up front, but the other assessments are gonna be deferred. And so they're gonna the city will be will be making the the payments on those for a period of time. I just like the fact that it reached that corner. Yeah. And at that point, we can decide no. It can be decided to go east or north if that's the case at that point.

116
01:13:26.605 --> 01:14:10.980
So very good. Thank you. It does definitely give us the it'll it'll give future councils the opportunity to grow without being encumbered by some of the easement issues and things that we're encountering right now. Or private line or whatever it might be. Other questions? Alright. So so with that, as we're as we're looking at, the extension of the 400 feet and then the additional 500 feet, I I don't know. Is it where would we need one question or two? Like, do we just run it to the corner?

117
01:14:12.640 --> 01:14:51.145
I guess that would be that would end it. Right? That would be, like, the termination point in the northwest corner of that, section. Right? That we go on the same page with that one. So I guess just calling that question, alright, I would entertain a motion to run it to the to the end section adding the four hundred and five hundred feet. Are there any other questions or comments regarding that? I will entertain a motion for the extension of the water main. I'll make that up to the corner, like we discussed, like what you know,

118
01:14:51.145 --> 01:15:32.230
also just mentioned, I'll make the motion. K. I have a motion by Steichen. Second. Second by Peterson. All those in favor, say aye. Aye. Opposed? Motion carries. So we are gonna run it to the corner. Now to that end, we should still stay under budget project. From what we initially projected and we gave to the landowners, we gave to the business, we like, all parties involved, we should still be under that number at the end of the project. Yes. That's an outstanding answer. I did say should be, so we'll we'll see how it goes.

119
01:15:32.470 --> 01:16:12.045
Maybe it's gonna be great because it's a blank slate. It's gonna be an easy easy dig. So, thank you, gentlemen. I appreciate it. And let's continue moving this forward as we go to council members' concerns and committee updates. Round the horn, please. Kevin. Oh, like Dan mentioned, we've got a local day or a rather a community center meeting tomorrow, I believe. Right? 04:00, where apparently we're gonna be talking about landscaping and tapestries. So that will be exciting. Local days is a week away,

120
01:16:12.105 --> 01:16:55.220
less than a week away at this point. I'm sure it kicks off before 07:00. So get ready because here it comes. Also, like, like Jim and Lisa both mentioned, if you or anyone you know is willing and able and has the bandwidth to join the local days committee, Volunteers are always, welcome and necessary. So that's all I got. Thank you, Kevin. Amber? I kinda already talked about park board. They you know, like I said, they did put a lot of pot into that playground and, you know, accessibility was a big thing for them. Being able to get in there and get your kids, get it cleaned.

121
01:16:55.220 --> 01:17:27.440
They really like that idea. And I did stop up at after lunch with Cop on Tuesday, you see Hope does a little community thing with the kids up there that I guess I wasn't really aware of. But she did speak to me about maybe asking if she could leave some supplies there. So I don't know if it's something we need to talk about or she shouldn't wanna haul it back and forth. So just something to think about. She was just curious if that is an option to put something somewhere. This was a container full of crayons and paper, so it wasn't anything too crazy.

122
01:17:27.440 --> 01:18:07.905
But I said I would bring it up and see what you guys thought. So that's all I got. I don't think we'd ever notice. That's kind of what I thought. But I I said I would at least ask, see what yeah. See what appreciate that. I did tell her we didn't you know, if she left it there and something happened, it's not gonna be on us. Let her know that. Thank you. See hope coming in and out. Yes. I thought it was awesome she's doing that. So appropriate thing. So Yep. Thank you. Out with that, mister Steichen. Yeah. Well, I'm not gonna repeat what, Councilmember Petersen and Laura mentioned, but, big thank goes out to Don and Perry for stepping up and Jessica and,

123
01:18:09.425 --> 01:18:53.430
these women here, to keep things going as smoothly and, in my opinion, quite, quite well. So I'm I'm sure they're doing well. So, lunch with a cop is a success. Congratulate you for continuing that. Jason, for your passion for Rebels United. So, and local days would be fun. Julian I are in Rochester for the League of Minnesota Cities Convention. That's always exciting. You start seeing more people that you recognize from different, gatherings in the past. One thing that, our chief of police has done really well is started and continuing the,

124
01:18:54.630 --> 01:19:30.355
the support system that his officers have that they go through on a on a scheduled basis. And, like the peer counseling and the I was telling the chief earlier that, so we got the tour of the police station and the fire station, and they, you know, they're major operations there, so they got lots of, officers and firefighters. But one thing that made sense when I heard it, but it never really dawned on me, that most of us will experience one or two very tragic, traumatic experiences in our lifetime,

125
01:19:30.355 --> 01:20:08.545
whatever it be. These police and firefighters are experiencing, experiencing hundreds of them in their career. So if they don't talk about, they don't have an outlet, so thank you for the chief getting connected with the, local medical and the pastor Elizabeth here in town for the immediate assistance. That's fantastic. Went on a tour of the housing project. Rochester is kind of an amazing town. Everybody thinks of Mayo and that's a big big, mover and shaker. But they created a unified development code how to make it more streamlined to,

126
01:20:09.405 --> 01:20:44.320
for private businesses to develop by right. So I don't have to go through all the hearings and that. So I think that, developed by right is kind of a neat thing. And one thing, they also come up with public protection and safety ordinance. And that's the, with fences and size of buildings and everything, and I kind of understood it to be, there's like 12 things you've got to have fulfill like eight or nine or whatever those 12. So it gives people some flexibility and they understand what's required of them prior.

127
01:20:44.540 --> 01:21:23.165
Everything from maintenance to structural safety and all that. They also had they found out there's a lot happening in Mayo, as Julie will know. They were struggling with the, public hearings and it got to be so drug out, so they decided to go more initially the public informational meetings and that cleared up a lot of the questions they had on these big projects because what I'm gonna talk about next is, the Mayo Clinic, they cleared out six city blocks, and we're in the midst of all the construction chaos down there.

128
01:21:24.025 --> 01:22:00.765
They cleared out six city blocks, and they're building buildings and parking ramps, and they're connecting. And to accommodate the 35,000 people coming into the city every day, they're building a 25,000 car lot, parking ramp east west of the cities with shopping center and grocery stores and all that. And there's gonna be high speed bus that goes back and forth on these 14 stops and and it ends where we had our convention at. So, they're realizing that the huge need for this, getting in and out of the city.

129
01:22:00.765 --> 01:22:42.560
They have already have some of these staged out, you know, females out of town. But, then it comes with the construction chaos that, they're experiencing. They have to coordinate daily, weekly, monthly, quarterly, whatever. And all the contractors, subcontractors, and the traffic patterns can change overnight. So you gotta be prepared. When we when I got there, I had to park in the middle of the street to get checked into the motel. You just parked in the middle of the street and it's just what it was. So it's pretty amazing. I got to tour some of this with the mayor, and she explained how, how you deal with this public outcry and,

130
01:22:42.560 --> 01:23:17.680
you know, a lot of it's fun to see a thriving downtown business, but this this construction comes at a huge expense for some of those. So they're trying to, accommodate some. So they let one set up next to our convention center and sell their whatever it is they're selling. So, they're aware of it. There's only so much they can do, but, afterwards, it's always nice, but this five year project is gonna be a painful project for those people. So, thanks for sending me. The sessions were well good and you can choose whatever interest you have in going to these.

131
01:23:18.315 --> 01:23:53.085
Then it ended up we had taken some tours of these gardens that, it's it's it's most it's not all, but it's a lot of people from that's moved here from other countries. And they've, you know, they got a lot of people donating land and they got beautiful gardens and they got crops growing that I've never heard of before and not only feed themselves, but they're also to able to make a little bit extra money for their own. So, Rochester's an inter fun, interesting place. It's, it's kind of a yuppie place in a lot of ways.

132
01:23:53.145 --> 01:24:33.470
A lot of professionals live there and work there. So, but it was it was all good. I guess they went probably too long in that, but thanks for sending me. Anything else, mister Steggen? That's it. Thank you. Julie? So I'll just one thing with the LMC, one thing I appreciated is they do a lot, sharing with us about communicating with the public and, even decorum in the chambers or whatever. And so I have some information that their speaker provided that I'll share after the meeting. But, I just thought it was, again, just thinking about how you say certain things changes,

133
01:24:34.490 --> 01:25:14.290
how things may happen, or how conversation may continue and so which is a good thing. And then we're still going through backgrounding, with getting our other officer hired here, but hopefully soon. I think that's all I have. Perfect. Thank you. Jess? Thank you for not forgetting me. First off Don't get used to it. Yeah. It happens. I just wanna make sure everybody kinda introduce themselves to Erin. This is her first council meeting. So And then Thank you. Also wanna say thank you to Lisa and Jim for all the hard work on local days and even internally at the office.

134
01:25:14.575 --> 01:25:51.795
I've had to give up some things, and Angela has definitely taken on quite a bit with that for me. So I appreciate that, and we're still working through some invoices and things that might be on the next agenda. Tomorrow officially opens for filing for our council members and mayor position. So at 8AM, you could come file. Just remember your $2 fee. Cash only? We can't take credit card, but there's a $2 transaction fee on top of it. Just up to the price of the the interest there. Yeah. And then we are working on budgets with managers. We're hoping to do a bug budget workshop. However,

135
01:25:51.935 --> 01:26:30.100
with the next meeting be our selection of the finalists, we're gonna try to keep that a little bit lighter, just so you're aware. But managers are working on that budget with Perry right now. So that's where we're at. Perfect. Any questions for Jeff? Thank you, Jessica. I know I got a lot, but we're gonna keep this short. We thought next week, big big week with local days committee. We have all our volunteers. I mean and gratitude cannot be, given too much, this week. And at the same time, we know, there's additional work for city hall. We know there's additional work for police. We know there's additional work for fire.

136
01:26:30.800 --> 01:27:09.310
Maintenance, always putting in the extra work. And for those of you who are working outside this week to get things rolling, check the heat index. Rest frequently. But, again, the the sweat equity literally that's gonna be put out this next week for local days is fantastic. And and if we can, we should try to help as we as we can. Again, the park board, I think that's simply outstanding. I mean, and again, Angela, what what you brought forward tonight and how you articulated everything was was simply fantastic. So thank you for for continuing that and and, moving that that forward.

137
01:27:11.425 --> 01:27:47.425
When we talk about, where we're moving and things that are happening, 34th Street, we are moving that project forward. And and, again, I thank everybody involved in that one from SRF to Don to Andrew because they've taken a lot of phone calls from me, trying to figure out where we're at, what we need to do, and how to get this moving. And I ask a tremendous amount of questions. Some of them may be redundant, but that that happens sometimes. But we are 75% of the way done in terms of easements. We have moved, and given the construction group,

138
01:27:47.665 --> 01:28:26.330
the go ahead to start, putting the infrastructure in the ground. That progress is underway. And, again, thanks to our our partners to wrapping up that last 25%. I'm I'm optimistic that we'll see that before, before too long as well. We just we just keep asking the questions and and keep looking for progress, and and really just trying to to to buff it out. But, again, we are having that like, this is a foundational project for, that corridor and for our, I don't even, like, industrial park, if you will. So making sure that we are taking our time and doing it right,

139
01:28:26.950 --> 01:29:05.170
is gonna be very, very important. I think we made a significant step with taking infrastructure to the end of, of the property or to the city limits, I think is was a was a great move, for the future of the city. In terms of of housing and development too, we've now was it three or four months ago, we talked about the condominiums or the twin homes or whatever, right north of Ditch 50 there, the community gardens. We should be seeing some progress on on that front. Construction started or should be starting now. Then working through our last agreement,

140
01:29:05.170 --> 01:29:44.535
which I think we'll see next at our next council meeting with regards to utilities and and infrastructure. But again, we're talking about trying to fill the need for affordable housing. This is gonna be a great step for the city. And again, hats off to all of our partners, with some patience and some perseverance. We're able to put some things together, that are gonna have a lasting positive impact, for housing in Dilworth. Also had the opportunity to sit down and and, listen to the Highway 10 corridor project. Julie, give you credit, because how you said things. I think with the, the median issue, like, the medians are gone with the exception of,

141
01:29:44.675 --> 01:30:20.320
like, three areas for pedestrian walking across Highway 10. They're they're at the point where they're talking with the Buffalo River Watershed for the ponding issue. Progress is being made there. There was a discussion about the 34th Street. When you hit 34th Street going into Moorhead and you turn to go south, should there be one or two lanes? And, again, Andrew asking the great questions. When was the last time we did a traffic count? The anecdotal evidence that I also provide is that oftentimes in the morning in that rush hour traffic, you're backed up into or outside of the turning lane. And so that,

142
01:30:20.320 --> 01:31:00.875
you know, talking about doing an updated study, trying to determine that. We did talk about roundabout issue. I emphasized please visit with our public safety, especially at the county road straight south of the fire department. Let's make sure we're we're addressing that, because there is there's some some hesitation with with what was presented. And, looking at it, the there will be another public outreach, again, an opportunity, in September for, to present the final, drawing or the final, plans, if you will. And then October comes to the council for municipal consent vote.

143
01:31:01.575 --> 01:31:38.605
All of those things are taking place and, you know, in order and the conversations are being had and they were very upfront and forward. Like, they wanna have that conversation. They wanna have they wanna be transparent with the plan. And and for that, we we, one, we welcome them and and, again, give them give them credit for, bringing this forward and and addressing some of these issues, with with the project in Dilworth. It's a long overdue revision of Highway 10. How it ended up looking is is, you know, we're still we're still in that in that phase, so I'm optimistic the conversations will continue.

144
01:31:39.110 --> 01:32:13.940
I think that's everything that I had here. I thank Julie for covering the meeting for me, everything like that. There were a couple addition of of bills. Everybody get a chance to see the addendum for the bills, mainly payroll and everything like that. So with that, let's move us oh, Julie, go ahead. I'm sorry. I have one question on the bills, so we can get that. Yep. So as we move to number 11, do we have any questions on the bills or any of the addendums that were provided this evening? I have just one. Please. And it's more out of curiosity.

145
01:32:14.160 --> 01:32:51.290
Soccer nets, like, where are they going? Like, we don't have a soccer field. Oh. Oh, we're pretty We do. Park. A resident had brought up that she would would like to see, soccer well, soccer nets in Woodbridge Park. We did look into it a lot about what type of soccer net and goal to put in. And, just knowing some of the, hardship some of the equipment's taken over there in the past, we wanna make sure we had something sturdy. So I know the price is a little high, so we opted for just one at this time so that, you know, if it turns out it turned you know, it's highly used and it worked out really well,

146
01:32:51.290 --> 01:33:26.405
the the style, you can maybe get a second one. But, yeah, there was interest in having one in Woodford Park. So the park board did discuss that and yeah. And that's the one we came up with because it was most dirty. It could probably hold up to all the I don't know. I didn't think the kids could do the last. I know of them. Yeah. Okay. We can blame Peyton and the World Cup for that one. I know. Right? Oh, well, it's just like World Cup? I know of it. I'm like, why is that stupid? Yeah. An ongoing question, actually. Again, that's that was fantastic. Thanks to the park board for, like, listening to a citizen's concern,

147
01:33:26.545 --> 01:33:58.945
acknowledging it, and and adding an amenity. So No. Any other questions regarding the bills? Hearing none, I will entertain a motion to pay the bills. So moved. The motion by Nash. Feikin, second. And a motion and a second by Steikin. All those in favor, say aye. Aye. Opposed? Motion carries. And with there being no further business before council this evening, except for one photo, which we will all be a part of. Right? Right. Community event. I will call this meeting adjourned.
