00:00:00.400 --> 00:00:39.290
Hi. Being that it's 05:30 on 07/01/2026, we'll call the Dilworth Planning Commission regular meeting to order. I'd like to first welcome all our guests, here in the audience today. It's wonderful to see you participating in the community development here. We'll move on to agenda item number two, engage in the roll call. Crystal Jamerson here. Mark Sloan. Ryan Weinserl. Steven Aistrip. Mike Reeder. Julian Ash. Justin Melden. Don Larson. Thank you. Next, we'll move on to the approval of the agenda.

2
00:00:40.630 --> 00:01:32.570
Do you have a chance to review that? I entertain a motion and a second. So moved. Second. To Ryan. Thank you, Mark. Any further discussion? Hearing none, all those in favor of approving the minutes, motion by saying aye. Aye. All those opposed, same sign. Motion carries. Next, we'll move on to the approval of the minutes. I'll have a chance to approve or to review those, to entertain a motion. Second. So moved. Thank you, Mark. Second. It's Mike. Any further discussion? Alright. All those in favor of approving the minutes from 06/03/2026,

3
00:01:33.430 --> 00:02:24.095
signify by saying aye. Aye. All those opposed, same sign. Motion carries. Next, we'll move on to the public hearing. The preliminary and final plat, Bruce's Subdivision, 157 70th Street North, Glendon, Minnesota, parcel ID 10000And64400And1. Property owner, Bruce Christiansen. And we will open the public hearing at 05:32 and move on to the staff presentation. Chairman and Planning Commission, good afternoon. A preliminary final plat for a split of commercial property has been filed with the

4
00:02:24.095 --> 00:03:02.150
City of Dilworth. The current property is Bill Air Kennels at 157 70th Street North, Glendon, Minnesota. The property split will divide a business and a home from another home on the property. It is staff's understanding this subdivision is being done. It's required for some mortgage financing. Now in the staff report that you have, there are some concerns the city engineer had. I'll I'm happy to report at the time of this meeting that all those concerns have been addressed. And we have a plat in front of you that is acceptable. In fact,

5
00:03:02.290 --> 00:03:49.345
as far as the conditions, the only condition that I'd have for that is that the plat meets all city, county, and state requirements. Just a simple one condition for what's really a lot split. But the reason for the cladding is because of separation of a commercial business from a residential property. So were were there any adjustments to it, what the incident engineer wanted, or is this Yeah. There was a verified that he wasn't correct? There was a further definition of the lot with in relation to the right of way that is to the east of the property.

6
00:03:49.885 --> 00:04:33.570
And then also too, there is a cross easement between the two lots and also further definition of MnDOT right of way, which would be to the southeast of the property on the lot. And everything has been corrected, and so, we're you know, besides those approval, you know, that means requirements of city, county, state. We're ready to go. Thank you. I had a question. How is it currently zoned right now? That is a good question. I believe it's ag right now. And and, the kennels are an existing probably would be an existing nonconforming

7
00:04:35.385 --> 00:05:11.975
at this point in time. They've been there a long time. So separating them from residential and commercial will still fall under that zoning, and there wouldn't be any issues? It will because everything, like I said, has been on the property for a long time. This is just really a separation of the lots. Okay. Sure. Yes. Yeah. So just to follow-up to that, because I see where you're going with that because when you were referencing, like, residential and commercial, I know there's, like, screening requirements on that, but we don't have it zoned that way. So it wouldn't they when we say currently or need the condition to meet all

8
00:05:11.975 --> 00:06:00.250
city, county, and state that they would not fall under that, just to be clear. Yeah. Just to be clear, it's just a catchall. But no. As far as screening requirements or anything like that, that's not applicable to this. Okay. Perfect. Thank you. Any other questions for Don? Alright. Hearing none, we'll move on to the applicant presentation. He couldn't hear you. We'll move on to the applicant presentation. So that would be you guys. Well, I'm yeah. And if you wouldn't mind coming up to the podium and stating your name. Yeah. Or can we move? This is our sister. We can bring the Yeah. Bring the microphone over to him.

9
00:06:00.250 --> 00:06:54.525
That would be great. Thank you so much. I can stand there. Oh, you do. I'm sorry. Yeah. I can bring it to you. I have the walker. Okay. How would I just put a little bit hysterical? Thank you, Kristen. So I'm Bruce Christensen. I've owned that property about three years, maybe a little less. My parents, Jean and Betty, of course, started that kennel. They have they've had both since passed, '23 and '24. What I have done, I I am actually moving to Dilworth with my condition. I have nerve issues in my feet,

10
00:06:54.525 --> 00:07:40.380
and it's getting better. I couldn't walk that long ago. And so I'm moving, actually, across the street from from Mark Sloan. Nice. And so the kennel has been for sale. That property has been for sale. And we need the property split because banks, none of them will entertain loaning a mortgage money on that without the separation. And it's it's kinda that simple, I believe. We had it all surveyed. I think you've got their report there. I guess I know the property lines where the,

11
00:07:42.780 --> 00:08:26.835
where the DOT took some property when they redid, when they went when they separated and went across Number 10 with that bridge. We were all for that. And that's when all that happened. And they took quite a chunk of, of our real estate there. So, yeah, so I know where all that's at, and I think it's pretty self evident on the, on the reports. And I don't know anything beyond it the place is sold. I closed on my place in Dilworth on the July 23, and we're hoping to close on that place the July 30.

12
00:08:27.855 --> 00:09:06.040
It's a farm family that bought it. I'm excited for it because they're gonna update some things and, both houses are gonna be updated and, I mean, the whole works. Just a little background, I grew up there. I'm 64 years old, and I grew up there. And so I've loved it. It's been good to us, and it'll be good. Jade and Steve Rosenfeld are the ones who have bought the place. Jade, of course, is a county judge, and everybody knows Jade. Like I told her, I said, we can't get away with anything because everybody knows me too just like they know

13
00:09:06.040 --> 00:09:50.295
her. And I'm kinda glad because I'm I'm a known commodity. But I don't know if you have any questions at this point. No. Thank you very much, mister Christiansen, and we'll we'll welcome you into the the city limits of Delworth here in the I don't hear that good. We'll welcome you into the city limits of Delworth on the twenty third. We'll be excited to have you. The twenty seventh. Twenty seventh. Yep. I'm trying to get the house put together. You know how that goes. Yeah. I need some window dressings and things like that. Me and I have a dog, Sage. And she's 15 old now.

14
00:09:50.295 --> 00:10:30.260
She's a Britney. That little dog has cost me a lot of money to move into town because I have I'm fencing the yard for her. I'm sodding the yard for her, so I don't have mud. But Keystone is a beautiful development. I'm just happy that my realtor showed me that house. I was actually looking at another one. And this one here, just right away, I thought, oh, here it is. So I bought it. So so, yeah, I've I'm gonna be very welcome in Dilworth. Yeah. It it looks great to me.

15
00:10:30.960 --> 00:11:07.875
I can see the home place from my house. As of now, I can. It probably won't be much longer, and I won't be able to. But I can as of now, so I kinda like that. And I will spend some time out there. They have told me they want me out there. I'm sure they do. I'm gonna help them get the kennel going. I had to shut down in December because I simply couldn't do the work anymore, and I didn't expect my family to come out and do it anymore either. But that place was good to us, and it'll be just as good to the Rosenfels that, I'm going to help them get it. So oh,

16
00:11:07.875 --> 00:11:49.640
it'll go into the this century finally. We're kind of old fashioned. So thank you for your time. You bet. Thank you very much. Thank you. Alright. Moving on from the applicant presentation, do we have any members of the audience that are in favor of the or would like to speak in favor of the application? I'm not Bruce's realtor. I'm filling in for his realtor who had to leave town an emergency situation. But, Bruce is a wonderful man, and I've seen the the property. Would would you mind, just stating your name for for the record here?

17
00:11:49.640 --> 00:12:25.640
I'm Ron Bowe with REMAX Legacy Realty. Great. Thank you, Ron. Ron is Bruce's realtor, but he had to leave town for an emergency. So I'm I'm kind of sitting in for him at the last last week. He had a death in the family. Yeah. Okay. Yes. Good deal. Is there anybody else that like to come to the podium and speak in favor? This is my sister, Leanne, and my brother-in-law, Tony England. And they're just here, I think, for moral support. I need some help getting this out of the week vehicle and all that. As of now, I'm getting close to being able to do that myself. I've been on my feet a lot today.

18
00:12:25.640 --> 00:13:08.185
That's why I'm a little slower tonight. I'm trying to get moved. And, yeah, that takes some work. Yeah. Yeah. I'm I'm Leanne England, Bruce's sister. And, I was a freshman in high school when we moved to our place from West Fargo, so I haven't been there as long. But, I feel so good for Bruce and for the family that is purchasing this, and it's gonna be a good journey. Thank you. Well, seeing as how that's everybody in the audience, I'd imagine there's nobody hiding that's in opposition of this application. So we move on to the rebuttal.

19
00:13:08.565 --> 00:13:47.670
So at this time, at 05:43, we'll close the public hearing and open it up to, Planning Commission discussion, if any. Pretty cut and dried, I think. Yeah. My only question is that, the document we're looking at here has Peyton listed on it. I'm assuming that's gonna be Don. Has what on? That Peyton's listed to sign this. Oh. Just to just so we get that Yeah. We'll need Katie to clarify that because I had suggested that Jess sign in in the interim. Not paying attention. Back suggested I sign,

20
00:13:47.670 --> 00:14:30.335
but I think we'll let the city attorney decide. But, yeah, that's it's probably something Jess that needs to be followed up on and then let, the realtor know because the plat's gonna have to be changed. Although, in theory, Payton is still contracted with the city acting on on behalf as city administrator, he would still potentially be able to sign it. Do you think he'll come back and sign it? No. But I know he could use an electronic signature or something. We'd we'd figure out a way. Just wanted to point it out. We'll get it signed. Yes. That's a good point. Thank you. Thanks, Ryan. Any other points of order discussion?

21
00:14:34.395 --> 00:15:17.180
Alright. Hearing no more, I would entertain a motion. Mister chair, I will move to forward the recommendation to the Delaware City Council to approve the preliminary and final plat for Bruce's subdivision, Parcel 10.0060.4401, property owner Bruce Christiansen. We have a motion by Mark. Thank you. Do we have a second? Second. Thank you, Mike. Mister Chair, just from from either an amendment or whatever we want, just with the condition that the plat meets all city, county, and state requirements. Yes. K. Thank you. And that Correct.

22
00:15:17.180 --> 00:16:29.765
Yes. K. With with that friendly amendment condition. I don't write as fast as Lisa. Okay. So any further discussion on that with a friendly amendment? All right. Hearing none, all those in favor of the motion, signify by saying aye. Aye. All those opposed, same sign. Motion passes. Alright. Next, we'll move on to receiving and filing of the building permits. Any discussion? Otherwise, we'd entertain a motion. So moved. Thank you, Ryan. Can I get a second? Second. Thank you, Crystal. Any discussion? Hearing none, all those in favor of receiving filing the building permits for May 2026,

23
00:16:29.765 --> 00:17:15.605
signified by saying aye. Aye. All those opposed, same sign. Motion passes. We'll move on to project updates. Jessica. The only one, Don and I kinda talked about mentioning was, staff met with MetroNet about bringing in fiber for residential and commercial. But they'll be when they come into town, they'll be breaking the city into five sections, with the bulk of the work being done in 2027. MetroNet will be sending out letters to all residents and then flyers when it gets closer and then putting notices out in the right away. Yeah. Yeah. Line markers and yeah.

24
00:17:15.985 --> 00:17:57.710
Are they in all the cities? Kinda they coming everywhere? Moorhead, for sure. I'm not sure about Fargo, West Fargo. When we initially met with them, they were trying to get everything wrapped up. I think there's probably already, Fiber and West Fargo. But, they may not be the only ones. We've had other companies. So we could have more than one. Will be will they be digging through yards, or is this going like, how is this going to be established? Well, it'll be it'll be in the right of way, in the utility easements on lots more than likely. Okay. So yeah.

25
00:17:59.930 --> 00:18:35.330
We will have a bond from them as well as, insurance that they'll have for you. They have to go through and actually acquire permits from us right right away permits to work. We have an ordinance that regulates that, so that's how it'll be, administered anyway. And I'm not exactly familiar with this company. Is this all, like, just Internet and other, like, phone communication services, or is this something a different utility? This is, Internet and it'll be a phone voice over Internet protocol phone.

26
00:18:35.675 --> 00:19:12.315
It's and, it's T Mobile's, fiber company. Okay. Thank you. Yep. That's the only update I have. Yeah. I don't have anything else at this point in time. Great. Well, thank you for stepping in, Jessica. Yeah. And thank you, Don. Yep. Alright. Hearing no more project updates, I have a motion to call for adjournment. Or we can just adjourn. All right. I think we just leave. I think we just leave. Congratulations. Welcome to Doer.
