Part: 1

1
00:00:00.240 --> 00:00:43.275
Are you ready? Yep. Alright. With it being 06:00, we're gonna call our meeting to order and start with our pledge of allegiance. I pledge allegiance to the flag of The United States Of America and to the Republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Good evening, everybody. I'd like to welcome you to, council this evening. And if you haven't done so, there is a sign in in the back. Before you leave, if I could ask you to please sign in as your attendance will be part of the public record this evening.

2
00:00:44.295 --> 00:01:34.050
With that, we'll go roll call for counsel around the horn, please. Peterson here. Bora here. Nick Steichen. Nash. And Olsen here. With that, we have our consent agenda for alpha. It's extensive. Any questions, comments, concerns, or considerations regarding the consent? I'd like to mayor, I'd like to pull four bravo and four Charlie and read them individually, the proclamations? We will move four Bravo or four Charlie to Recognition. Yes, into the recognition after six Bravo. Thank you. Nash? I'll make a motion to approve the agenda with the changes.

3
00:01:35.525 --> 00:02:20.270
I have a motion by Nash. Steak and second. Any other questions? All those in favor with the Nash or with the motion by Nash and second by second, say aye. Aye. Opposed? Motion carries. With that, then it does move us into our public comment period. Miss Miller, has there been any re formal request to speak before council? Been any request. Alright. Once again, encourage the public to participate. It'll help us make progress, and we will progress to number six tonight. We have six alpha. We have the pinning ceremony, for our new officer, officer attorney.

4
00:02:20.410 --> 00:03:03.745
Chief, the floor is yours. Mister mayor, council members, I'm gonna speak this direction. Alright. Well, good evening, everybody, and thank you all for being here as we welcome a new member to the Dilworth Police Department, officer Kane Tourney. Officer attorney comes to us by way of Fort Myers, Florida before relocating to Grand Forks, North Dakota, where he attended high school. It was during this time that he developed an interest in law enforcement, leading him to begin his career with the Grand Forks Correctional Facility. He continued building his experience through a variety of security roles, including a position with Tri County Corrections Center in Crookston,

5
00:03:03.745 --> 00:03:42.235
Minnesota. While working, officer attorney continued his education at Northland Community Technical College where he earned his degree in criminal justice. During this time, he also completed an internship with Minnesota State Patrol. Following graduation, officer attorney accepted a position with the Moray Police Department. There, he successfully completed his field training program and advanced to solo patrol. Although he ultimately chose to resign, the experience provided him with a strong foundation of training, discipline, and professionalism, qualities that we value highly in our officers. He has expressed a strong desire to serve not only this department,

6
00:03:42.295 --> 00:04:51.200
but the Dilworth community as a whole. His genuine interest in public service and his commitment to building relationship with our residents make him an excellent addition to our team. We are proud to have you with us and look forward to the positive impact that you will make in both our department and our community. So hang on one second. So, before we begin, Angela, are you able to queue it up? Yep. We have a quick video. This is from the nineteen seventies. It's Paul Harvey. What is a policeman? I mister Hart. Police man. A policeman misfit that uniform, and that is a better average than you'd find among clergy men.

7
00:04:53.500 --> 00:07:45.435
What is a policeman? The all men is at once the most needed and the most wanted, a strangely nameless creature who has served with space and pig or works behind his back. And this was written in the seventies. Mister Paul Harvey, when he was three years old, his father was called in line of duty in Tulsa, Oklahoma. After that, that is a policeman. Alright. So at this time, officer attorney, come on up to the podium. And do we have your badge? Jordan has a badge. Jordan has a badge? Okay. Grandma Donna, stay there for a second. It's okay. We'll have you move in a second. The Dilworth Police badge serves as a powerful symbol of the authority,

8
00:07:45.435 --> 00:08:20.475
respect, integrity, and trust. Its origins trace back to medieval times when knights wore coats of arms to signify their loyalty and allegiance. Today, the badge remains one of the most visible and universally recognized emblems of law enforcement around the world. It presents not only authority, but also an unwavering commitment to public service and the sacrifices made in its pursuit. The Dilworth Police badge is distinct and has special significance. It is awarded exclusively to the dedicated officers of the Dilworth Police Department. Alright. Grandma Donnie, are you ready to pin it? Jordan? You wanna help a little bit?

9
00:08:20.775 --> 00:09:36.445
My name is Jordan. How can I help you? Okay. So okay. So let's see where this is. Jordan done before we bring it down. Perfect. That's perfect. That's perfect. Thank you very much. Jordan, thank you. Alright. Mister mayor, members, council, staff, family, and friends, please join us welcoming police officer Kane Tierney. Congratulations. Alright. One final quick note. We'll do some photographs in a second. We do have an oath to do, so please raise your right hand and repeat after me. I, King Tierney I, King Tierney do hereby solemnly swear Do hereby solemnly swear.

10
00:09:36.445 --> 00:10:10.225
And affirm that I will support. And affirm that I will support. And comply with the constitution. And comply with the constitution. Of The United States. Of The United States. The state of Minnesota. And in all cases, conform to and enforce. And not in all cases, conform and to enforce? The criminal laws of the state of Minnesota. The criminal laws of the state of Minnesota.

11
00:10:10.285 --> 00:10:50.930
The ordinance of the city of Dilworth. The ordinances of the city of Dilworth. And obey the rules governing the police department. And obey the rules governing the police department. I will not be influenced. I will not be influenced. In the discharge of my duty. In the discharge of my duty. By fear, favor, or affection. By fear, favor, or affection. In all my doings. You wanna take any quick photos? If you wanna wanna take it. We're going to use it.

12
00:10:50.930 --> 00:22:12.970
Why don't we just do this? Why don't we, take a a quick recess, and we'll have an opportunity to welcome our newest officer to the city of Delworth, and we can, do it in order. How's that? Once you start, just let us know. Are we recording? Alright. With that, we are back out of recess. Back in, looking at, six b on our agenda is resolution twenty six twenty one accepting the donation from the Fargo Force hometown heroes for the Dilworth Fire Department. Chief. Mister mayor, members of the council, we received $6,775, I believe,

13
00:22:13.030 --> 00:22:53.865
for a writ bag, which consists of, which consists of an extra bottle, extra mask, a few other rescue type implements for downed firefighters. We've been looking to do this for a few years now. Every year, Farmer Force Hometown Heroes puts on a great fundraiser and they donate back a lot of money to local fire department and police departments. We've been very fortunate to to obtain some equipment in the last few years. Last year was a drone, that we wouldn't otherwise,

14
00:22:54.245 --> 00:23:29.025
you know, have to budget for or something. It's more of a, you know, we have a need and it's not really a need that comes to the forefront. But, we can we can fill in these gaps that that we have with this type of money. And we're very appreciative of the Hometown Heroes program. So, we also just so you know, we also were the number one department for selling tickets. So we sold a lot of tickets. Cool. That sounds nice. So that was that was great. So Like like Fargo, Moirhead, West Fargo, all of them? Like Yep. All all around, I think, Horace and the outskirts,

15
00:23:29.100 --> 00:24:05.560
too. So even bar you know, Clay County Fire Departments put in too. I think there was 23 Wow. This year, I think. I can't remember that. So That's outstanding. Anything else, chief? Nope. Alright. Well, first, congratulations, and and thank you. It's an excellent, an excellent award from the home the Fargo Forest and hometown here. So thanks for being a hero, chief. Appreciate you. Thank you. So with that, I will entertain a motion for resolution twenty six twenty one. Steichen, makes motion to accept. Motion by Steichen?

16
00:24:06.420 --> 00:24:41.575
Second. Second by Nash. Just barely. Well, I You guys gonna thumb wrestle? Like, is that where we're at today? Alright. I have a motion by Steichen and a second by Nash. All those in favor, say aye. Aye. Opposed? Motion carries. With that, we have four b the reading of the proclamation for the official proclamation for the cities of Fargo, West Fargo, and state of North Dakota cities of Morehead and Dilworth in the state of Minnesota. Whereas the cities of Fargo, West Fargo, Moorhead, and Dilworth are committed to preserving our natural resources and recognize the importance of increasing

17
00:24:41.575 --> 00:25:13.855
community awareness and the vital role our citizens play in this endeavor. And whereas, Earth Week is a time to come together in community and celebrate the efforts of young and old alike who strive to keep our community clean and the benefit of today and for generations to come, and whereas during Earth Week and each week, we urge residents to learn green, live green by conserving natural resources by taking public transportation or carpooling, turning off the lights when you leave a room, weatherproofing your home or ensuring sprinklers are used sparingly,

18
00:25:14.750 --> 00:25:46.400
preserving natural resources by sharing your newspaper with a neighbor, participating in the city recycling programs and other community events, and committing excuse me. And committing to closing the loop in recycling process by buying recycled content products. Now there now, therefore, be it resolved that we, Tim Mahoney, mayor of Fargo, Bernie Dardis, mayor of West Fargo, Shelley Carlson, mayor of Moorhead, and Chad Olsen, mayor of Doer, do hereby proclaim April 19 through April 25 as Earth Week, and our cities encourage citizens of Fargo,

19
00:25:46.400 --> 00:26:24.620
West Fargo, Moorhead, and Dilworth to take this opportunity to review their commitment to learn green and live green by preserving our Earth and its natural resources and by making every day Earth Day. That is, 4b from our consent agenda. And then we have 4c, which is also an official proclamation, for Donate Life Month, April 2026. Whereas in 2025, forty nine thousand sixty four transplants gave renewed life and support to patients and their families and communities, and a hundred and eight thousand people are waiting for life saving organ transplants.

20
00:26:25.080 --> 00:26:56.880
And whereas many Americans support organ, tissue, and eye donation as an opportunity to give life and health to others but have not taken the steps to become a donor and whereas, donors are often people who die suddenly and unexpectedly and discussing donation is an important conversation to have with family members and whereas Minnesota and North Dakota residents can register online at registerme.org, check the box on your driver's license or your state ID application, or register when applying for your hunting and fishing license online to become an eye,

21
00:26:56.880 --> 00:27:35.425
organ, and tissue donor And whereas, Cameron Bolton became an organ donor and his heart, liver, kidneys, and corneas were donated to five individuals and his tissue, bones, and ligaments to 124 recipients and will continue to impact many more lives, and whereas, Crosses for Cameron was founded in June 2020 in honor of Cameron Bolton, an organ donor whose final act of compassion and generosity impacted the lives of many and whereas, Crosses for Cameron provides comfort and peace for those who have experienced extreme loss,

22
00:27:35.645 --> 00:28:09.755
to help them move forward in their grieving process, and provide organ donation awareness and education globally through speaking engagements and the rock campaign. And whereas the Garden of Healing was founded in May 2021 and provide a place for our community and visitors to our community to seek physical and mental health healing through the through nature and whereas, during the month of April, we celebrate donation recipients, recognize who continue to wait, honor donors and their families, and thank registered donors for their gift of hope.

23
00:28:10.080 --> 00:28:53.790
Now, therefore, we, Shelley Carlson, mayor of Morehead, Chad Olsen, mayor of Dorothe, Jeff Trudeau, mayor of Horace, doctor Timothy Mahoney, mayor of Fargo, and Bernie Dardis, mayor of West Fargo, do hereby proclaim April 2026 as donate life month. Thank you, Angela, for, getting these to me. I appreciate that. With that reading of the official proclamations, mister Steichen, you look like you wanna say something? Oh, they're all important, especially the donate life. I think we all know people that have donated living donors in town here as well,

24
00:28:53.790 --> 00:29:31.035
and that's pretty amazing what people are willing to do to help out others. And, it's quite impactful, so I thought it was great value to read it out loud. Thank you. Not a problem, mister Steichen. Any other questions or comments as we move forward? Alright. With that, it does move us to seven. We have planning and engineering. Have the Oh. No. We don't have the Oh, yeah. We do have we had pulled them off. So we I will entertain a motion to, receive and file both four b and four c. So moved. A motion by Peterson. Steichen second.

25
00:29:31.815 --> 00:30:09.980
And Steichen. All those in favor, say aye. Aye. Opposed? Motion carries. Thank you, Julie. With that, it does move us to number seven. Planning and engineering in seven alpha, we have a consideration for the pay application number two for the Woodbridge And Summerwood Ponds dredging project. Andrew, good morning. Good good evening. All of it. All of it. Welcome. Tonight, before you, we have, pay application number two for the Woodbridge And Summerwood Ponds dredging project. This is a progress payment in the amount of $128,247.15

26
00:30:10.680 --> 00:30:54.495
And it it it, covers, the remainder of the pond excavation work that the contractor finished up last month in March. We still have, some of the site restoration that, needs to happen, and we'll be visiting with the contractor here, potentially later this week about getting that, to its completion. So, again, the the amount of this, application for payment is $128,247.15. I'll pause for any questions. Are there any questions from counsel regarding the pay request of the directive?

27
00:30:57.755 --> 00:31:38.000
Alright. No questions regarding that, Andrew? If not, I would entertain, a motion to approve the pay application. If we don't have any questions, so I just have one related to that. So are is the cleanup finished? Are we still holding back payment for the last piece? So there is There is still, there is still payment that is that is withheld, both a retainage of about, 5% of work they've already completed, plus we have not yet paid them for work that they still have to complete. Okay. Alright. That was the only question I had. Hearing no further questions, I will entertain a motion for the pay application number two for the Woodbridge And

28
00:31:38.000 --> 00:32:20.445
Summerwood Ponds dredging project. Motion to approve. Motion by Nash. Second. Second by Borah. All those in favor, say aye. Aye. Opposed? Motion carries. I do have more of an engineering question for you. When we look at the pond, is there a specified slope on the bottom of the pond, or how does that work? Like, is it like one foot, one to ten, one to 12? Is that At the very bottom. What was dredged? There's a slope on the side of the pond. And the slope above the normal water line is flatter.

29
00:32:21.225 --> 00:32:57.985
Once we get below the water line that can be a little bit steeper that's that's being held by water once the pond fills up. At the very bottom of the pond that's pretty much flat all the way across And it doesn't need to have any slope on it because the discharge from those ponds is elevated. It's it's essentially storage that is just going to accumulate sediment over time. And then that normal water line has that has the slope? Yes. Okay. Just wanted to make sure I was tracking the right information. So it wasn't a it was more of a hold question,

30
00:32:57.985 --> 00:33:36.060
I guess, rather than a money question. So thank you, Andre. I appreciate that. Well, that was easy. When do we expect it to be done? It's supposed to be done at the end of this month. It's really gonna be weather permitting because we don't want them in there tearing it up and making it worse just to be done by the end of the month. So that's part of the discussion that we'll have with them. We wanna get it cleaned up. We want to get it restored. But we want to do it when the weather is allowing it. I appreciate your oversight on that and make sure it gets done correctly.

31
00:33:36.060 --> 00:34:15.245
Thank you, Andrew. Yep. Any other questions for Andrew? Obviously, I had a bunch. It's not about money. So with that, we move to number eight in City Hall. We have our update on our utility billing system, the BMS pay system implementation. Becky? Yes. I will take that. Okay. So we last fall, we contracted with Black Mountain Software who has been our utility provider since 2002 for cloud hosting services. The cloud hosting services through Black Mountain not only helps us,

32
00:34:15.785 --> 00:34:55.040
do backups and and, software updates instantly, They take care of that at night, a lot of times on weekends. They also monitor our system twenty four seven. So we don't have to worry about any issues or anything like that. And the reason that we did this cloud hosting was not only because we were looking to become more efficient on our software and the reporting and everything that we run, but we also wanted to give our residents, some more options for payment. Right now the pay or not right now because now we're we're in BMS Pay.

33
00:34:55.100 --> 00:35:27.520
But before BMS Pay, we were using, BDS services which is billing document software and they were a great, you know, company to work with and everything, but when a customer would make a payment, that payment would not post until the next day. That created some issues for us, especially if a customer was confused and they made the payment but they didn't see it reflect right away on their account they would get nervous so there was a

34
00:35:27.520 --> 00:36:02.015
few times we had some issues with people like, stopping a payment and trying to do another payment method, like dropping off a check or something like that, and it just created a little little bit of a problem. Nothing we couldn't handle and take care of, we did. But this way, we tested it immediately, so we began BMS Pay. We went live on March 18 and tested it right away, and the payment that I made to the to my account was instant. We went in and we checked our software and it was immediately there.

35
00:36:02.015 --> 00:36:34.475
So to me, that is such a huge relief because not only is it instantly posted to our software, but the customer can also see that payment reflected on their payment, you know, on their bill immediately as well and know that it's all taken care of. There was also some other services that we could've gotten through BDS except for it costs more money. So, like, we had a lot of customers and we have for a few years asking, can we get emailed bills instead of the paper bills?

36
00:36:35.095 --> 00:37:11.680
And we could do it, but it was a charge of, like, 25 to 30¢ per person. I understand that the bill card mailing the bill card is 47¢ so it would have been cheaper but just to try and extract those few accounts it just wasn't it wasn't gonna make it worth it for us to do it that way. This, with BMS pay it's free. It's part of the service so we don't have to pay anything extra plus we also have extra messaging services through BMS Pay that we can send individually to customers or to a

37
00:37:11.680 --> 00:37:51.425
whole group of customers. It's just a much more amazing, software. And BMS Pay, obviously, is part of Black Mountain software. So they are constantly looking at it and trying to improve it. Not only can our customers now get email notifications of their bill, they can also get text messages. They can make payments through text messaging if they want to. We do have a phone number on our website that they can call in anytime, 247, and make an automatic payment through that software.

38
00:37:51.885 --> 00:38:25.945
So yeah. I mean and we don't have to be working. It doesn't have to be Monday through Friday like it used to be. This can be all or, you know, it's automated, but it's a better system. So, anyway, just wanted to let you guys know that that's not costing us anything, and I signed up for it right away. So this bill that we just sent out the April, I did not get a copy of it but I did get an email notification immediately after I uploaded it to the portal. I got a notification right away.

39
00:38:26.270 --> 00:39:02.900
So it is super smooth and quick and just it's what our customers have been wanting and looking for. So I think that we're making strides in the right direction for customer service and just making the utility payment process so much easier for our customers. We also, can now and we couldn't in the past but we can now also, somebody could call us at city hall or they could, on their own account, they could pay their bill by an e check. We haven't been able to do that in the past. It is cheaper than the credit card because the credit card payment is,

40
00:39:03.780 --> 00:39:38.720
a fee of 3.95% on your total. So that, of course, the that fee, again, is, you know, that's absorbed or, you know, paid to BMS Pay. We get the payment and they get that portion of it. However, the echeck works just a little bit differently. They can still put in their information and pay their bill through echeck. It's a dollar 95 to do it. Doesn't matter if their bill is $200 or $75. So it's a a little bit bit cheaper pro or,

41
00:39:38.720 --> 00:40:21.305
you know, fee. So, you know, it depends, I guess, on the customers. Some customers just love to use everything for credit card and stuff like that. So, and, yeah, I mean, it's great. I do want to, however, point out to counsel, and I don't know if anybody's gotten any questions, but, since December, we have, been having some problems with mailing our bills. And, we purchase our paper stock from Formprinting and we do it a few months in advance we don't wanna run out, have any issues or whatever it seemed like the paper stock that we got was

42
00:40:21.305 --> 00:40:52.380
a little bit thinner and it just wasn't quite working for the post office mainly. I mean, when we print off the bills, we tear off the edge, and then we separate the bills. The stub, when it was going through the post office machine, was tearing off. It was just too I mean if you felt this paper it's very flimsy so we were having a lot of problems so much so that we would get stacks of bills back from the post office like huge stacks and then we would have

43
00:40:52.380 --> 00:41:25.130
to try and match the stub with the actual card if we couldn't we would just send out a whole another, you know, bill to the customer not on paper stock though we would just send a sheet in an envelope. So we were kinda having to send out a lot of bills that way. It was costing us a lot more. So I reached out to the forum communications, and they were like, nope. Nope. Same paper. And I'm like, well, the post office hasn't changed their machines, and so something's not right.

44
00:41:25.130 --> 00:42:02.970
And we also I'm not sure if you guys have ever seen them, but we also have pink cards, which are for late bills. Not Christmas. Anyway, so, those you could just tell the paper was a bit heavier, and we weren't having any problems with the post office. Of course, you know, we don't mail 1,500 bills. Usually, we'd be mailing maybe a 150 or something like that with the pink ones, but still, we were having a lot of issues. So anyway, in talking with the forum, I decided that we needed to upgrade our paper.

45
00:42:03.415 --> 00:42:36.075
And also we talked about, you know, really maybe it's not necessary to have that stub be pulled off anymore. So we put the scissor icon on there and now people do have to cut it off or if they come into the office, we cut it off. But it's a lot smoother, goes through the machines with no problem. It's a heavier stock and they didn't at the time that I was ordering this they did not have a white so we decided actually over the years, a lot of people have kinda complained. I don't get my bill,

46
00:42:36.075 --> 00:43:13.770
you know. It's a little white card, blah blah blah. We're trying to save, you know, our customers money. So that's why we've been just sticking with the bill cards. Anyway, we decided to try a different color. So we've had a few people call or come in and say, what does this mean? Doesn't mean anything other than this is your bill from now on. No longer white. Hopefully, it'll stick out a little bit more so people can see it in the mail and it doesn't get stuck or, you know, whatever, missed with other mail and so forth like that. So I just wanted to point out to you guys in case anybody mentions it.

47
00:43:14.090 --> 00:43:46.510
We did have a little bit of a problem, but feel like we've really just pretty much figured it out by going that way. So Anything else, Becky? Thank you so much. Just wanted to also let you know that since we were having problems with this white paper, the form did give us a discount on the new run of paper bills and stuff that we got. Because the other cards and card stock and so forth, we can't use it. I mean, it's it's pretty much just junk. So at this point, we're just going to recycle all of that paper.

48
00:43:46.510 --> 00:44:19.940
They couldn't take it back because, obviously, it's been printed on, but the forum did work with us and give us a better deal. Thanks, Becky. Any questions for Becky? Julie? So with the new system, well, if you opt in, we won't probably be sending out as many, or will everyone still get a Nope. You well, you could you could choose to get the paper copy and an email. I chose to just do email. Okay. But, yes, we're hoping that this will save us some mailing, you know, costs and so forth too. Yeah. Okay. Mhmm.

49
00:44:19.940 --> 00:44:57.555
Thank you. Any other questions? Might as well along the same line as as how do we eliminate the paper bill altogether. So as new residents come in, are we eliminating options? That's what we're hoping for. We're really pushing it. And we still do have where, you know, people can get, signed up for autopay through the city, through, you know, Northwestern Bank or whatever. That's free as always. We do kind of, you know, we kinda push that because it's free, free to them. Signing up on the website,

50
00:44:57.615 --> 00:45:33.870
you don't have to get, you know, you don't have to use their credit card services. You don't have to use the e you don't have to use any of that. This is just totally a service for our customers to decide. We also have some accounts that have multiple bills, and they can actually sign up to pretty much, get all of their bills sent to them at the same time. So like BNSF, they have six bills that, I've been just individual you know, photocopy or, you know, scanning and sending to them and a few other companies and stuff.

51
00:45:34.030 --> 00:46:10.910
Now they can just do that themselves, and that's a whole another time saving aspect for me. That's the key right efficiency. So Yeah. Anything else, Becky? That's it. Any other questions from counsel? Mister Steichen? The blue card does stand out. It does. I was thinking, what in the world is going on now? So and I read it, and I didn't see anything wrong with it. So Yeah. That that's a good idea. I'm I'm glad that people at least noticed it and were like Oh, absolutely. But, yes. So hopefully. The last time I looked up my water bill,

52
00:46:10.910 --> 00:47:01.175
Julia, was pink. And then we fixed that problem. Yes. Alright. So with that, thank you, Becky, and all staff that are involved in in putting all that together and getting that modernized and and set up. So, efficiencies, time saving, money saving for our residences is key. With that, it does bring us number nine. We have council members' concerns, committee updates around the horn? Same. I'm good. Mister Seicher. Oh, I, went to the Global Intelligence Friendship Event at Morehead State here a week or two back. It's pretty amazing, that a great panel with Kurdish dealing with Kurdish as a Zaho in Kurdistan and

53
00:47:01.175 --> 00:47:38.660
Morid have a relationship where they travel back and forth and do things with them. So the delegation went to, Zachho and they had talked about the country and the city and the people and I mean, it's, you know, there's beautiful places all over, but they've seen some pretty amazing sights. And just to build a better, relationship between there's a lot of Kurdish students, more than 8% of the population or more it is Kurdish, I understand. So a lot of students, a lot of Kurdish business leaders,

54
00:47:39.120 --> 00:48:20.705
and the whole idea is to build relationships with the business students, community, community leaders, and get a deeper understanding of their culture. So that plays right in really well with the project that I'm working on, with a professor right now. So it was great to be there, plus they had Kurdish food. And it was it was good. I mean, it was I don't know what was in it, but it was interesting flavors and, but it was it was a great time. So, that was, that was my highlight since last time. Thank you, mister Stecken. Julie? So we still have one position open at the police department,

55
00:48:20.765 --> 00:49:01.890
which we'll be trying to fill real soon. And, again, congrats to officer Kain Turney. And that's pretty exciting to have another one full on. So, we've also still been meeting with community center. And just a reminder, May 9, kite day is coming up. So that's it. I like Kite day. That's such a good time. I like that with social. And it's thank you, Julie. Just Angela, anything? K. Just wanted to check. Just make sure we go and look Yeah. Go yeah. Have it. Again, yes, welcome, officer attorney. Congratulations, chief,

56
00:49:02.510 --> 00:49:37.630
on being full and then not being full. We know that that job will continue. But I I think it's it speaks volumes that we have people willing to serve our community, and I thought especially the the family backing that he had, the attendance here in support of him goes a long way because, the rest of the story from Paul Harvey is, it's gonna be demanding. He chose a demanding career, and that family is gonna be important to his success. So that was that was fantastic to see. So welcome to Dilworth office attorney. Just another little update from the IGR.

57
00:49:37.770 --> 00:50:15.375
We met. I was invited to attend the meeting. Amber did a fantastic job of chairing that bad boy. We'll see some transitions, I think, in, how that operates. And we're everybody's still in agreement. We'll have the annual intergovernmental retreat. Maybe just a little bit different in functionality in terms of the monthly meetings. It's kinda devolved into every meeting is about planning the IGR. So the, really, the mantle has been kinda passed or given graciously to the county. Allow them to to host, continue to host,

58
00:50:15.995 --> 00:50:51.300
and then let them be in charge of of the annual setup and all that other stuff. And there'd be a rotation potentially of the chair, but it all it would all be housed at the county is kinda where this is moving. So making progress on that front. The school districts were in support of that. Cities were in support of that. County's gonna take back and have that conversation. But, ultimately, as, you know, the group has decided, there was a distinct movement, towards transforming that. The good news is too is the, the annual annual meeting will still take place. That intergovernmental treat retreat will still continue to be a thing.

59
00:50:52.580 --> 00:51:24.740
Another part of that was there is such great communication between the cities and the counties and everything now. It also seems a little bit redundant, and I use that as my transition to don't forget we have the small cities meeting in Barnesville at 04:00 if you can make it. And if not, I will be obeying all the speed limits and making it there as, safely and officially as I can from from where I but it is at 04:00 on Thursday. If you can make it, that'd be fantastic. And if not, I know schedules are demanding. So with that, thank you for another create a great couple of weeks. Mike,

60
00:51:24.740 --> 00:52:03.119
thanks to your guys. That was not fun, but, I think they had a little fun. I don't know. Maybe maybe not, but it was it was definitely interesting. So thanks for putting away the lawnmowers and grabbing the snowblowers, then getting the weed eaters out once you are done, I guess. And with that, it does move us to number nine or pardon me, to payment of the bills. Any questions on the bills? Alright. If we don't have any questions, I will entertain a motion to pay the bills. So moved. Motion by Borra. Second. Second by Nash. All those in favor, say aye. Aye. Opposed? Motion carries. And with there being no further business before council this evening,

61
00:52:03.119 --> 00:52:04.499
we'll call this meeting adjourned.
