welcome my name is Kayla Maldonado I'm the internal Communications manager for School District 49 tonight we have some truly outstanding nominees we have an instructional coach who has been the driving force behind a grant and parent volunteers who literally go the extra mile to support staff and students at one of our elementary schools um before I begin I always like to um give a shout out to our sponsors Dion's Air Academy Credit Union and Texas Roadhouse for donating some yummy gift cards that are um will be back there for our honores our first Honore of the evening is Carolyn Meritt San Creek's Zone math instructional coach Carolyn's efforts Have Been instrumental to ensuring the success of the mission DNA grant for the past 5 years Carolyn was nominated by Christina tiin coordinator of math performance who could not be here tonight so in her place is the um d49 math team we have jod Reynolds Viola Lee and Desiree Magna who will um sing Carolyn's Praises if you guys want to come up and Caroline as well [Applause] Carolyn is a shining star for D40 in math always bring a smile to everyone's face it's impossible to enter a room when she's present without feeling her warmth and positive energy Carolyn has been the driving force behind the mission DNA grant for the past 5 years inspiring and supporting elementary teachers throughout the district as we prepare to conclude this grant the math team wanted to take a moment to acknowledge and celebrate her invaluable contributions despite working with three different project managers Carolyn has consistently U ensured I'm sorry um the success of this grant her dedication along alone has led to the training of 170 teachers and leaders in DNA math strategies she has personally mentored and supported each and every one of these individuals there is no doubt this contributed to the increased achievement that we see not only in the Sand Creek Zone but across our district to [Applause] talk I just want to say that it has been an honor to be a part of such impactful work for our teachers and change in the district um although I'm the one standing up here getting recognized truly the teachers in d49 who've been a part of mission DNA who have been vulnerable reflected change their practice to really change what the math classroom looks like and to empower our Learners they're the ones who truly deserve the recognition they're bringing joy to mathematics across the district and we're seeing great results in our data so thank [Applause] you um our next honores are Christine and Corey Beasley they are parent volunteers at Springs Ranch Elementary School they are truly committed to Springs Ranch with two children enrolled at the school and one at Spring Studio they commute daily from Falcon um and they Choice their children into Springs Branch they make the drive to volunteer before and after school um for activities here to recognize Christine and Corey is Julie jablonsky um Springs Ranch stream teacher if you guys want to come up Christine and Corey are parents to Claire Lily and Liam and each child as she mentioned is currently or has been at Springs Ranch in the past they commute as I love to mention because it's not a short commute but they do it every single day multiple times a day um um they each have their own jobs but still take the time to volunteer at our school every week they go above and beyond to help teachers and their children they help Mr Ingram with land sharks every year Christine Volunteers in our library and helps children's teachers every week she does all the tedious work that teachers often don't have the extra time to do Corey volunteers and helps coach LEGO League after school with me twice a week he helped all last year led a um team at compet ition and is back this year I am so thankful for his help as we couldn't be able to have three teams without him and the beesby family is truly one of a kind and extremely remarkable for all that they do I don't know how they function every day never seem tired they are committed to our school and their kids we are so grateful they choose chose our school and appreciate all they do for all of us um we appreciate you and thank you so much [Applause] I guess I'll just say thank you to miss jansy for recognizing us and we've been really lucky at Springs Ranch just the entire staff is amazing our youngest was there from kindergarten to fifth grade and now is at Spring Studios and it is absolutely worth the drive every day we are so happy to be part of the Springs Ranch Community and glad that we can help out and be present at the school and uh yeah I'm just thankful thank you I I'll just say one thing you know it's teachers like Mr blansky and Mr Ingram with the L sharks and all that stuff I wouldn't have anything to volunteer for if they weren't running it and operating it in the first place so I really do appreciate you guys doing the above and beyond uh after school before school um it takes a lot to do that kind of stuff and um just really appreciative so thank you [Applause] thank you um congratulations to all of our nominees I'd like to turn it over to our booe president for all who have signed up for open Forum have had a chance to speak I would also like to make you aware of our stakeholder grievance process this process can be initiated by anyone in our d49 community and guides the stakeholders through the correct people and processes to help resolve their criticism including as a final step the opportunity to formally appeal to the Board of Education we encourage I'm sure we all know we got an election right around the corner so I I wanted to go ahead and excuse me talk about uh proposition 131 and make sure that we're all voting no uh this proposition is confusing and will disen disenfranchise voters especially older older voters uh even The Gazette which is a liberal rag agrees tv ads lie and say it will uh open primaries which are already open uh we have people that will change their affiliation so they can manipulate the Republican party's choice of candidates if you don't like the party fine uh but a private organization should be able to pick who they represent uh to represent their um their platform the best we actually need to close our primaries um most of the complainers aren't even informed enough to make a a good decision and that they rely on the mainstream media this proposition will force candidates to use petitions to get on the primary this will only be available to the rich special interests in dark money uh this is not how you choose a candidate uh in our democracy our constitutional republic works best when lovers of our country run run for office in a free and fair election and not marxists and sellouts free Tina [Applause] Peters next up is Tyler wellnuts Tyler wellnet parent of two kids in D 49 um well I just want to say you know often as a culture we want to look at things as political and I'm here to challenge that thought and I want to ask a question of you right now what is courage to you guys is it doing something that scares you or is it something more so as I go on with my speech here um I just want to say that we are all made in God's image and I am a Christian man who is sick and tired of sitting back and watching destructive policies being put into d49 schools I'm absolutely sickened by the fact that you guys voted on a 3-2 approval put lgbtq plus alphabet soup material in public schools social studies curriculum all while teaming up with other districts District 20 District 11 and District 49 while standing tough on a drug that's legal across the state but you want to put harmful ideologies into our babies are you guys parents do you have children should I remind you that it's we the people that vote you in and should I remind you that it's your duty as an elected official to hear us the people and there's plenty more parents like me trust me don't mistake my meekness for weakness and I just want to close by saying that I don't bow down to anybody but my Lord and Savior Jesus Christ to live as Christ and to die is gain and my Bible also says man can do nothing to me because God is on my side that is [Applause] all thank you let's go on to student board updates Nico you want to get us started with your update yeah sure thing hold on I I was supposed to go to Mr hilts first Mr hiltz don't we actually do consent agenda first point of order no we didn't it's after public comment sorry I guess I better go back to my sheet here hold on does anyone have an item to vote zvala i h i laier Wright I Schmidt I Thompson I and now we will go on to the superintendent update which will be mercifully brief um as it should be as we are are approaching rapidly to to our fall break um I I know the board is aware that we've we've gone through a transition and and you already know one of the outcomes of that transition but I wanted to uh publicly thank Heather Diaz who has led our finance team for many years in her role as a our lead accountant senior accountant different roles um and who has accepted my invitation to serve as our interim CFO Chief Financial Officer um Heather has um unparalleled credibility and relational capacity and is in incredibly well respected and trusted in our community deservedly so and so I'm really pleased to U walk forward gives it gives me great confidence and I hope you share my confidence about her and her leadership going forward um it's it's going to be a good season and uh to be very transparent about our plans we already have a a requisition Personnel requisition process underway we will probably post and advertise nationally in the early December time frame somewhere between Thanksgiving and Christmas is when we'll really be in the market uh with our intent to be gathering a pool of candidates for interviews around the end of January or early February um and uh and walking forward in that process so that's a that's a big transition on our cabinet um but I am we are in great hands as we go forward so wanted to report that here we are heading toward the October break which is a good thing um I love this time of year I'm a spring guy but this first week of October is about as good as it gets and so it was it was quite exciting a couple Saturdays ago to be out there with over 600 people for the D 4.9k race our d49 uh race uh great great kudos to charlon Stegman who is our our amazing leader for our community wellness and District wellness and the work that she does to pull together a big team community volunteers years students parents uh visitors mascots it's just it's it's it's kind of a party and it was a lot of fun the biggest one we've ever had so thank you to Falcon high school for hosting us and to everybody who came out and ran and walked and cheered and and raced it was uh just a fantastic day and so we have arranged to have equally good weather next year when we do the same event um I'll close on a sad note we we had a tragic week in District 49 we lost students at both of his Ridge and at Falcon High School one student at each of those schools um deeply deeply tragic uh and as as someone who's lost two siblings I know that it's not uh it's not one loss it's it's an array of losses it's friends it's extended family direct family and so um we we grieve with those families um we have been in contact and support with both of the families as well as with teachers both of these are students that had come up through our system and so it wasn't one school or one set of teachers it was multiple schools multiple sets of teachers um that had that had nurtured and cared for these children uh our students and I'm extremely grateful to our community care team um we brought in we had therapy dogs at both of those schools um we had our employee assistance Partners Henderson Consulting who came in to support the adults as they are caring for the students and so um although it was a tra tredy there was great care and compassion respect and responsibility in the middle of that tragedy and so it's a sad thing to report um but it is as sad as it has been it's also reflective of the kind of community we aspire to be so thank you for the opportunity to share that and uh to all those who get to enjoy it have a fantastic October break I'll try not to think about you much at all thank you now we're on to boy we're having this is an now we're on to nios my bad all right so our student board we've been putting a lot of work in in our recent meetings with a goal to increase our student representation which is what we're meant to do as a board so we will be reaching out and have continue to reach out to our elementary and middle schools we will be sending out student representatives from our board to each those to make sure we gather the opinions of every demographic of student within our district because we wouldn't be representing them very well if we did not listen to them so I've personally been in contact uh particularly particularly with iConnect Zone uh superintendent and we'll be also working with our charter schools because although sometimes they may not be seen as much by the main Community that's within our Public Schools we still hope to get their opinions as well so that's kind of been our main goal as of recent Catalina just to kind oh sorry just to kind of add on to that um we're in contact with both elementary schools and middle schools just because we want to while we have the high school opinions we want to be able to gather more insight from the whole demographic like um previous mentioned and and I personally am in contact with both our Elementary School uh ridg viw and also our uh Middle School in the power Zone which is uh sky view um and yeah thank you director Schmidt so this month I attended the external tax task force meeting at Patriot High School in the 2025 2026 school year the school will become the Patriot Legacy campus and I'm kind of excited about this program the school will not be an alternative education campus anymore nor will it be a charter school it's a different model that serves sixth through 12th grade students in a non-traditional setting students are separated grade six and seven together in the modular eight and nine together in the old goal Academy building and 10 through 12 in the main School building small class sizes are a bonus and there will be 100% in-person instruction over a 5-day week it will be Competency Based and the school offers students a pathway to CTE courses in culinary arts and construction currently but they would like to expand the CT offerings in the future so if anyone has any ideas bring them on um I also attended the enhanced security advisory council meeting which has been in the district for about s years I like the way the members communicate ated freely about their ideas for security um and lastly excuse me I attended a zoom meeting with State Board member Steve Durham regarding Cass scores he covered scores showing some differences between the district scores that include goal Academy and District scores that would not include goal Academy um actually the career ress number surprised me as gold pulled the district numbers down significantly in that area um I also understand there's going to be a presentation on it so I will let the best rest of the board give their updates director H another very busy month I started at Evans Elementary for their Multicultural night for a laugh I took one of their passports went to all the different booths uh got collected my stamps and I won my prize so side note if anybody wants a children's meal at on the border let me know um 15 total countries were represented including some unexpected ones like Armenia Kenya Vietnam I have it under good authority that over 500 guests attended so it was a very successful event two-time Olympic medalist Sarah hilderbrand spoke to the middle schoolers at Spring Studio she was an amazing speaker everything came from the heart and the kids were wrapped it's easy for a parent or an educator to tell a child that failure is a great teacher or that taking time for hobbies and loved ones can make you even better at what what we do but what do we know we never won anything to hear that from a world champion that was gold afterward she met with each student individually she chatted posed for pictures signed things and uh she seemed to be just genuinely enjoying her time with the students and that made it a magical experience for them I was at the uh 4.9k RunWalk and I'm pleased to announce that I came in first out of all of the board members in attendance one of one and finally I attended a mission DNA kick uh math kickoff session so I could learn a little bit about what that's all about my big takeaway was that this is the thing that was so necessary to bridge the gap between the philosophy behind Common Core math and the implementation so the IDE aidea was we're going to give kids a variety of tools to use and then they can choose the one that you know fits their brain best um but then in implementation it became we're going to teach these kids 12 different ways to solve the same problem and they have to demonstrate Mastery on all of them you know use algorithm 2 here use algorithm 5 here and show your work so with this it just totally flips it on its head it says the students are going to come to the problem they're going to give them a real world problem and then they come up with their approach and then the students Talk Amongst each other and exchange information on which you know how they approached it which way was best which way was not and so we have so many Educators who are excited about it it's generating really good um results in the early cohorts and so being at that presentation and understanding how it works it was really easy to understand why thank you director L Wright so I don't have nearly as much to report there I was also at um the mission DNA um event Monday we were incredibly excited because the district received a grant that it's allowing us to extend um some of the professional development that has helped our elementary school um scores come up and their engagement in math significant L improve now to 6 through 12 so our 6 through 12 Math teachers are also going to be able to have access to the highquality professional development through this grant that will allow them to do an even better job of helping our kids learn what they need to know in math which I think is incredible it's been a focus um for a while and being able to actually get the additional funding for the training is great um as the Falcon Education Foundation Leen from the board I was at the Falcon Education Foundation meeting last night um they will be very very soon announcing this called the um Min grant winners those minig grant winners will receive their recognition I believe at the December meeting um and the Falcon Ed Foundation I believe we also now officially have the date of April 11th for our event um so please make sure you set that aside to help support the Falcon Ed Foundation which provides scholarships to seniors as well as many grants to Innovative projects teachers have to help improve student learning it'll be um a great opportunity to see some of those Amazing Ideas coming from our Educators at the December meeting when we present those Awards and then also when we recognize seniors at the end of the year and you can help us by supporting our event um and Falcon High has Homecoming this week so they've been crazy with homecoming events the Falcon Zone parade to support that was last weekend it tied into community events as well and um there were people who aren't necessarily even related to Falcon Zone who ended up attending and enjoying and posting all kinds of positive things about our our school and our community on Facebook afterwards as their children got to inter interact with all of the student groups that were um performing in the parade so it I'm looking forward to that tradition continuing as well and hopefully teachers will get a really good night's rest because most of them should be ending their parent teacher conferences in about five minutes thank you director devola all right so October is a ve very busy time of year for educators uh read plans for Elementary report cards parent teacher conferences um doing first reporting on scores and it's a very busy time of year so I want to thank every teacher for what you do for our students and our parents and I also want to mention that this is the time of year when surrounding school districts become very jealous of our fall break which they do not have um I'm one of those jealous people um this is the perfect time to give staff a much deserved break after the demands of finishing first quarter first quarter is actually the busiest time for uh especially for elementary level and then of course fourth quarter with graduations for high school um I also got to attend the mission DNA kickoff uh I went to the session last night uh it was very eye openening about how different we are teaching math from what we learned as children um this is a way for students to have a better understanding of math on a deeper level and at very different uh elements of of perspective um I'm also heading to the casby conference delegate Conference next weekend as the delegate and our board did an amazing job of having great discussion on what casby resolution we want to support and oppose and wise so I felt I feel very prepared to represent our district down there next weekend and I just want to thank the board as a whole for um getting into those details because it is extremely important um so thank you for that um well Lori and I also got to meet with um Brad and Paul uh to to get the ball rolling for our first superintendent evaluation so that we're a able to with their new metrics so this is the one that we had to redo the way that we do our superintendent evaluation especially with the change of the structure of the um district and this is our first opportunity to uh evaluate our superintendent and we have pinned down dates and times for when uh the board can meet in order for us to go through our evaluation process so uh again I'm very encouraged by the the accomplishments that we are doing and I continue to look forward to working together as a board thank you so much it has been a really busy time we had a great SBO meeting and what I really like is one of the initiatives that our student Board of Representatives came up with is is they came up with the idea that that they wanted to hear the voices of younger students so right now they're working on a Google doc to come up with questions and they are going to be visiting elementary schools some of the what came up in the discussion instead of just visiting one School per Zone there might be multiple schools represented um for each Zone and they are going to be listening to some of our younger students I'm I'm really kind of excited and I'm I'm anxious to hear what you hear from them both Elementary and middle school so that was a student board initiative that is now coming to fruition we also discussed they were discussing revising their bylaws which we are also as you know forming a bylaw committee to review some of our Antiquated bylaws here for the school district after the SB meeting I had my one toone with Peter and uh one thing that's kind of nice is you don't always have to agree on things meetings can get interesting but if you B discussion on mutual respect that's what it always comes back around is to some kind of understanding and that's that's really important um you know the First Amendment isn't here to protect pretty speech or nice speech or acceptable speech the first am amendment is about free speech and so you know people can disagree I was actually thinking about that a lot um I would like to clarify clarify a couple of things is uh when I recently participated in a PSA with two other board presidents this was done on our own time and we all requested that there be a disclaimer at the end of this PSA that said the we are speaking as as individuals for ourselves and we all had different reasons for being there um that we were not representing our school district or our boards and that's true of any board member there's no one board member who speaks for for the board we are a collective and we need a quorum of three to get anything passed and so today is kind of interesting you guys may remember when I spent my anniversary here at a school board meeting I would like to wish my mother a happy and blessed 89th birthday I recently took a trip with my mother and I am so blessed to still have my mother and so last night I went over and made her a wonderful dinner because I told her I could wouldn't take her out on the 10th so I just want to say happy birthday Mom I love you I would also encourage anyone who's interested to look at Proverbs 10:12 so I took a vacation with my mother and then uh yesterday we we attended the escat meeting and then I came back for Mission DNA and now I'm on to administrative updates and I am yielding my time because we have a special guest tonight Mr Steve Durham from the State Board of Education wanted to come down and speak to our district so I am yielding my time to Mr Steve Durham thank you madam president and members of the board and Mr superintendent U it's an honor to be here tonight and I would observe that you have a larger crowd here today than we had at the State Board of Education meeting all day so which is appropriate since you all have the direct Authority for Quality education I would like to digress and just make a quick remark to Nicholas um Nicholas I've been in this business of politics for about 50 years and that's just about the best voice I've ever heard the only person that I remember that that had a better one served two terms as the United States Senate uh Bill Armstrong he could command an audience like no one else that I've ever seen and so I encourage you to study hard and put that god-given talent to uh to good positive use uh returning to what I hoped to talk about a little bit uh is I'm really here to thank this board and the administration and staff of the school district for their focus on positive education outcomes the um the Falcon school district has made great progress and uh in the most recent uh performance ratings uh this District ranked 71st and I thought I thought when I looked at that well there must be something in error because I know this is a high performing district and and you all I want to thank you for the second thing which is what you're doing for the 6,000 students that are that are attending goal Academy because if you exclude those students from your ratings you actually get into the low 50s in ratings which is the upper one-third of all Colorado school districts and you do even better than that when you consider that many of those districts that rank above you are very small districts they're very small rural districts and when you compare to uh large uh large urban districts uh the number I looked at today showed that you ranked above jeers County which is the second largest school district in the state so I just want to thank you for the work and your accomplishments in per in improving your academic performance and for the important service that you provide by authorizing uh an online a multi-district online school that serves the children of 6,000 Colorado taxpayers it is important to keep alternative and and evolving forms of Education alive and supported in this state it takes courage to do so um but I you all have that and I appreciate U I appreciate what you've done in that regard just finally let me say that um um next month will be 50 years that I was first elected to public office in this state and I can tell you that it was a lot easier then than it is now so I recognize what all of the members of this board go through and what you what you have to do and put up with and navigate to do your job appropriately and in the best interest of the students that that uh for whom you are responsible for their care um academic performance and a laser focus on improving academic performance is the most important thing you could give those children I than thank you for your efforts and it's been an honor to u to represent you on the State Board of Education for the past 10 years so thank you very [Applause] much so Mr Durham had his own meeting and he made an effort to get down here to share that about District 49 and we are very honored and we really appreciate you coming so and uh for the last bit of the admin update I just wanted to um thank Brian and Teresa for all the work they've had to do in their Zone with the loss of two of our students the loss of a child shakes the foundations of a community and to have your teams available and everything that you've had available in your schools I just wanted to let you know that we really appreciate you we've been praying for you and um it's a sad time for School District 49 so thank you okay director Schmidt I'm gon to ask first of all I have two minutes and 30 seconds here if I could just get through this that would be great Oh I thought because we were going to do two minutes the first round one minute the second round so there's actually three anyway well it would be kind of cut up okay so do you want to merge your your first and your second round together great perfect okay thank you go ahead and give her three if someone wants to car cause harm they will find a way metal detectors won't stop them back in 2014 a dear colleague letter was written advising school districts that they could be found in violation of the Civil Rights Act if students of different groups were disciplined at different different rates based on the letter the Department of Education opened investigations that compelled hundreds of school districts to change their school discipline policy IES d49 was one of them also based on the letter the Parkland promise program was born promise was a disciplinary program intended to decrease student arrests according to the book why Meadow died every critical point in the Parkland killer education the adults in the school system had a choice do the responsible thing and remove the troubled student from the classroom or do the easy thing and follow politically correct policies the killer had 45 police visits to his home throughout his young life the Killer's actions were swept under the rug after the shooting students told the media that the killer had committed all sorts of crimes in school without consequence as per policy Time After Time the killer was excused from his offenses almost every school shooting involves a student who was on the radar or a ticking Time Bomb but the only thing that everyone ever focuses on was the guns it is unfair for our student students and our teachers when we do not remove troubled kids from classrooms to get them the individual help that they need instead we give our valuable Educators de deescalation training and books designed to help them manage behaviors in the classrooms that's just not fair the dear colleague letter was feder federally rescinded in 2018 and it is my understanding I may be wrong but that a local school districts and Boards can return to their traditional authority to set discipline policy I think it is a mistake to offer metal detectors without revisiting the policies and programs that we have been using for many years for over a decade America has been told that buttering seal anti-bullying policies and disciplin policies motivated by social justice over the entire student population would stop the madness but all we have had is more school shootings something is not working in my opinion metal detectors are not the answer director yeah so um we're hang on don't start your time please um I'm going to ask for for uh respect from the audience so each person can speak thank you thank you um so d49 is not just turning a blind eye or being soft on students who are um having behavior issues as board members we have information about students who have been expelled um and so we know that these things are are are being taken seriously we have an outstanding Safety and Security Department they are heavily monitoring safe to tell um everything that can be done to keep our students safe is already being done and I will also say this the social emotional learning is basically creating a climate of anti-bullying that is reducing the risk of um students choosing to shoot up their schools and just for background um seel was heavily promoted by Betsy DeVos under the Trump Administration as a a solution to cut down on school shootings because the administration didn't have any appetite for gun control so let's just consider that when we think about that um so this is just giving our staff one additional tool to use in specific situations where we have a credible threat that can well it we have a threat that cannot be ruled out as not credible so we can temporar deploy these to detect any weapons coming in and the most important thing is these students are hearing when there's uh some sort of a threat and just being able to come into this school and see that we're taking this seriously and we're doing everything we can that is going to significantly improve the climate so that so that they can come in and actually learn director Li Wright I said everything I needed to say when it was a discussion item at the work session thank you director devola yeah so I've actually um I've struggled with this one because the the amount of the increase that we've had on reports of students bringing these things to our schools has increased dramatically in the last uh year um and and what's challenging about this particular issue is that uh gunfree zones actually attract criminals to as a Target uh it puts a Target on our schools when we are gunfree um that's how I personally feel about this issue however because we are a gun free school um it's important that our students are not coming through our doors with those weapons in order for them to show off to their friends or to threaten someone or to think it's cool because it's not um so this is an issue that uh kind of boils down to the fact that because we are gunfree we need to make sure that they maintain gunfree until the laws change I am totally in favor of laws changing to make to not have gun-free zones point of order on that just um we do have armed security in our buildings so specific authorized people are carrying in our school buildings currently under current policy so we're not gunfree we're authorized carrier by District yeah well I know that you guys weren't here for the last meeting and just you know we're actually not talking about the detectors we're talking about a policy governing these because as you already know your schools do not have metal detectors and if you listen to the September 25th meeting you'll learn that your schools are not going to have metal detectors out front that one set of portable ones was it was as determined by our Safety and Security team was purchased from their funds that was not an acquisition that required board approval and it's designed to be rapid implementation if they get a credible thre threat on safe to tell those can be put out at a football game at a high school at a board meeting and so just just to be clear for the audience or anyone who's watching we are not putting up metal detectors and it was not an issue that the board voted on what we are voting on tonight is the policy governing that the use of handheld wands or metal detectors so the last student board was able to weigh in a bit on that but I just wanted to make sure because I'd like to get your input but I wanted to be clear what we're actually discussing is a policy so do you guys have anything you'd like to share we'll start with Nikos if you'd like to yeah sure obviously people committing these acts of violence is something that exists that can't be Deni cannot be denied that there are people that are making the decision to take these weapons and kill people and as a student in a school whether or not it is a good school or a bad school people make bad decisions and I don't have any intent personally to want to see my friends die or die personally of course and the instatement of this I believe could be productive in that regard of course as it was stated those that wish to cause harm to others they will find their way to make harm however any measure in place especially in the presence of a a credible threat towards a particular instance of this happening I think that is positive I would personally of course be more assured okay I heard that this person's going to do this thing but I also see that there are measures in place to stop that and Beyond the actual feasibility of that stopping the threat at the very least it shows to students or adults within buildings as well because of course they matter equally that there is something being done to attempt to stop that from happening Catalina would you like to share uh first I would just like to ask when you're saying the policy the policy is saying that these um wands and um sorry metal metal detectors are able to be used at events such as like football games or could you repeat the question talking into the microphone I couldn't hear it too but it could be me as well okay cuz yeah so the policy you're uh talking about is that these metal detectors and handheld wands would be allowed at football games or when there is a threat that is arised yes if there were was was a credible threat received that someone was going to cause harm at a particular game they could set them up and have them there and then if you look into the policy if you look into bardocks you'll also talk you'll see where what what it's attached to which includes protecting students privacy now I also remember when that shooting happened and that student had been kicked out multiple times was required to wear a clear backpack and the security guard the one who was armed that day he had actually asked for a mental health evaluation and the school overrode him having been on this board for three years and having sat through many expulsion hearings I can tell you that if we have a known threat to our schools we don't give them a clear backpack and ask them to come back another point that I would like to make is I'm not going to second guess our Safety and Security team which are former members of cspd the El Paso keny sheriff's department they have consulted with the FBI and they have been on multiple trainings so it is easy for people to have opinions and it's it's valuable but I'm not going to second guess our Safety and Security team and I didn't know if our superintendent would like to weigh in on this one the reason that you develop policy is so that you have a defensible consistent approach to using a new technology or a new platform and so it it is our belief that this is a legitimate uh additional way of um defending our schools and we have signs on many of our buildings that say trained and armed Personnel are prepared to defend the students staff and guests of District 49 this is a non-lethal way to defend and and as somebody who I stood on a sidewalk outside V Ridge High School one day and an interviewer from one of our local stations says what's going on in the building they said we had a we had a bomb threat we assessed it we know that it was not credible and my son is in school right now behind me because we have great security and safety officers who took care of this threat I trust the people that we have and a policy gives our community even more reason to trust them because we can know that they will be um using this new tool in a way that's consistent and fair and prevents us from being subject to accusations of discrimination or impulsivity or any other um non-standard use and so I I strongly support this mostly because as a parent and as an educator and as superintendent I trust the good people that we have that are working to keep us safe and secure any other comments Nikos I will add one further thing kind of just in addition and relation to what was just said by Mr hiltz there this being introduced is in the introduction of these Technologies as it was said these are some that have been purchased already and are within possession of the security department and this policy from my further understanding now is simply to make sure that those already purchase Technologies are being used in the correct Manner and I think that this is something which US in the incorrect manner could be a very bad thing and this policy is simply pre preventing that which is important Catalina um I think especially being a student at um a high school and having multiple siblings also at this high school and also in elementary schools and other schooling it would make me feel a lot safer knowing that when there is a legible threat and something that could be prevented just purely by having um having um handheld wands and having the ability to be able to confirm that we have no weapons or anything within the school Not only would it make me feel safer but I can speak on behalf of the students that I know that we've had multiple days when there is a threat when half of the school does not show up and I know that if we were able to instate these um when there is a leg able threat that we would be able to see a lot more attendance and we would also at least personally at for a student like me I will feel a lot more safe knowing that not only do we have our security guards there who are armed and able to protect us but also we have implications set out to be able to uh confirm that there is no danger thank you can I get a vote please tala i h i Lite I Schmidt no Thompson I that one passes 4 to one can I get a motion for action item 7.3 I move to approve the resolution opposing recreational marijuana and the resolution supporting ballot question D2 second discussion Nikos do you guys want to look that up real quick more okay while you're looking that up let's go ahead and read that motion Marie or Jamie ly would you like to read that resolution there's two of them so I'll read them pretty quickly they're together but they're one act they're one action item but two resolutions acting as one action item all right so I'll start with sub supporting ballot question 2D whereas d49 is committed to the safety and well-being of our children and whereas Colorado ballot question D2 amends the charter of the City of Colorado Springs to add a new section 130 of article uh 15 prohibiting retail marijuana within the City of Colorado Springs and whereas this measure will enhance the safety of our children by prohibiting the operation of retail marijuana establishments within one mile of K12 schools residential child care and alcohol treatment facilities and whereas it is appropriate for the Board of Education of District 49 to partner with parents and other concerned community members to advocate in the interests of the children of our community and whereas this measure measure should would inhibit access to high potency substances which is especially risky for the Youth of our community now therefore we The District 49 board of education do hereby support ballot question D2 prohibiting the operation of retail marijuana establishments in carar Springs and we recommend that all voters in our community vote Yes on this ballot question all right and then the other ballot question is question 300 whereas the safety of the children of d49 is of Paramount concern to the d49 board of education and whereas Colorado ballot question 300 is on the ballot for the coordinated election this November and whereas voters in the City of Colorado Springs will consider the ballot question that would remove the ban on retail recreational establishments and allow medical marijuana establishments to be licensed as retail recreational marijuana establishments without increasing the cap on the number of locations and whereas this measure will not enhance the safety of our children and harm is already happening to our kids from the re ready availability of other drugs and whereas it is appropriate for the Board of Education of District 49 to partner with parents and other concerned community members to advocate in the interest of the children of our community and whereas increased access to higher potency substances is especially risky for the Youth of our community as demonstrated conclusively by medical research summarized as recreational marijuana should this ballot initiative pass d49 students will likely experience increased exposure to higher potency THC our students safety in this board's is the is this board's top priority and the science indicates that high potency THC impacts the developing brain of our youth and adolescents just a ver just a few very concerning examples of this impact according to the science is increased risk of psychotic symptoms and or psychotic disorders evidence of altered connectivity and brain Pathways IQ Point loss uncontrolled and repetitive vomiting cannabis use disorder dependence now therefore we the Board District 49 Board of Education do hereby oppose ballot question 300 and we recommend that all voters in our community vote no on this ballot question Nikos is there anything you'd like to say about this I think that the use of substances is something that should be supported to those who are of the age to legally use such things and that does not include the students of our schools so I think that the ability to restrict access that a student has to those things is important Catalina I agree with everything that was said just because I do not think that such substances should be in an area that is more optional to students to be able to get if that makes any sense director Schmidt well said both of you um I can't vote on this because I'm in the county um but I support it and to be clear you can vote on the resolution but not on the ballot measures correct yes to be clear yes that's correct director H so we heard my arguments last time out um I don't believe that this measure actually takes availability away from uh the students because uh students get a hold of substances that they shouldn't from the adults around them and the adults can just drive 30 minutes to get whatever they want but I do want to bring up new that I do live in the city and I'm noticing that there is a significant amount of spending being made on this issue so there has been texts that have been sent out to a number of our constituents uh I myself received a full page glossy um mailer um and uh I'm really interested to know where the money for all of that is coming from but I can't find out because they're not registered on the state um uh political registry Tracer so um I all I can say is you know if if I'm somebody in manitu Springs I'm very happy to have Colorado Springs uh subsidizing my um my government functions uh Marie brought up a good point last time where she talked about how she doesn't like sin taxes paying for things but I take a different view I look at it as the fact that Mar that uh recreational marijuana is already in our community that means that we have to incur costs we have to take time out to educate our students on the risks uh we have to um you know have our security staff uh take intervening when it does show up into our schools and so I think it's appropriate for the people who are making money selling those things to have to contribute to um uh the costs that we are incurring as a result of that director liia Wright said what I needed to say when it was a discussion item thank you director devola yes uh when the marijuana issue came into our city several years ago that was one of the worst things that could have happened to the City of Colorado Springs um and surrounding areas it has had detrimental effects to our entire Society way of living uh it attracted people to our our state um people with nefarious um under undertones and wanting to bring other things to our our state and I've seen a dras change with that so anything that we can do to mitigate to deplete it to uh make sure that we are putting any measures in place to uh lessen the availability of it I think is going to be an extremely um a good thing uh I would love to reverse it entirely so there we go that's where I stand it's kind of interesting a resolution is a statement and if we get a quorum on this board that just means the board stands behind this statement so it's just making a point it's saying we support this or we oppose this and and that's the purpose of a resolution is just to make a statement there are few things that that uh impact me like this one does and it's for a specific reason in that I was involved with the families of two of our students that had extremely detrimental impacts by the higher potency THC in today's recreational marijuana um and there is a link inside of the resolution in bardocks and I encourage you both to read it if you get a chance um marijuana induced psychosis marijuana induced schizophrenia The receptors are not fully developed till about the age of 25 so one young gentleman from our district was a heavy pot user and he had a mental incident and he will be on antiyoy hold she was walking around with a knife to protect herself because of extreme marijuana she wasn't a heavy user she probably took too many gummies and um it impacted two teenagers that are important to me so it's not the same weed that was around in the late '70s it's much stronger even though there are age restrictions the more prevalence of any substance the easier it is to obtain and you're correct any teenager who wants to get some will get something but I would like to say um I watched the board meeting that I wasn't at last time and one statement that I really appreciated was when director L Wright said about syntaxes I am not willing for my children to V benefit on something that would harm someone else's children so I firmly stand by this resolution if adults want to go get recreational marijuana manitu is not that far of a drive peblo is not that far of a drive we have a lot of military bases and it's still a federal VI it's still a federal law does not allow marijuana so it does impact our military bases and our civil servants so if there's no further discussion let's go ahead and take a vote any further discussion from the board Nikos yeah I'll make one last comment on this particular item less is less I think that even if these policies changing to reduce the availability even if only minimally that's still impactful because that's a human's life being greatly affected you mentioned two particular teenagers whose introduction and usage of these products at their young age age impacted them greatly and I think the reduction to save and prevent that one life even from being negatively impacted matters because that one life matters thank you oh and director H from what I heard on TV the other day the first filing will be reported on November 1st if you're interested in in the funding and so any issues campaign also has to file reports and close who's behind it no one who has done any of those PSAs was paid to do those we were asked to do them and I made sure that there was a disclaimer because I am speaking as an individual and with that could we go ahead and get a vote dvala I Hy no Lite I Schmidt I Thompson I and that passes 4 to one can I get a motion for action item 7.4 I move to approve the proposed casby resolution and direction to the board delegate second discussion and just so the student board knows these are the resolutions that we as a board chose to back and so Jamie Lynn will be taking our vote on these resolutions up to the casby conference casby will frequently take those to the state house or to the State Board of Education and we have standing resolutions that never seem to go anywhere like fully funding special education and a few other things um so we actually did something a little different and superintendent Hilt said he had never seen a board do this under Vice President devola we had a zoom meeting to discuss the one we supported and we actually obtained additional information that changed our vote on one of these resolutions entirely I mean it went from everybody was for it and then everybody was against it because of additional information so it was really a unique experience I thank Jam Lynn for asking for that is there any other discussion on the casby resolutions can I get a do we have a vote on this then yeah okay can I get a vote toala i h i laier Wright I Schmidt I Thompson I and that passes unanimously next up Miss Thompson yes may may I make a request um you're about to read a motion and I I had no involvement in writing the motion proper um but after you read it before you engage in an extensive read the original motion and if there is a second then I will I'll make a a request and if you acced to that request then somebody might move to amend the motion as as I say um so it'll challenge Lynette to type fast or write down my proposed amendment thank you can I get a motion for action item 7. five I move to approve the Energy Services performance contract second and before we have any discussion superintendent hiltz has requested to speak I I'm requesting that you um amend that Mo that motion which currently says you move to approve the the Contracting and I want to make it really clear the board's not voting on a contract because that contract's not before us yet and so what I what I request is that you move to approve superintendent superintendent hilts proceeding to contract and then you can discuss whether you want to do that or not but that that you just change the approval to approving that I proceed to contract um I'm you don't want to put this in the motion but I will tell you what I'm asking for is permission to proceed or not proceed to negotiate to evaluate the contract because we simply don't have enough information to make a hard and final commitment tonight um and it wouldn't be a good use of the board's time to come back multiple times throughout the Contracting process so I'm sure the board will reveal their preferences on this item as you have your discussion I just would request that any board member consider amending the motion to grant me approval to begin Contracting I just have a question so if we if we do get that amended motion if it should ever progress then to a contract that would come back before the board no it would not need to come back before the board because you would be uh granting me authority to act within the parameters of what you've already discussed and what we've already presented okay I move to amend the motion to approve superintendent Hill to that's a very bad wording I move to approve superintendent hilts proceeding with negotiating a Energy Service performance contract does that work a second now we need to vote on the amendment first and whether to accept the amendment can we discuss it the amend okay so we do a vote to accept the amendment discussion okay and get the timer you okay do we have any discussion he director Schmidt hang on one second here um Mr hiltz this is just regarding the amendment part of it so you're saying if it if we let you you know give you permission to that we never have a say again I am saying that you have a say immediately as you discuss here's what I'm trying to avoid to be very plain um if the board moves forward to approve this I don't want to feel like I am obligated to sign a contract if in the Contracting process we discover that it isn't in the financial interest of the district or if the financing terms are not appropriate I don't want to feel obligated by this vote to proceed with a bad contract but I want to feel permitted committed to proceed with a good contract so I am asking you to trust that the team and I will um will move forward in good faith under the direction that you're about to express via your vote now if you vote this down then the grant of authority is is irrelevant but if you move this forward as as I inferred you might from your previous discussion then I want to make sure that that approval doesn't bind me to any particular outcome director H so yeah I just want to point out before we vote too that the uh cost of we're we're talking about the IGA we are not talking about a contract for the so so we're just entering into the audit at this point which after the audit is completed then we would start looking into an Energy Services contract that you know would would outline a Project Director H that that is completely correct but even if it's a good deal even if the financing rate is small $300,000 is $300,000 right so I I want to be extremely scrupulous about moving forward and signing a contract for the IGA under your your grant of authority and this is why I was bringing that up is because we're we're we're talking specifically about the 300K it's not like because that is capped by the department of energy that they can't come back to us and say it's going to be 5 million and we've already authorized uh Peter to to go into that so um just wanted to to frame it so we understand what we're talking about here well I'm understanding it should be an all or nothing thing I mean either we we don't know the cost unless we do a $294,000 audit but it has been recommended that we don't do the audit so it seems like it's all or nothing to me I'm not sure where where you believe it's been recommended that we don't do the audit the recommendation of our direct executive director of facilities and operations is that we proceed with the audit the audit itself is a contractual relationship with Schneider so that in and of itself will require a final contract I would have to sign it and and there is a there is a possibility and it's in the it's in the board packet tonight um it's also in some of the the questions that uh Dr Fletcher provided to um mmid and and perhaps others I'm not sure who else got that okay um I didn't get them I have not seen them okay I was copied on the email um but it came maybe I just missed it in passing yeah may may have been later this afternoon I did ask last week if we could just do an audit and then have our people do the work and it was transmitted that that would be silly that would be why would you do the audit if you weren't going to do the um contracts that's that's what I got from the gentleman that were speaking about it okay so I did ask that last week you did and I I appreciate that and and I observed in our meeting last week that I asked the the the senior executive who was here from the company I said if we didn't proceed with the c saving measures then would it be worth doing the audit and she said no um which I really appreciate I appreciated that honesty and so given that that's a a potential reality I I want to make sure I I do need to proceed so if the board believes that this is a worthwhile exploration and you would like me to move forward I do need you to move this forward and I would ask you to do that but I am asking that you do it in such a way that I am not bound or obligated for example we may come back and say um our first uh our first audit was or our first kind of sampling was four schools maybe we would decide to do an audit of the five schools that we know are the oldest and have the most and we would limit the scope and therefore the cost of the audit and I might be inclined to support that um uh very bluntly not having a CFO during this season has has complicated matters and I'm I'm trying to make sure that I'm extra scrupulous that I'm not moving too fast and that I'm being very thorough about analyzing before we commit to a $300,000 invoice even if it's financed at a low rate and there's a there's a guarantee that the that the savings will cover the cost even if those things are true I still don't know whether the projects that would be identified are ones that we would choose to do and so I don't want to lock Us in prematurely so that's why I asked for the amendment this is all in the context of the discussion of the amendment if you were to move to a vote to approve the amendment then your main discussion and Main vote would be on whether you want the administrative team led by me and and by Miss Diaz and Dr Fletcher to move forward to decide what's the right negotiated arrangement for the IGA and for student boards so what this is is this is a company that's put forth a proposal where they would do an energy audit and what they're saying is that some of the Deferred maintenance at some of our buildings that they could identify ways to save money on our utility cost Energy savings ideas that should be offset by any money we spend on those projects to include interest financing and they're saying it's budget neutral and so that's what we're discussing right now is it worth spending $300,000 on an energy audit to see what we can do to save money in the long run which should offset the cost of these projects so that's but right now what we're discussing is is the amended motion of whether or not we go in with a more limited scope motion for discussion and that's whether or not we give him the authority to proceed to either contract or not contract after he's gone through a more thorough process so um can I hear just in case any other directors have questions first no other questions okay director Schmidt I just want to clarify for you guys that an audit is where like if you're Contracting for some Plumbing they will come and they will look at your plumbing situation and they will give you a quote and then you decide whether or not you're going to take that quote but you still sometimes have to pay for them to come and look at your situation okay yes SOS I will say the issue of the board at least from my perspective right now the concern seems to be that approval of this amendment to the item is that it would some it would be more taken out of their hands and put directly into uh superintendent hilts and I may be mistaken but it would it not be possible to give permission for him to go forward and attempt to uh receive those contracts and then afterwards have an item in a future meeting for you'd actually give approval of that contract once he has further information you know that is a really good question and it could also get into board go governance models and so right now it's for the authority to look at getting into this agreement we don't micromanage every decision that's made by Administration but there's certain things they bring to us to present to us and to get approval and so that was actually a really good question so it is a big one with a lot of Mone what was that it is a big one with a lot of money outlay so I think we need to really look a little harder and slow down on this we're going awfully fast well right now we're just having the discussion on the amended motion and then we can discuss the other particulars so I think we now take a vote on the amended motion okay I couldn't hear you I'm sorry you're you're voting on whether to approve the amendment yeah so we're going to take a vote to whether or not to approve the amended motion no to approve the amendment you have not amended the motion yet so we have to approve the amendment then we approve the motion as amended so we're voting to approve the amendment dalala I Hy I leier Wright I Schmidt I Thompson I now we will have a discussion on the amendment the motion amended that's amended okay discussion student board do you have anything you want to add to this one yet or you want to listen a little more it's up to you director Schmidt okay I have a lot of concerns to me this is an All or Nothing proposal um paying for an audit is not unheard of however this number seems kind of exorbitant I don't think we need cost projections that are down to the penny but reasonable ballpark figures for this project should be provided before we enter into any long-term contract we need to fully aware be fully aware of how this is being financed for 20 years or less um what we will be using for collateral and how that affects current and future cops before we approve anything I'm wondering what the definition of budget neutral is according to the American Institute for economic research new government programs often promise that their programs are budget neutral meaning that the adoption of their programs will not increase net government spending that doesn't say anything about the cost um if we Finance this at a 4% interest rate we need to know for how long and the length of time and years that it will actually take to realize that budget neutral point all contracts contain risks however long-term contracts can lock businesses into outdated service or products and there could also be invalid assumptions about equipment life escalation rates and simulations unforeseen circumstances like bankruptcy or a pandemic could change everything a lot can change in 20 years um are we going to do two rounds I can wait for the rest director Hil right so what we're talking about here is the potentially 300K um outlay for the um the the the investment grade audit so may go smaller scale um the thing that is before us that is so tantalizing about this deal is that we are looking at and Dr Fletcher correct me if I'm wrong or if I'm too far off with the number about $135 Million worth of deferred maintenance is what we're looking at here in this District so we're targeting this program as a way to decrease that number and get ahead of it so one of the things we're looking at um is uh at the three tradition high schools we have AC units on the rooftops and like hundreds of them I think um I mean there's there's a lot of them up there and at all three Schools they're getting ready to um go out of life at about the same time so if we can replace all of those with energy efficient models that will decrease our um our Energy bill then what we do is we take those savings from that energy bill and goes to pay the loans that we acquired to um to uh pay for the project in the first place so it's a huge win for us if it all works out we won't know if it can work out until the investment grade audit is done so that's what's going to really tell us what is a feasible project and what is a not feasible project so there's possibilities for us to get some huge wins without going to our taxpayers and saying we need Bond money your MLL money in order to to keep our um high school students from roasting um but we do have to assume some upfront risk because there's nothing guaranteed and so that's essentially what this IGA is you know if we go into a project then it just rolls into the project cost and then again it becomes cost neutral director Li right I think the amendment is actually because we amended the the motion it's actually giving you the flexibility to make sure all of the concerns um that director Schmidt has brought up are adequately addressed by people who actually have the expertise to do it because when we give the superintendent permission to be able to proceed in the negotiation that means then his team of people have the ability to look at it and say okay what parts what makes the most sense and do and make a decision based on their expertise the idea so we're in in favor of the idea we were looking at approving and saying yes go all the way forward at this point we're being asked give us the flexibility to instead of saying absolutely yes do the whole 300,000 to give them some flexibility to determine what will actually be the best fit for the district I think that's the smartest approach um and it's letting we can debate various slides at nauseum for the next eight months as a board we don't have the expertise to actually evaluate it at the level that it's going to need to be evaluated at superintendent hiltz has the ability to task staff who can um so from my perspective that it's the smarter way to go because it also lets him pull back it's not an absolute telling him he has to do it he can pull back if as it's further investigated it looks like it isn't something that we can invest in at this time so I think this is the smarter approach um I mean you could end up looking at something where he says well they're only going to do five schools and it's $80,000 because they're the oldest schools those are the models that they're looking at playing with and figuring out what the most appropriate approach is I'm comfortable with that because that's why we pay the experts they're the people who should be analyzing it and we've already had the the high level presentation is about what we're going to be able to analyze so director deola um I don't think I have anything you know I personally am more in favor of tasking you to proceed with discretion I see Dr Fletcher up there so I'm going to allow him to speak to things in just a moment if he'd like to I would like to have some more information for for instance when I hear the term budget neutral it kind of makes the little hairs on the back of my neck stand up because I remember the discussions years ago this is at the US Congress on um the Affordable Care Act and what they did is they said it was budget neutral and they took 10 years worth of spending and applied it to 20 years worth of income now a more accurate model would have been 20 years worth of spending and 20 years worth worth of Revenue and so that was to me smoke and mirrors budget neutral language and all I know is that my health insurance costs doubled and my deductible went up sixfold so I would like to know that if my question would be is if we tell you to proceed judiciously if you are open to concerns of the board as you're going through that process just to have you know just to have questions answered because I do think it's it's good to get more information not to micromanage you but to know that we're getting some of the concerns answered I'd certainly be the the I serve at the pleasure of the board and that means the board can direct me to report monthly or you could say at each point that you come to a decision Point provide an information item or you could ask me to brief you in our series of one-on ones that we have I'm open any of those options um what I don't want to do is have to bring back to you each successive iteration well we've we've decided not to include this school or to include that one or or we've we've excluded the LED option because we've already done all of that um now we want to include the you know the holographic superintendent option because we think that'll save money I don't want to have to bring back details and many of the things that director Schmidt brought up are valid concerns it's our job our finance team my Dr Fletcher's job along with our partners at Schneider it's our job to to give responsible answers to those questions um I also am am fully aware that um obligating the district to any kind of multi-year commitment is a really serious matter and so I want to do that very judiciously frankly if I didn't have that grant of authority um I would prefer that you not approve this I don't want to be bound to do something that I'm not yet convinced is the right move as currently described Dr Fletcher yeah I wanted to come up and uh clarify budget neutral this is different than the ACA or something like that where it's notionally budget neutral this is something where it's guaranteed budget neutral because Schnider if they make a projection and they don't meet it the place where the money that makes us whole comes from their pocket so this is different than some of the things you might read in general press about budget neutrality this is guaranteed by the state backed by the Colorado energy energy office to to be budget neutral because uh we have representative from Schneider here if they make a projection and they fall short by $10,000 um the money comes from them so it is guaranteed budget neutral so it's not notional and I appreciate you taking me my questioning the other day of how do we know they would be here in 20 years if it moved forward uh they're the number one rated in the industry we had a competitive process to look at all of the companies um if Schneider's not here in 20 years a lot of plac things won't be here so it might be a different conversation at that point so we we went with State we went with um uh world class state of state-ofthe-art kind of organization versus looking at a flyby and they're guaranteed and backed by the col government of Colorado so that means that they have to the contracts come from the state of Colorado the whole thing about enforcement in terms of budget neutrality comes from the state of Colorado so this is more than some some company coming through and say hey I can make great things happen for you just trust me and in your conversations with him you felt that there could be Merit to looking at the audit to see if they could save money within the district absolutely because here's here's the real State of Affairs you know put it out on the table what like I said before if we do nothing we still have deferred maintenance and the Deferred maintenance will escalate over time so if we're doing nothing to work against deferred maintenance we still have that bill so think about it this way what is um $300,000 in the scope of 138 million and I'll give you a little tip right here actually um of that 138 million really 70 million of that comes due next month that means you're going to be behind and it's going to grow and it's going to escalate so if we do nothing it will grow and at some point when HVAC goes down a rooftop unit that kind of thing we got to reach in our pockets real deep and grab $50,000 out at a time if it all happens in one Cascade we'll spend far more than $300,000 director devola so yes I would agree with uh um hiltz that we if we do go forward with voting on giving him that Authority that we would want to have uh regular updates and we would want to have consensus as a board of how often um or how we would get those updates so keep that in mind because I'm going to ask for a consensus after we vote on this director Schmidt oh um first of all you can hold tight for one second I think superintendent hiltz wanted to answer to that I I just wanted to suggest it there there's an existing model um and I don't mean to be cute here but we did a hundred million worth of work on fund 49 under the model that I'm proposing you didn't approve specific project you didn't approve specific contractors you didn't proove approve priorities but we did come as Bruce Brown will in another month and we updated you in the cycle and so frankly that's something I would delegate to Dr Fletcher and his team um because they'd be more expert but in comparison we had almost no discussion about whether to do that and that was a $100 million and we're having a pretty extensive discussion about whether to Grant Authority for $300,000 which is still a lot of money I don't mean to minimize it I just want to observe that the idea of trusting Administration to move forward with pretty expansive projects is not of is not out of the blue and we were very successful with $100 million okay director Schmidt I'm not sure I was aware of the million dollar hundred million dollar project um first of all as far as expertise goes um I'm kind of insulted because I do have some expertise in this area um I didn't give consent to move this forward so according to energy gov lease oh and according to energy.gov lease purchase agreements May extend as long as 15 to 20 years but they are usually shorter than 12 years and are limited by the useful life of the equipment the term should not exceed the useful life of an any upgraded system this is one of my concerns also the responsibility for operation and maintenance is an important consideration we may need to see who is responsible for funding of the maintenance of the equipment how change orders are addressed and how replacement is handled in the event of equipment failure before and after the warranty maybe there's an additional cost for the equipment itself I don't know um sometimes expensive equipment can be poorly designed or there are installation defects resulting in loss who pays for those losses these are my concerns okay also in 20 years there will probably be op obsolescence there's already stuff going down we know that we were only shown two examples allow other directors to speak on the second round okay third round please yeah and I think we're still speaking did I lose track did we vote on the amended yes yes we did okay okay thank you any other director H so just to address the um the length of it that was part of the conversation when um it came before us during a working session and so yes was it was an understanding that if we're going to go and finance um you know new AGA and they have an expected lifespan of 20 years we are required to make sure that our funding is completed before that 20-year term director leier right did you want Director D yeah I think and the phrase you're looking for is functional obsolescence because after time parts and pieces do wear out and that's why I take a lot of supplements okay um can we go ahead and get a vote on this um I ask for a third round ah student board did you I'm sorry what I asked for a third round but you can hit the student board first okay so you wanted an an additional minute okay student board do you have any other questions I don't have anything personally Catalina I don't have anything either director Schmidt thank you um again I'm feeling like this is an All or Nothing proposal any meetings I'm welcome to and you mean call me I'll be there I have a lot of concerns about this um we were shown two examples from 30,000 ft up they were not projections we we have a guarantee of Energy savings that we can spend on payments but we still don't know a projected cost and I think we need to get it down to at least a reasonable ballpark figure of a projected cost because you're going to work on this and you're going to come to us with something and we need something to say yeah that cost is fine or that cost is not fine and I would say that's the purpose of the investment grade audit we we can't know if we already knew then there would be no need for investment grade audit if we had the expertise to glean that then we probably figure out if we can do it ourselves or not so it's kind of like going to the doctor and saying I want to know the disease I have before you diagnose me and not being factious but that's the analogy that would fit right there is that for us to know these are unknowable until we actually take the Deep dive and look and get the um feedback so I do have a question this company has done projects in other districts do they not they they've done projects in other districts do they not have basic facts and figures for a school like Springs Ranch Elementary or Horizon Middle School I realize there's little differences but a ballpark figure would be helpful well that's one of the ones that I answer for you and I'm sorry you didn't get the email yet it might be U buried in there or something like but I try to make sure it was on top um it's very nuanced I mean each district has different needs so to look at one District versus another district and they also do this for um local government and things like that cities municipalities across the country so if we looked at a sample of five different districts it still wouldn't give us ground truth to what we want to do because we don't know yet until those nominative projects are there and we know what the savings is I know that we would probably have some things that would go into wanting to reduce deferred maintenance which means we may look at things that are past their useful life and to replace them but until we do the first part it's it's just going to be very much a as we said in the military a swag scientific wild guess let's leave the A out right now uh for us to do it right now so uh we could pontificate or we can let them do an investment grade audit and then we could know and then we if we go forward and also as I said in the last um um at the work session if they start to look and there's not enough meat on the bone to do anything we pay nothing so there would have to be valid work that we would want to take undertake for that to go forward Dr Fletcher I just had one quick question so if they identified things in the IGA and there was a difference of opinion between your team the facilities team and them that doesn't necessarily that doesn't obligate you if you move forward to doing the identified projects right if we got into if we got into early and we've already and believe me and that's one where um superintendent hilts has been involved in as well we have very good conversations about what we're interested in so we may pre-elimination some things for example we've already done everything that we need to do in terms of uh LED lights so they already know that's not something for them to look at um there's some other projects which we already said we may not be interested in doing so they'll have that going in so if they're finding those things that we already said we're not going to do it would be foolish of the company to say hey let's do those things that you said you didn't want to do so it means that the totality of What They're bringing back to us as usable product projects would be things that we have said that we would want to do director devola yeah um I'm unaware of this email that you had sent did you send it to the whole board or to just I um I got it uh a couple days ago I answered the questions I did not send it to the whole board but I can I still have I still have it right here oh yeah I okay cuz when I when I look at most emails that come from board members name is David Earthman I'm the RSM with raptor Technologies this is Tim brasset he is one of our uh Solutions Engineers you guys have been uh great partners with us for a long time and first of all don't adjust your your glasses or your TV I am that red we've been at uh down in Douglas County today doing a uh Emergency Management reunification jural and we were outside in the sun for three hours uh Lynette had reached out to me maybe four months ago um about our new uh tablet-based visitor management workflow which you already have visitor Management in all your schools so uh we thought we would just kind of bring it and show you what it looks like this might be really good at your board meetings excuse me I'm out of air I'm from Texas when I when I get to talking in the in the in the in the altitude I'm like can't breathe um drink water what's that drink water yeah let me have a water we don't want you to experience altitude sickness until after you're done with the presentation well would you believe I did live here briefly I used to live in Arvada but it's been been a while uh but yes we were out in the sun today uh but so in speaking with Lynette we just thought that this might be something of interest to you guys so she said hey come show it to you um so what it is it's a new tablet-based workflow and it actually works with a portable printer so it works on Wi-Fi it works on Bluetooth so these things be really ideal that you could put these out front so when you have all your visitors come in they can just sign in um it almost works like a portable kiosk so maybe you have grandparents day or you have a play or you have something you want to set something up so I mean really the most important thing at our schools right for the most U basic thing is who's in our buildings right that's we want to know that so uh I'm going to turn it over to Tim because we're we're short on time and we want to make sure that we can answer some questions when you're finished or when we are finished and uh thank you for having us oh gra my water evening everybody uh again my name is Tim brassett I'm a Solutions engineer for Raptor do not let that engineer part fool you I am retired law enforcement I've been working with raptor about three and a half years I was a recruited Raptor after my involvement in some major uh incidents that have happened at schools uh while I was in law enforcement um today as opposed to talking about emergencies and Emergency Management which you also use us for we're talking about visitors and checking in people into our schools and knowing who they are uh 49's been using this for a long time in that regard you probably seen something similar to what you're seeing on screen right now up front where uh there's a box that says Raptor on it you drop an ID in it it's a cr5400 multi-directional scanner that nobody calls it that everybody calls it the toaster uh it is a mechanical ID scanner next to it uh we have a Dao printer Doo's been around a very long time we listened to all the districts nationally that wanted us to make a change that change is nothing more than doing away with those mechanical $650 ID scanners now we're using a camera a camera inside of a an iPad uh also let's be Mac capable now let's be able to work things with Mac like a Mac School District needs that being said we're using the camera on this tablet this is an iPad in this case Android works as well for that same workflow that our front reception person was using we were required to make one change when we started moving to iPads uh away from PCS uh in the fact that we needed to come up with a better printer Doos are great they last an extremely long time sadly they are not intelligent enough to receive a print job from a tablet they're also manually hardwired it's the only way to connect them we checked and found uh printers that were capable and ran tests on them and we uh ended up with a Brother printer Brother printer for several different reasons we wanted districts to make their own decision on how they want to actually get these on their system a Wi-Fi Bluetooth USB Ethernet all those different options whereas that Dao printer USB cable only the only way to connect them uh doesn't require manufacturers labels Doo does now they took that route that kirri did years ago where they put chips inside their machines and if you're not using their manufactured labels it doesn't work that almost doubled the cost for most of our districts for purchasing labels because they had to buy them directly from Dao um these are a whole different deal it is 100 fet of label as opposed to a bunch of individual labels on a roll like doo and it just prints Cuts prints cuts that was a big win for a lot of people I don't know if any of you have checked into any of the schools and noticed when you're peeling or tearing off that label from a Dao if you do it wrong it'll pull out 3 ft of label you'll spend 10 minutes trying to get that Dio printer reconfigured so it works again this just prints and cuts also the definition of the picture is much clearer once we've checked someone into a building uh the one I have at the back of the room is as battery operated it has a battery option so it can be plugged in operate for a week what that means is if I have a tablet that has Wi-Fi connectivity and I have a printer that has a battery option we can go anywhere where and check people in actually print off labels for them at an entry point to a venue so we're going to give now that front reception person a little bit more time back because we're going to put a lot of the checking in on those people that are able to check themselves in uh we're still going to do the safe and secure though we firmly believe it's got to be safe and secure you can see on the one I have on screen I've got options for people checking into a building visitor volunteer student um staff staff member contractor they're all options that can be configured onto it what we did is we used a different piece of software for checking people in though as soon as you approach it and say your reason for being there and where you intend to go it's going to ask that question let me see the front of a government issued ID card multiple government issued ID cards including those military IDs it's going to scan the front of that ID card and it's going to pay special attention to the picture of the individual on that ID then it's going to ask you to turn it over and it's going to scan that 2D barcode on the back that is important to us we wanted to run to a government database to make sure this is not some ID somebody made on their home computer and printed it off and laminated it we want to make sure it's real so it runs to a government database with that 2D barcode and then in that final step it's going to ask to take a selfie we are using uh computer aided facial comparison not facial recognition but facial comparison software for measurements of the person pictured on that ID as well as the living breathing human standing in front of it but to verify one it's a real ID and the person standing in front of it is the same person as pictured on that ID then it goes through the regular steps it does um it's going to ask questions uh about where do you intend to go who are you going to go see you can see on screen I've got Teresa comes in she walks up to the tablet she clicks on she's going to be a visitor today it asked the question let me see the front of that government issued ID scan let me see the back of that government issued ID scan let's take a selfie to make sure you're the same person done then it runs through our database we are checking two databases one the national sex offender registry database to see if this person is listed as a national sex offender the other is uh custom alerts things that districts put in place like people that have just been flat banned for whatever reason people that shouldn't be there anymore so District reasonings um if they pass those two tests obviously it'll print off that label that the front reception person hands to them and you see the words operator assisted that's our front reception person but their really assistance is pick up the ID hand it to the person if they chose to go that route so very little involvement this has become hugely popular for schools that have really busy entry points and lines are forming this is a way to reduce those lines it is nothing more than the extension of the visitor management they're already using next one I'm showing you is kind of laughable but it's secure entry tablet which is going to look exactly the same as what you just saw they're just out side of a locked door now they're going through the same steps out there it does all of those and then once cleared notification print of a label pop them through to receive that label to move forward we do have one more option it's actually a couple options but the student self- serve Raptor has the capability of putting your tardy policy in our system so should a student show up light scanning a student ID asking the student as to reasons as to why they're late our system captures all that information uh again optional tardy slip can be printed my son was famous for this he'd go to class late where's your tardy slip I don't have one go get a tardy slip my son School District uses this next option I leave it to you to decide the real question is if we're using software to verify one it is a true and valid government issued ID card and two that is the same person that scann that true invalid ID card do you need a human to be involved in all now I have personal opinions about this coming from law enforcement that people should be involved we have districts though that have lots of districts that say you know what there are some entry points where we don't need a person involved they can go through all the scanning prints off the label they wear on their person and they are done at that point again it's an option for a district next thing I didn't really talk about yet but we have now created an App for our frequent flyers that are constantly coming in and out of our schools this app gives them the capability of improving their their their recognition through the app on the phone and then becoming a raptor passport holder which gives them the capability as they're approaching the school to state where they intend to go it already knows who they are it gives them a QR code on their own phone that they walk up and show to the tablet instant checkin very very fast uh that app is going to be responsible for a lot of different things down the road right now uh visitor safe is one of the things uh dismissal safe as well for elementary schools in Carline that app works for that as well event safe is on the horizon U the end of next month the ability for app holders to actually go and sign up even pay admission for upcoming events to retain that QR code to entry into a school basketball game football game um again I think that's going to be a big save for a lot of people Raptor passport I did want you to see the process though for that app user the one that's using their personal cell phone for us so they went down to the App Store they downloaded the app and then it asked them to go through the process it's going to look very similar it asked to see a font front of a state issued ID card and it scans it captures and then it says well let me see the back and it scans it captures now in this case this is a person um not at school they're at their own home using their own device so instead of one picture we're doing multiple pictures from different directions to make sure it is a true living breathing human the same person that's pictured on that ID and then they recognized as an app user now when I show up to the school I've done everything before I walk in the door it has a QR code that's displayed for my entry and that QR code modulates every minute and 20 seconds it morphs into a new QR code it means there's no screen capture shared with someone else it won't be good for more than a minute and 20 seconds she scanned a QR code it ran all those same checks still prints off the label which wears on a person and done down Road for us we wanted to come up with something for districts that gave them options um District 49 and others especially Mac districts were saying this is great technology you guys use but it's not Mac friendly there needs to be a change so we have now changed it it is now Mac friendly the best part about it for your front reception people that deal with our system every day all day long is nothing has changed for them any alerts or things that come up are still in the exact same format they're used to it is just different options for checking people into a building in a timely fashion reducing lines that's really it I brought a tablet that's running in my high school's uh system right now I've got a printer in the back as well um I can set it back there if anybody wanted to go check into my high school it's a fake high school by the way I don't have any real students but uh you can see what the process is personally if you choose to now I have a question would either of our student board reps like to try this out I'll person okay before we do that do you have any questions about this the only concern I have is quite trivial um and it relates particularly to my school in all of the shown footage the person is kind of reaching around the back to scan these things is there font CA camera capability as well there is originally there was not uh we did that for a very good reason because there are a lot of tablets out there that that rear-facing camera has a higher pixel rate and and better sensitivity than the front-facing one um we did a little bit more research and realized all of all of the iPads have the same pixel rate front and back we have now made an option for those that choose it from the front especially for distri districts that are physically mounting them on something so there is no access to the rear camera can be done from the front as well it's not trivial for me it's a lot easier to stand in front than it is to go back here yeah my my front desk uh operator she probably wouldn't appreciate getting punched in the face just like a just got to SC my here real quick so just I was just curious about that great feedback Catalina do you have a question um it's kind of similar to what you had just asked but it's just with the back facing camera is is there any way to also make it more of a safety feature because having someone reach across like I just I can see that becoming a safety issue because it is something so close to the person running it absolutely so we we honestly that changing it to that front facing and the millions of different types of tablet mounts that could be fixed to a wall or locked into a a secure area so they don't disappear obviously we needed that front access one the distance is right at about 6 to 7 in away so that front faceing one you're really close to it zooming in in the full scale of the ID director Schmidt um I really like the the availability for the outside a locked door thing that way they don't even get in the building in the first place so I like that a availability I also like the sex offender datab base um there's no need in letting any of them in um at board meetings how does the older public is this easier easy enough for the older public to be able to come in and sign in here they don't have to sign in advance or anything yeah and and I think that's more important than than than just that group for me on my 11th cup of coffee I can't hold still long enough in some cases to actually get a good scan um it's pretty forgiving but the reality is we call it operator assistant because there's going to be people that actually need assistance from a human so those other ways of checking people in like we've been doing for years here in District 49 still exist they can still hand their ID to the person at the front and still check them in we're just looking for a way that each location has options to get people in in a more timely fashion and reduced lines and then my last question is explain to me again how this is not facial recognition facial comparison software yeah there no facial recognition there's no storage of any of it um it is using measurements mathematical measurements of face size distribution to make sure that the pictured person on the ID is the same person standing in front but remember scanning that back 2D barcode is verifying it's actually a true and valid ID so nothing is stored nothing is stored no director H director Marie Marie Le right yeah um I did have a uh first of all I think that this is really amazing in a district I'm assuming we have I'm going to ask one question specific to schools and one specific to our board meetings um is there anything that can be added to the database like let's say someone's not a registered sex offender but they might have a restraining order they a no contact order for the kids yeah those are custom alerts they're very common you're already using them in this District Uh custom alerts for things the district is identified as reasons that it maybe it isn't a banned person but it's a notification to the person up front um we do have uh entire States like the state of Hawaii they have their own database they titled it harm to students and it's a lot more than just national sex offender registry people on that database in the state of Hawaii that is part of their custom alerting too and it's really anything under the sun they want in there um the last one I saw that really gave me pause was a gentleman showed up to pick up his son to take him to an orthodontist appointment they ran the ID and it came back with a custom alert that said Dad D who just showed up to pick up is on supervised visitation only and should not be picking up his son so those are custom alerts our our reality is 75% of the alerts we see on a daily basis aren't sex offender registry alerts they're custom alerts it's the normal stuff that happens every day yeah and you have that set up right now and then really it's about 75% of those custom alerts are typically custody type battles the rest of them are trespass um and then we see even like the the parent who comes to the football game or the basketball game and makes a scene and they just don't want them there anymore and so they can go on the back end and we can put all their information so when that person tries to come in sends an alert yeah I think that's wonderful because in the past we've even had people sign up under different names and I think this would kind of scan through that and there's also the possibility of something that may come down in the future and that's just it could also assist with ADA compliance and so I want to thank you for the demonstration and if you're okay with it I'd like our student board to check it out and see what they think with their new badges they have similar technology at the hospitals yes I went down to visit a friend and I had to show my ID and they had to print me a badge with my picture and I hope that the facial comparison works because I have to confess and this really hurts my feelings but sometimes you know I have the face recognition to open my phone and sometimes first thing in the morning it doesn't recognize me but anyway um so are you guys okay with trying that out okay and you have to show us your badges when you're done okay yeah and that's really lur that's for the the obvious if if you drop your ID out in the parking lot or lyette Le lot and I picked it up and I went in there and I tried to send it's going to look at that one of y'all's pictures and look at me and say this is not the right person it's going to send an alert to that person to to log the it we have a lot of districts that just want have simple SC idid late my son over but honestly it's anything under the sun I think that's another important thing to bring up though the licensing to use it can be used in a myriad of ways at my son's school district they have one tablet that says student party above it and it's that workflow they have another one that says student in student out and it's a single scan me I'm in the building or i' left the building he's in high school they're moving to a lot of different locations the course of the day they have another one that's staff um not the general staff that are always working at that school it's like maybe the maintenance people that that don't know where in the build them and scanning them out but the good part about it is most districts have a few tablets laying around yeah and the nice thing also is it only takes one license and you can have as many of these as you want so if you have 10 iPads at one school you could put one at every entrance we don't care you could have it at a loading dock so it it all it all works on on the same license I've got my connected Bluetooth I didn't think reach back apparently does so are there any other questions about any of this looks like now Nikos has a question yeah seeing that a a bit closer it actually brought to my mind uh one more concerned about the use of this technology my school does use a check-in system I'm not sure which one exactly but I know that we have a check-in system where we could scan a badge however alongside that capability to scan the badge we have the ability to input a student assigned pin the issue that I see possibly arising with this particularly for students checking in is I mean half the time I can't find my backpack and I feel like it is not unlikely that a student will lose their ID and at that point they just wouldn't be able to check in I don't have the option turn on when I click on student it ask me to actually scan anid didn'ts don't have ID okay yeah I just wanted to make sure cuz yeah I just it seems important smart yes oh we know that our student board ask the best questions the best that's another thing we have to overcome on a meeting by meeting basis you know I really want to thank you guys this is really thank you for having us we we appreciate it does it question oh yes ma'am so if they check in with their student ID number does it then check the person's face against the student ID picture that's on file so student ID sorry could you speak in the microphone because it's part of YouTube so if you speak to the microphone um students as well as staff it's not capturing any of that information it's not it's it's it's pulling from a database so if I my son shows up at school with his buddy's ID who never even showed up at school and scans it in it will not catch that it is not the right person because we're not scanning facial on students and [Music] staff yes I'm just saying like if if there is a way to get around a system a high schooler can find they're in school or like there's about 8 million things yeah I will neither confirm nor deny that there was a girl in my high school who had the very same name I did and unfortunately I got her in a lot of trouble anyway we are on to discussion item thank you very [Applause] much discussion item 9.2 operations performance facilities Department e okay good evening everybody my name is CJ JC and this is Daniel Payne and we are the um facility Main group managers it's kind of a mouthful so and this is our department update the moment you've all been waiting for so this is just a reminder of our facilities organizational chart and I am happy to report that for the first time in a long time all of our positions are filled so that is awesome knock on wood we don't get any resignations in the morning because that would be a bummer so um we would like to in the future eventually grow our capacity and add an additional locksmith and then um a couple other key positions to help give us like I said a little bit better capacity I think so this is the wrong slide this is the long wrong report was from April so so we're going to wing it um so the slide that's supposed to be up here is actually showing the domino effect of what happens when Transportation moved into their new facility and then the domino effect that happened um behind them so the grounds Department moved from our old facility into their or our current facility into their old facility looks like they're trying to get it pulled up here because there's some really cool pictures that I want you all to to see if you haven't seen them in the report I too would really like the board to see the the president ation that they had planned do you have it with you on your computer cuz we can get it up on screen and then and then enter it I don't have my computer with me okay I'll look for it as well because I've seen it yeah it's pretty impressive super excited about it so I was actually so so it's worth it's worth pausing a moment to see if we can catch that that technical but keep the clock running just just keep that running yeah so can you tell us who won the um who won the skid steer Rodeo CJ when you guys did that I won it by a very narrow margin so we did our second annual equipment Rodeo the first year I won all of the events and the guys um came after me with the passion and this year I only won half of the events next year I think I will lose to all of them because um sometimes the boss has got to show what's up that's right I remind them of who did their work before they got there so it was it was a good time for sure I I will but I'm not seeing it yet in our equipment Rodeo um we got creative this year we had uh nothing runs like a deer Barrel races so you had to run a John Deere tractor through the barrel barrels just like in a rodeo um so it was it was pretty fun I lost that one horribly so I hit a barrel it was it was not good but we had a good laugh so that was that I would actually like an invitation next year to come observe in my professional capacity that would be awesome we'll put you in a machine get you out there it' be great yeah there you go yeah you're going to want that tractor to run afterwards so it's a bad idea my first car was a 64 Shel with a 243 V8 engine so yes I drove I drove all my dad's tractors as a child so yeah that chel is just like a tractor but different it was probably as heavy as one Lou if you see it will you send it to Lynette if you do not see it we're GNA proceed you sent it to David okay uh can you resend again to Lynette please and then we'll we'll get it on screen copy me and I'll put it up too lyette the clock stopped just so you know yeah we had a long presentation last time I think it took us four minutes so we were hoping to do it three today but well that needs access ACC yeah she doesn't have access to the it's a Google doc Google Dot the anticipation is killing me yeah I feel like I'm doing a poor job of managing your expectations so just kind of lower them a little little bit Mission Control Mission Control while we are waiting I did have a question about the average count of work orders per employee and the color grading on that does that mean you guys get a lot more work orders than the average the national average yes so I'll read my what I was going to say so yeah so that's the performance indicator that shows the number of work ORS per technician and so we are tracking it above the top 20% of our peers which is um like grounds is tracking 38 work orders per technician above the top 20% and we're track and the maintenance is tracking 20% or 20 work orders above as well so the high number of work orders per technician shows work efficiency but also shows that we need more manpower so yeah and how is it going with filling some of those positions is it still a struggle to get the positions filled um we've we've been really lucky that um a lot of the positions or all of the positions have been filled and we've filled them with some amazing individuals so we've seen a really um uh elevated high quality U employees have applied and they've been a great addition to the team well this is wonderful to see because it shows once again at District 49 a lot of times we do more with less yes and so while we're waiting for this I just want to say I appreciate you guys I really do well we appreciate your support um through this whole process of getting Transportation their new faciliity so that we could inherit their um old facility this has been a huge morale boost to our crew um and we couldn't have done that without the support of you all and then the leadership of the district so we're very grateful very grateful do they like having a bathroom yes they they really appreciate it so yes as a board we determined that you know our employee should have access to a bathroom that it's not a porta potty yes they're like hey this this thing flushes that's amazing it's great so yeah it was a good good thing and we'll really appreciate it um when snow season comes around and it's you know cold and we're out there in the middle of the night so it'll be nice to have heated bathrooms so niik if if the student board matter a fact I should direct this to superintendent hilts it might be kind of fun to do a field trip with the SB to show them the new Transportation facility if they haven't seen it and also to show them what happened to their old space I agree I think it would be fun I I I'm not sure that the student board will all want to coordinate their schedules to it but I'll offer it because the the transportation facility in particular is is really awesome so we'll talk about that at the next let's you and I remember to talk about that at the next student board yeah I just thought if you could see some of what's happening in the district as a whole because you're involved with your school and other students are involved with their school and to get that 360 degree view of the operations of the district I think would be pretty neat it's always been a dream of mine to see a real life tractor up close so yes you know I knew that about you Nikos I had a feeling just remember people they will be ruling the world so be kind to the student board always yes CJ's good oh yeah yeah I'm known for my um dancing skills can you please demonstrate uh we cannot we cannot for us to fully understand we need a demonstration I would love to oblige you but um I've got a bad knee and my lower back um yeah it's yep no dancing in my future I think the last time I was on a dance floor was at my cousin's wedding and my my youngest cousin was like four at the time she was dancing she was adorable and I was trying to dance and my aunt came out and said you need to get off with the dance floor I said Okay that was the last time so I guess that's contrary to what I've heard because I heard that the two of you were actually a famous ballet Duo and you were able to do that the big airlift thing and everything but then in the horrible hippopotamus incident of 2012 uh ruined everything with your leg I I think everything you read on the internet uh isn't true so just just to throw see that's another thing I read on the internet that everything on the internet is true so I don't know what to believe anymore I believe that quote was from Abraham Lincoln if I remember if it's on the internet it has to be true I believe was that with the podcast with Beyonce or just on its own um that's a good question that's a good question probably the podcast yes so with a voice like yours is there a podcast in your future I mean I could but not currently I don't have any plans towards it I would love to have you come up and give our presentation because it would sound way better and while Lynette is walking up here we have notes we'll we'll turn it over to you absolutely and as a reward we'll let you drive a tractor so I think that the funds that would be depleted through the chaos that I would cause in that situation would probably be negligible compared to the cost of just saying here's a five bucks give us this presentation right we would put you in an open field where you you couldn't run into anything yeah I'd find a way okay okay if you'd like to see it go ahead and refresh your tablet while she's looking I'll just share a few seconds of what last through my knee out hang on one second have all been here this whole time despite these issues it's good we've tried to give you some entertainment so just want to let everybody know that this is the kind of professionalism that you know is endemic throughout d49 so you're very welcome thank you and just so you know ACDC is appropriate it's no plowing music just so you know yes all right it looks like we are rolling again so thank you all for that um so again like I said this is our our department update um if you could advance and then again to just to reiterate so thankfully we have everything all these positions filled and then you know in the future we would like to add some capacity by adding a few key um positions one of them them one of them being a locksmith because we currently are one deep in that area and it's amazing how many lock issues you have in a school district on a daily basis so we appreciate Mark he's a hard worker and he is running constantly so um like I was talking about this is kind of the first step in the domino effect when Transportation moved out so the grounds Department moved from their old facility to this new um beautiful facility and we moved our motivational signs over so it would feel more like home um and the guys are just um super excited to be here you can see like a stress that's kind of come off of their shoulders to be in a facility like this so super appreciative next slide please uh this is the second Domino that's fallen so the small engine shop has taken over the Bays that the bus mechanics used to have so we're currently um prepping snow plows getting ready for the upcoming winter season and it's great to be able to pull a truck all the way into a bay without having the back end hanging out um you can actually close the door behind it so it's awesome um the picture on the right is a another Bay but we're currently using it as a storage facility until we can get another cold storage uh building built and then all that equipment will go in there next slide please this is the third Domino that's um fallen so the new area was our former Small Engine equipment shop it's now been converted into a Welding and Fabrication area and as you can see there's a lot more room we can spread some projects out which has given us more capacity to do more projects in house so you can see from the old area it you know was dimly lit very congested and um the maintenance guys were thrilled to get this new larger area next slide please and this is the last Domino that's fallen so far and the new area is where the new maintenance um offices are the old area area we had to combine a workshop and an office space so as you can see we have a settling torches next to guys doing emails it it was pretty wild to be in there but um the guys made it work I'm really proud of them and the new area they are super thrilled with super efficient and um it's just been a huge benefit for everybody so next slide please and then at this point I'll turn the presentation over to Daniel all right the uh annual site inspection walks have begun the team has started inspecting every room and every school looking for future capital projects fire and safety code violations um and building maintenance concerns we have completed about a third of the schools so far with our goal to complete all of them by February and a part of this process is now the re-evaluation of the facility's master plan deficiencies list and noting completed items and keeping that list up to date slide next four slides will be um our key performance indicators this slide shows that our grounds and maintenance staff have completed over 1200 12,400 work orders in the last 12 months the amount of work orders is trending up about 300 work orders per year this performance indicator shows the number of work orders per technician we are tracking above the top 20% in grounds and maintenance grounds is tracking 30 work orders per technician per year above the top 20% of our peers and maintenance is tracking 20 work orders above the high number of work orders per technician show worker efficiency and the need to increase Manpower this graph shows the percent of corrected maintenance work orders completed in 7 days or less we are currently at 68% that's 3% higher than the median but 10% lower than our goal of 78% the high amount of work orders per technician is a major factor in this number and our last slide uh this graph shows the percent of planned maintenance work orders completed in 30 days or less we are currently tracking 84% um and this this number also the high number of work orders per technician is affects this as well and with that we'll try and answer any questions student board I don't know if you have any questions about the facilities update I don't have any questions I'm just glad that uh people no longer have to make emails next to like giant tanks of things because I mean the facilities are obviously where d49 operates from so without you guys we wouldn't be able to be a district and I think that it's great that you guys are able to actually have facilities for yourselves to be able to operate well because it is deserved thank you Catalina sorry wasn't um I would just agree with what uh Nico said because I definitely think that it shows our appreciation for you and I am glad that we've been able to show that adequately thank you I'm really glad you got new digs that that other was pretty barbaric so good for you that's got to be really good for morale AB so and you you guys need some help absolutely director a yeah I mean you guys did an absolutely great job of showing us the numbers of how much work is being done how um and it really tells a story of um you guys are short staffed and I think we really need to pay attention to that because you know if we're not completing uh plan maintenance uh at a required time then that can start cascading into um you know maintenance that uh you know is going to be a lot more costly and easily avoidable Miss Thompson may may I show the board something or pleas when have you finished your run through the board members once you finish that I'll I'll put something up on screen director LA right just as always thank you I've always appreciated you guys and it's great to kind of see as it's grown so thanks thank you director devola I always like to show my appreciation for you guys because uh I grew up in a family who did those things for a living so and my husband was a is a welder and and uh uh did snow plowing and maintenance and Landscaping and all that kinds of stuff so that's very much in our in our family history um so thank you guys for what you're doing and this is the least that we can do to to show you our appreciation by giving you a place that you can actually work out of that's safe because what you guys were working out of was not safe I was going to follow that up because you said you're now separating the metal area from the wood area and having things that are hot and Spark isn't the ideal conditions to have near Wood I I do have to say we do it responsibly have to move one project out and one project in so we have the an awesome crew very professional um so I don't want to mix up the all the stuff around like everyone's doing everything at the same time it's just trying to share the space and so this is gon to this helps tremendously with being efficient superintendent Hils yeah so what I want to share is just it's just personal kudos to these two leaders and and you all know that because of what happened with fun 49 our original plan was to build the transportation facility in three phases and there was a model where a lot of the transportation function was going to stay in its old location which would have kept them out in the the very substandard conditions where they were absolutely safe they they dealt with all of that but they shouldn't have had to in the beginning so what you're seeing on screen I'm stealing a little bit of Paul Anderson's Thunder I apologize Paul but I won't go any further into detail what you're seeing is this year's results from The Vow annual surve survey we set high water marks for both satisfaction and engagement we're we're way off the charts above the industry standard we're at that National role model standard that's great but check this out keep these two numbers in mind 8.4 and 8.2 look at the slope of those lines on screen and watch what happens when I change the employee group from all to our facility group that is an incredible Testament to the leadership standing in front of you not [Applause] only not only are they showing you a six-year trend of increasing trust and and um confidence in their leadership and satisfaction and engagement with their work but they're also setting the standard in the district for how we C how we care for our Workforce so you guys are are an amazing team you lead amazing teams and you are the backbone that all the rest of us run on so I appreciate the opportunity thank you for giving me two minutes just to praise them publicly I agree and thank you so much for hanging around and doing your presentation with all the delays it was great thank thank you what was it thank you I forgot to say one more thing um you guys probably were able to hire everyone and fill all the positions because of the facility that you're in that was a huge motivator um to have a fac facility that the guys are proud to proud to be in because we've had people that have left because of our previous facility so
