pulled by the City attorney yes Madam mayor um if if all of you would allow I'd like to pull item d uh which is the ordinance modifying the Midtown flood Phase 2 uh this uh will be coming back uh before you in February um as as an ordinance again okay perfect if there's no other changes additions or deletions to the order agend of business yeah I also want to make just one small comment um before you I placed an the city manager employment agreement and it's placed before you because it was mentioned that we would be bringing it back uh for all of you to be able to review uh it's already been fully executed and we have our manager up and running thank you very much Mr City attorney mayor yes if the council is um okay with it I'd like to move my item um 1920 uh discussion item to write before the budget amendment to allow our special guest uh Mr Eric Trump that's who's here with us to um hear his item first and and then you know mine would be right before the budget members I'm here today to support the Trump organization's development having just served on the city's con IAL Charter review commission I understood that Dural was founded to become the Coral Gables of West Miami Dade County as a former County Commissioner I also was very well aware of that the Trump project as conceived by the president and Eric Trump paying Exquisite attention to every detail the angle of the Sun the reflections the views the environment and then to have this magnificent project designed by Mario Andrew and Peter will be a catalyst for that earlier today watching our very good friend Pam bondi's confirmation hearing I was struck by a comment made by a Democrat Senator giving her a Stern warning to not become the Roy con to president Trump well I worked for Roy con as a law student and as a young lawyer and proudly represented the president in what was the first deployment of an air rights exemption allowing big beautiful buildings to be constructed Skyward in the first case ever it was a big beautiful bold Hiatt Hotel sitting High Above Grand Central State spurring the westward Renaissance of the blighted 42nd Street Times Square area the formula was used many times from River to River by the Trump organization building unique big beautiful Marquee buildings in Manhattan the project in Dural will be a similar example as many of you know I've brought a lawsuit against the operator of the incinerator that caught fire in Octo in February of 2023 and spewed carcinogens into the air across our city county mayor lav Cava campaigned for reelection on never allowing the incinerator to be rebuilt in dur then did a 180 degree and after winning quickly citing d as the only logical choice for rebuilding Eric Trump stepped in and the item has been deferred at the county for now thank you very much Mr Trump phenomenal my team and I have spent almost a million dollars proving that carcinogens and toxins fell on us for almost 3 months all we have asked Co granted to do is be a good neighbor and clean the affected areas and pay for DNA testing for residents and those who work in D getting a clean bill of health or having a prevention or treatment regime designed for them Kant has blamed the victims for living or working here saying any damages are somehow our own faults and should have been expected not good neighbors like the Trump organization is a very good neighbor so as you approve every aspect of this big beautiful project please please do not let kovana or mayor LaVine Cava off the hook kovana must pay to fix what they have done to us what they broke the plant must never be rebuilt and preferably the dump landfill closed forever otherwise how can we expect responsible developers of unique properties like this one before you this evening to be built until remediation quickly takes place thank you very much and again congratulations on everyone's election fantastic Council thank you thank you Mr Kaplan anyone city's Land Development code providing for incorporation of recital and providing for an effective date Madame mayor I believe that everybody the all the Trump items correct that be my next comment if we could please read in also the to the record 20j and 20K since they all have to do with the same topic we're going to take them all up at the same time but I believe we do have to take individual for items A J and K public hearing is now open again we are taking public hearing for items 20 A J and K also known as 25-5 998 24577 4 and 25- 6003 if anyone would like to speak on these items now I uh and also does not affect my decision okay Madam clerk we're ready to hear from our presentations which I believe we'll start with staff Michelle Madam mayor members of the city council Michelle Lopez with the cordino group Planning and Zoning director the applicant Trump Endeavor 12 is proposing in a development located at 4400 Northwest 87th Avenue approximately 56.4 Acres the requests before you this evening are three the first is second reading over the resoning from multif family residential and industrial commercial to downtown mixed use second reading of that item the second item requested this evening is second reading of the master development agreement which includes details uh related to the project zoning specifications zoning infrastructure Transit and improvements development phasing and schedule established uh deadlines levels of service and concurrency the third item before you this evening is the site plan approval uh the site plan is going to request uh residential dwelling units totaling 1,498 uh the site plan also seeks to approve 400 Hotel units and just under 142,000 square ft of commercial space a brief history on the project um the future land use map Amendment and straight transmitt started on August 22nd August 8th 2022 there was a zoning Workshop held for the dmu land use Amendment and in October of that same year it was considered by the local planning agency and then first reading by the city council was approved on October 26th as well transmitt was sent to the state in accordance to Florida statute and then the item came back for second reading on September 27th 2023 on October 4th of that year the transmittal was then retransmitted to the state and the land use item was approved by both the city and the state the resoning and the site plan applications came were applied for on uh uh I'm sorry in 2023 as well and on June 27 2024 planning and zoning department conducted a zoning workshop for the rezoning of the site plan applications there was uh no residents that contested the project at the time uh on August 14th 2024 the resoning application was considered by the city's local planning agency and also by the city council uh on December 26 2024 the master development agreement first reading Was Heard by the city council and then before you this evening as previously stated the council will uh consider second reading of the rezoning second reading of the master development agreement and the site plan consideration the site is currently used as a golf course with a future land use designation of downtown mixed use and Zoning of multif family residential and industrial commercial there is an overlay of urban Central business district um and is surrounded by a variety of uses including uh private park to the north uh downtown mixed use to the South business Community mixed use and downtown mixed use to the East and a private park to the West these surrounding zoning districts uh include uh uh General use industrial commercial downtown mixed use industrial commercial and general use on the screen you'll see existing views of the of the area um there's a Northwest view from the intersection of Dural Boulevard and Northwest 87th Avenue an isometric area of the entire property a view of the of the west side of the property along Dural Boulevard which is Northwest 41st Street and a view of the north uh along Galloway which is 87th Avenue the change in the map uh for your zoning designation is uh existing to on the left side of the screen is the multif family district and the industrial commercial district and then to the right of the screen is the dmu so you can see that how that's going to affect your Maps moving forward the intent and purpose of the downtown mixed use is to provide for horizontal and vertical integration of urban oriented uses um the district is to promote plan development of large mixed use projects in downtown Durell by allowing a greater freedom of design improving the opportunity for flexibility C creativity and Innovation uh and limiting the expenditure of public funds and achieving the intent of land use regulations in exchange for the provision by the developer of substantial Community Development uh Beyond The increased tax base and employment and through this project the applicant is uh meeting the intent permitted uses in the dmu allow for business retail office and residential the mixture of uses is a requirement by the district hotel and Hospitality uses are allowed as part of the commercial mix um and the development plans and Community connectivity plans for the dmu sites shall identify strategic locations where vertical mixed use shall occur to facilitate multimodal options at these locations retail service businesses are encouraged to be located on the ground floor with office and residential uses above which this project does also meet that intent for the benefit of the community prohibited uses in the dmu include big box retail industrial uses adult entertainment um funeral homes laundry dry cleaning motor vehicle repair motor vehicle service center pawn shops and veterinary clinics the second item under consideration is the master development agreement pursuing to city code section 6856 upon application for rezoning to the dmu district the applicant shall provide a master development agreement uh the agreement shall contain address and the following information when applicable and I touched on these very briefly in the beginning um but first is the project location legal description description summarizing information um contained in the division the second are zoning specifications we which we'll talk about in a minute um detailed description of community benefit features and public art which the applicant uh has agreed to comply with um description and specifications for roadway and Transit improvements which again the applicant has agreed to comply with uh project phasing commencement uh deadlines Etc a technical statement showing the city's uh public facility level of service are being met uh and or exceeded by the project and of course our city concurrency and County concurrency which we have all approvals from the requisite applicable agencies such as the school district uh Miami D fire uh Miami dat Aviation Department FAA and uh Miami D durm third item before you this evening is the site plan so the project is being referred to as Dural International Towers again it uh results in 1,498 residential units the proposed density is 26.5 units per acre with creative Excellence incorporated into design which I'll speak to in a minute 470 Hotel units and just under 142,000 of commercial space the development standards required by the dmu um are provided for in this chart and what you'll see as you as you kind of go through the chart is the applicant will exceed the minimum standard like in landscaping for example uh uh they far exceed uh what our standards require in parking they exceed what our standards require um the setbacks exceed what our parking uh what our standards require and so what they've done is uh taken very careful consider iation into the design to ensure that the result is an excellent project for the city so through creative Excellence your code allows for an additional 10 units per acre dmu allows for 25 with creative Excellence an applicant can theoretically go up to uh 30 units per acre through this development program the applicant is only asking for 1.5 units per acre in addition to the so the net will result in 26.5 units per acre and so their project speaks um their their design speaks to uh the code requirements for urbanism scale connections and context and design Excellence so for example under the urbanism category there's a mixture of uses which with unique design including residential commercial and Resort uses the streets are have walkable edges along Northwest 36 Street and Northwest 87th Avenue to include wide pedestrian friendly sidewalks and a river walk plazas shaded walkways and connection to bike path which provide for a passive and active recreational opportunity living and recreational activities include golf Spa restaurants lounges shopping gyms and pools and the project will expand the longtime established resort with new buildings and active uses accessible to all residents the second criteria under the creative excellent standards is scale connections and context integration and enhancement to vehicular bicycle and P pedestrian connections public transportation enhancements which include Transit and or trolley shelters and scale of development is consistent with other built projects within the dmu district and uh if you look outside of our building at City Hall you'll see uh various buildings of the same height and so that compatibility already exists the third criteria under the design excellence standards is design Excellence or creative Excellence is design Excellence design incorporates a mixture of materials such as concrete glass and steel and stone that are sustainable in South Florida's Urban environment and our climate new buildings will be gold lead certified the project will comply with the city's art program Lush Landscaping will surround public Street edges internal drives and open spaces and all retail uses will front and activate either a public Street or a pedestrian prominade to discuss traffic I will invite my colleagues from public works oh there you are good afternoon mayor and council members U my name is Edna siil I'm the transportation manager for public works so we're going to be discussing some of the traffic improvements that we revised through the traffic study and um these were in agreement with also Miami day County since both roadways within the project are do belong to Miami County so we just provided a graphic on some of the the offsite what we call improvements that were approved um so I'm going to start what we say the west side so on this side of of of the image which is a median opening that currently is shared with AT&T building um the the development is proposing to modify it so that their driveway that's on the north does not allow vehicles to turn left into 36th Street so it's going to be restricted so we don't have that issue with traffic there um then the next one is there it's going to be one of their driveways they are proposing a right turn deceleration Lane so that adds capacity to the road because now the traffic is going into that lane and for the the next intersection which I believe is 9,300 block um they're going to be adding also a right turn lane for their driveway then now we go to the median share with uh to go into the CVS they're proposing to close the median and it provides uh additional capacity for the left turn the eastbound left turn on 36th Street and 87th Avenue to be able to be extended so we have additional storage for the vehicles um also for their driveway on the north um they're proposing again a right turn lane so the traffic is taken off the roadway into their driveway um and now for 87 and 36 Street there going to be some modifications for instance uh when you're going Southbound on 87 they're going to be the project is going to be adding um a southbound right turn lane an exclusive right turn lane and also they're proposing to install High emphasis crosswalk on every leg of the intersection to ensure pedestrian safety and also we've agreed with with the developer on for them to install bus shelters along the Boulevard and um 87 Avenue and now along 87th Avenue the median that's just um north of uh 36th street they're proposing to close this median to be able to provide additional storage for um the left turns on 36 and on 41st Street on the north um and also on the next signal which is the main entrance to to the development in addition to extending the left turn lane they're proposing to install a southbound right turn lane for for this intersection and now uh we go to the north side of 87th Avenue um their driveways are going to be adding exclusive right turn lanes and the median opening that's just on the North they're going to be adding a Northbound left turn into their driveway so we don't have vehicles just stopping in the middle of 87th Avenue to try to make a a right turn a left turn or making a U-turn um as for the signal on 41st and 87th which is the main entrance we've we've provided some conditions on the app on our traffic approval that prior to the building department providing them with a 50% certificate of occupancy um we hold the right if we do see that there's an issue with traffic requesting for the developer to perform an additional analysis because traffic patterns do change to make sure that if there's any issues in the traffic signal because of the current operations it gets mitigated so we don't encounter problems in the future um another thing the applicant did agree because they are modifying all these traffic signals with um signal timing operations that um it we're requiring them to coordinate with Miami day County because the traffic signals do belong to Miami day County they have jurisdiction but they have to coordinate to make sure that what they're proposing does get implemented um so it doesn't cause any issues once the project is open here again is the the condition that we set in their approval and then we just provided Miami day County Traffic Division did provide approval for all these offsite improvements as well and the highway division as well thank you so with that staff recommends that the mayor and Council approve the following requests for the property generally located on the northwest corner of Northwest 87th Avenue and Northwest 36 Street uh second reading of the resoning from multif family residential and industrial commercial to downtown MDU for 56.4 Acres second reading of the master development agreement and the site plan thank you than you thank you very much thank you staff now I believe that the applicant has a brief presentation good evening uh Madame mayor council members Felix larte with offices at 3250 Northeast First Avenue um I'm here on behalf of trump Endeavor 12 LLC the owners of the uh Trump Dural uh Resort um yeah that was a tough act to follow they they did a very thorough uh presentation so I'm not going to belabor this with a with an even longer presentation but they they did a great job I think staff has uh worked with us tremendously well over the last few years to get this done but I do want to um lay some things on on the record and I also want to introduce our team of Consultants and and our principles that are here that came out uh to hear the application tonight you know first and foremost uh The Architects have we been working with uh Mario Pasqual and Peter and Andrew um from PPK who have been here for the last four years working with us and with your staff on this they're here tonight um Lauren brassett and and Victor Herrera from BCC engineering who have worked with your traffic department in particular to deal with all the traffic impacts that this project have they're here and then you know from the Trump organization Mike Vergara um who has worked with me on this project hand inand and uh Miguel Dort who is the general manager of the hotel who is uh always willing to accommodate my last minute meetings at the hotel to uh try to figure out you know what it is that we we need to do in order to move this item forward and you know Eric Trump who is the person who runs the Trump organization and hired me over four years ago to uh study what could be done on this project and really has had a lot of the patience and guidance to create the project that that is before you tonight hopefully um for final approval um you know in terms of the the chronology of events your staff went through a very uh detailed uh analysis of of what occurred um this project you know when we was through first presented here um none of you were on this de and the first time we came before you uh before the city council was on October of the Year 21 is when the uh that approval uh for the first reading of the uh of the land use amendment was done that application had um 2200 units um during that time that number has been reduced by over 711 units um to what we have today which is the 1495 so there's been a substantial reduction in the number of units and the product that we're uh trying to do has even changed because we believe that a luxury product um in this development um is going to serve the golf course better it's going to create even more members ship and it's going to bring even more um exclusivity for that property and uh you know that I think was a result of all the uh hard work that we put into with your staff and and we know with some of you to really reink what exactly it is that uh that we were going to do here so I think this is a much less intense project and a much more luxury oriented project than we even thought with um you you know this application has been reviewed by numerous agencies so you know when you approve it hopefully tonight um this has been reviewed by Miami D County durm Miami D County Fire it's been reviewed by the Department of Community Affairs the Department of Economic Opportunity in the state um you've had uh various um agencies you've had not only your city's uh uh planning and trans trans department look at it your transportation department but the county has evaluated the traffic impacts of this application as well the school board has reviewed the application as well and every single agency has said that we meet concurrency and that this application could go forward we've had the FAA review the application we've had the Mia review the application and said that this application go could go forward and the reason I say this is because I think it's important to know that this is a a large application but this is something that we took seriously and every single thing has been reviewed every ey was dotted and every te was crossed so what's being approved here is going to be something that I think you're you're all going to be proud of you know the application um has not only um I think uh a positive uh impact economically but I think socially I think the this particular golf course in this particular Resort serves a a an amazing social purpose in in the city of Dural and I think this application will enhance that in terms of financial impact this is for the city of Dural you're looking at probably once we have full buildout about a $6 million annual contribution you know in adorm tax dollars just to the city of Dural there's going to be another $1 million that's going to be paid to Miami Dade County on an annual basis when these condos are are sold and and closed so it's a significant amount of money that's coming here but socially you know I think that Resort brings in um the community together I think when people want to have special events when people want to host um you know the various states of the cities have been hosted there um you know Fourth of July fireworks you know it that's that Resort is uh is like a like a home to to Dural and we take our responsibility seriously and I could tell you from talking to the neighbors that live there I don't think that there that that that it's ever been run better than where we're running it right now this Resort is one of the best in the country it's on par with the Top Golf Resorts in the world and we believe that it you know it forms part of uh of your community I have we have plenty of uh answers in terms of any questions that you may have with uh with traffic or with uh design um you've seen you know the the buildings I'm not going to go out and play a PowerPoint for you you've seen the design um many times before um this has been at least before most of you this is probably the fourth or fifth time that I come before you um for various approvals so I'm going to conclude my uh my presentation and hopefully uh you know you would have any questions I'm here to answer them or my team is here to answer them thank you very much thank you Mr narte all right we'll take questions from the council if there's any does anybody like to start any questions I have a quick question yes um I just want to confirm there's no changes currently to the golf courses right the golf courses will be uh unimpacted yeah there's not one blade of grass that's being touched on any of the four golf courses that we have or the driving range I think it's important to try and preserve the Green Space um D is known as a golf Community too and I think it's what makes us so special and and um and unique and South Florida you know we're seeing less and less of that and so for me it's really important to make sure that we are preserving the golf course I know you guys did do a conservation easement on the blue monster and we look forward to continuing to work to preserve uh those green spaces moving forward I think there was some concern from residents who maybe didn't understand that uh this is a development that's taking place off of 87th Avenue 45 First Street and many thought maybe the golf courses were impacted so I just wanted to make sure it was on the record that the golf courses are not being impacted uh through this development I also want to just um take an opportunity to thank the applicant for their willingness to work with us um I know that there was an a dramatic decrease to the density that was important to us um it was important to me to make sure that there was an understanding of the quality of life that we uh want to set and a standard that we want to set for our res res it's inevitable to have um growth um in our community especially a city like dado that is really it's in its young stages um but I think more so importantly for us is that there's responsible growth and quality growth um and so I do think that this is a product that will Elevate the the the standards of D um I I think that um you all have really proven that you're here for providing you know a a quality product to Dr um and it's not just a uh you know an a quick build and run um obviously there's a lot of investment and care for this project and this property by the family um and the organization and um and I again I wanted to thank you all for really being patient and working with us to improve the portions of this project that were um of a concern which is obviously traffic and um and quality of life and I think that we have gotten to a point where um we've met in the middle on that um and I think that's the best that we can ask for and our job is to protect that uh that growth in our community so um I I will be supportive of the project for those reasons and I think we've had several conversations about the concerns and I'm confident that with the work that we've done with our experts as well as your team of experts we've reached a point that um doesn't impede your rights as as land owners um but also takes into consideration what's important to our city so thank you for for that because we know that it was all um on a voluntary basis thank you all right councilman Beno thank you mayor I I also want to Echo what the mayor just mentioned uh first of all I want to thank you Mr larti because since we have been working on this we have been back and forth yeah several conversations I also want to thank the applicant and and your team uh certainly is not a secret what my position has been and uh in the previous conversations but I I want to leave on the record that uh I appreciate the fact that you have been listening to to my concerns uh I believe as the mayor said my main concern at the beginning when I started was uh the the number of units and I'm glad that we were able to work that out with you and and the administration I I also um one another my main concerns was traffic by listening to the residents and as a d resident as well that was my main concern and I'm glad since that since the last conversation that we had a lot of the traffic concerns have been uh certified and that's why I also want to things the planning and sonning Department because I know you guys have been working it's true everybody public works too but it has been a a team work effort and I want to thank you for that uh and I also want to thanks the applicant for joining our cost to fight and make sure that the waste to energy facility is not built in the city of Dalal anymore so having said that I just want to say that thank you because we have made a lot of progress and since the last time that I voted for for these items we have been discussing this back and forth and and I want to thank you because a lot of the main concerns when it comes to traffic I believe it has been it has been certified and and I look forward to to continue the work with you and the organization thank you thank you very much I have some comments thank you I also want to thank Mr larte um Mr Trump and the entire team our staff um that worked on this project I think I think it's important to note that um you know this project really does exceed required City standards it includes enhancements to public transportation sidewalks bus shelters um traffic improvements it's compatible really with the designs and character of our city and as you mentioned Mr larte has been reviewed by and approved by all the appropriate agencies and truly it adds value to our city so um and something that's very important as well is that our staff recommends the approval and I will be uh supportive as I have been consistently the past two times I voted for it thank you thank you thank you very much it would be appropriate at this time to make a motion um we're going to take one up to Industrial and the second is a rezoning from commercial Corridor to industrial commercial and so the part the address is actually divided by two folios the F the property to the east has inconsistent land use and Zoning with the goals of the development program but the portion to the West has the uh requisite land use and zoning and so we're not dealing with that portion the applicant is surrounded by Industrial future land use to the Northeast and West and Zoning districts to the Northeast and West are also industrial commercial and the zoning District to the South is uh commercial Corridor and so the request is very much compatible with the surrounding neighborhood both requests on your screen you'll see an isometric view of the property and also A View From the axis road on the east side of the property should the land use Amendment be approved um the map to the left is the existing business classification and the map to the right would be the proposed modification to Industrial so the business land use designation which currently is encumbered by the property uh is to accommodate a full range of sales service activities including retail wholesale personal and professional Services commercial professional offices hotels motels hospitals theaters medical buildings nursing homes entertainment and cultural facilities um amusement and commercial recreation the industrial district which is what the applicant is seeking allows for industry manufacturing operations warehouses mini warehouses Office Buildings Flex space showrooms um distribution storage building areas distribution centers merchandise Marts Etc when you look at the uh development requirements under the land use category uh such as Building height landscaping and floor area ratio they're very similar to one another with the exception that the building height in the business future land use designation can go up to six stories whereas the building height in the industrial district um is limited to the width of the public right away fronting the subject property so you're actually going to result in lower buildings uh and lower intensities from a zoning aspect uh to the left of your screen you'll see the existing uh commercial Corridor district and then to the right the map change uh that would be effectuated through an approval would be to industrial commercial so in zoning you have three criteria adopted through your code the first is whether the request is Justified uh by changed or changing conditions and so the commercial Cor coridor zoning actually predates the city's incorporation in uh 2003 and as population and businesses and Industry have continued to grow throughout the city the demand for retail and Industrial spaces will continue to expand the industrial commercial zoning district will provide for uses with commercial and Industrial nature and that are in close proximity to Major roadways which is where you want the heavier intense uses the second criteria is whether adequate s already exist for the requested District use uh industrial commercial zoning is uh currently 99.2% of the city's entire zoning District um classification and as such a a resoning to industrial commercial would increase that availability of industrial land uh furthering the support of the city's initiative to preserve and protect industrial lands and prevent their conversion to non industrial type uses ultimately safeguarding the economic base for the city the third criteria is whether specific requirements of the Land Development code are adequate to ensure compatibility with ad joining properties as required by the comprehensive plan the request is compatible with the surrounding area as I indicated while we were looking at the subject area and the surrounding uh sides so on three sides of the site uh the zoning is uh compatible with industrial commercial and it accommodates commercial and Industrial uses and with that staff recommends that the mayor and Council approve the request for a future land use map Amendment from business to Industrial and the request for rezoning from commercial Corridor to adjusting council member salaries to 30% less than the mayor's current salary and to Cap all future increases in the same and this amendment is resulted in establishing an annual salary for the mayor of 8,690 and 56483 for Council Members currently the city council receives an extra compensation which is in addition to the salaries of $2,500 a month in the form of a stipend totaling um an expenditure of $150,000 a year the in an effort to promote honesty fiscal responsibility and also to avoid confusion as to the council's a exact compensation I'm proposing to eliminate the the council's monthly stipend of $2,500 which again serves as an extra compensation in addition to salaries and um more importantly I think this additional uh the removal or elimination of this additional compensation will truly support the spirit and true intent of Voters when they voted to increase salaries for the council and I ask for my colleagues support thank you okay thank you very much vice mayor poras I think this is a great initiative great idea I think that now with the budget amendment that will be taking up next and second reading coming up on uh the following Monday uh not this and council members Madame clerk Madam city manager City attorney my name is Miss solino pz Finance director the fiscal year 2024 2025 proposed budget amendment is needed to fund various projects and unforeseen increases in expenses for the fiscal year 2025 budget the following items are addressed in this amendment funding changes to Mayor and council member salaries as a result of the charter change approved on November 5th a transfer out to the capital Improvement fund to fund third floor Renovations Project funding to the clerical aid2 position in the city manager's office funding for additional positions in the mayor's office updates to other current charges account in the general government Department to include funding for the Dural International Art Festival and vet info as well as the removal of funding for dor cam a detailed summary of the line items amended is provided an exhibit 8 in the attachment to this ordinance the changes in the fiscal year 2025 general fund budget has a zero net effect on in on expenditures as the increases were funded from contingent Reserve account in general government the changes in the 2025 Capital Improvement fund budget has a 5 100,000 increase in expenditures funded by a transfer from general fund we respectfully request that the mayor and city council authorize and approve the amendment to the general fund and the capital Improvement fund for fiscal year 2025 thank you thank you very much so all right um we have this item I don't know if there's any other additional comments I do have one I have I have some comments okay go ahead okay so I I have a concern um well first of all we just deferred the item my item to um remove $150,000 from the city budget and we're increasing the mayor's budget with three new positions one that was previously funded unfunded and now with two additional ones which are going to be over $250,000 are those positions specifically and strictly working solely with the mayor's office is that a question that's a question yeah or whoever would can answer that so the positions will come back from come back to us um we're really right now just creating headcount and allocating funds the positions will come back at the um January 27th council meeting and there will be a descriptive uh a description there of each each position and what they'll do and how they report my second question is the deferral that just happened was that indefinite or was that two that meeting I think that each of us are going to review and um and consider and it'll it'll come back when we're when we're ready I I do plan to possibly bring it back um at the next council meeting I would say um for all of us to consider if you know now that we're doing budget revision maybe transferring that stien if it is something that you know you are open to looking at into possibly helping the council members have an additional role as well in addition to these um three new positions under the mayor's office and again I don't know exactly where they're going to be fitted but you know an idea that could really also help the me the council members to also um help support those things so thank you for the letting you know that okay if there's no other questions I do have one clarification I want to make sure that the um funds that are being reallocated from the d uh Contemporary Art Museum are being allocated now to the DF the D International art festival or Fair because it does say d art fair so I want to make sure it's D International yes yes that was that would be updated it is going to and the powers uh that this Inspector General uh would have uh so in line with the section 2.07 you have before you an ordinance that establishes uh the selection committee which it at some point you would have to choose uh the uh section is very specific that a committee is the one that presents and vets uh the future Inspector General and brings it back for the council's consideration uh it also lays out the uh functions of the Inspector Inspector General uh to be able to provide uh information with regards to uh issues that they perceive are are going on in in the city uh cons uh deficiencies efficiencies uh that they may uh want you to consider uh and ask for further invest uh the authority to have further investigation and also to have the authority to receive uh complaints uh provided that they are verified signed U with the person's name and and and notorized and then they would have the authority to to carry out their function as uh Inspector General uh and investigate uh to subpoena uh do everything that is necessary uh to carry out that investigation uh so um many in in authoring uh this particular ordinance uh I did take a look at miam County's ordinance City of Miami Coral Gables uh and Miami Beach uh so what you have before you is kind of taking a look at what the charter uh question provided uh and required of this Council and also uh council and Madame mayor uh is basically a ordinance at codifies this section uh that was uh ratified by resolution at the last council meeting uh and presents a new methodology by where uh the keys to the city the proclamations and the uh certificates of recognition or achievement are provided by the mayor and the mayor's absence the vice mayor and the vice mayor's absence then the council member uh who authored it or another design uh basically what this does for you is it codifies it and it also provides that um the amendment changes uh would require forfeits vote of the city council all right thank you Mr City attorney is there any questions on this item motion to approve I have a couple questions motion to approve by councilman Beno we have questions by vice mayor Bas go ahead Mr attorney I know we discuss this item so I want to make sure that um page two section 2- 53 will be amended to reflect what we discussed and and what is that ation clarification on a proclamations are to reflect the name of the current mayor and should the mayor not be available to present it the requesting council member shall be able to present it yes that that'll be corrected uh that was something that was missed but as as we stated the uh previous resolution that was approved and the intent of this is that it is the mayor who uh gives the proclamations and in the absence of the mayor the vice mayor and if the vice mayor is not uh there then the council member uh who authored the item authored the proclamation okay so you'll be making that change right yes okay and then the second one was on page three section 2-54 clarification on C certificates plaques Etc which bear the name of city of Dural includes the local Seal Seal of the city of Dural or which indicate that the certificate of recognition is being bestowed upon by the city of deral its Council members Administration shall only be authored created and bestowed by the mayor so what we had discussed was whether there was a Prohibition or limit limitation on individual members of the council that want to recognize and do their own um certificates recognitions without having to use the city of deral logo or you know having it come officially from the city if you can clarify that for us please what I can say to that is that this is a Prohibition on all uh council members giving any type of um certificates so the certificates is exactly what it says there what I can say though uh in looking into this matter a little bit further is that section 1.1 and 1.2 of the um city code uh provides for how the official seal uh can be used uh part of it is uh the actual uh use of of letterhead and and the use of of other uh correspondence that the council can use in their official capacity so what I would suggest is uh if this Council the mayor and the council uh is is okay with it is I would add that uh this section is valid uh so long that it does not conflict with Section 2.1 and 2.2 of the city uh of of the code of uh Dural which is the use of the seal and the logo right correct and it's used of any correspondence uh by U count the mayor and the council members okay and then the last one was page four section 2-56 the 4 fths vote I asked you to look into it and if that's something that's valid as I mentioned to you before the there was there's been other resolutions and this is an ordinances that have had this language written in and have been reversed with three votes including the the pension ordinance so I did take a look at the the pension ordinance that you mentioned and what occurred during the pension ordinance is that the actual ordinance itself required a unanimous vote by the entire Council uh that is and given the magnitude of the pension that it it uh was something that impacted uh the taxpayer dollars uh it was found that that was and and in many instances anything that requires a unanimous vote is is found to be invalid uh in this case it's requiring a super majority and it's common in most ordinances that not in most ordinances but many ordinances that the city can pass in and can impose that on themselves uh I have found nothing that um in in my review since the the last time we spoke that would make that uh improper for you to impose that upon yourself okay thank you okay all right is there any other questions so I think the only thing that we're going to be adding is in section three uh I'm sorry uh section 2-54 c uh there's going going to be a reference to section 2.1 of our city code regarding the seal and 253 and two 2-2 it's 2-1 I think and 2-2 the city seal and City logo say say again I'm sorry where it's a section two- let be correctly 2- 1.1 and 2- 1.2 Madame mayor one referents a logo the other one referents the SE oh okay I'm sorry yes we're adding from the correct into that item yes yes but only into section 2-54 yes Madam mayor but there's another one 253 2- 53 to the proclamations well there should be no no proclamations created in any or any type of recognition that resembles a proclamation no no no the language that needs to be added is all approved proclamations are to reflect the name of the current mayor and should the mayor not be available to present the proclamation the vice mayor will present the proclamation no it says it says right here it says um all approved proclamations are to reflect the name of the mayor and should the mayor not be available to present the proclamation the requesting council member shall be able to present it in addition in the vice mayor's absence the mayor May delegate a council member so basically the way it works and we talked about this when we did the policy is that if the if if the mayor is not available we've always done it where the council member that requests it gets it for a year for a year as the mayor and the official spokesperson I wasn't even asked when a proclamation was being given whether I could attend or I could go I was so if if there's an issue with the way this is now I don't understand how there couldn't have been an issue for the past year whether the mayor was able to give a proclamation or even a key to the city it wasn't even handed to me when a proclamation was requested a key to the city was requested it was given directly to that council member there was absolutely no regard for the mayor so I think that what's appropriate and what we've done and what is best practice would be that in the absence that the mayor cannot be there for Proclamation the requesting council member can receive it and present it if that council member is not available then it'll go to vice mayor we've said for the keys it'll be the mayor and for certificates it's up to each council member who who receives it or who asks for it the count the mayor will first ask if if we can attend and if not it'll go to the council member I I do not want to change that I think the way it's described is perfect and equitable it's against the charter so I and so what happened this past year was not against the charter vice mayor what happened this past year was not against the charter so this is very hypocritical this is policy I'm fine with it saying that whatever whoever requests a proclamation can present it I'm I'm fine with that but when you state that only the mayor can present it and if they can't the council member requesting it I mean I have an issue with that so so either we say that all of the requesters get to present the proclamation or following the charter it should be the mayor then the vice mayor and in their absence then the mayor delegates I apologize but there's no consistency in your recommendation I I'm okay with it the way it is we will make the change that to section 2-54 section c unless there is consensus on something else I don't think that the policy needs to be amended any fur I would like to hear from the attorney is this presenting it this way is this viol a violation of the charter let me take another look at it and I can give you an opinion on it by the next meeting I mean this is the the will if this will of the council I'll take a look at it and yeah I think that between first and second reading if you want to bring back uh some type of additional opinion that would be great gives you some time to look at it in the meantime from first to second reading I think through the use of personal funds is restricted from the use of the city logo and we're going to add and seal for the advertising promotion and association with said event so with those two changes council of the city of D Florida banning all camping and overnight sleeping on City own buildings or Parks pursuance Florida statute 125.2 31 providing for instruction to the city manager and City attorney providing for implementation incorporation of recital and an effective date okay councilman Pino this is your item thank you mayor as you may all know during the 2024 Florida legislative session the State of Florida adopted amendments to Florida statute 125.0 231 titled public camp public camping and public sleeping uh which provides that a county or municipality may not authorize or otherwise allow any person to regularly engage in public camping or sleeping on any public property including but not limited to any public building or its grounds and any public right of way under the jurisdiction of the county or municip ipity as applicable as you know we have been dealing with um more homeless presence in our city for the past year it's something that since uh last year I I have been very vocal about it we I'm sure we all receive emails or calls or text messages about uh but homeless in the area now that we are facing a a crisis like the city of Miami or any other municipality but we have to be uh realistic about what we're dealing with and yes there is an increas in presence of homeless in our area uh there are different reasons why is that happening I believe last year uh from the economic perspective it has impacted a lot of people so now we have an increase in homeless population countywide it's not just the city of Dalal and actually around the country as well so having said that I thought that was going to be appropriate to move forward with this resolution which by the way I want to thanks our City attorney and the administration because they have been working with me on this part and I also want to take a moment to recognize our Police Department because they're the ones that have been dealing with this situation every time that we get a text message message or picture of a homeless around the area or sleeping in one of the trolley stops they're the ones are acting immediately however I know that is very uh limited what we have been doing or what the police department can do on this situation that's why when the Florida legislation back in October 2024 approved this new legislation uh I thought that was going to be important for us to address this matter so that we can also help our police department and also for the residents to realize that we're working on that we are aware we know what's happening because I'm driving we all drive around the city we see it so it's an issue that yes is affecting our city but please know that we're taking the necessary steps to to address it as well so my request to to my colleagues is to support this resolution which certainly will ban any and all overnight sleeping or camping in our city when it comes to public spaces however the resolution also add to instruct our city manager and City attorney to prepare legislation that will codify the city's position on overnight sleeping or camping and also provide for the instruction to our city manager and attorney to present Solutions or Partnerships with Community or faith-based organizations in order to help our homeless population because we have we also have to be sensitive about it we don't want to uh certainly punish our homeless population but we have to address it I believe that by doing this we're taking proactive steps I also working on um on a Roundtable discussion not only with the homeless trust Camilo's House Miami day County Community Action and home Human Services uh which I believe is we need to find a common ground or solution to address this issue not only in the city but countywide uh we will be or we will be becoming the first city in the county to host some such a round table discussion to address this issue so I think that again we're taking the right steps I also would like to for you guys to consider uh the city of Miami has a hotline homeless uh assistance page is under the CD uh website maybe we can do it under the police department website uh sometimes or hotline where people can immediately reach out either by calling that number that we that we post but also I believe that we need to start doing an educational campaign as well so the residents know what to do when they see a homeless either sleeping or walking around the city so I think that uh this is the first steps that we're taking but are very productive steps and I look forward to contining the discussion and the conversation with my colleagues thank you thank you councilman Peno any comments or questions additions to his item Council maroso thank you madam mayor through the mayor um thank you councilman Beno for bringing this item I think it's very important to educate as well the community as to what can be done with this type of situation my office also receives uh several concerned residents um calling texting asking what can be done and it's more of a safety issue right but I also think as a city we need to find a way to help the people that are less fortunate that are spending their nights in public areas we can't just abandon them and I would hope to do some further research as to how the city can also be of help and of service to those that are less fortunate but thank you for your item um good morning and welcome back everyone happy New Year um this is an item that I really thought would help a lot of our staff members who are eligible or would be eligible to um maybe work remotely once a week this isn't a directive I don't want it to be you know a directive from the city council because ultimately the decisions regarding uh supervision hiring and firing of staff are under the city manager so what this really is is a way for us to maybe pre-approve that you know exploring um that if it's something that the city manager would like to do at any point um and so I wanted to present this and have that be one of the options to again just initiate a conversation regarding that but ultimately it's you know the deferral the the decision is going to be um deferred to the city manager so I just wanted to again start a conversation about it um and see if you would all be supportive of supporting the city manager if that were her you know if she were to make that decision thank you thank you very much um would you like to say something through the mayor um yes um counil woman um thank you for bringing this forward uh we appreciate the suggestion um it's my understanding that it has been an administrative function in the past um and um while I I'm not opposed to looking into flexible working schedules um I don't think it's also a one-size fits-all um uh uh proposal we we need to look at each department what will work for those departments because again we provide service to the public there are people that have to be here Etc so we are going to definitely look into it um and again I appreciate the suggestion thank you very much any other comments I have a comment okay yes Council noo through the mayor um vice mayor Bas I uh appreciate this item I'm in support of it I believe when feasible we should look into having that opportunity uh available for our employees again if the city manager so sees it fit I think it's a traffic solution I think it helps alleviate also uh pressures for expenses and I believe it helps morale at some point as well um having that flexibility so if it's something that the city manager sees that is um an opportunity that certain dep departments or certain Personnel can have I I am in favor of this thank you so much thank you Council Roso any other comments yes councilman Pino thank you mayor I I certainly I also EO what council Roso mentioned and I want to thanks the vice mayor poros as well um however I want to add well I know you already the city manager already expressed her her feelings about it do do we need a resolution to move forward with this or because if we move forward with a resolution I'm afraid that we asking her to okay to come back to us which is not I don't think it's appropriate but uh I also want to leave on the record that the new uh Sheriff that was elected by the way uh Rosie she actually is ending the remote work for staff I think that we have um a lot of priorities that we have to take care here in the city we need to fill a lot of the positions before we uh move forward with something like this but I again I I appreciate the fact that we're considering this uh that you're going to look into this for for into the future yeah yes thank you councilman um yeah i' just like to add that I think being here for for a bit and watching how uh the administrations have functioned some more than others I think there traditionally has been flexibility in allowing the discretion to the supervisors and the directors um to allow for those flexible schedules without compromising efficiency and operations and that's really important I don't think this is something that needs to come back to us unless the manager feels that there is a policy that should be codified or should be um you know a function of the council so I have full faith in the administration in allowing for flexibility and creating a welcoming uh uh working environment and raising morale and I think that this is a great way to also attract um Talent is to know that that we have flexibility and I have full faith in the directors as well as our Administration in allowing for that and creating that environment so thank you for bringing it Forward um and I think that they've gotten a clear picture of of what we expect to create for our employees right thank you very much thank you mayor we'll move on to item G item g a resolution of the mayor and the city council of the city of D Florida authorizing the hiring of a qualified arborist to oversee the tree management preservation and to identify opportunities for permitting and enhanced enforcement providing direction to a city manager and City attorney establishing dalal's Independence in tree permitting and regulation separate from M County providing for implementation incorporation of recital in an effective date okay uh Council Marino this is your item thank you mayor through the mayor well this item came about uh through the time that I spent with the community walking knocking on doors and hearing the feedback uh through my office my main priority is to definitely address first the concerns of the residents and this was one of the concerns um how our trees are managed what are done what um has been done to our trees and certain issues that have happened around the community so um I felt that this addresses some of the concern and has the ability to provide um constituent services in regards to uh Landscaping tree protection tree concerns and um this is my item thank you madam mayor thank you councilman Roso any comments or I think um we had a a conversation um within the staff and um I believe um one of the things that we discovered is is that there was a a a feasibility study conducted in 2019 that um addressed some of these these concerns however in reviewing that I feel that the scope was limited I would like to be able to move forward rather than with an actual creation of a a position or hiring of an individual um to uh conduct this study with a little bit of a wider scope so that we can look at different things um also involving the building department seeing what because this is a regulatory capacity that the city is not doesn't currently um have so um we are we are uh uh that is being provided through Derm when when it comes to permitting and all that so I would like to see how that affects um the building department um so what I would like to do is to propose that we go ahead and have reconducted feasibility study I don't think that we're going to be able to have the study back by March so what I would like is to bring you all an update in March of how we're proceeding with that um we're going to go ahead and look for a consultant that we have on on our list and and conduct that and then um I will bring back an update during my comments in March for you to be able to to tell you where we're uh where we are that will give us a path forward once we we have that we'll work with you in your office to to uh with that and bring back the report to council with a path forward thank you very much Madam city manager any other comments or questions Council May are you okay with that yes through the mayor um I'm not opposed to best practices being um informed in the best way possible for this item um definitely don't want to create any extra work or unnecessary burdens to our employees so through the mayor um Madam city manager whatever you see fit to um get this item going for a lack of better words go for it thank you thank you councilwoman yes uh Mr City attorney uh with that in mind uh councilwoman I would suggest that uh a motion be uh presented that amends the part of section one which should providing for implementation providing for incorporation or recital and providing for an effective date okay Madam city manager would you would like to Yes um if Michelle C yes um our Planning and Zoning director Planning and Zoning director I have a presentation just give you good morning everyone uh thank you for your time today the app Derek Hodes is seeking approval of a special event permit for the downtown Dural Arts Festival uh the festival is planned to be located on baso Boulevard along Northwest 53rd Street between Northwest 87th Avenue and Northwest 84th Avenue on Saturday November 15th through Sunday November 16th of this year uh the times proposed are 10:00 a.m. to 6:00 p.m. on both days so the intent of the special event is to bring forward an Arts Festival similar to the coconut grow of Arts Festival which we're all really familiar with in City of Miami uh the idea is to promote arts and culture to professionals families young adults and visitors and then showcase the city of Dural at the regional state and National levels uh by giving exposure to City Merchants businesses and artists from various areas there are a number number of associated fees uh police services uh be $1,245 196 and then minimal fees for Planning and Zoning processing of the application for a total of uh grand total of 10, 61096 the um applicant is requesting use of the city logo and some marketing and communication support in the manner of advertising on our City website through our social media portals ET Etc uh which was coordinated through public affairs and we can absolutely accomplish that goal if that's the council's will um the applicant estimates that there will be approximately 8,000 attendees and parking will be available at the codino garage so here's a schematic of the proposed site plan and the road closure so in the image up on the screen the blue are the artist um areas and then in between you'll see red for sponsorship tents and then the yellow in in the in the central area is an interactive area um for the community and the attendees the applicant has hosted um a similar event in Bay Harbor Islands uh or they're planning to apologize uh February of this year and they're estimating 10,000 attendees at that event and so with that the planning and zoning department uh special event section requests that the mayor and Council approve the proposed downtown dout Dural Arts Festival special event permit subject to the conditions set forth in the corresponding resolution thank you so much thank you Michelle okay um so I I just want to mention I I did speak to Lee from um downtown D I have a pending meeting with the applicants and I've discussed with them that D has been uh involved with the dra International Arts Festival which actually um I believe is suggested to take place on the same weekend um and so we're going to work together to collaboratively make sure that you know we're kind of like feeding off of each other because the city has invested quite a bit into that Festival already um so I think it's a good compliment and uh I have no problem with the use of the city logo but at this time I would not be supportive of any fee wavers um you know they're not asking for any at this time okay so just making sure because I think it's important that we see the success of the fair before the city actually gets involved financially mayor through the application the applicant did initially request fee wer fee waivers however I explained to them that that's not something that I could include in the item but if they came here today and ask the council that would be up to them to do that okay thank you yeah I did speak with them so I have I have no no issues with that I look forward to it I think it's going to be great and look forward to collaborating with the investment that the city's made in the dra International art fair which will now be taking place for this third year um and I think would challenge at Dal Central Park located at 3000 Northwest 87th Avenue D 42 3166 from April 26 2025 to April 27 2025 from 8: a.m. to 7:00 p.m. providing for implementation incorporation of recital on an effective date M thank you uh so to repeat what Connie just said Thank you Connie uh the applicant is seeking the approval of special event permit for the Miami soccer kids skills challenge at Dell Central Park April 26th through the 27th from 8:00 a.m. to 7:00 p.m. the event goals are to bring together soccer players ages 6 to 19 and showcase their soccer skills uh they seek to create an inclusive environment where young soccer players and their families can partake in different uh competitions lessons scrimmages Etc uh it's a family-friendly event and the sports event encourages the health and wellness that's important to our city uh there are fees Associated uh for police uh $3,696 192 Parks uh has a rental fee of 77683 plus a $5,000 refundable deposit and then the nominal Planning and Zoning fees of 365 the applicant is requesting use of the city logo they anticipate an attendance of ,500 people and the hours again are 8:00 a.m. to 7:00 p.m. uh on the screen is the proposed event site plan the area to the red is um food trucks and then just below that are eating stations and then below that you'll see two soccer fields one is um for the younger age group ages I think it was 6 to 10 and then field two which is closer to the bench uh the bleachers which are in the the gray area um that is for ages 11 to 19 and then there is a stage and then the blue tents are for vendors and sponsors applicant hosted a successful event the flag ceremony inter Miami at Chase stadium in March of 2023 um and so that was successful for them and planning zoning department special event section request that the May and Council approve the proposed Miami soccer kids challenge special event permit subject to the condition set forth in the corresponding resolution the applicant is here if you have any questions for them all right thank you very much um I have no questions additional questions I don't know if you want to add anything but if not uh there's no other it's hard to do when you have $26,000 just for the venue and so we ask you to consider that uh we're not looking for um any type of monetary sponsorship but if you can help with some of the fees and we it would help us put the event uh together without passing on the fees to the to the families so we've already taken a vote on it that would have had had been done before but um I believe my chief of staff is in the room we will make sure to get your contact and have a conversation thank you see how we can help thank you all right um okay we move on now to the mayor's report item 6C 6C oh that's right I'm sorry I forgot your item was pulled councilman Pino my apologies 6C a resolution of the man the city council of the city of D Florida adopting a city branded human trafficking public awareness signed pursuant to ordinance number 20 2430 providing for implementation providing for Corporation recites and provided for an effective date this was pulled by Council Pino Council Pino thank you mayor as you all know uh on October 23rd last year we adopted ordinance number 2024 D30 which requires the specific establishments to display human traffick in public awareness signs at their place of business uh the ordinance also allows for the the design specifics including color graphics an additional verbish to be adopted uh via that resolution that was approved the reason why I decided to pull these item just to make a few observations on the on the sign that has been proposed or uh by uh Code Compliance Department which I want to take the moment to recognize the City attorney the city Administration and the Code Compliance Department because they have been working on this since we approve it back in October of last year uh one one of the recommendations that I would like for the council to to consider as well is uh so that we can modify the poster I don't know if you get the chance to see it but my suggestion is to swap the city logo to the city seal uh which I thought was going to be important you have it and also if we can keep the logos from the Department of Health as well as any state logos since uh usually it's the state the one that print and use this type of uh posters uh I believe the poster is very worthy it has a lot of information so if it's possible to separate the numbers the phone numbers from the text to make it more you know visually yeah and more easy to for people to actually see it I think that will be important and also maybe to rearrange the text and prioriti prioritize making the resources number bigger uh so that people can less you know less wording less words and maybe more to make the phone number more more visual I think that will will help I mean those are my suggestions that's that's the only reason why I pull the item yeah I don't know if you have any other thank you councilman Pino um I acally looked at the the at it as well and I think that they make the right under the photo I I agree I think the seals make it more official and then if you actually create like a a bolder resource with the number being more prominent it's really what what we want people to know is that there is a hotline in the place that they can call right and then I think the information should be secondary um you know website place where people can go find more resources but I agree I think it's a little wordy any other comments Council maroso there you go through the mayor uh councilman Pino I think this is a very important item I agree that the more simple the message because we really don't know how long somebody that may be in distress or despair has to read a message like this right so the quicker that we can get out the message as to where they can seek help that the better we're doing our job and I agree based on the severity of what this is um using the seal in my opinion uh would fit what uh the subject matter of this item is so I agree less wordy more direct something simple so whoever is actually needing of this information can use it thank you again for this item thank you okay I think staff you got it has a message through the mayor um so councilman um we can certainly work to redo the flyer um we want we do want to work with legal with respect to the logos just to make sure that we can use them and all of that but we're I'm happy do you want us to just work directly with your office to to do that or does it need to come back or I think it has to come back yeah okay so we'll work with your office um with code compliance in your office to redo the flyer as long as Lego's okay with how we're advertising it I think you can work with the councilman's office and we've all given direction of what I think should be seen more than anything okay with that you're good with that yes okay manager to your first meeting um I want to thank um Deputy manager Rios for taking on the responsibility for the first two weeks of the year in uh you know in making sure that things got accomplished that this agenda got accomplished because really was overseen by you so thank you very much and Fernando as well our Cen City matter you guys have been wonderful and we look forward to continuing to create a strong team uh here in the city of D I want to congratulate our chief of police he's celebrating our two-year his two-y year anniversary with the city as well um we had law enforcement appreciation day uh with the PBA which was very successful and a wonderful first opportunity to really appreciate and value the work that our police officers do day in and day out in protecting us um I also wanted to circulate a letter that I was asked to provide to PP for K they are um currently um trying to apply for several grants and they had asked me to put a resolution on the agenda of the asked a little bit late to to to get our support um and the the deadline for the grant closes so I provided them this letter from from my office I just wanted to share it with you all on uh my support for them hopefully getting this grant um we're going to be working on trying to get more funding for PP Fork um and then I also wanted to just remind everybody that Government Center will be closed on Monday for MLK for Martin Luther King day and I had a uh a a request from the council and I want to do it with plenty of time I would ask please if we can move our June council meeting which is scheduled for June 11th to June 4th which is one week earlier uh I just wanted to have the the clerk move it on everyone's agenda with time if everybody's okay with that to the mayor I have no issue okay I'm fine with it I'm okay perfect and then lastly um the chairman of the County Commission yesterday put out a communication that the board of County Commissioners will be having a workshop on the incinerator on June 28th I'm sorry January 28th my apologies um regarding the discussions and and options that will be presented and so I encourage all of you to be there I know that there will not be opportunity for the public to participate but it will be a great opportunity for us to sit and listen to what are the suggestions I will be having several meetings from here to there um I I I do have a pending call uh with with the mayor's office and uh and and uh Jimmy Morales to talk about what what some of those proposals will be um and we are in we're very hopeful that there's going to be a a resolution and that and that it will be something that'll leave dout off the table uh so we will be very engaged through these conversations and we encourage those who have an interest to please participate I would ask kindly that the public affairs Department um also support us in getting that information out I I have shared my and expressed my uh desire to do that and I know that we're working on policies and stuff to improve Communications but I think it's really important that we do a campaign on information to the public regarding the workshop that's taking place and what that what that means for our community and I believe the final decision is going to be placed on the February agenda so we'll continue to monitor that and I'll continue to provide information through the mayor absolutely mayor we will work with your office to do that thank you very much that is all for my mayor's report the only other thing I I I do want to mention I was going to wait till the ordinance in the evening but um we have to appoint uh advisory committees however I am in the process of reviewing some of the advisory committees to make a recommendation to maybe consolidate a little bit because I know it is a lot of work for staff and the clerk's office so I I may be bringing an item in February to make some recommendations for consolidation if that's something that the that's the will of the council and then I think that let's strive to by March make those appointments if everyone's okay with that I know it takes a little bit to vet people and come up with um members to the Committees and there's a lot of them so um I would in February I'll bring an update but I think we should strive for March to have those appointments mayor if I may yes I will be happy to circulate I updated the application with the new requirements so I will happy to circulate that application obviously you have it thank you Clerk and and I will also work with public affairs to make sure we put an advertisement out for people to apply so that would get circulated to everyone okay that's it for my mayor's report do we have any Council comments through the mayor yes Council marinos you recognized thank you well first thank you so much colleagues for the support of my item environmental issues are important to me because they're important to our residents and this item furthers the city's commitment to bettering our community and showing our residents that we do listen to their concerns second um my heart goes out to those in Venezuela I believe democracy is something that we should all be be fighting for especially when you don't have it my husband my children the Venezuelan the blood that runs through the veins of my children is Venezuelan so this is a cause that is very dear and near to me and I know too many of our residents who have left their country for a better future here in the United States and yet still believe and hope for one day to see their country free so I wholeheartedly condemn what is happening in Venezuela um I know that we must continue to support our residents our community because they are also suffering from the harm and the injustices that are happening currently in that country I want to also thoughts and prayers to those in California who are suffering from the fires I know that there are certain places here within deral that you can donate to help those in needs in California I'm going to be posting some of those places within my social media as to where residents can go and give uh certain things that they're looking for particularly for those who are in need um next Zeta I'm so thrilled to be able to work with you um for the future of our city I know that your knowledge and your integrity is definitely going to help our city of Dural progress and Thrive so thank you for being who you are and for joining us on this journey of of making Geral better and personally I am now an aunt my brother and his wife well she gave birth yesterday to my new niece Claire she's happy and healthy and she is in Utah so I'm going to be making several visits over there so I'm excited about that and lastly I just want to reaffirm my commitment to my city it's an honor to serve this wonderful community and I am dedicated to working towards its ongoing succcess I'm also very excited over the attendance that we have today uh this is our first meeting of 2025 so I really hope that we continue to augment the amount of people that are interested in the things that are discussed uh here at the city and with that may God always guide our decisions here and God bless our community thank you yes thank you beautiful any other comments through the mayor yes vice mayor so again good morning morning everyone welcome back and happy New Year and to our new city manager again um we're so happy that you're here welcome and I look forward to working on great things for the community and continuing that work um thank but this year is going to be an even better year for us so um I look forward to working with each and every one of you to to keep making the a great a great place to to live work learn and play I also want to thanks councilwoman Roso for speaking about Venezuela as you know I'm I'm Venezuelan so thank you for for doing that I appreciate it uh certainly we're going to continue supporting our Venezuelan Community here in deral and and not only the Venezuelan Community because we're all together in this fight when it comes to regimes like Cuba Venezuela and Nicaragua as well and and I also want to mention speaking on about Cuba I think that we all have to come forward as well um based on the decision that the bid Administration took and uh regarding to Cuba by removing Cuba uh regime from the US list of estate sponsors of terrorism so uh I made a statement yesterday and and I take the opportunity to make it public now I think it's important for all of us who defends democracy and believe in in in Liberty and freedom that we come together and also stand stand against uh the decision that the Biden Administration took yesterday so uh again Happy New Year to all of you it's going to be a great year for us and I look forward to continue the work that that we have been doing thank you thank you councilman mayor I forgot yes to mention our City attorney of course all of our
