history the Dober girls varsity volleyball team were the independence division Champions a milestone to be celebrated this achievement would not have been possible without the leadership of Coach Kaye assistant coach for winter and spring track and field at Morris Hills and somehow is finding the time to pursue her master's degree coach Moran played volleyball throughout high school and began her coaching Journey with a club team before transitioning to High School athletics so with that I would like to invite coach Moran to come up to the podium and share a few words about this season and moving along to our student representative to the board report Mr lay good evening everyone so today I wanted to start about talking about the recent survey that had went out through the high school about Pathways for students um this survey this survey I think is really important especially at do high school and for the future of a lot of students so because of that I had informed Dr NES that I want to help coordinate with him in finding different opportunities for our students in doing so I wanted to help Dr Nunes reach out to programs that were offering work-based learning programs and internships to many of our students at over High School I feel like this is something that is really important for our students and and offers so many opportunities for our students at do high school and I want I told Dr MZ that I wanted to be included in some of these meetings about these pathway programs to help represent to these outside programs a student that is interested in their future and show how all the students here at do high school are really interested in that and some events coming up at the high school is the fall play around the the World in 80 Days on November 22nd and the 23rd we also have a school assembly coming up on November 21st it is Jordan Toma and his presentation talking about students overcoming challenges with disabilities and on November 25th next Monday we have all our winter sports starting their season and their first practice and recently the science department at DHS received a grant to make a hydroponic water thanks to the Viro foundation and recently our child development classes had a very successful field trip with our Delk one program to work with our pre students and also in the works right now uh at Dober high school we are planning a school Olympics that will take place right after testing on May 20th I think this will be a really fun event for all students to relax and just unwind after the hard testing weeks during that month some of the events that will take place during this is a design a logo challenge for the school Olympics three on three volleyball and more events that aren't just athletic events they're also challenging puzzles and all that for every type of student thank you thank you Mr lay are there any um comments or questions based off of his report Dr s um Mr Le I want to say thank you for taking um and the limit potential we've built together I look forward to seeing you all there as we reflect celebrate and look ahead to the next chapter and that concludes my report we are going to move along to administrative reports Mr Hime good evening everyone W no I'm gonna start off with our Panorama survey committee uh We've started to meet this past year and the Panorama uh survey committee as uh conveyed to collect data in the past few months that the survey and then the pieces that we discuss our goals moving forward we're currently working on developing an in-house survey tailored to address our community's unique needs uh for better improvements our objective is to create tools and provides actionable insights to improve the culture and climate within our schools by designing a survey that speaks directly to our community and we aim to Foster the more inclusive supportive and responsive environment for our students staff and families uh we were granted a Grant uh this is the grant that we received last year uh the money this year will be used for supporting our after school clubs as well as smaller scale tutoring uh our snap Ed Grant uh we were granted uh money will assist with community events for our families uh when it we're discussing uh lunch applications as well as preschool applications that these are the funds that will help us to assist those Endeavors uh Mr le le uh took a little bit of my thunder when he discussed the viral education uh micro Grant um but I just want to speak a little bit more that there were two schools that were granted that that granted the other one was in Tennessee and then of course do high school here in New Jersey and the recipients will receive a comprehensive uh project uh which includes 99 plant hydrop planic Gardens and um and access to educational dashboard upon supports and enrich the steming learning here in the experiences uh we closed out the month of October with our Halloween parades across all elementary there were success uh the big winner that day was Bluey uh every child was Bluey on that day um Pathways a student uh interest survey which Mr Le just spoke about I wanted to touch on that a little bit as well uh as we continue to look for input for our students right as we continue to progress and move in the right direction it's important to hear from our students as well as what the interests are and in the survey was given out to both our all the way from middle school to High School 7th through 11th and we were asking a complete brief career once again on the pathways the interest and surveys uh the survey will guide students once again and District leaders in planning developing relev programs and including dual language uh enrollment options uh Hands-On learning experience and align student goals and aspirations for their future and I want to mention that out of the survey there was 993 respondents so thank you again for the student body for jumping in and being part of that uh that was an amazing uh turnout uh and the NGA teachers convention we had two of our do students uh join in uh they were part of the aspiring Educators program at William Patterson and because of their excellent work and performance during the summer and strong interest in teaching per uh profession they were invited to come down to the njaa and speak and about their experiences um DMS uh dor middle school has Prov uh proud to announce has submitted his application for the recognition of national school of character after being honored last year as a state school of character this is the next step that reflects an ongoing commitment to fostering a positive School culture prioritizing School character education inclusivity and uh student growth we are excited about this opportunity to showcase the dedication the Excellence and our efforts to shape the community rooted in respect responsibility and kindness uh absenteeism uh I wanted to just bring an update to everyone uh right now in the month of September and October we have been a 95% rate uh which is a huge success especially since the state of New Jersey uh 70% of our school districts are suffering from chronic absenteeism uh so I definitely want to bring that to everyone and that's a continue effort from all of our team including teachers as well as Administration and we've been working diligently to redo our attendance policy and expectations and we're going to continue on to send out more information out to the community about the importance of our kids being in school because when they're in school they're learning uh the jet playground equipment the United Way J organization donated uh donated grants worth of 150,000 to North D to remodel their playground uh the playground right now uh will provide equipment now for all groups of Ages so that's that's fantastic um senior nights so we I want to thank all those that attended our senior football game uh senior volleyball senior boys and girls soccer I know that the senior year is signifies um in their lives uh an end of the educational Journey at D Public Schools but the beginning of a new chapter in their lives uh SE uh November 5th we had our professional development for our staff it was highly productive and well received uh Dave featured a range of impactful training opportunities focused on key areas critical to District's continued growth and collaboration and our Hispanic heritage night uh which was held October 16th and I want to extend a heartful thanks to miss Gainer for planning and delivering a such a successful and memorable evening uh for those who couldn't attend that evening was vibrant celebration filled with engaging activities emerging in the experience of Hispanic culture through cult arts dance and music it was indeed a night to remember and we had over 650 community members at that event and this upcoming uh Saturday November 23rd and we're going to be sending out more information to our community we have our second annual Latino Institute parent workshops uh for our community starting at 8:15 a.m. at do Middle School uh the workshops are going to be uh for how to thank you thank you Mr hman any comments or questions based off of his report seeing that Mr Sab good evening everyone uh on that agenda in the finance section item 14 you're going to see the RFP results uh we received four packages for the RFP it was advertised on a newspaper this is for the special education teachers Staffing Services uh we are recommending delta T group with the lowest rate which is $58 an hour you can see the other rates on the agenda uh also on the agenda in the finance section item 16 is an addition to high impact touring gram we received last year uh the state is generous enough to send us the additional funds of $ 49,942 this year so we're going to be using this uh for the instructional programs our state iners audit is done for 2320 school year we will soon have the final report and in couple months the Auditors uh will be here to present to the board that concludes my report thank you thank you Mr sabahu any comments or questions based off of his report seeing none we are moving along to um Boe reports Mr Miller any updates from the Morris County Education Services Commission uh we met last week but there's business as usual nothing to report thank you uh Dr serer legislative report thank you Miss Mendes um there were two bills um passed and sent to the governor's desk for signing I am not aware that they have actually been signed yet um one is the freedom to read um also known as the freedom to read act establishes various requirements for material in public school libraries and public libraries it aims to protect School library staff from harassment under the bill all Boards of Education will need to adopt policies on the curation of school library material and requests for the removal of any such material from the school library these policies will be subject to various minimum requirements but the Board of Education will maintain control over such policies um if board members are interested njsba provided a ton more information which is in my report and is in our share um Drive the other um um item on the governor's desk is the type one diabetes awareness bill this requires the New Jersey Department of Health in in consultation with the New Jersey Department of Education to develop informational materials on type 1 diabetes the bill will also require that the materials be posted to the New Jersey Department of education's website and school districts are to make the informational materials available to parents or Guardians of the students enrolled in the district um items that were passed by either the senate or the assembly um but have not passed the opposite um but are of interest to our district um the Latino and Hispanic American history instruction s 2335 s396 would require the State Board of Education to adopt New Jersey student learning standards in social studies on Latino and Hispanic American history at its next scheduled update of those content area standards again there's more information about this and then commin applications and web portals for educators s498 s255 would require the NJ dooe to establish or con contract with a private vendor to establish a web portal for educators including substitute teachers to submit common applications for employment at a New Jersey public school this portal would be designed to maintain a high standards for data privacy and security while increasing information sharing about employment opportunities um and that concludes my report thank you Dr serer um Miss STS the Morris County njsba report good evening the Morris County uh school boards Association hybrid meeting will be on Wednesday December 4th at Morristown High School it is the second uh meeting of the 2425 school year the topic will be creating an effective board culture governance collaboration and mentorship the Morris County executive committee members are developing a program to help the Board of Education members understand B board culture and how a good board culture leads to success some examples include the development of norms protocols longevity and training and on boarding NJ SBA will also host uh excuse me the three Rs roles responsibilities and resources before the County meeting beginning at 5:30 this program is designed to provide a comprehensive understanding of the roles responsibilities and resources available to board members all newly elected Board of Education members will receive a special invitation after election day we encourage current board members and administration to en enable all newly elected board members to attend the three hours and the county meeting please note that the three hours programs will be hosted in person only they are also very excited to honor the Mine Hill Township Board recipients for the for their Aviation program if if you plan to attend in person the meeting will start at 6 o'cl with dinner at Morristown High School the virtual component will begin at 6:45 all members must register in advance please select your preferred option that concludes my report thank you Miss STS we are going to move right into administrative approval is there a motion to approve items one through four so moved second I have a motion by Miss nutting was that Miss Phillips a second by Miss Phillips is there any discussion Mr Miller yeah I just have a question um the nursing Services plan you know I understand that we have a vacancy but once that vacancy is filled is the current uh nursing staffing plan sufficient for our the size of our district that is correct the the data Ender was from 23 24 and we currently in this year do have a permanent uh subtitute nurse uh for the district and she works four days a week and she's housed primarily at Delk 2 because there is no nurse there okay thank you any other discussion seeing none we have a motion by Miss nutting a second by Miss Phillips Mr sabahu may we have a roll call vote please miss DS yes Mr Miller yes Miss nothing yes Miss Phillips yes Miss penales yes Dr cner yes Miss Tes yes Miss mandis yes we are moving along to Personnel Miss nutty I would like to make a motion upon the recommendation of the superintendent that the board approves the following Personnel resolutions 1 through 15 we have a motion I need a second second Miss Solas is there any discussion Dr s thank you um I have two questions could you please explain what the fall Funday and the multilingual Learners Awards dinner what those two programs are please sure uh so the fall Funday uh staff hosts an event for our students to participate in extra clicker activities uh like just the dance competition karaoke volleyball basketball board games ax throwing but they're plastic not metal um and many other activities this is an opportunity that gives our staff to build Report with our students as well as for our seventh graders that come together for the first time giv an opportunity to also make new friends and do something outside of the the Norms inside of the building and then for our multi uh lingual learn Learners uh it's part of our building cultures building Futures celebrating multilingual success so that's going to be held on the 4th and the event will include an awards dinner where Keynotes uh will address by Susanna Matos um from up thear who's someone who's working now in the district uh providing Arts teachers with uh instructional um PD and the topic will be supporting academic success at home and this event will honor the outstanding achievements of our multilingual Learners and provide an opportunity to celebrate their success alongside their families and our school community thank you those both sound amazing Mr Miller uh so one of my questions I have two um in the past uh at one point we had trouble getting substitute teachers and we had to be competitive with the rates are do we have any of those issues at this point or or we're pretty good with substitute teachers I mean Statewide we're still dealing with uh getting substitute teachers uh right now in our County uh we have one of the highest rates at 175 um and we you know offer that to our permanent Subs as well as you know um you know sorry offer to permanent Subs who are in the district for three to four days a week um but we definitely are the highest in in the county but it definitely is uh still struggle to get subs okay thank you the other question I didn't submit I I just thought it might be good to um tell the public the difference uh in the director of curriculum and instruction uh to the chief academic officer you know what is the difference in in the position sure so the difference in both positions is that the academic uh chief officer would allow uh the individual in that position to assist and provide uh with uh making decisions within the district U without being tied into a a union that can potentially cause issues in moving forward uh but the person will still continue doing a lot of those big pieces that uh inquire that are required that of a uh the director of instruction on npv same thing with instructions still working with the supervisor still working within house to make sure that PDS are aligned with our goals and and our future endeavors okay thank you oh and I'm sorry I did forgot to mention one thing about Subs I go back real quick so uh also for daily subs we do offer 150 a month which is the highest in in the in the county as well okay thank you thank you is there any other discussion seeing none we have a motion by Miss n and second by Miss solinus Mr sabahu may we have a roll call vote please miss DS yes Mr Miller yes Miss nothing yes Miss Phillips yes Miss peles yes Dr sener yes Miss SES yes Miss mandz yes we are moving along to negotiations Miss NY okay so with our administrators we are starting negotiations up again so our first meeting is December 4th that's it thank you Miss nuty we're moving along to governance Mr Miller okay so um tonight uh we will be hearing for first reading uh bylaw p0155 and U basically the changes that were made to that is just um and it's talking about board committees um we just added some additional language um which indicates that we will appoint a chairperson for each committee and also uh memorializing the Committees that currently exist as a you know Baseline going forward U certainly future boards can change that if they decide to add it or take away committees um and the other uh item um is the second reading from um the the last meeting which is about um let me find it the actual makeup of the board and the sending District how many representatives it's just asking for a number so it was really not much of a change just an update um but we did meet um uh two months ago we haven't had to have another meeting but we we did work with um making sure that the information is provided for the new board members and I know you're working the date for setting up the time to meet with the new board members uh so with that I'd like to move that we approve items one through two is there a second second second uh oh was that Miss Fales yes so we have a motion by Mr Miller a second by Miss Fales is there any discussion seeing none we have a motion in a second Mr sabahu may we have a roll call vote please M STS yes Mr Miller yes Miss ning yes Miss Phillips yes Miss penales yes Dr senner yes Miss soles yes Miss Mendes yes we are moving on to student achievement and curriculum Dr serer thank you Miss Mendes um student achievement and curriculum met on November 5th um we had a jam-packed meeting again we took our allotted 60 minutes and the 15 minutes in between um we learned from Mr Carl that um our elementary um English language arts teachers have been working diligently to um re revise and write phase two of the um curriculum that they started over the summer um that involved modifying reading and writing Workshop to make it more applicable to our Dober students um adding more materials of Interest as graphic novels fantasy and other fiction um doing phonics assessments and um we uh took a look at those uh updated curricula and um there are tons of embedded resources so that teachers who are either new to the district or new to teaching a certain grade would have a ton of resources to be able to move forward um and really provide excellent quality instruction um for our students um we learned about um all of the many many offerings for for our staff on the district professional development day um lots of work going on at our elementary schools regarding standards based grading um common benchmarks on linkit and one of the goals of that day was to get grade level teachers from all three schools together so that they could um share time and do some planning um we talked about moving um plans moving forward for the 2526 school year in regards to dual enrollment classes we spoke about the pathway student survey which Mr Lei and Mr ha may have already spoken about but I want to reiterate how important this is that our students are getting involved in um sharing with us their interests so that we can tailor future offerings um in the district to what our students are actually looking for so that's huge um we talked about the master scheduled timeline for moving forward um with our School scheduling in the spring and we talked about um the two grants that um were also um already mentioned um that concludes my report and I move that I make a motion that we accept items one through four in the agenda second I'm sorry there was an addendum to this so there's another item okay I'm going to guess it's number five so I move that we um accept items one through five can I ask where that addendum is it's on there page 23 number five is the adendum so should be yeah yeah she said one through five so number five yeah we know who was the second me Miss n so we have a motion by Dr sner to approve items one through five under student achievement curriculum and a second by Miss nutting is there any discussion Dr s could I just reiterate the request that if changes are made from the agenda I for example I read the agenda Saturday morning I was not aware of the fifth item that that is communicated to the whole board please yes Mr ha Mr sabahu can we make sure that that happens yes sure thank you sir um any other discussion seeing none we have a motion and a second Mr sabahu may we have a roll call vote please M STS yes Mr Miller yes M ning yes Miss Phillips yes Miss feles yes Dr CER yes Miss sones yes Miss mandez yes we are moving along to community relations m s good evening everyone the community relations committee met yesterday November 18 at the Dober Public Library members solena pinales and Phillips were in attendance along with our superintendent Mr he and seven members of the citizen advisory committee the meeting was productive with Mr Hammet providing valuable insights and addressing many of the questions raised topics such as Transportation break breakfast after the bell and online lunch require further clarification and Mr Hae will follow up with us regarding these matters additionally attendees Express their appreciation for the new playground at nor over elementary school and that concludes my report thank you Miss Solus and thank you for stepping in um for Miss ASO thank you um we are moving along to PCY Miss P thank you Miss Mendes for policy on first reading we had this for discussion during our policy meeting bilingual education um policy 2423 but I see it as for first reading um here um policy 2423 on biling bilingual and education we have for second reading policy 3160 on financial examinations policy 4160 on physical examinations um policy 5337 on service animals policy 2200 on curriculum on regulations we have sec for second reading policy no regulation 3160 on physical examination regulation 4160 also on physical examination um it's basically changing the language to be inclusive and align with state regulations and we discussed and reviewed bilingual education policy 2423 um basically talking about changing the terminology for from multilingual students to ESL students um and we discussed policy of 9130 and regulations 9130 on public complaints and grievances um Miss Dr CER had discussed um freedom to redact we also um reviewed it under policy and cell phone safety our next policy committee meeting will be on the December 3rd and with that I make a motion to approve items one through three under policy thank you Miss penales is there a second second Mr Miller second any discussion seeing none we have a motion by Miss finales a second by Mr Miller Mr sabahu may we have a roll call vote please M STS yes m Mr Miller yes Miss nutting yes Miss Phillips yes Miss penales yes Dr sen yes Miss sones yes Miss mandz yes we are moving along to finance and Facilities Mr Miller the finance and Facilities committee met on October 29th recommendation that we approve items one through 20 second we have a motion by Mr Miller a second by Miss nutty is there any discussion Dr s um I have a few questions um we are approving a new standard operating procedure document for our finance department could you please highlight the changes in this document please actually we have to do that every year it's one of the QC items and there's not that much change other than the names we have new Sprint T so we have to update the names but procedural we haven't changed anything okay thank you um could you please explain how the ruter school meals and snap and dual enrollment Grant will work what data will be collected and how will this help our students and families uh actually we do have programs uh Mr may talk about it a little bit and uh any events we're going to let the parents uh actually help the parents to fill out the Snap applications that helps our uh lunch applications because any's a snap qualified parent is also qualified for free lunch great thank you and I just wanted to um give a shout out to Mr clear Mr Snider Mr kazinsky and Mr Carl for their Grant applications this is obviously going above and beyond to bring additional resources into our students so thank thank you to all four of them please Mr Miller I I just had a follow on question on the uh standard operating procedure um and just to make sure that um you know there's always room for continuous Improvement and if the procedures as they are listed which is very comprehensive um have they helped to catch any issues before they become big problems along the way um and just wondering if it's been working for you and and how that part is going yeah we have different kind of issues with related to software and the standard operational procedures that didn't help that much because we have some human errors sometimes sometimes the glitches in the software so we are trying to move forward with another software but we have a contract for three years and we're done with uh one year so we have two more years maybe next year mid year we have we can entertain to look at the other softwares to eliminate these issues okay conferences um later on this week and next week I just um was look looking into the U District policies in particular relating uh to homework assignments um I came across policy number 2330 um and my concern mainly is about um I mean my child I'm happy for my child to receive the most homework they can get um the requirement per se of having our children do their homework on the weekends um um I know right now my elementary children have two apps that I have to follow my teachers on right now one of them it indicates that the teachers out of office hours and I'm sure as we see on the agenda Any teacher working past certain hours requires payment I'm not sure if the teachers are required to work on the weekend but shouldn't a student also have that free time available on the weekend and not be required to have homework assignments to be completed on such Saturday and Sunday which could could be you know uh widely recognized as family days um I don't know how it works up to the high school level but um back in my day um weekend jobs restaurants sales department um jobs were actually you know the times where uh children worked um so that's as far as homework goes and the other um comment I have is on the snap program I know um it's something with Ruckers I know I've attended some kind of panel um with the rugger snap program and I know it's a federal program that requires um Social Security numbers and our our Dober Community is largely you know made up of immigrants and um it can be a very touchy subject um and there are many other options for our community to get the help they need with food resources so I don't know if it can be something that when you're doing this program and having people fill out these applications to be able to invite table of hope I know there's that food distribution where there's no questions asked no addresses no social security numbers and so forth uh which can be touchy for depending on people's immigration status so um I know everything is said and done on paper but you know it's it can be touchy later on to our families and community so that's something um you know if you can I I know people always tell you you know you got to get your own lawyer and it's your own discretion but if you could make make those other resources also available for the communities as you invite them to participate in the snap Federal program thank you thank you do we have any remote comments with Phillips no is there any other member of the public in person wishing to speak good evening I'm mine Montes Rees I'm at 55 Central Avenue um um so I just have two comments so Mr Heyman you mentioned the playground at North over Elementary uh school so the reopening of it I know was just celebrated and it has been a huge success within the school but also within the community um but I also just wanted to ask um because it seems that now caution tape has been uh posted at its entrances so I just wanted to know if that access is no longer available for the community uh like the surrounding Community for the school age students and I wanted to know if that will also be followed Su at um East over elementary school so if any of you have any insight on that uh but beyond that I would also like to applaud you all on your diligence on the pathway to college project um as a parent of a preschooler um in the school system I'm very proud to know that there is a lot of work being done on that um and I'm very grateful to you all for doing all that work for our students um I also wanted to thank you for mentioning and your involvement within the preschool program you had mentioned Mr Le about Del one and I see the fly over here so thank you for all of that thank you do we have any other Ro comments is there any other member of the public in person wishing to speak seeing no other member of the public wishing to speak and there being no remote comments I will close um this portion of public comment um policy 2330 I believe was mentioned I think I wrote that down correctly I am not 100% familiar with that policy but I will ask that the policy committee discuss um this policy at um the next policy committee meeting on I think Miss Bales you said December 3rd December 3rd yes so that um committee will review and discuss that policy um Mr haime is there anything you can share in terms of um the playgrounds and the caution tape at the entrances absolutely and thank you for bringing that up so during the construction at the Jess equipment uh playground at North do um Miss Carls in the principal identified that after the construction there were some glass and pieces of metal found in the mulch um our main director went to just observe and and see if there were other pieces of metal it seems that in the disturbance and moving uh The Mulch and and what was on the ground there was potential items that were buried for a long time and now we coming up to the surface so to be cautious to make sure that none of our kids are In Harm's Way or our staff uh we put caution tape and we've had someone to come in and give us a quote on removing that motion and adding brand new Mo to the playground so that's why the caution tape is on there for now uh but our host is to alleviate that so then our kids can go back onto the playground so right now it's just a caution measure on to we're able to identify is it just random pieces of glass in metal that were're finding or is it something that's being dug up after the construction that now is surfacing you know as the kids are playing on the playground thank you Mr hman um any final comments from board no with that I will entertain a motion to adjourn the meeting so move second we have a motion by Mr Miller who who was the second me Miss nutting a second by Miss nutting all in favor say I hi any oppos that was a really strong ey meeting adjourn good night
