open up the public comments um anything anybody here to speak on anything that's not on our agenda all right moving on it doesn't look like there's anybody here to do that um looking for the approval of last meeting's agenda or not last meetings approval of this agenda motion second all in favor I I all opposed all right um let's uh how about uh the now we'll do the approval of last week's last month's minutes any anybody want to start with that motion second all in favor I I all opposed all right now we'll look for a approval of the consent agenda uh I just had one question related to um more of a with the water issues that we've had related under the water with the internet related issues I know it's somewhat resolved but I also know there was a lot of controversy or notes on the Internet or on Facebook about micro no Metronet um keep going down that's we have Metronet through the city is that taken care of now are we going to continue to have issues because I I mean I know that it was a big problem with that so yes we use Metronet on the city of Eagle Lake has service through them and we did ask them uh what the long-term solution is and there was a um a conduit or something FR it was an underline or excuse me underground and they were able to get in there when it warmed up a little bit and get that so they they're telling us is it's permanently fixed now so those two or three outages that occurred were apparently due to that um area that was frozen and now yes and so now um we were told it's been fixed I mean we have no control we just have service with them but the city you know doesn't have any control over the service that they provide they're just like any other provider in town okay so but we expressed um serious concern because of our critical infrastructure like you're saying with the wells and communication and told them this is unacceptable we can't um put up with this and so they told us that they have a fix now so we'll keep you post on that but great question any other questions about what's in the consent agenda or anything that needs to be pulled out and discussed any more look for a motion to approve the consent agenda then so move um all in favor I I all opposed all right um moving on to the public hearings Jennifer do you want to kick us off with the utility building on all right I don't think we have uh the resident in attendance this evening um but we do have uh uh we did um hear from a resident trailed on beverage uh at 305 Linda Drive um and he had contact the city he had uh is new to town um there was an error in the way his name was inputed into the PSN system and so when he went in to try to make payment it would allow it's very touchy um and so he had went in um right I believe on the 25th and because it was a holiday he couldn't contact City Hall to get it corrected um so as soon as he can make payment was a 26 um um and so then therefore the late fee applies and he is he's got the issue resolved uh we worked at out with PSN got the name correctly in the system and um he is just requesting that his $5 late fee be reimbursed I think it's a pretty fair request to be honest so since uh Mr beverage excuse me I can't say that he is not here this evening you can wait until the new business and you can take action whether to approve that request okay all right look for the the second presentation um mayor wton city council I did hear from Amanda uh rder today uh she was going to be here to talk about congenital heart defect awareness week uh she had requested uh that the mayor declare a proclamation and that's included in the packet this evening um so she's just asking that the council um or the mayor sign that and we send them back a copy okay I think we actually have some folks here for presentation number three yes we have um Erica and Jennifer uh Erica is with the mpca and Jennifer is with uh clean energy resource teams Uh Sears with the University of Minnesota extension I believe and um they had sent me a PowerPoint to put up on my computer but for some reason my computer does not want to connect or communicate um so we will continue working that do you either of you have a computer with you I could see if you okay and I'll keep working on it while we while you guys go ahead so and if you guys want to go up to the podium and just make sure you talk right into the microphone uh we do have residents at um home that listen to the the meeting that's being recorded so great thank you I'm tall does this is this okay can you hear me with this okay um yeah thanks for having us today as um Jennifer said I'm Erica belland and I work with the pollution control agency with the green step program and we are a public private partnership so I work at the pollution control agency but we also have folks that work at the nonprofit the Great Plains Institute um Jennifer works as a regional coordinator for the clean energyy resource teams and acts as the southeast Minnesota coordinator for green step um so someone more local that is working with um communities on the green step program so I'll let her introduce herself and talk a little bit about CS too before I'm not as tall uh hello everybody I sort of met you uh I think uh last at the end of last year when sa was here to talk about solar on public buildings um and so Peter and I were on sab's computer um so I heard you but I didn't get to see you all um so uh again my name is Jennifer lindall and I am the Southeast regional coordinator for CS which is the clean energy resource teams so I am your uh coordinator and I can help you with all sorts of things uh clean energy or sustainability related um and tonight we're talking about Green step and um um Erica's gonna uh you know let you know a little bit more about green step but in the future if you have questions about it or you need any assistance I am here to help you yeah so I was just going to talk a little bit about what green step is and if you want to join you can so it's a voluntary program um there's 151 communities part of it in Minnesota right now so over half of motans live in a green step Community um it's been around for about 15 years um and it's a voluntary program so you can join if you want um there's five steps the first step is signing a resolution saying that you're interested in being part of the program um steps two and three are about reporting um actions that are related to sustainability that your community is working on and then steps four and five are about metrics so having um what's going on in your building and improving upon Energy Efficiency things like that um and then um yeah so uh yeah and so then improving upon any of the um metrics that you have um for the community um yeah so it's a challenge assistance and recognition program and the challenge is again those five steps that you're improving upon those five steps um the assistance piece is that we have experts on each um piece of sustainability so we we kind of have five sections related to sustainability and happy to help with those we have Outreach events um Denver in this area so able to coordinate more um community events as well yep there's a two of us I just picked pictures up there too about who we are so there's green step cities which is um mostly what we're talking about today we also work with tribal Nations green step there's a green step schools program and there's a gold leaf program that's focused on resilience specifically go to the next one yeah as I said half of motans live in a green step community and it acts kind of like a menu so there's 151 actions but we don't expect you to do all of those and it's again it's voluntary so you have to choose what you want to do so it's kind of a menu of what you want to choose related to sustainability go to the next slide um this is a little grainy but I just kind of zoomed in on your area and there's some communities around you that are also part of greens that man's part of greens the plate Crystal new St Peter um and if you want to join you can and that again that's step one of the green star program this is I talked about those five kind of buckets around sustainability that we have um there's buildings and lighting land use Transportation Environmental Management um and then resilient economic and Community Development and then within those there's different actions that you can take um go to the next slide those are the steps that I mentioned so again Step One is having a resolution two and three are about actions and then the um having some metrics for the community too next one uh this is pretty small but um this is our website just an example of one of the resources that we have so there's any action that we have of the 181 there's an advisor that you can look up um that is an expert on that specific thing um so I think this one is about like um public facilities compost and things like that so this is this happens to be a person at the pollution control agency that's an expert on that you can reach out to us too but then there's experts within all of that too that are that you can reach out to and then you can go to the next slide um and then what's really great I think there's a peer-to-peer network of seeing what other communities are doing related to sustainability so on the website too any action there's also what is Royalton doing and you can see what they're working on um and tools that they've used in the past that each communities have used next slide yep and I think I mentioned most of these but other things we offer we have workshops um we're available if you ever have questions or want to have an event or want us to share successes we like to write stories about what's going on in community share them on social media um the pollution control agency has a lot of data if you ever really want to dive into Data um and then we also are keeping our pulse on um funding initiatives and anything that we can help send your way if we know what projects you're working on so I think that's it kind of a rough overview happy to answer questions if you have any um do you want to add anything um so I get to work with uh the cities within southeast Minnesota and um I think that uh one of the great things about the green step is that it really is connecting you to other communities so um there's an email this serve that you can even go on and if you have a question like you don't understand something or you want to know if there's funding for something you can um ask a question they send out emails that provide links to funding opportunities um and so it really is a way to help you you make your community more sustainable and it's achievable right so it's it's not like we're going to be sustainable it really gives you the steps of how to go about that in a in an attainable way um and it's very anybody can go on to the website and see what you're you're doing um what you're accomplishing what are things that you that you can go um that you can accomplish um so and I've had communities that are close to each other work together on a grant so they're get larger Grant to do something bigger um there's a lot of opportunities so I just wanted to share something with the council um because I know this is all new to you um but with our climate resiliency project I think that we are kind of in a good position right now to get involved and be try to become a green step City we've talked about this before wanting to become a green step City but it kind of felt um overwhelming unmanageable just because we have such a small staff but now that we are um embarking on our climate resiliency project and we have um Luke in the audience he's our climate impact cours coordinator um you know available to help do with data entry I think it's achievable and I just wanted to check with you guys too so there's no penalty if we pass the resolution become a green St City get that step one done and let's just say a year goes by we don't get step two there's no penalty it's just you know do it work at your own pace and that sort of a a structure okay and I I know that you're going to be doing um I'm going to speak for Erica but I'm sure she would be happy to meet with you a oneon-one and help with anything that needs to be inputed or something that you don't understand so I mean I can see that she's that great so how do you out of the 160 different things to do how do you kind of narrow that down do you kind of work with staff and in our coordinator to kind of pick like a hundred of them instead of6 no yeah yeah so I mean the first steps are there's some that we kind of guide you toward in step three especially is that there's like some some more that we guide you toward but then I think you can kind of think about what you've already done related to sustainability so you can report things you've already done as well and go through that but I'm also happy to I know a lot of the actions so happy to work with whoever is working on it to try to figure out what what you're working on yeah the reporting shouldn't be the barrier if it's meant to like tell your story of what you're doing related to sustainability and maybe a first step could be looking at um you know our lighting our heating cooling like how can we be more cost effective and and efficient and just simple steps like that which we should be doing anyways but you know we aren't always the best because we do have a small staff so but and then the other thing that's kind of cool is you get recognized at the league of Minnesota City's annual conference and so every year I sit there and I look at that list and I'm thinking oh Eagle a should be on there but we just we'll do it next year you know yeah I meant to say that yeah so that recognition pieces I feel like something that is our strength so you get a sign that says we're a green step City you can put um right next to your city sign and then yeah at the league of Minnesota City's conference every year we recognize communities that are moving up a step or have taken actions that year so yeah and you get a step like you get a step that you can then display in here or somewhere where um people in your community like if there's a library or something like that they see regularly so they know what you're doing great any other council members have questions all right well thanks for coming in and kind of getting us started and let us letting us know what the program is all about thank you thanks thank you ladies appreciate it sorry about the delay getting that initially started but glad it worked all right moving on to number four assistant fire chief Tali he's here to give us a rundown good evening thank you for your time this evening my name is trental I'm assistant fire chief uh so tonight I'm here to ask you to consider um a 2025 budget item uh to upgrade the some of the lights on three of our trucks um you know sometimes on older vehicles on the headlights the the lenses can kind of get foggy or maybe they change a little color and they don't light as well well the same thing can happen on war and seam lights and so uh that's what we're here to ask you tonight to upgrade on three of our trucks our rescue our tanker and our grass rig um it's really to enhance uh the safety when we're responding to calls and then also when we're just to eluminate the scene uh a little nicer uh Jennifer did a great job of describing uh our request on page 102 of your packet uh I think it's pretty straight forward um here to entertain questions that you may have anybody have any questions all right doesn't look like there's any any questions sounds great thank you Trent thanks Trent all right uh number five Jennifer all right all right um let's finally get to present this okay so um before I sign up here I'll just explain it so um we are now a member of the sou Central service cooperative and there is uh they do a quarterly award for um putting a spotlight on employees that go above and beyond to do a good job uh for their respective City County or um nonprofit and I um saw that come up and I thought you know Eagle Lakes uh Public Works director Andrew Hartman seems to be a good fit for this award um so I nominated him and I'll just kind of read you what I I wrote in there and he and he was selected and so I'll present him with um there is a nice um framed um I guess award from South Central service cooperative uh just to he can place in his office at the public Workshop but um here's what I I said Andrew consistently goes above and beyond to find ways to make Public Works operations more safe effective and efficient he encourages his Department to work hard and do the best job possible Andrew is reliable skilled in operating equipment has a strong work ethic and prior prioritizes the well-being of our community um I can say you know firsthand since Andrew's taken over as Public Works director I've seen a lot of really positive changes with the city and um I just look forward to see see seeing even more changes happen under his leadership so just keep up the good work Andrew and um just want to take this opportunity to present you with a um award from South Central service cooperative and here's some candy for you as well and then um here is just a copy of that so if I could get a picture with you and let's do the Personnel committee Beth and John and um yes you do have to do you guys want to do it by the flag do that right hopefully I didn't embarrass Andrew too much [Laughter] here okay we could try harder any any other presentations or any scheduled guests that should do it we'll move on to new business all right number one uh the utility uh late fee wave all right um mayor and city council if you don't have any further questions um City staff would recommend that um the $5 late fee be waved in the all opposed all right number two the congenital heart defect Awareness Week Proclamation what do we need to do with that Jennifer um I if it's all right with you we can go ahead and read it um in case there's any at home that wants to uh learn a little bit more about this um and uh and then at the end we'll just ask for motion and the mayor can sign it and we'll send that back to uh Amanda okay so congenital heart defect awareness week February 7th through the 14th uh whereas the import excuse me whereas the health and well-being of our children is of Paramount importance and whereas each year in the United States more than 40,000 babies are born with a congenital heart defect and whereas the medical community has identified congenital heart defects as the leading cause of birth defect related deaths and whereas it is crucial that parents pediatricians and all those in the health profession have greater awareness of the potential for congenital heart defects among newborns and children and whereas congenital heart defect Awareness Week provides the opportunity for families and patients affected by those conditions s to share their experiences and knowledge with the public so that we all may be more aware of how this defect affects all of our lives and then therefore John Wedington mayor of Eagle Lake does hereby Proclaim February 7th through the 14th 2025 congenital heart effect awareness week and encourages all Eagle Lake residents to join him in the special observance thank you Jennifer um look for a motion to move forward I'll make a motion to adopt the proclamation I'll second all right all in favor I I I'll opposed all right perfect thank you um on to step or number four warning and and seam light safety any more questions about that from the council which one are we are we on late or lights yep number four you skipped number three oh did I um it might have been a little that's okay all right let's do four I I I marked it off before I got there so I got a little too excited so let's go ah and do more number four and we'll Circle back to number three any other questions on the lighting for the for the emergency vehicles all right I'm look for a motion for that so moved second all in favor I I all opposed all right let's loop back to number three then um the participation in green step all right uh mayor and city council I do have that resolution in the packet um so basically we have to appoint a green step coordinator um that would be an employee and it would most likely fit under my position um and then I would just request that uh Luke our climate impact coordinator um help do data entry um and then when Luke's done with his service firm if we have another coordinator to do that they would also help me with that but um it's uh I think it's a step in the right direction we're already doing the climate resiliency project and so I think we are kind of on our way now before like I said it was this isn't something we have time for I'd like to do it but now I feel like we're in a better position so City staff would recommend we go ahead with it I think that's what came to mind to begin with it sounds like it's a lot of work for staff so you're saying that's you know you have that covered yes and I don't think we're going to make it through all the steps anytime soon you know if we can just get through step one and then work to step two and then when I looked on the um the green step cities website you can look at cities that have taken years to get through the steps so it's not something you have to do overnight but I think it also kind of sends a message to the community that we care about our community um natural resources and um you know that we were mindful of just trying to you know be a more resilient community so any more questions concerns comments it's voluntary completely right 100% no penalty if we start with step one we never do another thing no penalty I think that's what's kind of nice about it is we can work at our own pace Y and once we have budget time you don't have time to deal with it you don't deal with it so but it gives us Direction on what to do so um if no one else has questions I'd make a motion to approve this I'll look for a second I'll second that question I'm not sure but I'm guessing somebody would have to verify we have to do reporting and then they probably have some sort of a verification process so what that is I'm not sure but you're right they would do something so um but the other thing that'll help maybe make you guys feel good is the league of Minesota cities as a partner with this program so they strongly encourage cities to be part of this as well and it might open up the doorway for uh future grant opportunities for us too so um something also to consider but good question just look seems that's exactly what I was thinking as I went through some of these I thought well now that we've undertaken the climate resiliency project I feel like we can already kind of check some things off so um I would agree with you on that all right any more questions all right we have the first and the second um and no more discussion look all in favor I all opposed all right looks that passes right we're on number five right um the year ending audits engagement all right go it's that time of year again come these uh seems like we just finished up the audit but so uh mayor and city council we've got uh the audit engagement letter from IID baile or Auditors um in the packet this evening and in that audit letter it talks about this services that they're going to provide to the city for uh year- ending financials for 2024 our audit fee is estimated to be at $31,000 and as a comparison I included what our um actual cost was for um year ending 2023 that was $3,324 um we do have money included in the 2025 budget for auditing Services we put $35,000 in there um and right now the audit is scheduled for a April and then I at the bottom of my memo I included there was a new requirement that started last year and the Auditors basically have to put together a governance planning letter um which lists out some areas where potential risk might exist but just wanted to let you know it doesn't mean that the areas that they list in that letter means that were necessarily areas of concern for Eagle Lake it's just a standard um letter that they have to put together talking about different audit procedures um you know that they have to implement um across their government clients so with that if there's no questions we would um need a motion to authorize uh mayor Winnington to sign the audit engagement letter from a Bailey any questions about the required audit and what we have to pay I have questions about what we have to pay but that's that's what it is so I'd look for a motion to move forward I'll make the motion to proceed with this and a second all right all in favor I I all opposed right the next one is approval of the increasing amount of the Eda funds invested all right mayor and city council The Economic Development Authority also known as the Eda um has some funds available funds that have been um uh levied and set aside for um Economic Development purposes and so right now we're trying to grow that amount of money so we can do a meaningful project and um back in 2022 we looked at the money that um has been in a was in a CD and what it was making for interest and we talked about moving it over to or a portion of it over to What's called the 4M fund and that's a municipal Minnesota Municipal money market and it has a higher yield um it's affiliated with the league of Minnesota cities but it's basically um a customized cash management investment program for Minnesota public funds and it's sponsored and governed by the league of Minnesota cities um and manage in accordance with Minnesota statutes and um customize specifically for public entities uh which is of you know our main concern and that provides safety liquidity and highly competitive yields and as I mentioned back in 2022 um the Eda moved a portion of its uh funds at that time uh we moved 200,000 um into the forum fund and in the motion it specifically stated 200,000 so at our last Eda meeting we talked about you know the interest rate we were getting just sitting in the city's bank account um and let's look at moving more over into the 4M fund because it's getting such a higher interest rate so right now the forem fund um is 220 $2,820 um and it's earning interest uh over 4% that does fluctuate um and then we've got about U 36 thou 37,000 uh at the local bank earning a much lower interest rate right now it's at 6% so what we talked about the Eda meeting was just looking at moving more funds into the forem fund and I went back just to look at the specific wording of the resolution to make sure staff had authorization to move more funds and I think um just to make sure that we do everything appropriately I would just feel more comfortable if we had a motion tonight um authorizing City staff to move additional Eda funds to the 4M fund um for the purpose of a getting a higher interest rate or more competitive yield and I think we just keep it kind of open so that um we don't have to come back to the council ever time but this is reviewed whenever the Eda means we read the review the financials so I know it was kind of a long explanation but but we just want to make sure that we have the proper Authority before we start moving any money I'll make that motion I'll second any other questions now as you can see the interest rate is a tad bit higher than the current pass book savings interest rate so um the other thing that I liked as well too what was it 30 days we can get our money so if we end up needing the money the funds for an Eda project we can pull that out within a pretty short amount of time so it's not like a CD where you're locked into six or seven months so we can roll it out pretty quickly so so we got a first and a second uh all in favor oh oh you want to roll call or we no I just want to clarify what the motion exactly is okay perfect so how do we need to to phrase that motion can I make a recommendation just that um City staff the authoriz sorry a motion is necessary to authorize City staff to move additional Eda funds to The Forum fund to obtain a more competitive yield as deemed appropriate is that okay do you agree with that Garett I do I agree not trying to tell you guys what to do but just so that we don't have to bring it back to you so everybody in agreement on the on that motion so um we'll move forward all in favor I I all opposed all right no I think we've done very well in that fund and I don't see it changing any time I don't see interest rates on saing accounts Rising any time to that level so what to the next one looks like we're talking about the uh resolution supporting Grant application for the DNR all right me and city council included with the packet is a resolution um that supports a Grant application made to the Minnesota Department of Natural Resources for the Regional Trail program the purpose of the application is to um get funding to construct approximately 5,000 ft a paved trail for the Eagle Lake sidewalk and Trail Network um you guys will probably recall we've been talking about this for a while we got notice in April of 2023 that we rewarded a Federal Grant um we knew at that time we wouldn't get to use it until pH fiscal year 26 or 27 um and in the meantime we've been trying to uh work to get a grant for the local share so that has to be split between the city and the county um so of the total cost we've got you know under about 475,000 in federal funds um and then if you look over on page 123 there's a copy of our grant award letter from Department of Transportation um the ES made total construction cost is uh a little over 900,000 leaving um a local funds um contribution of over $400,000 so it's it's a very competitive Grant we tried last year we did not receive funding but we're going to try again and if you'll remember we had gotten a um I can't remember what it's called a navigator Grant through the league of Minnesota cities and then we were able to use it was $5,000 and we were able to use that to hire bolt make to help us um with this because it's such a competitive Grant and um they are going to help us again until we hopefully get funding so um so with that uh when we get ready to submit our application here they require an updated resolution and in the packet you'll see resolution 20 25-13 and it's just basically giving us permission to sub submit another Grant application that the city council supports it and I also I'm sorry I skipped ahead um something else so for anybody that's not of familiar with what this is for um the Southeastern portion of the community um in best neck of the woods is disconnected from the rest of Eagle Lake um as far as safe pedestrian facility so what's proposed would be a sidewalk um on the east side of agency Street starting at bla and going down um um all the way to 2011 street but then kind of in the middle of there by Thomas Drive we would have like a flashing pedestrian cross thing so that we can connect to the community and you know it's it's scary for kids right now to um try to cross there on bike or or by foot so anyways and then it goes all the way down to 21th and it would would cut over a little bit then to the east so that it would go by um Maple Lane into the Eagle Heights um subdivision so so um that's where we're at with that but it's really important to get that connectivity for our community and so the Project's going to happen we'll be able to come up with our local share whether we get this extra funding but it would be nice to be able to get the extra grant funding so we're going to keep working hard to try to chase that money down so with that just need a motion to approve the resolution so is that is that um only for that area or could it be used for other areas is that is that specific project or is there a more uh or would there be a more populated region to put a trail system nope um the great question it's specifically for this area and so we we had to go through a lot of paperwork um and it was specific to this area um I think the reason why it scored enough to get the federal funding was because of the Regency um we probably have a higher population of people without vehicles in there and so um it's a good opportunity uh for them to be able to get to other places in the community by foot or on bike and then um also just making sure we have connectivity um to the rest of the community so so no we can't transfer the funds to another project it's specific to this one so is our local shares at 441 that's what we have to come up with in conjunction with the county or we have to split that so we split that y so the county would pay 441 and the grant would pay 441 or the city and the county would 441 Y and the grant would cover $475 yes for the federal funds y because the 20% calculation wasn't ringing in my head oh no I think they were just saying you have to have a minimum of local fund match of 20% y but because we only got 475 in the Federal funds um and our to out of our total project costs you know now do we know if this is kind of in the county budget for 2026 so yes we did a we signed an agreement it's been a couple years now but back in 2023 um we reward the federal funding we had um like a resolution or an agreement with the county and so kind of in between then and now is just how do we get the local share bring that down and I'm not sure if it's going to be 2026 or 2027 it might just depend on how much we can how quickly we can get the local share any more questions concerns I'll just be curious on how it all works out with space on that road with the the ditches and things yeah yeah and especially now that um sham has put his development in with the water you know so I'm assuming there's going to be a lot of infrastructure changes and things there um which I'm hoping can help mitigate some of the water issues that are right there because there is some pretty hefty water issues as well so um well and and best Council Ro is exactly right and that's kind of the complicating factor in why this it's so expensive because we have right away or you have to um sorry not right away you have to move different infrastructure that's already in place out there and then there's a Regency sign um trably trees and then drainage issues so it's not easy but I that's all factored into this 900 plus, yep and then we also have lighting um you got to have lighting costs and that's not cheap so I would say the one thing that the council should be discussing now is the other sign that will have to get moved is our city sign that's now in the middle middle of town um because because it's been extended to through his um development so that is one nice thing is it doesn't just stop at Thomas it keeps going but there's other signs that we'll have to move and do they go away or do they get moved but I'm trying to remember is there did did there uh get a side did Troy put a sidewalk in on that across from Kevin Reich is this there's no sidewalks there's no sidewalk it's just grass right yeah yeah there's no what about is there a sidewalk on Agency on yep on the east side on the east side west west side west the West Side there's not one on the east side at all not at all okay that's what I thought that's why they've got the cross there at Thomas so I think we we're going to need to talk about that at some point whether it becomes a stop sign fourway stop sign or whatever because you know more traffic is dumping on to it it's getting busier even if we have a crosswalk there it's going to be a little dice here would it be cheaper and easier to have the sidewalk go through Maple Lane and catch up with Thomas Drive instead of having to uh you know grade all the ditches and stuff on agency and 211 so we did that study and we there were concerns I don't know if you've ever there's already sidewalk in Thomas Drive at Troy shom's development on both sides of the street yeah but the problem is I think so if you ever bike because right now like a lot of people will cut over there and you'll go through mapine it's not the safest cuz there's so many cars in the auto wins and yes there's sidewalks in there but it's not like the same as like a normal sidewalk it's there's just every driveway has four to six cars parked in it and they're parked right to the sidewalk so if someone backs up if I'm backing up I will not see a kid unless they are right behind me so like I won't let my kids go that way I make them go agency cuz that's how unsafe so when we were talking with the county on this we actually went behind maple on the um field so between their town homes in the field was one option and kind of skirting the whole thing um and naturally that's what the county wanted us to do because then they didn't have to pay anything um oh you know what else I sorry I um P pedestrian connectivity study we had gotten funding for that and then that was before we applied for the federal funding because that's um so just kind of I should have done more background it's it's crazy how fast the year is go but that's what we started with and so we looked at all like Beth the same we looked at all different options and we talked about going behind there going through and we did look too at crossing right away there so trying to get the sidewalk instead of being on the east side having on the west side but we couldn't because of wetlands and stuff like that there so I mean it was pretty extensive the different things that we went through or the city county everybody went through to figure out what is this going to be and then is it going to be a sidewalk or is it going to be a shared use path too um and to my understanding it's a shared use people don't understand what a side or a shared use path is anyways I mean people will ride their bike on a regular sidewalk you know what I mean it's like right well and they they will where they'll notice the difference is 5 foot versus 8 foot so I'm glad that this we were having this discussion I will send you guys a copy of our pedestrian connectivity study so you can see the different Alternatives that were looked at um and all that but basically for tonight's purposes all this is um just asking is that we try to move ahead with we've already accepted the federal funds um I mean that's been been done for a couple years now but it's just we're just talking about like giving us permission to submit another application to the DNR um to try to offset our local local share and it it is a needed project I hear from people out in best neighborhood all the time when are we going to get that trail is it ever going to happen or my kids going to be in high school by the time this gets done you know I mean there's a lot how many kids do you think you have your subdivision well there's a lot not only that but then we have the town homes so you have everybody from the town homes coming that way and flooding you know flooding that way so it's it's not just the 50 some houses um in that corner right and then it also as development continues to happen out east it's going to continue to flood and get even more doesn't the bus come and pick kids up out there though for the elementary school they do pick them up yes but it's more than just during the school year it's all year round the kids the adults the I can tell you my kids have friends out there and so they will right now they cut through on um um seringa Fox meows development and coor through Maple so kids are constantly going back and forth and those kids are coming over to other parts of town it's you know we see a lot of adults that are walking a loop that way too um it's so it's not just a safe route to school type of thing or a school year thing I see it more of an issue in the summer when the kids are are home than I do during the school year yeah no I do too so getting kids to be able to cross over and get to the hockey rink get to the park get to the you know those amenities that are across agency any other discussion questions about that I'll make a motion to approve resolution number 2025-the [Music] for accept credit card payments for the city fees sounds good I should have also asked Lieutenant gayor for his perspective he probably sees lots of kids and and um you know just other deputies that see lots of kids and pedestrians out in that area soit that at y y now you're going to get Beth going again slow you just right there well right so we've been warned by the county to not do a speed study because if it does kind of turn out that it's moving faster than that it may increase as opposed to decrease um which is is totally no words um to do that but I think I think you're right you know we need to do that we need to push that issue I think we need to push some ways to get across there the crosswalks and potentially you know stop four-way stop signs like at Thomas or or somewhere along there to get a break in traffic so kids can get across you know I think there's a lot more things we'll have to do once that and we probably should we've got two years so start planning on how we can do those things wasn't plan on bring it up just you talk down the road public definitely great well no I I look forward to you guys you know pushing these concerns and we can always just because we've been told no before it's not a good idea two years ago we'll keep pushing ahead so um anyways um next item is uh approval to accept credit card payments for all city services is um this is something that Deputy city clerk Carrie Rous and I have been talking about for quite some time um and finally kind of I we feel like we're at a point where we'd like to recommend that this be implemented um we see um a lot of residents come in and they want to pay for building permit uh dog license fees um meeting room rental or deposit um with a credit card and unfortunately um you know we only accept cash or check right now and so a lot of people and I'm guilty of it too if I can't pay with my credit card you know I'm going to have to go back and go home come back bring a check or get cash and so it's just a real inconvenience for customers and right now we only accept credit card payments for utility bills um and that's with payment services Network and there is a convenience fee but the city pays 100% for that um it's good for us because for cash flow purposes we get people's payments we get it you know on time and so it's worth it and that's pretty common among most um utilities however I have done some research in um cities that accept credit card payments for other services generally pass that convenience fee on to the customer so um you know if if the city council were comfortable with allowing um credit card payments for dollar licenses building permits uh we would strongly recommend that it be passed on to the consumer because building permits can get into you know thousands of dollars and so we wouldn't want to be responsible as a city for that um but um just having that option for people is what we'd like to offer and so we talked to a couple different vendors we talked to gov card and then again payment service network and I put our notes um in the packet but at the end of uh the day after reviewing um options with both carrying I would like to recommend that we just stick with PSN that's who we use right now for credit card payments excuse me we just have to uh right now we don't have like a swipe machine we when people come in they want to pay by a credit card um we have to take it to our computer and manually entered in or if they call but this way would be really nice and um probably faster just let them swipe their card and then as far as like how we would manage it um yes there would be extra staff time involved with having to break down and pull out like this isn't a UB payment it's you know a dog license payment and then car would have to allocate that accordingly so there would be some additional staff time but we feel that it wouldn't be so much that we would recommend going um you know a different route because um I think it's it's doable don't you think Carrie with PSN I think it's doing things New Way doing things yeah so we think it would be a convenience to um our residents and um something that we should look at at offering and just if you do a survey of most cities that's kind of the the direction cities are going in just to make it more convenient for residents so so there would be a cost and the city would absorb the cost for I'm forgetting what's called but the card reader um or terminal and then we would pass on convenience fees to the customer we'd have to be very clear they have very strict rules on you have to tell them verbally you have to show it on the screen and we have to let them know you know very clearly that you're going to get charged as convenience feere are you okay with it and and that would only be for non-utility payments so with that I know it's a lot of information um but with that if you guys um have any questions we'll do our best to answer otherwise we would just ask for a motion to approve um allowing us to accept non utility bill payments via PSN with convenience fees passed on to the customer I'll make the motion oh sorry and then as far as you know buying or renting devices is that a toic for a later time that for now yeah we just feel it'd be easier so right now just to give you an example it's it's um not very convenient for instance if I'm by myself in the office I have to take the person's card go all the way back to my office pull up the program while they wait out at the front counter and it's just it's not a comfortable um situation probably for the customer they're probably wondering why and then the screen it takes a long time for to go from one screen to the next and you're looking for just one credit card machine then yes yep well um they come free if you if you if you get a service with a terminal don't you get a free card reader well there's a page here the rental pricing purchase pricing I think you know renting it's very comparable I almost wonder if renting it we'll look into it a little bit closer but I almost wonder if rental isn't better so that way if you have a problem with a machine I mean I think it comes out pretty close in the amount I um I guess sometimes like with our copy machine for instance we lease and that has been a good move instead of buying because of all the maintenance issues we have so um it's kind of nice so it's not our issue go ahead Carrie well the other thing I was thinking of as technology changes and requirements for the PSN if we buy the equipment could be outdated versus just getting an upgrade there might be a cost that way as well is there a monthly fee because I see a monthly rental fee and then under the purchase I see a monthly fee is that $15 included with it if we rent it CU then right there you have a fairly good savings unless you're going to keep your your um machine for more than two years or more than a year and a half you're money ahead renting it so it kind of just depends on how often you switch it that's for that one but this one it might have gotten cut off for the monthly rental I don't know I'm thinking that the and Carrie you were you probably know this one better with PSN that $15 would be included in there it's not actra right it looks like it got cut off on that email yeah I don't think it's it it's probably included in there because let's see no additional costs Sy this they really want you yeah well and I would definitely want to go that route just because of our experience with um like um Pitney BS machines um for postage uh the copy machine I'm so glad we do not I know in the past year there was a push by Council to buy copy machine bad move don't ever do that just lease it's the best best way to go trust me um so yeah I I think I would strongly recommend the rental fee that way they just replace anytime there's upgrades or you know something wrong with it and I I can follow up with you guys and let you know for sure on that I sorry about that I can't see it looks like it got cut off on this email and I I couldn't tell you right now unless I have it on does the city have to go with a specific reading card reading company or what uh no we just would feel the most comfortable because we work with PSN they do a good job on Utility Billing so we're thinking instead of having two different um setups it makes the most sense um just to use the same one so we don't have two um and PSN works really good right now for utility billing now I said that will probably a problem but no it's virtually good so you want to go with the same company because the statements will be the same the reconciliation of payments and fees all that they'll come in one report instead of having to to do that with two different accounts and even if you have the monthly fee is higher than another company what you're going to save in staff time of not having to go to two or three and I'm speaking out of experience on that it's much more timec consuming to go across several platforms than just pay a little more and have it all on one if it even if it is more I don't know that it is but yeah the convenience of it all in one spot and I think our customers would would really appreciate because we have some people that get very frustrated when they come in well I think another thing would be Soul sitter licenses not that we want to make it more convenient for them but um when they come in to pay and then having to go back and get because they usually don't have a check with them and so we usually get the brunt of that at the front the front office does and people get frustrated so a lot of people now that don't have checks yeah I'm guilty of it myself a lot a lot of times you just carry my credit card ass we always did take it here okay well I'll make that motion I'll second that motion all right any other discussion all in favor I I I'll oppos thank you mayor and City Council I will follow up with you and confirm for sure on that $15 per month uh fee for the device sorry about that all right so next one is the amended fee schedule for meal reimbursements all right uh mayor and city council so I was contacted by a city employee um had raised a great question just said you know is the city going to consider looking at increasing the meal reimbursement amounts and so um took a look at uh what eagle lake has what other cities have and um I listed out and I'll put it up here on page 139 what our current rates are so we're um $8 for breakfast 14 for lunch and $20 for dinner um and looking back that has I mean it's got to be at least probably close to 10 years since that's been updated um so it really is time that we look at um increasing that especially considering inflation in recent years so um I also included in my memo just an excerpt from the Personnel policy on our travel and meal allowance just to give you an idea of when we uh approve reimbursement for employees and and this would also because it's approved of by um the council put in our fee schedule would also apply to elected officials if you have to go to a conference or go to a meeting um in which a meal is included so um I had contacted some just randomly surveyed some area cities L Center like Crystal Madison Lake Mano new um got some good interesting um feedback so Mano new they both reimburse uh per the per DM rates found on the US general Services Administration page and I really like that because you just type in the city of where you're going so um if you have an employee in Bloomington for instance you just type in Bloomington Minnesota and then I'll show you the rates and then um if someone's going to let's say duth We'll type in duth and you know that might be a little bit different different or M M would be different than Bloomington so you're not going to get as much if you're having to go to a meeting that requires a meal in Mano as compared to Bloomington so it's probably the best and that includes you know gratuiti and sales tax and it's probably the most Fair um way to go about it so um yeah with that just I included some attachments from the US general Services Administration for your reference just to kind of see some examples and um if you have any questions let me know but I guess just after doing a survey and reviewing the information uh City staff would recommend um that the um City follow the US general Services Administration calculation any questions from councel probably not bargain and you have McDonald's you can yeah it's crazy so would so how would that go so staff is going to the cities for a conference would would they look it up beforehand or would it be done afterwards or no uh looking I had an employee in my office we were looking this up the other day so I think I I don't know if iclude an example like Bloomington for instance um did I put that one in here maybe I didn't copy one so they would know before they left what so yep so then they know ahead of time okay and I would hope that everybody would just be um um fiscally responsible and know that just because I can spend this much I'm not going to and we've never had a problem with employees doing that in the past you know you have to turn your detail receipt itemized receipt um but same that if they end up getting the top dollar meal on there they'll only getting up to that amount anyways yeah yep exactly and I it's the employees responsibility to turn that in you're not going through and doing it they go online they know what it is and they turn it all in yes yep yep exactly so and then we would update the fee schedule and then when it comes to the Personnel policy um right now we're going through a review of that and I need to meet with um the Personnel committee um the end of February and we'll bring that to the city council mean in March so we reflected in there [Applause] too well I'd make a motion to amend it to reimburse as per the pum rates found on the US general Services Administration page um for breakfast lunch and dinner for Eagle L I'll second that have a first and second any more discussion right all in favor I I all opposed all right right turn that over to you Jenifer for there all right we're moving right through this meeting second one in a role mayor Winnington that's great um okay so in my report I have year-to date revenue and expenditures report for January 2025 um as always if you want any more detail uh just let me know um sometimes I'll make a few notes on there um and I think I did make a note on there yeah so once the audits done there'll be some adjusting entries so you know numbers aren't final it's just unofficial at this point and then um full-time employee leavea cruel use summary report I'll try to do a better job of including that each month uh Carrie prints out a report to that after each payroll is processed and that's just kind of nice for employees to be able to see where they're at and the council just to kind of know where employees are at as well and then this next item the manal Mississippi River 345 KV transmission line project um I included some correspondents about um you know what that project entails and um you know the need for the city to submit some input so back when Community Development coordinator Olivia was with the city we had uh reached out to Excel and requested a meeting because we had heard about the the Pro's transmission line at that time um we were told don't worry it's not going to impact Eagle Lake none of the proposed routes would would encroach into City Limits well then they went through their initial process and um uh part of that then generated in um let's see so they had a public information sculping meeting and then alternative route R routes were proposed and um one of them does encroach into Eagle Lake City Limits um so basically um they have to do the Eis and which we're familiar with what that process entails and um that should be released on May 5th 2025 and then it'll be available for public review um then there's going to be some public hearings coming up in May in a public comment period And I do have a meeting um later this week with somebody from Excel Energy or not Excel Energy excuse me um the Department of Commerce to talk about I just want to make sure that we know exactly when we are supposed to provide input because I think it's very important that the city of Eagle Lake put on the record our concerns um with having this come through City Limits whether it's actually you know in where we have you know even if it's on the other side of Highway 14 when we're looking at um potential modifications to make Highway 14 safer we don't want that to rule out any potential modifications down the road so we may have to Loop in a consultant to help us like Bolton mink or um Maple or somebody to help um make sure we get our um you know opposition if any on the record so more information to come on that I was a little surprised when I received notice that Eagle Lake was now um potentially impacted so we kind of have some fuzzy information of where my cut through down right now yeah so right now they're looking at north of 14 north of 14 yep but still that impacts our community and I know it's just there's lots of things we need to learn about and be aware of and so um I would definely want the mayor any other Council people that want to go to the public hearing will get more information on that and we definitely need to have a written um comment on the record from the city of Eagle Lake expressing our concerns and if we need to get a hire Consultants to get involved I think we'll definitely have to look at that so all right more on that um next uh update on the Personnel policy updates and next steps I kind of already mentioned this but we'll be working uh Personnel committee um so John and Beth and myself on updates and then we'll bring it to the March 3D city council meeting and then after that we'll have a meeting with staff um sometime in March just to look at updates and the league recommends we do that every year which we don't always do but we're due for an update um the next item it's the inner city leadership visit planning committee um so the greater Mano broth um has typically every couple years done what's called an inner city leadership visit um the last time due to covid and some leadership changes it hasn't happened since 2018 um but in 2018 uh former mayor Tim orer had went to Arkansas with the delegation uh just to learn about um other similar areas like the greater Mano area to learn you know how are they doing things to try to grow their communities and work together collaboration and bring back that back to the Mido um greater Mano area so basically they are trying to get that going again um we had a meeting and looked at um a couple different locations in the area that's being looked at is Witchita Kansas and so we are going to be meeting again soon to talk about that um and whether or not that's going to be the final location where we're going to go and when it's going to happen and all the other details but um tentatively tentatively it's it's um looking to be October or November um and I would want to know how much it's going to cost um but typically they make all the arrangements everybody goals together um I'd recommend that you know the mayor and or myself attend um and just represent the city so we'll find out how much that costs if it costs more than what we have allow our budget we won't do it but uh most cities have I think last time they had like 80 people from the greater man area that go so more information on that and then just an update on our water treatment Improvement Project funding requests um submitted a cap update a capital budget requests to the House and Senate I've gotten um some contact from their different um staff that work with those respective committees and sent additional information so that's all good been working with their lobbyist um I sent an email off to uh Congressman fin said's office today made a couple phone calls and I see I had an email that came in I haven't read it yet um on our congressionally directed spending request so um I'll have more information to share with you shortly um but uh with that in I sent out an email today we got a um a summary kind of what's going on with the at the um this legislative session from our lobbyist read um so if you guys get a chance to read through it it kind of just gives you a kind of play byplay of what's going on right now and then I guess my last update would just be you guys are all aware about our Facebook Facebook page was unpublished we're not exactly sure why I think I know why um but I think at the end of the day we're at a point where we're just going to have to bite the bullet and set up a new page as much as I don't want to do it because we have I think 1,400 people that have either liked it or are following um but I I have not gotten any um responses to the appeal so I I don't think we're going to get it back so with that we will get a new page up and running here shortly and um and then once we do we'll really push out to residents how to get on that page and and uh go from there but in the meantime we just hope and encourage everybody to use our app which I think is is great and it's kind of Handy to get information out so and that concludes my report fantastic um okay so do you want to kind of kick us off sure um yeah the mayor and Jennifer and I had a meeting with um superintendent of isd77 along with um Audra who's the head of the committee or the uh Community Ed um basically the preschools um raised our concerns um and long story short basically just talking to a brick wall um didn't really matter what we said what our opinions were um what we thought it would do to our school um basically they just told us they're moving forward with it whether we like it or not um which is is very um disappointing obviously um because um people move here for the school specifically and um you know we we just let them know that we thought that this was going to uh not only decrease our our enrollment um at the preschool level but it's just going to start people leaving earlier um and decrease the enrollment um tfold and I just thought it was interesting that um you know 6 years ago we were at Max if not over Max Capacity um I think he's they were saying our school holds 490 students or something like that and currently we have 297 students um so very disappointing that um their decision to do this um because ultimately as we we know it's just going to decrease enrollment even more Through The Years um you know they um they really didn't have answers for us you know I I I just um I agree that we're a part of isd77 but also we're not Mano um and I really just wish that meeting would have kind of shed a light on you know separating us from Mano um but you know as uh audre said um you know it it was a financial decision basically CU they get to um get the full funding with this all day preschool all under one house um and without all of isd77 participating they don't get all of that funding so um you know those of you at home there's really nothing the this City can do from here on out um you know alls we can do is is shed light on it um and ultimately it's the community that can make a change um if that's possible we don't know but um unfortunately with with Starlight closing down and now um fouryear olds and ultimately next year three-year-olds will be gone from our building as well so um kind of puts our community in a pinch with the Early Learning um but hopefully uh we can have some have some other people that have interest to open up preschools in town um to alleviate that that stress um because you know just in the last month or so I the amount of people that are going to end up going to St CLA you know is is is good for them not for us um so you know just the thoughts from that meeting is basically they're just going to tell us what to do and there's nothing we can do about it so um disappointing but you know I just want to let everybody know we tried um to bring our concerns with it um but unfortunately I don't think um we will have preschool uh by next year no I wouldn't Echo everything you said um it was a pretty disappointing meeting you know we you know we we know as a city council in a city that you know that's kind of a gym that we've we've had for a long time and we really want to preserve it um and they were a little closed off to any type of suggestions of how maybe to change that um you know we were talking you know we are a little bit different the rest of ID ids77 where our our residents have options right so they can go to St Clair they can go to pton you know they can go to Jamesville um and not a lot of grade schools have that option so we are a little unique that you know if our residents don't like the the options that are being presented at isda 7 to7 they they have plenty of options um when I first moved here you know that's one of the reason we moved here was was the grade school right so we saw people make that decision at fifth grade whether they wanted to go to the larger School District or they wanted to go to a smaller School District um now we're seeing that that's being made before that they even enter you know the the grade schools so you know there's it's just been a lot of changes over the last couple years and and I think they're solely due to you know the the decisions that were made at the at the at the ISD level so and and we were pretty much let know that there wasn't a lot that we could do um but you know there was you know openings for you know concerned parents you know like like Anthony I would encourage everybody to reach out you know to the school board reach out you know those kind of things so um that's who has the standing and that's who will have to make the difference unfortunately we're we're kind of here to support and move forward but um we really can't we can't bring a lot of pressure to Bear right now with the with the school district one comment I would make that ties into this a little bit um being on the community ad and Recreation board and then a subcommittee with um M3 that is talking specifically on their accreditation to after school care um they're working through some of that accreditation that's great um and they're they're doing three schools but I guess I want to make it very clear um but also very Broad and vague at the same point that eagle Lake cannot expect or in my opinion Eagle Lake should not expect there to be summer EES at Eagle Lake Elementary every year moving forward it has not been promised to us it has not they have not told me um that it won't be there but being on the advisory Council I don't get any heads up they we approve pricing rates which did increase and they should um but they don't talk to the advisory committee they make that decision on where it's going to go sitewise based on what construction's going on the summer what buildings can house it um so just so everybody's aware that Eagle Lake is not guaranteed to have a summer Asis site as much as we'd hope to and we will continue pushing for that um I I feel similar to where you guys are at with a preschool piece of it um I will keep advocating for it but and I will keep advocating for Le less weight lless because we are always maxed out Eagle Lake um but it's ultimately what they decide is what they will do um so I'll keep pushing to have it but just knowing up front that um not to expect it every year because it it it can change this is a question that has to do with demographics do uh do we know what percentage of people in the city of Eagle go to uh open and roll out of the district or is are we don't do we not get that kind of statistical data I don't believe we get that I we could probably request that no from the I requested that data a couple years ago and we were fighting to get people back um and that's when it was we at 100 110% capacity pre-co we went down to 80% we have so many people open enrollment that was also public information on isd's site um when I asked for that data last um both from the district and from St St clar and Mano it was kind of like that's not um appropriate for me to ask so I think it might be something coming from Jennifer or the mayor is I just kind of um new request got shunned on that request so I I I I do it is helpful to know that um but I apparently not the right person to ask the only reason why I ask is you know with future growth I mean what what are people coming to Eagle Lake you know are they wanting to well you know like John you said that you came to town because of the elementary school and the elementary school is wonderful um so does that cause I mean I know there's not really that much for houses being built and stuff like that but does that do people look at that I mean well I guess that's a stupid question people do look at the school but you know do they look at like you know well we're going to move to Eagle Lake so we can go to St Clair or we're going to go to move to Eagle Lake so we I mean what what what do people think I guess is what I'm wondering you know what what is that what how do those numbers move and go out of the city or to KO or to St Clair jamesw walor pton uh Etc I guess is what I would be asking and I guess that's with data you would be able to maybe make more of a I think if youit another year you're going to see a big shift that way right because like like you said you're when we grew up we made that decision in fifth grade are we going to Franklin or are we going to St Clair you know um so it is kind of disheartening when I see half more of the neighborhood kids in my neighbor getting on the St Clair bus than what get on the Eagle Lake bus um I think it's going to continue to get worse especially with preschool if they're not going to Eagle Lake Elementary for preschool um it already opened the door for the other ones if they're already mad now so when you talk about them moving in and it might be some questions for the for others they probably don't know they just see a school and they assume it's a good school and they move there and then realize after word a month with other parents where should I go what should I do um that can change decisions really quickly I think after school care and your preschool are you going to be your two key factors and once you switch there's no going back I mean you're not going to send your kid to preschool in St Clair and then say okay now we're going to go back to or Jamesville or wherever and then come back to Eagle Lake unless there's a big swing in how the district runs their policies I feel I think you know we'll we'll continue we'll ask some questions um you know I think think one of the things is that how do we get the pulse of you know the community rights you know how we should proceed forward you know from my standpoint I think we should proceed forward you know this is an asset that we want to preserve and how can we preserve that but ultimately we got to work through the parents at the at the ISD level so how how do we give them information that we can kind of pass on and also you know they're going to have to organize almost as as we've seen you know with the water treatment plant and things like that you know pushing some things forward um but right now as the counil we can suggest ask questions and things like that but we're pretty much froze out of being able to push yeah I don't think we'll get another meeting no yeah I'm sure not um so so yeah so that's where we are with that um you know open for suggestions but as we move forward you know we'll happily support what's going on you know I think you got two great Advocates up here um that have been in the you know in the throws of it right now I was in the throws of it a couple of days ago um so but it is an asset we want to make sure that we can kind of maintain and and grow if we can so I think the one thing I want to note too though is that I feel like we've had a really great group of parents that are in that um Early Childhood level that were trying to not only make awareness of what that means but what change can we have here's what could happen here's you know how can we make this work versus just taking an asset out um yes there was some respectful bashing or frustration but um they they're going out saying you're causing a bigger problem how can we make the change versus just going very disgruntle and um some of that so I guess I'm just proud of our community to trying to hold strong to what values and what we want here and have here and trying to keep it here versus just saying a heck with it we'll go somewhere else any other discussion around this I think more to come I think there's other things that are happening within the next year that we need to make sure that everybody's aware of and just keep the the public updated on um especially around more what happening with preschool and daycare is probably the next big chunk that's that's coming um so um I would suggest you reach out to IDs ids77 school board and hold their feet to the fire to give you the information that you need to make your decisions that are best for your families so but uh I think there's more I don't believe you their communication needs to to improve I think so other than that any any more I would say the only thing that and we didn't have a park board meeting last month um the only thing to note would be that the park board decided to not do a winter event this year um that normally happens here in February it we're promoting winter we're trying to get people out during winter months and we have for the second year in a row no snow let alone even a little snow so it was decided group to not have it and look at something more in the fall of a more of a big kickoff or something any updates from the Eda no all right um planning commissioner who's on the I don't think we have a Planning Commission member okay so our next uh council meeting is March 3rd at 6 o'cl right here um any other any other reports that you guys want to Garr you want to speak on Parkway yeah we'll have our U meeting coming up soon for summer sounds developing the schedule and all that kind of stuff and nailing down the summer events do we have a kind of a tentative dates yet or to be determined to
