Ley music teacher Karen Mcavoy was recently awarded the Cynthia tagert Fellowship award recognizing her for outstanding teaching mentoring and service to the profession award recipient recipients are determined by the m music education faculty and include a cash prize to be used for any music teaching related purpose purpose of their choice our athletic director Nikki Norris recently presented at the national athletic director's conference in Austin along with an athletic director from Missouri she hosted a presentation on mentoring female coaches on athletic Administration roles and I have one more um Calin Smothers our first talent together graduate who now teaches at Donley was recently featured in the Detroit News to highlight teacher to highlight the teacher apprenticeship program pretty cool way to spread the word about this awesome program within elps and that's all I have tonight that's great awesome is there any other recognition from other board members right the next item on the agenda is our student representative report we have Miss Walsh here hi everyone I want to start by saying um I hope everyone had a nice and relaxing break and as we all know this week is finals week so students are preparing for their exams and after exams they can look forward to the Multicultural assembly auditions were last week on Wednesday and the assembly will take place on February 2nd so it's a little bit of time but I needed something to like transition away from ex a date for winter formal has been released so the dance will take place on February 8th and a new club has formed at East Lancing it's called spark which stands for students promoting resilience awareness and kindness the club's goal is to organize projects students can participate in to promote mental health awareness so so far they plan to create like a Post-It note of like little affirmations and they're also planning on organizing kindness grams um girls and boys varsity basketball played Hol on Friday last week the boys won but the girls lost after an extremely hardfought game yeah both teams will play okus this week girls on Friday and boys on Thursday and the gymnastics meet took sixth place with a PR score of 34.4 points at the Fraser Invitational meet this weekend they're going to have another meet this week on Wednesday against Fowlerville and that's all I have thank you guys thank you thank you m yes yeah go [Laughter] study all right the next item on the agenda is our superintendent report M Leo thank you I just have a few items tonight the first one is an announcement um for our East Lancing high school health clinic our community advisory committee meeting will be held next Wednesday January 22nd at 6:00 p.m. here at East Lancing High School in the hub um please enter through door one which is our main entrance a light dinner will be provided and representatives from U ofm Sparrow health health system will also be at the meeting a little update on our 2024 safety security and accessibility band our Architects and construction manager have been meeting weekly with with representatives from central office and the high school to continue design and planning for the new Central administration building and the East Lancing high school edition we'll be going out to bid for the central office administration building January 21st with anticipated board action on recommendations at the end of February and we anticipate going out to bid on the high school edition on April 15th we'll also be taking a group of central office and high school representatives to visit two office furniture showrooms in Grand Rapids next FR next Friday January 24th and just a couple upcoming no school days there will be no classes this coming Monday January 20th 2025 in recognition of MLK day and our next uh staff professional learning day is Friday February 14th with President Day being Monday February 17th so there will be no school for students on either of those two days to make a extra long 4-day weekend for students and families and a three-day weekend for staff nice and that's all I have today all right thank you superintendent Leo are there any questions or comments for the super intendent just can you remind me the administration building is groundbreaking anticipated this summer yes they'll be demoing it soon as it uh when the ground thaws and so it'll be starting actually the spring cuz uh we anticipate it being done in October or November so it's actually earlier probably closer to March or April excellent and so the office furniture is for the administration building it's for both okay it's for both yes yeah we're going to take the tour together just instead of doing two separate ones even though the bid package for the furniture for the High School administration office the addition will come later any other questions all right we'll move on to the consent agenda uh there's no discussion on the consent the board speakers are to confine their remarks to five minutes if a speaker requires more than five minutes all other persons who have requested to speak during this part of the meeting have spoke um I'm sorry and after all other persons who have request to speak during this part of the meeting have spoken that speaker will be allowed additional time superintendent or other District staff may comment to clear up or avoid significant misunderstandings and uh we have Mr Gorman here from Ela Mr Gorman hi everybody hello uh all right uh good evening superintendent Leo members of the school board both new and familiar uh and members of the East Lancing Community uh my name is Ross Gorman I'm speaking as president of the elaa on behalf of our members here at East Lancing Public Schools uh I want to congratulate our new board trustee uh on their position uh being a steward of not only East lansing's educational reputation but also public education generally uh and the idea that we are all people worthy of an adequate education is humbling uh it is a worthy task and I want uh to speak today to encourage our board members to work with the ELA whenever possible to lighten the load of policy implement a and to elevate the benefits of our Synergy uh we are looking forward to negotiating a new contract this year in good faith with the board's Representatives as we hammer out a new labor contract for this District's teachers um counselors and instructional staff as well that can ensure East Lancing continues to attract the most talented Educators for this community's young people it is our view that the primary differen maker in a classroom is having quality Educators present so as we return from break and approach exams which we all just heard about uh a new semester the week after and then contract negotiations soon after that I would like to reinforce that I've got an open door policy I would love to hear and share in the concerns and aspirations of our trustees um going into these negotiations I think this year's negotiations give us a unique opportunity to make Headway for educators on many various topics that have long been off the table for negotiations due to Legal limitations due to the shifting nature of our political landscape I think this year may be our last chance for quite some time to codify these protections for this community's teachers and to demonstrate our commitment to public education here in East laning um but that is all for me tonight I just want to thank you for hearing me speak and I look forward to hearing from you all and I'll reach out this week to introduce myself thank you thank you thank you thank you Mr Gorman is there any other public count yes very good I used to say be able to say this name is it it's okay it's all right next up is uh Kristen fitner on behalf of asme hello congratulations everyone so excited um for new and returning members um I am Kristen fenter I'm speaking on behalf of asme um which is the union that represents the administrative assistance to the district um you don't ever want to follow Ross Gorman he speaks so eloquently so basically what he said and then just plugin Administrative Assistant wherever he said teacher just kidding but um we are also looking forward to negotiating our new contract um and on behalf of our small But Mighty Union um and behalf of the 1,227 East laning High School students and the rest of the students of the district we just look really look forward to working with you thank you so much thank you thank you and it it is a reminder that we have a busy winter and spring coming up and I look forward to those discussions as well I um I think most everybody at this table shares Mr Gorman's concerns about uh some attacks we might see on public education um in the coming four years and we'll do everything we can in this District to make sure that we have great public schools and that we support our students and our people so let's uh move on to the next item on the agenda which is board discussion uh I know trusty edel's reached out to probably everybody at this table about a proposed resolution so I'll turn it over to her uh you should each have a copy of a the most recent proposed resolution so in 2017 for about the same reasons um the board at that point in time passed a resolution um affirming the commitment to safe and supportive School environment um and within I don't know the last couple years we added that to policy so we moved that that that resolution into policy and you know so in a sense all our bases were covered well we had some more conversation um at policy to just make sure all of our policies align with that resolution and reached out to our uh legal uh and policy people um and they just recently get some information back that looks very positive that most of our policies align with that but um in in conversation with trusty Torres and uh just thinking about it myself I wanted something a little stronger um uh in in the resolution itself to then hopefully be moved into policy and so took a lot of language from our old resolution added some some slightly stronger language um from suggestions from policy that came out of Chicago Public School District and uh and created the current resolution um for a couple of reasons one as I said stronger language but also to reaffirm our commitment as we tread through what lays ahead of us as far as you know any of our students and staff and families who may be undocumented um and so this is the resolution here I feel um I wish i' we were which doesn't mean we can't voting on it tonight but um you know even even being seven days after the inauguration uh makes me a little nervous the the intent was we would discuss it today we could certainly make any changes to it and vote on it in two weeks um but I also you know if we wanted to vote on it tonight that's also an option we can uh amend the agenda well I appreciate you taking the lead on this Cath and um I think it's well stated and covers all bases so necessary and a necessary thing for us to do in my opinion I also want to just Echo that that I appreciate um how quickly responds been to make sure that we create something that protects all of our commun and our students and in a in a time where families are feeling very anxious about what's to come agree um if I can just tag on I think what you just um summarized trusty edel was spot on um and I appreciated your and truste torres's um foresight in um taking a look at this policy I think the um immediate concern was this policy and then any adjacent or related policies to make sure that we were in compliance and so just to re reiterate from a timeline perspective so we had reached out to trun to ask about um some other policies just to make sure that we were going to be cover and um we did hear back from TR um just recently not in enough time to set a policy meeting and do those things but the response we got back from them was encouraging and positive to say that we didn't need to make any other changes to other policies so as much as I'm you know I'd like to get all of this buttoned up today um I feel you know comfortable with you know even if we end up voting on this on our next meeting that we're not leaving anybody vulnerable that there aren't any holes in our policy I do I you know I do like the revisions to this policy I think it will be helpful I certainly will be voting in favor of it when it comes before us again but as it I think our major concern was will we leave any students vulnerable and the answer to that from our legal representation is no and there aren't any other policies that need to be revised so that was the biggest concern that question has been answered so um I just want to clarify that piece in addition to the summary that is that a fair yeah absolutely thank you so um would anybody like to make a motion regarding whether to adopt this today or wait till our next meeting I don't want to I would gladly make a motion but I don't want to make people uncomfortably because our our um our standard practice is to put it in items of information and then vote on it in the next meeting and it did not make its items of information two weeks ago um simply because of some of the delays in getting back from our attorney and holidays and all of those things um so I don't know the best way to do that to make the motion and then uh T it could be tabled um if people are not ready to vote on it um or or if people want to express their discomfort at voting on it right now uh then I would refrain from making a motion seemed a little uncomfortable which is fine I don't want to well no I'm not I'm not going to step on your toes on that if you want to move forward I'm not going to stop you uh I move that the Board of Education adopt the resolution affirming its commitment to a safe and supportive School environment for all students regardless of immigration status second all right it was moved by trusty Ferris Highland second I'm sorry moved by trusty edil seconded by trusty Ferris Highland uh now is the time for discussion on the on whether to adopt this today uh any more would any board members like to offer additional comments would any board members like to table it yeah I'm certainly supportive of moving forward today for the reasons that truste etel pointed out initially like we you know we have what seven or five or six seven days until um things could change and so I think that I'd rather be out ahead of it you want me to read the entire resolution should we do that or are we good at times we have had members of the board read out the entire resolution uh I've read the resolution would would anybody like us to read the resolution into the record all right sir I think we have read them though in the past so I think to be consistent I would like for it to be read okay you can read another the record sorry whereas it is the right of every child regardless of immigration status to access a free public K12 education and whereas the US Supreme Court's decision in pler versus doe Supreme Court 1982 held it unconstitutional to deny a free public education to undocumented children and whereas the East Lancing Public School District affirms its mission of nurturing each child educating all students and building World citizens and whereas each board member will remember that a board member's primary concern must must be the educational welfare of students attending the District Schools elps board policy 2302 A1 and whereas the district Works to Foster welcoming and safe School environments for all students and staff including those who may be undocumented or have undocumented family members or may have received temporary legal status including deferred action for childhood arrivals DCA and whereas the board recognizes the 2024 presidential election may have caused fear concern confusion sadness anger or anxiety in elps staff students and their families and whereas the incoming Administration has s signaled an intent to overturn an us Immigration and Customs Enforcement ice policy issued in 2011 that stated that the agency will not conduct immigration enforcement activity at any sensitive location including schools and whereas the board recognizes the potential for ice officials to conduct increased enforcement efforts to detain undocumented individuals and that such efforts may result in ice officials seeking to enter upon school grounds for purposes of enforcement and whereas ice activities in and around schools Early Childhood centers and other District facilities would risk severe disruption to the learning environment and potentially keep children from seeking a constitutional right to education and whereas the board by adopting the within resolution intends to avoid such disruption and interference with the education of District students now therefore be it resolved by the East Lancing Board of education as follows one District staff shall continue to treat all students in an equitable manner without regard for race ethnicity immigration status or national origin two the board will do everything in its power to afford equal protection to all members of our community from attempts to criminalize or Target them based on race ethnicity immigration status or national origin three elps will not Aid the ice agency in the enforcement of federal civil immigration law therefore ice will not not be permitted access to elps facilities students or Personnel except in the rare instances in which elps is provided a criminal warrant four the intergovernmental Committee of the Board of Education will include in its legislative agenda advocacy at the state and federal levels for deferred action for childhood arrivals temporary protective status and Refugee settlement programs as well as oppose any legislation for the creation of a Muslim registry system or eroding civil rights protections Upon Our communities be it further resolved in its continued commitment to the protection of student privacy that the district shall review its recordkeeping policies and practices the district shall consult with legal counsel to determine ways to minimize or eliminate the data collected on students immigration status this includes a review of the current practice of having parents or Guardians provide birth certificate and Social Security numbers upon enrollment and be it further resolved the district shall post this resolution at every School site and distribute it to District staff students and parents using the usual means of communication and be it further resolved the board affirms that the District employees have the academic freedom to discuss this resolution during class time provided it is age appropriate and students are to be made aware that District counselors are available to discuss the subject contained in this resolution thank you for reading yeah yes thank you that was a lot aink um it our superintendent pointed out to me that we're converting this discussion item into an action item and um and so um and so the motion that was made by trusty Edsel should be added on as an action item on our agenda so uh so perhaps the way to do it would be with some sort of a friendly Amendment or would it be a separate motion well are you saying we should amend the agenda motion for the actual vote of the yes it should be voted the agenda so before we vote we'll make sure we amend we have a motion to amend the agenda and then so we are not at action items yet but uh I can just withraw my original motion okay so you withraw that draw my additional motion and I move to amend the agenda to add action item meeting all right so let's move on now to our action items so we'll begin with action item a can I get a motion I move to adopt the updated policy 5710 student suicide prevention as presented second to adopt policy 5714 threat assessment and response as presented second move by trusty Chambers second by trusty taaki all in favor of the motion as presentative please say I did you need to this is a new policy so I don't know if we should say anything from policy committee about it sure is there any discussion of the I'm sorry I didn't yeah I well and I don't have my notes for it um these were two policies that we both the student suicide prevention and the threat assessment and response policies are um policies that we pulled out from the regular process to get feedback from um various staff members and in both these cases they went to um I'm going to forget their titles like our safety director that's not his actual title and health and safety Health director of health and safety and then what is Finn's actual District mental health coordinator District mental health coordinator both of these policies went to that team for feedback um and we did get that feedback and uh we got these policies back from them just before the break it went to you all for your review um I don't know what else to say about them we've been implementing the you know Behavior threat assessment process now for a year and a half and we've actually been asking for asking TR for policy around it and so I think now that it's become a little more utilized across the state and Country Now um it's a policy that they um created uh just to help I think uh support and pafy the process that we're utilizing to uh examine any threat yeah very much aligns with what we're already doing it's not any huge departure um which was great so yeah is there any other discussion of the of the motion so we'll move on to a vote all in favor of the motion as presented please say I I any opposition the motion carries unanimously thank you trusty Chambers for that information the next item on the agenda is the 2025 board meeting schedule can I get a motion I move to adopt the 2025 board meeting schedule as presented second mov by trusty Ferris Highland seconded by trustee Chambers now um the I have the proposed meeting schedule here and I noticed that we only have one Member One meeting in September and one meeting in October and there's about a six- week break five or six week break in between those meetings um I assume that's for the the the Jewish High holidays and indigenous people's days okay um it wasn't a Jewish holiday I believe it was a um I think it was a Hindu holiday but I um it was a there was a conflict on our religious and cultural calendar with the September 2nd meeting um it's my birthday yeah might Benet um but uh yeah there was a conflict there oh it was May sorry you were correct it was the May one I pulled because that yeah so I I guess that's one topic that we may want to consider is that there's about a five or six week break without a meeting at the very beginning of the school year um and then the other item is that we typically only have one meeting in the month of July and uh we have two meetings listed so um did we in July I thought it was only one I don't have we only have one meeting in July typically right yes yeah but there's two only do have one that yeah but there was five months with only one meeting March May October December so yeah that would be our other one would be would have been July that one thing I will say is sometimes that 2 July meeting though and and maybe we leave it on and cancel it if need it if we don't have any agenda items but there's often hiring that takes place in July and we sometimes have to call a special meeting for that so I guess we could always leave it on and cancel it if we don't have any items I'm good with that yeah would we like would we consider scheduling a meeting in September member October um on a day other than a Monday or on an off cycle Monday or do we want to just address that in the fall I would be more inclined to wait till we get closer to it just um yeah I I would too oh September I'm sorry I can't remember the date so basically we have one meeting on September 8th and then the next meeting is October 27th and that's usually a pretty busy time of the year but obviously I I um I do think we can we can certainly see where we are at the beginning of the school year and see if we need to schedule a meeting I think that we may have some obligation to to meet during that six- week period um just given the name can we um so we know there's a conflict obviously on the 22nd um can we get information at our next meeting on whether there's a conflict on the 15th or the 29th or the first Mond Monday October and and to to see what availability is for those three dates and then we could tentatively I'm good with that that makes a lot of sense either the 29th of September or the 6th of October yeah or even the 15th of September if we needed to go it would be back to back meeting maybe back to back in still five weeks or one two would say the 29th or this or the six 29 through okay okay we'll take a look at those and see if there's any conflict in The District yeah thank you all right yeah I think that makes sense and so should we we should approve this calendar subject to Future yeah all right so the motion is on the table um and there's an understanding um it's not officially part of the motion that we will consider a a meeting in late September early October once we have um a report from the district on potential conflicts and the district's cultural calendar and we'll also look at the July meetings when we get into the summer so all in favor of the motion as motion sure I move that the board approve the resolution affirming its commitment to a safe and supportive of school environment for all students regardless of immigration status and did you want me I I I is is there any opposition the motion carries unanimously thank you for your work on that trusty edil trusty Torres uh the next and trusty Ferris Highland proved it a couple times too so oh I'm sorry she pitched that's thank you all right the uh the next item on the agenda is committee reports I don't know that we've had any committee meetings in the last over the holidays so is there any objection to just moving past those financed we have okay I apologize so trusty uh trusty Lions is there anything from academic technology we have not met no uh facilities trusty Highland F Highland we have met and finance justy etel uh we met January 6th um and discussed uh several items uh we received information on the Consolidated titles 1 2 3 and four Grant final allocations and the final allocation increased by approximately $100,000 uh we received information on the section 31aa supplemental award estimate um the state approved an additional 125 million for the state after the original state budget was passed and our share of that will uh increase by about $350,000 from our original amount of $69,000 so our total is $46,400 Bond um there's about a 4% saving on the bond refunding uh the estimated underwriting fee is $3,482 estimated um this will be brought to the board for approval in February uh uh house bill 6058 is sitting on the governor's desk this bill changes the 8020 healthc care Share from an 80% maximum that the district could pay to an 80% minimum this will have a smaller impact on our district base uh compared to other districts because we've been an 8020 district for years so we're already meeting that 80% um the governor has not signed the bill and it does not appear to have any retroactive implementation issues so the impact for 2425 is pretty small um it would not cover those uh would not impact those covered by collective bargaining until those agreements expire which for most our groups is this summer um and most of the changes in the contribution for the individuals on Choice plans um uh work has begun on the first revision of the 2425 budget and after this organizational meeting we do the whole signatory thing um and we'll set our meetings accordingly thank you uh trusty etel next up is intergovernmental relations Tes not met thank you Personnel committee is not met policy committee truste Chambers um we were scheduled to meet I think on the same day as Finance but we didn't get the response from trun until after that meeting so we ended up um cancelling but we but we did get this substantial response from trun a few days afterwards so um we'll be scheduling a policy meeting as soon as we can with the new we'll need a new member of that committee um and we'll be submitting to the board this additional um legal clarification about this um resolution that we just passed but then the um connection to these other board policies that we were curious about in terms of M mainly about um documentation that's required when students are um enrolling in the district that's mainly what it relates to so more information is coming well there's also another policy that talks about students being a resident of the district so we specifically asked a legal resident of the district can you be a legal resident of the district and not necessarily be a legally documented resident of the country and the you'll have to read str's language on that but the answer appears to be yes I think that's what P do is all about could be um I mean it's been years since I read P yeah I'm it's been since law school but um I I we can we can go out we can talk after the meeting good plan unless we do like Socratic method I [Music] like tell us what you know sorry um all right uh few announcements the next regular schedule meeting of the board of education is January 27th um I will reach out to everybody but something to keep in mind uh to uh to get your preferences for committee assignments for the coming year so I'll try to email tomorrow or the next day and we'll try to get those set in the next week or so here so that the Committees can get back to work uh with the departure of trusty Holbrook we're also going to need a new representative for the Ingam School Officers Association um that's a group that meets I think once per month cor and um you're leaving the critical point out of that once per month at 7:30 they did move it to zoom though didn't they oh did they or are they back in person I thought they did but I could I hav I haven't had to be the even that definitely not a so we yeah we will need to repres so I would I would hope that the MERS would consider serving on that on that important committee better of bringing cookie no I'm just I all right right yeah do it do it but yeah so we we'll try to get those set in the next week or so here so that the committee chairs can start scheduling meetings um are there any other announcements right so I will call us adjourned at 7:53 p.m.
