announcements the Board of Health is recording is anyone else recording okay um and also this uh meeting is being held tonight uh via Zoom uh pursuant to former uh Massachusetts governor Baker's uh March 2020 order resending certain provisions of the open meeting law which was extended by the current governor um so first item on the agenda tonight is to approve the minutes of our last meeting did everybody have a chance to glance through those minutes from the last meeting thank you for getting those to us um we have a motion or there any changes or additions I want to just put in I should have done this before sending it out um the murf is mrf on the second page and the I and the C and Rebecca's last name are transposed in the last line for call to a journ that's it h you read those very very down to like the fine tooth that was great I did not read it that closely I don't you know I had it like in front of me like that and I just saw that sorry well then I motion to approve them with the adjustments that Tammy proposed I second that thank you for picking up on the letters of my last name I'm also gonna tell you that I've already read it once and didn't pick it up on the first try so thank why we have four pairs of eyes um so we will do a roll call vote um the motion is to approve the minutes uh with the uh additions in the spellings that Tammy had mentioned Christine Johnston I Dr Katie jins hi Rebecca torcha hi awesome um all right uh from our Board of Health folks does anyone here for public comment uh NOP we have no attendees all right thank you um so we'll move on to the next thing um on the agenda which is reviewing of the 2025 sample regulation restricting the sale of tobacco and vape products yay so speaking of all sets of eyes I think one of the main reasons why I was I thought that we really should go back in and uh not just you know not just look at the new stuff but polish off our old regulations because we there was like a whole section that was duplicated if you look back in our model in our last Rags I don't know how many times I read over that we all read over it and somehow we were we just like the whole the whole section was just duplicated twice I'm like we have to at least vote to clean that one up but then you know um the new definition for um what was it our um Bonafide sale that so important after last year and everything like that but then so after the last time we had uh we had Lisa on like a week later Lisa present good night Stevens presented to or step's good night sorry um she presented to the Pioneer Valley tobacco Coalition another model uh regulation so after I had gone kind of line by line comparing our current ones and the and the 20124 ones then like a few days later I got a new copy of the 2025 model ones so there's not too much in there that's super different I don't think it not really from the ones that we looked at the past in the you know pre- Christmas um but I the one the document that I sent you uh has kind of I it has sort of comments from where it diverts from our current regulation and it's not a lot most of it actually if you look through it up until page nine all of my comments are just new definition um pretty much yeah added language added Language new definition so a lot of that pink that you'll see in there um really isn't it's just kind of cleaner language that um mhb has provided I think so and then I highlighted potential changes on that we could check off on the first page and so I don't know how you guys want to go about do it want to go look through notes there's some things in here that actually I'm glad I am glad that Chris is here because I was going to send some questions to um to the group about it but if we want um do you want me to just go through or I went through everything you sent us and I didn't have any questions other than like you said the removal of that redundant paragraph but everything else looked great um okay then I'll go through some of the the things that stick out to me and it pretty much starts on page eight of the model that I sent out um I think like so the first one is like do we need to have do we need to have language on um smoking bars and adult retail languages if we don't allow on-site consumption of tobacco products do we need that kind of language in there Chris or do we need to really specify that we don't allow on-site consumption and what um it would be would be um page eight D to C oh okay slightly D2 C and so you don't allow um I I know I looked through the regulations from 2023 and you don't allow smoking bars so you don't need language about posting there but you also don't allow adult only retailers is that right um we do have adult only retailer but now for Onsite as far as I know on-site consumption has never been allowed right Alex you can if you want to just put your thumb up I know you're yeah okay and um and and how is it not allowed is that in your secondhand smoke regulation or is that in in here somewhere uh that I've never seen the secondhand smoke regulation or I've never been part of any kind of discussion where they've broken down those differ I believe that there's a there's a bylaw for no smoking bars except in for the town in general in in our regular bylaws okay and then there's similar I and there's similar language in our tobacco regulations that says no smoking bars yes yes right but uh apart from no smoking bars and I agree with you you don't need if you don't allow smoking bars you don't need signage for them um uh but D d2c refers to all adult only retail tobacco stores that allow on-site consumption though it's separate from smoking bars adult only um but in in history in the town is there's no smoking in adult only adult only uh uh provision so you don't need that then if it's prohibited somewhere that's why I was asking if it's prohibited in your secondhand it sounds like it must be prohibited in your town bylaw that says no smoking anywhere including adult only there's no smoking allowed um do you suggest in the future um adding that language to to um to ourplace smoking let me do this let me take a quick look at the Statewide smokefree Workplace Law and I think I can do this pretty quickly because I have always was under the impression that like the only other exemption is once you start allowing smoking bars but Tammy do we allow smoking in any of the private clubs that were always exemp from the like smokefree workplace laws like um I don't you know like American Legion or anything like yeah that that would be the you know bar with smoking and if they're doing it they're not doing it legally okay because I know that a lot of places that those are exempt under because they're private as opposed to a like a public place or a workplace or things like that that yeah that it wasn't an exemption it was I think whatever they were calling it at the time sort of like variance yeah so the the state law chapter 27022 uh as you know broadly prohibits smoking in pretty much all workplaces and it carves out a very small subset for exemptions and one is smoking bars and you specifically prohibit those the other one it says is um a retail tobacco store if the store maintains a valid permit for the sale of tobacco products issued by an appropriate Authority and then it defines um oh wait excuse me okay why does it not say adult only now I'm getting myself tangled up here um I'm just letting my dog out while he's looking at it's just the ecigarettes that are allowed for consumption in adult only okay correct no well um so under state law it's so it's um there are two Exceptions there you can have smoking in in adult only retail and when I say smoking smoking or vaping in adult only retail stores or smoking bars it's up to you you you as a town you can decide as a board you can say yes we're going to allow that because that's allowed under state law or you can say we're not going to allow that so you've not allowed smoking bars it sounds like somewhere you said no adult only retail no smoking an adult only retail either you must have done that if it's been prohibited and sounds like if that's been enforced that way um I just don't see that let me is there somewhere in the regulations where it says in here you allow for adult only tobacco stores um we only have one right we only have one we have one and it's cigars only it's they don't sell e cigarettes anyway so and there's no smoking in there they don't they don't do it or it's not allowed okay so um well if it's not allowed then you don't need the language but it sounds like it sounds like maybe in the future we should be um brushing off our any workplace tobacco smoking I would want to I would want to do a quick check of your town bylaw that's second smokus of your town bylaw let me see um I'm I'm gonna jinx myself from saying this but I feel like since I it's never we've never had any like workplace smoking issues since I've started but I'm going to say that now we're going to come in tomorrow morning well um I'm sure it must be here um and rather than sort of slow you down in this process um uh if you don't allow smoking in adult only retail stores which it that sounds like the case then you don't need the sign that says um beware of adult of of consumption here um entrance of or smoking bar the question I have though is if we do have a place that is even though it's just cigars right now isn't it better to hedge on the side of leaving it as it's written so that way they cannot in the future do that it well it's yeah it's it's probably better to leave it in you don't it's technically you don't need it but it's it's probably better to leave it in um and uh um because let's see this is all adult only retail stores that allow for on-site consumption of tobacco products shall post signage now you don't have any adult only stores that allow smoking because of it's prohibited so technically it it's it's you can still leave it in um in the for but let me keep reading I'm providing the entrance such time a warm persons entering smoking or vaping may be present on the premises so you don't need to see you you don't need it because you don't allow smoking so you can pull that if you would like it does no harm having it in there okay just wanted to make sure yep because sometimes sometimes um language also makes people feel like they you know could add these things into their establishments and I think probably clarifying that with our um secondhand smoke bylaw and kind of reinforcing it nobody should have to make a Dollar by inhaling tobacco smoke or vape absolutely it's just not not great um thank you for being here and thank you for looking that up and it probably took more time than I was anticipating for just my first comment which there aren't that many comments in here for me I swear um what okay these are some questions that were kind of in my head that maybe I didn't uh I don't have all the answers to Alex is raising your hand Alex were you trying to say something no didn't mean to sorry oh sorry um my my next comment was in the sales permit portion uh E6 um uh tobacco product sales permit will not be renewed if the permit holder has failed to pay all fines issued and the time to appeal the fines has expired or the permit holder has not satisfied any outstanding permit suspensions um is this the sort the under time to appeal um is this something that like our town like our town uh Clerk or Treasurer would set a time to appeal a ticket or can we set our own times to appeal tickets this is controlled by uh Court rule so it depends on which um whether there is the violation of a local regulation or a excuse me a uh um a state law based um uh regulation it's it's typically 21 days um but it's set by the the uh ability of the court to appeal it um this year Lots or over the last year a lot of fines had been issued to a particular per particular establishment and there was just there was was it thousands of dollars of fines and it was hard to get them to pay and yeah those are some questions that had popped up yep it's all o fix I forget there's a 7day I think it's the new state law requires it a period to appeal it is it seven days which shall be substate D for I want to say if it is a state is it seven days but there are other things that not paying a not paying a fine or whatnot in our town have different ramification so I didn't know if there was a way for us to make language but well stick with that then um let's see on page 10 and this we I talked about this we brought this up in last time we were looking through it um uh let's see which section is that that would be still in section e uh under nine sale of business no uh section B the purchaser shall apply for the transfer of the perit no later than 30 calendar days after said purchase the purchaser shall not sell tobacco product until the transfer of the permit is approved by the Board of Health um I I felt like maybe that that language could use a little more clarification because uh I think that if I were uh somebody buying a business and uh purchasing and calling everything a transfer um which we don't call Trans there's no transfer of any permits in public health um so uh in our case you would not be able to sell uh any tobacco products until the transfer's gone through and you've gone through the permitting process so it's probably that the uh back ending that that sentence that that section with the transfer the permit is approved by the Board of Health uh it's probably a little bit confusing and because we've had people by buy businesses continue to sell and then like and then pull permits before uh so it's I think it's not strong enough language if you sell your business and your business is sold until you've gone through the permanent process you're not doing anything you're not selling a single thing and I think that's just needs somehow we just need to I I might have suggests for the language yeah yeah and I'm welcome to that I would say just a paragraph above and you I think you mentioned this when you were first introducing that you know talking about the regulation there is a definition of bonafide purchaser and so I would I would definitely recommend adding that to the definition section um and the idea here is um there have been unfortunate situations where someone would transfer a business to a friend to avoid suspensions and fines um it wasn't a real sale and so um by adding the new definition allows the Board of Health to say as part of the approval process that you would that you would you know have broad consideration to say is this a real sale is it not let's see a copy of the asset purchase agreement or want don't you show us some of the documentation and how much was paid for it so you can really inquire and and make sure that this is not just to avoid for example you might have done a revocation of a permit or a a um the suspension so just to make sure that someone's not avoiding that um the the other the other way I look at that though is that you have 30 days to apply for this permit with us and if you don't apply within that 30-day window I feel like we have the ability to say we are retiring that permit and are reducing cap and it to me that's how I feel like this is the start of this this section here that we can you if you didn't do it you didn't do it and we've reduced down I just and that Isa that is indeed the case you're absolutely right yeah I mean this this is what business owner um I mean I think the advice to the business owner for any business is check what permits you need start the process make the purchase contingent on getting the approval to the appropriate permits you need to run your business um so um allowing it 30 days after I is is a purchase I think is uh gives a little extra time to the business yeah um but you're right if the person neglects to act within that period of time um then this is the the permit could be deemed um retired and I know you have a diminishing cap too so it would yeah that yeah but I'd be happy to look at the language if if you if if if if clarification if if you know if You' like to clarify and make some suggestion I'm more than happy to um email that to comment on that and and of course Lisa and I work together so we can sort of coordinate on that perfect um my next comment is just that under maximum number of tobacco sales permits I just kind of like the the terminology that we had in our previous regulations over what's in uh what's in the uh the new one I think it's just it's just organized a little differently um and then the next comment would be the the one of the big meaty parts of your decision making which would be G um the oral nicotine pouches and after oh sorry sorry this is just a quick technical question on 10 uh E10 retail density I believe where it says if the purchaser of a business with a valid tobacco sales permit pursuant to se section E9 so the section regarding the sale changes the location of the business the new location shall be subject to the retail density requirements of section it says E9 I think E10 so it's just a a small technical thing the like the um Lo uh location and yeah yeah yeah so I think it's just right the a typo um yeah yeah oh e perect okay so um oh yeah okay so G which is a added which is the oral nicotine pouch section and what we were going to suggest is that um we choose the um the no retailer or person shall sell or distribute uh or cause to be sold or distribute oral nicotine pouches with a nicotine content greater than six milligrams per pouch as a way to start enforcing on the Zin in town seeing as we really don't have uh we really don't have we don't have an adult only place that's actually selling them yeah I think that makes sense sorry my internet is unstable so I don't know if you can even hear me I can hear you okay yeah because one milligram is about one cigarette so six anything great like the 9 milligram or the 12 there's even a 12 milligram one that's not not even something I would want people to do so six that one is great I like that line awesome so we'll keep that there for and it makes sense not to do the adult only since we really don't have adult only we only have the one um let's see my next note is on uh 12 and self-service displays uh Alex what is what what is it what is it like in our only adult it's we're um Blue Collar right is our only no um yeah blue cler uh and do they have self-service displays no not at all they're just there're so they're not a walk in humidor that they that people can I've never been in all right so I guess we can keep that language in there it doesn't really matter um they don't do self Serv display but keeping that in there um are you you have the one adult only retail store so and is that what you're referring to you called it blue blue collar what was it is that the store well I'm sorry something weirds happened to my computer oh it might be my end sorry no no it's me yeah it's yeah right Alex is it it's blue craw are yes blue color cigar okay um and the only reason I I mentioned Alex is because um uh the model RS as an option allow you to exempt an adult only retail stores under the idea that someone who's um no under 21's allowed to go in um but that's your option you can also say look it doesn't matter where no adult no no excuse me no self-service dis plays everything's got to be locked so that's that's um just wanted to flag that it's doesn't seem like it's an issue that we have because we don't have one but I mean I I've inspected and been in plenty of other adult only that didn't have that provision that did allow self-service like the walking humidor sort of um without issue okay um let's see I just kind of highlighted on page 13 that which was what what section is our current finding structure and I don't think that there's anything wrong or that needs any changes right now it's I feel like it's pretty tough as it is having the separate not the Unified and those are all my notes I know it took a little while to go through there but I do like the general layout of this model regulation I think that as long as all of our eyes go through it and make sure that um make sure that it uh we have no typos this time um any other discussion commentary whatnot because what I'd say is after today I could take these notes and submit them to Lisa who who do we submit or to you yeah yeah Lisa and then she and I will touch base but I know that you have been working with her so um she just happened to MMA is having their annual conference so she has yes yeah yeah our town manager is on his way there I think but I'm glad that you were able to come even though I I think it was good that you're here because my questions would have just ended up going in an email after this meeting so well thank you for inviting thank you for inviting me and um I'll I'll I'll sign off if for all them okay perfect do we need uh Chris or any other questions no so thanks Chris um just to clarify Timmy you're going to connect then with with Chris and Lisa and do a draft basically of the the new updated for us to look at yes perfect and then we'll pick a day to put that is Deer Park right yeah okay so we're all good on what the plan is to move forward um that Tammy work and get us a draft of something to look through and then we we have a public hearing and then we vote at a at a followup correct no we can vote we can have the public hearing and vote right okay um and my only question is are we planning to write the draft with the age verific which the with the the age date on it that is something we would have to or vote on yeah I don't recommend it right now even the person who runs our Pioneer Valley tobacco Coalition isn't recommending it for her own Community just because of not having that backup from the state currently to be able to enforce it um so if she's not if she's not recommending it then I'm I'm not ready to take on that task our plates are full enough they are they are they're full enough and being such a small town that is um it is uh you know circled by communities that are never going to do that until it becomes a state I don't see how we win kind of other than that other than giving us all heartburn and a lawsuit yeah exactly or not a lawsuit I'm sorry a court challenge so let's uh yeah let's move on feeling things might yeah and in the in just the way that things are moving I think obvious like with with moving to from 18 to 21 that took a lot of that took a lot of legor that took this date recognizing it even there was a lot of communities that started first and same thing with you know Banning it in um uh in healthc care institutions bars and restaurants yeah remember that as somebody as somebody who had done lots of inspections in you know your your your hometown pharmacies uh I got the most tobacco violations it seems sometimes in these organizations so that was like one big thing that it was really great this state getting behind and actually putting that into action so I feel like without having the teeth from the state We're not gonna get too far until then so perfect thank you Sammy battles awesome all right okay I promise that to make it smooth the Deer Park recycling facility process and conversation because it's really shouldn't be super stressful on us um uh we have a our D rep he's been doing a great job kind of walking me through this process of um of it's called the site assignment process for the Deer Park recycling facility um every waste disposal facility in the state of Massachusetts has to go through this um uh it's basically generating a permit to um recycle these particular products um they get a d permit um they get who did we lose oh we lost Alex um and then they get sort of approval from the town we started with the planning process first D process and then Board of pill process um and I our our um our D rep is so fantastic he keeps us um he keeps us kind of uh posted on what has to be done uh things that came in I tried my best to get to digitize the plan I have one um I have one binder in the office if anyone wants to like come by and pick that up if they'd rather look at the binder um I'd leave that with Renee uh we have one for the general public and we have one for all of us it's really big so I don't I don't blame them for only sending us one giant copy but that's why we scanned it and we sent um you guys those versions if you can't if you can't see the versions that I sent you um I know Rebecca was having trouble looking at the zip file if you have a Google account that's the only way I can send it to um through um the Google Drive I know you guys have them but you have count toown ones I don't know if I know I don't know if you use them you you do have one under the name but no one has ever told us I yeah I think when you get a when you get signed in or you get a badge I think you automatically just get a a Google like a Google mailly recommend you check it once in a while because they will take away your access and then you will spend an hour on the phone with to it trying to get a back so you get I was never given any of this information this zero we don't have B I have I don't even no one even that they told me to use personal email um I'd rather use the town email for any of this stuff I will check on that tomorrow um but I think that just I think that's what just happens when you're a board member they gen it generates an email I mean your email Isn't anywhere that that email Isn't accessible anyway um but if you don't have we all were all had all our emails searched because of a certain individual who will remain nameless a couple years ago m was thought we were doing bad things yes oh I think Katie's Frozen it was me or Katie if if my internet might go out if I do I'm sorry I'll try to rejoin if you weren't able to open up the zip Drive let me know off and you need to and you'd rather like a digital version let me know I'll figure out a way to get it to you if you don't have a Google account um just because it's kind of easier to look at um so uh the arment Deer Park recycling facility which is a going to it's going to be a construction debris and demolition recycling facility in Deer Park uh they have submitted their application to the D and on December 20th the D sent their administrative completeness letter and that means that they have that um the arment has submitted all the things that they need for the process it's complete um so their next step was arment had to has to post that they have submitted this application that there is a copy of it at the health department um and that notice they think should be out today so it that will start a 20-day um review period so um in the next 20 days uh take a look if there are questions or anything like that um you can submit them yourselves or you can submit them to me we can submit them as a whole um that will be yes so that'll be in the next 20 days um that so some around February 13th is should would be the last day of comment local comment um then hopefully D gets a look at it by early mid-march uh they will uh DP will go through the approval process and we'll generate the final report and then we'll have to um set a time once that comes we set a time after that there's all these deadlines um we'll have to put the notice that we're going to have a public hearing a town hearing um and the deadline for commencement of that will be somewhere around mid April so mid April we will have to have a public hearing for U the site assignment and then we have that meeting uh and then I will for the board generate what's called a site assignment document that uh basically gives the parameters of um how they operate and um allows them to begin recycling uh it's it really is there's like there's 20 days from this 45 days from that you get 30 days from this it it's once I was very um I was overwhelmed at all the numbers at first but then once uh once our D rep kind of walked me through it it it is nice because there is like a timeline of how we go through it so um there should be too much controversy some of the things that uh you know he said to pay attention to um questions that eventually that are brought up at every um at every um public hearing questions of noise questions of dust questions of traffic um but all those things all those plans should be included in the report um so that we have access to that um not that it is something that we have to address um but our D rep's biggest concern is like dealing with the fact that we border another state um and he said he's never dealt with a facility so close to state borders before but those aren't really our concerns we have to look at them through a border of P lens uh we've already they've already gone through the planning department and they've already gone through that um you know noise that sort of thing traffic um the you know um they're working on possibly reinstating the rail over there so those are things that while might be interest of to us as either residents or people who work here that's not that's not the lens that we have to view it in in in my in the way I look at it so um and it's recycling which you know as as the person who runs a recycling program for East Meadow you know I'd like to see it done and I'd like to see it done well so so any comments right now other than um you can or cannot open the zip driver were you able to see into that okay perfect but if you if you wanna if you want to email me if it would if you would rather just take a couple days and sit down with the binder um that's fantastic too just let me know we can we'll do a little lending library and take a look at it all right thanks Tammy can you do updates fairly quickly I can and I will um let's see uh I'm just going to go straight to um let's see uh Health Department updates uh so um the FY 26 budget has been submitted um we were asked to make uh make the budget level with no Staffing requests and I was able to continue do that but to continue with uh their commitment to Public Health um shifting some things around and I think we have a pretty good budget for the year um the biggest difference that we'll have this year is that um after being in the third year of our Organics program I do not feel like we are in a pilot phase anymore um and since it is a law that um generators have to require it I am requesting that instead of taking it out of our um grant funding um that the grant funding be allowed to um do more Innovative things and that we're going to put it in our 430 which is our regular trash um budget that includes uh you know our Municipal Pi pickup and our um and our town hall pickups and school pickups um uh the other thing that's been on the radar and probably a lot of other people have um been dealing with have been hearing about this is the um highly pathogenic Aven influenza uh two two geese were found in ammer to have have at UMass and then it's suspected that there's up to 60 geese in Plymouth also um so some things because we are kind of getting questions um you know this is a disease that is spread by fowl and you know while that is the case uh they can co-mingle if people have backyard chickens and flocks um so you know keeping an eye out if you're finding dead animals reporting wild birds um uh there is a uh form on mass.gov called report Birds um if you find five or more deceased Birds um in a location um you can also give us a call so that um we can work with our Animal control officer as well um but if you do find things like dead geese and dead fowl in your yard don't touch them um give Animal Control a call uh first um let's see uh so far in United States we've only had one real death and I think that person already had underlying conditions um in Massachusetts uh we're still really not Crossing that barrier but I mean anything that can happen will happen so no more snuggling with your pet pet chickens uh let's see and keeping pets safe as well because there have been cats um they're highly susceptible to um a Aven influenza uh so you know it's always been best to make sure your cats are indoor cats in the first place but it could this could be something to think about um if you do have an outdoor cat tur them into an indoor cat and this another thing we were talking about because we have yeese at Heritage Park and we're like do we put on our safety check for Earth Day you know let's not let's not walk around any place where we have Goose droppings uh so things that we're considering on all different levels um the other last things interesting that you say that because those are baseball diamonds for children can you guys hear me yes and actually we were talking for how we well that's what we were talking about with um Park actually parks and W today is that maybe we kind of work on doing some sort if we have to doing some sort of pre- cleanup cleanup so that people aren't tending to go to those spots basically and pick it up well the problem is also that um they put out these like fake coyotes which don't do anything to keep the GE away so and again these are kids picking up baseball so they're they might just something to consider from a public health perspective too yeah and I uh we have more information on exposure to live animals than we do feces but it you never know like that can't change but as it is we haven't had anything to suspect that we have it the flocks that are in town um but those were the things you know keeping Vigilant if we're seeing multiple die offs of East other fowl U that reporting them so that we do know reporting them to Mast do go calling the Health Department or animal control so that we can keep these so like right now there's no reason to suspect that this is running through the flocks that we have in town but remembering these things I think is always important because I just got the paperwork for approving baseball for the for the fall for the spring so it's coming um let's see um shared services Arrangement not a heck of a lot to report other than we've we've um successfully completed uh the municipal service agreement um portion of the process which means that now we can actually apply for um the grant um so uh not much has happened it's moving slow even though it's a grant that has to be apparently spent by June 30th um and that's with agam Westfield and West Springfield so we're just kind of waiting um to hear for the next step and that would be probably more um more filling out the actual uh Grant application um and mosquito control I know it's only January but I'm thinking of mosquitoes uh so uh over before Christmas I met with uh um our liaison our head epidemiologist with our mosquito control program and he's had a pretty successful year um adding the additional service along with testing um and subject matter expertise and things like that they're adding on their surface of treatment and uh I'm intending on utilizing their services this year um because I received some pretty good reviews from the towns that have been doing it and because it's a state program they're the only um people and who are allowed to actually um treat Wetlands if we need to treat W Wetlands which some of our positive um westn virus mosquitoes were in Wetland areas um so that would be great to be able to actually get the numbers down so that we can make the best use of actually treating for mosquitoes so that is that is everything that I have uh April 11th and April 12th will be Earth Day Fest that we're planning or April 11th is Earth Day Fest um at the senior center and then April 12th will be the Earth Day cleanup um and let's see Chris has been seeing quite a bit of flu norovirus in the system um and here and there a little spikes of uh covid uh February is heart health month and she's doing some talks in uh Senior Center about heart heart and uh she is now I believe officially set up to start doing uh hands only and CPR trainings for Town staff which will start in March did I do it six 7 he did is Katie is there anything that you like to add to the uh disease reporting portion yeah human metan Numa virus it's a mouthful say that again human metan Numa virus and so it's been all over the news like this new virus and they like list the abbreviation for it it's been around forever it's just that we haven't had a lot of it in the community and a lot of people people when they're getting it's like a gnarly cold and they're like it's the nonf flu non-co virus everyone's getting and that's what you're seeing people have you'll have fevers chills people are getting admitted to the hospital with it as well too um RSV is still around for kiddos um and obviously flu and covid still not too late to get your vaccinations I highly recommend them and if you're elderly get your RSV vaccine or young and I don't know if I mentioned this the last time but if you are um homebound uh the state has been doing the Homebound Program and people have been really for covid and flu and you know it's been very successful and I got some really good um reviews about it check on your elderly neighbors folks who are homebound it's really really really stinking cold um make sure folks are doing okay and but the good news is the bugs are dead not like the viruses and bacteria but like the ticks and stuff I know actually this is like the first January in a couple years where I didn't get calls about people finding them on them but I that doesn't mean anything we could start getting phone calls as early as February like just not just concerned people like oh hey I found one on my dog but Jinx I jinxed you sorry I get one tomorrow it's the only thing is the ground doesn't freeze over as much as it used to and while we do have these like kill-off thaws it's still not killing off um a lot of uh uh of tick ridols which fun and that's another thing that I'm trying to work with um our parks department about um putting together a uh um insecticide use personal insecticide use program um not something mandatory but basically something that kind of helps and um convinces parents to utilize protective measures with their children I think it's the only way going forward with climate change uh even if there are deniers out there the bugs are just going to get worse but we can't stay inide that's just as bad for our health I think than uh than going outside and getting chewed up but just uh we have to come up with some sort of plan and make it a regular part of how we um how we live outdoors ladies anything else tonight Katie Rebecca no I think I'm good okay he's Frozen on my screen again do youall want to look at Tammy do you have anything on this timeline that you mentioned that we're gonna have to um have a specific timeline for meeting um in February or are we good to just like choose a meeting date at this point I yeah I don't think so the mid April is when we're going to have to put a uh pretty like it could they put down April 11th but that was assuming that the posting was done about like a week or two ago and it wasn't um so I would say mid like April 15th 20th we'll probably be looking to do the public hearing oh okay so just to keep this in mind as well um the extension to the uh the remote provision is up in March and I have no idea how the governor is tending to go on that one so uh typically we've been we've been safe for our virtual meeting um but we'll just keep that in mind and if I do hear anything earlier than that day I will let everybody know but so far we every time that it's been extended um you know we find out the day of or the day before there's never been really any uh any advanced notice but more than likely we will probably have to do the public hearing for uh for um Armen in person okay or at least hybrid should we look at a date in February hoping February well February we'll be able to do remote because I'm also thinking we yeah it's always when it snows we're good February and March because is it the end of the what is it the looking at oh well it is March 12th was the last one but I don't or March 15th I don't know I don't have the recent the most recent wording okay for how long this one goes to and you said Wednesdays are Thursdays uh Thursdays really are the day that we are completely safe when it comes to virtual meeting okay you want to do February 27th then that is the only Thursday I can't do is that is that winter vacation week or it is not the week before is winter vacation I have a I have an event at at work so I could do it if we bumped it like earlier but I can't do it at 6 I'm going to be setting up an event the only other day in February I can do it is February 6 which is next week that's just like two weeks away yeah what about two weeks what about we say March 6 March 6 I do
