##VIDEO ID:8OexnlzfEHA## good afternoon uh it is 3M on Monday December 23rd this is the December meeting of the board of Library Trustees for East L Meadow um I would like to call the meetings order at 3:07 p.m. um I'm Amy Paul Vice chair Katie mcgonagal Library director Jean po trustee Larry Balman secretary Nancy oconor trustee uh David Boucher trustee thank you everyone uh public comments there are don't appear to be any and we have our minutes from our last meeting which was November thir November 20th 2024 did everyone get a chance to review them thank you Larry [Applause] would anyone like to make a motion to accept the meeting minutes as written or have any corrections I'll make a motion to accept the minutes second I'll second it you as written all in favor I so next up Katie we have the director's report thank you very much I am going to start with children's highlights um during the month of uh November there were 37 programs there were 543 program attendees 233 reference transactions and then they continued their passive programming and there were 20 200 sorry 221 scavenger hunt entries and 137 guessing CH entries um due to the expanding collection in the children's Department an additional Shelf has been added to the fiction chapter books with the possibility of adding um additional shelf for the non-fiction books and the graphic novels this additional shelf gives each unit four rows of books instead of three rows of books um the children's Department once again collaborated with the Pleasant View Senior Center to collect items of need for all our kids which is abbreviated AOK for the annual Giving Tree hundreds of items were collected from the end of November through the beginning of December for the winter season for children and teens of Foster and adoptive families and you can see that I've included a couple of um pictures for you all to look at for the guessing jar and some displays that were created and then some publicity for the giving train program for teen highlights there were 12 programs 138 uh program attendees and there weren't any passive programs during the month but um the display boards upstairs changed out and they look great for teen programming continues to reach many in the community so what continues to fill up and is very popular and so is spelled sew because it's a sewing program in November the teens sew designs on pillowcases and this was a program that was funded by the friends in various colors Thursday crafter noons are very popular with the team crowd November projects included Autumn doodle art candle art and peer breed peer bead bracelets with charms December craft projects will feature DIY gifts which is a nice option for low to no budget uh teen gifts around the holiday season Teen spot continues on Friday afternoons but it has been relocated to the community room and that will continue in December and January and park and rec continue to partner with us on this program um the program has become so popular over here that it's now being booked for the community room and the conference room so that there's some overflow so that the teens have more space to hang out and do craft centers or do different activities play switch play games and things like that so it's going very well I was here on an afternoon after school it must have been a Friday it was quite bustling yes we I really enjoyed it yes we are very busy it was very bustling and then the team programming is going very well which is very exciting very nice to have some activities for them yes for adult highlights there were 10 programs 91 program attendees 152 reference transactions 247 hours of study room use and there were 11 requests that went unfulfilled Adult Services continued their varied program offerings during November ranging from the ever popular cookbook Club to a presentation on art on artificial intelligence to an interactive instructional s session on ancestry sorry ancestry is the website yeah the adult and teen Services library assistant position was reclassified to the adult and teen Services Library associate position which will allow for additional program and Outreach offerings by the departments on the second floor the team is already planning for an evening cookbook oh for an evening book club and additional craft programs and then there's another image here just like you had seen in children's and there was some imagery in the team section about some of the programs that have been C any questions so far no for the circulation department 12646 items circulated this is a decrease of 1,474 from October and a decrease of 362 from November 2023 there were 37 new Patron registrations 85 reference transactions 12 non- Library meeting room uses 56 volunteer shelving hours and the door count was 7,948 the library was closed to the public for several days during the month of November which impacted the usage and count statistics this month um as a result of the professional development day circulation staff are working on creating more complete documentation of everything the circulation department does daily weekly monthly and annually so part of our professional development session is we are working on like a professional development manual so it'll update kind of onboarding and then we're looking at trainings that would be at like the department level then the library level and then like the town level so we're trying to map out a comprehensive professional development manual for everybody for Services 542 items were added to the collection and 671 items were deleted from The Collection the technical services department Library director and Board of Health are working together to coordinate discards with base State books who operate um a donation bin as an update to that we actually got a donation bin installed on premises which is great it's over around the building it's for Library use only so now we have a much more efficient way to get rid of our discarded items and then they will be repurposed so that's great so we're very excited that took a long time and it was a lot of coordination and we're very pleased that that's what's happening for professional development during the month of November staff attended the following professional development sessions um professional development training with Anna pop from MLS conflict management and deescalation training with HR Director Audrey Staples and school resource officer Mike Healey public holiday decorations in your community overview and important legal considerations from Massachusetts mun Municipal Association libcal webinar by springshare explore Aspen's web Builder by CW Mars cataloging roundtables by CW Mars and users Council by CW Mars for the friends there's an update here the friends meetings will be held the following months January March May June September and November so their next meeting will be in January um the next section is the library update and this kind of reflects back on some of those closures that we had so on November 8th and 9th the library was closed to the public because we had professional development on the 8th and then on the eth and the 9th um all the Upholstery and carpeting was professionally cleaned so we can't do that while the building and then on the 11th the library was closed and then on the 27th the library was closed at 4 p.m. and then remained closed on the 28th and 29th for Town youth or town information the deputy Town manager who Rebecca Lei held a book club here at the library and it was for Chuck morrone's housing trap and he was doing like a tour presentation tour and he did a presentation on Thursday November 7th over at Pleasant View Senior Center so a couple of the staff members and I went to attend that session and it was um there was a large audience that was there for that presentation and it was um what what is the Trap tour that that's his book oh the housing trap so it's his he's on a book tour about that and it's going it's a multi kind of book series and the deputy town was using one of the books for her book club oh okay and then today we're going to um look for policy review there was some changes by this by CW Mars to their policies which impacts our policy so I just had a few updates that to complement that and then um before we get to the reminder I did want to let you all know that uh in earlier December we were notified that East Long Meadow Public Library received its state aid award so it was the second round of awards that were given and we should be receiving our first um of the funds probably in January and then there'll be a second round of funds that will be given by the state and then our next meeting will be in January 2025 January 15 next year so that is what I have for my report thank you ktie yep thank you uh I don't think we have any old business uh we have some new business borrower Pol so I gave you all two kind of versions the first one that you have shows in red font kind of the changes that I'm making and then strikeouts of things that we're changing um so that's the first version and then the second version is then with those changes made should we read do you do you how do you want to go through what the changes um we read the new version any opinions should we makes sense to just read the new version great yeah unless I mean I made some notations on that particular version didn't make sense to make them on the other one great that sounds great but I wanted you all to be able to see what I was doing that's no I mean I looked at I love this that that wasn't my yes no okay so let's go to the new version thank you okay anyone like to read the new version straight through and then looks like Larry has some comments I'll read it if you want great so we're only reading the new version in red okay nope no start the other version the next set yeah it's cleanly printed in your next the next one the next page one and I worked on this with Christina Cooper who is the circulation supervisor the two of us these updates going got a couple more okay so you want to just read through it first and then comment is that how it works okay all right East long metal Public Library is a member of the Central and Western Massachusetts re Resorts sharing CW Mars are confidential East Long Meadow Public Library is constrained by the requirements of chapter 66 section 10 of the Massachusetts general laws dealing with access to public records and to the extent that records maintained by the East Long Meadow Public Library are public R records under said law however chapter 78 section 7 of the Massachusetts General law addresses borous confidentiality it states quote that parts of the records of the public library which reveals the inter identity and intellectual Pursuits of a person using the library shall not be public record unquote does that should that be not be not be a public record or does it matter I'm Sor take it up with our rep doesn't matter I think that's the law how the law is written therefore comma confidential Library record should not be released or made available in any form to a federal agent law enfor enforcement officer or other person unless a court order in proper form has been entered by a court Court of competent jurisdiction um I only the library director is authorized to accept and respond to court orders or other requests for circulation or registration records and do you need the approvals I don't think so okay we're we're currently reviewing right okay Larry what you got I got one hold on I got one oh sorry I missed a period okay oh I missed a period I can't believe I didn't catch that oh if we're doing typos yes do it all oh my goodness H Nancy actually picked this one up yes um first page 1 C applicants can provide yep I've got that one oh you got and then up uh under library cards section one the very last oh Network in the network period period mhm okay anybody else are we gonna let Larry go no no okay and everyone got the cross out I just saw that one that's why yeah it seems you know obvious we're ready for you Larry okay um okay I guess at first uh well as a technical thing um I think this uh it says as a rule one doesn't have like one followed by one so I don't know how you want to do it usually should I just take out the one for library cards and then underline it yeah I mean I don't think that you need that second one there okay so what if I I think it can just simply be connected into the single first paragraph right but it's a heading up to you so this is no no the The Heading remains no the cuz there's a library card and then I have and there's a loan periods and limits section and then there's a library account section counts oh I see all okay well okay so this goes to my larger question that I had as I read through this um you're calling this Library carard but then you say oh I should call it Library yeah I mean I think you kind of in it what I'm about to say um because where was it here um I should change this to library registration registration because you say a library card is the preferred way of accessing an account so it sounds kind of ambiguous but it's not if you're talking about the card and the heading is registration right so it's theoretically just one aspect you know you've got the card you you can give a driver's license and they look you up yeah good that's a good call I I didn't get that so that library cards one is going to be registration Library reg okay Library think policy is you do headings like old underline heading I do do that yeah okay yeah it's good okay and then next um I and again it's kind of up to you but like you say uh we'll be good at all public and some academic libraries in the network shouldn't you define what the network is I mean CW Mars Network oh okay so is that not well it just said I think you need another sentence you know what I just put in the CW Mars Network yeah that's that's clear right well I don't know you tell me what is the cwms network I think it needs can I Prov suggestion any Resident of the Commonwealth of Massachusetts May obtain an East Long meow public library card period the East Long meow Public Library is a member of the CW Mars Consortium Consortium which is a network of libraries period any wait a second are all Massachusetts public libraries in CW Mars no okay so anyone in the state of Massachusetts can get an East Long Meadow library card and we are part of the CW Mars network but per cwrs you should only have one card in the cwmr network that will be good at public and there are some academic libraries in the CW Mars Network and this is pretty clear though is well that that was another aspect of an ambiguity I've looked at at this so many this is helpful because it says an adult it I mean what you said explained it but I don't think it's written um any Resident of the Commonwealth May obtain an East Long Meadow public library card is do you want to just is it the card or is it the registration oh no because we're talking about Library registration to get the card to get the card so I I don't know that's seems so if you register for the protection a library card is preferred way of accessing the library account um is a member Consortium really the Home Library System recommended it's important so so maybe this first sentence here for the protection and security of all patrons a library card is preferred way of accessing a library account that moves to section three Library accounts like the first section three that will be first pce does that make sense to move that yeah yeah okay give me one second to write my notes yeah you have to read it as part of the whole first paragraph explains what see any Resident of the common May obtained in East Long [Music] Meadow um so maybe I take out a Massachusetts Public Library Patron just say and what if a patron will have one CW Mars card which will be good at all public and some academic libraries in the CW Mars Network I mean but what you're say what you want to say is that like I live in Florida let's say MH I can I yes register here yes so one so there's two different ways that it depends if you can do an out ofate regist and pay the fee or if you split your time between East Long Meadow and Florida cuz there's people that do that that live part-time in one area and parttime in another area yeah so so this is telling us that an East Long Meadow card is a CW Mars card yes but the distinction is NE necessary because if you're a part-time res well they have to know establish a residence well we're saying this is how you're going to tell us whether or not you're going to get a library card or you're an out of state I think that that maybe it could be a little clearer by reflecting exactly what you just said so in other words um you could say I mean because we're talking about Library registration and you could say in order to register in East Long Meadow you may do it either one of two ways either out of state or at or in state in either full residence or part-time residence you know what I'm saying and that would basically because it's not it's not terribly clear here because I was as I was reading it I'm because again you know it's kind of focusing on the card and then it says for an adult to obtain a library card a complete uh the individual must complete a registration application and provide one of the following forms of identification well is the point of the identification your address or just simply you are a body no these are the specific forms of identification that we need in order to register per CW Mars policy so I okay wait but but you can be either an out of I mean cuz your work identification though right so if we outdent the D to make that two we start with a resident of the Commonwealth and we do these three things and then we do a outdent so it's not D anymore it's two D we have so then we have a whole section for out of state residents right but but again it's keeps focusing on the card but it's not the card it's the regist ation the card is sort of an incidental thing that you can either have with you or not have with you it's the it's right am I wrong I mean I think it's always linked to a card right I mean well if it's always linked to a card then I'm missing something because to me this seems very clear out ofate residents May obtain an East Long Meadow Public Library card or re-register by presenting their home State's version of the acceptable forms why would they have to do that if their card expires oh okay because their cards expire just like R they don't have but they have to pay the fee again so it's not a one-time fee for $38 they have so every time they have to renew it they have to pay a fee if they're out ofate residents unless they work for the town unless they well maybe that's that we okay all right um so I think should be moved forms of identification separate because I I think know see what Larry's saying this should be two yeah this I'm fine with this verbage that the part where um but E and F need to move I understand what you're saying Larry I think that those are really good points so that makes that too instead of so where do e and f move then or do those become three and four I don't know it just doesn't seem that bad to me I mean seem it seems C to [Applause] me but I guess what I didn't understand is if so the first this whole first segment up to D is talking about residents is that correct yes yeah and yeah this if it's an out of state resident is either going to follow what this is or whatever that states comparable form of record identification why not make them yeah did you say two make that two the D2 instead of it so said that so yeah that that might clear that clear it up I also think it I want to consider going back to library cards okay cuz that's the I mean it really is about how you get a library card but then does it make sense when you say that it's the library card is the preferred way I mean if you're only talking about a library card then what's the alternate way if somebody coming and saying this is who I am or constantly showing us a different form of identification but they still have like a a card in the system they have the number they have the pin they have the whole shebang they just don't have their physical you a Big Y and you put in your phone number instead of I think that would be good because you got you've got any Resident and then here you have out of state residents so do we go back and call this Library registration and cards I don't hate Library registration so maybe you're right Library registration but no I think we're confusing perod and limits is two you don't do library card like then the whole discussion in andf about charges and lost or misplaced cards that could go to Li that could go though to library accounts because we're talking about overd and fines and fees that makes sense then okay I would move them into that yeah okay and then also very exciting is that um this might change later on are are you G I think keeping that $38 fee in the out of state residence portion is important so they know sorry it's justf I wonder if can just be combined there is no initial charge for a library card right if you lose period space lost or misplaced cards will be that's good right yeah that takes care of that and then this up here but where does e then go it's right in the beginning no because you have the other one at the end so um um where else do we talk about fees this right it's e in right here a library count between or between d and e under library account the whole like if you lose something yeah same same kind of idea so maybe above D oh I see above yeah I think above e below d right now loss materials and that's overd overdue finds loss fees or damage items may be waved at the discretion oh above e here you're going to do it after after where so the account section which is currently three on page three uh we're putting it between D and Curr e so we're making on page four so that's going to be the new e and then overdue finds will become F right you see it Nancy no so it's going to follow d uh exactly okay and it's going to be it's going to be e the new e oh where it says overd five so that's going to become F okay and e e is going to so the current E Yeah in section one is going to become that F in section three and we're combining oh okay and that also on page two sections E and F or bullets E and F are being combined into together like with a comma a comma I was sep just leave them as this just space it out yeah no that was I had it with a comma like card and then loster or Miss I want to make sure I'm not M there's no initial charge for a library card period oh period okay and then lost or misplaced cards will be issued oh I got it after show ID yes should just be that one point that's good yep okay that makes sense woohoo getting there uh yeah I just had a few more just small things uh brang it on what it says patrons may borrow a maximum of 50 items at one time yes is it is it just me I mean doesn't that sound like a lot it's CW Mar's policy oh and is somebody who borrows 50 items regularly really yeah I could probably do it I mean 50 there are people that kids too I one of those kids the children one of those people yes one of those people me and then but that's the policy set by CW okay uh also I don't know what a playaway is shouldn't that be defined let me let me introduce you thank you so it's like a little pre-loaded device and it comes with either a book or multiple stories loaded onto it it's like a little MP3 player and you plug in your own headphones or earbuds and you can take it on the go you can listen is that like a trademark then yes quote unot play well okay then the trademark lawyer I me throw is in there if it is truly a trademark oh well I mean it's the name of a product better check that out we can Google it yeah I mean just I um well or they are in the circle interesting uh hold on hold on let me see well we also have playaways and launch pads and we're adding other items so we could say I think they call them preloaded preloaded I'm going to tell you one second okay now it's audio books Launchpad books Kids Wonder books wo let me do my holds this is a individual Corporation curiously they don't mark their own trademark on their website they call it pre-loaded audio in the CW Mars catalog okay because so we could change it to yeah try and use the generic phrase even though they don't use the are in the circle which surprises the heck out of me because in this enormous website it's used as a trademark playway products they've got their own website they've got a copyright so I'm going to get back to you on this piece very good point Larry thank you because we have Adult playaways and Children's playaways and I don't know if they have the same loan period okay okay and then so that's a very good catch so that's on page two and then on page three I have children's playways children launchpads it's the same company so I need to go into figure out what are they what's the format and maybe I changed the format name if I mean if you want you can do it yourself but I mean it's easy if you go up go to uspto.gov uspto.gov and there's I haven't been on the site for a while but somewhere it's going to uh you can there's link that can say search the database that's the US patented Trademark Office yeah and just put in uh playaway and launchpads and if it pops up with this company then you're going to want to reflect it if you I mean there's nothing wrong with using the word just simply in your policy just say if it's if you see it's registered then put the r in the circle if you see it's you know in the process or whatever then then you would say TM okay thank you one more please Adult playways is listed twice I know I saw that where does it belong that's when I got to go back to Christina and ask her we have the we have a spreadsheet that has all the like circulation periods and renewals we'll have to go back and look at that CU I can't remember off to my head so I will crack that as we go okay then on page four uh well first like earlier you say p page yeah so earlier on page two you say you know you can borrow 50 items right but then on page four um you're saying that you can block someone if they have 50 or more items so you should say 51 or more items right because you're allowing no so you patrons may borrow up to 50 items that's the max that they may be able to borrow unless they have you said page four but I think it's on page three online so patrons are automatically blocked in the system when their registration expires yeah so that that is done if they owe $10 or more in fines replacement costs or fees right and that's not necessarily in our library that could be any of the CW Mars libraries if they have one lost item right these are all or things right you don't have to have all yep nope it's one of these things okay a Pat has 50 or more items checked out so I can see what Larry's saying no but you just because if you have 50 you just said uh earlier that they can have 50 yeah once they checked out 50 they can't have any more right so it should be if the p I still think this is correct this is C this I'm not I I'm not changing that cuz this is CW language that's their language if you're going to check out a new book and you've already checked out you got 50 you try to check out 51 it's going to block you at that point yeah it's going to block you at the 50 first but it doesn't as Larry said he's right Patron has 50 or more items check out so at 50 that would call a block according to what according to what it's says right here but you can never check I don't I don't get it so but here's okay staff can override a Patron's account and check out more than 50 items we have to as a staff member we have to approve it no that's fine so but then it'll block it so so it it doesn't automatically block because if this if you if I have 50 according to this as Larry says if I have 50 articles I mean books it automatically is blocked patrons are blocked in the system right I'm confused but staff can overwrite it say again with the with the problem langage diagram it's the language it's just the language all it says is what's the first what's the proposed new language there's no new language well I'm just saying that the way it is written now earlier you say I can take out 50 books to I didn't say books I said 50 it whatever I don't care that's irrelevant from the standpoint of not because if then somebody tries to check out something online through Libby it's going to block them yes no that's fine I'm not saying not to so I don't walk me through your whole the whole thing you're saying 51 51 I mean what what it says here is patrons are blocked by the system when Patron has 50 so you said I could take 5050 yes and you have them 50 items at that point your account in theory is blocked oh I see I see okay okay so what you're saying is okay so it should say more than 50 uh probably Tech is we're going to let you check out 50 items at that point you got 50 items at that point your account were but I I see what he says okay so I I understand what you're saying now so you're basically what you're saying is when you hit 50 the system blocks correct we get a notification you you hit Max check you would get the if it's you you get the notification shouldn't say p more than 50 pay no but what they're saying is you're allowed 50 but when you hit 50 they're going to block that's it that's what they're saying oh that you can't take any more so in other words you're Frozen Yes gotcha okay quite understand I mean it happens especially if somebody comes with a big pile of books that they're returning and then they're trying to check out at the same time sometimes staff will override to expedite the process to check them out while somebody else might be checking however like that to avoid confusion yeah can we take out the O the or more this is CW Mars I'm not I'm not I'm not changing my more than Patron is because the or more because staff can override so say this is part of see in the unlikely event that a p it doesn't happen often it doesn't happen often but it can happen that a staff member might override and get you over 50 at a certain point while they're checking out I would argue I know this is CW Mars so we're not going to change it but I would argue that the or more is implied if you have 50 items checked out right sure yeah your account is I got it I think it still has to should be but I understand I see I see all the points and it's it's good that you are touching that and bringing that up IED more unless a teacher took out 50 things no a teacher could take out 50 items to pass around the class that's true you know what I mean so it may not be yeah no I mean I was originally thinking of books but you're right there's so many other things okay that's like music CV small I mean you could have like 10 of those and there there is a slight yeah delay between when like Libby and hoopla then communicate with Evergreen okay so there could be a minute or two here or there yeah where something could slip through okay give you wiggle w a little bit you go to the last page on G that sounds no I think this is great thank you no this is good no I mean really so here you're talking about other people I guess picking up the books for you right yes so it says patrons may give permission for another individual to pick up their items on hold Library staff will make a notation of the borrowers record noting permissions and then I just have a comment here I wrote If no record of commissions or permission then does that mean they can't hand them out correct so but is that so like if for example if somebody is coming up to it's like hold authorization is what we would refer to it as okay so let's say I gave Nancy permission to come in and pick up my items Nancy comes and says oh I'm here to pick up KD's library items staff would check my account they don't see nany's name in my account so staff if they're able to as a courtesy would then ask to call me to verify over the phone so it's not like it's a never situation it's then I would give my library card number and say I'm giving Nancy permission to pick up this item or what have you got so we we try to our best customer service as we can right right um okay and at that point we would indicate that there is a hold authorization that they can indicate for future and you are welcome to change that at any point and that we will update the Patron's record they would update my yeah okay sense done that yes I've been through that okay so then there's only one other thing that I woulding G I mean h now four lines from the bottom of H it says therefore confidential I mean there you're quoting a prior to this a law about confidentiality and then it says therefore confidential Library records should not be released why is it not will not and I mean because should is the kind of thing where well you should do it but if you don't we're not going to say anything or you know what I mean if the law says this is the case then wouldn't it be will not yeah because they're going to argue should or well it should be released if when you keep shooting there where with will I mean will mind yeah unambiguous not I think good okay that's good I think that's good no I can understand that that's perf that makes perfect sense yes okay so will you take that back yes I will make talk about it all the updates in January and I will bring it back to everybody in the New Year in 2024 can you believe that I can't believe that are we are we we have have we disc conven no no not yet n do you have something to add no no I have something to add please um today is David's
