and there's a mic right in the center there hi hi I know un fortunate you U my name is Susan mano and I am currently sitting on the Islam Meadow Scholarship Foundation um board as their TR um their treasur and I'm here with uh Lisa um she's also on um the committee and um we just had a question that we wanted to kind of maybe open up some conversation for regarding the um concessions um with the stadium that's being um redone as far as our understanding is that the snack Shacks are both supposed to be scheduled to be potentially taken down um and just spoken to a couple of people um most recently on page this um past week um just with our concerns as far as some weren't aware that there are two separate organizations for those snack Shacks one is the eam meadow um boosters and the other one is the eam meadow Scholarship Foundation and looking at the site plans it's our understanding that there is one concessions that's supposed to be um built while the other two are taken down and just wondering if there has been some thought um as far as you know how is that going to work with both um organizations that is probably a Frank or Kevin question yeah well I believe Mr Paige had started a conversation would that be accurate um we started the conversation there was one idea that was um tossed out to us um given it some thought over the past week I not sure that that is going to be um really a good working one for on the Scholarship Foundation we do have some concerns with that I don't know if you want me to raise the concerns now or if that's for a separate meeting um I wouldn't mind sharing the idea just for the the idea that we were proposed um was that in um in to cover the the Lost revenue from The Snack Shack is if the East Scholarship Foundation would sell um athletic um annual tickets um and so the money that would be raised bya us selling those athletic tickets would then um come to the Scholarship Foundation um and although you know we really appreciated that we really thought it over I just don't know how the public would um perceive that as far as it's athletic Revenue um and so then it's getting turned over to the Scholarship Foundation so I don't know how that would um versus maybe it's a proposition for maybe like the boosters um because then it would stay within the athletic department um so you know that's one of the um ideas that was was presented to us um and you know really appreciate you know that suggestion or that idea I just don't know if that's going to be a good one for us we built the shack we do all of our own um you know selling and and stuff so it's all like everything stays within our foundation but now if we start blending it with the athletic budget um I'm not sure how that how that would work and I think it's something that we definitely would need to have more discussion over to make sure that that is going to be okay with the community is the primary goal to replace the revenue so that the sorship fund is unimpacted correct correct so that's why we didn't know what the workings of the concessions looking at the you know I don't know what the dimensions are on it so size-wise I'm not sure how big it is does it have room that it was planned where both the foundation and so it's business as usual in that one Snack Shack where you have the boosters and you have the Foundation or you know is it possible that we could keep our Shack but renovate it bring it up to you know so it looks a lot better with the times or whatever codes that maybe it doesn't meet right now but that we could do that and then we could at least keep ours and then the boosters could could take over that concessions um entirely so I just feel like it's time to kind of like know you know have the conversation now so we know what the expectations are going into because I think the project starts this summer my understanding is um and so that we can kind of work together kind of make this successful for know both parties so how many times a year is the um scholarship Shack open or which game spec is it football because I don't specifically it's it's mainly football because we're not huge so it's hard to get the volunteers in there um there is a con like a contract that was drawn up during um Rich fero's turn um that basically States in there we could open up every game if we wanted to but we just don't have the manpower to do that so you're talking it's about four or five games during football season that the Scholarship Foundation selling food just like the one next to the the football boosters are doing the same out of the shack next to it right we try to sell different things because we don't really want to compete with you know each other so um but I you know it's just it it yeah does it not make sense just to have a meeting to look at the plans closely and talk about that before you know in terms of the building that we're building of square footage the way it operates two windows facing different directions you know there are potentially ways that this I I could relate to all the issues about your Revenue stream and how that's developed and and what you do with it but I do think that there's I think content in the drawings to use as a as point of conversation at least yeah if we if we know if we're not losing any square footage and both can happen at the same time I think there's really not much of a conversation I will say because of the committee's uh goals to increase the fixture count in the we are actually um still making kind of small tweaks on that that are going to happen in the addenda phase of this set so um we are we are making a revision that actually that revision is actually creating additional square footage in the in the um concessions area so I think there's a lot to work with I would rather not have that meeting today could set of time for it that would be wonderful there that would be great there's two windows so technically they could SP separately correct it is already because there's ticketing and food was our assumption but maybe there's we also have ticketing but that's on the other side right well that's my point is I so I think we should look at the plan and figure out how that relates operation there's an operational plan that go into the sizing of whatever the building is that like an Iron Chef situation yes different building the building size is is is is really we don't want to go changing that but operational I just meant if we're at 400 square feet total and this building's at 380 could we make it work probably exactly yeah okay that's great yeah all right so we'll look to schedule that yeah we'll plan to do that because the otherwise those buildings are going just so you know yeah well that's I know it's your thought but right stick with the plan and then hopefully work it out we will work it out collectively to use that one okay great you'll be a part of that I can certainly help with that yeah okay do I need to reach out to somebody to have that I think what we'll do it might be easiest to have Mr Paige and Mr McGee reach out to you okay try coordinate the the camera Jamie any members of the public on TV Shane think the floor is yours very good thank you so we just have a couple verbal updates for the committee um before we get into the bulk of the uh the 90% CD overview um so first things first the file subing status um so when we last met on October 9th um the committee designated Frank pagee and and Steve cruel for the pre-qualification subcommittee um we did meet with the pre-qual subcommittee last Monday to review the statements of qualifications that were submitted by the mechanical electrical plumbing and Fire Protection contractors for the project um so sat down with the committee went through all the um s soqs and evaluated each contractor uh there were a couple contractors who did not meet the minimum uh evaluation score of 70 out of 100 um and therefore were disqualified for the project it was just a couple uh contractors um out dos who submitted so the ones who are disqualified were notified that they cannot bid the project and then all the other qualified contractors were notified and invited to bid the project um the bid date for that is November 21st so all things are going well up until then we have a site visit meeting scheduled Mark remind me the 8th 8th Friday uh November 8th so we'll have a site visit contractors will come in they can ask us questions there um shortly thereafter we asked for their we stipulated the last day for questions um so that we can respond via denda whatever we need to do there but the bid date is November 21st as of right now um and so that brings us to the remaining trades so that was just for mechanical electrical Plumbing fire protection so all the other uh trade contracts if you will for the F sub bidding phase are um they've been advertised uh statements of qualifications the soq packages are due to Gordon's office on November 8th as well um so we'll receive all the uh qualification submissions for the remaining contract or the remaining trades all the contractors who are interested in bidding the project and then we'll just restart that uh process again of meeting with the prequal committee um and reaching out to the contractors who are qualified disqualified what have you um and that second leg of the file sub bitting the actual bid date is January 7th so those are being bid off of the 100% uh construction documents um so that's just a status update of where we're at with all of that we'll report back to the committee once we're uh through the process but everything seems to be going fine there and what's the bid date for the MS uh November 21st um we're hoping that holds true Steve uh if there is a request to push that back some because it is just a three-week bid period we can go into that following week I think we targeted the 26 which is right before Thanksgiving but we don't want to push it past Thanksgiving so yeah so that was it on uh the file submitting um we mentioned uh groundbreaking ceremony the last time we met with you all um it was floated out there that November 7th might be a possible date that could work um we tried to coordinate that with msba they actually turn turns out they were um available for that date but just in talking with the project team and obviously our our Focus was on this 90% uh submission we thought that it would be helpful to have some more time to really plan out this event uh make sure it actually you know goes the way that the town wants it to go um and we satisfy everything so we met earlier with with Frank uh Steve Gordon um I think that we talked about the 22nd as a possible uh date for the groundbreaking ceremony which is Friday um I know we're getting close to Thanksgiving there but um Frank I believe that day worked for you so we're going to propose the 22nd at 9:30 um yeah we said that they would work so I guess the first thing is confirming that that date and time works for everybody um who would be involved with the ceremony and then we just need to find out some information from the committee as to how you guys want to structure the the event uh Fontaine can certainly help pick up the pieces and coordinate the event however you want it but we just need to uh have some parameters around that msba good for that date they I didn't reach out to them for that date yet I want to confirm it was good with you guys first um but typically they're good either Jim McDonald or somebody will be able to jump on the docket but we'll follow up with them right after this and tell them hey we're kind of running out of time so this is they usually good with like that they usually are yeah that's usually the standard time for it so and not like coming out on a Friday but it's okay ceremony do like the public is invited yes I think that's one thing that we wanted to talk about with the committee um I typically these events are you know attended by the public um students are invited I don't think we've talked about the the whole um invite list but no treny yeah Frank I don't know if you've had uh thoughts around that yet um not to dump it all on you but we will need to know how the invitations are going out and all that good stuff so not sure if we make it full scale them all um obviously it's a little more difficult for fonan to coordinate but um uh so at our last meeting we were trying to make it or talking about it being a little smaller scale um we do have our neas accreditation visit the two days prior which is obviously going to have a lot going on at the school for those two days so um we originally weren't talking about involving too many kids um but we really hadn't gotten uh put a lot of concrete structure to it yet that a pun Frank sure yeah so I think we can find figure out all the specifics Frank after the fact but um if we've got a date I can reach out to msba now and then I think o group might be able to my second work so typically these are uh there's a couple speakers on behalf of the Town typically it is the superintendent Town manager sorry Tom um that's typically what we see it's up to you guys Umba will have a speaker sometimes figures in town want to show up so leave that up to you guys if you want to invite uh traditionally the groundbreaking isn't as well attended usually the the ribbon cutting at the end is the the big event that everybody wants uh to be photo oped at so but we should be inviting uh state senator State reps typically what is done um oh goome but she didn't but that's at least offer it right yeah off okay all right well I'll follow up with msba see if that date works for them I think the rest of the details we can work out with the with a smaller group um but sounds like we'll have a Podium some speakers Frank we'll talk with you if you think um any student representation should be worked in and um go from there they generally do any kind of like the national anthem uh anything of that nature yeah I've seen it done kind of both I it's not standard you don't need to I've seen the national anthem formed by a student before that's I was gonna say you could work students in that way yeah okay to figure out with you guys just invitation wise Dory I'm sure you guys could work up something or can just a flyer to send all right cool okay good that's it on groundbreaking folks all right well played dor you want to talk to us about design sure so this is just a quick check on where we are um so this meeting today is approving the 90% submitt to the m SC very well um the design package looks really good um the mefp engineers are a little tired because they they're their package is the one that's most in the hot seat but everything has been progressing very well um so just wanted to share this overview of uh how that package is looking its release date um we'll be moving on now and working on the 100% set um go to the next page um we have some slides from fon to share that just give you an overview of where we are in construction talk through that got this one yeah this I think can mil just go this is just the mileston for the Ben already outlined all of these for the next bid set okay that's just kind of the foundation as we're going it's a little bit farther along you can see um Deb building over to the South Side that's going around we have by the loading dock you can see there we've started walls on the South Side driving our way down towards the West we now have the footings going all the way down the South of e and turn the corner going to the north of e we've dug out and you know a little F we started digging out building a along the south side of a so we're trying to wrap that corner and try of keep the footings going as we fall behind with the Walls Start interior peers today so about six interior piers in building D we dug another seven in building e and we'll start pushing our way from the East to the West that's kind of where we're at right now still pushing for that December um steel date how's Mana for doing first doing keep ping up and keep barking and then keep plus up so they're doing all right got to beat to Steel they know they know the schedule so beat the steal beat the cold so very exciting is starting to feel real yes very much so since it's outside my hour Windows give you the keys now hat boots going on down yeah do it from current right there on right there giving it to me for whatever reason that's s yeah you want to relink [Music] um control enter does it pull up the uh page you any thoughts I was thinking if you go back you guys expect cops from Norgate want to go back to the Shar see if I can pull it up they do their own detailing or they sub it out uh doing that they're up here somewhere yeah they have one out in near Boston Boston stand by m somewhere yeah oh yeah the one we just there you go there we go okay so uh so the uh last week was it jeez it's all been moving very quickly uh went into the reconciliation process with the 90% set um again still two estimators PMC and Fontaine providing numbers um so again our goal is to stay close to our construction cost number of 147 uh and half million uh our uh both estimates came in initially a little over Fontaine was about 2 million and PMC was about 1 million uh but the reconciliation process this time actually got us under without significant ve so a lot of that was really we're so close to bidding that I think the the um electrical and mechanical packages which were the biggest packages of this set um are essentially looking at the numbers that they have from you know one vendor checking things out and sort of engaging kind of how we'll go with the market and and things generally we we felt that the documents weren't in shape a lot of the Fontaine had some allowances and we really A lot of it was about talking through those allowances being sure that we felt comfortable with where the estimate was and the money available to it and we've still preserved uh allowances to help with any scope gap between 90 and 100% here um but in general I know things are tight but things are looking good and uh that reconciliation process with both estimates going back and forth um with scope and what was included brought us down um below our Target goal for construction costs there were if you go to the next page uh a couple things that um we chose to revise and this is for me a couple two things going on one is we have a different spec writer on this project so there's some things that I've seen that are like not the way we necessarily spe specify things so little things of crept in that surprised us in our own documents so are are bad um and other things were just simply the process of the cost reconciliation helps you to see some of what you're looking at and the value of it and really talk about that so um for instance in the first case the team lockers were uh higher in value than they are on most of our projects um so we talked to Fontaine about changing the um specification on that and that saved us $100,000 so we took that change right away um the cast concrete seating the um site team had done some revisions as we showed you last time in the art Courtyard with some of the exterior seating um and that actually increased the cost on some of those packages but partly it was about you know only having one set of numbers looking at that and some of the details um could have been done more simply so in negotiation there was toci okay well we're going to go ahead and reduce that back uh in in scope and cost a little bit and uh that was part of our ve um there was a an unnecessary element of the spec in the submembrane of the um um ceramic tile um that was removable without any change um so we still have the membrane but we just altered this uh make a model of that product and that actually saved 100,000 and then there was a finicky counter that I was worried about that I felt was going to be a concern I wasn't happy with it and I thought well I'll just take it now um because we have have you know explored different ways of doing things it felt like something that it was attached to the um the back of the stairwell um the railing systems in the academic Wing not far from another counter that was PL sort of based and supported by the floor and the structural relationship of that counter um was was you know something that I thought I was a little nervous about and I felt that we were going to kind of keep worrying about this and I was worried about it in relation to the stairs and decided it was safe take it out and focus our energy and our resources on the other counter so that was removed for that reason um and then there are some things that we did not take as a part of this ve but are just little design things that I've thought about as we've been going through the process that I think we could recoup some value and therefore keep the project very soundly on budget without any performance impact to the project at all so those are um that textured brick we're just going to they it was a little bit more costly the way the Mason was looking at it than it be so the team is revising the detail on that um and it's going to save about $30,000 will it still be textured still textured but it's a it's a very subtle texture it's nothing like climbable it's like it's just pulling it back you know a little bit prob a good idea probably a good idea right so sometimes that happens um there was a we had a perforated Riser that was not actually doing much for us because of sopit and and um um some seating below it so I was like let's get rid of that um the storefront in the gymnasium we had some expensive storefront doors that I thought would be safer to switch to hollow metal and solid core because they're in the gymnasium that recouped um some savings um we just switched the finish on uh some utility stairs um we reduced the chalk wall outside of prek in height it's still there but they're not very tall people so it seems we could take it down and save a little money um uh we reduced the tax strips over the the whiteboards they're still there but um the spec happened again it wasn't our a spec I had used before and it had six inches we only needed three to provide what teachers needed really makes a difference so these changes in scope and cost allow us to now in the 100% set bring in light alternative two which was the scope of um of um irrigation for the project so we will now not have that as an alternate that's at risk in construction we'll bring it in you know completely you don't want us to you can tell us not to but it's been a priority all along and the project feels in good shape and we wanted to Pro we already arranged the design of that work and the assumption that you might want it so we would like to trigger it so that we can get the design documents done and that can just be kind of bought out at 100% I know that six inch hack strips import [Laughter] person G out the water the [Laughter] exctly just the the cast Concrete in the Arts um Courtyard is that a significant change half a million dollars seem or 450,000 seem yeah so what it was really about I mean this is complex but the radiuses of the different units were all unique and that does not need to be the case the detail like I think they had not seen yet the Divide of it and even the scope we could pull back a little bit and it would still not affect the design at all so there's a number of levers we can control to to bring that back down you know okay so no significant design change no no we won't be redesigning the the carard so this is an old slide to show you where we were we just want to come back to this issue um we did in cost estimate include the cost of two separate signs the digital signer sign and the one you see above and that was just so we'd have the number there but our our our direction from the last meeting was to see if we can combine those two and start the process of finding out how that would go through a variance process and that's been investigated and Eric can speak to the variance process better than I can to be honest but we wanted to share just a a concept for the the combined sign so if you go the next slide um so this is uh the concept here shifts a little bit on the right is that um 4 foot by 8 foot um digital signage and on the left rather than masonry it's a it's a corten steel um fin essentially two fins um with a signage on with a lettering on it um and then that anchors in a granite base and we discussed this morning the possibility of you know removing the um the street address we wanted to check in if it's NE necessary because we think it's a little low but don't really want to pull it up um into the sign um and don't know that it's needed um and then um whether or not that Cen should sort of separately anchor or just be on top of the granite and why it Dory is the masonry to Cen incidental or is that somehow required by the no it's that in working on it it was getting very busy and get with this balance of this dig signage I mean you can just do we could do the left in masonry it's actually cheaper than the masonry was I think um the variance sorry well we we were I think she was getting to that but is that whether to have it or not to do the variance I don't know we had some conversation with planning board members and council members but I I would again it it's the same issue that we sort of brought up before was uh sort of a variance sort of provides some sort of precedent for the rest of the community um and obviously this led was enough of an issue to write it in the bylaw in the first place so um no my conversations so far unofficially were not favorable to the idea fine uh again I don't mind going through the exercise I know Frank has indicated that that that he thinks it would be a good idea um yeah that's all I'll say I guess at this point Tom how old are those bylaws huh well uh well the good news is our zoning bylaw is going to get looked over in years that end in five so uh the general consensus of those that would be important in that decision at least the ones we talked to was not in favor of changing the zoning to your point how old is the zoning if we were to change it have to go through that process first and so if there's no appetite by those folks and brought to my attention that uh at Four Corners we had one at the sonoko that they made them take it out as well so there's a couple precedents that they made them pull so I mean they all said we could go for the variants know obviously they wouldn't necessarily be supporters of it and that was kind of my concern if if those that have part in the making the decision aren't necessarily in favor of having them so the conversation just becomes a longer ation about every parcel in every zone right across the town so if you want to change the bylaw you can't as I understand it just say you know this particular parcel at 180 Maple Street it's okay to have led sign everywhere else no the bylaws specifically have an exception for churches and schools in that bylaw so I think we don't have to modify that one section to allow it okay right I'm trying to tr now that's an exception for schools what we talking not for digital science it just breaks it out separately in a category but they're not digital is not allowed anywhere right by right right so if there's appetite sorry to changes the the the church school thing is a thing but the LED is across the board right so again the reason why we carried the cost of it is so that we were covered one way or the other not does we would certainly not want to spend time detailing something that you don't think is going to pass and nobody really is is eager for if if in 2025 you change your bylaws and this becomes a reality the district you know would explore it I assume at that time but there'd be no reason for us to continue on this that's what I'm leaning towards I but well yeah again I I think we sort of outlined that last time that that I mean I wasn't excited about making an exception for ourselves because I try not to do that at all but I don't mind going through the practice I just I again I'm having unofficial conversations nothing I care to say in public but you know that there might not be any appetite for this and are we just spinning wheels if we continue along this path I as a supporter of I'm sorry Kathy well I I can understand the bylaw excluding the LED and the digital um stuff for commercial and Retail but this is a significant parcel and a significant a property that's significant to the town so um were're to come to the council for a conversation before it went to zba I would be in favor of pursuing it okay so the counterargument to that is is that it's in a residential Zone and if we're going to have led and say the industrial Garden Park no big deal they're all out of at 600 p.m. anyway right so you're not really infringing on anyone whereas everybody on Maple Street has to look at sort of a lighted sign or or a obtrusive potentially sign um I that I that that sort of the the whole talk about the zoning is what zones are you going to allow this in and if we have a lot of parcels that are already existing non-conformities so there's a lot of businesses in the residential Zone that could now potentially add an LED sign and again I don't I said it from the start I don't mind if we want to go explore it I don't mind putting the time in I just I I wonder what kind of precedent we're going to set or what kind of outcome it's going to cause I would be like if it was just Town property that's one thing so there's a level of control but like even if you put it under where schools and churches have certain different bylaws I wouldn't want to see the churches in town being allowed to do it and then not allowing a business to do it and that kind kind of a thing so it would have to be if they would approve it for Town property I'm not a fan of it anyways but if you're going to follow through I feel if it's a town property sure you know what I mean but if you if it's going to be for based on certain areas and streets that's not for me personally I I wouldn't want to see it pursued that way and this is all part of the bylaw conversation obviously that we would head down how far from the road is is it now is originally when we were talking about this didn't we have it up the front where the Marquee sign is now yes that's it's relatively speaking the same location because that was the intent because remember we suggested well why don't we put a second closer to the school but in our last conversation everyone was saying well if you're going to do it it should be up front because it's messaging people driving by is this facing the road or is it perpendicular like a the road so you see it on both directions it's two sided okay I for some reason I thought it was against a school I think what about going back to the letters uh the manual letters can we design that like we have now I imagine you could if you really want anything they have trouble updating it now they don't well but I've seen others update it I'm just saying if it's that important and that's the only thing that's allowed then we build it if we don't want to build it then we don't build it but I my vot would be to back a slot go variant no wrong Greg Greg if I may the um this is Eric bangs landscape architect with smma um right now that existing sign is pre-existing nonconforming so if just in order realistically because the requirement is 20 square feet maximum um in order to provide really the the school name potentially the address and a message Mage board you're probably going to go above that 20 square feet in which case you would the way we interpret it is you would need a variance in order to build a new sign that has a message board out at mle street that that's our interpretation right now okay thanks Eric that's important so I'll build it like that then what's up so the only other thought I had and I don't want to leave it the digital part yet but we have a lot of tributes to The Brownstone and Redstone in this town but we don't actually have any Brownstone anywhere on the campus is that a fair statement and if so can we incorporate it in the sign like some real I was just say Brownstone or red stone just a thought if we can't do it if we're too far past no worries it's it's already been done in town the town hall has the same thing so it's not like unique but just because we're trying to bring that tribute of the building this might be an opportunity I know that's that the darker element here be actual Brownstone oh great oh sweet I me I'm saying that you know that yeah I love it yeah even with some cut marks you know a real piece from one of our cories left over I'm sure have I have three pieces hanging out under an ARB again I have who has a bunch of holding on to yeah see what you can find yeah just a thought I'm sorry I missed part of the plot so Eric when you said that any type of Message Board whether it's digital manual spray painted it's going to put us over the size we allowed to make the sign therefore if you incorporate any kind of messaging you're going for a variant correct that's my that's that's our interpretation yes just I mean 20 so that size because we're not increasing a non-conformity we could we could reproduce the sign We have basically yes so if it's 24 square feet we can go up to 24 I I think it has to be quite similar to what's there in order to the same right if that's not conforming to keep like one of the posts something huh this thing is 50 would put like 12 point font on it I mean how's it going to work at 20 square feet no no Steve the the the way that it's written in the bylaw is that you basically create a rectangle around the lettering right so so it's just it's just the portion of the sign that is uh that encompasses the lettering and so the original if you go back the the sign that Dory had shown without the message board that that was fine that was within the 20 you know we would size the letters accordingly so that if you drew a rectangle from the upper left corner of the E and went all the way to the end of school and down to the bottom of the address and you took that area it would be 20 square feet that that is achievable but then to add a message board on top of it uh would put you over thank you um and and I also did want to respond to Greg right now the plan also is that the the stones the landscape boulders that we're proposing within the bio retention areas um our hope is that it can be Redstone if that can if if that can be procured that that's the idea is that the bio retention areas look like kind of you know abandoned quaries to some extent great that's great I love it thank
