Edison New Jersey you're recognized first I'm gonna two questions someone asked me um when you have because I don't know the answer when you have a liquor uh being sold at any event is the township liable for anything that happens if somebody becomes intoxicated and leaves the venue number two the to Center um is blocked off the youth youth can't use it the grass is growing they want to know why they seen grown men climbing underneath playing sports there and they want to know about this uh to Center okay um can you repeat that Joyce because I kind of I couldn't hear it about the to building or something something long that line they want to know what what direction are we going and because they said the to building has been closed this whole time and there's been no movement on the to building but they said that it's all closed off so the kids within that Community if either while are unable to play or use that park that's behind there but they actually see men there playing and so that's like that's hurting the children from the town at all then um I was given a called by the newspaper and stuff over the mini bville Center uh they had me do an expose on Mini bville and how her involvement with the youth on the north side of town and I for one spent 10 years 10 years um working hard to get that building I opened up the Elder park building and I just think is that I don't know who the advisers are or who the people are but it seems to me that people would rather throw big parties for kids or send them to juvenile places than to have them have a viable uh wreck building on the north side of town that is the only Recreation whatsoever and that's why I fought for it all those years now to take from one group to give to another group that all that causes is dissension between people that causes a lot of dissension on the North End they kept telling me so they taking the mini Bill building they doing this they doing that hey we work very hard very hard to get that now there's no Recreation whatsoever for all the kids on the north side of town and if I notice there more and more overbill Overkill all these apartments so we're not a big concern and I've and what I'm talking from is I've been an educator for over 40 years and I've also been in Recreation and because the department did not keep the youth programs going did not keep the development of it so the children lose out because adults I mean what type of leadership are you you have in this town that your first thing it disgusts me that you would just take that from the Youth of this town not develop programs not do anything to get them off them phones that's the first thing you would do because your to building your to building is not ready it didn't move quick enough for the election okay that's really sad I'm sorry but I'm four children and I'm a senior citizen and I don't think no senior citizen no self-respecting senior citizen we want stuff taken from them all I see now is about elections how many pickle ball calls we can get okay let's take let's take this football field from them let's take this field over here let's make sure they don't have anything whatsoever on the north side of town not one thing at all I walked along there I went around different places I've been very very involved with the youth we've had two tons of T tutorial programs we've had two tons of of other programs there at that building we had basketball tournaments we had all that stuff that building was alive and well now if you don't have good leadership and you don't keep up with the building and don't keep up with the stuff I don't think that the the Adolescent should be punished for it and I asked them before about some kids coming after school they said oh they said we can play basketball from 3: to 5: uh by the time you get out of school it's 4:00 how is that a community center how is that a community center I'm you know one thing I'm really really sick to death of all this stuff that goes on and and you know it's just getting worse all the time it's all about me me me and my career and my future I'm so ambitious and everything and then I heard something about a I read online something about a um splash park or something being named and it it has nothing to do with me it has to do with the disrespective people if you are this is what I see I see this same regime because I was here with sedoro and arel them I see this same regime came back here and then I see the police department with discriminatory uh things I uh uh suing the township I see the fire department suing the township I see them taking away the only recreation building down there all I keep seeing is all these discriminatory practices and what that does is that pitch one Community against another community and this is the type of this is the type of life and this is what y'all promote that's what I'm tell this is the this is like the worst group I've ever seen in my life I've and I've been here for a long time believe me thank you thank you chy uh any council member would like to take this council president okay Council pointer we're going to recognize pressure you said it son go ahead uh just a question to the administration in regards to um the use of mini BV is there any plan of negating Youth activities there not at all thank you council president thank you Council M pointer council president to the administration um I I know that Frank palone got us money for the mini BV um Center what is the intent of of that money are you putting an addition on for the seniors or is it for programs or there's an entire U I can forward you the plan by the way um there's uh construction internally we've started to do some stuff with the gymnasium um as well as external um additions um and uh fixing of the playground and things like that so we've done quite a bit so I can forward that information to you and what we covered I'll tell you where where my question goes and I think this is um where ex-council was going was you know typically when you have a building and there's 10 rooms and the 10 rooms are used for recreation and then you allocate five rooms for seniors and five for children you you didn't add a senior center you know that's being disingenuous or dishonest now if you were going to put an addition on that was let's say 8,000 square F feet or something with that money and that was going to be dedicated to the seniors then then I understand and then you know I would agree but I think the public doesn't know whether we're doing additions or or we just kind of cleaning it up and making it look nicer you know you you can't take from one group and give to another and say that that that's a um an ad for the town you know it's net net zero um and as far as uh my ex-council woman I I I did propose to name the splash park after her um that was her initiative she took it from the beginning um and I believe that people that do that and and they actually take it from the beginning and see it through the fruition should be recognized um here in this town we do things backward right um we had a $5 million Pond that we bought on Oak Tree Road it was approximately 10 acres my father at the exact same time sold 10 acres to this Township for $200,000 nobody named that Park after my father they named it after an astronaut that graduated from JP and doesn't live here you know so I think we should recognize the people from our community um people that have added to our community um as opposed to come up with people outside of our community to name things and and that's one of the reasons why since I knew that that was an initiative that she started um she approached myself and my Council colleague uh councilman Coy uh years ago you know when we first got on the council and that's why I proposed it but I'm going to leave this to the attorney because I asked the attorney attorney to draft up two ordinances for me I've yet to see them um so I'm going to request the removal of our attorney to bring in a decent attorney that decides that they will work for all council members in the future or I will hire my own attorney to draft up the ordinances um and propose to bring them here um one way or the other but I will not be disregarded or disrespected by the Coughlin Law Firm any longer and please let Craig know this um he has my number and Lou has my number I sent Lou a text today about how you know not really happy about the ongoing of our legal team at this present point but I'm going to save that for a giant topic of discussion for our next meeting think yeah we're kind of going off of the tangent here I I did I'm sorry about that council president I'll say there for next week next meeting what I would like to ask Sonia is if you can elaborate as to what is the plan and are we taking away from the youth are we adding to the cuz I think there's a lot of confusion here so we're not taking anything away from the youth but we are adding to the seniors so there's a senior um Expansion Project and I'm going to what I'm going to do is forward you exactly what the plans are uh as far as it tied back to the grant funding that we received okay so we're adding stuff we're not removing anything exactly okay as long as we're clear on that uh also is liquor one of the question was liquor is Township liable usually when that's on uh usually when um there is Township events there are uh vendor agreements between the township and each vendor and usually within those agreements or hold harmless agreements so that would uh indemnify any Township the Township from any liability and uh there was also a question on tot Center uh can you elaborate what's going on there sure so uh currently what's presented and recommended before the council is there's a change order we did have to do some well monitoring some groundwater uh monitoring so that's that's uh part of what we've been doing uh what's happening this week is that there's going to be the remediation process part of it so there's going to be the construction is starting um and you're going to see work happening okay and something about the kids playing or someone playing on it is that allowed not allowed I'd have to look into exactly what the situation is and uh please no talking from the point of order next time I will have to ask you to be removed okay Officer can you please remove um Joyce okay just a reminder the reason we do this is because we want to answer the questions if you there's going to be conversation going back and forth polling boxes there's two there's only two there's one here at the municipal complex to put your you're talking about the the boxes for the ballots and as soon as we get notification it will be opened now in terms of the security so can you uh those pole boxes will be secured under surveillance yes they are they are they have to be yes good and uh dear study was done that was done can you list the crossing guards was the other question so the deputy chief just advise that we are in full complement of Crossing art perfect good and as you know we did settle uh the contract and and um we're good to go on that end and then the project manager do we have an update project manager specifically for pretty much I think the idea is to have a project manager inhouse that would manage all the big projects that we have going we we've done uh interviews and we've taken in resumes so uh we it's it's an ongoing okay thank you uh the next person Joel bassoff Joel bass off 17 Beach Lane you're recognized so there's a ticking time bomb on Amboy Avenue and any normal Administration that wants to do its job faced with a ticking Time Bomb would diffuse the bomb so the ticking Time Bomb is an ordinance that allows four-story buildings now we don't know when that's going to be detonated but at this point any developer could come in file an application for a four-story building and then boom it's too late for you to do anything about that bomb so it's a very simple fix to defuse the ticking Time Bomb you repeal the ordinance that allows for four-story buildings but instead what this council is doing what this Administration is doing is saying you know what we're going to let the bomb keep ticking point of order council president he cannot use the word bomb in this world of hate it's just not fair he's an attorney this is uncalled for uncalled for okay you should re rephrase your remarks you're a professional an attorney you should not use the word taking time up this world chaos comes m co point of order should be used to discuss whether or not who is in if we're doing it in order I think he was in the right to speak I understand you don't like the language that he's using but please refrain from speaking while the member of the public is speaking and uh Marina you may continue his time now let's get back to the underlying issue and the underlying issue is that this Prospect of a four-story building can pardon the language blow up in our faces if this Council doesn't do something about it and it's a very simple Fix You repeal the ordinance that allows for the four-story building but instead what you're doing is dithering and you're saying we're going to let this time clock keep ticking against us and and instead what we're going to do is come up with the perfect ordinance to prevent any future ticking time bombs well the time to repeal the ordinance is now because if a developer tomorrow files an application for a four-story building there's not a thing that you can do about it and there are many of us that think that that's actually the intention of the administration and the intention of the C to make it look like you're doing something but in fact you're just buying more time for a developer to put up a four-story building so my question is am I wrong and if so please explain why you keep dithering when you could fix the problem and then you'd have an opportunity to take all the time you need to come up with something that's absolutely perfect okay another issue there are a lot of us that get the impression that if a member of the public raises an issue and it's ignored for long enough we'll just forget and we'll drop it well since March 11th there's been a recording of a council meeting that has been deleted from the Edison TV channel from the the council's from the Township's YouTube channel the the March 11th work session meeting uh ostensibly because profanity was used by a member of the public at that meeting now let me make it clear I don't buy into the use of profanity at Council meetings it was reprehensible nevertheless there was maybe 30 seconds of profanity on that video and a as a result a meeting lasting 2 hours and 36 minutes was removed from the township website the YouTube channel and the Edison TV channel now it would be a very easy fix that video could be restored with the profanity bleeped out or muted and it raises the suspicion that maybe that video was removed not because of the profanity because that could be fixed but because a member of the council raised an issue of payto playay and called for an investigation of a play to payto playay issue so I'm going to put on the record um the video is available uh on someone 's Facebook page uh apparently the township has delegated uh the uh custodian of public records responsibilities to a private citizen for that particular uh video so for the March 11th work session video If you go to YouTube and you look up mayor censored removed this Edison council meeting if you do a search for that the video will come up and if you go 1 hour and 10 minutes into that video you'll see councilman brusher calling for an investigation into possible payto playay for a municipal contract so maybe that's the reason that the video is removed and maybe someone should remind the public of that at each subsequent meeting until that video is restored to the Edison TV channel and to the Edison YouTube channel so that anyone who wants to go back and review the public record will be able to to do so but it it's it's not right that that is is hidden from the public well for anyone watching the meeting it's no longer hidden you can find it uh by doing a search on YouTube mayor censored removed this Edison council meeting look 1 hour and 10 minutes into that video one minute okay now I was glad to see that the resolution removing the change order for the Edison Township Sports building was removed but it still leaves open the question how is it that a steel girder rectangle is going to cost us over $1 million there should be an answer for that it it's just such an enormous amount of money we already own the land it's not like we have to purchase the lands for it but $1 million for a simple rectangular building what gives with that and then finally we finally need updated definitions for warehouses distributions centers and uh fulfillment centers because there's already been an application filed for some sort of uh Logistics facility on Whitman Avenue and that's a resal stre your time is up Joel okay I'll wait for some answers uh any council member would like to take this Council russan well yeah I mean if we can get an update um I guess from our lawyer on the clar Barton four story thing cuz that's been kind of ongoing okay I missed last meeting um and and the video Sonia couldn't we just do something where you just bleep out whatever portions you don't like and then say you know if and then in there you know you have a little caption at the bottom that says if you would like you can request the full video from the clerk's office wouldn't that be a simpler thing than to have the residents come up and ask all the time I'm not sure that that can actually be done however um we've had several requests for that video and we've honored that request so anybody is welcome to get that video okay right but you have to go through the Oprah request which means we pay our attorney to review that not for video no the attorneys they don't review any videos not a video like that it's it's a public public video open to the public I don't know you remember I got the attorney's bills right and if if anybody that read them didn't know what was in them um okay listen I just try to make it easier for you and more transparent for the residents um if the administration chooses to hide it then that's it um but the Clara Barton thing can we get an update on that like what what the holdup is or what the problem is I I thought an agreement was reached sounds good I uh any other council member council president I was going to save this for my remarks my might as well just say it now um for those on the dice that are not in favor of reducing the stories my question to you is what density do you require on Amboy Avenue for it to be flourishing and with the conversions of the cape cods that are currently happening which are increasing the amount of bedroom units in the neighborhood not help suffice with that to those on the DI that want to reduce the the stories and the heights how do you justify the 35t height because right now on the underling zone is three stories 40t so we're proposing to add a half story but reduce the feet by five so to me it just that just doesn't add up so okay thank thank you Council any other council member all right seeing none uh first of all let me answer the the video question I think you heard the stri sand effect right when you try to hide something you bring more awareness to it so by you're saying that the administration or the council member is trying to hide something I think this is the worst way to do it because we have talked more about that video than any other video that we have ever recorded So more people are aware that there is some expletive in that video so if you are interested in finding out what was so crazy about it you're more than welcome to find it it is on YouTube as Joe bass off uh put it you can ask the Sonia she'll provide it to you no one's trying to hide anything I am not sure what the exact reason is but I if you can put it up put it up it doesn't matter but I hope they do put it up but if anybody is curious no no one's trying to hide anything you can find it on YouTube very easily available uh second thing the Amboy a I disagree with the the description of it being a time bomb because it's a very slow time bomb this has been passed since 2018 uh there has barely been any development what two buildings in seven years uh technically one building has been built one has been approved but based on Lis I doubt that it will be developed anytime soon another came up and was uh denied by the planning board so it's a very slow time bomb and when the whole why not we just pass it and you know not worry about it unfortunately there are questions that need to be answered as councilman pointer pointed out that we need to think about and we have to worry about the unintended consequences we had to think about a lot of details so it's not just simple as hey let's just pass it and move on but not to say that we're not working toward it we are having a meeting post Wednesday council meeting to discuss it to see where we can come together and get it done so again I'm sorry it's not as fast as like a bomb and just goes off and gets what you exactly what you want right away it's a little slow process I'm sorry about that um but yeah that's it for me thank you anybody else essentially what is a quality of life consideration and I think most residents of Edison are more concerned about their quality of life than they are about increased business opportunities we've all seen what happened when Amazon moved in massive warehouses increased traffic driving at certain times on 27 you get a 100 trucks in a row and they don't segue onto the road the way they're supposed to they just run right out and run you over and of course witnessed that monstrosity on Route One the golf site I certainly have to age agree with the residents of Clare Barton when they're trying to restrict the height of those buildings coming in I'm not a resident of Clara Barton but I support the concept but I'd like to say let's take it one step further let's um have total equality in Edison let's apply that concept everywhere every residential area every mixed Zone area and restricted to three stories now wouldn't that be fair I'm certain the people of Clare Barton will agree with me and I believe most of the residents of Edison who are more concerned with quality of life than continuing to increase the business PR pres will agree with me as well thank you thank you all right uh anybody else and the would like to speak sum alone barar 85 Pleasant Avenue you recognized guess what I want to talk about uh first I want to thank councilman pointer for putting the revised ordinance um forward to limit the building Heights on Amboy Avenue I thought it was really good it enhanced it it was was comprehensive and took care of a few things um that needed to be taken care of so thank you for that I also want to thank you councilman president for taking our calls this past week and for trying to see what compromises can be reached um as always I want to thank councilman Brasher councilman pel and Council vice president Harris for their ongoing support of the clar Barton residents on this matter of building Heights but here we are once again nowhere I'd like to address some of the concerns I've heard recently um about objections to lowering the building Heights um one was moving building Heights to three stories 35 ft will not promote business uh where is the evidence and data that a four-story 45- foot building will bring people to ambo Avenue in 2019 right at the end of Jackson Avenue less than a mile drive to Amboy the Camelot Apartment Complex was built adding 220 one in two bedroom apartments to the Clara Barton neighborhood business owners I've talked to who are struggling um I've I've asked them did that bring in more people they said no they felt nothing and when I asked again did Dr cel's Apartments bring in more people to their business they said no so you know there's a point where maybe some businesses just aren't where they need to be um but nothing to do with building Heights in fact there is every evidence that the height of buildings actually does not impact thriving business areas every surrounding commercial area matou in Woodbridge Westfield Maplewood Cranford I could go on and on is proof of that they all have two story buildings sometimes three never four rarely four I urge you all to take a ride um what will be good for business along emboy Avenue is expanding the retail space allowed um to accommodate larger restaurants and other businesses John has that in his um revision of the ordinance um an anchor business a good restaurant some anchor business on Amboy Avenue which the Jade lot would be perfect for will also bring people to Amboy Avenue and encourage them to stop there are thousands of people going up and down Amboy Avenue every day most of them aren't residents so they need a reason to stop um parking the focus on parking is a red herring I live there I look at this all the time there is plenty of parking on Amboy Avenue but people want to park in front of the business that they want to go into um for example their Octor complains about this all the time because he's on the corner of pleasant and Hoover and the chicken place often has people double parked or they're blocking where they shouldn't be parking when the entire front of Stewarts is open and there are spots all along there and there are spots across the street so it doesn't have to be that way people just need to walk and if you go to matou in as an example you're never parking in front of the business you want to go to you have to park and get out and walk um so I don't I don't think parking since be before 2016 it's been raised as an issue I don't believe it is an issue but even if it was it's irrelevant to Building height because as Joel said the ticking whatever we want to say someone could come in tomorrow and put up a four-story building and without a variance and they'd be approved so if it's not a problem all these years enough to address it shouldn't be a problem now because it's irrelevant to Building height it's just something else some other excuse to to not move move forward okay what else John's revisions also allow for almost the same square footage of building space in terms of density I don't love that but one would think that because the revision allows for that um that it should not not be a problem encouraging developers to to build there um I I have a sense over and over again no matter who I talk to that people don't really one minute okay that people don't really have a good sense of what John's ordinance says and what it means um and finally I wonder how many of you are actually informed about the zoning on Amboy Avenue the rear setback on these monster buildings is 10 feet 10 feet so imagine any one of you 10 feet from your property line and in in Clara Barton they're 50 by 100 Lots has a 45 foot building right next door so to your point John I know you asked the council you didn't ask me 35 fet matters because that extra foot that extra five feet is more of a monstrosity for those neighbors and I would like someone to tell me tell me otherwise but the property values will drop thank you sir uh any council members will like to take us council president I'll just address briefly a couple of the items um mentioned about uh evidence for stories bring additional business that's why I asked about what the overall density uh seeking uh two to three stories in mouen um they do have the parking garage that as a five-story building there and there are other developments that have gone out that are four-story there uh maybe not on the main street but in the periphery to the parking being a red herring I disagree wholeheartedly because in mouin if you don't have parking you go to the parking lots right on ampo Avenue you park them in front of someone's house so I I just fundamentally disagree with that statement uh the 10 foot rear setback I know I brought this up but the reality is is is that compared to the neighbors in the back if they were to have a residential property facing the same side of the street they could have a building right next to their house even closer than that just because the minimum side setback on a residential is 6 feet uh 18 in total but up to 6 feet so I understand the rear yard setback thing but and I originally brought this up uh but I don't know if that has as big of an impact as that I originally said um so I just wanted to address those real quick thank you counc any other council member it's still 45 ft Sue I'm sorry your time is up this will be your warning okay okay yes counc president I first I want to thank the speaker for bringing some things to our attention which I've agree so sorry goad I'm gonna have to ask you to be removed I'm sorry okay that's it so next time so I'm Sue I'm happy that you brought some things to my attention that I agree with and I know my Council col colleague May disagree and some fairness uh parking today is not an issue but I do think we need to address it I agree with my Council colleague uh John poiner but uh what I'm hearing from you today you're doing you're doing some homework I've asked for uh I think this requires a a a comprehensive you know study of different towns a factual study I'm open to bring in those people we have Economic Development money we hav't not yet spent at all this year I hope the administration would consider through the council president to spend that money I'm open to that sit down I'm not open to just one way and no other way uh because this is certainly something you disagree with and others but I have met with others who have a different opinion but I I'm happy to hear you talked about parking you talked about uh what units have brought to the area some have brought nothing some some things I I'm not here to cross that part of what you said but today for the first time I'm hearing a different tone and I'm happy to hear that so thank you for coming today thank you Council M coil um yes I I agree with you when you talked about an anchor um I think I've spoken to you maybe about it I probably spoke with councilman Coy um that's the one thing that you don't have that all those other communities Westfield they have Ferraris mouin they have Halen harp you know they have the anchor that allows the other businesses to help flourish um I do disagree with parking in a sense that if you get that anchor you are going to need the parking because then we're going to have twice as many people from Clara Barton complaining that everybody is parking in front of their homes um so it might not be an issue at this present time you know the parking CU I I go to clar Barton I park I get out maybe I got to walk a block you know what I mean it's it's really not that bad but it's it's only because it's so desolate um it's really trying to find an anchor that's somebody that's willing to invest in and go in there as far as the height um I tend to agree um you know I look at other communities that are very successful their properties are valued um a lot higher than they are on ambay Avenue okay and they they they're smaller properties so so the value of the property could still be worth more if the area was vibrant um but I think the focus needs to be on on getting an anchor um in there you know and and help from the administration um or the chamber on trying to you know Co somebody from another section of town there would be probably the right start for clar Barton um but I I appreciate your input as always thank you thank you councilman brusher um for me I I think I told you this I think we all want clar bar to thrive and be successful and I think there's just different ideas as to how that happens um businesses are important in my eyes because just on this agenda there is a business close to clar Bar a diner I forgot what which Diner it was on um that's essentially not able to pay his taxes so it's getting harder for that Diner to survive now if those businesses don't survive and they close down I'm pretty sure a lot of the residentials will feel that you know the conveniences that they had you know the nearby coffee shops they they would be hurt and ideally closed empty storefront will bring down property values if you have empty storefronts all over the clar Barton less likely that you know it'll be seen as a successful area which is not what we all want we all want it to be a successful area um so yeah we do need businesses to survive um now again there are details to be hammered out I'm not saying uh you know that everything is just perfect we just do it and we move on there are details to be hammered out because there are always intended consequences that happen we need to think these throughs and then move on and so I tell you we will work on it I'm sorry that it's not going as fast as everyone would like but we are going to work on it and you know we are not necessarily giving up on this all right thank you soon hi um my name is Ellen Arthur and I live in Edison recogniz excuse me you recognized okay um this is an old AG question which probably nobody even considers anymore is there ever needs assessments done to determine the need for all of this new development and this all this that's going on in this town at this particular time that's affecting the quality of life as this gentleman has said that the people that actually live here is that ever happen anymore that's my first question and and I would also know like to know about I live in a what is was considered still is considered a senior complex and there are two people that have left that complex then the last year had no family no one connected to them at all got sick went to the hospital their apartments are still vacant and no one seems to be doing anything they're familiar with or affiliated with the senior citizens organization now what they are doing if anything about that but this cases are existing more and more and more in this town but our Direct ction seems to be going from people to business and that is a real concern I understand the progress and where we're going in this world the whole nine yards but it's all being driven by this allmighty dollar which is causing people's personal lives to be affected in every kind of way and I think you as elected officials need to begin to focus more on people than business and with that said I just like to know where your heads are at individually you were elected to serve the people so if somebody can just help me out do you have any other questions no okay uh any council members would like to take this council president ccil poter in regards to development if it's an area in need of Redevelopment or Rehabilitation there's a a robust study that does go on to validate said potential development items for the seniors I'm I'm sorry this one hits a little close um just a recommendation because the there seems to be a feeling that we up here don't care or that we don't present ideas so I'm going to present an idea that to me is health and safety for seniors particularly in the complex that you're talking about my wife's Grandma uh had a fall in that complex she was not able to get to a phone to call so they have those poll strings that are emergency poll strains or other similar devices like that that notify uh OEM or some emergency service to come check so my request to the administration would be to uh speak with the Edison housing authority and I understand on the Le on sometimes my schedule hectic and I I forget items like these so I apologize but my request to the administration on that particular item would be to ask the Housing Authority if there's any way a device like that could be implemented uh to any of the existing home um facilities thank you thank you thank you counc Council Brer yes um I I agree with you um we work for the people as far as I'm concerned I'm not here to lead you I'm I'm here at your will um to try and make your lives better by listening to what you're talking about um and and I'll give you a classic example and I don't think I've said this publicly um and only very few people know this but there was a property um referred to as Silver Lake or Glendale property um the way way that whole thing kind of happened was I read a post by Tom Grant on Facebook that told me about it um I ended up calling someone that I knew that was a resident of that area to I just wondered if it was okay or or if that bothered them in their neighborhood uh he proceeded to basically yell at me you know and I and I said listen I don't live there so so that's why I'm asking you um and I recommended that he contact uh councilman Cole because councilman Coy at the time was doing videos I don't know if you remember that but he went out there and he did a video and then Ron laugher seen it and Ron put the sign in the back of the pickup you know that said no Warehouse so you know in in certain ways we do look but we look for guidance from the residents U most of the residents that have worked with me know that I I might not know your area in depth um but it's about what you're looking for in your area you know I I was I've always been an advocate from my neighborhood but each individual neighborhood is different and they have different needs in this town um so yeah reaching out to us you know on that and then you see by the votes as to you know who goes in what direction um you know with those votes we'll tell you who works for the people and you know who does doesn't pressure anybody else all right I'll take the next Lois T 52 reita Road Edison you recognize I come to a lot of these Council meetings as you folks know up there and um what I've seen over the years is the division in Edison is getting greater and I would ask that the council and people stop talking of North versus South what North needs what South needs this is Edison we're all one Community we all share in the taxes we all share in the in the benefits we all share in the problems of it whether it's claraa Barton or the rest of Edison let's make Edison Edison and stop this Division and make it come down from what it is not increase thank you thank you uh anybody else that would like to speak all right seeing none an open space uh meeting at the in the chamber and uh we discussed uh developing a Transit Village near here maybe again this was a preliminary discussions to see if it's something that open space will be interested so we can develop a pathway near Woodbridge uh at where a lot of uh uh commuters walk to the Metro Park so we thought it would be a good idea to have something there that would tie into open space uh the other thing that was mentioned in open space was we need new members so we are making a call out there if anyone's interested uh please do apply uh we are going to increase we can take anyone who is in high school Edison High School any of the Edison high schools and if you are interested in joining you are more than welcome to join us even if you are under 18 as long as you know uh you can make your way there and your parents are okay with it I suppose uh but if you're interested in open space we would love to have you one of the uh ask of the chairman was that he would like work horses not show horses so if you are going to attend please be ready to participate and do your part and be passionate about it thank you and uh now Point moving to Points of Light any council member with points of Lights uh council president poter sorry I feel like I'm talking a lot today uh first this Saturday was the house music festival um I went there at two separate times I personally had a good time there um from what I have heard it was a good event um and it was well attended very well attended so uh I didn't hear any issues and I'm happy to hear uh the second item is a little more somber um this Saturday August 31st is international overdose awareness day which is the world's largest annual campaign to end overdose for me this sits home as as I had a friend who passed away from overdose where hurts more is he went to rehab to seek a better life unfortunately he relapsed once one too many so with that rest in peace D dog the goals of international overdose Awareness Day are to Pro are to provide an opportunity for people to publicly mourn loved ones tell people who use drugs and people in recovery that they are valued inform people around the world about the risk of drug overdose provide basic information on the range of support services that are available and prevent and reduce drug related harms by supporting evidence-based practices statistics show in the US 32 people of every 100,000 di due to drug overdose so if you look at Edison Township which has a population just over 100,000 you can expect 32 of those this affects men more than and women based on the numbers and 2third of the deaths involve synthetic opioids primarily feny there are resources available for anyone who may need or may know someone who needs first Edison Township has its own addition Services Edison hosts weekly meetings every Tuesday at the Edison main library at 12m and every Thursday at the North Edison library at 11:00 a.m. for additional information please contact Reverend Holly honor at 732 24872 N5 or H onor which is o n o r a o Edison nj.gov with that I do want to give a a thank you to former mayor Tom Lany for implementing this program and to councilman Coyle for his constant advocacy and supporting of help of people who are need the second resource is blue cares this is a 24-hour hotline number offered by middlex county for anyone in need of information guidance or recovery support their number is 732 596 4199 and for everyone's reference it is a confidential support line I don't have a a good closing statement for this as for me I did also attend um the house musical festival while I attended at 2 o'clock they were still setting up unfortunately I didn't enjoy the party with the dancing as much as I wanted to but it was very nicely done and I love the DJ and the music that I was playing uh also want to point out the Saturday September 7th will at 2 p.m will be pride festival at Leake papani uh Township offices will be closed on Monday September 2nd for Labor Day uh Wednesday September 11th is the 911th REM ceremony at Memorial fountain at 6 p.m. and we are also another announcement we're also seeking applicants for zoning um open space and ethics so those are the three we're looking for if anybody's interested please do apply uh moving on to number number eight from the business administration a through C any questions or comments uh a I guess um counc a we're we're looking to accept a grant for the splash park that's correct right yes if we get this grant what do we do with that with those funds so so the splash park is built correct it it'll offset the cost of what we what we incurred building the spash park so we can use that money to pay down from a process standpoint we have to we have to accept the grant right from County but I'm saying then then after that is that money used to pay off the bonds that we Bond it for it it will offset through the bonding so I just have Lena confirm that there have some funds that were not expended so we the bonding it could walk side by side we will first put the money back on where where we spend it and then we'll see what is left to it right I I'm just looking to see that we're reducing debt you know that we're not going to put it into another pot where it sits there for a year or so and then it goes into like a reserve fund of some type no we can't do that these are specific to the splash park that's what the application is for okay [Music] um oh um right I I didn't get um I wasn't able to open up my backup so UAW Local 2326 um what union is that that's uh war and [Music] sewer and Sewer okay all right um that that was it thank you okay for me Sonia the for number c that police has their own separate uh contract for drug testing you do use both at times um but they do do their own um they go out and to a separate facility from time to time okay moving on to number nine from the Department of Finance a through F any questions or comments all right uh I will have a question on F what exactly are we using the opioid money for um so actually just to piggy back off um one of uh councilman Porter point of light uh we are going to advertise for positions related to that that could help um uh with uh our part of our Addiction Services so we're going to be advertising for a health educator and a community services Outreach uh person so that's part of what some of the opioid funding that we can spend um we're looking at doing some of other services uh along tagging along with what police is doing um so there's just just a very um restrictive manner in which we can spend the opioid funding but we've just been receiving it and we're just we've been receiving it more and faster than uh ways in which we could just really quite frankly spend it but we are uh going to be do po postings and Personnel is covered under the opioid funding okay that's good good to hear um moving on to number 10 from the Department of Health A and B any questions or comments uh moving on to number 11 from the Department of planning and Engineering uh just uh rote item I is removed so from a through H and J through n any questions or comments uh yes um on h i I guess a change order for the tote Center um I I didn't have the backup you were saying this is for well monitoring yes I think you said earlier yes why wasn't why wouldn't that have been part of any of the initial you know bid or or subsequent change orders like I assume that we had an oil tank right we found that we didn't know we removed it then we had to take out more soil right didn't the contractor know that that you had to do this monitoring so um you know what I'm saying like what I'm saying is we're not getting a whole change right when we get it it's it's like we're getting nickel and dimed so part of this is as we've been doing work or trying to get to the point of getting the work done we've discovered some of these issues and this happened to be one of them I understand your point and I quite agree with the fact that uh perhaps there um had we known um that there was issues with the tank and the groundwater then this probably could have been done at the begin beginning but um we were handed quite frankly this building this project at a point where um we've just been trying to do the right thing and now that we discovered there was an oil tank and part of this was this groundwater issue um but we do feel confident that right now with the asbest remediation that's going to happen that we can move this this along all this is is really just to monitor um the groundwater we're now at a good place now that we've dug the entire place up no yes I mean my point is this change order probably would have been incorporated into your last change order um because you would have known that you had to monitor it um if there was a construction manager he would have told you that you know as opposed to who's running this project at the current time believe this is see me U Brian do you have a minute I if I could just bring Brian up and just cover you exactly sort of what the outline has happened this far I I do agree with you in terms of um some of this stuff that we've been discovering um but it just we are where we are we've dug of everything up so now we're just really just putting in there to monitor the situation so just to be clear um this is additional monitoring beyond the original scope uh one of the groundwater samples from the original change order failed so D is requiring additional monitoring and that's what this encompasses okay and you're overseeing this project um um helping with remediation the project is being overseen by CMA okay okay and they're also doing our Sports Complex now like we have someone that's overseeing this now right for the sports building or for well for both Sports building is being overseen by Colliers oh it's colar Colliers yes okay and to Center CMA all right um all right thank you you're welcome um and then J uh okay no that one's good that we're finally getting to clean up some contaminated soil there n uh I guess you're just and and all we're doing is adding another engineer to the rest of the engineers that we originally approved I'm I'm going to have legal answer that yes councilman Brer that the only change to this yes that we're adding TN of like three or four we're just adding we're just adding one more correct all right um that would be it thank you thank you Council brusher anybody else council president Council um I just want a clarification on G and and K they seem a little redundant are they are they similar uh what would be the difference [Music] this is with regard to the utilities yeah the appointment of uh uh Township engineer to execute treatment works approval applications and temporary discharge approval applications that's G and K similar same language representative to execute all New Jersey Department Environmental Protection treatment works approval permit and Bureau of water system engineering permit application endorsements so their various utilities were required by do and njd um and they have to be get done by resolution in order for us to do any or for them rather to do any utility work is this atypical is does it usually come in front of the council or it it does via resolution but you want to change now for for what reason I'm sorry you want to you want to point somebody um you want to appoint a representative now for for what reason why required to counil well we're required to by the do and and and D okay so Sonia if we don't appoint this what would happen in this case it holds up any utility work okay all right anything else Council M thank you okay thank you okay uh moving on to number 12 from the Department of Public Works a through o any questions or comments uh yes C World Corporation the the 538 th000 for playground and Park equipment um what type of what are we getting from them what are we getting for number c uh which is the world Corporation Inc the various playground and park equipments what are we getting for okay you're specific to see for the so there are four Pavilions at papani Park one Pavilion at hail Park uh one Pavilion at linquist one gazebo and one Pavilion at uh Winter Street Park and then one volleyball court at mini bville those are the is that in listed in the backup it's actually listed in the resolution as well as the backup okay yeah I I couldn't I could only open up the agenda because we I could only open up the agenda we put it into the scan pack and the scan pack doesn't open on my phone it it's in the Dropbox dropox right what I would recommend is downloading the Dropbox app CL off is gonna make me a copy okay so we got that you can have mine we got that fixed now um okay uh res okay D um I guess this is to make um to do this rubber type of uh safety thing for the children all right I I just want to go on the record that I believe that our Township and our and our County are headed in the wrong direction um all we do now a days is we install plastic and rubber right the governor outlawed plastic bags yet we're going to put down a bunch of rubber for the children to play on we're going to build plastic fields for our children to play on it borders on ludicrous and crazy um the direction that I feel we're going I I know people have played professional sports I know people have played in college they will all tell you the detriment to like turf fields and Plastics so I I don't know why we're going to go down this road of putting something down that 30 years from now some mayor is going to be up here going we have to remediate this and it's going to be like an asbest project um so I I would like to say I'd like to see the administration um move away from from Plastics and get back to green and natural products um if there's a o this will be one item that I I can't support moving forward um thank you council president thank you Council Brasher any other council members council president councilman pointer um first thank you to the administration um I guess at the last meeting when I was a little upset about some of the backup I got more information now than ever before so thank you for that um with that to answer one of councilman bresser's questions because I I know he wasn't able to look at the backup uh item C really regards more of the uh the ground the underlayment of it the foundation that The Pavilions and such are going to go on uh item J is are the actual Pavilions themselves and the actual equip equipment that's going to go on it uh I'm happy to see these improvements that are that are occurring um Ry poro went in detail with me the goals for El's Park and how the pickle ball quarts tie into that so I think on the Grand Vision there's there's a lot to be excited about uh one request that I do have for the administration in regards to item e and I know I sent this in backup but I'm just going to put it out there uh park benches and garbage cans for Amboy Avenue I'm in support of the resolution um because the current condition of the the benches and the trash cans there are dilapitated so I understand that they need to be replaced oh I sound good oh man um just a request later on if possible if we can consider getting dual um side by side units because right now a lot of the debris on Amboy Avenue is recyclable items so if we can have containers where the recycling can actually go um doesn't have to be now with this change order we can purchase these and then repurpose the single bins elsewhere at that point but just a request for consideration later on uh that would be it thank you council president thank you Council M pointer council president I yeah but I you know was I flipped the page and it continued um but really the the only other one that I had a question on was the um the the mechanic tool boxes um I get it's $882,000 but um you know every Union that that I belong to I was required to um I had my own hand tools that I brought um I had my own bags and that I I we have mechanics that work here correct they they probably have these great Snap-on toolboxes um why would we be purchasing new toolboxes I mean nor normally they last like a lifetime you buy a Snap-On toolbox and when it breaks Snap-on you know they kind of replace stuff for you so why would we be purchasing toolboxes council president if I could have um one of our supervisors come up and just elaborate on the toolbox Mark here they're they're not the small guys well thank you Mark right yes thank you good evening Council Mark macowski supervisor for vehicle maintenance uh in talking with Ray with all of the recent uh construction and refurbishment we've done at our 101 Truman Drive location the vision was uniformity you know everybody has kind of dispar stuff I've been I've been a mechanic for 20 years so I understand having our own toolboxes and our equipment and the goal was everybody comes in and the shop looks great and then just having a nice uniform presentation of all these toolboxes look the same uh just again a nice professional atmosphere we did it at a previous employer of mine when I worked for Pensky Truck Leasing they did the same thing they bought all the mechanics tool boxes the contents of which were the mechanics own but the boxes themselves belonged to Pensky essentially okay so so this is a aesthetic this is $882,000 to spend on Aesthetics um as opposed to like need right and and are the Nappa ones as good as a Snap-On one they are of a comparable quality yes uh I actually did price out the Snap-on ones and a comparable setup for Snap-on was about 198,000 only because every mechanic I know really has Snap-on um I I you know listen I got Harbor Freight Tools okay um they work when I take apart my diesel motors I I get it but um you know I know they have some kind of lifetime warranty and and the whole thing that goes with it um I I thought there was a need like we were hiring a bunch of mechanics so we were looking to purchase that when it would be my understanding and and I can reread your contract um but you probably have to supply your own tools right in the contract everybody's required to have their own personal tools okay or or we give an allowance or something of of that nature they get a yearly allowance yeah s okay so this is just to make our garage look more aesthetic um and I remember when they blasted a a May for spending I think it was $62,000 for leaf bags and then they drove her out of office um but okay um thank you council president Co while you're here I just have to ask you and I I'm listening to my Council colleague and I disagree does this function play a role in any workflow management organizational management time management it's a toolbox have you lost a tool before looking for a tool sometimes yes okay how how how expensive is it to fix our trucks very I mean I also want to give kudos to your department uh my Council colleague is going to come with me one day your department for um Parts is amazing than you it's a part's Department you think you're going into autorite you don't leave without a part you don't you can't just walk in and take a part but um so that's where I'm at I think it's a great idea I'm glad we're doing it I think that Department's come a long way uh my Council caligan I disagree on some things not all things um he's not a good fisherman that's not true but thank you for being here not a problem thank you Council MCO anybody else all right uh seeing none thank you Mark uh moving on to number 13 from the Department of recreation a through C any questions or comments all right moving on comments or questions where's the upd to the P okay it's here okay okay and moving on to number 20 uh councilman Coyle thank you council president um I had already discussed some Communications already with the PA so thank you for that uh Sonia um future tax revenues I've always concerned with that and I'm asking Administration to goow over uh future tax revenues uh for 2025 and and what our shortfalls may be um Economic Development uh why we've talked about Economic Development we've talked about hiring someone um my question today is is there an opportunity and it doesn't all have to be answered today is there an opportunity to use some of that money that's been earmarked for an employee to do some studies throughout the town that residents are asking for uh specifically today uh one resident brought up um Amboy Avenue in the clar Barton section and some hopeful data that she has collected but uh as we discuss that same subject each time um what I'm not hearing is getting a sensus of the entire neighborhood and what I'm getting from a lot of discussions I hear from residents is personal uh but what I heard today is something uh different and I'm happy to see where we stand collectively as a council before we make a decision how we are bringing data together to make a great decision um I certainly uh believe there's opportunity uh on Amboy Avenue uh in the Clare Barton section of of of the building and development however we have not crossed the line of bringing studies back we've only heard personal opinions and personal attacks on the community so I would hope that if that's something we can do with that money I think the residents that I speak to and some that came here today I believe would find that study of value and collectively as we put this ordinance together uh it would make you know a great finding of what should be done how it's done rather than just taking opinions that do not have an expert value to it today and everybody's entitled to their opinion and and while I'm on that subject I just want to comment for the speaker who decide to use words of hate it just I am I appalled on what happened here for a neighborhood that were're discussing the difference between 8 feet 10 feet and and the words that were used were disgraceful for this political climate for this climate around the world it was just wrong to do and and I won't not tolerate that I know that speakers come here and have the right to speak how they choose and they can say what they want however some people on this day is and that most would expect the professional courtesy to not use words like that and there's zero comparison to the word he used to the town and what's going on there zero and and and that person has an expert background so I'm appalled on the climate we have today in using those words and I'm thankful for the other speakers who came forward and brought something factual to discuss and thank you council president on that note and now and while we talk about that subject and others around the town is the small business and the business retail part of the economic Dev velopment um spending line could be used for that many Council colleagues on this day have stated bringing in an anchor bringing in different stores uh making that attraction well that attraction comes with us putting money behind that opportunity and I would hope that this deis would consider that before making any decision in the town that we do uh something positive in that second affordable housing around this town uh I don't ever believe we're doing enough and I believe that there are people who do not want people in their Community they've stated it in this room and it's wrong to ever ever state that there are so many great stories with people who may not be able to afford to live in a community such a or a downtown in the Norther end in the South End in the central part of this town and I would hope that we collectively come together to discuss affordable housing and again that being a part of any change that we bring forward in this town and how the meaningful of affordable housing in is and how much it does for others to bring up someone who needs a hand up and to continue to educate and bring Foster uh good government in a Township we talked about Public Safety I just want to make comments I am truly happy with um things we have moved forward in this town uh with our mayor and our chief our Deputy Chief and everybody among the Command Staff I'm truly proud of all the officers and the great things that are done in Edison to prevent crime I'm going to skip uh the um storm water management solar farm I just want to join together with some colleagues who may have an idea of creating a solar opportunity to generate energy I don't think this is a feat that can happen overnight but this is something big for Edison I think it it has a lot of value to be discussed and also on here was the route 27 the entrance ramp uh it's been while since we discussed the entrance ramp uh to to the council president to the ba and again I don't need any questions answered but certainly this week I'd love to have a discussion or next week after the holiday um the assembly in Cara binek and our senator Pat dagnan and our assembly and ser sty have brought forth opportunity to seek a grant and I'd like to know where we are in that position um Al well as mayor bush is certainly part of that but collectively I think it's important to start having that discussion again before before any making some big changes this is a change that needs to happen that's most important when it comes to the warehouse industry and Route 27 and last I just want to mention Public Works um I think we've paid some great STS strides in public works and Recreation and all of our Parks our roads uh some great things are happening in Edison I'm truly proud to come home today um and get a chance to drive through papan Park and see our uh wonderful Park and what's going on there and all the tree line sidewalks and the great things happening around here so thank you to the council thank to the council president Administration and the mayor thank you thank you Council thank you councilman Coyle uh moving on to councilman pointer thank you council president um my remarks in regards to Amway Avenue kind of elaborated already on it so I'm not going to push on that much more uh for here uh residential light trespass this was a topic that was brought up previously um just as a status update uh we sent a request to planning and Engineering to get their thoughts on the pros and cons of the available options to tackle the the problem that's at hand um whether it's setting it by height whether it's defining it by lumens or foot candles so that's where we are right now in regards to uh the residential light trespass ordinance um I had on here Library collaboration but I already got the feedback from the administration on that and this was on request from Council vice president Harris so I will speak to her offline uh with that feedback and finally potential Township initiatives um this is by no means original idea and without knowing exactly how it's going to look on camera hopefully it it looks okay but I would like for the township to consider implementing running SL walking route maps at parks around the township to demonstrate this is one that I would consider for capestro park right by my house with routes that I personally take around the neighborhood so you would essentially have a map that would show routes around the surround neighborhood with differing distances so if someone's like a beginner hey this is a half mile route someone's intermidiate hey this is one to two miles if you're more advanced you can go three miles Additionally you can use this information to help expand on the history and general area that you're in so if I have a route for instance that goes um that goes through the middle sex Greenway well that's that's good to know that hey there's a actual walking path right nearby we can eventually take these and in conjunction with your issue with the bike pass really start linking up neighborhoods together so that we have a commun commun communicable sorry I'm messing up on the terminology uh Township to give an idea of what it would actually like look like at the park I'm not trying to have anything that's elaborate or grand just something that would go next to the the sign itself and that would showcase whatever information is presented these are just conceptuals from a material standpoint you wouldn't need much just a here post 1x4 trim and plywood backer with some some uh screen printed map itself um this would help in regards to Bringing I think bringing people out into to uh just being outdoors and it's not just for walking in running uh people that bike people that skateboard people that rollerblade uh they would also I think find benefit with this so it is an initiative that I would like the administration to consider the other initiative um some municipalities have like the book exchange or book Trader uh mailboxes so uh if if you go on Amboy Avenue in the matachin section they have these boxes where people drop off books some people take some people provide um so it's just something that I've heard positive feedback and again putting out to see if the administration would have uh be open to that suggestion um nothing else thank you council president thank you Council pointer uh as for the running and walking route Maps open space committee was that idea was presented and they loved it and they're in full support whatever you need from open space I think we'll work with you to get that done uh as for me the 3B program the benches bike racks and bathrooms uh Ray reached out to me about bike racks as to where we need them uh benches we are getting some today which is good start and I would always love more uh and the bathroom I think is a long-term project and I not sure as to where we are on that project but I will assume not anywhere Clos cuz I don't think I have discussed any specific locations for it but we will get to that one next uh bike path the path on Central a did we uh move any further on that Sonia is that the one with jcpnl no that one's that one's the one uh under the power line that's the yeah that's the one with jcpnl so I'd have to follow up with legal council to see if they got anything from their legal counsel on a potential agreement okay so I'd have to follow up with Mike he's the one who's working on that um Mar but the other one the central a the one that uh the map was presented to you um yes I think uh our chief of staff was working on that separately can you can can you give me an update on that please um in terms of the finances I assume that we still have a position open for the economic developer so I I what I said at the last meeting is that we did put out an ad and we did interview a few people um however what we're trying to do is get a professional a planner that is to work on the economic develop uh development aspect of what it is we're trying to achieve I think what what I'd like to talk to probably each councilman council person offline is what is your vision uh what you want to see in this um in any potential plan is it just you know one section of town is it the entire section of town what is it the vision that each council person um is looking to achieve with having Economic Development as a a strategy if you will so for me I can speak for myself in the sense of the economic developer would essentially be someone who would actually sit on the next topic item Redevelopment agency and he would see around the town what you know which business which property is deated and the taxes are not coming in which area can be improved to get you know a better area for the residents and improve the land and will be an ideal candidate to get an improvement essentially they would work handin hands with the Redevelopment agency maybe sit on the Redevelopment agency and find businesses that might be interested in coming in I know matachin reaches out to successful restaurants and other towns and say hey would you guys be interested in opening up a you know another location in our town and that is something I think we need to do we need to get clar Barton uh some businesses that would ideally be the anchor and serve as the successful of that Community uh and not just Clara Barton uh you know we talk a lot about Clara Barton but all over Edison uh you know that that is needed it is not necessarily we can't just sit by and you know wait for opportunities to come to us I think we need to reach out to other businesses and other partners around New Jersey maybe out of the state to see if there someone's interested so that's something we can as a economic developer can do and the Redevelopment agency I know we have it on the books but we don't have any on the um the board the Redevelopment agency so can we have the conversation to see how we can get that filled up and get that started yeah just offline if we could just set up a meeting like to discuss that further with uh the administration as a whole okay and I think that's it for me for today I will skip the last two uh I will take a
