e e e e e e e e e e e e the December 9th Board of Education special meeting at 7 o' pm if I could have everyone rise as they are able for the pledge of allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with libery and justice for all thank you everyone so our first item on the agenda is strategic plan report Dr Johnson thank you president Owens uh this evening we have a preliminary attendance boundary uh recommendation Ryan Lindholm chief of staff and Mark Moore assistant superintendent of Human Resources will present to the board of education and update on preliminary attendance boundar recommendations thank you Mark uh so good evening thank you for the opportunity to share our preliminary attendance boundary recommendations uh this is something we've been working on for several months and we realize that boundaries can be a very charged topic uh given the real and direct impact it may have on some of our families tonight's update includes our preliminary recommendations only these same recommendations will be shared with the community at our upcoming unite u46 sessions to gather feedback and to help us prepare our formal attendance boundary proposal for consideration by the Board of Education later in the spring so tonight's update will include the following an overview of our progress including major milestones and decisions made to get us to this point boundary planning criteria and guidelines that we affirmed with the u46 community through our unite u46 sessions over the past several months then we'll move to the preliminary attendance boundary map recommendations what I know people have been waiting to see at that point we'll switch over to our boundary mapping software and Mark Moore will show the preliminary recommend commendations for each school we'll then share a transition timeline so after seeing the proposed boundaries we'll lay out a timeline for implementation and then finally we'll summarize unite u46 sessions uh that will be starting uh later this week and our other next steps so tonight's important update with attendance boundary recommendations is the latest step in a multi-year process to address our facilities that started even prior to co when we Comm the drr group to conduct an educational facilities master plan study when that study wrapped up in 2022 and the DLR group shared the results we started the unite u46 initiative to include our community in determining how to move forward this resulted in a recommendation to the board to place a question on the ballot in April of 2023 to give the district permission to update our facilities including building new schools as well as issuing $179 million in new bonds to help pay for this important work our goal then as it is now is to eventually update all of our facilities to ensure that every u46 student has access to a safe modern learning environment this is both an exciting opportunity and an awesome responsibility to deliver on This Promise over the past several months the board has approved the acquisition of property to build new schools approved major updates and additions to other schools and uh approved the decision to retire some of our oldest buildings to move students into better facilities tonight we are sharing our preliminary recommendations for attendance boundaries that will reflect our new portfolio of schools after retiring some of our oldest building and opening others that will better balance enrollments across schools and level out the capacity utilization of our buildings and that will ultimately provide all of our u46 students with the access they deserve to Safe modern learning environments you we hear more about our upcoming unite u46 sessions in a few minutes but please know this will continue to be a big part of how we engage with our community to share our plans and gather their feedback we are thankful for the excellent participation in these sessions and we expect this to continue as we know there are many families that are anxious to learn how they may be impacted by the attendance boundary changes that we are sharing tonight so as a reminder and as part of the unite 46 initiative we had identified several buildings to be renovated rebuilt or retired the boundary recommendations that you'll hear this evening reflect that these ele schools will be retired and students will be re reassigned to other schools as we've shared previously this is both due to declining enrollments particularly at the elementary level when we move sixth grade to the to our middle schools as well as uh the intent to retire some of our oldest facilities that are no longer providing optimal learning environments for our students Washington Lowry and Hanover Countryside Elementary Schools will be retired after the 2526 school year and McKinley Elementary will be retired when the new elementary school at the former DC cook site is ready for occupancy this will be pending our construction schedule for this project which is in the very early planning stages but our goal would be after the 2627 school year and finally Illinois Park will be retired as An Early Childhood Center following the 2526 School year and then will reopen as a k through 5 Elementary School the following year of 2627 so last spring we asked the community to prioritize guidelines and criteria that we should follow to support our boundary planning efforts both during the unite 46 sessions and also in an online survey where we received well over a thousand responses the good news is that the feedback was pretty consistent across both of the channels that we pulled the guidelines that we've heard consistently are important to our community our distance and travel times to school consistent feeder patterns proximity to schools and keeping communities together the ability of siblings to stay at the same school and stability of attendance boundaries avoiding changes in two consecutive years so consistent feeder patterns has consistent has continually shown up as a priority in u46 in establishing attendance boundaries both in previous iterations and in our current work tonight you will see attendance boundary recommendations at all three levels elementary middle and high school to maintain feeder patterns wherever we could we achieved this by starting with the elementary boundaries then assigning elementary schools to middle schools and as you'll see in the maps that we present later we were able to accomplish this uh with a few notable exceptions middle to High School feeder patterns are a little more difficult to maintain as we will have eight middle schools feeding into five high schools so the math doesn't always exactly work out however you will see a High School boundary recommendation this evening that does honor the feeder pattern of the elementary to middle schools in the immediate area so for our elementary schools one of the first steps was to look at the functional building capacity to determine how many students each school could serve and ultimately where we would draw the lines for that School's attendance area so in this hypothetical example we have a school with 30 total classrooms we've allocated dedicated rooms to support our new Elementary curriculum including health and science as well as rooms for art and music we also set aside two classrooms each for specialized student services programs 3K and gifted so this resulted in 18 home rooms rooms or three per grade level per grades K through five and you'll see at the bottom in green there's one room remaining so then if we continue with this example if we assume that each of the 18 home rooms could accommodate up to 25 students this would put the building's capacity at 450 students note that we would also then confirm the capacity in common spaces like gymnasiums libraries and cafeterias in our in software that you will see in a few minutes in this example uh we drew a boundary that had 355 projected students residing in the area in grades K through 5 however 20 of the students who reside in this attendance area are assigned to a program that's not offered at the school so they will intend in instead attend another u46 school in addition 10 students who live outside of this boundary will come into this school for a program that's offered here but not at their home school here the numbers coming and going are fairly small but in other cases for for say dual language schools these numbers are much larger and really impact the resulting boundaries and I'll show you that in a moment but for this example the net effect of these incoming and outgoing students would result in a projected enrollment of 345 students meaning this school would have plenty of space relative to the functional capacity that we'd established of 450 so to demonstrate we have a couple quick examples with real data and this is from our our barager mapping software that you'll see in a few moments so in the upper right corner in yellow um we're showing Canton which is our lowest enrolled middle school with only around 350 students this year in a building that is equipped to serve more like 7 or 800 one of the main reasons for this low enrollment is significant number of students who live in the Canton attendance area but instead go to the neighboring School of teft for dual language programming so in this chart you can see in red that there are 167 students who live in canton's boundaries that instead attend teft for dual language whereas on the next slide this shows how many students can't receives from outside boundaries so you'll see they only receive a small number of students across the district from outside of its boundaries and these students would primarily be assigned to Canton for specific specialized student services programs the next example is Liberty Elementary this chart shows that Liberty is currently pulling nearly half of its enrolled students from outside of its attendance boundaries to participate in the ESL program we've recently shared plans that will be adding two more ESL sites which will have a major impact on Liberties enrollment if we did not adjust the attendance boundaries and finally a question that that we receive quite often is that we are also carefully monitoring the progress on new housing developments in the area to make sure that we model the impact of these additional homes on our enrollment forecasts and our boundary plans so on the page we show a few here the grass l is a development across from West Bartlett Road uh from Liberty Elementary and according to the Village of Bartlett the development is ploted for 81 single family homes 60 active adult ranch homes 90 active adult duplexes and 116 Town Homes many of the single family homes are already built and occupied but the town home construction is only recently started so we certainly expect to receive more u46 students when this development is completed we are taking all of this into account as we Define the new attendance boundaries for school in this immediate area becket's Landing in South Elgen is west of mlan and north of Sterns and the railroad tracks it includes 170 single family homes and 178 town homes so it's also a significant uh development but many of the homes fall in District 303's boundaries and the homes that fall on the u46 side are mainly already constructed and occupied so the impact of of these students um have theoretically already been reflected in this year's enrollments and then there are two more the seasons and Avalon trails in in South Elgen the seasons is a 280 unit apartment complex uh on the southwest corner of Hopson Randall Road near Otter Creek Elementary School and from the village of South Elgen we've learned many of the units will be Studio or one-bedroom apartments so may not bring in that many school age children uh work has just started so we will model the impact of these additional students in our en forecast for the area and then finally there's a development Avalon trails in South Elgen and our understanding from from the city of Elgen is that uh this complex has uh plans for this complex have gone fairly quiet recently they have not begun the process to receive final zoning approval from the city of Elgen we have not um built that into our forecast at this point until that becomes uh solidified there are some other developments in South alen that are completed and mostly occupied at this point so again the impact of these incoming students um should already be captured in this year's enrollment figures and this was just a few examples to illustrate that uh that we are uh aware of these developments in the area and that we have factored um the potential student growth into our into our projections so I think at this point uh I will turn it over to Mark Mo U assistant superintendent of human resources and we will switch from the uh presentation over to a demonstration of our barager um systems mapping tool um to show you the preliminary recommendations across the district all right thanks Brian so let's switch over to geoc school there it is just as a frame of reference what you're seeing is the whole District right now and all of these purple dots all over the place represent students so each dot is an address or a block and this larger the dot the more kids who live there I'm going to turn those off because they're just in the way but something that's interesting to me about our district is that there are regions where there are lots of people and then there are other regions where there are no people and never will be so for example in Wayne and Southwest Bartlett it's both industrial and Forest Preserve there will never be residences there same thing in the northeast corner that's all Forest Preserve so let's turn off the students so it's easier to see this is the the new Elementary map so what you're looking at is the whole District each color block represents one school we'll talk about each school one at a time let me turn on the names so that you can see what they are called and we'll start in the Southeast Corner um Bartlett and Wayne we'll hit each school so in the Southeast this is the the easiest section Wayne Elementary there are no changes Spring Trail there are also no changes you'll recall Spring Trail changed when we uh repurposed Haw Hollow Elementary the students from Haw Hollow were assigned partially to Spring Trail the rest of prview so right now Spring Trail which is this Red Zone there are no changes there moving northward um just for frame of reference this uh line that I'm highlighting with my cursor this is rout Route 59 so here's 59 the blue school right near the center of the screen that's Bartlett High School so Prairie View stay is almost the same the only change let's zoom in a little bit is a small town home development just south of the Bartlett Jewel south of Sterns Road they currently go to Prairie View in this model they're reassigned to Sycamore Trails geographically they're closer to Sycamore Sycamore Trails maintains its current Zone they don't they give up no students but they gain that one section from prview and then they also gain a neighborhood that is currently attending Liberty but is pretty well disconnected Ed from the area of Liberty Liberty is not even showing up on this screen where I've zoomed in this is Route 59 and um the railroad track south of Sterns the Home Depot is here so we're we're there uh they instead of going to Liberty would be reassigned to Sycamore Trails go ahead I'm G can we ask questions as we go is that okay or do we want to do it at the end I what if I go through each region and then you ask questions about the region does that make sense is that okay yeah okay so let's look at just the rest of the southeast part of Bartlett and then we'll move on to questions uh just north of there north of Sterns road is Centennial it's the yellow in this this map Centennial keeps all of what they currently have but then they pick up the portion of Bartlet Elementary that is northeast of Route 59 in Sterns so the corner is the uh Walgreens uh all of the housing uh North and just east of there currently goes to Bartlet Elementary proposed to Centennial we'll discuss why later uh when we look at Bartlett finally Horizon on the east side of Bartlett and into Hanover Park uh there are no uh meaningful changes the only real change is this triangle up here although there are no people in that section um where my cursor is is the Handover Park Police Department just for reference the metro station is a little bit east of there okay so that's kind of Wayne and Southeast Bartlett what questions do you have in those areas so my only question was so the little community that we're um moving from Liberty to Sycamore Trails am I correct in remembering that that is the same little community that we discussed when we were looking at Hawk Hollow it is so they're actually going to Hawk Hollow now so this kind of helps shift them to other students that are in that area correct exactly right thank you yeah any other questions okay okay so then let's move to the north side of Bartlet and into Streamwood as we know uh I'm going to go a little further north we're closing Handover Countryside Handover Countryside is in Streamwood it's at the corner of Streamwood South Bartlett Road and shamberg road on the map It's probably hard to see it's gray uh pretty close to the center um I'm circling with my cursor all of Hanover Countryside is west and south of where the school is located so it's south of shamberg road down to Irving Park and then partway down to Lake Street to accommodate all of the students from Handover Countryside we move them to four other schools and I'll start from the south and work northward the southern section um between Irving Park and Lake Street would go to Bartlett Elementary because a part of that already goes to Bartlett Elementary if you see this red stairstep shape the red line is the current boundary so every things south of the red stair step is already assigned to Bartlet elementary school so now the part north of the stair step up to Irving Park Road would also be assigned to Bartlet Elementary School just east of there um between South Bartlett Road and Lake Street there is a section that currently goes to Heritage you'll notice on the current map there are a number of places where the current boundary lines go down the middle of a street so that makes a lot of sense if it's Route 59 cuz you're not going to walk across Route 59 to go to a school however there are other places where the lines go down the middle of a residential neighborhood street this is one example and I see if I can zoom in and uh it's not telling me the name but this is this street right here is is a very it's strictly residential there's houses on both sides of the street there's no access anywhere other than along the street but the East Side Kids currently go to Heritage and the West Side Kids currently go to Handover so instead of doing that we draw the new boundary line essentially beyond the backyard of the west side of the street so all the kids on the street would go to the same school and in this case it's Sunnydale so Sunnydale picks up that small little bit from Hanover this uh northwest corner of West South Bartlett Road and Irving Park and then the Far Western part of Heritage those would go over to Sunnydale that's the red moving a little Eastward now Sunnydale is up here Sunnydale also picks up the southern part of Oak Hill continuing along this strip between Irving Park in route 20 Heritage maintains its Central core it gives up one small neighborhood South in the uh Southeast side of Heritage and gives up that part we just talked about for sunny Dale um moving Eastward we have Parkwood Parkwood keeps its entire Zone um and then adds that little bit from Heritage Laurel Hill doesn't change at all and Ontario Ville which is primarily in Hanover Park this is one of those east side west side of the streets um the only change for ontarioville is to allow this one Street in the far northwest corner of ontarioville both sides of the street to go to the same school I have no idea what that sound is over there we're looking we have team members working on it um back to Handover Countryside Handover is here the southern Parts going to Bartlet Elementary the central part of Handover par uh Handover Countryside will be assigned to oakill and the northern part just south and west of where the school is will go up to Glenbrook which is in uh over here in order to accommodate the students from Handover Countryside Oak Hill will give up its northern and southern sections and pick up that western part from Handover the the northern part that was oakill up here this is essentially the south side of shamberg road and east of South Barta Road will go to Ridge Circle and the southern part to Sunnydale Ridge Circle keeps everything it has and adds that northern part there if you're following long at [Music] home there's some kind of interesting sound coming from the heating system tonight we're just if we could maybe take pause a couple minutes pause because we're just making sure that that we're still safe being in this room why don't we do that yeah I take a motion to go into recess second roll call please miss Kirk yes Miss Khan yes Miss Martin yes Miss Nolan yes Miss yes Miss Thomas yes president Owen yes we're in recess as a 7:24 p.m. we want to the room I don't know that there's any cause to be concerned about safety we're in a recess a brief recess so we are also in a building that a portion of it's over a 100 years old in historic old elen high school and that sound is apparently water working through a radiator system that's obviously not going so well right now um but we we are we're okay we can continue it's just a bit of a distraction so I I don't have a I don't have an update on how soon that will either stop or it it be fixed but that that's what that is I'm sorry okay yeah I mean given that I think we were just making sure that there was no safety issue given the the level at this point there's not a safety issue it's just loud and as you can imagine I'll take this as an opportunity to highlight some of the challenges in teaching in some of our older buildings when these things happen to occur so very thankful for the Board of Education uh and your support in rectifying that across u46 we're still working on it for this building but we're going to do that so given that we can uh go ahead and take a motion to go back into open session so moved second call please miss Kerr yes Miss Khan yes Miss Martin yes Miss Nolan yes Miss Schwarz yes Miss Thomas yes president Owen yes we are back in open at 7:26 pm thank you Mr Mor may continue uh when we left off we were talking about Streamwood I can pause here and take questions about North Bartlett and Streamwood any questions okay I don't I may actually be jumping the gun but I know you've talked about Oak Hill so there is a little red section right above oill like if you put your finger on the word oill on the map that we have and run straight up yes that little section where your cursor is where is that that that goes to Glenbrook that is part of Glenbrook okay the The Firm Red boundary lines made it a little bit confusing yeah yeah so that section which is uh the section of shamberg road from Handover Countryside over to Streamwood High School okay would all go to Glenbrook okay right thank you any other questions or was that was that the the question from everybody no I didn't get a reason okay go ahead then Glen Brook in exchange gives up this neighborhood which is the Northeast side of Route 59 and shamberg road instead of going to Glenbrook they go to Timber Trails up here we'll talk about Timber Trails in a few minutes all right moving Westward and Southward towards uh the rest of Bartlett as we go west of Route 59 uh along West Bartlett Road and south of mostly south of Route 20 is Liberty as Brian said earlier that's where the grasslands development is being built north of West Bartlett Road so in this empty space both north and south of the Metro tracks we have to remember for Liberty though that currently Liberty serves all ESL students in the whole District but we are changing that so we're creating three ESL sites instead of one um and we'll phase that in over time but that will cause Liberties enrollment to go down the in the slideshow we had that picture of about half their kids come from elsewhere uh since they won't be receiving them they have space both for the development they are giving up that one neighborhood we talked about before in the South going to syore Trails but then they will pick up a neighborhood from Hilltop on the northwest corner of Route 20 and Route 59 this is Streamwood essentially across from like Target um Target Chase Bank maybe a Jimmy John's over here um that section we go to Liberty moving west of Liberty is nature Ridge there's a few more changes at nature Ridge the core stays the same so the the area around the the school uh both South and North the West Bartlet Road stays currently however there is one neighborhood in Elgen proper that is assigned to Nature Ridge so I'm to zoom in a little bit here we at this point we're at Route 25 and Route 20 is is here the next Road South is Bluff City Boulevard right now this one neighborhood is split to three ways to three different schools the part north of BL City Boulevard and South of Route 20 so there's just like one block strip there they go to Huff on the other side of 20 the neighborhood in the Southeast Corner Goes To Nature Ridge and the part of the neighborhood in the Southwest Corner goes to Clinton so instead of breaking this one neighborhood up into three different schools where you recombine them all to one and assign them all to Huff they are all closer to Huff School than to where they are currently assigned I'm going to zoom out again so nature Ridge gives up that one Elgen neighborhood and then to accommodate for the new growth and the fact that Clinton is over capacity right now uh we suggest that the portion of Clinton School which is west of Route 25 and up to about Barry Road but both sides of the road um those are all the new developments some are done some are still being built we would move them from Clinton over to Nature Ridge the purpose for that is to make space at Clint to ensure that Clinton has space for all of its all the students that would be assigned there okay questions on those really three schools there are no other changes to Clinton any questions okay let's move into Elgen then so we'll go north of Route 20 right now to Hilltop currently Hilltop is an expansive Zone geographically mainly because a good portion of it is Forest Preserve and otherwise the the residents there are pretty well spread out it makes a couple trades basically the southeast Corner we said before is moving from Hilltop to Liberty but then the North west side htop is right here on roron road and currently the portion across the street from Hilltop is assigned to Timber Trails so this strange looking wedge south of summit all the way down to Chicago Street currently goes to Timber Trails we reassign it to Hilltop for geographical reasons um and then it to uh ensure there's space for those students we've moved the bit to Liberty and then there's one neighborhood that we move from Hilltop to Lord's Park moving northward in Timber Trails they pick up that one neighborhood at 59 in shamberg uh from Glenbrook and they also pick up a little bit from Lincoln uh burner drive then there's one development um north of burner drive that looks like there could be lots of housing there and there is but it's all senior housing and there are no children who live there so has no impact on the district you can't go any F farther west for Timber Trails realistically because then we'd be leapfrogging Lincoln uh we don't want to drive from past one school to go to another school so this gray section is Lincoln aside from the small bit they give to Timber Trails there's essentially some trading with Coleman on the West Side zoom in here um long I think this is called Martin Blackhawk drive this is one again one of those situations where the east side and the west side of the street goes to two different schools right now so we mooved the line to to the backyards so both sides of the street can go to the same school they would go to Coleman uh down here by Martin Drive and iroy drive this uh shape we'll move from Coleman to uh Lincoln and then there's some trading of streets all along here kind of around and behind Larson Middle School switching from uh Lincoln to Coleman or from Coleman to well Lincoln to Coleman and from McKinley to Coleman and from Lin to Lord's Park and Lord's Park to Lincoln again it's just arranging the sides of the streets to not be broken up if they don't need to be um continuing Southward Lord's Park um they give up their northwest corner to Ron O'Neal because it although it is across uh a somewhat busy street that those neighborhoods are one block away from at be at best one block away from Ronald neiler considerably closer to O'Neal than they are to Lord's Park that that's a geographical change do again a little bit of trading south of there between Lord's Park and Channing because of the sides of the streets and then we get into some more major changes Channing picks up some from Huff this uh triangular shape here and Lord's Park picks up a section from Huff also there's you're going to see some more sign ific changes as we move into the west side of Elgen so I'll stop there and do you have questions on Eastern side of Elgen any questions okay go ahead as we move into the west side of Belgian we have to we have to consider the fact that we're closing two schools and opening one and the one we're opening Illinois park is not in the same location as the two that we're closing Washington and Lowry so we have to move some zones pretty significantly to have space for the Washington and Lowry students and also to create a zone for Illinois park out of existing zones so we end up having to uh change existing schools somewhat significantly and also uh assign some students across the river to East Side schools there's simply not if uh sufficient space on the west side for everybody to stay there so the way we do that is let's start up by Illinois Park first Illinois park is at wing and M it's the Green School in this map for Illinois park we pull out the neighborhood that is the southern portion of Sentry Oaks those are the neighborhood that's the neighborhood next to Illinois park so north of wing and mle south of the railroad tracks we pull the Eastern side of Creekside so the ones that are essentially along McAn Boulevard reassign them to Illinois park and then we take the northern part of current um uh Highland and assign them to Illinois park so this then gets a good number of students for Illinois Park the schools that have changed to allow that to happen Sentry Oaks which is the far north the northmost north school we have on the west side of Elgen they only give up a section to Illinois park they do not gain anything else Creekside again gives up the part along mlan Boulevard but then they pick up a small section along Randall Road that currently goes to Hillcrest Hillcrest gives that section up to Creekside but then they gain uh the neighborhood around Larin High School which currently goes to Highland so right now if you look at the current map you'll see that Highland is a split boundary it has a like a Northeast section and a Southwest section so the Southwest section goes to Hillcrest from there we're going to start reassigning to Highland Highland is a large school it can hold four sections pretty easily so that unlike many of the schools on the west side it's meant for 500 or more students so Highland has has given up um much of its Zone to Illinois park and it's given up another good portion of its Zone to go across the river long Kimble street over to the new McKinley or whatever we call it uh that will be built at David C cook the new McKinley is expected to be larger than the old McKinley so it can hold more students Highland then uh keeps the part around Highland School where kids can walk it picks up all of Washington so the entire Washington School gets reassigned as a group over to Highland and the northern part of lowry gets assigned to Highland it's a little bit farther distance than we'd like but um to preserve walking at Harriet gford it's a it's pretty close to Optimal harri maintains all of its Zone north of Route 20 many of these kids can walk to school and picks up a bit of Lowry and then the rest of lowry goes across the river over to Huff I'll stop there for questions any questions Don just to confirm so the current Lowry boundaries are being split into three different elementaries correct that's correct yeah Highland Harriet and huff okay continuing Southward there's a neighborhood south of Route 20 along McLean that currently goes to Harriet gford they get reassigned to stay south of Route 20 and go to Fox Meadow instead here for Otter Creek which is our only School West of Randall um Otter Creek is full currently so they they need to uh have fewer so this neighborhood north of Bose Road between Randall and McLean gets reassigned from Fox Meadow over to uh sorry from Otter Creek to Fox Meadow and then to make space at Fox Meadow the uh neighborhoods south of hops Road and East of um there's not a road here it's just kind of a split between neighborhoods uh those get reassigned to Willard and then the apartment comp Lex behind the South Elgen Jewel on Randall Road also will get assigned to Willard that's one of those examples of it's a large complex but we get very few students from there kind of like the new apartment complex by Otter Creek we don't expect very many kids uh Willard keeps everything it currently has picks those areas up that brings us to Clinton which we already talked about and that is the full Elementary School map what can I try to answer on the whole picture before we talk about middle school so any questions on the entire Elementary map s what would you and I know you don't have this right now um the farthest a neighborhood would have to travel to get to an elementary school with the new proposed changes um well anything in Wayne but they're used to it because they already do okay and there's really no options for Wing because it's so spread out so that that is definitely the the most spread out school um after that I would suggest uh portions of Hilltop that already are far from Hilltop uh we actually take the farthest parts and move them to a school they're closer to okay so that or that that one variable improves um the distances for new Highland are not miles wise wide that far but it's in the city so it may take a little longer than if you're you know driving up Route 59 you can go five miles in five minutes six minutes um can't do that in sou in central algen any other questions so I have one question just on on the logistics around the Fox River I mean we you know we we we do have schools now that are that are split between East West sides of the river but we're it looks like we're going to have more students in that situation so can you speak a little bit about yeah the conversations concerning the the travel Logistics um we deliberately chose the neighborhoods that are at least close to if not centered on one of the bridges that cross the river to choose to move over so the the section of Highland that would move to McKinley we deliberately started at the Kimble Street bridge and then widened out how far can we go to get the an optimal number of students from McKinley and for Highland similarly for Hoff uh they have two Bridge options National Street and route 20 so the South border is Route 20 the north is just like a block shy of national street so we we did we deliberately chose regions that while yes they have to cross the river it's as convenient as possible I think the I'm sorry oh God at one point when and I know you know we've got the construction right now on on 20 around Route 31 um and at one point I had thought that the city of Elgen was talking about doing additional construction to some of their Bridges is that still on the table or the uh most recent communication with the city is that yes all of the bridges at some point over the next several years will need to be updated and redone not all at one time um but they will be identifying and then prioritizing that work and you we already see some of that with some of the preparation with the Metro tracks and some of those pieces in uh the city of Elgen so our transportation team is also um working with the city of Elgen to receive those updates uh as well as the construction that's currently in place on 20 okay Brian you were gonna oh yeah I'm Sorry Miss I was just gonna add this was another place where some of these uh criteria and guidelines that that we sort of tested with the community the natural boundaries did not rank as high as some of the others so when we had these competing priorities and we had to sort of choose one or the other we sort of felt like and we still tried to minimize these but we felt like this may be a more acceptable compromise um to have a few of these where we did have to cross the rad yeah and I know and I appreciate the the the consideration of the you know what what the community was prioritizing there's also the the prioritization that the district has to make as far as Logistics and transportation right knowing that transportation is always a a constraint done on our operations because we only have so many buses we only have so many bus drivers so I just wanted to make sure that you know we were we were I know that you know those those those have been part of the the the conversation I just wanted to bring that out into the public to make you know make people aware of those conversations that that were happening with these decisions okay makes sense thank you thank you any other questions okay let's move on to Middle School all right same same same basee map the red lines again represent the current boundaries but these are now the current boundaries for middle school and they are the ones for next year so these assume that the new Bartlett Middle School is already open because it will be next year um let's start again on the East side this time we only have eight to look at Mar new barlet Middle School uh where hwk Hollow was doesn't change at all we already set those boundaries we're not going to change them again so no change when when we o when we drew boundaries for new Bartlett Middle School we knew we were pulling more than half of east's student population out um although geographically more of South new Bartlett is is from South Elgen Kenyan Woods numerically far more of it is from East View than from Kenyon woods so we need to add more students to East VI quite a few more uh on top of that eastw is currently under enrolled so eastw holds 900 to a th000 they write now have just a little more than 700 uh before we open the new school so there's quite a quite a bit of space at East viiew so the change that occurs at East viiew is we take Horizon which is over here East Bartlett and H Park they currently assign uh attend teft we reassign them to East viiew then we also take Liberty and most but not all of nature Ridge and move it to East viiew why not all of it well that's a geography question uh when we looked at elementary we talked about these new neighborhoods west of Route 25 by Coler Fields um taking them off Clinton moving them to Nature Ridge they're really close to Kenyon woods so we we're suggesting that we break the feeder in that area and let those students those families remain at Kenyon Woods um back in Streamwood and Hanover Park teft aside from giving up um Horizon Zone maintains everything else it had before then it adds this this little strip that when we talked about elementary they're moving to Sunnydale because the rest of Sunnydale goes to teft we move that portion to te to maintain the feeder pattern then one major one of two major changes when you we saw the examples earlier of how Canton gives up many students for dual language to go to te because Canton doesn't have dual language Services we add a dual language program at Canon so they can keep their students who currently have to go to teft that that's uh that essentially that in moving Horizon is what allows te to be able to hold three grade levels so Canon Zone really doesn't change at all other than this small East View change because of aligning with Elementary boundaries but their enrollment goes up quite significantly by adding another grade and by adding back their dual language students you'll see up here this cutout changes but that's Forest Preserve there's no people moving Westward the new Elgen Middle School on roson road right by Hilltop is way on the Far Eastern edge of uh that boundary the new Bartlett Middle School will pick up Ellis and a portion of Larson so right now the northern strip is lson the central strip is Ellis the new Bartlet Middle School pick up Ellis and part of Larson that is near Lincoln and Timber Trails lson keeps the rest of it Zone and there's this um cutout that comes across the river again centered on the Kimble Street bridge but right now these students go west over to Kimble even though they're really up the road from Larsson so we move them they no longer have to cross the river and they can go to Larson the two remaining schools are Kimble and Kenyan Woods here's our second major change Kenyan Woods also adds a dual language program KY Woods has dual language because they're picking up a good portion of abot which is a is a DL school we want to be able to continue to serve those students Kenyan Woods um gave up the part Liberty and nature Ridge but they gain Otter Creek Fox the rest of Fox Meadow um some of har gford Highland and huff basically this the a little more than half of Abbott School moves to Kenyan Woods the northern part of Abbott which is here moves to Kimble th those are all of the changes on the Middle School map any questions on the Middle School map John since you touched on Dual language which at the end of the day which of our middle schools will then have dual language all except new Bartlett School and East viiew okay so Kim Larsson new algen Kenyon Woods Canton and teft thank you any other questions I'm giving a second just because I see people still looking at the map so okay we can move on and then we'll might have some questions then holistically after this moving to high school there is only one change for high school on this draft and that moves the Wayne Elementary Zone from South algen to Bartlet why because most of the students in that zone live either in Bartlett or in West Chicago and are very close to Bartlett High School so this strip here between Route 59 and Munger Road is mostly Bartlet until you get to the far southern end that's West Chicago they currently go to um South Elgen High School which is over here under the word Elgen in South Elgen instead we reassign them to Bartlett that maintains the new Bartlet Middle School feeder because they're all this whole left or east west section is going to the new Bartlet Middle School we keep Centennial and Horizon and Ontario Ville and Laurel Hill at Bart and then make no further changes any questions Kate um I have a a couple questions so looking on the the graph of the numbers how does Bartlett's numbers drop even though it's getting a larger territory the the there's a lot of factors into that but the major one is that all of high school is continuing to decline every year by hundreds of students and that's baked in because elementaries are smaller right now so you know we're entering 22 21 22 sometimes 2300 at kindergarten but we're graduating 28s and 29s so that difference is now starting to reach high school so every High School class is smaller than the one that came through before and because we're on we're not even we're not looking at students this year or next year we're projecting for after they take take chain or take a fact um that that fact of smaller classes is really having a pretty big impact okay okay and then I did a little bit of looking over the weekend um and it does not look like any of the high schools will have to change their division in terms of their sports for ihsa did you consider that 2A 3A we we did not um and ihsa just they do that every year they just every two years they just list every school in order and measure enrollment and the one I think of is football because that really changes every year but but HSA does it every two years when you look on their website it says that they they they look numbers every two years the only one that I would think would even be close in a three class would be street Wood okay we can certainly uh begin to do the research with our athletic directors as we're proceeding here yeah they already play across a variety of of classes as you're well aware at this point um and so we we can look at and see what the potential impact will be and what the variance is on that um there is also some option and some choice for for schools when they Identify some of those pieces too well and I just as a general note too for everyone I looked at it yesterday and I was blown away at how different it can be from sport to sport like I looked at competitive dance and competitive cheer they're right next to each other and their numbers differed far more than I thought they would dance had three categories um cheer has five so um I just didn't know because sometimes that makes a big difference in terms of of who they play again it will make a difference who they play against but the skill of the teams if you will true okay that's it so so um one of my concerns is making sure we don't have small groups of kids when they transition to middle and high school and I I sent you things with a number of do we have any standard we want to maintain like if you only have 10 kids from a from a school going to a middle school would we say we need to look at this or is there a number we' we've thought of at all no um I I think especially for the high school map it would be helpful to gather the feedback from these Community session I agree yeah and then make decisions based upon all of that um because there's no changes to the high school map other than that the the Wayne and Southwest Bartlett section the other lines don't line up with the middle schools yeah no they don't so that might be areas where feedback would be helpful yeah I agree for example the northern part of ISU which is that funny little area but it's in Streamwood so they may prefer to go to Streamwood high school so yeah and and I guess my other question is you just outlined a huge number of changes we probably have most of our communities sitting at home thinking well this doesn't affect me my school's not closing I'm not going to the new middle school and they could very well see huge changes how how are we gon to get the word out maybe that's maybe I should let you finish your presentation Brian no it's just I think one way though is we really are trying to encourage people to come to these unite 46 sessions because at each of those we will go deeper into that particular area of the network and then provide an opportunity for them to get an overview much like you're seeing tonight but then to go and ask specific questions and look at the maps zoomed in where they could pick out exactly where their neighborhood is and and how it may or may not impact them um so we're definitely encouraging participation that way the other thing we're going to do is we are going to post the proposed um boundaries online um hopefully shortly after the first of the year such that people will be able to go on there and see exactly how they may be impacted based on these preliminary recommend that are are up for consideration and not these hard to see maps like on a real map yeah on like a Google map sort of view yeah and and another thing I would urge you to consider is having each principal more or less summarize what you just did Mark and say okay this is what's going to happen to our especially the elementaries you know this is what's going to happen to our elementaries you people sitting down here well you may be Bartlett East viw South algen now you're going to be Centennial East viiew butlet so okay so presently you can go on the u46 website and you can enter your address and it'll tell you what school you go to um and like where your bus stop is and some of that stuff can we can we figure out a way to do that for this upcoming school year so folks can go in type in their address and it'll say you know presently you're at this school but you're going to switch to this school does that makes sense we're working on that that that would be something um it'd be something new that uh our partner would have to do for us but they have done for other districts so I I I think it's very possible it's just going to take a little bit of work to to get there um but that would be the that would be the vision to make it even easier so they could just punch in their address versus having to kind of find themselves on the map and everyone's map skills are different and like I was frantically jotting notes and I still am pretty certain I couldn't tell you exactly where certain neighborhoods are going right so having that at our fingertips would be really helpful I agree s my seconds um Miss about reaching out to principles and going to the individual schools because oh sorry did you guys hear what I said if you could repeat that okay I just wanted to Second um Miss Kerr in terms of reaching out to the principes and going to the individual schools as all parents may not be paying attention to the u46 participating and um um all that so my question is I'm looking at the enrollment data the the bar graph that you guys sent us this one for high school and Streamwood is still relatively low compared to South Elgen per se which still has a a large student population and Elgen and um Bartlett are we thinking about adding more students from South Elgen to Streamwood no uh Streamwood is a smaller building than the other four like the physical building itself has fewer class rooms than our other schools do so it's it is designed to be have fewer students than the other school thank you I think there may be small adjustments such as one miss miss Cur mentioned but we wouldn't be moving like hundreds of students from one of the larger schools to stream Don okay so I was trying to P attention as we went through but obviously this is a lot of changes at all the levels but on the so on the kind of prioritized list consistent feeder patterns was a big one for the families and it's kind of second on our list if I was following along correctly it feels like we made changes at the elementary to keep neighbors together where some neighborhoods was splitly like where it's like you know half a street um and it it feels like and this is where I think I'm looking for kind of a list or some guidance that a lot of the elementary schools feed together into middle schools but then at the middle school level you might have a middle school going to three high schools is that I'm trying to figure out how working with the feeder patterns kind of like how it actually worked out in it the feeder patterns are pretty good going from elementary to Middle there's a few spots it's not those were deliberate choices um you know we're happy to take feedback and I mean Brian and I fully expect that the mass we bring you for the final will not be these they'll be different in some way um from middle to high we we essentially made the choice that we'd like to hear what the community has to say before we start tweaking around the edges of the High School boundaries so that that section um just as an example that one section um over here by Handover Countryside between essentially Route 20 and Route 19 and Route 59 that will go to perhaps go to East viw is not pulled out of Streamwood to go to South algen on this map but could be that would be something we would consider in the their feedback round um we we frankly tried to minimize High School change and I and I I mean I can I appreciate you know the idea of Trying to minimize changes for families because whether or not they love their current situation in some cases it's what they they've been doing and it's what their kids are in um I'm just trying to make sure like trying to make sure I understand kind of what's going on with the feeder pattern since that's something that's been a big feedback from the families is it's obviously not possible we can't feed the number of middle schools we have into our high schools and it be clean just doesn't work that way eight to five yeah doesn't work that way um okay so Elementary there's very specific kind of schools that were aren't staying together as an elementary right okay not in this this draft okay but not not a lot that's the exception I would say okay all right thank you any other questions Su you know one thing I'm thinking back to the old enf reports one thing they used to do years ago was they actually ified especially for the Middle School 20% go to Clark and 80% go to Elgen I I don't know whether you want to consider something like that to give some idea of what the breakup is currently and how it could change so so my question goes now towards because Mr Murray you've made the comment you know a couple times that we fully expect to get feedback on this and I you know I know that we've got some more of the presentation to to work through and we've got the unu 46 sessions so there'll be opportunity for feedback there there's a let talk function but if you could you know be real intentional about specifying those avenues for feedback as we move through this process so that that we all have that kind of in our in our foresight going forward okay we will do that ready y very the presentation here's this I have one question so the schools oh sorry sorry oh my God I thought you said yes okay um the schools that were closing and um the elementary schools particularly what happens with the staff the teachers on the staff are they being absorbed into the new buildings or kind of spread across the district so we have a very robust and long used transfer reassignment process for teachers and for all staff but first it happens with teachers um we're we're not going to need fewer teachers as a result of closing those schools so I would expect that we would have places we will we will continue to use the existing process where they they can choose to participate in voluntary if they don't get a position during voluntary then they're entitled to a position through involuntary um where they essentially just pick from the list of positions they're eligible or qualified to hold um it's exactly the same process we used when we closed Garfield and Hawk Hollow a couple years ago um every teacher who wanted to stay that we needed found a position any additional questions before we move forward okay uh so thank you Mark uh the next few slides then are to confirm the timing of the transitions for students to new attendance boundaries next slide please so in recent updates we shared that the construction schedule for the new Middle School in Elgen indicates that this building will not be ready for occupancy for the 2627 school year as we had originally planned this obviously has significant impact on our overall District plans to shift sixth grade close Abbot and Ellis and shift our attendance boundaries for the 2627 school year in previous updates we introduced three options for managing this transition that we've discussed in detail including pros and cons for each option and the number of students impacted by an additional transition year under each option as we've shared previously and again tonight option C remains our preference and this would allow us to maintain our current schedule of implementing new attendance boundaries and shifting our sixth grade to the middle school for the 2627 school year across u46 the attendance boundy recommendations that you've seen this evening all reflect this option being selected and as a reminder under this option we will need to use Abbott and Ellis for the first year of 2627 to help serve the approximately 1100 students that would eventually be assigned to the new Middle School in Elgen as it would not yet be ready for occupancy this is another slide showing the timeline for implementing the proposed boundary changes that you've seen tonight following tonight's meeting we start a series of unite u46 sessions to share the proposed boundary maps with our community and to get their feedback and questions then in early to mids spring of 2025 we plan to bring a formal boundary proposal to the board of education for approval that will take into account the feedback we've received and as a reminder all of the proposed boundary changes that you've seen tonight would be scheduled to take effect in the fall of 2026 for next school year or 2526 as we've shared previously the only boundary change that would take effect is for the new Middle School in Bartlett that was approved by the board in the spring and that will open with a cohort of seventh grade students only other middle schools will continue serving grades seven and eight under the current attendance boundaries and none of the attendance boundaries that are under consideration for elementary or high schools would take effect until the following year or 26 27 so then in 2627 the boundary changes that you've seen this evening would take effect all of our sixth graders would shift to the Middle School under option C as we've described eighth grade students at this point across the district may switch schools if they live in an area that had changes to the assigned home school based on the new attendance boundaries Elementary boundaries will also take effect in all students will attend their newly assigned schools unless they attend unless they enrolled in a special program that's only offered at certain sites our construction projects at Illinois park Glen Brook and Century Oaks will all be wrapping up during the 2627 school year and those updated buildings will be ready to receive students Lowry Washington and Handover Countryside will be retired as u46 schools at the high school level as Mark described we will um we only have the one boundary adjustment that we're that we're proposing we will assign all incoming ninth grade students as well as new high school students to u46 to the newly assigned boundaries returning 10th 11th and 12th grade students will have the option to remain at their previously assigned buildings to allow them to complete their High School experience however we do plan to provide families in this impacted area primarily west of rout 59 or the the uh Wayne Elementary attendance area to elect to stay in the previously assigned School or move to their new school and we'll share more details on exactly how that process will work and whether we'll be able to offer Transportation under all circumstances in future updates as I said for high school families um the the goal is to provide options to allow high school students to stay in the same building for all four years uh any choices that families make would roll forward with their students meaning if they elect to start n9th grade under the previously assigned boundaries they would be able to stay at that school for all four years but these exceptions would not extend to younger siblings in these same households meaning if you had a third grader or a kindergartener in the household um those students would be assigned to the new boundaries when they became High School aged meaning after the 2029 2030 school year no F further grandfathering exceptions would remain and the new boundaries would be under full effect so next just a quick reminder as we've mentioned of our upcoming unite u46 sessions to keep the u46 community engaged and informed of this important work we will be holding mapping our future sessions in each of our High School feeder networks starting later this week and continuing over December and January to review the potential impacts in different areas of our district these sessions will be interactive and will allow participants to review detailed maps and attendance zones for their portion of the district we structuring these sessions as openhouse style where participants can drop in any time during the scheduled uh time block to watch a recorded video summarizing the recommendations it will essentially be a condensed and tailored version of what the board has seen this evening and then they will have an opportunity to provide feedback and ask clarifying questions with u46 administrators who will be supporting these sessions we've seen very strong early interest with RSVPs that we've received so far we'll continue to widely share information about these sessions via social media the district website and direct email to encourage broad participation and as a reminder our commitment is to bring a formal attendance boundary proposal to the Board of Education in the early to mid-spring of 2025 such that we will be providing well over one year's notice to our u46 families for changes that would take effect for the 26 27 school year and again just to reiterate one more time the only boundary adjustments that would take effect for next school year or for the new Middle School in Bartlett that were already approved by the Board of Education earlier in the spring and that concludes uh tonight's update are there any additional questions that we could answer at this time Shonda thank you for the presentation um for families who can't attend one of the dates in their Network can they go to another Network's date and watch the video for their Network at that one or is it Network specific videos or is it just an overall video that covers everything I know that's kind of like multiple questions you had a few good questions wrapped in there so uh the the video that night will be specific to that network but they can certainly attend any any session and if they come and they they have questions would like to discuss the impact in their particular area of course we'll we'll we'll honor those we will post all of these for for all the videos for all the different networks will be on the website as well and we'll provide um whether it's a Google form or they direct them to let's talk we will let them submit their questions and feedback otherwise if they're not able to alive to attend the the session live so we'll try to provide lots of ways for them to get the information and to provide us their feedback ask their questions okay thank you uh Kate um I have a question about um the year that we have sixth graded Abbott and then um 7eventh grade at Ellis um I I love the idea of putting the sixth grade sixth graders at abot so they can have that Middle School experience where they're you know can change classes and things like that how though will band and Orchestra work how will the sports teams work will there be a sixth grade band and then a seventh and eighth grade band will they figure out a way to combine them um and if those questions aren't answered yet that's fine if we but if we could maybe figure that some of that out I think they're not answered yet okay some some of that will be dependent upon the instruction program that's put in place overall for grades six seven and eight as well when six moves to middle school so I don't have that answer for you yet those proposals will come forward to the Board of Education a little bit later this spring sure and and we'll be able to address some of those at this time but my question is specifically the Year we're sixth graded in a separate building understood yeah and and and what I'm sharing there is that I'm not sure that we have a response yet just yet as to whether or not sixth grade would be included with if band would function across all three grade levels all the time or what that type of instructional model will look like so those are still things that are being determined okay and that's why I'm hedging a little bit to say they'd be able to bring them all together because I think it'll be dependent upon what that instructional program looks like even at the sites that have six seven and eight Under One Roof yeah um the conversation or the consideration still for sixth grade with activities uh and what it has been up to this point will be uh Al dependent upon scheduling and room even across all of our sites so our goal is to be able to provide as many opportunities as possible for our sixth graders to either compete um in those sports that are already recognized as sports for middle school or within those intramural pieces and again following whatever is determined will be how we will attempt to move forward with sixth grade for sure yeah um that year but those are things that are still in the works and and uh the board will receive proposals and updates as we start to give you the update on the Middle School transition which actually starts just a little bit into the new year so you'll see that coming forward soon with with timelines and and updates on our work and then I just want to say too like just in general like oh my goodness thank you so much for like the gigantic level of work this is like Mark I was so impressed as you were running through like you knew the names of the roads and the neighborhoods and oh it was split down this road so it's obvious that a ton of work has come into that and that I can't speak for the whole board but going to speak for everybody when I say we saw it we noticed it um we appreciated it and then I just want to remind everybody who's listening that none of this is final if you have strong feelings let us know um like that's just huge I think in the past the district has not always been great about that so it's very exciting moving forward to see the fruits of your work and all of that so thank you you're welcome math mind would love to talk through the 8,000 page spreadsheet too oh my goodness I love but 8,000 Pages maybe not 8,000 so and I want to thank you too because I I know how hard it is to do boundaries and you just did a wonderful job as Kate said going to neighborhoods and just because I was I worked on some of those boundaries where we split them down the middle of the road and I forget the logic at the time but it seemed like a good idea um so so thank you you've done a wonderful job D so I'm going to jump back to slides um 20 and 21 where it's kind of talking about the high school rollup because I've now read it again and now I'm confused so to be clear starting with 26 27 ninth graders will go to their properly assigned high school it's the students that are in 10th 11th and 12th can choose which not across the district where the area that's being shifted from South Elgen to Bartlett those are the ones that can choose we were actually G to offer to anybody in this first year then that that's in that area where the boundaries have have shifted whether you're n because I think what we thought was a lot of those nth graders may have older siblings as well okay so in 2627 new nth graders the ninth graders in 2627 would be able to choose between Bartlett and sou Elgen yep is that the only year nth grade chooses because that's what I'm confused by on the slides right so are we letting families choose for four years no that's what I'm confused no sorry sorry missner what I meant was the choice that they make if they made a choice for a ninth grader that that student then would be allowed to stay there for all four years they wouldn't be asked to like reconfirm their decision every year for four years I think it might be helpful to give you a like we can we can work at maybe creating like a diagram for this so for example if I'm going to be a ninth grader but I already have older siblings at a school at like let's say at South Elgen and I'm supposed to transition to Bartlett High School I have the do I have the possibility of of going to South Elgen with my older siblings that was probably an Envision conversely though like if I wanted to though go to my newly assigned High School I could also I could choose to do that correct and then could your older siblings also make that choice yes okay and then so I think we need kind of a flowchart on that because because it it sounds as though we're like what we want to avoid and where I started to get nervous right which is great thank you for the feedback we don't want it to appear as like all ninth graders somewhere between Bartlett and South elun get to determine where they go to school that's not the case just to go on record that is not the case just the areas where the boundaries are changing yes but my confusion was the number of years we're allowing people to choose because it makes it look like ninth graders that are starting in any of those four years will get to choose okay and I think to Dr Johnson's point we we'll make this a diagram more clear that was just saying that at that point then those ninth graders would have would have graduated and then at that point everybody should be in their assigned school okay so it's a single year that first year the 2627 is the only year that incoming nth graders would be able to pick sou Elgen over Bartlett that are in that Community I I think the only way Beyond in the years going out beyond that it would fall to the to the standard residency exception process if somebody did want to move their kids and then for and then to make this very clear this exception that we're putting in is literally only for ninth graders that are in the whole Bartlett s Elgen move not for all of these boundary changes right like any other boundary effect that goes into change it goes into effect in 26 27 no one's going you don't have choices so if your student is in fourth grade they could be moved schools for fourth to 5ifth or yes second to third or 7th to eth okay I just want to make sure that's clear to the community that this is like the The One and Only Exception that we were looking at exactly thank you Shonda not to confuse things more I would like to add to also clarify so that people aren't looking at slide 18 thinking HSS B HS boundaries roll up for three for three more years until complete for younger siblings so you talked a lot about the older siblings but when we're talking about grandfathering in and if you have a younger sibling I believe the grades that were given were like third grade and much younger but if they have an eth grader that's that's rolling up maybe that answers your question maybe that's but just make sure it's clear that when they're looking at younger siblings too you know I have a sixth grader a seventh grader an eighth grader and I got a ninth grader that gets to choose between you know Bartlett High School or South Elgen because they're in that area but now I have an eighth grader coming in the seventh grader and they may think those three years gives them some kind of grandfathering if it does or doesn't it needs to be very very clear okay we'll clarify that in the same you diagram Kate I would say that along those lines say that we've got a family that lives in Wayne right they they've got a kid starting that school year who's going to be a senior in South Elgen they've got a kid who's going to be in ninth grade um and they decide that they want that kid to go to South Elgen because their older sibling is there then once that older sibling graduates are they allowed to switch to Bartlett and I don't need an answer now but I would recommend that you figure that out does that make sense do that make sense right so you've got and then them later yeah so like if you make the decision in ninth grade are you stuck for four years or can you change as a 10th grader or 11th grader soe and really aren't we only talking about Wayne the Wayne boundaries Wayne Elementary Wayne Elementary boundaries yeah cor right on this proposed on this proposal the grand the the grandfather to high school yes but this would also apply if if if there are any changes to any of these other kind of Fringe areas where we have High School boundaries drawn that that that some of these same things would apply yeah if we did go back and touch those [Music] to L I'm giving Mr moment to to to catch up on the writing but go ahead sumary and I'm sure this will be in the presentation I just wanted to ask if you might be including information on our magnets and our other program that we have in our high schools so parents understand that even though this is their boundary if their child student you know chooses to go to another Academy or something they're not obligated to you know just I guess hit two birds with one stone type of thing a reminder that it doesn't change we have other programs also in our high schools okay Don so one last thing and we didn't we didn't touch on tonight um I am wondering at what point in the process things like changes do some of our services and what buildings are hosting what would come forward like if there's going to be changes to buildings hosting ignite or our ILP MLP programs that's a great question and as one of the many prior slides this one there there it is our there it is our sample School where it says we've pre- reserved two classrooms for specialized student services we um Brian and I worked with Miss movich Dr satte um M leatherby the special ed team on placing programs districtwide where they ought to be versus where there's empty space right so we we pre-reserved space for all of those before we determine what the capacity of the elementary school is um I am sure at some point we can share that with you absolutely we will finalize that for you um early this winter or spring as well what what should be understood and expected is that there will be instructional programs specific instructional programs offered at every Elementary so we should expect that every Elementary can host at least one or multiple programs whether that's a specialized Student Services Program progr whether that is gifted or dual language or early Learners and the proposal that we will bring forward we'll have early Learners or prek classrooms at every Elementary with the exception of two um and so I but I I just I want I'll be I'm going to be clear in stating that and part of that is because current programming is based on where there was room by ha instance across the system and as a result when we asked questions earlier this evening about our general population of students and concerns or questions about the amount of time that our general population of students spend on buses we also need to ask the same question for all students in u46 so students who are participating in all of that programming whether again that be for any of the programs that I that I just shared because what we discover is that as a disproportionate amount of time that our students spend currently being transported to schools if they participate in those programs as well and that that's a shift for us that's not previously how we established boundaries or attendance for for buildings and those changes would also roll out 26 27 so affected families in theory would find out this spring like oh my students been in such and such School using this program but it's going to shift corre if it's optional programs like dual language or I guess dual language we kind have already seen those but ignite whatever if it's an optional one families could make changes based on school changes I assume that there would be like if someone was looking to leave a program or previously chosen not to do a program because how far their child would be traveling is that stuff that we'd be able to look at again some of the programs allow students to transition into them at different times others do not so for example when we look at dual language um depending on the on on the student specific uh scenario and again remember you're also going to get additional information uh you had a presentation earlier this year about the shift within dual language so moving from one-way and two-way programming to dual language programming for our students uh in many instances that actually creates greater access for our students and we're eliminating travel in some places for our students where they were leaving a school that was closer to them or homeschool I should say to go to another school it minimizes some of that it won't solve all of that um we certainly always work to honor all of the options and and provide Choice uh for the parents where we're feasible and again looking at placing those specialized student services programs across the system uh geographically and in places where there's greater access our hope is that that's going to encourage more more access and then as you'll also recall you had an update and I I should have included this with dual language around our ESL services so we're moving from one site to three although that'll be a slow roll that will start with kindergarten in first grade um I believe maybe just just K just K uh but again trying to get greater access because for programs like that we we certainly want our students and our families to um feel confident in placing their students and and the travel to and from sites uh so we we're trying to remove some of those barriers as well that have unfortunately perhaps kept students from participating in the past any additional questions so I have just one clarifying question so this presentation and the associated maps are going to go into public comment after or public content after this meeting um can you remind me again when I mean we have the unite 46 sessions in December and January when do you plan on posting those videos up to the website that you're going to be showing at the unite E46 meetings uh so I would say like immediately after each meeting so we're we're kind of trying to get ahead and so actually like right now we're compile we have the video ready for Wednesday night we're compiling the one for Saturday we will have that one ready that the session's in January the video is may not be ready until after the the winter break so but as the videos are ready and as we host these sessions I think we'll to just post the content the next day for anyone who couldn't attend okay so for community members that that are looking for more information especially once they see this this presentation and see the maps they can go then to that page on the the website where we'll be continuously adding that information up to the website um and we'll have can we put a a link to that's pretty prominent on the on the front page of the website just to direct people to that so because I imagine it's going to be a lot of traffic going to to look for information and then you said you would have a link then to either a Google form or directing people to let's talk exactly to provide that feedback right yeah if they're not able to attend the session live and and provide the feedback at that point we'll provide another way okay to share their feedback yeah all right thank you thank you thanks for the presentation okay thank you oh I'm sorry so I have no I have a housekeeping thing for us sure do we have a sign up for board members to attend the unite U 46s have I don't know if I've seen one but I know I was going to try to make a couple is there one no there isn't I can I I can follow up we can easily do that all of the meetings have already been uh posted and publicized so we can make sure that we post them again um for the sessions they're already being um created with an agenda and opportunity for comment so I think it it's certainly an easy adjustment for us so we'll work on that tomorrow thank you so so given the fact that they're they're already posted and and have the opportunity for public comment are board members then free to go to to a session that they would like to go to I'll defer to miss olon on that and chief legal officer Olsen no okay and you follow up with the board on that okay thank you we'll get you an answer tomorrow okay we we okay to move on then okay the next item on our agenda is public comments we do not have any comments this evening okay uh and then it is the last item on this agenda so I will take a motion to adjourn so moved second ROV please Miss K yes Miss Khan yes Miss Martin yes Miss Nolan yes Miss Schwarz yes Miss Thomas yes president Owens yes we are adjourned at 8:31 pm
