retiring from our district um he's been with us for a whopping 27 years and his commitment to our district um it it has been amazing he's like the glue that is literally the glue that's a appro statement Co everything that has um held this District together and we want to recognize you tonight and thank you so very much for your service and you will be missed yes although he will be coming back so don't say that because he may think he's off the hook Mark if you'll come up um I'll just read the certificate we're giving you as well as a a gift on behalf of the Elizabeth School District we want to thank you for your incredible years of service your dedication and hard work um have had a lasting impact on our student staff and Community through our work you have touched through your work you have touched countless lives and helped shape the future of our schools your commitment care and passion will be remembered for years to come as you retire we wish you all the best in your new chapter of life may be filled with happiness health and new adventures thank you for everything you've done you will truly be best thank you very much and then we got you also a party gift let's shake first so Mark does a lot of fishing and camping and so we have a portable power station for you as so when you use that when you're charged up you'll remember us so but you know you can charge up your phone but turn it off um so I will make this quick um couple people I have to thank for being in this position Dan certainly want your support um couple times when I question my abilties to do this hang in there I mean that's that's the same um Jamie you and and K and way Meer are Inc um don't know how I could have done it without you guys helping it was a joy yeah really I mean don't forget you got a meeting and got those coming up that kind of thing so guys and then Michelle um my wife so um when things got tough when again you know you're not sure that you can do the job you cut out for it my wife is there to encourage me so thank you for that thank you Michelle thank [Music] Youk don't trip so I mention Mark Mark has been nursing a sciatic nerve so told him thank you for for being here tonight um so Mark Mark is Mark has tremendous knowledge of everything in the district where things are um we have hired a new director um Andrew Rodriguez um and Mark is coming back on a part-time basis um after taking his required month off in January by perah um and so we look forward to having mark back as as much as Michelle will loan him to us'll be up to Michelle but we're we're hoping for three days a week is what we what we've uh kind of bargain so anyways mark thank you so much yeah thank you thank you all right okay next up we have our Elizabeth High School showcase principal McLendon and while principal McLendon is coming up we do have a reception for Mark tomorrow in this room from 2:30 to 4:30 for anyone in the audience who has been impacted by Mark and would like to come and and cheer him on so 2:30 to 3:30 here in the boardroom for a reception for maros serves retirement so thank you Brett sorry about that no no figured while you were moving up I get that in that's a Mark's a hard act to followes he's done some amazing things for I mean I can just speak for the building he's absolutely he's been a g for sure uh so I'll make this quick I know you guys have a have a packed agenda this uh this evening I did remember my reading glasses this time the last time struggling uh it's finals week as we get ready to head to break so kids and staff are a little bit stressed right now but uh we'll get through finals they start tomorrow and end on Friday um and then the semester is over and off we go and come back on January 6th and it is a blessing to to be at Elizabeth High School we have amazing staff we have amazing kids and amazing parents you go back to the football game uh roughly a month ago parents out shoveling the stands um parents volunteering to clear the field um that you don't get that everywhere and so I I feel incredibly blessed to be here uh I do want to talk about a couple of um new positions we have and then just some general how are things going in the building uh so because of a couple of Grants we have two individuals in the building uh an additional counselor who works with our concurrent enrollment and Career Tech Ed uh he's been with us part-time this semester uh goes full-time second semester really really bolstering our ability to help kids go to the next level what whatever that is college career uh it doesn't matter uh so we're very thankful for that uh and that's Andrew pawn and then I know you've met Megan w who's our vaping prevention coordinator uh she's had a a real impact already uh on on some of our young people who have been introduced to her um the parents and kids have been very receptive when we've talked to them about vaping and uh the potential hazards of that uh Megan's doing some great things doing some training with with our staff as well so we're very very thankful uh to have those positions and thankful for the grants that got him in uh I know there's been a lot going on in the news today um very thankful for our security team yes based on you know what happened in in Wisconsin uh so thank you for that and and our security team is is amazing uh really really enjoy Aaron um he's he's been a great fit and so we're we're very again thankful to have him I'm not sure if you saw another piece of news today though uh California announced a new plan educationally and they are wanting to do things that we're already doing in the Elizabeth School District boost internships um use community colleges more um in uh certifications and things like that stuff we're already doing yes so I I kind of feel like we're ahead of the curve when a lot of people are looking at how do we ensure that our students get good paying jobs when they when they finally do go out into the real world and and we're we're we're there well we're not there but we're really making progress uh last year we earned 262 uh certificates bringing in over $26,000 to the school district uh we have 211 concurrent enrollments right now uh in 17 different concurrent enrollment classes that we offer at Elizabeth High School um and those are continuing to expand um we have over a 100 kids in internships right now our CNA uh certified nurse aid program is at full enrollment and we are still able to uh participate with Kyle and Elbert or allow them to participate with us in that as well and you know we're getting to a point oh sorry oh I thought my voice was loud enough I think we picked up we picked it up okay uh okay now I lost my train of thought that's all right KY Elbert yes Kyle and Elbert CNA uh it we're to a point where we may be able to even expand that program next year go an additional block uh so instead of serving 40 kids a year we may be able to bump that up to 50 or 60 you know that that's still up in the air but again that's a program that's been continually growing and we've got a lot of kids taking advantage of uh the auto shop obviously uh you know we're ready for Auto 4 next year I can't believe that we're already in that in that situation feels like just yesterday we started that program uh but the shop is nearing completion we're going to get there we're going to be in there this um soon and we're really going to have some opportunities for students looking to expand our welding program uh hopefully next year that's that's recording in progress that's something that is uh that's on the agenda hopefully to be able to do and that's one of those again another thing where I read an article just recently you know there's a lot of talk about Job discrepancy or pay discrepancy between the sexes in certain jobs welding is like the number one area where there is no discrepancy you're a man you're a woman you can weld you're going to get paid and so uh that's something that we're hoping to be able to expand as well uh really you know our our graduation rate our attendance rate numbers look very very good uh from our SPF from last year school performance framework which I know Miss Moore shared with you all uh back earlier in the fall very happy about that and uh the last thing that I really want to talk about is some uh change that I feel has been really beneficial uh we made some changes to our home room this year a home room in the past was all based on grade so a home room had either all seniors or Juniors so on and so forth uh this year we mixed it up to kind of build more of a sense of community and it has really done a nice job of getting kids that would never have interacted with other kids you know seniors with freshmen uh doing some things that we've had schoolwide competitions through those uh we we've just seen a real tremendous growth in community uh because of that effort and and John uh everheart and a group of of our staff really work to put that together and it's making a real difference and I'm very excited um for that lastly for me I hope that you were able to catch some of our plays and concerts that we had or come to the community Thanksgiving uh which was put on by our Alternative Program uh John again and Lori Horton spearheading that it it's been uh we've had a really a good a really good semester but for those three days we missed in November uh but aside from that uh things are moving moving right along uh looking forward to getting students enrolled in January February and then um just keeping keeping what we're doing expanding so that we keep giving kids opportunities and uh I I couldn't be prouder of where we are as a building and more and as a district and and we couldn't do it without the help of you guys we couldn't do it without the help of Miss ran uh over at the middle school really kind of building a cohesive team so that's all from me that's great that's exciting a lot of exciting things is going on yes ma'am that's kind of cool that you talked about you know kind of coordinating with the middle school so that because you know they're coming right up it's it can't be a cut off and then here you go hand off and now we're done absolutely it's great that there's this collaboration so to speak it it's very it's been very beneficial I think the kids will really start to to reap the benefits of that not only this year but as we move forward it's just going to get stronger great Brett let me just thank you for your leadership and your team obviously VI ly um great things are happening and it takes leadership to get there so thank you so much for all you're continuing to do we're excited about the expanding Career and Technical ad options and I know construction trades as soon as we can get space I I think Brett's been held back now for a year and a half so um hopefully that's coming um in the near future I think that's our our I think our next hope is construction trades yes um to expand so that we can produce some skilled labor for our community that's rapidly expanding so absolutely thank you thank you for your leadership absolutely love it perfect thank you all right thank you you guys have a good night thank you too all right so next up we have the town of Elizabeth goo Grant committee presentation it's coming on it's coming on see lights on it's flashing okay yeah I can see flash there we go all right um so my name is Jenna Bondo and I'm with scj Alliance we're a consulting firm do planning engineering landscape architecture um so I'm a landscape architect working on the Elizabeth area uh greater Elizabeth area Pro Plan which is Parks Recreation open space and trails master plan um so I'll let Critter introduce himself as well y so Critter Thompson um with Catamount studio so planner and environmental scientist so do a lot of uh planning for open spaces and that sort of thing and so work closly Jenna with another team member local team member is not with us tonight she's sick so we gave her the space to get all better yeah so and she's also been working very closely with the schools which we'll talk about a bit but yeah so we wanted to take this opportunity to just um let you guys know about this uh postmaster plan because we are teamed with those with school district on the project um so the first part of this presentation will just kind of be a general overview of what we're doing doing and then CR will dig into more um how we've been involved with uh the students at the high school and how they've been participating in the planning process so um yeah the project Partners here are the town of Elizabeth the Elizabeth Parks and rec district and the Elizabeth School District so we are looking at a master plan for Parks uh Recreation open space and trails in the entire uh parks and rec district which is very SAR to what the School District boundary is so it's kind of this orange outline it's a little hard to see but um this area down here is the town of Elizabeth uh up here is the north county line here is the West County Line um so we and then cyoa is right here so the District boundary stopped short of CA um to the East and short of elbert's down here off the screen so um short of overt to the South so that's kind of the whole area we're looking at so it's a pretty big area um and our goal is to kind of create this road map for both the um town of Elizabeth and the parks and rec district and the school district as well to uh look at this whole area um holistically as far as the parks different Trail connections different amenities that could be provided how are we preserving the open space that already exists in the area um how are we enhancing it how are we allowing everyone to have access to these different spaces um so we are kind of um going through this entire planning process um we were hired um by the town at the in October I think is when we started the project um and as it was mentioned it's a goo Grant funded project um at least the planning part of it is um so we've been doing a lot of public engagement engaging with students engaging um presenting with different groups like you with uh you know the Planning Commission um Board of Trustees we'll meet with the county at some point in January um but our goal was really to engage the community as much as possible before even starting to do our own planning and design because we wanted to get everyone's input so um we're here in the process right now so I'm not sure if anyone here was able to attend but we did have a big Community workshop at the high school um on Wednesday um and so that was kind of just an open house thing um we got a lot of input during that um we were hoping for a few more people to attend but we had um quite a few um and the students actually uh the student catering class catered that event so that was pretty cool cool um so kind of why are we doing this um the things on the left here are things we heard early on from the project Partners things on the right are um some things in the Elizabeth comp plan um that was recently completed and then we've also been looking at the Elbert County comprehensive plan um but um kind of some of the main things that have been brought up is this increase in population in the school district area the parks and W District area and how can we be proactive about that instead of reactive and make sure that we're preserving the spaces that we want to be preserved um for open space and Parks um and then creating uh planning and programming for the entire District that that map I showed you that entire area um protecting existing open space and um going through this robust Community engagement process um so we do have a project website and I gave you all a little comment card just because on the back side there's a QR code that you can access um the project website but on there there's um ways for the community to give input there's a lot of more information about the project there's kind of a mapping activity where you can go in and add your own pens to a map if there's you know say I want a trail connection here I'd like to have a better playground here you know anything like that um so and I left some on the back table there if anyone else wants to grab some on their way out um to have access to that so we've been getting a lot of feedback through the website which is really great um this is just kind of a table showing some of the different um um like a summary of everyone that's contributed on the website um and some of the different common themes that we've heard um come through the website is people are looking for better Trail connections and safety for biking and walking um and then a lot of comments about you know needing more community centers and um Endor amenes um so we also attended boob bash we had a booth there collected feedback on these sticky note boards um and that's her other colleague there dressed as a tree just yeah she can't be here so she can be there um and then similar at the community Workshop that we had last week we had these similar boards with sticky notes um and it's actually the same questions that are on those comment cards and they're also the ability to respond to these questions on the website um so yeah I'll turn it over to Critter to talk more more specifically about our student engagement yeah so there there really well there a number of reasons why engaging the students are important to this process right and one of the key ones that your principal just mentioned which is really engaging students in like what are we doing why are we doing this or career opportunities potentially around planning and uh design and that sort of stuff so engaging students in just that side of things the other obviously two is perhaps is getting input from a cohort of people that often it's hard to reach right we have public meetings and Outreach events that usually we get adults and other people to come to so really getting feedback from students is important to us and we really want to make sure that we're capturing that so we've been involved with the help of a number of people at the school Steven B has been a very key person for us with that um as maybe you guys can imagine and understand but some of the core ways we've been involved so far are stuco um a student council we've been working with quite a bit now and we have a a commit committee within stuco who have been they came actually well we started and over here is kind of a board of some of the early ideas with our first Gathering we met with the entire stugo group uh and did an exercise which was we did a kind of a different version of it a more 3D version of it at the workshop so maybe some of you saw it but we had a an exercise where we talked we first talked a bit quite about what we were doing and what planning is and and what this project was then we did a a kind of imagine your your perfect outdoor park or Recreation Area and uh they formed into groups and created drawings which that was kind of fun um and we' also got a bunch of feedback then and then after that this uh committee formed which we've been meeting with pretty regularly and they came to most of that group came to the workshop created their own trifold and sat at that table to help talk with the community members who showed up and things like that and also um supported the other stations that we had there too so they've been they've been really involved um SM and I came we were originally planning on coming we had that day we were supposed to come was one of the days that this those three days that yeah school was canceled through the snow so we kind of had to reconfigure things but we came down for a day met with stuco again uh lectured during uh an environmental science one the ecology class days which is which was super fun and they also presented back to us so part of the plan for that was uh that students create their own groups about species specific and presented to us about uh um potential habitat challenges with what development change and things like that to us which is really great and then uh select group of freshman geography students which we talked to them kind of back and forth and then had an exercise which was an online mapping exercise which ask questions about growth where they live where they like to go to recreate to go to Parks things like that what things they might like to do and we sort of trained them and how to use this online mapping exercise which they then took to their home Rooms To Train those students uh and all that information help we were then able to capture and we're using now for for our report which is really great and then as Jenna mentioned the catering class catered the event on Wednesday which is great so um this is a little bit of some of the information we've gathered so far you can see this most this comes from the original stucco Gathering some of the stuff that maybe we Capt captured you've seen earlier before for bash but a lot of things relate to um Sports so rec centers pools that comes up a lot uh places where students can go after school that isn't the Walmart of the Safeway those S sorts of things um pickle ball again that's come up quite a bit too so um and then this is an example of the environmental science ecology uh trifolds that were made that they shared with us in that ongoing conversation about how development May influence different species habitat and how we can think about that and that larger conversation of planning I'm glad you I'm glad you're thinking of that it's good and this is a just to give you an example too of the questions that go into the online mapping tool that the Freshman gey students are teaching their home room to capture more information for us and look at all that food it's really incredible the kind of food that they were able to create so and that doesn't show the other side was just covered with cookies and cupcakes they were very good they were so good yeah so and we're going to just keep doing this because it's been really wonderful experience um for us and we as part of the exercise this spring what we wanted to do in the fall before the snow started falling was so there's a the town owns South 40 lot which is uh a big undeveloped lot and one of the things we've like to do when we're talking with Autumn and the ecology class and some of theour Journalism and other classes to do a larger field trip hopefully to bring some of both the ecology the uh geography and other students together to do a a trip in the spring and Probably sounds like we have another plan to lecture again to Autumn's class in the probably late winter early spring leading up to that so and continue to work with the stucco students on their involvement with the plan and various capacities so cool um and these are just some of the ideas of the way that when the plan is actually put together you know again for us one of the really important things is that this isn't just a plan that lives on the shelf right so having students really engaged in what's happening what goes into the plan gives it life ongoing so um but from some of the things that help keep them interested is to think about how they can be involved have their names recognized in the plan thinking about what kind of extracurricular um certificates or something like that that they can get through this so that's good good college application material yeah and then these are just kind of the three main discussion questions that we've had on the website and at all these events that we've been doing um so mostly just looking for input on how are you currently using the parks around town um what would encourage you to use them more Are there specific you know facilities or amenities and then what are some good example parks that you love to visit so um I think that's the end of our presentation if there were any questions or just general input or thoughts about the post plan or the student involvement we we certainly appreciate engaging students I think you're right students don't come to public events and so we've been excited to be a partner on this so that our kids can get some input on the support plan so thank you yeah I just say too that the the level of Engagement with some of the stco student has been pretty remarkable it's fun it's fun to work with them sool got some great kids yes we do that we do thank you very much I love the fact that they're involved and it it's it's kind of it they get a say they you know they get to give their input because hopefully when they graduate they decide to continue to live in Elizabeth so yes that's our hope exactly and maybe become planners yeah and they can say hey I was a part of that Life practical experience knowing if that's where they want to go that's great good yeah that wonderful thank you so much thank you so much we really appreciate you coming tonight thank you thank for letting us share thank you since um since Heather is running late we're going to switch it up a little bit and we're going to let Dan go first if that's right okay um just a couple of things I'd like to start off with first um we want to congratulate our staff and students who have done a variety of programs in the last month um we've had an amazing Play Jennifer Barkley at the high school um in her leadership not only does she direct the play she does a set she does a costume she does it all um choreography when that's a musical um so um so want to recognize Jennifer Barkley we've had amazing concerts um uh at both the middle and high school combined um Carson Powell who is our band director at the high school David got Shield who is a uh band director at the middle school um Melanie CM who not only did a play at the middle school last week um or week before last and then um Melanie is also our choir director so Melanie picture all the hats stacked on her head she she um is both at the middle and the high school she's one of our first staff that we piloted sharing so that we could build programs over time um Melanie just does an amazing job so definitely want to to congratulate her and obviously her students who participate it in her recent performances I wasn't able to get to all of them this year but um there are many opportunities coming up for the the spring uh autoshop update Bill King is here from our foundation um we got another donation um we decided tonight since kind of a a long meeting that we would bring that final that new donation forward next month but we also want to recognize all of the other donors uh foundation's been a great partner we've had $50,000 donations 25,00 ,000 donations $10,000 donations $5,000 donations and so in January when we officially accept although I think we already have the money um we'll officially accept a a new check from the conservative Breakfast Club um we also will recognize all of our other donors I think it's appropriate we do that here so that'll be a part of our communication section how close are we to our goal we are right now at 230 pledge 24 243,000 yeah yeah and and we've collected 180 um one of our $50,000 donation students are actually helping provide some signage uh as a result of that donation and so it's kind of a pay for performance and and uh a donations so um again we're we're construction is underway uh greenhouse builders that we've selected to finish the project is actively engaged we've have power service pulled to the building currently they're working on getting power into the building and all of the other things that have to happen we hope lifts will be installed in the next week floors were sealed over the weekend um and so progress is happening it's exciting we're still hopeful that we'll get occup occupancy this year okay so we're looking this year this school year this school year yeah this school year yeah yeah so all of our equipment that was donated is now out of the weather um so we certainly are using the building and the overhang for storage of things that have been left down the weather for a year longer than we expected it to be so um so yeah we're we're working as fast as we can it's unfortunately a process but but uh progress is moving and money is not the object right now so it's just getting getting getting the work done um our license compensation committee has continued um to do their work uh we met this afternoon uh talking about our retirement track um if you remember our retirement track had a set dollar amount as people who moved into retirement track would jump to a salary of 83 84 85 or 86,000 over the four years they'd be eligible um uh just looking long term at the sustainability and wanting to make sure that becomes a uh a a benefit available to many and not few because if if if financially it becomes a strain we're going to have to limit how many we could approve um our um committee has recommended a change in the salary scale and how people would progress with that retirement track currently uh perah the retirement system only recognizes an 8% increase in salary so even if you make a 20% increase they're only going to credit you 8% on your retirement um and the retirement track is about allowing employees who are are dedicated hardworking employees that we wake up in the middle of the night with that cold sweat of oh my God we just had a dream someone retired um it hopefully keeps them here a little longer um and obviously retirement is a benefit so um we will be bringing to you and at the January meeting a recommendation from the license compensation committee to adjust that scale to people who move into retirement track will get an 8% increase each year so they'll max out their their retirement benefits but it also a little less costly to the district so that we can not have to limit the number of people who would be applying so um we did complete the document which I'll share with the board um in my next weekly update with you um so you can review it it's a very comprehensive document outlining kind of the the critical nature of the retirement track what what's required for it to be approved um and so hopefully that document will answer some of your questions too that that we felt like was out in our community um and then lastly just um we uh Jeff and I did our last superintendent update last week it should be posted out on the on the web now um but obviously we're approaching a a a great break and in the holiday season I just on behalf of all of us in the district I want to wish everyone a Merry Christmas a happy New Year and happy holidays and everything else people might celebrate during this time period so um our district offices um are open on Monday the 23rd and then on Thursday and Friday the 2nd and 3rd um again many of our 12-month staff do take advantage of the opportunity of using vacation so there may be some offices closed obviously automatic response on emails will be active and um if if a building is closed the door a sign will be posted in advance so so the district office is going to be open or is it just going to be uh some segments of the district office will be open on Monday and then Thursday and Friday of the following week okay so all right thank you okay um so board member reports um McLendon hit the nail on the head the community Thanksgiving dinner was a great success um the food was great and I'd like to say a big thank you to our students our staff and the community who basically contributed and helped continue the success of this tradition I want to thank the Town Council Members who approved the rezoning of the frontier parking lot which allows us to move forward with the sale to generate funds to further invest in the progress of the Frontier Center um I know it was their first night and that was a very tough decision and I appreciate their willingness to work with us and and help us move forward with that um Mary myself and Heather attended a Q&A with the teachers at Singing Hills last week and um I really enjoyed it it was a chance for us to get to know them better um for them to better get to know us and our thoughts behind some of the decisions we make and to help open up the L of communications I look forward to our sessions we have coming up in January we have one at the middle school and one at the high school and I'm going to do my best to be at both of them um I was also able to attend the tech meeting last week which you know it was my first time and that was it was it was very interesting I I enjoyed that constructive dialogue and hearing what's on their mind and seeing the seeing kind of the negotiations and the conversations going back and forth so it's a great group yeah it is it really is so um that's what I have got to catch your breath I'll go um we had a fa meeting last Tuesday met with Rebecca uh reviewed a draft of the audited financial statements discussed uh setting of The M Lev and then I think Rebecca's going to cover later tonight um a budgeting software that that she's looking at called cleargov that will help give uh some additional transparency to uh to us and to the community cool well I just wanted to say that I was struck by all of these presentations by Brett's presentation and the goo people and all of that to realize you know this school district has amazing opportunities for our students we've got Music Theater we've got the concurrent enrollment that we've got the kids U available to them the CNA um um program the autoshop program uh the welding that we're we're working through the future plans for like construction and and uh hopefully coming up um the internships that we have and then this goo thing was kind of cool to hear about the kids getting really involved in that I mean these are opportunities for these kids kids to really you know to to look ahead to their future and see what some possibilities are and to get some real life experience in some of them and honestly I am just I mean I've known it but you hear it all together kind of Consolidated tonight I just wanted to point this out so that people need to realize that we are an amazing School District go ESD and uh I'm just very proud of the school district and all the opportunities we give to to our our students so I just want to say that and then I also wanted to um so um bill is the president of our um Elizabeth Education Foundation and we have another fundraiser tomorrow um we have uh Panda Express uh restaurant down at Parker uh from 10:00 a.m. to 10 p.m. go down and have some lunch or have some dinner and mention uh Elizabeth Education Foundation or I I hope I don't think that they're going to re require you to show the little flyer but um anyway just mention that and they will give a percentage of their sales to Elizabeth Education Foundation which supports our Elizabeth schools through teacher grants and Senior scholarships and the Stars Awards which are uh an amazing amazing thing so um the foundation needs funding for those things and they are all amazing supports to our school district so please support that if you can thank you and first I'm going to apologize for being late my two-hour dentist appointment turned into a three-hour dentist appointment so um I was happy to leave and hurry and come down um anyways that being said yes uh so many things going on I guess we haven't been together for a month and um I wanted to mention Mike and myself and Mary had also gone and done um a little Q&A at running Creek Elementary so it was nice to be able to visit there as well and talk with the staff and teachers and so that was I felt really good same as Singing Hills so that was nice so um anyways want to take a moment to address the continued harassment that myself and this board our district continue to face I want to be clear these actions are disruptive costly and ultimately harmful to the very students and staff staff we are here to serve it is clear that Lisa Beach was unhappy when I called her out for repeatedly harassing me in our district but her actions emails and attacking me during public comment and spreading misleading information on social media are unacceptable and will not be tolerated one specific example is her insistent that the hate you give should be in our schools she's constantly talking about this online it's disgusting how we haven't put it back in the schools this book inspired by the black Liv matter movement promotes a narrative that unfairly VI valify excuse me police officers let me be clear teaching our children to hate law enforcement has no place in our schools if that's a lesson that Miss Beach wants to teach her own children that is her personal decision but I we will not allow it to influence the values or curriculum in our district I want to take a moment to recog Iz the incredible work of our security team made up of former military police officers and school resource officers from our local police department these professionals work tiredly to keep our students and staff safe and their contributions deserve our respect and gratitude let me be cleared I will not support any materials that unfairly targets or disrespects our law enforcement Community we are proud of the strong relationship we have with our local police who play a critical role in keeping our schools and Community secure next I need to address something that happened last month roxan VZ publicly called out one of our teachers by name claiming that she wasn't licensed here's the paperwork to prove that she is licensed roxan you should be ashamed of yourself for making such an unfounded accusation as a teacher yourself you should know better how would you feel if somebody publicly questioned your credentials this kind of behavior is completely unacceptable and quite frankly you owe this teacher a public apology unfortunately the harassment doesn't start stop here I'd also like to provide an update regarding our ongoing cost to our districts our district caused by roxan vas and Jessica capsule last month alone our legal fees related to core requests and lawsuit totaled $8,600 over the past 10 months these costs now have reached $45,000 to make matters worse just two days after our last board meeting roxan submitted a core request for all previous core requests I have to ask what exactly are you looking for now is this just another attempt to ship the blame for skyrocketing legal bills onto somebody else the reality is clear it's the repeated core request lawsuits and taxs from you Jessica and Lisa and others that are driving up the unnecessary expenses this pattern of behavior doesn't just waste time it drains resources that should be going directly into our classroom and benefiting our students and last but not least I want to address something concerning on the Facebook page that Jessica and roxan have created to Target and harass the district they've set up a so-called tip page encouraging people to report issues with the district to their team instead of directly to the schools or the administration this is deeply concerning if you have concerns about something happening in our schools please come to the schools they cannot be properly addressed if you don't bring them directly to us bypassing the appropriate channels creates unnecessary confusion and delays in real solutions in closing I have to ask ask what is your end goal will you not stop until you put Progressive candidates on this board to push your agenda it's clear you already positioning candidates for next year's election likely because of how badly you lost last time at what cost are you satisfied that your actions have contributed to the difficult decisions that we've had that we've had to make decisions like letting go of Staff members this year are you pleased with yourself for C in our district so much time energy and money that now we don't have the resources for raises or extra stiens for hardworking staff members enough it's enough it's time to put aside our personal agendas and focus on what truly matters our students our staff and the future of our schools this is what this board is here to do and I will not allow these Discretions to take us off course thank you okay next up uh public comment anybody no one turn anything yet okay all right now on to consent items I move that the board approved consent to items 8.1 through 8.4 as presented a second can I get a roll call please yeah sorry director Booth I director Callahan I director Olson I director pal I director Waller it's absent sorry my bad okay motion approved something threw me off um okay next up we have action items and the first item we have is the superintendent renewal contract clause so I think the board knows but just for the public um my contract with the school district does have an auto renewal Clause that that kicks in um every January February um which if the board does not take action to stop um meaning you would would need to pass a motion to say we want to cancel that Clause of the contract um my contract renews for another year and so I am required either deliver to you a certified mail to each of you to your homes or to post it on a uh agenda and so I've chosen that one um so again just want to alert you to the fact that um you have that option um in in your January February meeting should you wish to cancel that my contract currently is through June of 2026 um so I'm currently uh here through through the rest of this year next year and if no action is taken then you will be given the opp opportunity to sign an extension for a year so that doesn't change salary it doesn't change any conditions of my employment other than the term so just uh publicly making that uh putting that on the record so that you're aware so thank you okay thank you all right we have Rebecca Brooks here to talk about the M ly certification right so um you guys should have copies of the mby certification worksheet um I can it's a lot of things that don't really make sense to a lot of people but if you would like me to I can present it um but basically it's just going through the requirements to make sure that we certify um our Mills for the county and through CDE um as far as how our Mills go this is basically how much property tax that we are allowed to pull from from the taxes um we are as a as at state level we're at 27 Ms which is flat what we're allowed to to pull um just from being a school district in the state then we have a voter over or voter approved mevy override which is um we have a a flat dollar amount override so it's um 1, 590,000 um and because of that the amount of Mills change every year because you back into the Mills based on the dollar amount so our Mill Levy percentage has actually gone down this year um it was 31353 last year this year it'll be 31.040102 between the regular property tax and our override um but if you guys don't have any questions I can let you guys vote on it and then I'll certify it with the county do want to point out that um if you notice that on the bottom of the page to be fully funded based on the school um uh the school Finance act um we would uh we receive 6.1 to9 Mills that's state share an our share so 27 Ms is what we collect for the general school um collection um we receive the balance of the 61 from the state so we are funded at a greater percentage from the state Equalization than we are from local property taxes so I will just point this out as this has been the challenge in Colorado uh with school funding it used to be that that local property taxes supported 60 to 70% of School District operation and state was 30 Taber has shifted that opposite so now the state is bearing a greater share when you look at public education on the state budget we are a huge portion of the state budget and so um just important to note that while we we contribute 27 Mills to the operation of the district the the balance of 34 Mills for General um uh operation uh comes from State uh taxes so income tax uh sales tax Etc so any a review of The District's audit with us sorry hello my legs are not that long and neither is my presentation my name is Timothy ahopelto and I'm the partner in charge of your 2024 District audit and I'm happy to report the end is near not the end of the meeting but the end of the audit uh uh the plan on the presentation today is I'll talk about our audit approach some of you may or may not have been here over the prior years uh so we'll talk about our audit approach then we have a a draft required audit communication which you may have received I know we got a dra our team worked hard to get an updated draft to Rebecca about between 4: and 4:30 this afternoon so that's kind of the the flux on that uh after we talk about the required audit communication we'll go through our open items um and then if you have any questions I'll try to answer them for you uh our audit approach involves three phases we start with planning of course and then we move into testing and we end up with reporting planning involves updating our understanding of the district's operations and internal controls based on our planning work we develop an audit approach uh we are focused on a risk-based audit so those items like pension and opab and Revenue recognition those are the types of items that we develop an audit based a risk-based audit approach is focusing our efforts on the riskiest areas of your financial statements our audit approach includes examination of substantive uh substantive evidence as well as analytic procedures analytic procedures are basically a comparison of your actual results with what we expect on certain audit transactions and balances based on our audit procedures we develop a report and we're happy to report that you're have a unmodified report on your financial statements and we expect to have an unmod unmodified or clean report on your single audit uh that's our approach next is going through our required audit communication we like to highlight some of the discussion matters in that uh letter that's required by auditing standards first thing we address is our responsibility as Auditors is to obtain reasonable Assurance about whether the district's financial statements are free of material misstatement another item we like to discuss is Independence we are happy to report that we were compliant with ethical requirements regarding Independence which is basically we have no conflict of interest regarding the district's Financial results or the outcome of the audit uh we talk about corrected and uncorrected misstatements we do have one uncorrect Ed financial statement adjustment relating to uh Grant revenues uh that we're happy to report there were no corrected adjustments for uh Rebecca's done a fantastic job as a successor to the prior Finance director uh uh we're happy to report there are no disagreements with management over the either accounting principles or the N nature and extent of our audit testing uh we encounter no difficulties in performing our audit procedures and we're happy to report there were no consult consultations with other accountants regarding audit or accounting matters uh that being said we do have a couple of items open items with regards to wrapping up we did get the mdna and I I think we have a couple of cleanup items on the financial statements so we'll we'll try and get the we're my goal is to make sure that Rebecca has the final financial statements for the district hopefully by the end of Thursday Friday's FR time frame because I know everyone's looking forward to getting done wrapped up and and having a happy holiday break off um the only other thing is we we do have some cleanup with regards to the single audit and once we release the financial statements with their single audit opinions and reports then we would go in and submit the single audit to the federal audit clearing house that's usually within 30 days of the release of the compliance report uh we do try to have our staff turn that around in within a shorter time frame uh if you exceed your 30-day and it's 30 calendar days not 30 business days so if you exceed that then you know it creates a right now my understanding is that you're a lowrisk ay that may basically means you test 20% of your programs if you if some districts don't meet their 30-day filing requirement with a uh Federal clearing house and they get that uh testing percentage bumped up to 40% um any questions thus far I'm I apologize I was not able to get to last Thursday's finance committee meeting but I had a a prior medical commitment so any questions so far I know that's a lot of information in a short amount of time so so we we don't have the ab the final audit here tonight just not tonight but we're really kind of pushing hard to get it you know I would expect that would finish up my work uh tomorrow and then we don't last year you the as it's pretty common because we have calendar so so close like I said the end is near any other questions once we have the final copy we will send that to you obviously for your review I think that the key is right now there's no finding unmodified opinion which is what we what what everyone hopes for obviously we want to make sure that there's and sometimes there's a little bit of cleanup and tweaking you know fine fine-tuning in the in the financial statements themselves so I guess maybe I missed it but why wouldn't we wait to approve until we have the final why would we do a draft is there a deadline so you'd have to come back together as a board before the end of December okay so it's okay pretty common that districts will again obviously if there were findings at surface we would pull you back together because obviously you would be approving an audit that isn't unmodified right now it's the the overall aspect of we have an opinion which means that the audit is clear of any discrepancies um that's really key so so what you would be accepting would be a draft tonight your motion could certainly change to that word draft I think is appropriate and then obviously um send that final version to you and as long as it's still unmodified then we' met our obligations to the state to conduct an independent audit and we're as a fir we deal with about six to eight school districts and we as a firm we really try to get our districts all all the sub heavy lifting done by Thanksgiving because everyone want you know whether it's on the client side or on our side we want folks to be able to enjoy the Thanksgiving holiday so thankfully the heavy lifting has been done and it's just some tidying up in the next two uh one or two days all right all right well thank you thank you you appreciate it so so again you have you certainly have the ability to come back together if you prefer to do that Friday we could do so um on the zoom meeting um or you could approve the draft audit and and and we would submit provide and and can you hear us yep I can hear you great can you you're okay Jeff okay so Mike kind of spilled the beans and gave a little pre preview here from when we talked at fa um around the clear gov budgeting software um that I would like to bring for consideration um so just I'm going to start really quick and then I'm going to turn it over to Kyle um but I just wanted to kind of explain right now there is a lot of manual work with getting the budgets out so what I do is I pull down all of the information of the account codes and I kind of split it out into Google Sheets because that's some something you can use to share the different information with certain people so I make one for just department and one for the board and one for superintendent and it's a lot of manual copying and pasting just these things and then you send it out and they work on theirs and then we kind of all manually bring it all back together and then we all sit down and try to figure out what's going to be approved and what isn't um and so Kyle has a really cool little slick program that would make that pretty awesome that would also allow you guys to have some more transparency it would allow Dan to have transparency through the whole process while everybody's still working in our budgets he could have his own versions of running scenarios of things um and I could have my own and we could come together with our different ideas instead of him having to say can you run this and can you run this I could be running my three or four things over here and he could be playing with his ideas too so it's just a lot of different options that we could have a lot more transparency and it automates and streamlines a lot of the work that I do manually so Kyle take it away yeah well am am I up on the awesome all well thank you Rebecca and and thank you um to the board at Elizabeth School District I I really appreciate you um your time and and uh yeah so I think my goal today I'm just going to walk you through a couple slides of give some context on cleargov the trends that we're seeing within Colorado and across the country and how cleargov can address some of the challenges you just heard from Rebecca um please feel free to ask any questions along the way I want to make this as interactive as possible um just make sure you know I'll leave a couple minutes at the end of my presentation if there are questions before we wrap up first things first though um cleargov we're a cloud-based Solutions company we work as a compliment to your accounting system uh our mission is to work with school districts to provide Rebecca and the board and the superintendent with tools to increase collaboration efficiency uh and transparency we're partnered up with asbo as an affinity partner with them um you probably know Rebecca is on the casbo board so aligning our product with the needs of school business officials um you know really I know there's a lot of nuance with school finance and and we really meet those standards and you're in good company right um You are among or could be among a lot of different neighbors of people that uh are currently using our Solutions right we have over 15 50 different municipal ities and school districts that use cleargo in Colorado as Rebecca mentioned right the current budgeting um process that she goes through having to download all these Excel sheets or from Skyward into Excel sending those out to different department heads it's a lot of tedious manual timec consuming effort that goes into the budget right um cleargo saw these challenges that many school districts are facing right now and we knew that modernization was really a must for government fin and we do that with seven products um however you know Rebecca and I have gone together and we really nailed down the three products that are going to hit on the biggest priorities for Elizabeth School District and that's the Personnel the operational um and our digital financial reporting just to give you just a snippet on each of them Personnel will easily allow you to you know model different scenarios like Cola adjustments account for salaries benefits um really like really good for Union negotiations right our operational budgeting module you can gather consolidate review budget requests from different departments but department heads all in one place um I know time is short so I won't dive into a demo unless you ask but you know picture this instead of Rebecca emailing spreadsheets back and forth between principal department heads they can enter them directly within our system she can review them look at any comments attachments notes um and actually have this communication with that department head right and then that digital financial reporting piece is going to make it very easy for you to create that annual financial report um to share with the board in the community providing a deeper level of transparency and an easier way to share that information our pricing for cleargov you know we're a mission-driven organization um so we aligned me and Rebecca aligned to the three modules that came out to a um onetime setup fee of $22,000 with an annual fee of 17925 uh I think this really just shows Rebecca's um you know way of being Frugal and fiscally responsible because this is essentially a wash on her budget and I know that you know implementing a new system is definitely a careful decision however you know modernizing your budgeting process pays dividends increases efficiency reduces errors and improves transparency for Elizabeth School District and Kyle really quick um the way that this is a wash for my budget is because we had split the implementation fee in my budget for Skyward into three parts um and so this year was the final payment of that so this would go into effect for next school year so it would essentially be repurposing that same allotment that I had in my budget so it would not be an increase to my budget I'm happy to take any questions you have uh if you want to see specific functionality of the tool happy to dive into that as well um I can provide a quick demonstration one of the things that we talked about at um fa is the the detailed that we get in spreadsheets and when Rebecca and I are meeting with department heads we we know you know of this $20,000 supply line how much is spent on this how much is spent on that and so for the for to be able to um also see that the transparency ability of those reports now being able to have you look at those is really where we see the benefit here because to some degree you approve you know x amount in curriculum this is going to allow you to see that this much is for this curriculum this much is for that curriculum and actually would give the board the ability of saying you know I I don't know that I want that piece and know how much that piece will actually sa versus I just want to cut the curriculum budget by you know 20,000 you'll be able to say let's not do that piece and know how much that's costing in that budget and I think that I'm used to a budget book Rebecca and I have talked about that we just don't have the we don't have the the the detail right now and in the manual nature of producing a budget book I think this will give us that ability to be able to say here's the maintenance department and here's what constitutes their budget um and I think that's something something that we hope to to build more transparency with our community which I think is important and the budget book piece is not one that I have purchased or opted to purchase here um that would be something that we would probably want to add later down the line if that is something that's important to to you guys so just I wanted to make sure that was clear the the details there it's just not the piece to produce it but but you'll be able to see the detail of here's how here's what's included in that chunk of money that we requesting for this department and I think again for you to be able to know that that money is being spent in the manner you desire I think is is really the pro that will come you guys get a really high level version of the budget so like within each chunk of what you guys see on that very summarized version there's probably 20 to 100 account codes within each section there um and so even within each account code you can expand it down to the detail of the line it of what's been requested so that's it it kind of is like two two layers deep into detail from what you guys see so we have like readon access to the software so we can drill down and see so Kyle I don't know what levels of access we have as far as how that is laid out but can you do they do we have something like that yep so Rebecca whatever amount of access you want to give them right okay um you can have an editor access access a contributor access or a read only or reviewer access um editors will be somebody that is you know heading up the budget doing those um adopted proposed and really working on it each each budget cycle the contributors are going to be people more like um building principles and department heads and then reviewers we typically see those to be board members superintendents um that can come in see the budget but cannot make any edits to it okay but can direct the edit to be so is it is it is that a static price or is it like bundled by user accounts so we don't pay by we don't charge by the seat it's uh what you see on that pricing is unlimited seats um we're very transparent on pricing it's a onetime setup fee in an annual okay and then maintenance and support included with that that is included with that it will probably go up each year percentage base but yeah well I I like the idea of the greater transparency I I want to say that I think over these last couple of years Rebecca you and Dan have done an amazing job at putting a lot of transparency into our budget and I really appreciate that more than has has been ever done I think before uh on our budget so the way you split out funds and all of that stuff I love that when that when you did that um so I appreciate that but the U granularity that you were talking about especially like with curriculum and stuff like that I mean those are things that we are really looking at right now so for us to be able to see you know 20,000 on this and you know another 15,000 on that and the other 15,000 is kind you know I mean that's where we're going to find further efficiencies is in the that kind of thing and um the more we can keep doing that and the more that we as a board can understand it better I think is OD think is great well I think there's always those moments of like oh we funded that yeah I know I like what that so yeah so I think I think this this will resolve a lot of that challenge and so I think that I I think it would be well worth it and thank you for you were reading my mind it must have been flashing across my thing about so where is the wash coming from she read my mind I covered this a little differently when I was in the fact meeting um but we thought maybe a high level overview but if you guys want to see anything Kyle is prepared to show you guys anything that you might want to see MH um anyone have any other questions for Kyle or for Rea so this is this is lower than the threshold that requires board approval obviously it will be in the budget and the granularity um well obviously you'll know that this amount is being spent on this product um but we did feel like it was still something that we wanted to make sure the board was interested and are pursuing um and I think again increase this is I think I calculated at 0.01% of the total spending to to create transparency for the district I think it's it's a good investment from that standpoint I think you said that in Skyward together was like 02 so it's really small so our overall software to to manage our financial operation is such a minuscule part of our budget well and if you look at we're spending money on this but look at the amount of time that it's going to save you because time is money absolutely yeah true yeah yes that's great plus just you know automating reduces chance for error I mean I can imagine that if I were cutting and pasting from one or the other I would likely you know lose a couple lines somewhere in the translation yep humans we make mistakes so and does it allow for collaboration can you like be looking at like some can you work be working and collaborating with someone else on their budget yeah so what you do um like what I would do as the the main person is basically I select this section of account codes and I send it off to them but I would still have access to that and they would have access to that so we could still meet and talk about it but they would be given that access to basically build that budget of what is theirs you know like their portion of the budget um and then what would happen is they'd submit that back to me and then Dan and probably Kim and I and Jamie we'd all kind of sit down and and review those line by line that's what we've done in the past manually um and then if you guys wanted to have a review time that would be something we' just build in I think we would want to because of this step we want to provide you that opportunity to see a more detailed version of the budget versus just we finally got our overall ask and please approve it so I think we'll want to build some steps in Prior I don't think the differ departments would really like this as well I agree their life easier very very manual right now and and it allows you to track like what you've spent like project tracking you know I've got such budgeted for this and you know these are my you know my charges against that so the other really cool thing we didn't talk about is that it also which we don't have a lot of historical data in Skyward yet because we're still so new but Kyle correct me if I'm wrong but I think it does up to five years of historical data which help them be like oh I spent this much the last three years and it helps them not forget to budget for something right because it gives that backup data um yeah and we can we can take any more like years that you want to right so we've seen people do 10 years if they want to like exclude those years of the pandemic where things fluctuated a bit and look back to the normals right most of our clients and most of our school districts will include about three to to five years I like that I like I think that's going to be very very helpful we won't see the the immediate results until we get some more Skyward historical data but each year it'll get better so all action or they not no because that's under the threshold but you I think you have clear clear guidance we're in support Perfect all right next up you get to talk about the interest free loan resolution I do so um I really don't think we're going to need to borrow this year however I think it is in our best interest that we go ahead and do a resolution just in case and I did pres I I gave you guys the copy of our cash flow worksheet um that's what I I work through every year with um RBC they are the ones that kind of facilitate the interest free Lo Loan program through the state um the only reason that I'm asking you guys to go ahead and do a resolution even though the spreadsheet does not show that we need to is because this spreadsheet has not been updated yet with our change in funding so they projected this out it's the same one from the beginning of the school year and then we just got an updated spreadsheet from school Finance act or from CDE for school Finance act that shows that because they fund us originally based on what they project our student numbers to be which are always over um so there will be an adjustment in what our actual payments are they actually start this month and so I'd really like to see what that looks like with those new numbers once RBC updates it so that is why I am asking you guys to still approve a a resolution in case the need arises because we have to have this before in in for January if we want to participate in the second half of the year so uh but I'm hopeful that we don't need it and that's because of the way they Chang the structure of the payments I've talked about that at other board meetings too so they've front loaded our money so that we get more of it earlier in the year and then we don't receive any state payments when we typically get our big property tax payments near the end of the year and that's traditionally why we've had to borrow before so hopefully we don't need it but I I ask that you guys approve it just in case we do okay so all right well thank you thank you okay CE so I mov the board approve the district's participation in the state Treasures interest interest free Loan program policy ACA non-legal name changes for students and I'll defer probably to Mary and um uh Jamie uh as I know they've been working together on some of the wording and the policy so I don't know Mary if you have anything on ACA I know ACA R I think is or ACA exhibit I know is one yeah there's there's a regulation and an exhibit and then I did um make a few edits uh suggested that it's in ACA itself and um those are those are highlighted in yellow in the document so um the ACA has the definition has defined term chosen name and um is defined as defined in Colorado law is any name a student request to be known as that differs from the student's legal name to reflect the students's gender identity so I wanted to kind of throughout um in the in the descriptions of things I wanted to reflect back to that definition very clearly because it is very limited in scope and I want it to be sure that we were maintaining that limitation because we're not talking about you know um Samantha being called Samy or something you know we're we're not talking about that kind of a name change and so I wanted that to be very clear um so I've kind of inserted that here and there um I inserted the fact that we have we'll be talking about in a minute but uh created a regulation and a form um and we've got kind of two forms e and E-1 one of which is to ask for the name change and E-1 is to um to say I don't want that name change anymore so we've kind of got two and we probably need to account for that in in way in paragraph B here um the other thing that I I adjusted in here a little bit um in in paragraph a um and it's kind of referred to in paragraph B also um we we have set this up so that parents um have to sign off on this for their child but I inserted in here all parents of record basically on file all parents and legal Guardians on file because you can just imagine a mom saying it's fine and a dad not agreeing with it and so I I put it in there and set this up so that all parents of on file or Guardians Regal Guardians on file would have to sign off on this for their students the student has to kind of fill it in sign it but the parents have to sign off on it so I kind of changed it from a generic a parent to all and I like that Mary because there's currently court cases going on right now where parents disagree and I think I think they should absolutely be on the same page exactly um I also uh we did kind of um include originally when we looked at it last time um there were um exceptions for a a teacher to uh that we would Grant accommodation to a conscience-based objection by a teacher to compel speech so long as the requested accommodation does not result in substantial increased costs in relation to the conduct of the dist District's business so I kind of wanted to reflect that further up here too so in a I added kind of to the end of that paragraph um that the name change will be permitted and then I added subject to grounds for denying a non-legal D change as uh request because there is also um an opportunity there there are reasons that we can deny uh that are reflected uh later and in the regulation and then employees will use the n The Chosen name when addressing the student unless protected by an improved exemption so I wanted to point those out um and then um in paragraph D um I was thinking that we had this and then I couldn't find it so if it's somewhere else again I apologize but um or maybe we just talked about it out loud but we we have to be sure that we are not going to ding a teacher for an accidental or inadvertent misuse of a name it has to be kind of a you know an ongoing thing of just a refusal to do it unless they have requested this conscience-based uh objection situation accommodation so I in in this ACA those are kind of the things that I put in and um I really liked this part Mary because a teacher has anywhere from 20 to 30 you know pen to remember their names as it is and 40 at the high school you know uh and how many of us as parents call our kids the wrong name you know and so just one more thing the dog name gets in there too I was just thinking that right but I think it's nice that they don't have to be so concerned I mean yes it'll be nice for them to put an an effort towards it but that they don't have have to be afraid of oh my gosh there's more stress on the they' got enough stress wor about did I say it wrong you know love it so anyway um and then um at the top of page two I kind of got the reference to the other gr it this does say the district reserves to the right to deny a chosen first name if it is vulgar or offensive obscene or is used for misrepresentations and then once we get to the regulation you'll see that there are other grounds for denial as well so I wanted to out to that um in the appeal there is here's the the appeal procedure um so if somebody if if a name change is denied the principal will advise the parent or Guardian that they can appeal this denial by contacting the superintendent um and then um I I kind of had a question in here but I believe that Brad replied to this title n thing and said we don't need that so we can just not worry about the title n thing where and there's a couple places I think throughout so we don't need to worry about the timeline stuff so the superintendent's decision is final on any appeals and I will say um Brad said that because one of my questions was can you uh can you require obtaining consent and then that brings up the question do you require consent from both parents or both Guardians because what if one parent disagrees with the other parent like it happens and so he said that's really I mean better left delegated to you thanks well and that's why that's why honestly we built in to this language that the policy requires that all parents and guardians of Records have to sign up and if if one of them doesn't then that's an automatic denial and they they may as well not even submit the application to do it honestly or the request to do it so um I think that protects us and protects both parents and and if both of them are fine with it then that's fine um but um so I think I think that you know the way we've sort of re you know the suggest of rewarding I think will handle that situation so I agree um so and then um let's see students who oh I liked this paragraph on page two to the second to the bottom students who request a name change that is different from their legal first name either as a chosen name and or in their official Student Records agree that the designated name is or will truly be used to identify themselves a name change cannot be used for any illegal purpose so I like that I did sort of qualify a little bit more in there with the chosen name thing but and then I also said Andor in their official student record so that kind of goes beyond this kind of non-legal name change thing but we wouldn't really change their official records except for a legal name change but I just wanted I just thought this was a really important point for both the parents and the students to know that what you are called does not give you license for everything under the sun you you that is who you are are and you can't do anything illegal you can't you just have to know that that's who who you're saying you are now and so I just uh I don't know it was I I just felt that it was a good thing to point out I liked it so I mean I like I like all of the changes I made I think you're right there I think we need to add the E1 yeah I think too in order to adopt it I don't know if you're wanting to adopt it tonight if you wanted to come back for a third reading just I think that's up to you guys but so you're saying in in paragraph B on page one that it should read as we were talking about pursuant to the procedures in ac- R which we'll get to forms aa- e and aa- E-1 because there are two forms and we'll talk about those in a minute but refer to them both is that what you were meaning Jamie yeah I mean because we're not saying which so one form is is requesting to change your name the other one is requesting to revert back right so I don't think you're specifying which action you're doing so I think it's regardless you're going to follow one of those one of those forms in order to to do whatever you're going to do yeah I agree so true I think Brad had created it and they didn't do and I haven't seen anybody have forums yet either so I think we're kind of ahead on good that as well so we can we can set the stage then there we go so um in his in that Orin draft he had a whole bunch of uh definitions again but the only ones we really need are chosen name agenda identity but those are already in regulations so we really didn't need that whole top section so that's why I had those struck out in the red line so the document starts with non-legal name change request procedure and then um to properly so to properly request a non-legal main change students one must submit a written request to the principal of their school on form aa- e so this is to request the change and then this I guess is something that I don't know if this is a good idea or not so I would like to get your input I I've added in there the request should also be copied to the superintendent but because the superintendent is the appell deide decision maker is that is that a good thing to get it up front or to not get it until there is an appeal need I don't think receiving the initial request would would impact the appell procedure I mean obviously it's letting me know there is a request on on record I think it's a good thing to let him know I would think so I would think yeah so I I I don't see it as a conflict at all so then you know we can take out my little you know red parenthetical question but um the request shall also be copied to the superintendent period leave that in there then okay I think the key would be that I don't act on it that I don't influence the the select the principal needs to do their job right I would just be made aware that there is a request being processed so okay um and then as you know I need you to look at everything because obviously we didn't really look at this before but then uh again I've got in here that it must be signed by both the student and all parents or Guardians of the the request has to clearly identify the students's chosen name and any permitted variations now I was curious on that permitted variations that's an awful lot to remember if you're a teacher well I know um where is that at I think it's if you're going to be called Samuel you could be called Sam yeah or Sammy but since this is kind of the gender identity situation and then you know like you said you know uh or if it's Samantha going to Sam and then maybe Sami or whatever and it's not you know it's just an allowable one it's not a required on so if the teacher just wants to try to remember the one name you know but um and and they have to list them I mean the way I created the form they have to list the allowable ones so at least it's on record or whatever but I mean I I understand where you're going with that I mean it's like one of them is going to be hard enough to remember but I mean you can I mean could that offshoot into something to where you have a student whether it's you know whether they they go through this or not you know if their name is Samuel but you know it's kind of like one of those things well you can call me Sam or you can call me Sammy we do that anyway yeah yeah it's kind of so maybe we just leave it out I don't I I don't know I I don't have a strong enough opinion about that I'm just just because how hard is it going to be to administer yeah it's appeal okay um number two is they cannot have requested a non-legal name change within the current school year already so there's basically only once per year once per school year I agree 100% yes because it could it could get so chaotic from the administrative P you know and in the future having to constantly we're not going to do this every month once a year is can they revert back during go back somewhere does it say that yeah somewhere it says you can go back to your legal change anytime you want to but then once you've gone back to your legal Lane changes in the you you sub it's number four for that school year oh there we go okay yeah number four says that yeah so um the principal approves it must be for an indefinite duration or until this actually now that I'm thinking about this because of something else U must be for an indefinite duration or until the student submits a subsequent request to return to his or legal name um the indefinite duration I don't know about that hope that a year older the the child realizes this was not a good decision and so they will not want to do it anymore um number one and number two um see that we got new teachers coming in we got new whoever com coming in do they need to be kind of have an official reminder of it or we just going to like on theol it will be on their rosters though because I'm sure it'll be just like any Nick not part of four we will still leave in the must be for indefinite duration or until they submit a subsequent request to return to yeah leave that yeah do we want to say return to their legal name or a request for a new chosen name no because they can't during that year but they can during the during two years later they can say I don't want to be Melissa I want to Barbara now I think that's just kind of covering the general policy okay that's fine you think it's okay they'll leave or could we just say until the student submits a new request oh well that we could that kind of covers it yep four but seven should be number five you yeah yeah the student did not have the requisite mental capacity and intent to forgo their legal name and be referred to only by their chosen Name by School Employees little e little C and little C [Laughter] so um does everybody agree with all those grounds for denying okay then the appeal um uh they may appeal but denial by contacting the superintendent so that'll get rid of the brackets and that's that's what we said before um the receiving principal shall submit the reason for denial of the request request so the principal has to tell you why they said no to the superintendent okay considering I'm not sure what's to the superintendent this is like a piece of a sentence here yeah I think it's saying they need to submit their reason considering that the appeal will review the parent Guardian request and the principal's decision and then make a determination yeah it's a long long kind a long drama I think so we can work rewarding that yeah based on the last meeting and then Tyler and I sat down because he wanted it to reflect things we are practicing and doing and that are legal and so I he just happens to be here but I guess if you have a question of why something's in there you could you could ask him as well and that's same for the next one as well okay I mean everything that's been added changed and that you know that's highlighted makes sense to me I don't blows along so yeah I do have just a couple of questions on probably just procedural things and you know just a couple things so in the first paragraph we've got added this sentence parents Guardians will be notified of such events when appropriate meaning the events meaning um interviews inter inter and interrogations so that makes me slightly nervous the way that's stated um I I get I get the deal so that's why I was kind of wanting to say does this make sense just I just need to know parents Guardians will be notified prior to such events and then the when appropriate seems a little you can't soft yeah the when appropriate we came from our discussion at last meeting that there are legal there a statute that says police don't need and we can't notify a parent if it's a certain type of investigation right so that's where the when appropriate when appropriate so okay so when appropriate okay according should we say when appropriate according to according to statute legal procedure maybe it's just according to law according to law I I think I think that way we're not defining statute yeah and the first the first paragraph is strictly talking about law enforcement he knows more than me about it it may be necessary for a school person or you might as well law enfor oh yeah all right can you turn it on H seat um and then hold it down hold it there there go do we need to I mean does it make sense to try to say parents or Guardians will be notified prior to when appropriate according to law I mean because I mean we can do it and then notify later but then I could just I don't know I could just see that that could go south there yeah and I think our our overall concern was that we we faced the the conversation on there are times that police have every right to question student and tell us do not right um and that's limited but it is it is by their Direction so I think it's just are would you be comfortable Tyler with something like that can you the parent and Guardians will be notified prior to such events unless appropriate unless inappropriate by or at when appropriate right when appropriate according to law well no that I guess unless unless unless inappropriate according to law yeah wait what well and then we also have down below but this is interviews by school administrators a request to have a parent or Guardian guardian represent representation will be honored when but that's one appropriate wouldn't that still be one appropriate because sometimes they're still not allowed to have sure correct sure an investigation made dictate when parents should be notified um an example of that could be a domestic violence case uh that occurred at home the students are witnesses of that one Set uh or one parent is may be on their way to the hospital the other one is on the way to jail both could be seen as a suspect in that case and when you attempt to notify the parents that wouldn't be a good situation for law enforcement uh in order to seek out that guidance so in order to fulfill their obligation as a as a law enforcement officer to investigate that and its totality it wouldn't be necessary or a good idea to contct to attempt to contact uh right and so that's just one example of when uh a situation may uh say hey maybe we we trust our law enforcement Partners in in their guidance um I think that that that word is a big one is is trust I don't think that our law enforcement partners are here to do us disservice and and that's kind of what we need to put in their in in their in their position is our trust right until they violate that so I I wonder if we can go back to and sometimes I know when it's maybe we write it out and then bring it back because I know when we're verbally telling you it it's easier to when look at it when it's appropriate par me what about if appropriate well you could say parents Guardians will be notified prior of such events when appropriate but it's not always prior either correct and it's not always appropriate it's when it's when it's appropriate okay so and they and they would ultimately make that determination um if we step in the way of that we could be impeding in an investigation yeah when this paragraph says it may be necessary for school Personnel or in certain scenarios law enforcement so we're talking about both School personnel and law enforcement in this first par so you might yes so that's corre partnership law enforcement may say um it's okay for for the school to go ahead and make that notification but at times they may say hey we will be the ones to make that notification correct so maybe we can defer or differentiate the two break them out because when just school when it's just school this needs to be put in place when appropriate is only when you're talking about law enforcement because there's laws to follow right but do we even need the sentence is the next question that was added based on what we talked about I think because of prior events events that have happened in the past it needs to be put in place okay 100% um but I'd like when you could say and Mary will be better at this but the wording needs to be when dealing with law enforcement they get to dictate when it's appropriate or not when dealing with school anybody within the school system they must be notified they must be notified prior Maybe something like that yeah how you write that they don't notify prior when they search I mean you have to think when we when they do drills don't they search stuff sometimes drills is in can you give me an example like fire drill they wouldn't necessarily search anything but do they sometimes walk around the school checking things only I mean unless suspicion or if there's cause for that search that's what I I wasn't sure if okay maybe I need to reread this because I'm just saying when it's talking to I'm just talking about when there's interviews directly with a student that's all I'm really talking about their locker you want toch have a good time I really do think lockers really just being very specific on interview because you're not going to say search law enforc it's it's interviews it's the interviews and honestly it's only the interviews I'm concerned about everything else disconnect between us and law so in the next sentence is it and we want to bring that you know it goes through each one that's a learning okay learning to achieve this it might be because I'm fine with searching of lockers and and that kind of stuff and I'm just I just was really talking more about interviews and interviews with staff and students can we have the first paragraph strictly relate to law enforcement because then the next one is interviews by school administrator yeah you know what I mean yeah just scratch out the well that's true scratch out the school Personnel yeah just have it strictly relate to law enforcement it may be necessarily for it may be necessary for law enforcement officials in certain scenarios well and we can work I mean this one's long do we want to work through it together do you want to go home and think about it and you can send me you're right this is long there is a whole section here on law enforcement officer involvement so it just seems like it goes back and forth a lot to me I think it needs to be so simplify and simplified this is when it's pertaining to law and this is when it's pertaining to school personnel and and honestly Mary I all I'm talking about I'm fine with searching of lockers and whatever the main thing I'm wanting parents to be involved with is when they're doing interviews or speaking to or search well on students maybe but not necessarily the personal belongings because lockers are still property of schol the schools so I want to be very specific about that I am fine with lockers being searched but I'm I just want interview my main concern honestly is just that interviews from school staff are conductive with the parents the parents if they choose if they choose more of an optin if the parent doesn't care if they care yeah I they don't care I think what you're saying is an opt out so you call parent and say I need to talk with your child and the parent says go ahead yeah out but it would be verbal right yeah yeah it would be verbal so opting out of being there right correct yeah I just want them to have the choice the only the only time that wouldn't apply is if there's if it's an urgent safety matter or an urgent safety matter you know something about a a gun in the building I don't have time to call your mom I need to need definitely so that would be I mean I think a lot of that needs to be a little more we need change yeah we need change a and if there's if there's an issue of suspected abuse yeah then that is something that would be referred to law enforcement well that's a law anyway we don't investigate that we refer to law enforcement so this was a second reading the only thing changed was the items Tyler added so so we can do you want to table it let's table it let us try to organize it clarify sections by law enforcement a lot of good stuff in here but I think it just needs to be sorted so that you don't have to look at this paragraph and then that one and turn whatever let's simplify it also for we do that and get it back to you on the first section do you want to go back through the whole thing needs to be there's a segment on law enforcement invol it is I did you feel that way oh good thank you so maybe maybe some of this can we can shorten it I I think you I think once it's Consolidated because it seems like there's a lot of rep repetitive because it was all over the place well there's a whole after law enforcement there an A and C for law enforcement so feels like we intermingled law enforcement earlier in the policy when there's a segment where law enforcement are engaged so we might be able to strip law enforcement have what you're proposing in the first section and then the law enforcement where we get into that b and condens it separate and condens it yeah the other thing I was wondering about based on looking at the exhibit um the exhibit form is has got on the second page it's got and I know we're not into that yet but just considering this name the witness and and position and title position to the search so somebody if a student is being searched uh or their property is being searched or something they you know whatever um then I I expected to see a firm in the par in the policy I expected to see a firm uh we need this the school should have a school Personnel witness and it was uh I'm not let's see well this form isn't currently used but we've had it yeah okay and so the idea is to get it used universally I think right I've noticed observ it's not been used have this on the top of page two um it just says the policy it says and an Administration administrative report will be prepared by the school official conducting a search explaining the reasons for the search the results and the names of any Witnesses do we want to think about I mean it seems to me that we should require a witness I would agree I think we can add a line that just says Witnesses present during yeah yeah so the the form the form has a line that says what who what Witnesses were present but then when I went back to the policy all it says is kind of a Wimpy little statement and list any names of any Witnesses but I think the policy should say and there must be a witness you if you're going to search a kid if you're going to you know School personel that's pretty standard practice we typically are not searching someone by themselves not but no we can we can correct that see what you're saying there you might as well fix it so I say we table we working it anyway that's so we haven't passed a motion on this and there is always two people table I figur and the other part the witnesses Witness of that same sex of the student yes and so and that would be I say we do a motion just in case motion table that's what we did last time so that's I like that okay because we just don't want to set any of our Personnel up for a problem either we just I mean we just need to protect everybody we need to protect the students we need to protect our own people too okay okay all right so I moved at to um board planning and new business our next board meeting is going to be January 133 2025 in this boardroom at 6: p.m. and just a reminder I shared in the update that we do have a district potluck for administration on Thursday you're certainly welcome to join us 11 to1 Brad Miller is actually joining us as well um at the beginning um we're going through the final um edits of the proposed Charter contract um before that and then he's going to stay to meet some administrators that he hasn't had to so any board members who would like to join us you're welcome to we'll have yummy food so what time is the to 11: to 1 11: to so it's a yeah it's a drop in anytime between that time but Brad will be here at the beginning I will be at another Den at the very beginning of that for yeah he'll be he he's coming we're meeting to go over those few things that need to be clarified in the proposed contract um and then he's just going to stay to have lunch too so are you do you want a board member present during that um I don't think it's it's the Food Service it's a transportation language those types of things there's nothing nothing that's like should we do this or do we that I think it's he just needs guidance from us on the things we already have agreed to so and obviously you're going to approve that contract so we'll make sure that you get a copy of it I did share the draft
