meeting is called pursuant to the provisions of the open public meetings law and adequately noticed pursuant to njsa 104-110 this meeting of March 19th 2024 was noticed to the record and Ridgewood news on January 4th 2024 and published in said newspapers posted on the bulletin board in the municipal building and has remained continuously posted as required under the statute Miss Ryan would you uh we are excited to honor the cast and crew of the Junior Senior High School's production of 1776 led by Mr Ol Man it was truly an outstanding performance uh my boyfriend and I attended one of the opening weekend shows and we were so impressed with the creativity and the talent of all of the students whether they were on the stage or off the stage congratulations to all of you I'm going to come down here and I'm going to call each and every one of your names and you're going to come up and you're going to stay here there are cords for microphones and I don't want you to trip so stay closer to here than in the front and then hopefully once you all get up here maybe you could do a a little song for us or something is that good all right so I'm going to come down and we'll start the little show um what was interesting also about this show is that one of the parents told me that there were three sets of siblings in the show and I don't know if that ever happened before and I'm not sure that Mr al man ever took the stage before either he's always the director behind the scenes and he was also Ben Franklin in the play so that was interesting but let's get to the commendations yes we services for solid waste recycling and vegetative waste um basically where we're at was we had a meeting close sorry I'll move this we had a meeting with uh another Council uh another another town should I say to is your mic on it's on okay I can definitely he uh we had we had a meeting with a uh another another town uh that was discussing potentially getting together with a uh bidding with us uh to go forward uh with a contract uh at this point there are certain things that just were not going to work out for us so we're going to look into our other possibilities and still um bid out our contract the way we have to uh Dave did our uh bid last time for for the for the contract we're going to do the same thing again uh we're going to look at all options every option that's possible all Alternatives twice a week once a week recycle every other week everything we're going to put everything out there for alternative bits uh and then we're going to hope that we see multiple bids this time for uh from different uh companies uh and hopefully we be able to get a successful bid uh better than we did the last time as we only had one better so if like sa multiple would be better for all of us okay um someone has to open the door John do you mind reopening the door we have to keep it open so the open up it it happens thank you though um does anyone have any questions for Rob about the bid we would like we would like to move that bid sooner than rather than later so we just have to basically give Dave the authorization to but to get the bid again to get it out okay like you said everything just has to be on the table this time so alterntive everything we're going to put everything that we could think of um last time yeah exactly just like we did last time and go forward from that okay Dave do you have anything to add or do you want to save it for a report later um I have nothing to add related to the garbage I me we'll work with the bur as far as what different options they want to incorporate into there and have the langu that's needed to to see what we can get as far as pricing are you working with other towns with their bids also yeah yeah there's a number of them we just actually went through uh with the southern Bergen County Town I mean the price went up a little bit for them um but not substantially not nothing like what you guys encountered the last go around at it but why do you think theirs didn't grow up so much um well number one yours was you had a 5-year contract theirs was only think was a 2 or threee contract so it wasn't the same duration cont so their their contract actually had started during the middle of the pandemic okay um so the pricing was already there the escalation that we were seeing so gotcha okay so um nothing else on that right Rob that's it okay um and when do you want us to vote on authorizing dat is there a resolution on consent or no do we need to make a motion to do that oh we did it already yeah to say we just have to have Dave to put it out and because we were waiting to see if we were going to be able to do something with another the other town since we're not able to do that we have already did the last meeting and then your was afterwards so we held back from actually doing it that is correct so we would like to have Dave move forward now with the with the with with the bid okay perfect all right um the welcome to Emerson signs that we talked about Rob basically the same thing we uh we really would like to have a kind of a get a commit I would like to get a committee together of a couple of council people of what they would like to see of what an idea of the signs of the size what you would look like it to look like so that we could then start to reach out to businesses and give them an idea of what you're what you have picked so that you would like to show them and then give them an you know an opportunity to take a look at those and then make the uh uh allow them to make the donation for the for the signs okay I think it would be a good idea to when that comes fruition to present it to the Chamber of Commerce probably to show them meaning maybe because they are so involved in the community oh absolutely excuse me but didn't the gentleman that proposed the signs didn't he have an idea on the documentation about what size signs he was saying for different locations in the town well I think that if we take his email and quite frankly we had already behind the scenes talked about doing the signs and then it was funny that we got an email from Mr Banks um so that just reinforced the fact that it's something that we should have been doing um we'll take all the information that we have in the committee and put it put it together and um go over it just the one thing that I think you know Brian one of the things that was brought up and we've seen in some other places is that it's consistency I think some of the things you'd like to see the sign a consistent sign as opposed to different signs in different locations and that's the idea so we would like to I think that's the idea of consistency of having you know what you guys would like to and then bring it to the potentially the chamber and have everyone sit down and so that this way you have something that you represents the burrow right is there anyone that would like to be on an ad hoc committee for that I would like to okay I'd be fine with it too okay so make a committee uh myself Jill councilwoman Maguire and council president tamman excellent okay that brings us to new business repurpose of the 2024 2025 bur County Community Development application uh from Pavilion at Emerson Senior Center to improvements the Second Street project from what I understand um the county did not approve of the Pavilion thinking that it had way too many uses Beyond just the senior citizens so they did not think that that was appropriate that's correct and at this point um Dave and Perry got together and thought that a good use for this money would be an improvement to Second Street that's correct what exactly is the Improvement is it Paving or yeah it's your typical Mill and resurface of the roadway as well as upgrade of a couple of the handicap ramps at the one intersection and then upgrading of the drainage systems to be in compliance with the DP requirements okay and and just so that everybody realizes the um Community Development money that we get from the county has to be for a very spec specific section of town correct correct and that is like from to and the firehouse down through um Palisades or frog Town First Street Second Street um and this and and also if it has to do um with senior citizens correct correct yeah so we had looked into some other potential options and I spoke to the county unfortunately some of the other stuff even you know doing some stuff here uh Municipal complex um they weren't in favor of that so okay so is everyone in favor of switching that app to Second Street so that we don't lose out on this this year yes that's on our consent agenda too okay and then the next item is request from Burton County Mosquito Control division for permission to conduct as needed aerial spraying promote M mosquito larvae during the 2024 mosquito breeding season so we generally have every year uh spraying that goes over generally Emerson Woods the area uh so they we're asking us again for permission to do so because they will not uh you know spray for mosquitoes unless we give them the permission to do so so that is what's happening here that they're asking for the request to allow them to come in to the uh to the burrow okay and then if somebody uh that frequents the woods might might take their walk or their dog walk are concerned there'll be a list of the chemicals that they're spraying we'll also let them know when they're when that will happen right okay and that'll be on the burough website yes okay and then the 202 for internship program so what we uh we put out every year for uh or should I say for since we've been the last two years uh we've been looking for interns for both the falls and spring and for our summer program for anyone who's interested whether it be a college student that's outside the burrow someone who's inside the burrow uh and we would like to have have them Comm in and to perform uh you know jobs that we would be able to uh help the IND idual with part of their intern for school uh we would depending upon the student of what their expertise is in uh we would be able to try to tailor something to them whether it's social media or uh you know or background and and different different types of things so uh we would like to have we're opening this up again we have it on handshake um and we're also letting people know now without whether it's on a handshake or not that they could reach out to us specifically and send it to myself at the as at my email address at administrator Emerson nj.org uh and we are interested in reaching out to people for having them to come in to help us okay and these are this is for students that are interested in municipal government or helping the burrow out while they're learning different tasks throughout the burrow so um it like Rob said it could be social media it could be in the clerk's office it might be in finance office depending upon where um the student would fit even criminology you know even the CH you know the police department has uh people that come in and work with them also so if any Emerson resident is interested but we are also advertising that on handshake which goes to many colleges so if you live in Emerson and you're interested please email Mr Hermanson direct so you get first gies on that and I'll add one other thing which we can tie in there to our DPW also goes through the summer help program right now that there also will be be looking for individuals for summer help uh to be helping them during the summer season the DPW yes but that's a paying job that's not intership understand I'm just throwing since we're talking about different things and different opportunities we also have that that would also be an opportunity for people who are interested and that is a paid as opposed uh to the internship which is not a paid just sum that is correct okay anybody have that brings us to introduction of ordinances there are no introductions adoption of ordinances there are no ordinances to adopt this evening and that brings us to reports um councilwoman arenia do you environmental commission is getting ready is getting ready for Earth month uh the theme this year is planet versus plastic um they have a bunch of amazing activities planned for everyone I'll highlight a few of them a scavenger hunt happening uh the week of April 15th they have movie night April 22nd they have story time with the mayor April 24th and of course we have uh the garden opening which is officially April 28th um for fire I have a report here that says there was for February 1st to February 29th there was a total of 147 hours and 34 minutes of of man hours um from carbon monoxide detector activation to just um cooking fires and a bunch of different things in between and then last but not least bard of Ed had a meeting last night um they were they expecting to have their final budget at their next meeting in April so than Council M sorry apiz I look so out of it you have a report I don't they emailed me saying that they met last week and they have nothing new to report okay thank you for that clarification Council Council McGuire do you have a report yes um The Pedestrian cyclist safety task force the burrow is currently participating in a speed sign study pilot program through Easy Ride the speed sign was placed on Lincoln Boulevard for two weeks it's now on Main Street it will be located on Main Street for one more week once the speed survey is complete Easy Ride will give the Emerson Police Department the results of the study it will show top speed low speed time of day higher speeds are recorded and other data the Emerson police department will then use this information to do traffic enforcement and for educational purposes this was at all no cost to the burrow it was a pilot program and we were fortunate burrow to volunteer ourselves for this and um hopefully we'll get some good information um the library hours are Monday Wednesday and Friday 10 to 5: Tuesday and Thursday 10 to 8 Saturday 11: to 3 the library hosts kids events adult events Printing and scanning Services ESL classes notary public services and Museum passes to learn more visit the library or the library website at www. Emerson library.com um the historic preservation committee will be starting up again soon they will be having a special meeting this spring for reorganization purposes the details will be publicly noticed and posted when it is scheduled that's thank you councilman Gordon do you have a report for us this evening I sure do okay first one I'll speak to about is a DPW theyve uh they pick the tripping Hazard that was in the conference room in the carpet uh they're getting their their landscape equipment ready for the season along with our baseball fields for opening day a new drain has been installed at bank bankovic field also we've had some new lighting installed over at bank ofield are they completed Rob the lights yeah basic and everything's back to normal everything's functional everything looks great functional but then we still have to there's some things we have to do some punch list items but basically the lights are up and they're they're they're on they have been in use I think there some of Mike can tell you some of the teams I think have been already on the field using with the lights yeah there's just buch of stuff and they still we got they have to repa the sections of but the lights themselves are up and they work nice job and they're nice and bright very bright and any complaints yet any complaints yet from no the lights actually go straight down which so they it's actually better for the Neighbors because they don't shine into their light to their house or anything it literally focuses strictly down on the field itself um they've had actually the exact opposite you other people tell you that it's dark it's now darker in the house yes they LED right Brian yes Brian's our light expert let's not get carried away here the bur's also received the notification today that we will receive $1,868 193 from the 2021 recycling tonnage Grant great job Perry and Liz the other thing would be shade tree would love to plant the tree in your okay council president uh just quick for recreation um all the planning for summer wreck is already begun uh it should be another good season registration should open sometime in the middle of April also uh softball and baseball opening day will be April 28th they'll have their parade and then softball would like to dedicate a new scoreboard and obviously there's the new lighting at bank b as pman across from the firehouse remember to bring your own baskets the estate's 2023 senior freeze program reimbursement program has opened this program reimburses eligible senior citizens citizens have to be watching live to get this 11:59 Tuesday March 19th mixed Garden debris pickup will resume on Monday April a 1st and will continue each Monday through the end of the year last week I attended a press conference in Anglewood at which congressman gimer announced that $959,900 were appropriated for Emerson in the federal budget to upgrade our Century old drainage system serving the areas of Dorchester Road and Vivien Avenue this is part of this mayor and council's long-term en to mitigate flooding and the effects of severe weather events throughout the buau on behalf of the governing body in the residence of Emerson I thank Congressman gimer for securing These funds and for making this much needed infrastructure project in Emerson a priority um we had a mayor's wellness program uh Community conversation opioid misuse among teens um it was excellent it was in interactive program with great speakers and important discussion among professionals uh community members law enforcement legislative Representatives the school Community uh families and it really was very wonderful it was last Wednesday night um North Northwest Bergen Regional Health commission um helped put that together for for for us Chief Savino and Sergeant CF attended from our Police Department Council Women rights Dr nissanoff and Mr Hutchinson uh from our our Emerson School District as well as Board of Education president Bru pastar uh the center for drug and alcohol resource resources was with us Alyssa Dawson the chief of staff for state senator Holly shapy who updated everyone on pending opioid related legislation at the state level Patrice lenowitz a mother from woodcliffe Lake who shared her powerful and heart-wrenching story of her son Max who took one street pill on his 25th birthday and then passed away from an opioid overdose um there was also Andrea desora of the Ramsey Mawa chapter of families Anonymous who shared her family's own experience with drugs and also gave information um on getting support for families and volunteers um it was a very very moving evening um the room was not packed um we're hoping to do the same program again in the fall and I hope that it's packed um we all learned that we're present um that there is fentol out there and I I know you hear about it on TV and you hear about Naran go get your free Naran on TV um what we learned is that the equivalent of two grains of salt of sentinol is deadly and that kids are sharing pills with friends that they're buying on the street thinking that they're buying Aderall or some kind of study Aid when they're in college um they're buying them in inappropriate places they get delivered purchased on social media and then delivered to the dorms late at night at all hours of the day or night and your child may not buy the pill but a friend may say here take this it'll keep you away you can finish your term paper or whatever and it could be a lethal dose so um this is something I'm actually very passionate about and I know many of the governing body members are so I think it's an important program we will advertise it again in the fall and I hope that the majority of you with teens or young adults please join us applications for the Emerson community garden are being accepted through March 29th the completed application which can be found on the homeage of the burrow website along with a suggested $15 donation uh made out to burrow of Emerson can be dropped off in the clerk's office at burough Hall the Burrow's military tribute Banner program is up and running for 2024 banners are to honor our veterans Who currently live or have lived or resided in Emerson if you would like to purchase one please contact Mr Hermanson for more information uh the environmental commission is always looking to make the burrow more sustainable they are considering the idea of having burrow beehives in one of our Parks um and would like to gauge interest from our community members to possibly put together a beekeeping team that would be a subsid subsidiary of our environmental commission if you are interested in being a beekeeper or assisting in other ways please contact the clerk's office um and then we will report back to the environmental commission so that they can consider whether they will move forward at one of their meetings um the burrow through its shade tree commission will once again plant one tree in memory of those Emerson residents who have passed away between January of 2023 in conjunction with their Arbor Day ceremony this event will take place on Saturday April 27th at 10:00 a.m. at rosengart Park Park also known as Sunset Park if you would like your loved one to be remembered at this year's Arbor Day ceremony please contact the clerk's office if anyone is TR getting rid of their freestanding um basketball hoops um there are a couple of children in town that enjoy playing up B in park um and we have grabbed a couple that have been donated and they continue to break for whatever reason and um these are for smaller kids to use we're able to lower the net so that the small kids could play where the big kids play and feel like they're part um mark your calendars I also have some important dates to share the New Jersey Motor Vehicle commission's mobile unit will be in the burrow Hall Parking Lot on Wednesday April 17th from 9:00 a.m. to 3:00 p.m. the Bergen County Superintendent of Elections office will be holding a demo of the new voting process on the new machines as well as answering voters questions that's Wednesday April 24th at 6:00 p.m. in the senior center the Bergen County Clerk's satellite office is scheduled to come on Wednesday May 1st from 10:00 a.m. to 2 p.m at the senior center our paper shredding event in collaboration with the bcua will be on Saturday May 18th from 9:00 a.m. to 1 p.m. at Burrow Hall and it's never too late to announce that Emerson summer kickoff will be on Saturday June 22nd this year um details on all these events can be found on our website social media or by calling the clerk's office also for those 55 and up please considering joining our senior citizens group they are a vibrant group that meets monthly and plans fun activities and trips those interested should call them at 20599 6351 reminder call Stacy if you need a ride on our senior bus um I also wanted to remind our seniors about two program programs offered through Bergen volunteers the cheer program offers companionship as well as assistance with errands to homebound seniors needing support the chore program helps seniors and those with disabilities to live independently by offering minor home repairs and implementing safety measures more information will be put on our website tomorrow or feel feel free if something pequ your interest to call the clerk's office to get more information Bergen County is seeking pole workers for the 2024 primary and general elections more information could be on the burrow website the next regular meeting of the Emerson governing body will take place Tuesday April 2nd at 7:30 p.m. at which time we will introduce our budget today is the Spring Equinox and to commemorate that Dar Queen is offering a free ice cream cone at participating locations and on behalf of the governing body I want to wish those celebrating a Ramadan muck a joyous colorful colorful and happy holy and a blessed Easter go I was like Dave go first this way we can kind of piggy back Dave did you want to go first whatever you would like go first like Rob rather had piggy back right on his back [Music] yeah all right a report not sure where to go with that one but exactly I just's over there if you're interested all right well thank you uh good evening everybody um my first item on the report we already talked about which was the improvements to Second Street truly was a group effort uh getting um the revisions made and get everything out the door to uh beron County so that we could take advantage of the opportunity to get some money to uh do some improvement so thank you to all here the clerk obviously for fielding the fall and making sure it got to the right people and Rob Perry our grant consultant as well so good job by all um as far as a couple projects going on uh we have the randor CL Pump Station um since our last meeting we did have a kickoff meeting uh with the the vender as well as with burken County um after that meeting uh we have further discussions with the uh Community violent block rant people um I'm happy to report that they are uh allowing us or affording US additional time to get it done um based on primary discussions with the vendor we're looking potentially uh an August uh delivery date for the bumps for that particular station um which obviously the grant uh time period is April so Buren Count's on board and theyve granted us the uh the extension to that time to uh to accommodate our schedule um Cindy Lane pum station um we're waiting on the pre-cast structure to show up which should be arriving at the end of this month um and then the contractor will get in and uh install that we're still waiting on the pumps which I'm hearing mid April um as for the delivery of the pumps so we can get that Station completed um as far as the Burrow's uh NJ do L uh signal Improvement project uh my office has been working with the do uh related to what the requirements are um given the fact that we're utilizing the co-op I think we worked everything out with them as far as what's required um for their office this is a rather unique way of using the co-op they're not acclimated to it um however it's allowed obviously pursuant to the local public contracts laws um so anyway we've worked through with that and we'll be getting them some additional documents so that we can start the process to acquire the um automated uh push buttons um and know we had talk we had talked about acrian Park um our office is currently working on the construction plans to um get the basketball courts uh repaved and resurfaced with color coating as well as some upgrading to the uh existing basketball polls that are there today um we're working with uh public works as it relates to the um planning for the capital Road program um I know Perry have provided us with a list of anticipated roads that we're looking to do we'll fine-tune that once uh the final budget has been passed as far as the the road program for the burrow um and then we'll get moving that along um in additional to Capital roads we also have the do uh Grant um that the bur received which is for um the last phase of Park Avenue so that'll get that portion of the roadway completed um last item I know Rob had brought to my attention uh related to cdbg they performed their review on the bid documents for the firehouse elevator um and provided us with the authorization to move forward um for bidding that project so we'll work with the architect to uh to get that to the next okay very good those are the main items that do we have any update from psng going up by Memorial yet not no I do not have anything on that yet I can look into that though all right I was like I said when you guys go first because this way ties in some of the things I'm talking um so we were going to like I said a firehouse Grant there was something that we were Dave just alluded to we now have a schedule of what we're going to follow uh and we look to have our bid uh put into the newspaper on May 1st uh the bid recip will receive them by the 15th and then we would look to award them in the in the first meeting in uh June so long as they meet uh what we're our approval uh of the governing body so um I also want to thank Dave along with our grant writer governing body Perry uh for the grant that we did receive from from uh from Congressman Gamer's office uh through the through the federal government that was something that truly was a work of everyone working together in order to do something was major benefit to this burrow and we were out myself uh Dave was on the phone which was you know kind of funny the other day because right after we got the grant we were out in other areas that we know are issues uh the mayor has asked me to continue to go through these neighborhoods uh and talk to the people who have uh reached out to myself and has reached out to the mayor and she has asked to make sure that you reach out to me and send anything that's an issue clarify that I'm going to interject so when we I made an announcement that on Facebook that we received this Grant and uh different residents started posting about their issues and I was trying to go through them one by one you can't govern on Facebook so really the most appropriate place is for any kind of water or drainage issues to go to the um burrow administrator Rob Hermanson and then um I know that you're working through through the ones that I've already given you but if you still feel that there's some kind of an issue that we could help you with um please reach out to Mr Hermon and don't post it on Facebook yeah and so we were doing that and so I want to thank Dave again because we were uh we were already in those other places because we are always looking for other opportunities and try to fix other issues that are here especially the flooding issues in this burrow with different opportunity different ways uh there are other grants that are out there uh and so we we are not going to leave any stone on turned as you can see what just occurred with the last grant that we received so I want to thank everybody for working together with that it really was a true team effort to make that happen um so we also received a today I received a proposal about a Eagle Scout project so I'd like to let everybody know again this is probably you know this time of the year where you start to see a lot of these projects are starting to think about coming in please reach out to myself and to Perry those are you know Perry really knows what be used or utilized and thought it needs it still needs to come through us to let us know what's going on so we can then work together and find out what what works best and what something that we really do need uh to to help for the for the burrow so we were looking forward those project yeah exactly we have to prove it so uh and that's why I said so basically can go back governing body and burrow property and and Perry kind of knows helps out with what we thinks but make you know make a a good good suggestions the budget right now is can we're continuing to work through it under Del we already got a request for a for a request to say what is it we're looking doesn't yeah no no no he doesn't know he just says that he's interested in the project he has like he would like to do something here in the buau and so he's looking for a suggestion for a project correct and that's so we're going that's I reached out to Perry for Perry and I to give him a couple suggestions and then once we have that we bring it to the governing body and then you can discuss the uh what with the opportunities so um the budget is continuing to be like I said a work in progress It's a living breathing and we're looking to do something and deliver the best budget that we can for our residents and we look forward to doing that uh you know when we when that's done um as for the other thing that I the last thing I have for you is have a happy Easter and happy feast of St Joseph today for everybody who is
