we have started the process of the fourth round of our affordable housing obligation and I would like to um I would like to bring up our city planner John Zabo he's going to uh present to the council and to the public the fourth round affordable housing obligation timeline and our numbers and when he's done presenting and the council will have a chance to ask questions then we're going to adopt a resolution um accepting these numbers good evening everyone my name is John Sabo I'm a senior planner with Burgess Associates business address 25 Westwood Avenue Westwood New Jersey and we have been retained to assist the city in the preparation of their fourth round obligation the Fair Housing Act was amended late last year and there were significant changes made to the process as this Council knows and as well as the mayor every municipality in the state of New Jersey has a constitutional obligation to provide opportunities through its land use policies and Zoning to to provide for affordable housing low moderate income affordable housing this year with the new statutory requirements um the ACT actually creates a system for providing the plans and the reviews of those plans the first step in the process is to establish the city's obligation the obligation is broken down into two compon components present need and perspective need present need is your housing units that are occupied by low moderate income families in your city that qualify as rehab as rehabs what we call Rehab units um that is your basically your local housing stock prospective need looks forward and it's an expectation of how many units you should be producing for the next 10 years that's the fourth period is covered on for that period fourth round so there are three factors that went into the number uh that the obligation that was that was uh that's being presented tonight the equalized non-residential valuation Factor the income capacity Factor the land capacity Factor the ACT then requires that these three factors be averaged applied to the regional need to determine the share of the regional need for each municipality that is not a qualified Municipal Urban Aid municip IP ality the city of Englewood is located in region one which consists of all municipalities in Bergen Hudson bake and Sussex County now based upon the findings in this report the following summarizes the comparison of the three allocation factors as adjusted by the uh the analysis that we provided in the report the DCA has identified present need at 166 units and they identified a pres prospective need of 381 units now the ACT permits municipalities to examine the data look over the numbers and verify whether they're accurate or not and when necessary make Corrections so we were retained to look at the the data to make sure that the information is accurate and we went through each component each factor when when we get to the land use capacity Factor we looked at each and every area that was identified by DCA as developable to make sure it was actually meeting the criteria the criteria for these factors is spelled out in the statute there's very little leeway to uh challenge for example US Census Bureau data you'd have to take on the whole federal government and look at all the data sets and everything those are basically acceptable numbers information from the state on valuation uh and value is reported by the city to the state so you know these are these are numbers that we use that's what's specified in the act for um the land use capacity Factor there's a lot of things that go into it it's they they use the 2020 NJ DP land use cover Aerials and then they identify land uses based on that they then used formulas through GIS or uh geographic information systems computers and then they weeded out environmental environmentally sensitive properties properties that aren't developable because of other factors no Frontage undersiz things like that the remaining balance is what gets applied as an acreage to your community that gets broken down by a percent of the region and then that percent is plugged into a formula along with the equalized non-residential valuation and Inc capacity valuation and you come up with a number that's how it's done when you looked at the equalized non-residential valuation Factor it covers the change in non-residential equalized value from 1999 to 22 23 and I have to say that that and that becomes a percentage of the region one and that becomes your obligation along with the others for the total number of of units that you'll be obligated to so we looked at the equalized non-residential valuation factor I believe that your tax assistor also did and found that it was accurate there was no change so that percentage allocation to the city of Anglewood is acceptable the income capacity factor is also similar the statute requires that we use the median income from 2020 to ACS 5year ACS data it is reliable to a 95 percentile degree of confidence uh there generally considered very accurate we went through the numbers we compared them to what was transposed into the system versus what was reported by uh the Census Bureau and we found that that was also to be accurate so that percentage is okay however when we got to the land use C factor and we've been finding this with with all our clients the the DCA picked up a lot of lands that were not eligible and shouldn't have been counted against you in your acreage which affects your percentage share so by looking at each and every lot assessing them in terms of their developable uh their developability we could eliminate those that clearly for example if there's a house on the property that gets and they picked up a few we take that out and we don't count it and then we recalculate the acreage that we deem is consistent with the statute and then contributes to your obligation all three of those percentages get averaged together and then that average gets applied to the region as a whole that's how you get your number um we found the the actual change we found that in adjust M uh is is called for um we we find that the acreage that DCA has identified is 1277 Acres we found that only 2.19 Acres of that is actually countable so we reduced that by close to 133% of your obligation now the actual number that we come up with what happens is you plug that acreage in to a massive spreadsheet and it pumps out another obligation the obligation goes down from 381 to 3 31 now I know the resolution says 329 it should be 331 so the file numbers are your present need is 166 your prospective need is 331 is important to to recognize that you have until January 31st to adopt the resolution and then you have 48 hours to submit that to the courts through the program as a as a as a actually as a lawsuit you have to file a um declaratory judgment action and that's how you get in but if you don't adopt by January 31st the statute says you're out you can't participate I'm not 100% clear it's a voluntary program if you choose not to participate fine the ramifications of that are that you could be challenged the benefit of going through the program and getting certified is you get a a certific ification that gives you a preponderance of of of validity that would should discourage discourage lawsuits against the city so that's the benefit and the the the process that's described by the statute so the first step is to adopt the resolution the second step is then in the the uh information is filed with the state and then objectors interveners any interested party can challenge those numbers they have until February 28th to do so very tight window was provided very little time was given to do this work and imagine all the municipalities you know scrambling to get this done by the end of this month it's it's quite a task I personally have looked at through all my communities but hundreds of properties so it's it's quite quite labor intensive so I would I I suggest that uh you adopt the resolution to protect your your right to participate and then move forward the next step after that is see what comes in in terms of challenges and then after that uh if there is a challenge it has to be reconciled it's there's a Reconciliation process through this the statute that is conducted by the program which is a judge and a master and we try to resolve those issues and ultimately they get resolved and you have to adopt a new housing element and fair share plan for the fourth round by no later than June June 30th 2025 because the fourth round starts July 1st and that's where we're at right now I'm just going to ask you um so so we have till January 31st to adopt this resolution so we'll looks like we'll probably do that tonight then then um if somebody wants to challenge us they have until February 28th their time frames yes and then um how much and then if they challenge Us by February 28th is there a certain time period where that will be resolved it goes into remediation it goes into mediation uh off the top of my head there there probably is I'm not I don't remember recall a fan right now okay and then on and then um and then June 30th we have to have a plan correct so we'll be we'll be seeing you quite a bit in the next few months because you're also going to present you also be part of our um public forum on April 28th uh about fair share housing in this room too okay and um I just wanted to ask you one question just for the for one question um some some of the some of the the council members sometimes we'll say well I don't want to participate you know in in in some of the affordable housing because we're already built out in Anglewood and they want to protect from from overdevelopment and how do you answer that well it's recognized that the city's developed uh in fact that's reflected in your uh your land use Factor Your Capacity factor it's very low and it's now even lower so we all realize that um two things two things one the state Amendment pushes Redevelopment and that's been occurring in the city Redevelopment but the failure to obtain the certification from the program leaves the city open to Builder remedy suits and your your zoning could be challenged because you don't have immunity you don't have protections and you don't have a you don't have a preponderance of of of safety in terms of your compliance with the affordable housing act and the Mount Laurel obligation which is a constitutional obligation uh this is decided back in 1977 I mean this is not a new thing we're now in the fourth round I explained last time the iterations however um the risk you run is you lose zoning what happens is that the validity of your zoning gets challenged and then you lose control of the site more often than not Builders win in court on these issues uh and you lose control what happens is the you might have wanted you know 10 units to the acre the judge May award 20 so at least through zoning in housing plan efforts policies you can you can gauge and decide how much gets built where it gets built I'm going to open up um for questions from members of the council hi Mrs Zabo thank you for coming out tonight I know you have a lot of municipalities to serve and um you know as we got a copy of the resolution in our Friday packet made for some very light reading um just just like a comic book almost um you know so very uh dense obviously um some of the phrases I was wondering like what is a windshield survey I notic structural structural condition survey that that comes later um what we did is we put in the report and in the resolution we preserve your right to conduct that even though you're certif you're accepting the 166 unit present need the the regulations permit a municipality to conduct what's called a structural condition survey it's a windshield survey as you referred to it your code enforcement official goes out and then physically based on a certain spreadsheet with conditions notices the conditions of the various residences in the city and then we can determine whether that 166 is too high or too low because as I said earlier the numberers derived from uh HUD number the statistics this is more boots on the ground verification and if it lowers the number that then becomes your numbers part of the process and it's part of your housing plan and you don't lose that right as far as we're concerned we don't you don't lose that right but we wanted to emphasize that in the report and the resolution okay but thank thank you again for the resolution giving us a chance to read it last week and for further further explaining it tonight thank you my pleasure any other members of the governing body have any questions yes if I can um thank you for this so our present need is 166 to 331 comes out from a sophisticated derivation of Hud statistics we come up with this resolution and then we avoid um hopefully any uh kind of compliance issues if an intervener steps forward by February 28th uh a master would be appointed and then we through me iation come up with a conclus number that number would be less if we were challenged or could be more if our evaluation was found to be flawed it could go up it could go up if the if but our job will be to defend that number so this seems ridiculously artificial and on a city with that has a great tradition of affordable indigenous Workforce housing and all the efforts that we have done by Mayors and governing bodies Generations who are no longer with us what other redress do we have and if we don't have any other redress other than to comply in your professional opinion what do we do when that standing number of 331 is there what happens then you develop a plan to address it you are obligated under the statute in the Constitution to address it you have a choice not to it's a it's voluntary you don't have to do this but then you understand the risks of not doing so if you don't do it then you're open to builders remedy if you don't address it correct and if you address it like including the library and other institutions that would not really budge um we would be off the hook as it were I don't understand the question in other words how would you recommend Anglewood address this well this the real purpose of tonight once the number has been solidified the purpose of tonight is really to to establish the number that then gives us the direction to determine how we're going to address it and we have to work with the planning board and the new master plan to determine the best way to satisfy that number Mr Z it's also subject to a vacant land adjustment potentially correct yes that see we have no vacant L that's precisely the point what happens is a lot of municipalities are doing this they're confusing the vacant land adjustment with this number they're two separate things this establishes the number through 3 31 the vacant land adjustment tells you how much is a realistic development potential the RDP and how much is going to be unmet need because both are treated differently under the under the statute and planning I mean this all seems so artificial aren't we by setting up this number based on HUD statistics aerial photos and a lot of environmental AR creating an environment for developers to actually come in and then want to satisfy this by building it I know we're protecting ourselves from Builders remedies but we're also subjecting ourselves to artificial numbers that people will push before our boards that's exactly what the Supreme Court wants that's flat out they want you to build and they want the the the housing stock to increase that I'm not so they're using the physics of development in order to to come up with a final resolution that's so artificial though I don't disagree but that that that's we're required to respond to the statute and and the Constitutional obligation and we have to address it or not finally there are communities that are Binding Together to litigate this ought anger would consider that you need to you need to discuss that with your your city I'm asking your opinion I I realized yeah I can give you I sat in on one of the hearings um the there was a hearing to to seek an injunction to give us more time which we all favored which was denied it was denied went to the Appel division denied and then last week the Supreme Court denied it so that should give you a pretty good indication of whether you should participate or not and spend resources on that issue thank you sir you're wel I have a question yes ma'am um I received numerous emails um in a in a in an area in a third ward that's under overlay Zone yes an individual I know who live behind me bought two homes so he's going to build he said hey I've sold my buildings on Central so I'm going to buy a build two homes here worth 450 each and now the person next to them are being forced to sell because they don't want to have a building next to them MH that's legal right yes right so I'm going to protect the characteristics of my ward the Third Ward my constituents or anybody in Englewood I don't want a building there you understand and I just got this at the 11th Hour Ken you just mentioned that you said thank you for sharing with you last week last week I didn't get this it was in our packet no was this Friday okay last week okay but we but I normally um receive something like a PowerPoint presentation prior to this so I can digest it you understand so I'm seeing this right now you know with it's not it's it's time sensitive and I get it but I I'm asking to be P just to be pulled off the agenda and let's roll up our sleeves and come back here and do it the right way with a workshop or something cuz I can't jeopardize my ward or anybody else's Ward I understand what's happening tonight is establishing the number we're not establishing the plan and if you have that workshop and come back it'll be the same number it's not going to change it'll be the same number did you represent leonan I did not Leonia did it the right way Leona they had fourth rounds and they did the mayor's leg they did it the wonderful way no complaints the public was involved and establishing the number no no the public at least the public was involved and they hear it because you pushing things out my throat and other people's throat we're going to be more or less like whoa whoa what are you talking about you get you understand you can't do that you got to be transparent I don't and we all are elected and no one is better than anybody here on this Council we all elected you know officials so we need to be transparent with everyone and not be left out in the dark and I felt I was left out that's my quote sorry no I I understand thank you does anyone else on the council have any questions ahead councilman Wilson good evening Mrs AEL how are you I'm fine thank you I'm glad you didn't reciprocate and ask me how I was I was waiting for you to get sh Council no no it's okay um since we're here in regards to the numbers uh with speaking to the state and going over their uh explanation and calculations on how they arrived at our number at 381 and in your statement or your brief to us you stated that the number should have been reduced yes so my question to you and to my constituents here and to the audience is you've got it down to 331 through your Cal excuse me through your calculations is that correct yes but uh my constituent M we we talked about Ken talked about uh the windshield survey and here as opposed to 331 it's down it says the obligation is 329 yeah it's 331 okay so this is a misprint that to be corrected as a type of okay and so I I love misprints because for me I like to take the lower number and then that gives me a different calculation of the number we should be at so when we arrived at this number at 331 and you said that the vacant land adjustments really doesn't affect us I didn't say that it's a different process after you established the number and you create a plan you adjust the number to be divided into realistic development potential and unmet need both are treated differently realistic development potential has to be affirmatively addressed through zoning you got to Zone boom there are other mechanisms for unmet need overlay zones a um Municipal wide set aside ordinance which you've adopted things of that nature you could you could do a number of things you could have a 100% affordable project you could do a lot of things with with that but it's it's it's more aspirational we refer to it as aspirational if you reach the number great if you don't there's no penalty but you have to make accommodation for the RDP okay and and and what I'm looking for is the other aspirations that may affect our numbers um and things that we may not have gotten credit for in the past and it it doesn't appear that any of those numbers have fluctuated in our in our need perspective and our present need is 166 and so I haven't noticed any recalculation in regards to our present need and in your estimation what would affect our present need from 166 to a lower number when you look at the Hard Chaz data and you look at the Census Bureau data there are certain criteria that they use through the Census Data to identify present need overcrowding which is defined as 1. one per room right in our sensus data excuse me for interrupting has changed correct the statute made it very clear that we were to use 2020 the 2022 information to create present need we are not we can't we wanted to use the earlier stuff the later stuff the 2023 just came out but at the time they were writing the statute the Amendments say statute it was 2022 so those are the numbers that we are bound by by Statute so at some point um um during the dates of before February is it possible that we can challenge those numbers the new numbers which are lower for 2023 because you're saying that we're obligated by 2022 numbers is that correct that is correct and that's toay a Level Playing Field for the whole state that everybody's using the same information including the state of New Jersey so that's why they're they're keeping you on that that that uh specific data source I'm good for right now council president okay so if uh nobody has any further questions I would need a motion to adopt resolution number 0501 2125 uh we have to make it with three I found three three changes on page two of the resolution it says 329 twice we have to change that to 331 and then if we go to the fourth page there's um five paragraphs down there's another change 329 to 331 I only found those three um is there another one I mean it's just the typo the bottom of page one it says reported by the DCA October 18th 2025 should be 2024 okay so the bottom of page one October 18th 2020 it's the very last line it should be 2024 okay usually put last year's number not um can I can I have a motion to adopt resolution number 0501 2125 with the four changes that I mentioned so moved may on these numbers and with the planning board as well um because this is not satisfactory to me but in that vein I will vote Yes council president wasi yes okay thank you so much uh does the planning board play any role in this at this point Excuse me yes absolutely they need to be included in the process uh they are the authors of the new master plan they know it intimately and there there should be great coordination in fact they should be driving this plan thank you yeah thank you if I may council president just real quick yes um yes Council and thank you for that because being the liaison on the planning board and our declaration is to the city and to the residents and it's it's it's imperative that we not only the residents and the people on the board understand the Integrity of this docu of this document that makes the difference and drives this Council to make the decisions um and so with with saying that I'm glad that you cleared up the fact that the planning board is driving this it should at at some point council president I just would have wished that we had the public asked a question or two but thank you to to your point councilman um it's a different process this time around last process third round was all litigation was all couched in litigation uh different process this is open everybody can see the numbers you go to the DCA website and see how they calculated the numbers what they are uh it's a different process and and the planning board should be involved I I am in agreement with the difference of the process but if we ask the local residents here they would have walked away thinking Our obligation is 381 so in if in fact that the new calculation gives us a lower number I for one appreciate and I for one think that there could possibly be more calculations due so that is my concern to be um clear not only to my colleagues but to the residents that we're no longer at 381 I understand and I really want to say 329 but if I correct me if I'm wrong Mr Zabo and I think it's in the body of the resolution like the third round for example the RDP was what 23 it was very low 24 so that analysis still has to happen now right it's a different process but it it your RDP is going to be extremely low not low enough but okay I I understand I get it I understand and one more thing on the record um you did say that uh developer can buy two homes next to each other and can build a multif family unit with regulations setbacks right there's there's but they can still do it enironmental constraints on the property here's what happens flood zone I get it it's not all automatic it it requires a site plan approval it requires compliance with Board of adjustment planning board not depending on whether it meets the densities and certain requirements it may go to the board of adjustment but should be going to the planning board they have to exercise site plan approval they I know the I know the process you know the process so they have to they have to you said yes earlier so actually the second time to confirm it but you saying you just seem like you're backpedaling something I'm not back but I did ask you earlier you said said yes yeah you can build it you're changing it a little bit no no no no they can as a right for zoning but they still have to meet standards okay and and you seem to know that so could you can you maybe just explain um the the fact that that that we're put in a bad place or worse place that that in terms of yes when yes we could have multif family housing apartment buildings but like you said you're subject to zoning and as opposed to how that differs from when you don't have a plan and you're exposed to builders remedy lawsuit where you then lose your zoning so you're so you're building apartment building next door that has let's say five stories ends up being 10 stories and you have a denser building so it's a bad situation to a worse situation it could happen yes may maybe that's may maybe if you could just explain that please Builder remedy suits I mean they basically come in if you don't satisfy your obligation they have the upper hand and remember that the mount L Doctrine came out of the court system and the Supreme Court so the courts are very very uh they they tend to look down on municipalities that aren't compliant and they tend to be harder on them which means that the developers may get the upper hand that doesn't mean they get everything yeah and I understand my thing is just want transparency with my constituents and everyone in Englewood that's the only problem is transparency I agree that's my big beef and it shouldn't be it should be transparent I agree with you uh thank you Council thank you council president I just like to point out to the council and I I want to thank Mr Zabo for the work that he's done because the numbers were released from the state on October 28th so that was 85 days ago and then there was adjustments in November so basically um Mr Zabo has done Yan's work in a very short period of time when you consider um Thanksgiving you consider uh you consider the other the holidays in December Hanukkah and Christmas and then some of the other Nuance changes that uh that came down from the state so it's basically um there was a lot of number crunching and a lot of a lot of analysis that was done in a very short period of time and we should commend him for the work that he did all all the municipalities that chose to participate are going through the same same thing and we we we did everything we could to try to convince the state we need more time this is not this is not simple stuff and it fell on De fears all thank you very much for coming thank you and we look forward to continuing the conversation um so of the code of the city of Anglewood on Glenwood Road so this is essentially um establishing no parking on Glenwood Road that's something that the city manager presented to us in 2024 and that was asked by the hospital um um so can before we have a discussion if there is any discussion can I have a motion that the ordinance pass on first reading and be published once by title only in the record and public hearing be heard when when's the public hearing febrary and February for all of these okay public hearing on February 4th no fourth is fine so moved on 2502 may I have a second I second wiski yes okay now we're going to um we have an ordinance 2503 amending chapter 25 section 2526 schedule 11 of the turn prohibitions ordinance of the code of the city of Anglewood and what this does is this makes it um unlawful for any person to operate a motor vehicle to make a left turn to e on on Palisade Avenue either East or West Palisade Avenue to cross the double yellow lines and to uh parallel or angle Park on Palisade Avenue um and that go that would would go would um be from uh Grant Avenue and angle Street all the way down to the monument so so so you wouldn't be able to to if you're driving down palate Avenue you see a spot across the road you cannot make a left turn cross the two double yellow lines into a spot if you do it carries a $150 penalty so before we have a discussion I need a motion to introduce this ordinance motion second second and that's for uh an ordinance to pass on first reading publish once by title only the record with a public hearing on February 4th okay we have we have a a motion a second open for discussion go ahead my question to you um president that if they make a turn and um you going to Ric water you know Ric water is Right enfor enforced yes so if it does and when it does get pass that's the case we'll start the traffic make sure the sign boards out there message there notifying the people over after that we'll start with a campaign enfor warnings okay the public and then from that point like everything else once it's quite clear and signage and everything out there is proper um then later on start enforcing okay and the beginning it will be kind of confusing right when you go into R water or shop right you know depending on you know right cross yellow line to go into the angle part the other way okay which um case that's not enforceable as a u even though they are kind of changing direction we can enforce that as a u- urn is a complete turn going the opposite direction but this will stop people allow us to enforce people holding on traffic thank you for the clarification and thank you all right thank you very much any other comments councilman Wilson do you have a comment yes um thank you for the explanation officers um so just that we're clear it's not that each infraction that it's the first time for an individual that they will get a warning we will have a Tim stamp on that as far as the warnings and where and abouts would we post these signs and how would we keep that enforced it's because it's strictly a Enforcement issue obviously the officers would have to see the infraction so you know um yeah signage is important and just pick up the mic I I just want to be clear when when you stated that there's a warning um that it doesn't mean because it's your first time in May that you're going to get a warning because we're going to have a timestamp on how long warnings are going out is that correct not time I'm sorry yeah that's what I meant by by a Tim stamp for a month and someone comes in our town and they don't know about it and they're not paying attention because they're lost so they're looking at their app I just want to be clear to people that listening whether you're pass that time or not it doesn't mean that those particular people are getting a warning yeah that that's what I wanted to make clear I don't want our residents going away thinking well I permit deer fences and these as we discussed last time are de fences toward the rears of the property um and and we if we can just have a motion please to introduce ordinance 2504 again for it to pass on first reading published once by title only the record with a public hearing on February 4th can I have a motion please moved may I have a second second okay discussion yes go ahead my question how tall are the are these um deer fences so the deer fence if you look at the um ordinance is 8 ft so I think now you can have a fence that's 6 feet and this will allow you8 feet in the rear of the property okay um and it's going to the deer fence on metal right they like the it if you read the ordinance it it describes exactly it says black Pro poly propop propol material a metal core covered by by black polypropylene I hope I'm pronouncing it right we get a study on the deer like as far as like they're going to get pushed into to the streets they have no where to go we I mean I'm asking to we to study hire a company to study on WE fencing out and a de going to be pushed into the street um I'm just asking that simple question no de steud we talking all right does does anyone else have any other comments everyone ignored me okay [Music] um I I I get that uh certain residents may be impaired by by the deer or frightened of um young young young kids and ticks uh but for a Citywide situation uh I I think that if in fact that we move forward with this that the affordability for people that want to join in this plan may not be accessible to everyone and my my fear is that you have people trying to adjust the six feet and I mean make the adjustment of two feet that's not conducive to the neighborhood I mean we we have something here um and then people usually have vinyl fencing and my fear is that the unsightliness if you will of the additional two feet if in fact that they don't use this process and then if they don't use a process are we giving them a fine at that particular juncture I'm not understanding your question if someone has a six feet vinyl fence and then they put a block underneath it and raise it to8 feet how however they want to do it if if they want to attach some monstrosity on top of 6 feet to make it 8T that's not conducive to um what we're proposing here why why why would they do that they break Financial issues we we've seen people Jimmy rig um front yards doors roofs gutters um and and so my concern is that if this takes effect that we'll wind up possibly finding people people for not F following the rules and regulations of this 8ot fence that that maybe people want the 8 foot fence but can't afford it and they make adjustments that aren't sightly so you're saying people could afford a six foot fence but they can't afford the deer fence that's 8 feet or are you saying that we should out o fencing in the city so because maybe some people can't afford fencing so what's outw oil fencing in the city no no no no council president what I'm saying is that there there are people throughout our illustrious city that has invested a substantial amount in regards to sixf foot vinyl fencing and some of those people will not have the financial capabilities of going back to put in the proper OT fence and so as we've seen in several cases that people will Jimmy or make things accessible so they can reach the height of 8 ft well I mean Mr Bailey unless I'm wrong if some if somebody um puts up a fence and gets a permit for a six- foot fence and then they they then they create an 8 foot and the zoning officer comes they're going to get a fine because they didn't follow a permit process right you need a permit for the fence and typically the permit process you have to show the fence that you want if you don't comply with that yeah you could be fined or ordered to take it down yeah maybe they got permits though well okay well that's zoning Enforcement issue it's only Enforcement issue I mean Bob knows in my w we got people who entire backyard is with concrete and that's illegal and nothing has been done with that so how could you enforce a fence if you can't enforce concrete I'm just asking okay thank you thank you are there any other comments from the council governing body can I have a roll call just before you do it I think people have to appreciate that there's a health need here that we're trying to make sure that pets children um do not come into contact with deer and if other communities are not regionally dealing with this that we have to do something and this is only in the backyard not in the front yard and the material has to be a regulatory deer fence and people will be um watched by our code enforcement if they breach uh what Mr Wilson is concerned about um but this is again a health concern and I think it's a step in the right direction because we haven't had any effective deer control and it's a major problem and Flat Rock has already attempted to do something has a set of standard and their kind of fencing is available as an examplar to the rest of the community I would urge this to be pissed thank you can I have can I go ahead thank you mayor for that and I think the the way to think about this is the deer will breed depending on how much food is available and they uh the deer don't eat you know garbage in in in the street like you know like rats do but there are a lot like rats and that they grow to their full population depending on food so blocking off the backyards is going to lower the amount of food the deer have to eat they eat the trees or what whichever a for uh floor is available for their diet so this is just like not having you know trash bags in the street for the rats to eat on and putting it in a can then you have less rats because they don't breed as much because they don't have as much food so this is going to we're at maximum deer right now so taking food away from the deer is going to lower their fertility rate it it's been shown that they you know used to be the deer had one fertile season per uh calendar year now they have two because they have so much food available in the suburbs and they have no predators so um this is not pushing deer out uh to your neighbor it's lowering the population of deer and until we get a a countywide solution a Statewide solution you know we have to do this and and and I understand people don't want to um hunt the deer um but if we give them less food to eat then they're going to reproduce less frequently go to Le you um there's some good deer restaurants in Leona they're going to go to no so uh so this is something we we just have to do uh to to start getting control of the population here thank you and and not to mention uh Lyme disease uh is devastating to people um um uh and uh you know as many of you know I'm a runner I I never run uh on the trails anymore because the Lyme disease is just too prevalent so you really have to be careful about that has there been a spike in Lyme disease here in ingood and and just the fact that we're this is a deterrent I I understand it and uh usually deterrence push what we're deterring somewhere else so the fact that we're enforce that this is a a uh quality of life issue in some locations and and um and they will be signage outlining the pro prohibition of smoking so can I have a moved so I can have a motion to response no but I don't know I don't know I think that's that's kind of like this is my opinion I mean I I understand you guys changed things but we put you there to respond to us and our needs and that's really disrespectful to the community that we just look at you like a blank person here and I think that needs be changed back to getting an actual response you work for us we don't work for you and you guys need to realize that and constantly understand that we elected you for looking after our needs our quality of life response is disrespectful okay thank you okay does anyone else in go going to be bumping heads right we got to worry about the uh our budget and the increase in taxes I mean it seems like uh I will when they're done are we paying somebody back for for what he did in the F I mean it it's wide open it has to be explained and one thing about if you have agendas and minutes at least I understand that we caught up with some of the minutes that was great but at least when we ask questions here that some of the answers be publicized in the minutes and and they can go to the website and we can get the answers to these questions that's very important okay um this hotel 601 12125 the wholesale consumption uh I see the township of Monmouth is going to put in an application that we planning to put a hotel in Englewood I'm sorry can you repeat that question yeah are we planning to put a hotel that's part of this affordable housing or is this a private Venture where resolution are you referring to 60 please save my seconds 60 says that we're going to 601 2125 authorizing notice of intention to issue one hotel consumption license by the Historical Method okay when when you're done we'll get to it thank you uh the one after that authorizing appointment of assistant city solicitor prosecutor then underneath there authorizing appointment of assistant prosecutor are these the same job how do we distinguish this I I don't get that I see that we have a lot of assistance to a lot of people working for us as staff members but it's getting crazy I mean it's that that are you that heavy with the jobs I think that either you're going to raise the taxes for us to afford to pay for this is that a way of pushing people out I don't understand and you may think what I just said is crazy but it's open people are thinking that way right we're supposed to be hopefully saving money for our city so that we can direct it to more important things um here's another authorizing appointment of Code Enforcement attorney I thought we had some already you know is this new guys someone taking someone else's place um thank you very much yeah okay does anyone else from the public uh have any comments on the resolutions okay so I'm now going to close the public couple things before I open this up to the council um Mr Hoffman do you um do you want to make a comment about um resolution 56 uh certainly council president um and I can also make comments about the other appointments if you wish this is um this this appointment is to look at a community center um so that uh so that we you know we it's been talked about for over a decade but this is this is something that's hard hard and fast so this is a proposal to look for the the location for a community center and then the followup for that is to work with the council after a community center location's been identified to see about what kind of permits are going to be needed from the d uh whether it's stream encroachment or something else so that's what's on the agenda for resolution 56 it's okay and now on resol resolution number 60 um that's for a liquor license am I correct yeah and that was just that was just a t that was just a typo if you wanted to answer yeah so the liquor licenses for Crown Plaza um over the last few years they they um the company that was holding their license went bankrupt so in order for them to get their license back we have to start from scratch which is this resolution the intent to issue uh a hotel consumption license by the Historical Method there's two methods by which you can issue a new liquor license number um the Historical Method is is the um option uh that we're following uh it Monmouth County is uh typo and that was has been corrected okay okay and then um Mr Bailey do you want to just make a comment about the um the prosecutor public defender appointments please yeah so under the city Charter they use the term assistant city solicitor um I guess that's how it worked in 1978 that's essentially the municipal prosecutor so it's a little dated that language so um Mr raao I think's been the assistant city solicitor prosecutor for probably 30 plus years then don't hold me to it but maybe about 10 years ago uh the state mandated that each municipality had to name an assistant prosecutor uh that's in the event that there's a conflict say that Mr ratio can't handle something that person's designated specifically by the council that's Elizabeth cruus who I think has served in that position uh probably 10 years since these are not new appointments these are reappointments and they you know usually we would do it on the uh um January 2nd at the reorganization but it wasn't done then so and they being done now I'm the last one is a prosecuted to prosecute zoning offenses um you may remember Carl Beckwith served in that role for probably 25 plus years Mr Beckwith retired a few years ago and Miss cruus has served in that position as well so they they existing positions and it's the same people being reappointed council president if I may just add a little flavor to some of the other the one other resolution Ken Albert 201569 7590 that was his cell phone um I Know Jack drfs by heart I know all the venerable leaders of the city he is responsible in great part for the beautiful topography that we have by Flat Rock that curving sidewalk and a lot of very Charming projects He with Bob beniki Peter baronio Karen R really brought in everything we had Robert Redford from Sundance and a lot of wonderful projects here if we're going to do something about the Liberty school if we want to have a community center if we want to test the medal of what we should and shouldn't do we want somebody with that institutional knowledge now he may have helped other people liked other people ate in a restaurant night eat in a restaurant he may have prayed on a Friday a Saturday or Sunday it's of no consequence we want all hands on deck to make a good decision and it pays to bring somebody who knows the city is his information dated is his license no good where does he vote where does he pray none of that's relevant what's relevant is we're moving this project and he has talent thank you so so um so before I open this up to the council um on resolution 56- 01225 um where it says whereas the city of Anglewood requires the professional planning Services of a consultant for the following projects it should just read Liberty school Redevelopment and Community Center planning project the second that's what I was just okay what why don't you this is what YY gave so one one moment please it should say where as the city of angle requires the professional planning Services of a consultant for the following project a community center planning project with D related permits so that's the that's a and so I just think that it's it's just an opportunity for us to invite new fresh ideas into this Innovative project we're doing with Liberty school um Ken Albert has done work here for over 40 years and some of the stuff has been great and we all have different relationships with different people but I would like to see this process opened up so other people get opportunity to see our great city um have visions of something that they've done similar to this project as opposed to because of the similarity that we're usering someone in right away and although I know there's a a a time limit in regards to Liberty school I get it I just want us to do our due diligence in moving forward when we Pi pick people for these particular projects okay thank you any other comments from the governing body um yes um is he taking someone's um position or is this a new position created for him um there was no discussion on it I just saw this on it um on Friday so I don't know what's the rush and I disturbs me when I see so much in parts and labor on page number three fire department uh 24-h no excuse me 24 d2810 fire safety service apparatus parts and labor Truck 2 in the amount of 6,000 $444 then if you go down to the next one uh apparatus repair for labor for truck one 14, 93065 and then it and it goes on and on um I would venture to say that council president that these aren't scheduled maintenances uh but it doesn't say what it's for as it just read repair and that's alarming to me that that number the um I'll get I will get the backup for both of those and then send send it out to the council there there were a couple of uh different significant repairs there was a cracked radiator I'm not sure which which vehicle that was for um but we'll get the information for the council it'll be sent out and if we go down to uh Public Works 24- 03450 BNB organic waste recycling could you explain the 14,000 Mr uh city manager please sir uh this was this was recycling material that was taken out out of the city so some of this had to do with um with material was taken out based on the on the August storm and that was that's who that's who our contract was with but I can get I can provide the council with additional information but this was just you know clearing debris after this after the storm and then and then some of our other stream cleaning stream cleaning thank you for that explanation Council um city manager and and one of the reasons why I highlighted that is because there's an aurous job except especially for age friendly people to recycle and so I just want to make sure that they know that recycling's working and that don't give up on that effort this number does not coincide with that is that right Mr city manager correct this is or this is organic material so the recycling you're referring to is paper plastic and other material and we do have that recycling every third weekend of the month resident can come down to the DPW on Saturdays and Sundays and and and uh do recycling if they if they miss it on their regularly scheduled dates and they can see that information on our website yes thank you council president any other comments on up to Communications from the governing body and city manager mayor Wilds thank you good evening everybody um well first a brief comment on the deer fence uh Mr Wilson I get your concern and I understand the environmental justice component that if people can afford the fence it keeps deer out of their home but then it forces into homes or backyards that other people can't afford I get that but that doesn't mean that number one there wouldn't be a resource perhaps or grants or funding for people who have it and somebody has to start dealing with this health hazard and I think this is a very effective uh Venture and I worked very hard with neighboring Mayors through the years and then it fell on deaf ears I don't want to turn it into Leonia and I don't want to turn it into a home that can't afford so I think it's a very thoughtful uh argu ment that has to be uh worked on a little more as we get closer with this but I think it's meant uh well and again protects Health ladies and gentlemen uh yesterday our city and Nation celebrated Dr Martin Luther King day it's an annual reflection of the history and assessment of our current state of society deeply enshrined in our Collective Consciousness holding a dear place in our heart um I want to thank uh the Ebenezer Baptist Church for hosting uh once very important event I apologize I was out of town in 1963 Dr King wrote We are caught in an inescapable network of mutuality tied in a single Garment of Destiny whatever affects one direct directly affects all indirectly more than 60 years later the sentiment Rings true I hope to continue in this Guiding Light with our own Council in our own city as we work to do the most good attainable for every resident in our city and at least acknowledge uh where we may fall short or where we're trying please ladies and gentlemen look at the holiday week DPW uh schedule which has been posted Recycling and Christmas tree pickups will continue for the second W Wednesday's third W Thursdays and fourth W on Friday on Saturday January 25 the recycling center will have an on-site trading service available for residents as well congratulations to our Senator uh Gordon Johnson for being named chair of the new Jersey senate labor committee where he will focus on advancing policies to strengthen workers rights job growth and workplace protections these are key factors in our current economy and I'm certain all New Jersey residents will be well served by Gordon's leadership in this new role uh the angood police department is putting forward a scam alert um there are particularly scams individuals claiming to have won the lottery offering a portion of winnings in exchange for helping with them cash the tickets as well as scams involv olving fake jewelry in some cases Watchers falsely presented as Rolex I want to thank Chief gy and his staff for once again being proactive in protecting our community These Warnings have been distributed also in Spanish to address a targeted attempt to exploit that segment of our community I thank you to the angit school system and the district for its uh hosting its parent University last week our teachers and administration do a tremendous job we have heard the saying that it a village it's to their credit that they proactively engage with parents and families in the experiences that our students have so they know that they will succeed I had the privilege of being honored I being present there I want to thank superintendent Dr Marney Hazelton the school board and everyone else who dedicates their time and effort to these initiatives that benefit our children the community chest of Easter Bergen County um also I want to thank them for their ongoing efforts other opportunities for the has the county young women's leadership awards please look at the postings uh special Kudos and congratulations to our two newest members of the angood board of Library trustees Karen moss and Mark Schwarz Mark is formerly um the librarian at Whit and case he was a recovering or retiring lawyer who became a librarian and Karen is a fixture uh in the library all these years both were sworn at the January meeting our Public Library Pro uh provides tremendous services in programming for fun and education for every member of our community I urge everyone to stop and see them and join uh their Facebook and of course coffee with the mayor every Friday at 11 o'clock where it's live and we get to review the week's happenings thank you councilwoman Angela David yes that's the little update I want to thank um the police department for getting the information out for the parking and also DPW for the snow removal and the only my only issue that I had calls with neighbors is like we're to park it wasn't um explicit enough saying that we can maybe perhaps do some partnership with the school to park to move the cars there when the school is out or maybe Walgreens you know cuz some of them said they didn't know where to go and they have small driveways or they have like cars they don't use but um every other than that um it took a village and I want to thank the um police department and DPW and the fire department also who helped some of the seniors on Cambridge okay hi councilman Dr Rosen swag hi thank you good evening everyone um I also like to thank the Ebon Eben of Baptist Church for a wonderful um program yesterday and for pastor hon coming from Philadelphia uh to speak to us I'd like to uh congratulate our council president Dr wiski um really getting things done at these meetings uh we're at the the fifth ordinance already and we're we're not even out of January so that's a pretty remarkable feet um I've been speaking to people from the county and and this has definitely been noticed that Anglewood is is is a town that where things are getting done and and that's really thanks to her and just a word on affordable housing and I was glad to have Mr Zabo here uh two and a half weeks ago I brought up you know that we a lot of us get email saying you know 4,000 new units are being built 4,000 new units and and I went through the example of that number is not possible you know cuz you know I just picked an example tutor Hall that you know you you'd have less units if you if you redevelop that and then some people who are suing the city came up to the mic afterwards and told us yeah we know tutor Hall is not going to be redeveloped but that was a stunning admission to me because you can't get to that 4,000 number without tutor hle and the like there are you know couple you know maybe a dozens of not hundreds of properties like that so that was an admission that they've been lying the entire time when they put four the number 4,000 out there it's been a lie from day one to livee that still continues and we still get that email and it's a stunning admission that they told us that they've been lying to us brings up the next question what else have they been lying about and and probably quite a lot so keep your eyes open there are a lot of lies being out there and they've actually admitted to it thank you councilman to thank you first of all I want to thank the uh fire and the police for doing an excellent job in clearing the streets and DPW so fast and making sure that our streets are safe um I uh I have the pleasure of joining the uh Recreation advisor committee um as a leon from the uh uh Council and I'm very very excited on that because I ran on the idea of fixing our parks and cleaning our parks and now that I have I'm on the front lines of making sure that our parks are great it's just one of the things that I I can check off and I'm very very proud of that uh I wanted to wish everyone a beautiful week and uh thank you councilman Wilson thank you council president uh first giving honor to God without him this wouldn't be possible um we have many people in a city that have been affected whether they've ran into a deer whether they've seen a deer um and reported it from being hit and needs to be removed from our our roads our city streets uh but I haven't heard of the influx of health hazards for deers uh in the town um so that was my concern in regards to the fence I had the pleasure as well of attending the MLK Day ea uh celebration of Martin Luther King's birthday yesterday and I was bundled all up ready for the the march from City Hall uh but it was called off due to frigid weather um and by the grace we had a pastor that visited us from Philadelphia and uh Mr Pastor Austin I believe and he said something that was somewhat riveting that when people speak often times we may agree not understand or not realize what that individual is saying or for those who do say that they understand they will say Amen or they might say ouch because that particular subject that's being talked about steps on feet and so I bring that up because often times as being having the pleasure of being a city official that there are going to be things here said on this Adas that our residents will say ouch to and I will say this to that that do not be discouraged in those moments that you may not feel satisfied by this meeting or any other meeting because we can't get this stuff done without your input so please do not give up on us because we need your input we can't get it done you voted us here for a reason hold us to that reason um we are entering a stage where people aren't able to to read our signs or understand our signs because we have a multicultural environment and so I'm going to have a discussions with the city manager in regards to possibly being bilingual on our messaging board uh because there's a huge populations that are being left out um and we want to be all inclusive we want them to be able to come to the meetings we want to hear from them as well um I would also like to take this opportunity for those of you who wake up and are able to transfer to transport back and forth easily it's not done by Magic our PD our fire department and most importantly our DPW are working hard and diligently to make sure when you open your door you can see a clean passage so thank you to um you guys who service the city it's not been unnoticed and we appreciate your efforts thank you council president all right thank you all right good evening yesterday we celebrated Martha Martin Luther King Jr day I always I could my printer was broken I have to read off my phone it's hard um I always take time on this day to reflect on his words his words stand the test of time on our and are instructional and inspirational it was a privilege to attend even Asar Baptist Church and participate along with most of the council and the city manager in a special Martin Luther King Jr cere ceremony special thanks to Bishop Preston Thompson for his invitation it's been cold outside the Anglewood Public Library is a heating Center and Bergen County has heating centers as well if anyone needs help please call the police the library during the day see what their hours are the health department the city manager's office please check on your elderly neighbors those with young children or anyone who might have difficulty managing in the cold please stay warm thank you Mr Hoffman uh thank you council president and good evening everyone there are several items to report on uh first is that over the weekend we had snow uh and then after the roads were plowed by our DPW um you know please do not blow snow back into the street our DPW did an excellent job of getting the snow off the streets uh but we have several we've we saw several instances we received uh pictures from residents and from uh as well as from our DPW of people that were blowing snow from their driveways out onto the street and that causes that's a that's a cause for potential accidents and um we just we can't have that if you know if you're going to do that you need to do it before the snow plows come come and uh clear the streets afterwards you know that that becomes a liability on on the homeowner uh if we can't get back to do that so our DPW was held over we had several of our staff members held over they were already tired but they went they went around to the different Wards and they they cleared the streets again so please don't do that in the future and the city's going to reserve the right to um you know to issue to issue summonses in the future but it's disheartening when you you take a look at video of snow blowers throwing snow into the streets uh this week garbage collection and recycling as the mayor had mentioned are on a holiday schedule so please look at our social media platforms as well as the the annual calendar which uh lists the the uh the alternate collection dates and then this past Sunday there was a wonderful article in the Bergen Record and the the lead article in the local section of the Bergen Record and this is about the uh the blind hockey there's blind hockey players that are using our rink at the uh the jont T Wright Arena and um there's going to be a documentary that's being made about it of the city of the city was was approached by the blind hockey players and kudos to our rink manager for uh giving them ice time so that they could play and if you see them play they they skap beautifully and it's just amazing but um you know this is just one example of the many good things that happen in Englewood that people don't know about because it's done under the radar and it's just done because it's the right thing to do but we have we have some video from last February when there was a tournament here and it's just it's just amazing so I I encourage you to use the the arena it's it's sold out almost every weekend um and then uh you know for skating it's a great place to go councilman Wilson has said that in March when things slow down he is willing to go out onto the ice and he is going to show everybody his uh triple pette um but it's going to it's full full disclosure it's going to be done in one of the bumper cars so uh but just you know please please use the rink the DPW also did um did another amazing job so right behind this building right back here there's a swell between the police department and the fire department and the railroad tracks this is this is a c this is a CSX um RightWay the swell was it in you could walk straight across you didn't need you didn't need to there's no dip no nothing so the DPW went in last Thursday and Friday they cleared out that swell and they found a concrete covert down down by the fire department that was completely silted in so this is um this is csx's responsibility and they haven't they haven't lived up to their obligation so their Cavalier attitude has had a direct impact on the flooding on South Van Brunt Street and in other locations in the city and when you think about the flooding we had here on August 6th uh water was coming water was coming from behind this building so it should have gone in the swell and there was no swell for it to go into so we need to have some further discussions with CSX and we need to take some action and the work that the DPW has done um their time and their effort and whatever material being taken out will be charged to CSX because uh we're we're keeping track of that starting tonight on which is tonight Tuesday January 21st psng is going to start working on underground electric cabling up on East Palisades Avenue so if you have the police alerts you you got the alert about 45 minutes ago so this is um work that's going to take place over the next month or so but it's going to be done at night so that uh so that there will be less Interruption with our uh commuters our commuter buses as well as our school buses and other other patterns during the day but um please look for the posted detours that uh that that are out there now and then on on W on last Wednesday the uh the police department had a written exam for the police for the police exam we had 183 people that signed up for the test 125 showed up so we had about a just under a 30% no-show rate it's the same rate as last year but uh the the tests are being graded and those that have a 75 or greater will be invited in for for to take the physical exam and if they pass the physical exam then they'll be invited in for for interview so we're we're hoping that we have a a a large number of people that will pass the physical exam and then within the next few weeks the city will be going live with a mobile application that will streamline access to our website so our goal is to provide information in two clicks or less so please stay tuned for details but we're we're looking to go live with this around Friday February 7th it's being tested right now and um you know we just we just want to be able to have people get access to the information as uh quickly as possible so we've been working on that and then our the affordable housing resolution that was adopted tonight will be posted on our website within the next 48 hours that's one of the statutory responsibilities that uh that we have um with this with this round four obligation so you can look for that you can look for that resolution online and as the council president said before you know it's cold out so if you uh if you know of people people that need need to you know that are in distress please call the police if it's after hours uh the county has shelters that are available and we can make sure that people have a a place where they can go to and and stay warm and be safe and thank you council president thank you so I'm now going to open the meeting to the public speakers are asked to step up to the microphone and give their name and you have three minutes to speak Amy Bullock Howland Avenue um first council president um I would be interested in knowing the demographics of those who took the police test um one obviously I want to ensure that we're reaching uh all populations in an equitable manner it has even been mentioned that we don't have any Jewish people on our Police Department I I'd be curious to know who is actually applying and taking the test um not just Jewish but Hispanic africanamerican black um and Asian um the deer so at the last meeting I commented on the fact that if you put deer fencing up it's only going to drive the deer to go into other neighborhoods councilman Rosen swigs used rats as an example saying that if you remove the food the rats go away they don't go away they move they go somewhere else they don't disappear Into Thin Air my concern is that if deer fencing is allowed and I know that Wards one and two have been pushing for deer fencing even at one point wanting to use bow and arrows to deal with the deer and I understand why because I have deer too I've had to sit in my car and wait for the deer to move from my front yard to get in my house so I understand um but my concern is if deer fencing is put up where are these deer going to go are they going to migrate into the more densely populated areas of the city because they can't get into flat Rockbrook WS one and two want to put deer fencing around their large Lots if we were to put deer fencing around the Lots down here we would look like we were being institutionalized with 8 foot walls surrounding our properties um and it's it's it's going to increase the risk of vehicular accidents exposure to people on what the master Clans first draft uh described as less wealthier and less white and I'm really disappointed that our council at large is not taking this into consideration but just voting to put deer fences in when was the last deer study done do we know if the population increasing decreasing or staying the same lastly discrimination most people think of it as an act of commission I urge each of you to look up Acts of omission because this is a form of discrimination and I can read down a list for you of the acts of omission that have occurred by leadership in this city and unfortunately it includes things like deer Tri on pool Community Center we're working on but for years it's been an issue failure to share full ordinance at first reading acts of omission people in power ignoring other groups from public discourse it's discrimination thank you thank you hor ragia 51 West Hamilton Avenue um Ken just talked about to the hall again he didn't say that he put a number on it40 million if I have $40 million I would spend 20 million down to here and buy 30 properties and have more acreage I would bu buy a $40 million property and first of all he talked about the LIE the biggest lie here is nobody knew what was happening at affordable housing from the 2014 or the 2004 master plan that's the biggest lie it started there because nobody was aware so that we have no affordable housing in none of the Brownstones not Evo not will one William Street which that's where the light started from so don't come up today and talk about to the hall that's beyond the point nobody would buy your house like you said to me all right they'll buy buy my house it's cheaper for them to buy down the hill than buy up the hill all right and another thing we talking about like I heard um mayor wi talk about uh Peter Baron Ken Albert um Bob Beni I go back a longer time than most of you guys up here right Ken Albert built uh the moner was the engineer for the municipal parking that flooded 4T of water the very first year Ken Albert and Bob Beni Peter B and Carol all looked at a fifth five story building added on a fifth floor added on right across from City Hall and never noticed it Ken Albert moved in there and lived there thank yous 4 Shannon Court I I like a status on the Denning Park contamination report we were supposed to what do a some kind of testing it's been what a month two months have we started doing that Dan do you know that are you aware of that you have we done that oh I'm sorry just just make your comments please um that's one also this Englewood updates they're pretty informative and I thank you but however it looks like there's only two people two council members here that's making this report what happened to you did anyone ask input Angela and Kevin it it it gives the appearance that we have that the city is divided because I thought we do everything together right so people have asked me about this what happened to Angela what happened to Kevin what what's going on here I would like an answer for that thank you okay thank you anyone
