given yes chairman thank you uh I have before an approval of minutes uh could I get a motion motion approved I get a second I wasn't here but if I can I would move C items with board discussion uh do we have anything that we need to uh discuss yes chairman after consultation with the city manager and based on Monday's discussion at the workshop we would like to request that we defer consideration of the CRA resolution 25-01 adoption of the downtown master plan until after the workshop thank you well let's um can we can if we can let's just just get into it what what is this other Workshop going to do for us that we don't already have and this master plan it's just a guide correct correct yeah I I agree it's it's just a guide and you know we firm it up as we we move along correct right so so what what is another Workshop going to do for us that we didn't get from the last workshop with Mr Gman and the Insight that he brought to the I mean the master plan's a guide so I'm just I'm just trying to understand actually I'm trying to understand why the CRA needs to adopt this at all number one I mean if we sold the lot still developer would we require them to give us a plan to put into the CRA master plan I'm just I'm just looking for some kind of guidance I'm not mistaken it's because the CRA funds were used to purchase it I I I think what uh I'd like my thoughts on some of that is that this is attached to other things as well and uh we learned a lot you're right uh we learned a lot from that consultant speaking and we're going to hopefully end up with a consultant and have him review that which he should have done or someone should have done before that there are some things in there uh that he pointed out that we just want to make sure and get it right but it doesn't stop anything else Gary everything else goes on our five irons are still on the fire that we had now that we didn't have before it's not slowing anything down um so I I I can see why uh Tom wants to make sure that it's reviewed properly and uh it's tied into anything we do with a developer even if it's on a guide but it's it is binding people say it's non-binding but it is binding to the terms and the agreements that are in there unless we both mutually agree to change it well but the sorry um sorry will you finish yes go well I mean I mean this th this master plan is an opinion at some point when we take it in please correct me Sasha if I'm wrong I don't I don't know what you guys know about CRA but it it's a plan that we make for a long term and we need to have that plan as a as a guide It's I heard it referred to a guide for the agreement with a respective developer but for us it's our master plan for a long time and from what I'm reading in the book we're supposed to F in the master plan that we're supposed to follow it um and Commissioners after us are supposed to follow it but we have nothing to lose I don't actually I don't agree with that I don't I don't so are do we have one at a time one at a time please so so are are we have to build exactly what the master plan opinion was of the three lots no I think we can't we can't do that until we go through that master plan I think that's the purpose of the workshop that we go through it and we know what we're doing and why we're doing it and what's expected of us in the master plan and if it's going to be a long-term document we should go through it part by part by part and I think that's the purpose of the workshop and I think it's important that we do that you know I um and the consultant good yeah yeah we heard the consultant but we had didn't go through the you know I'm I'm I'm comfortable having someone look over it I think that uh one of the things that we talked about was being armed with as much information as we can and I think that understanding this the way that we should uh I think would be a good thing I think learn what we learned at the workshop on Monday I think we all walked away with wow I wish I had known so I don't think it hurts that we spend the time going over this Mr Mayor if I may it's me uh just to answer uh commissioner vice mayor ashcraft's uh question about the cra's involvement uh so the CRA does own the lots and uh this would be a recommendation to the city commission for incorporation into the Redevelopment plan because the city commission as a governing body is the only body that can change any of the development plans uh for the city so that's it's a two-step process it's um similar to what we do with the LPA uh to an extent so it would be coming back to commission as well for incorporation into the Redevelopment plan and that would allow for use of CRA funds for the projects and the more we know about the master plan the more we can direct the contractors are know where they're going and why they're doing it so the more we know the better more informed we are the better we can navigate this I agree I think it it we we know that we need to be more informed but we need to be more informed without slowing down so I think we're able to do this and not slow down you know I'm I'm comfortable I am too this will not slow us down we have five ir and fire we did great last Workshop any other comments Miss Wilder I agree with further research any other Mr Ash yeah Al come on procedurally uh state your name please oh Al ladimer economic development director uh I just want you to procedurally know that um the master plan will be once you approve it will be adopted into the Redevelopment plan and the Redevelopment plan is what governs the spending how the C may spend its money so um it's important that you are comfortable with the details the language that's in the master plan uh because again it will guide the spending uh that um is authorized by the Redevelopment plan I just wanted you to know that thank you Miss Lee any other comments no okay stand body no sir uh Miranda just that I have some dates for that possible Workshop if you'd like to talk about that now I'm happy to do that before we do that uh before we move on I'd like to audience to be heard is there anyone that came in uh specifically to talk about motion because the item before the CRA is resolution 251 sorry so uh committee we have before c resolution number 25-01 the adoption of the downtown master plan perhaps um you would want to discuss whether you're wanting to move forward with the with a recommendation for adoption because again it'll go to commission um at a later date or if you would want to table it and then discuss uh dates for the workshop that that's what Miranda has available to you so I can move that it be table till the next available work until after work is that the motion you'd like to make that's the motion I reach out to the consultant that put together the master plan they would be available to attend that date if that works for commission January correct so we would be proposing Thursday January 30th we could do 5:30 six whatever works for the commission I'm out of sorry you are or ar I am available I'm out of town and if we need to get some additional dates we can do that and I can be T yes sir preferably a Thursday okay no I'm asking I'm not I'm just saying I'm looking at any Thursday is fine if that makes it easier or I can speak up to that George Fest starts on the 20th with the kickoff have a meeting on the sixth so next available one will be the 13th Thursday find anytime there if that's something you want to consider the 13th day before Valentine's Day so is that a tenative it works for me that works for me you get what time evenings would be better okay evenings I'm open 13 I think it's the whoever they're bringing in probably but yeah yeah they that they will but I'm okay whenever okay well to to make sure that all the Commissioners have a chance to to get here I I prefer it be in theing okay and you need to check with the consultant correct correct I will I will check
