resolution number two 2A and 2 B at this time I am going to turn it over to Miss Mayan um on 2A and Mr baldowski following on 2B well whereas Michael Rosenberg has served as a dedicated present and hardworking board trustee serving on numerous committees for 17 years including serving as board president uh Board of Education vice president and president and has made a passionate and been a passionate voice putting the students of fairon first in every decision made and whereas Mr Rosenberg has been committed to the students of faon school district to empower them to receive the best possible education participating and attending any and all events possible to celebrate our students accom lishments and whereas Mr Rosenberg has worked closely with school administrators and has been an active member for the continuing Excellence of fairon schools now therefore it be resolved that it is with great gratitude that we thank Mr Rosenberg for his 17 years of service as a board trustee and wish him much success in the future and be it further resolved that this resolution be entered into the minutes of the fairon Board of Education as a per permanent record of this historic achievement that a copy of this resolution be presented to Mr Rosenberg in recognition of his dedication and commitment whereas special law enforcement officer class 3 Jose Valentine dedicated his life to Public Service beginning his distinguished law enforcement career in 1986 as an auxiliary officer with the Patterson Police Department and serving with distinction in roles including police dispatcher patrol officer Traffic Division officer DWI liaison and fatal accident investigator and whereas officer Valentine after retiring from the Patterson Police Department in April 2016 continued his commitment to Public Service as an sle3 AT Thomas Edison school where he found his true Colin in working with and protecting our students and whereas officer Valentine uh demonstrated exceptional dedication to the students of Thomas Edison school serving not only as a protector but as a mentor and role model created an environment of trust and understanding and helping countless students feel safe and welcomed in our school community and whereas officer Valentine's compassionate approach to his duties from helping new students adjust to school life to teaching children about safety with patience and kindness exemplified the highest standards of school safety and community policing and now therefore be it resolved that the Falon Board of Education extends its deepest condolences to officer Valentine's family and expresses its profound gratitude for his years of dedicated service to our school community and be it further resolved that this resolution be permanently entered into the minutes of the fairon Board of Education and that a copy be presented to officer Valentine's family as a tesate to his Las and impact on our school community and the countless lives he has touched through his service thank you Miss Mayhan thank you Mr baldowski at this time I ask that everybody please join me in a moment moment of silence for officer Jose thank you at this time I would like to draw the board and Public's attention to resolution 7A on the agenda this evening uh I would like to recognize uh number of Staff members within the Fair Lawn Public Schools who are retiring after many years of dedicated service Susan Murray of Memorial Middle School our school library media specialist after 19 years will be retiring June 30th 2025 at the end of this school year uh Tracy teal at Warren Point teacher of Elementary school for 22 years Jane spitzfaden Warren Point par professional after 24 years and Kimberly Lynn Fair alone high school guidance secretary after 10 years so we thank them for their tremendous dedicated Service as you can see almost a 100 years of service there um amongst those staff members and uh we thank them for everything and wish them well in the next chapter of their lives uh shout out thank you Miss Brown for for uh sharing such wonderful highlights and photos of the girls fencing team had a tremendous accomplishment most recently big congratulations to them girls fencing team nabbed their first ever foil championship at the 44th Santelli tournament this past weekend or last weekend actually at Drew University uh they were actually noted on nj.com on the win assistant coach Shannon ker says we fenced tough in the first session and once the second session started the girls told me they were tired my messaging was to dig deep work hard and one you are tired and as much as this is an individual sport they couldn't have done it without each other way to go fairon so round of applause for a wonderful [Applause] accomplishment uh Memorial eighth graders uh recently visited the Holocaust museum at Rockland Community College uh that was on January 7th and January 8th this is an annual occurrence uh according to um D darua who is our uh supervisor of humanities social studies Fine Arts and Elementary um who went on the trip it was an absolutely enriching wonderful and rewarding experience for our students a wonderful opportunity for them to learn uh we thank our ptas who actually helped support this initiative as well and offsetting some of those costs and TJ middle school will actually be going to the same Museum again um in March as well this year so uh wonderful trip and um we're looking forward to all of the work that the high school is going to be doing Holocaust Remembrance Day is coming up actually next week uh there are a number of events that are going to be scheduled that actually will go into the beginning of February and I know that the high school's also planning events for April um as well as far as bringing in speakers to work with our students uh and our student students in the Jewish Student Union are spearheading that initiative with Mr Kua Mr Gorski and the rest of the administrative team and then last but not least on the superintendent report this evening everyone saw yesterday that I had sent out an email to the community around Traffic Safety um as you all know probably by this point uh we had an unfortunate event and um it was our crossing guard uh devoted crossing guard over at Forest Elementary school who was hit uh in an car accident where he was injured um they are not life-threatening injuries but he was injured uh around 8:30 yesterday morning uh on the corner of Hopper and Arnold um he did have to go to the hospital we thank our police and uh Fair law and volunteer Corps who responded within minutes they were there immediately and did a tremendous job of stabilizing and taking care of the situation and supporting his needs uh we wish him a speedy recovery uh and we can't wait for him to return when he is well and willing um and uh we checked up on him today and things are improving so we are just very fortunate uh but also grateful for everyone who helped out in that situation this is a stark reminder for everyone to be very very careful around our schools we are seeing an incredible amount of increase in traffic especially the past few weeks that is typical because of it's being driven by how cold it's been so we have a lot more traffic uh we do recognize that at times parents get frustrated because with the extra volume as we all know Falon and other NE neighboring communities were not built for this amount of vehicular traffic they were walking communities um but lo and behold we're here and everybody is converging around the same time so what we're asking everyone to do and there will be another email message that goes out from the district and from our schools is just a reminder for everybody to give themselves extra time for everyone to um just Pace themselves and just be extremely cautious around the schools uh early in the morning there is glare from where the sun is hitting there's also glare because there's snow on the ground so there are a lot of factors uh we also encourage and remind everybody to please please please please stay off your cell phones when you're driving especially around the schools um because it does cause some challenges of course because the of the safety um so thank you to everyone for all of your support um and I have been in communication with the Fon Police Department uh with the burrow manager in regards to traffic around not only Forest but all of our schools as well to just continue to bring those recommendations back to the pedestrian Safety Committee the Traffic Safety Committee to see what can be done to continue to enhance safety for our students for our staff and for the entire community and that's all for I have for the report tonight this portion of our board meeting is specifically for comments on resolutions listed in tonight's agenda when speaking state your name and Municipality of residence specify which resolution you are addressing limit your remarks to 3 minutes state law prohibits board members and administrators from discussing Personnel matters student discipline or other confidential issues please note that this is not a dialogue or Q&A session between speakers and the board while we may not respond immediately or to every comment made tonight all input is carefully considered and helps inform our decisions responses may come through emails reports board statements website updates or the comment after the comment period closes thank you for your participation in our school communities government governance please also note that beginning in this year for this board you will note that the timer is up on the side giving everyone the opportunity to see and paste their ability to speak so that everyone is prepared on the timing of how much time they have left uh the floor is now open to the public Christine Weinstein fon uh I just wanted to thank uh Mr Rosenberg for his time and service and all that he's done for families and students in our district for so many years 17 uh he was a real strong advocate for special education so I just wanted to publicly thank him for for that also thank you for recognizing officer Jose he was such a wonderful man and he is going to be greatly missed um he's one of those people that just shined and he he was just wonderful so helpful and and the kids just absolutely absolutely loved him and uh it's funny how these officers you know I remember when we were voting them in to have them in the schools and how everyone was very uh you know at odds about it and these officers are such a big part of our our kids' lives and really special people so I just want to thank them and thank you for recognizing him thank you is there anything on the Google Doc yes there are there are several comments first comment is [Music] from shaza ahed Recently there have has been an increase of pedestrian related accidents near all of our schools more specifically by Forest Elementary School where there is a lot there are a lot of blind spots with the amount of cars that are parked for pickup and drop off as well as cars that are speeding by without any regard for pedestrians I am requesting to have this area reassessed so we can get speed bumps installed in front of forest elementary school to slow down speeding cars requesting to install pedestrian crossing lights on Hopper Avenue towards the school and increase law enforcement presence during drop off and pickup times to ensure the safety of all of our children going to and leaving school this is a serious issue that needs to be addressed by the board in coordination with the Falon police department and the B to ensure the safety of the children and residents in our town the next comment is from Michael Rosenberg I would like to thank the board that voted yes the administration and the parents for the resolution on tonight's agenda as well as the support I received while I was on the board as well as the nice comments that have been sent to me being on the board was a labor of love for me and a large part of my life I only wish that the current board works together with the administration to keep our school district the superb District it is please stay in your lane and Avail yourselves of all of the training available thank you again and the last comment for the first public portion is from Juan Garcia uh for fire alarm evacuation not fire drills during cold weather please consider supplying schools with cold weather evacuation kits similar to New York schools so our kids are not exposed to elements in emergency situations when time is of the and kids can't grab their jackets a fire evacuation kit for a school during cold weather should include warm clothing like hats gloves thermal socks and emergency blankets to protect against the freezing temperatures during an evacuation and that's the end of the first portion of public comments this evening the floor is closed I will now open the floor up to board comments on agenda items Miss fich so I noticed for the meetings um it was changed from March 10th and March 19th to March 13th and 18th so March uh I think 18th is a Tuesday we never had a board meeting on a Tuesday can we change it till Monday because we have Mondays and Thursdays that's usually one our time why are we doing it on a Tuesday randomly and why did the dates change do you have any other questions I'm happy to answer as soon as everybody's has their questions as the floor is closed Dr diio uh Miss felich so one of the things that we did was um since the last meeting the actual budget calendar actually came out officially and we had a change in the date typically the pre preliminary budget is due by March 20th um because of uh an extending circumstance with a holiday that falls on that day the me the due date to the county for the state approval for the preliminary is now due on the 19th which is what drove us to have to have the meeting on Tuesday the 18th um the board will probably recall one of the recommendations that I had made in consultation with M manuso our business administrator last year was that uh in an effort to provide the board ample time to to process um the budget process um we have the preliminary presentation I believe is set for March 13 and then the board vote on March 18th is that correct Miss manuso and we have our small budget meetings in February and the reason we do those on two separate nights is to not present the preliminary budget presentation to the board in one night to take questions and then to push through a board vote on very short time frame and that's why we gave a few days in between so that's why those adjustments have to be made and that's the difficult thing we recognize that but the difficult thing is is that the challenge we're up against the deadlines from the state that are required and we couldn't have the presentation on the 19th um or the vote on the 19th because the deadline to the state would have already passed that day what we're trying to do is also buy in as much time as possible because if we have the meeting on the 13th there may be some points that come from the board that will require the administration and the business office to go back and make adjustments that only gives us Friday and then Monday in order to be able to do that in preparation for Tuesday so that's why we did it on Tuesday I um is this question on agenda items or is it in reference to this discussion okay go ahead [Music] um on one J I would like to ask uh if the district uh requested uh extra attention to Hopper uh Avenue from the pisan police and can we request if the council can intervene with a traffic study around Forest uh it's a very um Short Street um there's only as far as I know there's only one Crossing it was only one Crossing go and um I I I feel for the safety of our children and I would like for us to send a formal communication to the council and the Bor and the Bor manager so they can intervene I'm sure the super I'm sure the superintendent has communicated uh extensively with the board manager in the police department but I would like to put something in writing uh to express our serious concern for the safety of our children um for 2A I would like to thank Mr Rosenberg for the many years of service to our community and our children uh although um I have disagreed with him a few times I never doubt and now at once his commitment to our children uh so I wish him uh good health and happiness uh for many years to come 2B I would like to uh express my deepest condolences to the Mr balentin family for 5A 58 as an apple uh I'm voting yes on the reorganization meeting minutes for January 2 only I'm abstaining for the executive session and the regular meeting on December 19 for 7A uh I would like to congratulate the Educators on their retirement thank you for the many years of service to our children and I wish you students have access to high quality Equitable education opportunities that Empower them to reach their fullest potential thank you thank you are there any other committee chairs that have specific reports on their committee or Lea on the education committee yes thank you Mrs Mayan I do have a list of of committee agenda items uh we just reestablished with the new board the uh the different committees so I just want to review what other committee members in the education committee has have given me to um use for the next agenda okay first of all uh the investigation of four-year focused uh courses of study uh it's feasible the feasibility of it for a cohort of students with specific interest is one a second one is posting the criteria for identifying gifted and talented students at each grade level Point number three the consideration of a nine period versus an eight period school day at the high school uh fourth Point district-wide restrictions on wireless headphones and then a fifth Point guidelines for watching movies including An approved list so those are five items that will be on the agenda at least for now and then hopefully if other committee members add anything thank you Julie anyone else it's not a report uh I had just been appointed a chair of the sharei services committee so I would like to uh solicit from the board members uh uh uh topics that you would like the share Services committee to consider uh and due to the nature of the committee please email the topics um at your convenience I had a very uh Pleasant conversation with the superintendent and we're looking towards uh continuing the practice of meeting with the council with our share services and also thinking outside the box with other uh potential uh topics thank you okay this portion of our board meeting is is specifically for comments on any matter when speaking please state your name and Municipality of residents specifi we need to take that out limit your remarks to three minutes state law prohibits board members and administrators from discussing Personnel matters student discipline or other confidential issues please note that this is not a dialogue or Q&A session between speakers and the board while we may not respond immediately or to every comment made tonight all input is carefully considered and helps inform our decisions responses may come through emails reports board statements website updates or after the comment period closes thank you for your participation in our school community's governance the floor is open for public comment on any business [Music] Miss Cora can you just turn on your microphone so everyone can hear you thank you lud Cora uh so I would like to address address what occurred on December's meeting so I must express my extreme disappointment in your actions or more accurately your lack thereof during the December board meeting what occurred during Mr Rosenberg abrupt exit was alarming unbalanced and clear demonstration of lack of leadership on part of the board education my child was present at that meeting when Mr Rosenberg abruptly resigned he stormed out of his seat visibly frustrated storm out of the room but before he did he stopped at the last row where my child was sitting separated by me and another member of this community he yelled he yelled so the lack of you guys addressing it was extremely upsetting when my child left he was afraid I took my child this was his first meeting to this board member he was afraid he said what is going on and that is atrocious you're Board of Education how do you allow for a 11-year-old child to be afraid to sit at the board proceedings not only there were three other miners present at the meeting for any adult let alone the mor member to verbally assault members of the public in attendance is unacceptable the fact that you chose to ignore this dangerous and inappropriate behavior demonstrates a con concerning lack of leadership respect for the public and regard for the safety of those in attendance this type of behavior is unacceptable and undermines the trust this community put in you I urge you to take immediate action to address this matter and to ensure that such incidents are not repeated in the future I was very pleasantly surprised to see a security officer at the door thank you the question remains Miss Mahan you're the only one who were able to say something because apparently from my understanding other borers are not able to speak unless you ask them to speak instead of addressing and reassuring the public and their safety you decided to say we're going to the bar so not only that my my son is questioning are you guys why are you drinking during school hours this is Board of Education like like the things that you are guys going on like I have zero trust in this board I'm upset because I'm not allowed to take my son to sit here every single time he wants to be here he wants to see how you guys perform and that goes to every single person here as an 11-year-old child maybe he wants to be one day sitting right there but you basically said I'm sorry no you cannot protect him I'm getting upset so I apologize I was trying to be composed this is extremely critical issue and requires immediate attention to restore trust and ensure that the boardroom is safe and respectful environment for all the attendees thank you very much feel like you can't even see me here oh my God my name is Paula I'm a do I say where I live just MP municipality not your address I'm here in Fon and may I just have your last name please shuck I thank you everybody knows me well that was that was crazy I wanted to uh speak on what you just said CU I this is the first time I'm actually here this year because I actually love the Board of Education um so I don't know really what happened besides what you just said about um Mr Rosenberg I've had a few things with him myself but um to having a child here and to for him to be scared is a little crazy um so I wanted to get on here and really speak speak about our Board of Ed um I'm really a voice on the billboard I don't know if everybody knows the fairon billboard and I see a lot of negativity which is alarming CU you guys do so well I think with our kids that I'm not seeing enough positive things about what you guys do for our children and that is probably the biggest thing um I I saw the incident with Miss Rita um I personally don't know you but sitting here I wanted to come and see how your performance was cuz um you you guys are the voice of our kids um but you're kind I'm not trying to like come directly at you Rita but if anybody's going to be complete completely honest as me we the clock for one second please and I apologize for stepping on your words thank you for your kind words about the board your comments have to be directed to the chair okay so everybody and and you can't direct them to an all right so she'll know I'll speak you know you can make comments I got you you can make appropriate comments this isn't a back and forth and you have to direct from the president okay thank you thank you very much we can start the clock again all right so I can't say names gotcha when I walk in here I don't want to I don't want to see people on their phone bones I don't want to see people rolling their eyes I want I don't want to see people kind of like slouched over because you guys are the voice of our kids I want to see you up positive not making faces not rolling your eyes cuz we're here for we're as the parent we're here we want to be good with everyone I'm seeing so much I don't even want to say hate but not good coming for the Board of Education and I've never had a problem with the board uh Board of Education I thought they taught my I've I'm a I've lived here my whole life grew up I went to rabburn or morial because it's better than TJ and uh and F I graduated Fairland High School um and I I grew up in the system of being classified and needing all the special education since third grade um you guys are horrific so I don't know really oops hold on I'm almost done I don't really know what happened but I know that we need you guys all the time emails calls um a appointments to see you guys we we need it and though we have some bad days right now I see you guys I apologize Miss shuck I am happy to let you speak again I just do because the 3 minutes are up I do have to let else speak and then you can have another three minutes okay good do I have to sign in again Luda Cora Falon so I just wanted to also I needed to come down just a little bit after that speech because it was extremely upsetting I didn't come through the last meeting because I was still upset about how my child that was his first meeting and it's his last meeting so but I just want to say if I'm not able to rely on you guys as a board of education how do you want me to expect to go to the principal and say well you know what let's assume that there is a bullying let's assume there's something else I see how you guys act you are not behind us you are not supporting us that's what I've been seeing I've been watching you for over a year I've seen just like Miss Paula mentioned there was a lot of eye rolling there's a lot of disrespect every single time there's an individual who has an accent there are members on this board who feel that it's appropriate to laugh and smirk I take that extremely personal I am an immigrant it took ex I grew up I actually graduated with Paula so it it took me a very long time to speak the English that I speak right now I know five other languages besides English so it's extremely hard to speak English So for anybody especially a board member a face of the board to laugh make smirks or or do anything with an individual who have accent is disrespectful on so many levels it's beyond Me So currently I cannot it's not only me it's there's other parents that do not have trust in you they do not believe that you have our backs they do not believe that you have the backs of our children you are the Board of Education guys you have to have our backs we rely on you majority of us voted some of you most of you in you won you you you won the like you won won the race you're sitting on the board you have a job to do I read you know what your jobs are yes there there's limitations but when there's atrocious behaviors from the board members it's unacceptable we are all adults our childrens are looking up to us I don't know how many children are watching on here but you have to understand it's recorded they could they have access to this so please let's get together and again I grew up in this town so I know what we can do but it's not happening thank you anyone else Miss sh you can come back [Music] up um okay so I saw the incident that happened I don't think it was December though I'm not sure of the incident that happened last um when one of the board members got frustrated with the what was it for the newspaper right it was the newspaper that we were last talking about um and I saw somebody jump on like getting as I guess annoyed or frustrated with one of the board members questions and I just I wasn't I saw the video real quick um I did get on the billboard I spoke to a few people about it because people were angry um and I think it's more sometimes the parents in the Board of Education I think sometimes the parents get more carried away and make things a lot bigger than they are um but just remember to be kind just no one no one is better than anyone just because you guys sit there with rank doesn't mean that you guys have the right to speak to people a certain way cuz you don't um I couldn't even imagine if somebody spoke to me or shut me off [Music] um get a little violent but um but no just be kind cuz you don't you never know what that person's going through you never know if it's their last day here with us so um just be you know try to be understanding everybody's frustrated everybody goes through their bad days um especially as a military wife I know them bad days so my words are ju you know just be just be kind and I hope that things get better here I have nothing bad to say about you guys I think you're amazing I'm sorry that that incident happened with your son um I'm glad I wasn't here um but you guys thanks for all you do and I know that some of our some of us are a little crazy and we get a little carried away but you guys are pretty pretty amazing and uh you guys matter too I don't care what anybody says your job is hard just like everybody else's job we got to take that in consideration we're not any better than anyone else we all at the end of the day we all plead the same thanks anyone else Google form yes we have two comments it appears we have um comment from Natalie Lambesis uh who says the radburn PTA would like to extend a sincere thank you to Dr dionio and Miss Jee Brown for visiting our school and reading to some of our kindergarten first and third grade classes during our readathon it was a special experience for the students the radburn students collectively read over 186,000 minutes and raised more than 33 $3,500 that deserves a round of applause [Applause] right we will notify the board about some of our upcoming events including Lunar New Year and our schoolwide culture day we welcome and look forward to more visits from the board of education at radburn school thank you um and I just like to thank uh Mrs limbus and entire p ta ta and the faculty and staff over at radburn who did such a tremendous job um it was an amazing experience to be there and see the energy and the excitement on the kids faces right Miss Brown it was great and I know that there are many of these events coming up for our board um in the future we have other readathons that are coming up especially as we lead into March so really wonderful opportunity so thank you to the radburn PTA um the next comment is from Juan Garcia and um there is a two-part statement um I am going to uh omit a part of it because under applicable laws as I've consulted with board counsel it does apply to personnel and we are prohibited from discussing Personnel in public um so I will just omit that portion of it um and if there are any unanswered questions from this well the administration will be following up with uh Mr Garcia regarding uh his specific concerns uh starts off why are the group sizes and number of sessions being reduced in after school enrichment classes for Elementary uh departments compared to Prior compared to Prior years for example Abra kadoodle code ninja uh while there are dozen people on weight lists uh are those funds diverted to $20,000 unnecessarily going to logo branding taking away instructional resources from the most financially vulnerable in our community uh and then the next statement question is why are the meeting information agenda Google doc form and YouTube live stream links not placed on any of our district social media platforms uh so we'll start with the last comment first uh we have a page on our district website uh and the page on our district website under the Board of Education actually has all of the information here um for example this Google form link that uh is being completed by members of the public um as well as the link to all of the board meeting videos all of the information is there including our bios for our Board of Education members all of that information is there on our District page uh as far as group sizes for the after school enrichment classes that's actually something that we continue to evolve there have always been weight lists um the funding that goes to after school enrichment has nothing to do with Communications and Logo branding um those are two separate line items so there are allocated funds that are specific to uh the after school enrichment that's driven by parent and student interest and demand um so we continue to evolve that and grow the programs for after school uh and that's part of the annual budget process as to how much money we want to allocate for those after school programs uh for our students and it's it's driven by demand So based on the partnership that we have with the after school uh program companies that we have there is a cap and a limit as to how many students could be in those and we try to devise it in a way that's based on uh interest surveys from the students and the parents around the types of after school enrichment that they're interested in so for example there have been survey responses on some after school programs that the interest was very low so we didn't want to run those programs because naturally we want to devote the resources to the programs that have the highest interest uh so we'll continue to evolve that and uh we try to cycle all of the students through so perhaps you can't get into a program in one cycle but we try to get them in later on different time of the year okay that's all we have okay the floor is closed Miss Cora um to answer your to respond to your statement um I am technically the voice of the board but I don't speak on behalf of each board member um we are a board of nine that functions as one so I apologize to leev um no one should ever have to feel that way and I feel for you as a parent because I was in the same situation um as you were with your son uh last January um my youngest had to be escorted out of this um room as a result of a similar situation and um at our last meeting I wouldn't let my children come because I didn't want them to be exposed to that possibility again and I will tell you that my 11-year-old tried to get a ride from a friend he's like a really really strong Advocate we're two therapists at home so it's a lot of conversation so um as a mother I feel you as a board leader um I can tell you that I am doing everything I possibly can in collaboration with Mr Bowski and the other board members to ensure that we are holding ourselves as models for not only our students but our entire community and um as a mom you are his greatest advocate and I hope that and I assume just because I've seen you at meetings before that you will continue to Advocate on his behalf and support him in the best way you know how and that's what we're going to continue to do and as a board we can all do our very best to ensure that we as humans treat people with respect but I cannot control other adults truthfully I can't even always control my seven my eight and 11-year-old sometimes they run the house it is just life but I can tell you that there are conversations that happen all the time behind closed doors and as a board and as individuals to ensure that we are doing absolutely everything we can to act as models and to always do better so it's that's all I can give you at this time okay thank you for being here here thank you for continuing to come um with that I will open the floor to board member comments on any business Miss um I always go to you first I know but I'm actually gonna I'm gonna go to Miss Brown because I saw her hand first I got you next all right I got I have a lot to say in three minutes so all right so I wanted to I didn't do it before but I wanted to thank Mr Rosenberg for his service um and I felt like I was kind of of stepping into his shoes this month cuz I went to a lot of events in uh town that I wanted to highlight um the memorial Winter concert I wanted to congratulate memorial for throwing an absolutely wonderful winter concert um my son is in fifth grade there and he got he was singing in the chorus and I think I have to sit in the back because I was cheering very loudly for him so um I apologize to the people in front of me for cheering um but the the chorus did a great job the orchestra did a great job the um brass Ensemble did a great job everybody there was great they looked so cute in their green shirts so I just wanted to congratulate them and I'm looking forward to becoming a member of the faon um music Foundation now that my son is in chorus um and I look forward to more events like that um I went to the high school boys basketball game in the beginning of the month and it was a thrilling victory over another team whose Name Escapes me at the moment because I'm on a time crunch um but those boys are doing an excellent job um during their season and it's really been a pleasure to watch them um I wanted to thank Mrs L L bassis lasses sorry Natalie um for inviting us to the radburn readathon it was the highlight of my day and I didn't eat lunch because that's the only time that I could fit over there so I just wanted to say hi to Mrs Kelly's kindergarten class Miss sao's kindergarten class and Miss soo's kindergarten class I'm sure you're all sleeping but maybe um your parents can show this to you later I had the best time reading to you guys and I can't wait to go to more of your events um they Bradburn sent me a list of events for the rest of the year that I'll share with you guys too um uh my eighth grade son was one of the eighth graders at Memorial who went to the Holocaust Museum and it was I wasn't there but it was so moving to have him come home and share all of those things that he learned there was a family member of a holocaust Survivor there and he spent he and his friends spent the majority of their time sitting and asking questions and learning and he came home and we had a lengthy conversation which was wonderful because he's 14 and he never talks so I it was very Illuminating we found books to read we we're doing our own research we're hoping this summer to go to the Holocaust Museum down to Washington DC so we really appreciated I appreciated that um so I want to uh yield the rest of my five seconds because I want to talk about fencing and the track team and I want to give them the right amount of time thank you thank you so yes once everyone has given their time given there a lot of time if it has not exceeded 30 minutes which it shouldn't because that's just not how math Works um then everyone can go again if they show choose um Miss felich and Mr Santan I have you on my name list so my first question is I I think I misunderstood I just want to make sure I it's clarified that the number of sessions for the after school enrichment program none of them went down so the four classes that we offered this year none of the sessions were cut this year so that's my first question my second uh thing is I would like mils has read Across America and I understand Redburn has Reon I would ra I would also like for re Across America to be districtwide versus one school I think it would be nice that the entire District participates in read Across America versus just one school so that's another thing I'm con um so I I've been talking about this for a while and I've been discussing this so this is not the first time that the board has heard it bordex has been tough to read and um most parents cannot sit through and click on everything especially since most of the time all of the time you cannot look at board dos on your phone so I'm proposing and I'm going to I'm making a motion for the district to create board a page or two of board highlights and Morris Hills and Morris nlls High School uh has an amazing um example of how board highlights anything that the board voted for it's on a PDF and it's basically one or two pages so most parents can read it easily and it's quick instead of clicking through every little tab which takes a long time and board docs has different fonts different highlights it's really hard to read it once it becomes a pdf version so my motion is to create board highlights of every board meeting from now uh starting next month a sec uh oh go ahead create board highlights for every board meeting in a PDF form that is about a couple of pages long in a PDF form so it's easy for parents to look on their phones it's easier to accessible for everyone I'm a second thanks um I will open the floor for discussion Miss Mayhan I have a comment as superintendent of schools while I recognize that the board has the authority to make a motion and second um I think the most productive and the board's heard me say this before the most productive and constructive way of handling change across a district that's over $130 million um almost 12 100 uh employees and 5700 students in 10 buildings is to refer uh any of these comments to the appropriate committee for more thoughtful conversations because any decisions that are made at the de have significant impacts across the district and I think it deserves its ample time discussion effort uh with the people that it impacts directly point of information in November I made a commit I made a motion it was moved to committee it was never discussed no information was ever provided which Robert rules says it would be done therefore I don't want to bring it to committee because obviously my emotions are not even considered to be discussed board policy actually states to recommend to committee uh so it could be emailed to the appropriate chairperson of that committee and then that would be put on the agenda per board policy within one or two Board of Education meetings but Robert's Rule has to be put on the next board on the next education committee meeting last year and in December it was never discussed that's what Roberts rule says it has to go on the next if it's referred to a committee board policy says one or two meetings in board policy but Robert's Rule says one so I'm not sure what we're going to follow I'm going to ask that the board attorney please refer back to this and we got legal advice and counsel I I say now can you discern for us what supersedes board policy versus njsba yes um our bylaws indicate that Robert's Rules picks up where our policies and rs leave off so if uh it's like a it's like a backboard so if our policy addresses as um our superintendent's clarified then our policy um supersedes rules the day um I believe the matter that you're referring to had to do with further conversation on the g&t issues uh which I believe was sent to committee and I believe that what was sent to committee was for further conversation if there was going to be any interest in further conversation and I believe that uh this just memory that at that follow-up meeting it was clarified that there was no interest in that committee to further consider or review or talk about uh the proposed amendment miss you can continue I thought Mr Bowski was talking yeah you had a point of information did you want to continue okay Mr Santana all right so what we have done um in the past uh during my my first term on the board yes uh the practice was uh to not bring up not not to ask the board to take on a new uh initiative during a board meeting unless that idea was not uh considered by the committee or ignored by the committee so it sounds like since then there haven't been any update on our board policy in the that regards well it has been there has been a board policy change where they where the the board committees have to take the topic that is suggested within one or two board meet committee meetings so correct me if I'm wrong so the the topic that Miss fic suggested was it Con was it discussed or wasn't not discussed by the committee uh of jurisdiction because because if she if she if she brought it up in December you brought it up in December November okay so if she brought it up in the in in November based on the policy it should have been like I I believe the policy say sh soor I believe I believe the policy says shall be discussed so it so that means it's mandatory it's not like oh we don't we don't feel like discussing it the policy said shall be discussed so uh you know it have to discussed pretty much either in December or in the January so if it wasn't discussed then according to the policy and our past practice what she's what Miss f is doing is permitted so maybe if we can hear from the committee chairperson that will that will help us are you done okay Dr berini as as most people know we not we've not had a committee meeting in January yet because we have the new board and we have new committee members however the people that were in attendance in the December meeting determined not to continue the discussion in the December meeting the people that were in attendance at the committee meeting point of information can we just discuss this motion and not discuss a re and create this is something so so simple it's just a little highlight of all the amazing things that we're approving all the new anything that we're doing great all the gifts it's not supposed to be it's something to advertise how amazing our district is I just don't understand why is it such a big deal for everyone just attacking something that is so simple it's just a page to two pages long it's not like I'm asking everyone to do a thousand pages of something does anybody have any specific opinions about the particular motion at hand Miss Brown so I think that that would would be a great idea however I will always vote no to motions that are being brought to the table here because you're not giving me enough time to think and research on the best way to go about that and we're also not the ones that create the agenda Administration creates the agenda so I would point of information in collaboration with leadership correct um so I would much prefer to have a more indepth conversation about this in collaboration with um Administration I'd like to make a subsidiary motion to move this to a committee to have that discussion I just don't know which committee it would be moved to would it be moved to a board retreat how we can certainly discuss it at the board retreat we can also move it to [Music] the that's correct um however we will be holding off until we um are we're holding off on our dates for the board retreat until we um seat a new trustee so if you would like you can email your request to the education small committee chair give me one second is there anyone who has not spoken yet that would like is is second second motion a second we now have conversation on the subsidiary motion is to move the prior motion Mr Santana okay so let's think rationally right now so since there were since there was no meeting there was no committee meeting as stated by the chair in DEC in January that means the clock is still running so there's still another month for the the the proper committee to consider it but let me let me remind you fellow board members the policy that we have says sh it's not optional if you want to discuss it or not if unless it was already discussed obviously right and it was turned down but it have to be discussed it's on the policy sha so if um the committee doesn't like the idea or doesn't want to move forward you just discuss that we don't like the idea we don't want to move move forward but to me it sounds like that our own policy is not being followed so is not being Faithfully followed Mr Santana if I may I just would like to to at this point just read the policy for everyone please uh this portion of the policy um specifically states that agenda items uh shall be decided upon by the chairperson in consultation with the superintendent should a board member whether a member of the committee or not wish for a topic to be brought for discussion at a committee meeting they shall email the chairperson with the said request the item will be put on a future agenda of one of the next two meetings of the committee so what I would recommend and this is my point from earlier whether it's this it's it's not on the substance of Miss F elovich's uh topic that she raises it's as a matter of process for running an organization is to recommend it to the appropriate committee or committees if there is more than one that it is applicable to so that way we can have thoughtful conversations and make strategic decisions um in the appropriate setting um so my recommendation would be for the board to recommend it to the appropriate committee uh that could be uh at a retreat which is technically an advertised Committee of the whole meeting we typically have one of those last year I believe we may have had it in February or March um on a Saturday um based on all the board availability um we could also recommend it to the appropriate committee or committees uh in order to be able to discuss that uh being that we follow the board policy in having the interested board members put the email to the chairperson to add this item to those committee agendas Miss elich just want to make sure what you read was wonderful we voted on it in November to send it to committee once we vote on something to send to committee now we have to follow Robert's Rules it's not that I wrote an email as a board we all voted to send it to committee once that happens Robert's Rules comes into play so I don't understand it's not I wrote an email we all voted for it since we voted for it Robert's Rules State and it has to be also a written explanation nothing written was there I'm not trying to to put someone on a spot I think it's great to highlight all the amazing things we do on the board and all the things we approve and all amazing things I just don't understand why wouldn't why wouldn't the I've been discussing this for a while this last year I've been discussing this I mentioned it four to five times so unless you were a new board member this is not the first time you heard it it's not the second time you heard it it's not the third time you heard it so you have heard it multiple times I've been trying to say it nice explain it so I don't understand why it's such a big process to highlight all the amazing things that our students and our staff and everybody else is doing it's not like I'm ask it's a page it's amazing I've been talking about it for a year I think it's great so everybody is kind of on the same page and there is also members of the community writing on Google Docs that they actually want this because Google Docs is hard to use so I don't understand why anybody would be opposed to it and also a board member said I have to read the process as a board member we don't determine how it's done we ask for the administration to do it and then Administration does it however they want because they're running the school so I cannot say I want this I want this I want this I just said highlights it could be anything that's going on in our board meetings that's all I asked thank you call the question roll call please everybody clear the the motion on the floor is to to move subsidiary motion to move the discussion of creating board highlights for every board meeting in a PDF form to the small education committee that's what we're voting on right now point of information call to question you have to vote on that once you vote on that 34 of the board according to Robert's Rules have to agree once that is a then we can vote on the subsidiary motion a board Counsel on the process Mr and theair has recognized the call of the question and has requested a roll call on the motion that's what we're going to do right now that has been our practice roll call please Mr baldowski yes Dr bertolini yes Miss Brown yes Mr Aaliyah yes Miss fich no Mr Santana yes Miss yman yes Mrs Mayan yes motion passes okay Miss savich um were you done with your comments hold on one second give me one second do you rep I only have one more question left okay so I was appointed to safe routs to school as aazan for the board I think it's an amazing um I'm I'm happy that I'm partan so on January 8th 2025 at 9:52 p.m. I wrote it to the leadership and the administration I asked the question additionally could you please provide the schedule for the meetings related to Safe uh schools save schools save roots to schools I'm wondering when will I get the schedule so I can attend the meetings I'll answer all your questions when you're done that's all my questions um so we get that schedule from um the chief and as soon as we have that um Dr diio is in communication with him I can email him myself as well but um typically they let us know when those meetings are they are not um determined by us I understand but I'm just wondering when will I get it that's all I'm asking I never got a [Music] followup we'll send it over as soon as we receive it thank you bless you bless you Mr Bowski uh just to assist with the safe routes to school um since I had covered for Mr Rosenberg while he was a Le on one one meeting uh it appears that they don't have standin meetings per se so they kind of schedule it on a a by or Tri annual basis so those meetings aren't set right at at the beginning of the year they kind of develop as uh the the chief um sets those with the council so just to give you that background thanks before I let Miss Brown go a second time you'd like to go a second time as well I I haven't gone a first oh I'm so sorry Mr zenana please go ahead it's okay uh everybody makes mistakes it's fine [Music] um yes um I would like to um to know if it's okay with the superintendent if uh our board meetings can be advertised on the district's um social media Pages prior to the meetings when the council has a meeting they post it on the social media page like three four days before and give a heads up time and date just something like that won't I don't think it would take any time uh I would like to um I don't know if it's already in in the pipe but I would like to to uh ask the policy committee for the cell phone social media um topic to be included in the next policy committee meeting uh I know that the superintendent told me this the district is is making progress on that but I would like that to be uh discussed at the next uh uh policy meeting Miss Mayan since you are the chair um also um I would like to offer the topic to the policy Committee of creating a policy to address uh board vacancies as a result of a resignation we do not have a board policy that addresses specifically resignations of board members ER you know during their term and I I believe it would be a best practice uh for us as a board to address that also I would like to uh another topic for the finance committee Mr balaski um uh I would like to um I don't know if this was already done last year if it was please disregard uh to see if we can go out for Chop around for uh bits for professionals uh because we have uh the contous are annual and to see if we if we are getting the best deals uh and if not what else is out there um I would like to uh wish good luck to our students on their midterms please study study study a lot work hard do not procrastinate reach out to your teachers use your study guides and your study uh and your notes uh I'm very concerned about traffic uh to the community especially in the rushan hour dropping off our kids in the morning please obey the speeding limits please model positive behavior for our children please be polite please don't cut people off please Spark all the way down to the stop sign when you drop the children especially in our middle schools follow the process because our children are learning not from what we say but from what we do I'm not even halfway to so I'll wait for the second the second round round thank you anyone else uh have any comments okay Miss Brown okay so I kind of I want to Echo the same sentiment as Mr Santana um I also want to add don't stop in the crosswalk at Memorial Middle School because everyone does and poor Miss Schwin was out there asking people not to do it and they were doing it anyway so please please please don't stop in the crosswalk I know it's very cold um I've only pretty new to the traffic down at Memorial because it's cold and my sons don't want to walk um but we just have to be a little bit more mindful um I want to congratulate the uh indoor track team they won their first ever League Championship this year um and they were really excited about that so I just wanted to congratulate the coaches and the student athletes there um I wanted to highlight again the women's foil team um what they're doing right now is a very big deal uh they won their first ever Santelli Santelli tournament which is a the biggest fencing tournament in the country um and they beat the top rated foil teams because they are the top rated foil team um they also last weekend won their County tournament uh they were County champions um bellaa Nicodemus karolina Lazar and stie hand all are Santelli and County tournament champions uh Briella won the individual gold at the counties karolina won the individual silver and STI took fourth that's a really big deal as well uh so I wish them the best of luck at the rest of their season and I'm honored to watch history in the making um I also wanted to to comment that um I really liked the committee reports section of the agenda and I wanted I was hoping that we could keep that in the agenda moving forward that's it look I still got a minute to spare anything else said does anybody have a besides Miss yman she's going to go next is there anyone else that would like to speak after I let Miss yman before I let Mr Santana nope but at once Mr Santana goes we're going with seconds and then we will be done so does anyone else want to speak after Miss Gman okay Miss Gman so I agree with Miss Brown uh about the Committees that we should leave that on there and be open for anybody to report out uh because we are dedicated as um chairs or Le on to to our committees um we had talked about cell phones and I don't remember when it doesn't matter when um and we had referred it to the education committee and then we were going to refer it to the finance committee and based on kind of the State of the State and what the governor had said what I would like it's an Ask of if we can follow Ramsey High School or Ramsey board um their model which is pretty brand new though um and look into the financial uh burden for the Yonder pouches for the high school so it's specific to that in our in the finance committee so it's an it's an ask but I know eventually it'll have to go through policy and probably go through the education committee to to prepare how how our cell phone usages and headphones and that kind of thing however we do that but I my ask is specific to the Yonder if I got the name right the Yonder phone holders for um the high school thank you that's it Mr Santana yes uh the topics that I suggested before uh I will email them to the committee chair as per our policy just cross the te's and not the eyes um you know um before I say something very serious um um we work very hard in during my first term on the board uh we I say we the board we work very hard to uh encourage our children to buy to school I I I remember one time uh making a comment about getting more racks and um one person in the meeting said why is that a big deal well if we we are encouraging children to back to school we need more racks for the bikes otherwise it's going to be a safety hazard and um it has been a huge success more children are biking to school obviously because it's C it's the winter they're not doing it now but I encourage parents to please carpol uh you don't have to drop the child off right at the door let them walk walk is healthy for you I walk 20 minutes a day and it has done miracles to me um now on the more more serious note uh I apologize Miss Mayan I'm giving you another topic for the policy committee and based on the feedback from the community members and based on my experience as a board member and based on what I have seen last year as a member of the public watching the meetings listening to the meetings and being in person um I think we need to have a policy that address the conduct of board members during during meetings and it needs to be during closed meetings and during public meetings address our conduct to each other yes we have to do that uh and I'm willing to I'm not adding more I don't want to add more work to the to the to the chair to to you Miss Mayhan I'm willing to do well the district is supposed to do the research but I'm willing to do some research also and we need to have a board policy that that addresses outbursts accusations and conduct that is not positive for children we are entitled to disagree but no one should be yelling at each other no one should be accused of anything and no one should feel inferior or or being picked on for whatever reason you know uh and the community here is is is is telling us what we need to do and we need to listen to the community I was elected by the community and I'm going to listen to the community I'm going to put my head down and I'm going to listen to the community so I would like respectfully to request that at the next policy meeting at the topic of uh conduct of board members be discuss for a policy and this needs to be like in front of the line of all the policies because if we don't get a loan we can't get anything done and this is something very important our community Le I just let me finish this sentence please Miss May if I may in other countries where there's a lot of corruption I was born in the third world country in Latin America in other countries where there's a lot of corruption and no justice the community learns that behavior right if we are not respectful to one another the community is going to learn that behavior and they're going to think it's also okay so we have to address and and check our at at the door because our children don't do what we said they do what they see us doing so please let's let's you know let's get it along we I don't want to hear another comment from the member of the public that we heard today so we have to be we we have to um we have to do the right thing for the board not not for this board for future boards too thank you okay sure when will we have a policy meeting because we always have it through the Committees and none of us as a group meet when will will the next policy meeting as a group will be okay the floor is closed um do you want to respond to any questions right now no the only thing that I would say is in regards to um I would encourage any board member who has items to uh email those requests to the chairperson of the Committees the appropriate committees uh for any of those specific items uh so they can be managed accordingly and then on the cell phone policy uh that is something that we've been working on this year um it is an impact that would predominantly as I've mentioned in public meetings and in committee meetings impact um most most of the impact would be in the middle schools and the high school we don't really have much of an issue at the elementary schools um but we uh would need to manage as we talked about uh the finances and then what the recommendations are and we were waiting um at the time on the Strauss smme update uh which was the policy alert 234 which we just received a few weeks back so that just recently came from Strauss on the electronic devices so that's the next step to now take a look at that revised policy because our policy is over 10 years old uh I believe it was 2011 and now it begs the question as well of the timing of it with um if we do something premature before legislation comes down which is likely to be forthcoming in the very near future so we'll just have to discuss that in committee and then manage that and as Miss Yurman mentioned it would impact several committees because it doesn't just impact education but it certainly impacts Finance um and you know Yonder pouches we've estimated would probably run somewh North for a size of our district probably north of $70,000 $80,000 so there are other options so there there are ways to kind of look at this also from the the the fiscal side of things but that's a good topic to continue to revisit now that we have some language from or some commentary from the governor and also an update from stra Esme okay um I am just going to ask that anyone who um noted a topic to committee follow up in an email for those of you who are watching me I wrote six pages of notes tonight and I do my best to send those emails out to board um chairs and lays on their own however um our policy does state that you guys do need to send that um topic to the chairperson I would um encourage you just as Mr boski and I always do that you CC myself and Mr Bowski so that if you aren't getting a response in a timely fashion that we can follow up with both you and the board chair um I do have it in my notes however if we're going to focus on you know continuing to revamp and update our policies um that we follow the current policies until we have them updated so please do your due diligence to send those emails so then we have the starting clock for your one to two meetings ahead um and although it wasn't actually a formal request uh Miss yman if you could just shoot Miss manuso and email she does a great job but just to get through they they do a lot during our meetings um and any other questions that were asked will be responded to in a timely fashion by either myself and or our Administration um once we review and have the information to provide turn it again just give me a moment my computer keeps going away from the agenda okay so our next meetings give me a moment my apologies okay our next meetings will take place on January 30th 2025 we will be having a special Action meeting at 7:30 p.m. at Edison school in the Eugene and Banta public meeting room 19 this will be our uh Boe vacancy interviews we will then hold an additional meeting for
