00:02:32.180 --> 00:03:15.995
Good evening, and welcome to the City of Falcon Heights regular meeting of the City Council. We'll call this one to order at 07:04 on Wednesday 07/22/2026. Roll call Gustafsson here. May Here. Boggan. Here. Melkin. Melky. I'm sorry. Here. Watsonberg. Present. Linehan. Here. Alright. Our first, order is to approve the agenda. Do we have any changes to tonight's agenda? I would like to, pull off, the, number six in the consent agenda and add it to the policy items.

2
00:03:16.295 --> 00:04:10.565
Okay. Move that to policy, policy three. Mayor, council, if I may, could we make that policy h one just to keep the resolution numbers consistent? Oh, okay. Approval of, the change order for the contract. Make it, h one? Oh, okay. And just Policy item one Yeah. So that then our resolutions stay in order? Yep. Yep. Just keeps the numbering Okay. If you don't mind. Oh, yeah. Okay. That can work. Alright. Any other changes? All right. Approval of the agenda as amended.

3
00:04:11.425 --> 00:04:47.800
So moved. So moved by Boggan. All those in favor signify by saying aye. Aye. All opposed same sign. Motion carries five-zero. We don't have any presentations tonight. We have approval of the minutes of 07/08/2026 of our City Council workshop meeting minutes and our number two is the 07/08/2026 City Council Meeting Minutes. Any changes to the Minutes? Do I hear a motion to approve the Minutes as, presented? So moved. So moved by Wattenberg. Further discussion?

4
00:04:47.860 --> 00:05:23.060
Hearing none, all those in favor signify by saying aye. Aye. All those opposed same sign. Motion carries five-zero. We don't have any public hearings tonight. We have a consent agenda, which consists of five items. One is general disbursements through 07/17/2026 of $277,287.36 payroll through July sixteen of $20,974.33

5
00:05:23.600 --> 00:05:56.785
wire payments through 07/17/2026, of $14,865.06 Second item is approval of city licenses as outlined in the packet. Number three is approval of Resolution 2,666, appointing Kia Moa to the Parks and Recreation Commission. Four is approval of mileage reimbursement rate change effective 07/01/2026. And number five, approval of Resolution 2,667

6
00:05:57.245 --> 00:06:35.920
designating the 2026 data practice policies for public and officials. I'll move the consent agenda. Further discussion? I have a question on it. Yeah. Just wanna I get an update from, administrator Lindham. We sadly, we have a $6,680 police overtime for back to the fifties. And any updates on how we can get reimbursement for that? Yes. We are seeking reimbursement from the Minnesota Street Rod Association for that. So we have sent them the invoice. We sent them additional communication,

7
00:06:37.020 --> 00:07:16.365
and so we're working through that. We did also have discussion with Roseville too. They also incur overtime for back to the fifties and street machine nationals. So we're coordinating with them as well, just making sure we're all on the same page on that. And have we heard from, Chiefspeas or overtime from Street Crime Nationals? Doesn't know that yet, Cutter? There will be. Yeah. We haven't gotten that invoice yet. Okay. Thank you. Okay. I move consent agenda or you want to do a take one out? No you made the motion so. Yeah I made the motion. So I can second. All those in favor signify by saying aye.

8
00:07:17.145 --> 00:07:57.395
Aye. All those opposed same sign. Motion carries five-zero. Next we have our policy items and number one is approval of Resolution 2,668, authorizing a change order number one to contract with Electro Watchmen Incorporated for LetinalS2 net box access cameras for Community Park. Yeah. Thank you. Administrator Linehan. Thank you, mayor and council. So with this as kind of part of our, park project, one of the things that we had identified, is the need for kind of, originally a a door strike system.

9
00:07:57.395 --> 00:08:35.050
Right? So kind of all of our door hardware integrating with the push buttons for ADA, our locking system. And we are excited to kinda have a somewhat state of the art, locking system for this building. So with that, back in April, we brought, kind of a quick quote we got from Electro Watchmen. It got flagged to us that they were about to start, putting in the, you know, the walls and kind of framing the building. The best time to do the infrastructure would be before they built everything. So Electro Watchmen came in. They installed all the door hardware. We also had them install,

10
00:08:35.670 --> 00:09:12.515
conduit for up to two cameras. One, we knew for sure we wanted on the exterior of the building to capture parking lot, under the shelter, anyone coming and going from the restrooms. The second one we identified was for, the kitchenette area. So we knew we'd likely wanna have some sort of conduit there. We weren't set fully on where it would be depending on kinda how the the room shaped out. We were still, at that time, kind of restructuring inside. And so at the time, we got the quote from Electro Watchmen. We approved it for around 13,000, to do all the to get all the conduits. They put the hardware there.

11
00:09:12.575 --> 00:09:48.960
The mounts are there. The plan was then that we would identify, a vendor to install the cameras. So we need to purchase two cameras, pay for their installation as well. The city's used a different vendor in the past. However, we've been working with ElectroWatch. We're now in our door system. Their pricing for their cameras and the installation was similar to what we paid here at City Hall. So we're bringing forward kind of a proposal to add these additional cameras to s to the, structure as well. So that's kind of our our request. We're bringing it that way as a a change order to our original contract,

12
00:09:50.220 --> 00:10:26.315
adding these on. Okay. Questions from counsel? So how how what's the plan? So who's gonna monitor the camera? I mean, it sounded like it was going to be to check for cleaning. And then just, just what's the operations plan now would be how often does someone rent it, when do you check it, how do you determine, and how many times are we going to do rental? I mean, how does this all fit into the operations of the Yeah. So with our cameras, so currently the city maintains a system of three cameras, all of them here at City Hall. So two exterior, one interior.

13
00:10:26.935 --> 00:10:59.835
With that, we have kind of a milestone management. That is operated, so both Saint Anthony Police and their both their local watch and also at their headquarters have our cameras up, and so they can check it. We go and check them too. I mean, you know, even here at city hall, if we notice something, vandalism, trash left out, or, you know, any type of interesting use, we'll go back and the cameras flag when there's movement. Right? So it's kind of like if you have a a door camera, it flags when there's movement. So we can go back and see. The idea is, especially the exterior camera,

14
00:11:00.535 --> 00:11:35.215
liability protection. Just making sure, again, whether it's slip or fall, checking for activity. We can kinda monitor things even locally without having to go there. The secondary one for the kitchenette, for us, that also what we can do is we can log in, check it after a rental, on weekends. We can check-in and see kind of, you know, if there was an issue, what happened, like, why there was damage. Us for liability as well, if we have to file a claim because, a user, you know, you know, submitted damage, it'll help us, a, go after their deposit. And if we have to file additional charges,

15
00:11:35.250 --> 00:12:17.480
it would kinda provide us that access. So we would log in, check it, and see, for that. So And then, yeah. And so then how many I still wanna go back to, are we still thinking how many times so if there is a problem, would public works go out, and how many is there going to be what window of time in between rentals, or? Yeah. The I know, you know, the parks commission is talking about that as kind of part of their rentals and for operations. You know, and we've talked about that too of how much turnover we are leaning towards and kind of the discussion I believe they had in their,

16
00:12:18.045 --> 00:12:52.205
July meeting is going towards, not turning it over twice a day just because then you run into that. Public works and their cleaning, you know, they would need to clean if there was an issue. One of the things that we're basing on, kind of developing the policy is trying to get it to a point that the renters and the users, the expectation is they basically do most of that cleaning, that they prepare everything, they remove all the trash, they get it. And if it's in that status, it's ready to go for the next group. If not, and, again, if if it's kinda brought up, that gives us again or if we get a call on,

17
00:12:52.205 --> 00:13:22.875
hey. There's some sort of issue or something, then we could, you know, log in. I could hop in remotely myself, you know, if I got flagged for it. Or, again, that we could go back and check the cameras again on Monday and see, okay, what happened here? Why did why did this occur? You know, was the was the window left open all weekend. Right? And we could kinda look and see, well, that's probably where the damage came from. I would like to think that over the summer that I mean, we'd have to be cleaning the bathrooms over the weekend. I would assume.

18
00:13:22.875 --> 00:13:56.585
I mean, we're not gonna leave at Newman on Friday and not clean the bathroom again until Monday, I would think. Well, again, with that, so the plan for that is that we would put up essentially notes to how they could flag that if it was in poor condition, that then it would kind of call out to staff, and that the public works director then could assign a call out for crews to go out and clean on the weekend. Who would make the call? The public works director. Oh, this is I mean, public works would check on the bathrooms over the weekend. If it got flagged that it was problematic. Otherwise, the plan would be that we would leave them open.

19
00:13:56.645 --> 00:14:39.310
We wouldn't be sending out crews unless we needed to. And flagged. There would be a phone number for people to call if it needed cleaning. Yeah. Yep. Putting up a sign for that. So the Yep. The, the cameras so for the the the kitchen cabinet kitchenette camera is going to record all the time then because, obviously, it's going to there's gonna be people there, so it's gonna flag. Mhmm. And we're gonna so it's gonna have a rolling record. Yeah. Correct. It keeps a sixty day recording of that. Okay. And so, essentially, what it does, it does flag movement. So, again, movement triggers it.

20
00:14:39.370 --> 00:15:14.305
If there's continuous movement, it kinda just continuously keeps recording. Otherwise, it's always on kind of a standby mode. Okay. So our lobby is an example. Our lobby has a camera. It's like a fisheye three sixty one. Kind of similar, relatively super you know, it's an older camera, low resolution. You know, it gets flagged quite a bit throughout the day just if staff at the counter flag it, other stuff. So, yeah, that would be kind of if if there was a continuous use, it would be showing up. It'd be more kind of this idea of is there abnormal activity too. And it wouldn't automatically alert.

21
00:15:14.605 --> 00:15:47.935
We do have motion sensors going into the bathrooms. So the bathrooms will be on an automated timer with a motion sensor. So the bathrooms will lock every day automatically at ten. If you're in the bathroom accidentally at 10:00, you can still get out, but the door is locked behind you. We're putting in a timing system with it that it'll flag if there's movement beyond, like, ten we can set it. But right now, our thought is 10:30. So, you know, doors close at ten. If you're not out there by 10:30 and there's still movement, it'll do a direct call in to the dispatch center. Basically, you know,

22
00:15:47.935 --> 00:16:26.080
like an we'd have a an alarm that something is amiss, and then police would respond. I understand. Oh, sorry. I had a question. Can you go ahead, Georgina? Just for clarification. It's not clear yeah. Thanks. It's not clear to me about, video recording. So would all these cameras at the park have video recording, and is there an additional cost to that? Yes. And so that is separate. We pay a license fee to Metroinet for that relatively low per year. So it's our milestone server. And so each camera that we add onto the system,

23
00:16:26.080 --> 00:17:05.815
it's around a $100 a year. Okay. So that it does do video recording, and that's already covered under our pretty much covered under our MetroINet contract already. Correct. We'd have to pay that additional per camera. Right. So we add that on as another license for each Right. Each camera that we add onto our system. I have a couple other Well, go ahead and Okay. Go ahead. So in the description says it needs additional cleaning. So someone's going to watch motions to see if there's cleaning motions happening or how I mean, that motions don't show if its counter is still sticky or I mean,

24
00:17:05.815 --> 00:17:39.745
how how is it going to monitor if it needs additional cleaning or not? Yeah. So more that we would log in. Right? Again, so it's like we get a call, you know, hey. It's a mess. We can at least get eyes on without driving to City Hall checking it out too. Right? So we can kinda get a visual of, okay. Yeah. We see what you're saying. Yeah. If it's sticky, we would have no way of knowing that. And then, in the rental agreement, will people be able to be told that this they're being monitored? We can. Yeah. We can put in a disclaimer that there is a camera and that it is monitored.

25
00:17:41.405 --> 00:18:24.460
If I may, that's probably also a reasonable thing to just post this areas under video surveillance if you want to discourage vandalism and things like that. You know, my thought is, do we really need this camera in the kitchen? It it seems it seems a little creepy. And I think the, you know, the if it's misused, that'll get noted, and we'll know who was there. And and, it's, and the the user will have made a deposit, right, some kind of cleaning or security deposit. So and this is costing us,

26
00:18:24.460 --> 00:18:58.295
like, $2,000 for this camera, right? Correct. Yep. Yeah. I just don't see it as needed, and it seems like we would be treating our residents or users of the park with some suspicion that I don't know. Just don't see that it's warranted or needed. But, like, you just commented that you'd go to City Hall to check out any mess that's flagged. Wouldn't wouldn't a staff person rather than go to City Hall and look at a camera and may or may not be able to see what the problem is,

27
00:18:58.295 --> 00:19:32.235
they'd go to the they'd go to the park and see what the problem is. Right? It depends. A lot of us like, for me, for example, I have my laptop with me all the time. Oh, you would do it from home? Can. Yeah. And so is most of our staff kinda same type of thing so that we're it yeah. I mean, if it is a mess and it's a problem, public works will have to go out. Right? But the idea was that we could kinda at least get video on it for that, that we could kinda get an eye in without going there. But, you know, I will say I'm not gonna this isn't like a make or break for us.

28
00:19:32.235 --> 00:20:10.470
If it's not supported, we can move like, the original thought, we had had wiring in case we wanted it, and we were like, well, do we want to or not? We knew the exterior for liability purposes helped. The out exterior, you know, again, if there's a break in, the exterior will catch that. So it's either is fine. Council member Logan. Mister mayor, I, I asked to have this pulled because I I thought it was, not something that had been really, fleshed out, and I think the questions are clearly leading that. That being said, I I do support it.

29
00:20:10.710 --> 00:20:43.980
I I support for I was able to talk with Jack earlier about it, and I I actually think it's a smart idea, to have an opportunity for us to, after a rental, to then the next the the the practice will be for staff to then log in and look at the thing and say, hey. You know what? The cleaning does look like it's done as it's supposed to be done. As a result, we don't need to do anything, which is the whole purpose of our design of, asking the people to clean themselves.

30
00:20:43.980 --> 00:21:16.115
We invested in a mop sink so that, it would be easier for people to clean up after themselves. And I think that that and this is just the verification of that. It also is a a way to follow-up and make sure that we have a record of any damage. Somebody claims that they didn't do it. Somebody broke in after they left or something like that. We have a record of it. So I I I know it's a, you know, $2,000 investment. My only concern was that we had done it sort of piecemeal, sort of had, you know, had done this design,

31
00:21:16.115 --> 00:22:01.160
then we added the lines, and then we added the camera. But that was that was necessary just because of the schedule of the, construction. But I like the idea of having one extra camera inside. Anyone else? I'd rather have just a cleaning checklist and trust that it'll be gone. I I would agree with council member Mogan. I think that, it's a rather cheap and quite effective way to protect investment and to actually save staff time going back and forth to the building, so unnecessarily. I too think it's it's a minor thing. Yeah. You're there's a lot of observations.

32
00:22:01.540 --> 00:22:37.030
Our data is private. This is all, classified as, you know, we're gonna classify that that data as, confidential data. We don't have that ability to. We don't have that ability? No. But it'll it'll be destroy within sixty days. Right? That's the idea? Correct. So it'll be destroyed within sixty days. Okay. Yeah. It'd be I I haven't come across a request for video footage, especially if the person is the subject. Right? So if it's like we you know, hey. I want the video from that. I would have to run through the city attorney, so I haven't experienced it.

33
00:22:37.030 --> 00:23:20.455
So I can't say for certain, but likely camera footage that we have, if it's within the time that we have it, we probably would have to provide it in that regard. Now if it was, you know, a request of I want all splash pad footage for, you know, or all other, you know, use, we would then have to run that through the city attorney as well and just kinda give us guidance on that. Might be something to consider. Yeah. Okay. Further discussion? I'm hearing both sides, but would one way forward be to see how things go without the camera and

34
00:23:20.455 --> 00:24:07.055
then if it really is a burden on staff to check the quality of cleaning or whatever, then or we run into a lot of problems, then we we install the camera. But, otherwise, we kind of trust our public to do the right thing. And we'll catch vandalism from the exterior camera because they'll have to go into the kitchen when it's locked. Anyway, that's just my position. I agree. Try it without first. Alright. Do I have a motion to either approve or,

35
00:24:09.275 --> 00:25:08.535
amend the resolution twenty six sixty eight authorizing change order number one? I'll move to approve. Okay. Motion is to approve. Further discussion? All those in favor signify by saying aye. Aye. All those opposed same sign. Motion carries three-two. Next we have approval of resolution 2,669 authorizing modification Eligibility. Councilor Administrator Linehan, can you walk us through that? Yeah. So a little bit on this. So our administrative manual sections and guidelines for the Minnesota State Fair are kind of

36
00:25:08.535 --> 00:25:44.870
our operating rules around the state fair. Right? And so, largely we're unchanged for quite a while. Last year with the adoption of pay by mobile parking, we added this section seven for pay by mobile, formerly known as e meter, parking areas. And so we kinda spelled out who would be included, and how we'd mail out passes. And so at the last workshop, council did direct that, you know, we do want to do some modifications to the pass system, and also this idea of how do we spell out exactly which areas are you know, maybe you aren't living in a budding street,

37
00:25:45.490 --> 00:26:19.550
but you're generally reliant on the street. And so we kinda played with how to do that and how to, you know, kind of piecemeal it, and it's, like, from Hamlin or whatever. But then it's not Hamlin because Hamlin has street parking in, you know, certain areas. And so it got complicated. And so what we have recommended, kinda since the council workshop is to identify, PayPay mobile areas. And so, basically, drawing a map as kind of an exhibit as part of this, included in the manual is kind of our map of which areas would be included

38
00:26:19.550 --> 00:26:56.105
in our past distribution system. So kind of have spelled that areas out. Again, areas that already receive parking. So there is a second section in the administrative manual that covers, kind of the the areas that receive parking already. And so that actually is the state fair permit parking only on page 64. That is the original classic long time people who've kind of always had passes even before pay by mobile. We send out these passes to people. And so then the new one is this,

39
00:26:56.645 --> 00:27:32.135
these ones that are not part of that. So we did carve those ones out. So those residents are carved out. They're under a different program. Their language is a little bit different, and their plan is a different there. They essentially historically received two passes, for single family properties, and each apartment building that's in that state fair permit parking only receives one permit per, unit. So if it's a 20 unit building, we send 20 passes. So, direction from state for task force and the city council last year was to kinda leave that alone. We're not changing kind of the existing parking.

40
00:27:32.135 --> 00:28:14.160
We're just modifying where free parking was. So I just wanted to call that out. But that's kind of where we've identified this this map area of kinda, where we have. I will say, my map skills aren't as talented as, our, GIS user at Citi who is not been unavailable for this. So, apologize that it's a little bit kinda it's not the the clearest map, but, hopefully, it does dedicate and show kinda which areas are included in the program and which ones are are not. I'll say I do like the, the use of the map and defining the areas as opposed to, kind of,

41
00:28:14.160 --> 00:28:51.995
just do it by verbiage, by by, whether you're above the street or something like that, because I was that would have been clumsy. And, I do like the system better. Yeah. I think I agree. I think it works better because we had all those different colors in the previous maps that were really hard to see and stuff. So this is more simple and straightforward for residents. And then you remember council member Logan saying, why don't you just say what street's there? So this is Apparently, that was not not not as easy as I thought. Well, a map is, that's a good way to do that. Well,

42
00:28:51.995 --> 00:29:31.850
there yeah. There's still all the more complicated details that are listed in the guidelines. Yeah. And I will flag too the other change. You know, obviously, I talked about that, but and we talked about this at the workshop. But, again, this, the idea and the plan is, if they live in the area, we're gonna mail one pass per household, with an additional digital pass available upon request, and then they can get up to two digital passes. So we're specifying that they are digital from there out, and that they can still, apply for a variance application. So they you know, anybody even if even if they don't live in this area,

43
00:29:31.850 --> 00:30:07.570
they can still apply. Doesn't mean that they'll be granted, but it essentially allows that that maybe there's things that we're not seeing. They can apply. Nothing stops them from applying. It just doesn't mean that it'd be granted, but it can kinda show their own variance of why they need a variance for that. But those would all be residents of Falcon Heights. Right? Yeah. Correct. Yep. Yep. And do we need to, do anything on that under number 60 for parking permits and parking bags, a c on those temporary parking passes for special requests? Do Oh.

44
00:30:07.820 --> 00:30:53.125
Do we make sure that people know that's a day passed or it's on page 62. Yeah. It's just temporary. 60. Right. But I just wonder if we need to define. A lot of people think they're always temporary because it's Because it's only twelve days. There is. Yeah. To, that's forever. Yeah. So a temporary parking permit may be available that's a one to two day, right? But you know, your definition of temporary and is temporary ten, twelve, is it thirty days? And they have to apply for it anyway. And they have to apply for it.

45
00:30:53.125 --> 00:31:25.375
They would make that clear as part of their Do we have a mechanism for that now? Because we're because our digital pass, it's a twelve day pass with the cling, it's a twelfth grade cling. So we can actually do that. So and we did that a little bit like in our, like, especially for our variances last year. We asked to say what the dates were you need the variance for. And we did issue not all of them were twelve day variances we issued last year. Some people would point out they had a three day weekend that they had bunch of college kids coming back, and they were moving and a U Haul truck.

46
00:31:25.375 --> 00:31:58.250
And so we can issue, like, a one day, two day, three day based on that. Okay. So But this this in here in six c is for the only for the state fair parking permit areas, not for Right. Right. The e meter. Yeah. Correct. So this would be more the traditional, you know, again, most of that area to, you know, kinda to to specify it in the map is, the areas that are kinda west of, West Of Pay by Mobile area one. So those neighborhoods there, the service drive,

47
00:31:58.250 --> 00:32:34.770
that dead end there right on Hoyt, that is one of the, busiest areas. And then Hollywood Court, for example, across the way, they also are in this area. And then these end ones, part of Larpenter, so that block that's kinda carved out on Larpenter, they're all, state fair permit parking only. And so those ones as well, parts of Arona, etcetera. The first couple apartment buildings there on Arona and Larpenter also are carved out. That was my next question. Yeah. Yep. So just just be for them. And that, you know, I will say that's legacy language.

48
00:32:34.770 --> 00:33:06.180
Right? So that's kind of our historical of, like, okay. How do we deal with these these ones that, you know, they do have a special event? And so we have done that. Historically, we've not had much. We had I know I mean, even I guess I don't have a I have five years of knowledge on it. We had one time pre back in, like, 2023 where someone on a snowing service drive had a wedding that they had already planned. And, so, you know, we're able to to temporarily do some stuff around that. But I wonder if it'll be up this year because there's only getting one that's

49
00:33:06.180 --> 00:33:41.815
the movable from vehicle to vehicle. But we know that on these streets people were collecting the ones from people who weren't using them and had a stashes to share. Yeah. And the people who live in this area will be mailed to two still. Right? So they'd still get two physical for the ones that are? No. Wait. I thought we were in We we specifically said we're mailing one. No. For the state fair permit places. For the permit parking. The where where the where where the not where the pay parking is, but where the permit parking is. Yeah. So the, Wait. Back to the So back to on on June They mailed one pass per household.

50
00:33:42.135 --> 00:34:21.730
In the in the in the pay per household. Oh, gotcha. Oh, this is yeah. So the, state fair, parking permits and parking bags did not change Gotcha. From from what we had done before for the what used to just be permit parking only. And it's still permit parking only during the fair. Yeah. Got it. Sorry. Well, you might it might help to when you get your GIS person back, to to outline those areas that are state fair parking permits.

51
00:34:22.030 --> 00:34:56.470
And I have a question. Go ahead, Jim. Thank you. I I just wanted to, I was I wanted to make a comment before we voted and for people watching and posterity posterity that I think, council member Milke, identified something that I don't want people to believe. We've been dealing with this for at least two years now. Yeah. And, this is not going to be the last year that we're going to make tweaks to this. We have additional things that need to be adjusted. We want to see this work again this year. And so I'm just wanting to make it very clear,

52
00:34:56.770 --> 00:35:43.325
that simply because this is what we've adopted for this year, it's not not necessarily gonna be the plan for next year. Do we all we need we need to work on things such as figuring out how the state fair permit parking overlaps with this stuff now. We have issues of people parking far away from their home, and using the permit to do so. We have issues about being fair with other areas of the city that have no parking. It's, I think there's a number of things that we still should be working on. Yep. Sure. A separate point. So on 7C, we've had a lot of discussion and concern by residents about

53
00:35:45.145 --> 00:36:28.700
handicap authorized vehicles and about health care visitors. And it seems like we're not, addressing those here. For example, why could a handicap authorized vehicle only park for ten minutes? I thought that maybe I'm remembering this wrong, but I thought we agreed that if they have a handicap authorized vehicle, they can just park on a park pay by mobile site without paying. Correct. And realizing it's a good clarification, so this is a bad use of commas.

54
00:36:28.815 --> 00:37:03.995
Mhmm. So it's handicap authorized vehicles are exempt from park parking. Government vehicles are exempt from PayPay Mobile. Delivery vehicles parking with warning lights on for under ten minutes are exempt, if that makes sense. So basically what it's saying is handicap authorized government vehicles and delivery vehicles with warning lights on for ten minutes, comma, potentially could fix it. You know, Basically, the idea is handicap r. Because under state law and under the code, a vehicle with a handicap can park in any,

55
00:37:04.695 --> 00:37:39.140
parking meter spot for up to four hours. And so because we have no great way of monitoring, confirming that, the guidance that as we adopted the code and the direction to the parking ambassadors has been to allow that as a a parked vehicle. Same with government vehicles. We're not, you know, if the postman parks and he's walking the block, it takes more than ten minutes, we're not doing that. City vehicles, a police vehicle on a crime scene for six hours, we're not going to those, but it's the delivery vehicles. They have ten minutes, essentially, that they are exempted.

56
00:37:39.200 --> 00:38:13.200
I would make it two sentences then. Yeah. I'd make it two sentences because to me, this says that handy that all three of these classes of vehicles can only park for ten minutes. And I don't think that's what we want. No. The delivery that only applies to the deliveries. It's gotta be two sentences. Yeah. Make it two sentences. It'll be easier to write. You see what I mean? Yep. Yeah. Yeah. And that was how we read it, but I get I can see how it can be seen the other way. Code spells it out, and that would be our guidance for actually issuing a ticket or other things. But we use this for guidance.

57
00:38:13.200 --> 00:38:48.495
So long story short, I'm open to handicap and government vehicles are exempt from requirements paid by mobile parking, delivery vehicles, you know, some way of just, like, maybe making it Perfect. Two sentences. Handicap authorized vehicles and government I mean vehicles are exempt. Because we spent a lot of time on this. Every vehicles are exempt from the port. Previous years. Let's keep it clear. And we and we really I mean, we we want, handicapped authorized vehicles to be able to park. They have to be able to park. Yep. They have to find a parking spot, though.

58
00:38:48.555 --> 00:39:30.270
It's a different spot problem. Yeah. Yeah. So do we need to finalize that wording tonight so that then we can put this through? I think it'd be beneficial because we're getting ready to mail out everything. So, How about we do a, a bullet? A bullet. The following vehicles are exempt from the requirements of pay pipe pay by mobile parking, colon, handicap authorized vehicles, comma, government vehicles, comma, delivery vehicles parking with warning lights on for under ten minutes. I still like the two senators because to make it clear that ten minutes is

59
00:39:30.270 --> 00:40:11.255
only applying to the delivery vehicles. Yeah. It would be on a separate line, dot dot dot. So when you said commas, you meant bullet. Yes. So instead of commas, so Okay. Sure. So the, so it would read, the following vehicles are exempt. From the requirements of pay by mobile parking, colon, next line bullet. I think either would work. Sure. Handicap authorized vehicles, comma, next line bullet, government vehicles, comma, and next line bullet, delivery vehicles parking with warning lights on for under ten minutes.

60
00:40:11.795 --> 00:41:12.705
Period. Very clear. Sounds good. Take With the Well, then with the amendment, maybe Yes. Your honor, I don't think Your honor, your honor. One moment. Mister chair, I don't think the, I don't think we've submitted it. So, with that change, I with that change, I offer policy h well, call it Resolution twenty six sixty nine, authorizing modification. Okay. Yeah. Would would it be handicapped to be handicap authorized vehicles for a four hour period? No. We don't have it. Because we're not gonna monitor it and We have, we have parking ambassadors

61
00:41:14.000 --> 00:41:53.805
on the streets. They have to, like, mark the tire or something. I mean, listen. I don't think we need to. I'm I'm comfortable giving them more than four hours. Okay. I mean, to be honest, I don't know why handicap vehicles get to park there. It it's to be a close issue, not a handicap issue, but and if you're gonna do it anyway, I don't care if it's four or being four hours or twelve hours. Let's let's just keep it simple. Okay. Person's. Although state law is four hours, and that's what we're following. So we're following state laws. So if somebody leaves their car there for, twenty four,

62
00:41:53.805 --> 00:42:40.230
forty eight, seventy two hours with a handicap sticker, they would, you know, but So change the third bullet. Yeah. I mean, the mister chair mister mayor, the, I I hear you. Obviously, we'd still have the seventy two hour requirement. So if the vehicle has been moved in seventy two hours, that still would be subject to Subject to movement. Yep. And I think the and does the law is a four hours minimum. So Oh, okay. We can give more. We can give more. Alright. Yeah. I'll I'll withdraw my, suggestion. Where are we on the motion? So we're on the motion that we've moved,

63
00:42:41.510 --> 00:43:29.760
Resolution 2,669 authorizing modifications, including the new wording for C. Following vehicles are exempt from the requirements of pay by mobile parking colon, bullet handicapped vehicles, bullet government vehicles, and bullet delivery vehicles, parking with warning lights on for under ten minutes, under ten minutes. Period. Period. And just to clarify handicapped authorized vehicles not just handicapped vehicles. Great. Handicapped authorized vehicles. Did you get I got that.

64
00:43:29.920 --> 00:44:13.595
Got that wording? Yep. Okay. Further discussion? I don't wanna add a can of worms, but if you did add, the areas that are, park state fair parking permits. How about we do that next year? Because we don't have, yeah. We don't have We'll look at that next year and be getting that in into the manual because it's probably in there somewhere anyway. Oh, I just meant on the map. I mean Right. But we don't have an ability to dictate it right now? Oh. Before we before we pass this so that people can get this in their homes within the next week.

65
00:44:13.595 --> 00:44:52.185
And I will clarify. We have a better we have good maps kinda highlighting. They do get complicated, but we have our our official state fair parking maps as well. And so Okay. Those this doesn't change that. This is more about past distribution for us. So all of that still is spelled out there. Okay. Kind of our streets and everything designated. So we still have that as our official map. Okay. That's not none of that is changing. We're not changing streets or other stuff, just this section. Okay. Makes sense. Okay. So do I so we have the motion before approval of resolution twenty six sixty

66
00:44:52.185 --> 00:45:33.040
nine authorizing modifications administrative manual section three guidelines during the Minnesota State Fair for modification state fair parking permit eligibility as clarified for seven c. I'll make that motion. Let's see. Well, Morgan made it. So any further discussion? Okay. Hearing none, all those in favor signify by saying aye. Aye. All those opposed same sign. Motion carries five-zero. Next we have, policy item three, consideration of a variance request for facility use.

67
00:45:35.515 --> 00:46:11.085
Administrator Linehan? Yeah. I'll introduce this one kinda quickly. So essentially, the city and our, primarily our fee schedule and also on the application, for city hall rental usage, kind of spell out how we allow use of, our city hall facility. It's not used for rental for private groups. It had historically, but city had changed that. Over time, what we've done in our fee schedules, we've created kind of additional groups that are exempted, and kind of allows them to use it. We spell out what those groups are. And so that's our guidance from staff. We follow that.

68
00:46:11.085 --> 00:46:47.145
We run into groups that come in and, you know, they're looking for a rental for a business venture, looking in twin cities, and our rates are good type of thing. We're not able to allow it just because it doesn't meet our our, policy. So this one, we had an outreach from an alcoholics anonymous group. We're looking for you know, they had a a change in their space. The application's in here. You know, and we did say, you know, the hard part is only one of their existing membership, is Falcon Heights, you know, based essentially. And so we do have a requirement for these outside groups that they can be

69
00:46:47.145 --> 00:47:20.635
community groups or other interests, but it has to be, show at least a a good portion of Falcon Heights membership. And so based on that, you know, we did let them know that, you know, they wouldn't be eligible. But they did, you know, we did share that they could still apply and there's an appeals process where the policy side goes to counsel. It's not on staff to kinda work in this gray area. And so they did wanna exercise their appeal. So that's a little bit about kind of the background on it. I will say kind of as staff, we continue to work on this talking, talking kind of with my one on ones with counsel.

70
00:47:21.830 --> 00:47:56.130
The fee is less of a concern for us as we read it and kind of dig in. One thing that I will mention, our fee schedule is where a lot of our rental policies exist. We know that has to get carved out. It makes sense to put it in our administrative manual long term. I will say we've also noted the city hall facility rental fee is kind of irrelevant for most of this because no outside group can use it. If they meet the criteria to use the room, they pay setup fees only. And if they do that for multiple times a year,

71
00:47:56.130 --> 00:48:28.380
they can qualify for our $100 a year. So, like, the FalconEERS, for example, they pay just a $100 per year. So it's basically we charge them for the setup fee only for a public use group. So there really isn't anyone who's renting City Hall for $275 a day because they can't rent city hall for that. So long term, we need to amend our fee schedule. Short term, helping give us guidance on, you know, if the council would approve this request for the use. And we we would then charge them the $100 fee would I mean,

72
00:48:28.380 --> 00:49:02.620
supporting council that. But I just don't wanna get too much. We realize the fees are complicated. Mhmm. Complicated for us. Okay. Council member Milke. Sure. So I reached out to resident Sharon Pribis, because I was wanted to clarify the time. So it would be the two hours because it's a time requested specific. So it's the two hours Sunday morning. And, yes, at this point, there is one resident, but she would, I asked her if it could be shared in our city newsletter so it'd be open to others, which could increase the number of of,

73
00:49:04.095 --> 00:49:51.420
residents that could come. And, also, the community engagement commission met Monday night, and a role of the commission is to be advisory. And I asked, how they felt about it, that we would, have this be part of the Jack, how do you define it? The the public group that could meet, and it felt they felt it met their core values, which is, community led. It's a resident who initiated it, meets their, core value of well-being, and, just and inclusiveness. Okay. I fully agree.

74
00:49:51.420 --> 00:50:30.405
I think thank you, council member Milke for doing the additional, outreach and and research. I also agree that the last one is I I think we may be misinterpreting how I would have read Falcon Heights neighborhood and community groups. I think we had a narrow reading of it as being just neighborhood groups, just sort of block groups. This is definitely a community group, so I support it. I support it also. I mean, this kind of group, could very well pull in other Falcon Heights residents, and, it provides a service that is available to all Falcon Heights residents.

75
00:50:30.625 --> 00:51:12.870
And these kinds of groups like AA provide a really essential function in the well-being of our community. Great. Yeah. And, Owen, I Yeah. I agree. And also in talking to Sharon there, so I'd really like to see it be a debt reduced fee as well. And since they're only they're very willing to do their own setup and take down as well. So it's just something else in a way in setting a fee and doesn't need a fee. Are we able to just simply move to add it to the list today? It would you can give us so you can approve this use and give us

76
00:51:12.870 --> 00:51:46.960
guidance to add it in. That would allow us to kinda start the process for it. Because it exists in our feast schedule, we're also planning to bring that, and that's all relevant to us that we can kinda just add them we could add them, as a list for now, knowing that the long term is we wanna take everybody out of the fee schedule and put them in a policy just because it's messy to have it as part of our Right. And we also know that there there is no $60 per day. There's only a $100 per year. So as long as they come more than once, it's a $100. Correct. Yeah. It would just be this that would only apply if they are a one time

77
00:51:46.960 --> 00:52:27.345
use. And so we do have some groups that do it that way. Like the HOAs, for example, they come once. It's cheaper for them just to pay the one time setup, but for the repeat users, that's where the $100 they know they'll be there more times. I moved the variance. Yeah I'd approve the variance. Okay so let's see so we've got a variance request, Morgan has moved the variance request for approval. Further discussion? Hearing none, all those in favor signify by saying aye. Aye. All those opposed same sign. Motion carries five-zero. All right. Next we have information and announcements.

78
00:52:29.485 --> 00:53:10.550
Who'd like to, to start? We have a report on the garden tour or the garden tour? Yes. I think it was a booming success. And, I thank, Council Member Milke for all her footwork she did, in attracting, gardens garden hosts. And as I understand it, from the feedback we've received, we've got to increase attendance to the garden events. The only impediment I ran into is I hosted the one at the Peace Garden and the Street Rod show going on right in front.

79
00:53:10.610 --> 00:53:51.195
And I think that did decrease our foot traffic a little bit. But, the people that did come were, you know, that was a great way to introduce them to the Peace Garden. Anything else? Anything else? Let's see here. What is it? I think the Environment Commission is mostly involved in two activities. One is, Adam Kuester is our representative to the CAC, so we have discussions specific to that. And then we're well, we were planning for the ice cream social, but we're not anymore.

80
00:53:52.855 --> 00:54:27.465
Yeah, so we're just moving along on our plan to implement the Climate Action Plan. Well, Council Member Lawsonberg? I have no announcements this evening. Okay Council Member Malky. Well I'm just going to remind him that to encourage people to attend the open house for Northeast Youth and Family Services I think it's next week. Okay. They have a number of open houses. Yeah they have another one coming up next week morning one otherwise, yes, the garden tour was I reached out to people that I encouraged to be host again this year or be a first time host, and, yeah, the response was great.

81
00:54:27.465 --> 00:55:04.560
I know for my, we had about six to 10 last year per garden. This year, it was 25 to 30 for the people at their home garden. So that was and they all wanna do it again. So that's great. And otherwise, like I said, community engagement commission met on Monday. We didn't have a quorum, so we treated it as a workshop, and I think we're nearly there with our mission statement. Sick. Very good. Very good. Thank you. The only two count two announcements. The, planning commission will be meeting next Tuesday. They will be discussing the CAC, meeting, as well as,

82
00:55:04.880 --> 00:55:43.875
introducing, our, consultant planner that will be taking over for, planner Mil Mirren, during her absence. So do that. Owen the second is, we are having a special workshop after this. So when this adjourns, don't go away. We'll be right back. We'll be right back on camera. Sounds like an ad. You could click skip. Let's see. The the Parks and Rec Commission, met on Thursday the ninth. Thursday. And anyway, following our last meeting, we went over the the audits that everybody had done.

83
00:55:43.875 --> 00:56:22.265
We had a great meeting with Public Works Director, Colin, to talk about the park needs and where we were and what types of things need to be done and we're looking at working out numbers for add ons for, for things to do and signage and all of that. We looked over some, rental policies, that were streamlined. And, so staff and the commission are still working on all of that to finalize it and hope that we have it in place by,

84
00:56:23.065 --> 00:57:04.800
by then looking for, you know, next steps and improvements for the parks. And, yeah. It was, apologize for not getting out to the garden tour. I was watering my new lawn. It's a four hour process. It's a two and a half hour process twice a day, but it's starting to turn green and it was terrible to have it, next year I'll be on the tour. Yeah. It's gonna be nice low mo, all of that, but, it all had to go to begin. Administrator, in a hand, what else do we have, for announcements? Yeah. Thanks, mayors. Covering it really well.

85
00:57:04.800 --> 00:57:40.775
Staff's getting ready to mail out, all the letters for Pay by Mobile. So those I believe the stickers come tomorrow. So just getting all the preparation ready for that. Also getting together our state fair resource guide, which we'll send, via direct mailer through our printer, kind of just all the tips, tricks around the state fair, just kind of letting residents know. So even if they don't receive a letter with a pass, they at least kinda know what's going on with the fair, a little bit of explanation. And then also, the Vallejo construction for the Fairway Commons has begun. And so, you know, constructions,

86
00:57:40.995 --> 00:58:16.100
fencing is up. We've been working with, Amber Union and Buhl, or so actually, Halverson Blazer Group there. Just making sure kind of that they have a a program ready for their residents just because it, you know, is reducing their temporary parking. So working with them just to make sure that they have that. So we've been working with the residents there and management just to make sure that that's, everything goes well. Access is temporarily closed there, at the, Larpenter entrance, so it's kind of off a point right now. So additional traffic, and we're kind of monitoring that and working with both the builder and,

87
00:58:16.800 --> 00:58:55.840
you know, the various property owners on that. Other than that, the final thing I guess I would note is that, community park continues. Just waiting on the final water. Splash pad turned on. Everything is coming. So still moving well on that. We're still on track for kind of our, playground equipment should be delivered August 17 is for the equipment. It's about a thirty day install, and then about five days to let the port in place, surface cure. So end of September, early October is looking like our likely open for the public. That's oh, final thing I'd say is that we're also in our budget cycle right now,

88
00:58:55.840 --> 00:59:45.850
and so our August 12 workshop will be dedicated towards kind of our preliminary budget, kind of our first budget workshop, and then also a second quarter financial report from finance director Lambert at the regular meeting, kinda cover our first half of finances. Great. Okay. That covers announcements. Community forum, if anybody would like to, step forward, provide comments to counsel, it'd be up to three minutes or better to, talk to counsel about what's going on. See no, action. I'll close community forum. And at 08:01 I'll, I'll make a motion to adjourn. Okay. Thank you for coming out this evening and watching us.

89
00:59:47.350 --> 00:59:57.725
All those in favor of adjournment, signify by saying aye. Aye. Opposed nay or opposed say nay but anyway motion carries we are adjourned.
