##VIDEO ID:djnZjl5X1CI## all right good evening everyone I would like to call tonight's meeting of the Fall River historical commission into order um it is Tuesday November 26th 2024 it is 6:11 p.m. um this meeting is a hybrid meeting so it uh the board is here in person at Government Center uh we do have attendees um attending via Zoom um pursuant to the open meeting law any person may make an audio or video recording of this public meeting or may transmit the meeting through any medium attendees are therefore advised that such recordings or Transmissions are being made whether perceived or unperceived by those present and are deemed acknowledged and permissible um they got a roll call please yes uh Joyce rodri's present Connie Soul present Rick man present Jason bushard n Rocky present Elizabeth de present John Lio present Ashley dunia present thank you everyone uh we do not have any open seats um and uh let's see um first on the agenda we have the minutes from or the special meeting from November 4th 2024 that uh Liz emailed everyone um did everyone have a chance to look at that yes um and I do have all in your packets everything is numbered as well um in the top right corner I'll make a motion that we accept the November 4th minute meetings second so I have a motion by Rick seconded by John um for the minutes from November 4th uh roll call votes uh Joyce yes uh accept the minutes Connie Yes Rick Rick manini yes Elizabeth yes John yes Ashley yes and Jason bushard and Rocky yes thank you um all right item number oh do we have any citizens input tonight okay um we do have a item number two we have a notice of intent to demolish uh this is the barn located at 7 to Belmont Street Mr chairman I'm going to have to recuse myself from this okay all right thank you just make a note that Rick is stepping up um item number two is a demolition uh permit request for 72 balmont Street the barn located at the chony Sears house which is located in the highlands National register District um the uh um we have a representative from the ownership of the property they are requesting a waiver of the demolition bylaw um to wave the six-month delay on the barn itself um if you can state your name and your uh affiliation please yeah Brian Corley property manager tetrol real estate you and um and thank you I did receive uh from Carrie in the licensing office um the permit the copy of the permit um so the intent is to demolish the barn um will there be any replacement of the structure or at this point it's just to De demolish the the barn basically we're almost complete with the renovations in The Three Families there at 72 Belmont we expect to have them listed for rent in December and just with the condition of the barn we'd like to demolish it and just we're going to add some parking in there as well okay okay um the you did go before the zba to have the we did meet with you um before to have the um for a letter of support regarding the conversion of the barn into uh a multif family and that was denied by the zba um as well as the yeah and as well as the subdivision of the property um but at this point so the have you are you familiar with the structure and its condition okay okay um all right so they're seeking a waiver of the six month um yep uh so otherwise um if there's no there's no requirement for them to come before us unless they're seeking a waiver um but um you the demolition by law includes any any structure uh in whole or part thereof a property so the barn is considered um but it is once the the foliage came down it was pretty um in R shape I think yeah um is there any questions on the request to wave the six month no I don't I don't have any questions no I no um okay all right so there's um there's I'll make a motion um to approve the waiver all right I have a motion by Ashley I'll second the motion seconded by Elizabeth to wave the six-month delay um all right uh and make a roll call Joyce uh yes Connie yes Connie yeah oh jeez it might be working now um Elizabeth yes John yes Ashley yes and Jason Bard rocki yes all right uh thank you Brian I will send the the waiver over to you and that can be Pro uh provided to um the building department so you can proceed with your demolition plans perfect thank you very much thank you um item number three under correspondences um this is actually rather exciting one um we received on November 19th um 2024 communication from the National Park Service from the Department uh the department of the interior um confirming our um status as a certified local government so our application was approved and we are now it was instant on the 19th um this was addressed to brona Simon um the uh State historic preservation officer and executive director of the mass historical commission um and this is from Megan Brown who is the chief State tribal local plans and grants acting certified local government Court Ator um dear Verona Simon thank you for forwarding the necessary documentation concerning the city of Fall River application for participation in the certified local government program we have reviewed your submission and are pleased to concur in your recommendation that the city of Fall River uh be certified as provided for in the National Historic preservation act uh 54 USC chapter uh 3025 the date of certification will be recorded as the date of this letter letter uh we are also providing a copy of this letter to the city of Fall River we welcome the city of Fall River as a local partner in the federal preservation program and look forward to working with them to preserve what makes their Community special and significant they have been added to our CLG database and can find their listing there as well as more information on the CLG program by going to uh with the to their website if you have any questions about this letter please feel free to contact me by email Sincerely Megan J Brown so that is one big project done thank you everyone for all your work on that very it is excellent news dancing in the streets tonight I know that's good um out of the how many hundreds of communities in the city there are only 31 we are the 31st community on in Massachusetts for that um for the CLG program that's awesome there there are 371 cities and towns in the state of Massachusetts only 31 only 31 only want have that um so item number four um we have um so I received a request for a temporary staircase to the entrance of 710 High Street we did review um that application at our special meeting um they have actually provided updated drawings to me as of this morning I will send those to you um but they needed I means to be aggressed to the front um so because of the way that the ordinance is written a temporary structure is excluded from our uh our purview um and any exclusions um a certificate of non-applicability is issued um so I did provide the letter that I gave to the building department and to the homeowner Mr Vargas regarding that exclusion so he has a second means of erress to access his front door um but we we will be meeting with him soon in the future regarding plans for the rebuilding of the porch um are there any questions on that at all no okay um thank you um so um item number five um this is the we have under new business a letter of support request for The BMC dery trust building also known as the dery block at 80 to 84 North Main Street um this is a support letter for Community preservation act rent funding and believe Ken are you you're representing that project yes I am y all right you can just state your name and your affiliation please my name Isa I'm the Executive Vice President of the brist county EVC and I am the owner's representative for this particular uh request for a letter of support um as you probably know and I I believe you probably have the letter um that was sent to the chairman um seeing this letter supp but essentially um the property owner Monty Ferris is looking to rehab um the building that's located um at an address of 80 to 84 North Main Street uh the building itself is contained within the boundaries of the downtown for historic district um and it's a building that's been in somewhat vacant for a number of years and Mr Ferris is moving forward with the restoration ultimately it'll be used for um for housing uh within the downtown area the project excuse me the project itself has received Mass hisor uh commission approval as well as National Fox service U approval for the issuance of this tax credits uh for the rehab of the property in accordance with here to for Approved design that was subed to both of those entities um the request for the CPA is one for stor preservation and it mainly centers around funding for the windows uh there's a 132 Windows within the property itself so you can imagine the cost of the windows any replication and installation clearly exceeds $500,000 um we're hoping that some of the money or some of that cost will be offet through some CPC funding um the application will due in December and as a component of the application uh they're requested that we have u a letter of support from committee and that's essentially what I'm here for tonight seeking some that letter so thank you Ken um so in the packet of material there are um there the two longer sheets that I provided that have the renderings with the window specs uh Ken thank thank you so much for sending over the material um all the windows will be um they're will be consistent with the Secretary of the Interior stats okay um and I believe they are aluminum I saw that yeah okay um which is yeah you can as you can imagine it's difficult to get a 100% exact replica so um the the the windows that employed the spec sheeet that's employ was the spec sheet that most closely represents um the has approved by okay okay okay um are there any questions regarding the specs for the windows it's pretty detailed um and uh has work started on the building yet do you know Ken so they' received some up funding uh in the past so with they they had to replace the the roof because the roof was compromised it was leaking so there's been some roof work that's done they've done a little as best for but there's been no uh hardcore construction on the interior of the property itself uh they are receiv a second up Grant uh from um from umlc and they will be moving forward with some additional uh environmental clean up and mediation of the prop itself okay all right so so your letter Ken is just looking for support of windows at this point the letter from this commission yeah yeah okay all right yeah that's what's going to go before the CP CPC committee that's to be the appliation okay this this question I guess is maybe not applicable to us at this time but uh was they uh under after investigation was there any structural damage when that roof leaked and caused a little [Music] collapse compr conru conru 18 um that's good to hear thank you um before we proceed Gary are you able to turn your volume up your volume up I just don't want feed so if you want if you want to get off the phone I will do that okay do that okay thank you all right sorry we had to have some uh we have some uh AB connection connection issues uh Ken I think I lost you Ken can you hear us nope all right so he can only hear us through yourone yeah all right Gary if if you can turn your volume down so there's no interference that would be great meeting ID followed by I do apologize about this you have not enter don't give me a chance enter your participant ID followed by town so good there are three participants in the meeting okay Ken we're back sorry we're back sorry y i out perfect okay okay okay um are there any questions for Ken regarding the specs this is a letter of support for Windows no for CPA funding for the windows I don't have any no further questions I'll make a motion to provide the letter of support I'll second that motion all so I have a motion by Elizabeth seconded by Connie for letter support in regards to item number five um I get a roll call please Joyce yes Connie Yes Rick Rick Mancini yes Elizabeth yes John yes Ashley yes and Jason bushard and Iraqi yes can I'll have that over to you I'm going to be sending out letters uh tonight because of the holiday and um I know everything's due on Monday so you'll be getting uh your letter tonight okay thank you my pleasure thank you um and you're you are uh presenting I believe from item number six so item number six is regarding uh the Coughlin school at 1975 Pleasant Street a letter of support request for CPA Grant fun funding um for I think in the letter was the hbac um yes yes okay so um once again Kola vice president Russ County EDC I'm here on behalf of the St John's Holy Ghost Association which is the primary tenant and the owner of the uh the building itself um so as you may recall uh just by way of background I think for those that are familiar with the cof school uh the school itself is listed on the national register of historic historic places it was designed by Frank Irving Cooper constructed in 1993 in the Romanesque Revival style um it was one of nine grand schools constructed in for during the 1890s that made after johned as the May from 189 to 1893 um back in September 2015 there was a pending scale sale in CL school to a private developer uh which was terminated as a result of an a related F to the school which caused smoke and water damage throughout the building and structural damage to the multi-sided roof in August 2016 the city council put the cof school out it again and then the nonpr St John's Holy Ghost association with the win dinner and agreed to secure secure the building and put a new roof on Within 60 days were taking on ship which which they did uh from 2016 to present the Holy Ghost Association has replaced the roof and made other improvements throughout the building to property in state of propos users office space for the club a Community Food Pantry Restaurant and the function B um as so they are currently going before the CTC committee for finding uh under the historic preservation category to install a sprinkl system uh which will allow the use of the basement and the first floor of the building for Club use stents and Community Kitchen needs uh then once they get up and running the revenues generated by the fundraisers and Club dinners and functions will be utilized to uh for future window replacements as well as the placement of an elevator within the building which will allow for Community use of the second floor but so this this project here I think is one that's a little bit outside of the norm that you would see in the sense that it's U it's being submitted here by a u a nonprofit organization um it's one of these crawl you have be able to you know crawl and then walk and then run uh they spent a lot of money since 2016 uh making sure that the roof was repaired um and making other improvements within the building so that it can become more functional but the next step of functionality is the securement of CBC funding for a sprinkler system which will then allow them to use the building itself for the stated purposes uh the building itself will be fully sprinkl uh but they will not be able to use the second floor until they get the U the elevator in place so right now they're you know they're looking for a letter of support from uh from the U the committee so that they can move forward with their application for the CPC hopefully to see uh all some if not all of the money necessary for the fire suppression system the spr system thank you very much um any questions for Ken regarding this so they did move they move through the first uh eligibility with CPC um and I mean suppression systems are themselves extremely costly and especially for a building like that where it's brick and a combination of brick and stone and um um for nonprofit so this is exactly why we have the CP the CB a program in FL reverse for situations like this um any questions at all no I don't no so this is for a letter of support I'll make a motion okay provide a letter okay I have a motion by Ashley for a letter of support for the confence school second motion Elizabeth thank you all right I have a motion by Ashley seconded by Elizabeth for letter support in regards to item number six uh roll call votes uh Joyce yes Joy uh Connie Yes Rick Rick Mancini yes Elizabeth yes John yes Ashley yes and Jason bardi yes Ken thank you very much I will have that over to you again uh this evening thank you very much and happy thank you very much thank you Happy Thanksgiving and you also thank you um all right so next on item number seven we have uh a request for letter um request for a letter of support for Community preservation act grant funding for 1270 1288 Pleasant Street this is the greeny building um move my paperwork over and there was a in your packet of M of of material there are few attachments there is the letter to the Building Commissioner plans um the application to the CPA eligibility as well as the renderings that show present State versus the proposed rendering of the storefronts um so thank you there's a lot of material but this is excellent um if you can state your name and your represent uh how you're Affiliated please armanda per comprehensive design Bill Services I'm here representing the uh owner on this project on the uh designer um so we've got a building that's actually on maon um also National register this building has um has had the storefront where they were being used and multiple years they had different types of tenants in there we've got nine existing buildings between unit uh address 1270 to 1280 which we're looking to bring back as far as the residential and TW uh address 1288 was actually the Knights of Columbus uh way back when um and we've taken that building I mean the design of that area in that portion of the building where we're looking to do two handicap units on the lower level uh we're looking to do six studio apartments on the second floor and on the third floor we're looking to do um loft one-bedroom Loft units so we're looking add a total of 12 um Regular units up above and two down below so we're looking to add 14 units uh building has some damage it's been obviously you can see that you know the windows are broken uh we've got some uh water coming in so we've got some damage going on in the structure uh so we're looking for uh preservation and uh for also um uh community housing uh funding we're looking for letter support so that we can get this back up save a building that's you know historical value in that area and also to be able to provide housing which is is something that's needed right across the whole state and the country at this point so we'd like to get the letter of support so we can move on to the next uh phase um and uh If U just remind us um so the ground floor the proposal for the ground floor there will be retail involved too or is it strictly all residential nope we're looking to take where the cafe was right up almost at the last unit to bring back and keep the storefront so we can make that back to what it was it served as multiple purposes so a mixed use a mixed use building ESS correct correct I mean would taken the advantage of the theater that's over there to make it into more housing which I think is something that's needed and I think will benefit the neighborhood and the city okay um all right is there any question question um the only question I've got is you show the South elevation and nice job we where you're bringing back the original uh you know four over fours and the eights on the Windows it really looks good how about the east west and north side are those going to be restored like in kind we're going to be working on them we need to we need to look at what's going on over there we're going to have to repoint it we're going to have to do new windows there as well so we're looking at redoing the whole building the focus on that uh South Side is because of the storefronts and we're also going to be uh addressing that for potential storefront uh funding through uh and the West Side quite visible also from the streets correct up Pleasant Street so is that going to be restored also yes correct that would be part of that whole front facade type of thing okay guess is a kind of a block that's all redone or was that part of the original structure you know that's a good question I'd have to go and do some research on that but yeah that we're going to we're going to have to clean it all up and bring it back so I mean you can't just if you get two SES that are visible from the street you're going to need to address both sides yes correct that was my question yes they'll be addressed a reason for my question um thank you what's the total number of Apartments 14 14 + 9 so looking at 25 14 plus okay yeah okay okay um and will they be uh what's the demographic makeup or will they be market rate um affordable a a mixture Workforce Ron can you come on and address that please turn vol volume's off hello yes um if you could state your name and your affiliation with a project please uh [Music] build okay for the the next one okay um what is the the makeup of the building is it for in terms of what kind of apartments are they uh market rate Workforce uh market rate all market rate okay market rate I guess when we look at the potential of the handicap ones that we could probably look at and consider those they could be market rate but those will probably be going towards the affordable area potentially the accessible units yes okay well there a percentage that's require you going before the CPC for funding as a historic building or as housing right now we applied for both so we're going to have to address those numbers there's a there's a number a given number for correct housing okay which is quite High not high it's just it's good it's a good number but it's um um I didn't have any other questions regarding um the renderings are um very helpful uh because one thing that um so the Flint Village is not um it's not in a national registered District at all um something that we would we hopefully one day would like to address and have that surveyed um but uh the building itself is is listed on the national register which um so there are you uh will you also be seeking historic tax credits at all or are you not using that that's something that the is going to have to address okay Ron are you um are you going after historic tax credits as well I think it's muted again there he is they are [Music] available okay um so the wait so is that a yes if they if they are available yes okay um um so for that process that they've already closed the the eligibility round so I believe that reopens when do that reopen they have a the deliberations are in January for historic tax credits oh for tax credits not sure it's quarterly it's uh so we meet with them November three we'll be meeting in January um so if you're if you are going after historic tax credits um that's uh one thing I would recommend is to contact the um the Massachusetts historical commission uh because they oversee not only the state tax credits the historic tax credits uh for the program but they are the basically the liaz on with the National Park Service for federal um and I can't remember when the opening is for submissions um I believe we're in the middle of all that right now um so I want to say might March or April I believe when the material is due um but they can guide you through the process um if you are going through tax credits because that would also require a letter of support from us um but it's up to a 20% reimbursement or credit for qualified uh Rehabilitation expenses um so on the on the project okay okay we we'll start looking into it sure okay thank you you're welcome um any other questions at all all right I'll make a motion that we uh give a letter of support thank you I'll second that motion thank you all right so I have a motion by Rick seconded by Connie for a letter of support uh for CPA grant funding in regards to item number seven may I get a roll call Joyce Connie Yes Rick Rick manini yes Elizabeth yes John yes and Ashley yes and Jason Bard and Rocky yes you um and so to be here for item eight so item number eight is the pado narag cash apartment building 1616 to 1622 Pleasant Street um a letter of support request for CPA grant funding okay so um again Armando for comprehensive design build Services um so here we've got a building that uh right now has a fence around it because uh it needs to be repointed uh it's a historical building as well um beautiful building I've been inside unfortunately we've had a roof cave in in there that we've got to uh um get in there and repair the roof um so it doesn't cause any more damage we're also looking to do storefront on that whole building you actually have some colored renderings on uh that one um this particular building we're going to keep the two storefronts down below and we are converting six Apartments into 12 apartments and we're looking to do um the two-bedroom units and we're looking to to put in an elevator in the back on this one here so uh because the way that the building code requires it on four or more you you'd have to put it in an elevator so in the building or you said on no no no so what happens is that building actually has uh a protrusion in the back that looks like a set of stairs that we actually want to kind of like encase it in there um so we would have our stairs going right down the middle it it's going to take a little bit of reconfiguration in that in that particular project but we're looking to keep it as that um that particular building or building site which I did send over uh we're actually going to be able to even put some off street parking in the back of it um for potential handicap compliant um again this is a rehab and uh community housing uh we're going to have to talk about how many units you know potentially for um any low income other than that if I'm correct uh we' be looking at probably that all those units be market rate okay okay the building does need I'll tell you I just saw the numbers and I was a little taken back um it does need to be repointed because there's been a lot of damage uh to that building due to water infiltration and in the olden days they weren't required to to have an airspace between the wids of brick so you get the she getting in between a WS of brick the nice thing about that building is it has a whole steel skeleton and that at one point was a paint store so when you start looking at the loading that you would have you'd have to have a structure for it so um again we're here asking for a letter of support because I think it's a both of these buildings are actually very viable and and they're beautiful and I think if you if we don't work to restore and Rehab these buildings we're going to lose a valuable piece of History so it would be really really valuable to the community as well yes I agree I said I agree um just when the question of the of the collapse of the roof was doesn't look that major is it is it minor or I didn't take I didn't provide you with an aerial if you go on to Google Earth you actually see the middle it's completely it's like a a hole in the middle like a donut and that water is coming right down right down into the basement it's got exactly cuz I mean I get to the point in the building I couldn't really walk inside I don't I don't think I put any pictures in there to the Building Commissioner but I cannot access the basement because the stairs collapsed so um and I didn't feel like jumping down there having to called fire department to build me out so the structural portion of the building is still maintaining its full Integrity as what you're saying yes so that building has steel beams going from side to side it's got four columns in the middle and then what happens is that what and I think this is why the brick hasn't collapsed is the steel frame that's on the outside so it's almost like that building got a whole skeleton put together and then there were was infill so um you can on the inside of the building where it's exposed you can actually see the beams that are wrapping the building on the inside um the collapse the roof collapsed the third floor um it's real spongy 210 lbs I was questioning if I was going to come out without putting a hole in the floor so uh but it needs it needs a lot of T of loving care so this is another project that's going to cost quite a bit new windows new storefront as you see in the renderings and um it's great that you have somebody that's willing to take that on and actually bring it back to life with the city correct again are you applying for historic or housing on this or both we're applying for both um on the historic uh timeline someone provided us with the information uh so it's April 30th August 31st and January 15th so if they for the for the taxes for the tax credits April 3rd 30th 30th August 31st and January 15th and if the deadline LS on a weekend or state observed holiday the deadline will be the next business day and it sounds like it would be lucrative to look into it absolutely considering the work that needs to be done the so the tax credit program is we have number of mills in fall river that have utilized that program um the company that I work for in Providence has utilized that program um rehabbing commercial buildings into mixed use so this is it's um it it's a it's an excellent program especially um uh while we have that program still in place um and um for for an area like the uh the Flint Village like I said it's not the whole area is not on the national register the building is so that this is a good good use of that would be a good program to same thing with CPA um to help re rejuvenate building by building the Flint the Flint Village there's a lot of work being done right now on the Mills um I believe all of them have been rehabed except for the Flint Mill which we've reviewed uh we provided letters of support for the rehab of that one um and that's a significant project I believe about 400 apartments um just around the corner from from these two buildings so there's a lot of interest um but all of that is using historic tax credit uh the historic tax credit program um so anys I can talk all day about that but um I know this is this is all excellent um and other questions all I just have a quick question do you have a timeline on this as to what you expect to happen uh in the next two or three years five years so one of the things once we get the allall rolling again we can't do anything until as the rules say can't start anything until we uh get approvals but once we get that going I mean one of the things that I can talk about with a developer is that he'll start at it and he'll keep just chewing at it and you know until it gets completely done so it's not anything that uh is going to stay you know open for 10 12 years you just want to get it done and so do I cuz that means I'm married to it until it's completely done but it's it's a beautiful thing to bring it back so the quicker we can get on it I know I pass by there every day I'd love to see it love to see it done and love to see people living in the building there you go thank you if if you would have closed the building if you're attempting to repair the roof that would not infringe about with anything to do with the CPC CPC is what you're going for funding for and if you want it to tomorrow or next next week start to close in the building make it watertight that would not affect your funding so that would be almost kind of like an emergency repair well it's yes and it's outside of the bounds of what the CPC funding would be okay because they funding housing or they're funding the historic portion of rehab of the home not the roof per se so you could go in there and uh tighten up the building and that would not be an infringement so don't let the that hold you back to protect in the building this winter good information to have thank you um I have no other questions so they're seeking letter support I'll make a motion that we uh issue a letter of support Second 1622 all right a motion by Rick second by Connie for a letter of support for CPA Grant funds for item number eight uh roll call votes Joyce Connie Yes Rick manini yes Elizabeth yes John yes Ashley yes Jason brard Rocky yes thank you so much I will um because of the holiday and everything is due on the 2nd I will be sending out letters tonight um usually when I send out uh support letters I also do um includes uh Sandy Dennis in the um in in the email so CPA uh the CPC readily has the material but I'll very good I'd like to thank everybody on the board and I want to wish everybody a Happy Thanksgiving same to you you and your family thank you you thank you everyone thank you Ron thank you Happy Thanksgiving I think you can get off now right y all right there we go okay so perfect thank you everyone um so item number nine um we have a request for a letter of support for CPA grant funding from the Fall River preservation Society uh in regards to the Form B assistance for the historic distri extension um I will be recusing myself for this thank you hello hello Alexander Silva 148 Purchase Street president of the board of directors of the Fall Riv preservation Society uh I'm here to answer whatever questions you have about the project I think the commission is uh generally familiar with it since the intent of this application is for the preservation society and historic cult commission to work hand inand with the existing Fall Rivers Highland local 40c uh protected historic district in the highlands um and expanding that from the progress made on its initial Foundation almost 10 years ago right it will be uh yeah 2025 will be 10 years y next year is the adoption of the uh um the 40c um um so what the preservation Society is doing so they will be ultimately Forbes have to be updated across they really should be updated across the city um especially for those that have not been updated since the 1980s um and it's a fantastic tool even if it's not for a project like this so we have an idea of the historic resources in Fall River um a little bit more of the history um and um it's a good educational tool as well and if there's the need for ED historic districts um and so this they are doing the will be overseeing that project of getting a consultant to survey the neighborhood the target area um and then providing the updated form BS um that will be provided to the state as well as the letter uh or the study report I think yeah I can just kind of read what so we're getting um cost estimates from a couple Consultants back for the application but the scope of services uh will be for the consultant to help the preservation society and historic commission conduct public Outreach efforts um including at least one public meeting uh in the future engaging in the required research for the form B's submitting it to the Massachusetts historical commission and then completing a report that'll be available to the public and I'll all relevant bodies uh on the expansion of the Highlands 40c district and recommendations on the district boundaries um as you know we have over 30 responses of interested people so it looks like it'll be expanding hopefully in some in some way um and we do have um in at our October meeting we did vote to amend the target area we've expanded it just a little bit up um Highland Avenue to the north uh to include 17 additional properties so the target area uh went from 150 to 167 um give or take um one or two properties but um for the Target area that the surveys have been sent out to the second round of surveys will be sent out shortly um in regards to so um the and also for a little background too the preservation Society um had in the past had sought T um CPA funding for the design guidelines which we worked with um and that was adopted in or published in 2020 last year was the the public release available on the city website I think the historic commission page Community preservation committee page so this is a similar similar process with uh for the for this y um it seems a little odd that we will be that you need a a letter of support from the historical commission uh for something that we are working on but um this is what was done in the past as well so again I'll I'll make that motion that we Supply a letter of support just an added uh Insight on this uh we're presently doing form BS with CPC money and steep Brook and on the bio reserve and the value of that uh those determinations and and Reporting and knowledge and things of the city it's so so valuable but what an asset it is for for the future of Fall River as I can't speak enough about getting this getting these forms and getting this type of of educational set in the city yeah as Jason and Rick said uh it's really a community tool and resource people use it you know for family history or or just like Community Pride I like to say when you know just trying to learn more about where you live um it's often one of the first concrete pieces of research that people start with for you know significant more expansion of research so it really is like a foundational piece of History going forward for all generations the um for the research aspect too um if the properties were not documented uh especially with a city like Fall River where a lot of the building records were lost to different moves from different City Halls and buildings burning like the whole burned down in the 20s multiple times it burned um so sometimes it's almost like you have to go through just the newspaper records or other other means of uh uh uh finding different primary documents to back up your research um outside of outside outside of City Hall um and you know we have for example in the highlands um we have every summer there's an architectural historian group that comes in it's uh they're they come from all over the world about 30 or 40 of them it's for the Victorian society of America they have a summer school in Newport every summer and they always come up to Fall River they tore Rising Sun uh because it's it was designed by uh Ralph Adams cram very uh uh well respected architect um and they tore that house they also tore the neighborhood uh around that house so the fact that we have international eyes on parts of our city is good and if we have additional research done we can have additional it's good for tourism um and we have that type of info so um all right so we have a motion by Rick for letter support thank you and sorry who was that it was Ashley Ashley okay thank you motion by Rick seconded by Ashley for letter support for item number nine roll call votes Joyce Yes Rick Rick Mancini yes Elizabeth yes John yes Ashley yes and Jason busher yes thank you Alex thanks have a good holiday you too also enjoy it thanks Thanksgiving um item number 10 uh we uh this is it was an inquiry um didn't really fall under correspondences but for discussion purposes um a resident within the 40c the highlands 40c um had emailed asking about um the possibility of a park adoption um in one of the Olstead triangular Parks bounded by Highland Avenue High Street Maple Street so this is the little triangular park that has the sign that says welcome historic Highlands um I guess there was some issues with the Landscaping there um it stemmed from a very large amount of poison sumac um and overgrown shrubs and just general uh uh not neglect but just um things were not properly taken care of and the other triangular Park further north on Highland Avenue Highland was the Highland Belmont and Prospect Street was adopted by I think the dennises the um uh one of their nonprofits I I can't remember but um so I don't know so this is for discussion if we know if that Park the the dery green bless you um if it has has it been is do we know if it's been adopted by organization so that would be for maintenance and Landscaping and um so kind of taking the almost taking the load off of the city in a way so many many years ago the preservation Society did clean it up um that's when the uh the uh bench was installed some trees were planted and there's an actual Olstead um and exists uh the Olstead uh planting the the whole plan the blueprint right uh for that green and so it we started that uh the preservation Society started doing that there was some push back from neighbor regarding the cherry trees which are not original to the park they still there they are but they break they they really are I mean they look beautiful for that Split Second and then they're no you know um but anyhow um we and then during Auber Auber day and um who was the lady that passed away she was oh I can't think of her name she the tree the yes the she did the tree planting yeah I forget her name also yeah I can't think of her name but anyway she passed away and so that kind of went by the wayside and but that's how I know that no one has technically adopted okay the park we did have the sign redone by uh diamond oh okay M the the park was cleaned uh I received that same phone call and within the day the par Department went clean got rid of as much as the poison suac as possible uh and and trim the trees the sign is now visible again uh and it it was it looks very nice it was it was done up uh uh very quickly and it's if it gets to that condition or starts to grow out of hand again it's a quick call to the parks department and they are very responsive for that area I did email the park Parks Board uh I think it was the Parks Board asking what the process was um because of just and I did explain that it is the Gateway essentially the gateway to the highlands National register District um and um and the historical society is right there just like really yeah there's a number of work yeah and so if it's a matter of if they I don't know what the process is to have a park adopted um but um I don't know if that's something that the park board has to put out like a proposal for or um is there some um I don't know if can is that to have a a group maintain that par area right because I think with the other part is very well maintained um over by uh Little Theater um that one very Francis green right I think so fris green um and if we are successful with the expansion of the 40c those will be part of the 40c because we did include Highland Avenue as the boundary um so yeah um but I don't know they wanted to know if there's anything that the historical commission can do um I said we will discuss it uh for that purpose just so we have you know we can put it out there and then you know somebody has to I guess contact is it Nancy Nancy Smith nth very very responsive as I said with in the day it was done do you have a good relationship very very good relationship um May I task this with you of uh ask this on you to see if there is any interest in having that Park adopted sure or what they if what that process is yeah I will I will work on that uh actually well better not tomorrow's day before thing I will I will get on it on Friday okay um there are yeah there are a number of nonprofits in the area there's the Historical Society the artist association's around the corner Deacon's home has a lot of property around there the school Department's over there too so there's there's a bit and they're fully aware of that and that's why the response was so quick and when we found that when it was brought to their attention they they they're short staffed in in reality and there's so much to attend to uh so but the minute they received the phone call it was immediately taken care of thank you and yes I'll get back I'll get on that and I'll report at the next meeting thank you um and then yeah so I am interested to know what the process is to just yeah um right thank you any other questions on that one on it um so item number 11 um I received the acceptance letter uh the signed acceptance letter for 253 Alden Street which is the aspar Santos school um it's not in your packets um just because it's just a signed letter um but the oops right um so they signed it on October 10th um this was a historical commission nomination um so they have accepted um but we do need to approve the acceptance of that into I guess right do we have to um because we nominated it and not the property order um we still have to go through a motion to accept it y okay yes okay um so on that note um so this will be added to the register of significant structures um I think they eventually will be looking at National register um designation as well which is good um so may I get a motion to accept the nomination the acceptance of the nomination I'll make a motion to accept the uh nomination thank you and I'll second I have a motion by Connie seconded by Rick to accept the uh nomination confirmation for 253 Alden Street uh roll call Joyce yes Connie Yes Rick Rick Mani yes Elizabeth yes John yes Ashley yes and Jason buer and iri yes thank you so that was accepted today thank you um next up um Rick on under old business do we have uh for item number 12 an update on the form BS for the Steep broken bio Reserve uh yes we do uh it's good reports uh the uh St Brook area is uh coming to a conclusion there's going to be anybody who's let's say all invited uh uh December uh December December 10th at 12:30 over at Roger Williams University and if you're interested just let me give me a call I'll I'll line it all up so we can all go in in Mass there's going to be a a presentation the students are going to be making their presentation to the professor uh it's a we'll take about I think they've got an hour and a half or an hour and 3/4 for the presentation to be made and at that point uh Professor Styles will uh grade the students and that's all well and good but then she's going to put this all of the documentation together and make another presentation to us as she did back okay in in March or April of last year so so yes it's coming the the investigations been done they spent the tremendous amount of work the building department went beyond support they they let them in helped them with the old files the building department was great uh the registry of deed was also very very helpful um and the library of course unfortunately uh the Michael Martin is still the Historic Society it is still not available the records are still in packet so there were unable to dig out information from those records but uh they were more than willing to help if the records were available so that's good uh the bio Reserve is fully documented and what they're doing yeah and they're in yeah they're in the process now of starting to uh pull the data together but all of the sites up in the bio Reserve have been uh viewed uh I guess there were few few uh others that were noticed or found that were not in our original proposal and they included those um so there's a a a meeting coming up shortly I don't have a date yet because Holly hasn't given that to us but uh we're going to get a date shortly when they're going to get together and start to present some of this documentation to see how we want it pulled together but I'm sure we'll we'll have something in the uh late winter early spring full documentation but it all of the actual trotting through and looking at the site it's completed that's cool that's fantastic that's fantastic um regarding the Historical Society um I did hear from Caroline auin who's the registar um they should have it's because of the Christmas season they just reopened their store the Museum's still closed but the store is open um after the holidays they um anticipate having access to their archives um like mid late winter early spring just as a heads up so I told her I said we have people waiting to get in um that uh we have applicants that are doing uh tax credit uh projects and they need additional resources and they yeah it's it's causing a little bit of an issue they've been close for a while yeah she she did when I spoke to Carolyn she did actually physically uh looked through what archives were available for the B for the Steep Brook and she did get back to me and she said so sorry it's still being packed and they were in the process of you know pulling that data out and organizing it so they're working hot at it they are it's there it's a crew of three people over there and they're doing a a lot a lot um thank you for the update that's excellent thank you Rick um any questions on that item at all no um 13 Highlands local historic district expansion um so obviously we had Alex here earlier um the addresses the um addresses and ownership of those 17 additional properties were finished um I was going to send an email over to just so they are aware um to Dan agar the mayor Etc just letting them know that we did add those properties I just wanted to get the list of the ownership owners up first um because they were looking for that the last time we had done this um just so they're not caught off guard but um and um and then from there so I have a everything that I do uh in terms of like all the files you access on one drive um just for ease um but I do have a Google form that I've drafted um with the questionnaire um that we sent out to the homeowners the first time um so my um so that's drafted um they will all everyone in the district will get a second survey or or a second letter um if they've already filled it out great if they haven't um then they can go to a website link which will bring them to the Google form they can do that and it'll just go into a spreadsheet and I just just have to wait for things to come in yeah it's so much easier um what the state gave us was all uh Antiquated it was all paper survey so I still plan on uh when I send out the material it'll be a simple letter but they will also have access to I'll send the the little pamphlet that says you know the um what is it the uh there's a difference between a national register and a local historic frequently Asked question frequently asked questions right so um but aside from that there's no other changes um we did I did get one extra survey back um address 274 Prospect I think it was and um so it was all positive so that's good um so yeah aside from that um there's no no other update I know Alex was meeting with he said he um he has some companies that they're looking at for the Consultants um and that's part of the reason why I contacted Caroline at the Historical Society to still find out when these archives will be opened up because they will be they they will need to get in um so that's that's it that's all I have so um before our next meeting I will have the um the service will be sent out um car's ready um and then we'll go from there so it should be easy um and so one thing I did forget to mention um regarding the CLG um uh designation um so the state pays for our membership to the uh National Alliance of preservation commissions uh nacp um so um and then any board members become members of the nacp which is good um so there's different seminars and tutorials and uh professional um I guess a professional network of preservation uh boards commissions um that are part of the CLG so that's all or the nacp so that's all included in our membership which is great um so and how do we get put on that list I will you'll be receiving an email so I I was going through and like I forgot to mention that so that's all I have um so our next meeting is I think December 17th I think that's correct let just double check Tuesday December 17th so we will be meeting um and I will send out the um the updated renderings which are much better for 710 High Street um we did approve their certificate of appropriateness pending rendering uh updated renderings and no questions from us so I will send it if there's any questions let me know then we'll bring them back for another meeting but other if there are no questions then we'll just I'll give him a certificate um so on that note may I get a motion to adjourn at 7:17 p.m. I'll make a motion to thank you and I'll second that motion you sounded hesitant well I was looking around I was looking any lips were um all right so I have a motion by Elizabeth seconded by Rick to adjourn uh R Hall Joyce yes Connie Yes Rick Rick Mani yes Elizabeth yes John yes Ashley yes and Jason Mard rocki yes thank you very much everyone
