think some of the qualify heavy commercial vehicles is that this one is that this church that's church but it's a similar issue toing um is there anything you'd like to address the board with um prior to us discussing the issue you guys brought forward if there it is come on down I um yeah I wrote something up to talk about absolutely come next page was give to hello um so just a name and address for the record please oh Kristen Silva 147 Grant Street and I'm Dennis Felman 149 Grand Street um so the parking in our area um has become increasingly difficult um due to the commercial vehicles so a few nights ago last week I went to I walked around my neighborhood and I found 13 commercial vehicles parked between um South Main Street and Broadway down Division Street my block on Grant Street and then on Williams Street um between uh Broadway and South Main Street so between all and they're all double parked some of them aren't even registered um double parked in the roadway well they're double parked on the side of the street so they're taking up double like two parking spots where cars could fit so they're parked like in in the middle of where like so if two cars can fit in a spot between two driveways they're parked right in the middle taking up both so that's taking up two parking spots for one commercial vehicle um some of those commercial vehicles aren't even um legal because they're register ations are expired so I found two of them whose registrations are expired and they're still parking on the street that was verified through the R&V well I don't know because I can't verify through the RMV but the sticker still says 24 and it's doesn't necessarily mean they're unregistered it means that the sticker is not good but yeah yeah well the sticker isn't good so they may be illegal they may they may not be but um also in my area there are multiple like out ofate vehicles that have been there for over a year and Massachusetts state law from what I found they're supposed to register within like 30 days of being here is that true if they live here yeah if they live here so if they're here consistently for a year nope then they don't live here they have to they could be here consistently all day long I could be leading you I live in Rhode Island but every night I'm hanging out at your house and still have my address there for the next 3 years well these are like Virginia and New York plates so no we met on Okay so dating I'm just saying but you're right I mean if they are if they do have a current residence here it would be that way okay all right um so yeah that's that's basically what I came here to talk about um is you know all the commercial vehicles parked everywhere there are multiple um like empty parking lots around or businesses that are closed at night that maybe they could team up with and pay for parking over there or something I don't know there's quite a few you know solutions that could that I think could and I'd like to add something due to the issue with the commercial vehicles now people the residents that the cars that are in the neighborhood uh it it's it's becoming a habit where I can't get out of my driveway because people are that the back of their cars or the front of the cars are extending into the driveway now I've called the police repeatedly and I asked the question is there a rule about how far the car can be from the basically the entrance of your driveway and I was told no you know they can't be in your driveway but they can go right up to the edge of it okay but if they are blocking the driveway um that nobody comes out anyway there's also a car on Division Street that partially blocks Grant Street like consistently every night so they're parked like out and like so and it's even during the day in the morning when I leave to bring my daughter to the bus um and you can't see around the car making it a blind turn turn on the corner no it's in it's partially in the I have pictures actually they're blocking partially blocking Grant Street um I do have pictures of some of these know you know if that's been called into the department I have called it in and nobody showed up or the person car ever or the car ended up moving car actually on several occasions had a ticket on it and someone they still they still do the same thing right I haven't seen the ticket but that's not when I've called so th this is the can I come up yeah please so this car consistently Parks like this and then you can't see around when you're in a shorter vehicle yeah too close um and that that is consistently night after night um they do leave pretty early in the morning maybe 8:39 but when I leave to bring my daughter to the bus I have to make that turn on Division Street and then also on Division Street when you take a right um from Grant Street to Division Street there are cars that Park in the no parking here to Corner Spot M and that is a consistent thing day and day and night and the buses can't get around I have gotten out of my vehicle and helped navigate the bus to make that turn for a neighbor's child because they can't make that turn um because their cars consistently parked there all the time and and it's that car that's partially blocking our street it's the same car every single every single time so they're consistently doing it um and I mean they may get a ticket but they just keep doing it and I don't know if they're paying their ticket or not but maybe they don't care but it does make it dangerous for the residents in the neighborhood to make that turn if there was ever an emergency up there a fire truck had to come up Grand Street make turn onto Division Street it's not happening oh it is it's going to take the front of their vehicle that's what happens well okay but I'm just saying I drive a pickup truck and it takes me three or four turns to get around the corner in the morning at 5:00 that's my that's my major issue is I leave the house at 5:00 I can't get out of my driveway I call the cops they send somebody down they tell me there's nothing they can do they try and call they try and call the plate they tell you there's nothing they can do they can't do no if the car is impeding my driveway so I can't get out they tell you there's nothing they can do they they will call they try and get a hold of the owner of the car and i' I've asked can you tow it and they said they can't tow the car unless the car is completely across the driveway that is 1,000% untrue okay okay well that's and I've been told this repeatedly that's why I've asked the question about 2 feet you know if there if there's a rule where you can't park within 2 ft at somebody's driveway and I mean the bford the rule is 5 ft are they at all so let me back up real quick when they when you have called about this is the vehicle actually past the curb cut and in the driveway yes y so here's one of the times that they are past the curb cup and blocking par partially blocking the driveway that's just one of the times um cuz I've only started taking pictures as of recently so but these are consistent problems that happen um all the time MH so in a in a situation like that one y you're unable to get in or out of the driveway can't get out of the driveway to work period not like even not that it's inconvenient no but you cannot get out of I had an officer one morning tell me look I'll try and help you get out we'll see if we can get you out with the way things were and I told the officer I'm not going to bang up my vehicle or somebody who's parked legally to try and get out so I went and woke my wife up so she could move her vehicle so I could go down Grant Street the wrong way it's it's that's not right it's it's it's yeah ridiculous I you know it's it's and it's getting progressively worse that's not fair here's another time that was recent that they were blocked actually blocking our driveway and when we do call the police station nobody comes out sometimes they don't come out sorry sometimes they don't come out and I understand resources are limited the police are busy and I get that um but it does make it very difficult you know for residents to be able to leave the house um and and do what they have to do you know and my nephew downstairs has um epilepsy so if there is an emergency right that that you know could be extremely dangerous for his health calling 911 and then having family members go to the hospital because not every family member can go in the mother and father can't go in the ambulance so like one parent can go in the ambulance the other parent drive but they can't get out of the driveway to meet their child at the hospital that makes things really difficult yeah I completely understand and can sympathize and appreciate what you guys got going on I would love to be able to wave a magic stick and give par it is one of the most um contentious points about U being part of this board I want to go back to the commercial vehicle um complaint you had you said you counted up some x amount of crazy number of vehicles yes 13 I have pictures of them from that night okay what if when you talk about commercial vehicles are you just talking about that a vehicle that has a commercial license plate no they are the they are the big Vans so like the big um GMC Saharas so here's one one of them another one yeah so that's why I asked those are um not illegal to park on the street that commercial vehicle statute that we have that um ordinance is talking about like an f600 or obviously track the trailer okay something that's going to take up seven parking something that is solely used to transport you know Goods things like that not a so those vans can 1,000% be purchased and registered as a passenger car passenger plate mhm okay the fact that it just has a commercial license plate on it it was being used for commercial purposes but that doesn't trigger the city ordinance as far as this cannot be parked on a public way overnight that's something that a lot of people um get confused with that's why right away I wanted to know what type of commercial vehicles you have now again I understand that it's a larger vehicle that van is no more bigger than you know a Ram 2500 or a a oversized pickup truck that people have for their regular thing so it's going to take up just as much parking space the mere fact that it has a commercial plate on it and of itself doesn't trigger that ordinance so they are legally parked on a public way okay that's one thing unfortunately we all have to deal with there's no enforcement that can be done about that okay let me just let me ask a question I'm going to throw throw this out there I don't know if anything can be done within the city but like Boston Boston has neighborhood parking passes perit you live in the neighborhood you purchase you prove residency or you purchase a permit and you can park you park on the street legally that eliminates people from three blocks up there's no place you know parking on your street is that something that that's the city's ever looked into uh I would say no because Boston's 10 times our size um they have a lot more Revenue things of that nature uh are there things that potentially could be done about this sure can I say that I've ever heard of one or thought of one myself I'd be lying if I if I said I had I'm sure there's fixes to just about any problem we can think of um but to this point in time I've yet to hear or be myself be able to think of a magical remedy that's going to help curb this as more businesses are coming into the city it's a good thing but at the same time time it becomes detrimental because space is like anything else it's a finite resource and it gets taken up and unfortunately it comes at the detriment of the residents that are there I get it it's in it's a terrible cycle all we can do is enforce the things that we can't enforce it you know sometimes we have to come up with a whole new ordinance to help curb some of these things that might be one of these potential magical fixes that we have maybe that does encompass oversized Vans that's something that could potentially be discussed um but as as far as dealing with the first complaint those oversized commercial vehicles those ones that you showed me kind of what I expected them to be those are well within the law to be parked on a public way overnight um as far as the driveway being blocked and the vehicle you have blocking uh intersections it's going to be a frustrating answer but this is the this is the answer we have right now this is the only mechanism in place you do have to call the state that is 1,00% an enforcable law Law Enforcement issue okay like you said there's been times maybe they haven't showed up or at least you feel like or think they haven't shown up I get it listen again that's another thing I'd love to be able to fix at the wave of my hand police calls get triaged obviously um if you are trying to get to the hospital or you can't make it to work you got to relay that information to those dispatch ERS um you guys residents taxpayers all that you get the same amount of right to service okay those cars can be towed if they are preventing you from getting out of your house or into your house or things like that they definitely can be told by a police toe okay don't don't let that get mistaken um unfortunately if it's not something that has to be towed right if it's mere illegal parking or whatever it's going to be cited and that is the extent of the enforcement so partially blocking the intersection is not towable no that that absolutely can be like and again um so there's 25 ft of the corner that's taggable okay anything within that is going to be taggable if you're right to the corner taggable if you're in the intersection I would say any officer that's going to call or if I saw this happening that's going to be tagged and towed because that is 1,000% a safety issue like you mentioned the the engine I can promise you far of a fire department is not and not turn down the street cuz there's a car blocking they will cut the car in half and I brought that up because Chrissy here bought a brand new car a couple of years ago and she was parked on the street legally and I guess the fire department makes routine P runs throughout the city at night just to make sure they took out your car and they took out car they took out my car I was parked legally but there was an oversized commercial vehicle parked across the street and they my car that I had for a month brand new off the lot um and of course of course City paid for it that's great but then you know that the some money comes out of my pocket rental car I need my car for work you know so yeah yeah I've been through that again I I know this is not what you want to hear but you got to call the department for these things if it is something of you know more importance I can't get out of my house I have to be at work I have to get to the H whatever it is you got to relay that to the dispatch and they can change the um priority of the call okay but if you're just going to call and be like oh hey you know there a car blocking the driveway it's frustrating I get it but that's not going to bring top TI your priority when everything's going on all right um so we covered the commercial vehicles the blocking of intersections and the driveway was there another portion of the plan I think that's it I think that's it I think that's it I think those are the my main concerns yeah I would just say that you know at night and you know 9: to 5: in the morning there's a small fortune for the city to make and Grand Street you know what I just happen to have the um privilege right now of running the Traffic Division and I'll make sure those guys are well aware of that okay okay very all right thank you so much thank you so prohibited parking Blossom and Indian toown Road uh these residents are not here but it's something we want to discuss on the agenda just for the record uh their request is no parking on Blossom Road at Indiantown Road from that intersection all the way down to where the residents um homes begin um personally I do not see a safety concern or issue that there needs to be a No Parking to my knowledge the persons that utilize that strip are typically Hunters during the hunting season if you will um anytime I've ever been in that area which we just did some some enforcement over there not too long ago uh the cars are legally parked they are off of the roadway it is not causing any safety hazards or obstructions to the flow of traffic um I do not see or know of a valid reason why that needs to be prohibited parking uh wish they are here to give us their reasons but at this time I don't have have a a recommendation on why that should be done you want to table this or was this table out to this uh to actually it's being brought to the PD they want a traffic study for North man at Weaver Street in light of The Pedestrian uh crash that had happened a couple of weeks ago um as of this week the uh the motor vehicle division had placed a traffic trailer up there that trailer records um speeding traffic flow all that data so we'll leave that there for a couple of weeks in place and we'll pull that data um and we'll get it to the traffic board so that'll be all set uh brought to the yeah so we'll table that for next month then to get that data uh we have a motion motion to table second second by John any opposed second n students only trity regarding safety concerns on Stafford Road I assume that is all yall come on down so we are here for a lesson in in local government our students um try to uh learn about a real world problem and the problem that we came up with was the entrance and exit at South Coast Plaza and Stafford Road and we talked about different problems that we have especially exiting and especially at um dismissal time from both schools Holy Trinity and lerno and how it's dangerous to try to exit when you're leaving that um Plaza and so the students came up with some solutions um max what was your solution uh my solution was to cut down some the bushes there so it would be easier to see when you're turning on which side uh the left yes very good so when you're coming out of the plaza turning left onto Stafford Road uh yes that is it's a nightmare I tried getting out of it's a nightmare really I actually agree with you people absolutely it's a nightmare so Bush trimming I got it what else we got so my solution is like adding a red light green light I forgot the name but traff yeah traffic light and because same with the bushes like when when someone is like probably walking and trying to go on the other side you cannot really see cars and uh and you don't want to get hit so uh we can add like a red light like a traffic light so we could uh prevent uh any uh injuries uh to happen I like it I also have the idea of making a traffic light you can't take his idea how many traffic lights you want you got to give me a fresh one you should have stood [Laughter] there um I thought say traffic I thought of putting like a not parking from here to Corner sign so when you try to turn out the car is not blocking your way um so you don't like hit any cars or there's no incidents that happened I like that it was just you for that worked on this project no I have a class of 31 we all worked on it it did a really good job who identified this um intersection as the problem that you guys wanted to work well honestly I did because I Al I work in that Plaza as well and it is a nightmare yeah um I mean Helen nearly agrees it's something I'm actually surprised we haven't uh had brought to our attention in the uh in the more recent months um so I want to thank you guys for tackling this and coming up with some really awesome suggestions except you you didn't get a pass a B for this but uh these are all really good awesome valid things that we can start looking into um just so you guys know how this typically works right um when we start talking about throwing up signs or traffic lights you guys got to remember safety is the most most important thing right that's par those are the reasons why we're going to instill any of these things um but things we have to take in consider from government or city standpoint is what that does to traffic right the pattern the flow all those things um so it's a delicate balance safety is always going to Prevail but we have to be able to justify these things um you guys have all been in a car and stuck at a red light before right what do most people feel like when they're stuck at a red L right T not trying to run into the grocery store or get out of the grocery store go home and cook up dinner or whatever and now you got to sit at that I like the bushes thing though that's really good the only thing about the bushes um super easy to do when it's on our property being the city we can send our people down there and take care of it it gets a little bit more tricky if uh those bushes or it's a tree that's within um somebody else's property they are supposed to maintain this but it's just an extra step you know what I mean we have to go and knock on that door say hey your um vegetation is is causing a safety hazard but these are all things that we're going to take into consideration we're definitely going to be able to work on the cutting back the bushes or trees whatever that is um you're outnumbering me two to one on the traffic lights but I can't say that I'm I'm in favor of throwing a traffic light up there just yet um what do we have up there for signage you know so for Stafford Road a portion of it is prohibited parking but unfortunately when it comes to drop off and pickup parents want to get their kids they want to get in and out so they do eat wly Park we we have been enforcing that I've been having parking control go and enforce the prohibited parking but it then comes to a point of you know parents having to walk to go pick up their children and not everybody is thrilled about that but it is it is prohibited parking over there right by lerno we have on either side of that opening um any of the flashing signs they did just fin they did put closer it was closer to lerno not to the intersection there was some flashing signs over there with it being a school zone yeah it's there is on both sides yep it's just it's in the school zone though it's in the school zone area that's the only flashing signs that are up there for a turno nothing closer to Holy Trinity or South Coast Mar Plaza yeah this one next you come yeah y the concern is more at the the shopping plaz right not so much shopping plaza when you're exiting front on the Stafford Road um entrance and exit turning left and the cars are just flying by and it's nearly impossible to get leave the other piece of that too is people coming from the timan line oh yeah you get two lanes so you got one that turns left into the plaza yep and those that keep going straight so the people who are turning left might be stopped people are coming out because this keep zipping there's no control there isn't don't go to don't go to the market at that hour of the day I tell you guys what um I happen to have another one of those uh data trailers available I'm curious to see what the flow and what kind of speeds are being done over there so I'm going to have my guys drop one off those one of the big Trails you probably seen it in the city it's got that big neon sign on it um it'll collect some data for us and uh if you guys could give me the month I'll have that trailer collect some data we'll see how many vehicles are flowing through there what types of speeds if it's you know clearly a problem like that that we might have to go to a uh signs are going to go thinking to he talk to the L thinking to put on the other side the business that needs a parking lot so that would then be going in front of I think it's the business over there so if unless we have bought their driveway if we put the first Pole right there and then we go about 20 ft back it won't it won't fully be in front of their business how we do that CU that's even
