board do we need to discuss consider and vote motions and reports to the November 2024 annual town meeting um if anybody puts a positive motion on the article 32 I guess I'll comment on it that we're going to come back and revisit and have more discussion before we bring back to town meeting okay thank you Mr Brown anyone else okay we're going to move into item number two and the date I'm putting forward for the April 2025th uh 25 town meeting is April 7th you have a calendar in your in your packets and you can see all the different um dates in April and I chose the 14th sorry 7th the 14th is some sort of yes so I did a lot of uh moving around on this one so would anyone like to make a motion I would move that we schedule Springtown meeting for April 7 second okay I have a motion and a letter or the draft yes so uh what you have in your packet is a uh draft for consideration of uh a letter to leadership at uh gbh uh encouraging continued dialogue with the woodo community uh about the future of the captain Davis house at three Water Street uh which as I'm sure you're all aware um uh is uh they have a an agreement to sell um and to uh relocate uh CI public radio for Capen Islands um to an as yet undetermined location um they are currently in dialog um with the Woods Community um about uh trying to reach some sort of agreement that would um ideally keep Cai um in that location and uh in addition keep uh that building which uh did receive uh $267,000 and something over that $267,600 uh in 2010 of community preservation funds for the historic renovation of that building um and the goal of of these dialogues is try to try to keep that building um in public service um rather than being a private building um for theal Community yes and Mr rer did you want to make some comments about um I see that you made a couple of points one was the the CPC money there any other points that you want to highlight no manager and everyone has read them I read them thought it was good and so we know that we um we cannot that preservation restriction does not prohibit the owner from selling it they do need to notify the town of the proposed sale we've all gone over the the pieces okay go ahead is that a private sale yeah it will be a private sale as far as we know I all we don't but what I do know from um is that yes it is like to turn it it's very encouraging for them to do the right I uh I had some comments uh and and actually took the liberty of preparing a revised draft which if you don't mind and I did share this with M Goldstone earlier today as well I just thought that uh thought this might be a better way of I I think you just don't have the sign oh yeah I'm sorry yeah there's a last page I wasn't I didn't uh here I didn't mean to usur the uh other members of the board there C for I appreciate the Amendments that you made I certainly think that this is a matter of great import to the to the community to know how valuable Cai is to the to the community and and cap General uh and I think it's appropriate that we make our feelings known to the uh gbh the corporate own c as and I just this want to just speak to what the highlights are what you changed it's really I I don't think I I don't think I changed any of the content or any of the intent I think I just it was just a little bit of word smithing that I had indicated to Dr bone that I take a take a crack at I I don't think there's any substantive change other than uh you know some some edits and some deletion just toning it down I was going to say the tone has changed a little more friendly okay with that I'm okay with that yes I I think um and and Mr Mcall did reach out to to get some background on it and talk about uh his um desire to have it uh have a less um I guess confrontational I certainly wasn't aiming for a confrontational tone was it so um uh so I think uh to to that extent um yes um you know I I wonder a bit about um removing the last sentence of the third paragraph and I'm curious what others um on the board think about that um just in terms of of kind of encouraging um and uh yeah why is showing our showing our confidence and our faith in the I thought that was initiative that's that's ongoing I thought that was important element why which one this one right the last sentence from the original draft in the third par just one okay um you know let others I I thought that U that it really wasn't necessarily our position as a select board to really weigh into the whatever discussions and negotiations were going on between the Community Association and and gbh and that was why I thought you know that taking that last sentence out and just leaving it as uh you know as an acknowledgement uh that uh that they're an important part of the community I would agree with that my my hesitation at all in the beginning sending the letter is that I I don't have an issue with necessarily sending a letter um and I don't think it is we can't overstep our B either and so I would be far more comfortable with that I I agree with the the Amendments and I think it's a good letter I think it says the same thing it's T down but it it does show our support and and also I mean I don't think we really know other than what's been reported in the paper and you know that that's been discussed it tell us exactly what those discussions are and I didn't feel that it was you know good for us to get behind any one position or another that's kind of why only thing I don't like about taking it out is we lose that she makes a good point that it's a public use that is being served now to that and put it into a private for-profit business seems contrary to the vote of town meeting to support the preservation funds typically we don't do like private property unless there's some sort of public use like we do churches and you know serves public I don't know that we've ever used CPC funds on private homeowners home maybe we have but I'm not aware I actually asked today rure was good enough to get me the entire uh restrictions with respect to the uh the Grant and while I agree with you uh you know I don't think there's anything in the grant that Oates the uh the owner to Dedicated I agree that we we got that and going back and thinking about the decision I it's an interesting question that you bring up um very interesting whether you know private public and the only thing that that it does is assure that the historic and cultural features of the exterior building you know are retained and maintained forever and that's I agree with you that's all we can do it still doesn't hurt though to remind them of what theyt I just feel like it's that I think is sort of important yes it does um it does maybe to a bit softer to speak to the attent right originally attended to serve a problem so it does does include that the original intent or the intent for of restoration it's right it's right there I don't think we really know that that that the Woods hoold Community Association or found with residents are willing and able to step up I mean we've heard that there are efforts to me and that was really my objection I don't I don't want to go on record as as letting you know gbh or the public think that that that we know that the Association has the money to do this or that found with residents are going to step up and do it so maybe we just don't strike that last part was a award winning U an intent to serve the public good and not for proper private interest or something like that and then leave it at that I agree with you we can't we can't speak we can't say what they're no one has said you we'll put million that right I agree with that part just and again I mean you know I'm not so sure that uh even the language that was in the Restriction from 2010 I mean I don't think we we're in a position to say that can't be used for private profit as long as that owner you know adheres to the to the restrictions I'd rather not delve into that whole discussion I don't think we're saying anything against it necessarily I just so I think we should be taking you know a position setting saying that it can't be used for private property we were the ones to pay them the money I appreciate the the discussion I um am really gratefully you took the time um to make these amendments and I appreciate the board's um willingness to engage in this as a whole um I would move for the adoption of the letter as a Ed by Mr and I would second that motion okay I have a motion and a second any further discussion amongst over to Mr bsha thank you madam chair uh this is a request from the landfall restaurant n l Avenue to consider an extension to its seasonal all Alcoholic Common B ruler license until January 2nd 2025 M sh select boards my understanding um The Establishment this is a typical uh annual request for this extension tap into the pass uh the landfall restaurant representative Mrs Kathleen St stool fire submitted a letter to the select on November 1st you copy of your pcket requesting the extension of the business's all alcoholic beverages common license and that the extension be granted from December 1st 2024 through and including January 2nd 2025 as I mentioned earlier it's an annual request from the landfall restaurant both the fouth police department and fou fire rescue Department have reviewed the request and have no objections to its approval and therefore M of chair select board it's my recommendation that the board approve the landfall restaurant's request for an extension of its all Alcoholic Common pict license through January 2th 2025 thank you the applicant is here does anyone have questions of the applicant thank you for showing up appreciate that questions for the comments I just comment that we do this every year missing the paperwork just but you'll remember next year you have to stay after school any any other questions from the applicant uh for the good luck thank you have a great okay we're going to move on to consider approval of the allocation of $10,000 from the historical commission's revolving fund for the installation of historic markers Mr Rena thank you madam chair uh this project as you may recall several months ago uh the chair of the his commission gave a presentation about the potential to have uh these 11 signs designating historic uh districts within the town of fouth Davisville fouth Village North fouth pet West fouth and wol being those seven districts in total they're proposing 11 signs be installed each sign measure is 18 and a 18 in by 24 in Madam chair select board the total cost of the project for the 11 markers is estimated to be $26,500 of which we're proposing to fund 10,000 of that uh to come from the revolving f f with the balance coming from free cash as you know Article 5 which would be considered tonight at town meeting includes this a project select board approval is required for any expenditure of more than $500 from this revolving fund and accordance of the town meeting vote which was established back in 2009 um as you may know funds from the sale of book of Falmouth are deposited directly into this revolving account and the fund presently has a balance of 20,34 uh Town manager's office and finance director May seek to dissolve the fund in the near future uh because of its small size and very in frequent use the independent auditor retained by town has suggested reducing the number of these funds that are managed to maintain just as a making things more streamlined and eluminate unnecessary complexity Madam chair of s board this is my recommendation that the uh board approved the request to allocate funds for the installation of signage to Mark these seven historic districts and the motion is included in your I'd be happy to answer any questions you motions Mr MC is it the DPW that's going to be the installing the Mark I think that's think that's right so this is connected to the capital article that's on the warrant and it's it's a part of the process to use these funds that the select board voted um so that does it does indicate I'm sorry it does indicate through coordination of the Public Works will be installed by the dpk you any other questions about the use of this money I would entertain a motion I would make a motion that uh I move that the select board vote approval of the expenditure of $110,000 from the TR historical commission revolving fund to install signs marking the seven historic districts in F second okay I have a quick recognition of um the service of Mary patlin uh who recently passed away not the the largest audience for the select board meeting um but every opport to recognize thatav service she was great and you know they named the County Complex building after her so that was nice very nice nice that she got to see it as well we also received a lovely note from the uh family of Harry Hill yes where our willingness to to um honor him at the green which was a really good decision I'm anxious to see what how we do this I'm sure it's going to work fine anything else from the board I'll just mention that remember Goldstone and I were happy to be at the opening of the Aldi store uh it was an amazing amount of people there uh if you read the paper uh it broke all their sales records uh you know since 20110 or something like that so a great addition to found people like new stuff anything else yeah I wrote a patol shift on on uh Veterans Day um from 1: to 9: at night with uh the guys on the road in E Bou and I'd like to thank uh the police chief and officer Lawler and low for taking great care of me that night um and I would encourage all of you it is an eye opener on what goes on behind behind uh what we see every day driving by so they they're they're a good crew and you'll be well taken care of I encourage you guys do it if you can and I would encourage that you do the overnight shift if you really want to see what goes on after dark it's quite just on the other side of inside the woods line it's it's an eye opener I did the U midnight to it was incredible guess I guess we reporting I guess I would tell you that I went to the uh Department of Transportation presentation on the uh really just an open house with a lot of different boards and some videos that were really cool about uh fly over over the design the bridges it's pretty massive project it's not just replacing the bridges but the all the roadway layouts on either side pretty incredible although I didn't attend I know that there was also a uh a meeting about the born rail trail yeah and I spoke with a lot of people that were there today who had attended that meeting and uh I guess the the state has come up with uh an alternative that they think may be able to uh to keep the tracks and and also build the the uh the the bike trail in a way that it can connect without having to disturb the the tracks which seems to be the preferred way at least preferred for for the state and and the Bas so also just following on Mr zelinsky's comments about Veterans Day you know the just hats off to the police department the fire department the veterans Council our veterans agent gim you know just wonderful as always celebration and and and honor for for the veterans here in town so they did a great job see another good turn up I would say that the comments I heard from the people at the meeting today regarding the ra to Trail meeting was um the Department of Transportation representative came and opened the meeting by saying first of all I just want to let you know and be clear that those tracks are not being removed and I guess right away that set the tone for the me not happy so interesting interesting takeaway in spirit of reports um I attended the most recent deib committee meeting um where the consultant hired by the town presented some uh preliminary results um from the survey of town staff members um was very preliminary and I know that that um analysis is ongoing and I just want to um commend uh Town manager and town staff for undertaking this effort it's a a self-examination effort um and I think we really uh provide some some great insights that will set the town up for even better things in the future just one last followup to the do meeting today was that uh I did speak to some of the leaders of the organization that were there in attendance to ask if there was any benefit to advocating for a new rail spur combined with the Bridge Project and we looked at the maps and determined that really completely different uh you know there's no impact on the rail from the born Bridge Project so there's no benefit to try to incorporate that into that project and if we want to advocate for that it would be a whole separate matter and I did talk to one of the ordinates from Bourne there and I said maybe we should get together and talk about getting on the same page and asking for a new rails SP and fight for that rather than fighting with each other maybe that might happen my report anything else from the board anything else from the town
