some senses because um this committee was formed back in 2011 and um at that time there was a very specific charge to the committee from the selectman and it was really based upon at that time the comprehensive Wastewater management plan and um concerns by the citizens to look at certain alternatives to sewering and everything um and clearly as anybody that's been s sitting on this committee for a few years knows that that has moved and changed um and to that extent uh um I'm trying to find my agenda just diging through this paper I brought with me um a big portion of tonight's agenda is going to be to look at um who we are who we are and what we do and uh I have conversed with people in the town manager's office and they said it's appropriate to review the charging document um and decide of what this committee is charged with doing is different than what we're originally charged with doing um which I think clearly over the last several months or a year or so because of um the state's regulations around nitrogen sensitive areas um we've got a slightly different Focus than when they charged us back in 2011 which was um to work through some of the stuff from the comprehensive Wastewater management plan and um to look at other nitrogen reducing um Technologies uh item one on the agenda is not happening um maybe I have the draft have the old one all right thank you um so I distributed to everybody on this board the 2011 uh charge for who we are um for those of you that worked inside organizations along the way it was always a painful process to uh review what your mission statement was it's kind of a mission statement but anyways um and Kristen's gonna keep track of things as we discuss this uh on track changes obviously the board of selectman is now the select board um but I I I know that Jonathan read it and gave back very specific comments that we're going to put up there um how many how many of the of you have had a chance to read okay good good I I just think and I SP spoke to the town manager's office and they said this is really good figure out why you're doing what you're doing who you are and bring that to the selectman so that your charge it's called a charge um is appropriate you know from my perspective we're doing an awful lot of work around the Watershed permits um I have not made my own write up of this because I want all of your input okay all right Kristen line one you missed one I was just killing time when Steve was talking yeah no I'm just trying to help I move that there's nothing wrong with the first paragraph I think a lot of it other than that it's it needs to be select board which just fixed I know she did um I I think it's a good lead into who we are all those all those in favor I don't want to vote on this but all those in favor just say nod your head say it's good description it's it's a description but it's not the purpose of the committee it's misnamed here it's mistitled it's obviously not the purpose of the committee ah so I think composition or something because that's not that's not a purpose statement that's not a mission statement it's it's a description of the makeup of the the composition of the committee or you move statement of purpose down between the first two paragraphs and have something about composition where that is now yeah and just say members membership like that I like that I like that y move it down statement of purpose yep that's good yeah thank you or you could say in that first paragraph call it either membership or organization structure so you are defining it's seven members it's staggered terms and here is the type of individuals that may be appropriate to be part of it so that it isn't just an unnamed introductory paragraph but it says you know organization structure do you want to change any wording no okay you just want to add a heading yes so the committee's primary role is to serve in an advisory capacity to the select board for the processes set forth herein and the committee will coordinate its activities and efforts with other Town departments boards and committees as appropriate seems all safe right the town manager assisted by department heads and Technical staff that would be Amy over there department head as appropriate the town manager assisted the town manager assisted by department heads and Technical staff will be responsible for all customary management responsibilities including procurement we don't we don't contract with anybody contract management and operations necessary to implement a comprehensive waste water man okay so I know I'm going to ask you to stop think about the comp the statement to implement a comprehensive wayte Water Management plan what are we trying to do that's necessary right so to me that's too narrow a little bit you know when this was done right we had just gotten this plan back that was called for $600 million expenditure and I think the committee was kind of a response to that is my memory serving me correct Amy your memory is correct uh so I I think we ought to broaden the Mandate a little cuz we're talking about multiple strategies now rather than just a response to that Wastewater plan uh to improve water quality in impaired Coastal ponds well that's what that's what I'm thinking I think which paragraph are you working I'm I'm working on this oper Implement management and operations necessary too and after that I want to junk that last part and add something broader we well that is not the committee we're not going to talk all at once we're not all going to talk once Kenneth suggested that our goal right now is not to implement the comprehensive manag management Wastewater plan well I think it's broader than that what would you suggest something that includes verbiage relating to improving water quality in impaired Coastal ponds so it could be develop explore strategies for improving water quality and so we're going to go step by step there was a number of years ago a comprehensive Wastewater management plan that is now outdated so Kristen strike comprehensive Wastewater management plan Ken what did you what did you suggest necessary well let's see I I've really simple way to necessary I'm let everybody play let everybody play okay this is hard to do in a meeting you know no no no I I but you but no no this is not a meeting I'm going to tell you what we're doing I I've sat through many vision statements where people pick apart words that are on things that define who they are and what they're doing it's a good time to do it okay Steve go ahead I think Ken's ideas are fine but he's jumping ahead the purpose of this paragraph is main the summary of it is we're advisors and Amy and her colleagues do all the implementation so I would just put a where Kristen's cursor was two seconds ago any implementation in other we just advise Amy does all the work any implementation for what what that's coming later in the other paragraphs purpose is set forth there let but this is the beginning of the of of our purpose statement and the purpose is to develop strategies for effectively remediating nutrient pollution in Coast in impaired Coastal ponds I I would I would I would I would I would align with you and say that our purpose is to restore the estuaries right impl to restore the specifically the you know there's specific mandates on the impaired you know estuar so one thing this because do we have a non do we have a non-impaired Estuary there might be one there's to restore the I'm just trying to help you out here wild Harbor Brook the hearing the point is when this was done there was no State mandate and I actually think it would be worth recognizing that there now is a it's down there it's down yeah that would come later but uh that that there are specific impaired water bodies that we are charged with trying toig try try this contract management and operations necessary for any implementation of that that impr that improve the qual water quality of our asies can you say Coastal you want to put that thought up after the first sentence because we're not saying what Amy's job is whereas this I don't think it's our purpose to Define Amy's job well that's why I I think some broader language where you might have develop strategies for uh explore you know ways to do this the implementation is a pretty uh specific thing there you know maybe but it's that's coming in the other paragraphs when we get down to the I'm I'm going to I'm going to backtrack one one thing cuz we're going to pick apart all the words the word any do we look at all do we look at anything that might improve water quality or do we only look at certain things Ed and I got you well no no I got you I that sentence that we're working on right now is is specifically just saying look the town manager and his underlings are responsible for procurement contracts everything else the committee is not it's taking the committee from a p putting them in a purely advisory role and a suggesting role when it comes time to sign a contract hire people expend funds that's the town manager and his staff that's all it's trying to do and you know I appreciate what Ken's trying to say is okay improves the water quality of fets you know you can say just impair estuaries or nitrogen sensitive estuaries uh I would even say saltwater estuaries just so that there's no confusion there estuaries by definition okay I stand corrected by the scientist but I think that's what that sentence is trying to do just separate the authorities and say specifically the committee has no Authority except to recommend it is the town manager's Authority and his staff Implement strategies that are recommended right I would take implementation out I think one of the key things time out time out time out I I do recognize who's going to speak next Matt has hand up twice um the one thing I would like to add is that your basically your scope of work is changing so if that was to go you would also have to include Coastal Waters so I don't know it's just recommendation from someone attending meetings you know no that's good F esies and Coastal Waters thank you I like it thank you what I was going to say ion recognize you I I won't say anything I want to be done but no no this is but I think the key thing is I think back upon it was build consensus the committee existed to take public input meld it with their own expertise and information from consultants and build consensus around strategy because let me just last point it's in there it's in it's in there it's in there it's in there next par opening has nothing to do with was no can you scroll down to where it's consensus okay yeah but it's in the top sentence there too okay okay but I just want to be sure that okay it's it's in the third line of this paragraph This top paragraph and I just think that's build consensus for the design and implementation of strategies me it's got to be broader than a Wastewater plan it's not a Wastewater Plant it's an estuary plant yeah but it's different ways of improving water quality it could be Inlet widening it could be what next septic system upgrades you have your hand well I did but the the purpose of the committee you're describing stuff that has has nothing to do with what the committee does that whole last 2third where it delegates stuff that we're thinking about that really isn't part of our charge that's in the administrative side of the town's charge and it really doesn't belong in this document just just says as long as it says we're advisory and we're going to interact with relevant parts of the Town whether it's a citizenry or employees or administrators or whatever the case is I I would just anyway that's got got you got you and I'll be quiet no no no keep going what do you want to what what do you want to say what do you want to change you want that whole sentence strike well I would let me read three sentences and you can maybe see where I'm headed with it the focus of this committee is reducing nitrogen inputs in the coastal embayments in certain Inland Waters where appropriate the specific goal is to attain compliance with State specified limits via the development and monitoring of state approved Wastewater management plans which again is all inclusive we don't say the comprehensive and it says our duty is to investigate evaluate and recommend specific practices and techniques that show promise in reducing these inputs so I don't have that in front of me right the first part of what you said no no no I don't need it the first part of what you said um Kristen can you put in that no no kisten put in the first sentence because because you have three sentences in there we should do one sentence at a time um I know I'm killing you am I killing you are you okay okay no we we need to figure out who we are what we're doing absolutely Ste it give me just give me a Okay no Okay we're appropriate okay stop is anybody disagree in anybody in this committee disagree with that statement yes yeah okay time out time out go Steve that's not a bad sense I think it Longs further down I think the purpose of this paragraph is best served by changing the first sentence to be no no no stay on the sentence let just went in there okay if you don't like the sentence we'll take it out okay it's an overall thought and I think you'll agree with it you say the commit committee's primary role is to serve in an advisory capacity to the select board for matters dealing with and then you come from the very bottom the water quality of Fess estories and Coastal Waters then you switch to the town manager and underlings will do all the nitty-gritty necessary for any implementation period and then all this then the next paragraph you make a new paragraph with whatever stuff you want to put in I know all these IDE coming from K you're going fast you're going fast I'm going to slow you down is our purpose to reduce nitrogen inputs into Coastal ements in certain Inland Waters forget the wear appropriates is our purpose to reduce nitrogen inputs into Coastal ements and certain in waters Ed I would say it's a little too restrictive because supposing there's another contaminant of emerging concern burn Beyond nitrogen that we want to address so I would just say contaminants includ nitrogen contaminants including Nitro nitrogen and other contaminants perfect nitr the scull no no no nitrogens and other contaminants but you're there some strategies that we might employ might not reduce the inputs but they might improve the water quality increase flushing so I just think what we we want to keep our eye on the ball the ball is the water quality the health of the ecosystems yes the the method of getting there is what we are trying to explore so suggest another sentence right here this this F this first paragraph is key Kent suggest another Tom did a good job well I would just remove reducing nitrogen and other contaminants and I would say focus on improving water quality time out let it type let it type on improving water quality by water quality and uh ecosystem Health in impaired uh phus if you will phus impaired estuaries and Coastal Waters you can use ements I don't care but uh I I thought Matt raised a good point about the coastal Waters I'd leave out impaired because you want to include Coast and nobody says that's impaired right now impaired estuaries and Coastal Waters okay if you read it that way okay I the reason I include imperatives that it has a specific meaning with respect to the state uh you know 303 all right they don't the language we need to fix the grammar a little bit you can fix the grammar so how do we feel about the first paragraph Tom you made you made some comments how do you feel about the first paragraph um are we getting there I I think you're definitely getting there um I would still refer to Coastal embayments and not estuaries because technically Vineyard sound in Buzzard's Bay are estuaries that's why you have the national esterine act so Coastal embayments is why this committee exists originally was the South Coastal ements and then later we expanded to the West so it's term said I'm Tom's a [Laughter] I'm good okay focus will be it's it's not a command you focus that's good all right that's good you could even call it the primary focus how about the focus know the how about about how about I mean I'm doing English now the focus is on is on get ridus focus is on focus is on okay okay okay good Steve momentarily I want to get down to John I'm don't it's okay I I still think at some point you want to make the contrast between that we're advisors and Amy and her friends are implementers okay that can come along that that can work a I'm trying to get from where we are wait a minute Amy has friends John oh that's harsh man wow there's another yeah sorry John I would only think at the end of that sentence we ought to add something about meeting the regulatory requirements uh mandated by how about achieving regulatory requirements compliance regulatory state regulatory requirements good good and to achieve because you might want go further all right hold on hold on hold on I don't want to two hours from now an hour and a half from now find out we're still in the first paragraph but Tom I would just add to achieve state regul regulatory requirements via state approved Wastewater management plans because that was no no too specific at this point this is the big purpose you know what I'm I'm going to do this I'm trying to be specific delber I'm going to do Steve ref Steve ref is going to jump into here we don't I don't care what the state regular requirements are I don't I want to make the estuaries better right okay our purpose as a committee this is me you guys can all disagree is to find ways to make the estuaries better forget the reg State forget the regulatory requirements there's a big piece that's left off and that is serving you know so if if that was all that needed to be done you wouldn't need a appointed committee citizens committee right the citizens committee is to build consensus serve as a point of public input convey because remember the ACT is the focal point for the public transparent for deliver I like I like the words build consensus that we in there earlier you know and and or later I guess somewhere in there that's still in there yeah I know I just wouldn't put it some I'd find a way to put it up there somewhere because yeah that's the goal but the reason for the existence of the committee was was to listen to but the first paragraph is an executive summary you can't put talking about the first paragraph is not exact for Su the first paragraph is the purpose I would challenge everybody in this committee our purpose is to make the ecological health of our restores better we can't do that without the support of the public because we'll get that down we'll get into that as we come down we'll get I mean what is our purpose our purpose is to make the estro healthy period that would be me if I was writing this okay agree I think we're close on this first paragraph with everybody's input we're going to come down there's a lot more to go I'm not shutting you off I I hear you I just think that part part of the first piece ought to be serving as a point of public input and building consensus yeah that's how you do it no no no I'm think that's why need a committee like's making a point he's making a point to do it if if all we needed to do was achieve that we could just is this I'm sure Amy would be perfectly capable of figuring it all out he's saying he's saying he's saying is the purpose of our committee to be a point at which people can participate Ken is that what you were trying to say yeah because we had a plan to do it from I don't know Sterns and Wheeler CDM whoever it was probably been 50 Consultants so statement of purose the committee go try this the committee I'm I'm trying to do the LA at the last sentence all right the committee will be now Ken's going to say what he wants us to be you want to steal that language don't you well will provide the public it's not perfect you got to be stick with purose will be we are we are something not provide how about we'll serve we'll serve as a consensus building try that serve as the consensus building I know I know you know what was next Steve Steve I'll get you I'll give you one second John what we're agonizing over is very explicitly said on under number one one paragraph down I I know that yeah and there so the committee will act as But Ken is adate that it' be in the first paragraph well I think that that is you know really the reason for the committee if you think back about it uh we had a plan to do it just there's something didn't have any public support there's can I agree with you there's something to be said just jump for a particular statement instead of hiding it the first Parra right never mind Tom Ken did you look at the requirements for membership on the committee yeah did you see anything in there about public relations ability or civic duty you saw a whole bunch of technical descriptions of knowledge that some kind of job experience people were supposed to have the job was to sit down and figure out what might work for fouth and then try to sell it to the public so I'm I'm just suggesting that this what what I'm calling the town's Clearing House for questions issues is what I put in my commentary is certainly important and we've been an important part of that but maybe I'm flattering myself but I think the reason that most of us are on this committee is that we have some technical practical insights to offer to this process and our Judgment of what may or may not work I'm going to try a state I'll stop okay I'm gonna try a statement under purpose for the for the committee the the purpose of the committee is it will act as a forum for public input there you go there you go I like it it will the committee will act as a form for public input and building consensus no stop like building no stop stop it's don't don't go on don't go on the purpose of this committee is to act as a for for public input there's stuff down below that that comes there but people don't go to the selectman to say they're concerned about nitrogen in some Pond or wherever else they come here you know good point and and so I think that the purpose of this committee is to act as a forum for public input yeah but when you go to town meeting and give you a report you're also trying to build consensus for any solutions that's different that's not this just I'm I'm I'm I'm under the purpose of this committee if if we disband it tomorrow there is no place for people in the public to give their input on what's going on with estuaries and Watershed plans and everything else okay all right let's move on to the next next paragraph Okay Ed I I would suggest we consider adding input public input in education because part of getting the input is educating people about here's the issue he and and and educating the public that's not that's fine it's the same as educ just education not educating the public that would beeded all right I'm an engineer I'm not I'm not an English major the gentleman the front row um actually Tom actually hit said I already said what I wanted to say was in the first paragraph when it calls out for qualifications to be on the board I think it should be broadened a little bit you know a person like myself that's been to me we haven't got to qualifications we're just in the purpose Oh I thought it was in the in the first paragraph no it called Down Below you want a copy here I'll give you a copy yeah I appreciate that yeah there's sorry about that there's there's uh purposes down below no no no no there purposes down below thank you okay all right in the interest of uh trying to get out of here within our two-hour allotment I'm going to declare the first paragraph done for now for now fair enough for now all right all right hold on what do you hold on the town manager assisted by department heads and Technical staff um will be responsible for Waters you just ended at implementation huh you just ended it implementation that's the point no no let me say this I'm going to tell you that I don't think we can change this paragraph and get it through the select man Town manager's office okay I I I just I think this is one one of those you know pieces of boilerplate that has to be in there that we report to somebody we don't do other things so I'm going to I'm not getting rid of the paragraph I'm saying you end the paragraph at the word implementation I I I I'm not disagreeing with you that under a certain structure that might be better Steve but I'm going to tell you that this is a standard paragraph on a lot of charges to committees I don't think we can change it okay I I think I think trying to change this is not worth it this is pick your fights okay sometime if everybody else on the board wants to change it with with Steve I will defer I hope somebody else sees my I I guess I hear what you're saying but it means you're going to have to Engineers are taught to not put a dimension down more than once here here you've got a detail about purpose in two places so you have to remember to change it I'm telling you I'm telling you it's boiler plate out of the Town manager's office okay I'm trying to tell you okay can we scroll down to the standing committee will okay unless somebody else wants us to stick on this paragraph okay and now I'm going to make a pause I hope everybody has read this document on the committee all right Jonathan to his credit spend a bunch of time or maybe five minutes because he's pretty clever about some things he does Jonathan actually said and sent to me what he thinks this committee is doing so set aside the purpose which I think we did a great JP purpose purpose jpus purpose on right now okay the question becomes before we read all that other stuff down in the original charging document why are we sitting here every couple of weeks and what are we doing okay so I would like to work through Jonathan's document a little bit for why we are here what we're doing okay there's a little bit more here I'll give everybody a moment or two to read this okay from Jonathan and Nod your head when you finished reading okay does it do we have need to scroll down or is it nod your head and then we'll scroll down the other there's a couple more oh okay so you're there you read it all okay EX you good good do okay well I mean is this is that have you read it have you read it before we start discussing have you read it yeah okay John I'm fine you're good okay if I had done my own trying to write up what we were doing I think it' be not that far away from from Jonathan's write up of what we're doing you know the original charge we got was to look at nitrogen management and control through various means and methods but what we've been spending our time on lately is much different I don't agree with everything in here but I feel like unless somebody wants to go back to the other charging document and pick part words that we should work through Jonathan's outline as a starting point for us to discuss why we sit here and what we do are we all good with that Steve um several years ago we had a similar meeting on Christian's contract had meetings before that on seas and there was a lot of gobble de and somebody came up with the idea of saying and any other things that the committee may think of and then everybody want oh of course that way none of this other stuff matters and we all approved it and that's the contract that Kristen has been working under in an excellent way I I don't you don't want to be in a corner where somebody can say show me on your purpose where this new thing you came up with yeah that's right is something that you're allowed to do it does say but so I would I would say to you this Steve that based upon the previous charge document everything we've been doing for the last year is out of bounds okay and it doesn't matter at all okay so I'm trying to get to a cleaner new charge document and I appreciate that we don't want to box ourselves into a corner with anything we say we should always leave the end anything else appropriate but the Selectmen don't just give cart blanch to committees they try to tell committe is what they need to do so let's do this well then then the interface this is at odds with the paragraph We just worked on about Amy's group doing all the Contracting stuff so you'd have to get into the nitty-gritty of that okay so so you do not want to you think everything Jonathan's put up here is is irrelevant in a way I don't care I'm just having fun I mean because I don't think we're going to read it afterwards anyway but but it does disagree with the other paragraph if you want to be completely consistent can we come back to the other paragraph momentarily I got you next interface is the wrong word that's which paragraph are you refering to the first or the second the second the town manager assisted will be responsible for all customer management responsibility procurement contract management and operations necessary for any implementation okay right so now come back to the other one where are we in Conflict first paragraph says interface between the select board and the contractors well I'm in the first paragraph cont first scared at this point I mean the first paragraph I'm trying to do the first paragraph Steve are you in the first paragraph Oh you mean the one 2B 2B monitor the development and implementation I meant one but we'll do 2b I think um don't jump ahead monitor the development and impl this is what what we what we are charged to do are we charged to monitor the development and implementation no I think we're charged to develop strategies for Watershed but we're not going to monitor the implementation are we in detail yes we do by preparing reports yes well one of the things I can I speak here Steve on that issue indirectly one one of the things I put in here is our duties regular assessments of progress and Effectiveness with Provisions for adaptive management were indicated I like that I mean that's where our expertise is supposed to come into play and it doesn't a long here but I'm going to let Ed speak next okay got I got your comment ad I'm going to agree with Steve Leighton that because I think where he's heading is keep it simple stupid kiss there is too much in here in detail it talks about you know to big uh the mass D 314 CMR 21.0 two months from now they come up with an amendment we got to go back and change the charging document it it's too restrictive it's too detailed you know next it'll say what size pipe we want to have and how many feet of pipe was laid by Robert hour insuring uh tea ticket you know it's that's the town manager's job that's Amy and her hope to have an assistant real soon to monitor the contract performance and work with the select board and town manager for implementation there there's too much detail in here that is tied to specifics that are subject to change at the whim of D I think to keep it Broad and conceptual it's a generalized charge as it's stated in the first paragraph We labored through and don't start throwing all these details in about you know uh IA Technologies and um funding opportunities it it is getting into too much of the weeds and too restrictive should you decide that your strategy needs to divert from what is narrowly defined here into a more sensible approach due to changes in Technologies or regulations or DP has a new director that says no scrap that we're going another way okay I'm I'm going to stick with you go back go back so our primary role is this whatever now scroll down a little bit the traffic the standing committee will who will act as the focal point read comma after select board but so what is the Wastewater plan in that paragraph scrap that phrase and say you know plans to improve Estuary water quality see it y paragraph if if you say just waste water well it seems to start restricting you to sewers right I just to frame some of the committee know this quality improvement no the commit knows let me frame back when this charging document came out we were in the midst of this comprehensive Wastewater management plan with various things in it which um we all see the map that says this is where sewers will go it didn't look at water sheds didn't look at anything else so do we remain as an obligation to build consensus for the design implementation of All Phases of the comprehensive Wastewater management plan which is the sewers south of 28 doing we have a charge to build consensus for the design and implementation of other things so various I think the point was various strategies for reducing nutrient inputs or improving water quality to you know that and then they could be mentioned as including but not limited to building sewers improving you know mandating IA systems Inlet widening shellfish aquaculture uh prbs I mean you know urine diversion there's all kinds of things we've been looking at and they can be mentioned briefly but you but the keywords are including but not limited to just get rid of um reducing nutrient imputs that strategies for improving water water quality yeah I'm good simple mhm yep that's what I was I like that advocating at the beginning and you got oysters and all the other stuff I think it's it might be worth mentioning what some of them are but not dwelling on them I wouldn't get if you throw in a list of specifics somebody at some Point's going to say but that wasn't in that list and how can you be talking about urine diversion as long as you say including but not limited to yeah but I think the less said the better keep it simple well the only reason for including those is is uh the initial strategies were pretty much can we say Estuary water quality well again that's water yes I think you can again I was saying you know I liked saying water qual as water quality in impaired F impaired ghost those are specifically designated if more are added if more are added we could modify this again Monday nights so Monday night we're meeting with the Board of Health and we can discuss what it means whether estuaries are impaired or not impaired in what the purview is so for now just let's leave it as Estuary the middle of number one needs Tom Duncan to it's totally tortured the way it is yeah I I think the it's hard to do this in a committee you've been called upon to do what look at the middle of number one and see if you feel sick to your stomach I've already developed this mental image of being down on the farm as a kid and watching sausage being made um function as the public access point public participation opportunity and will build consensus yeah no I I it's it's hash it's verbal hash right but the idea uh of broadening it uh I think are good working out the grammar you can't you can't do it I think if well and to build I think we can take probably eight or nine words out of the middle of that then where Steve is concerned yes I agree um okay we're not going to vote on this tonight so you get a chance to clean it up and bring it back how's that okay yeah all right can we move to paragraph two this was our charge right and Steve asked me to produce a copy of all of this which you know I would tell you that I have this and I read it every week and uh have it memorized um but I think this is um this is a little bit of ancient history right could drop this one I would just push it off the nearest cliff and okay anybody anybody want to keep that we are going to keep dealing with the comprehensive Wastewater management plan the recommendations article 31 yada yada yada Amy's shaking her head no I'm shaking my head no John do you want to do it John John's gonna chime in I think it's useless take it out okay that's that's not what we're doing I would I would suggest that instead instead of our primary charge being to follow that comprehensive Waste Water Management plan and part of our primary charges to figure out where we're going with the Watershed plans okay but we'll we'll we'll cut it back in later okay for now I would say for 14 years is my math right 2011 2025 was this comprehensive race Water Management plan been that long which was really focused on getting sewers into maravista and looking at Alternatives can I say something about number two can I say something about number two excuse me I don't get I got to get some water some water excuse me yeah yes you can Steve um I'd like everybody else's opinion on number two to keep it more accurate and to prevent interfering with that one up above what the stuff that's Amy's job and this is not to say that Amy is not intellectual but is to serve as the principal intellectual content of consultations Consultants blah blah blah I I don't even like that but something that implies that in other words it says what we do we don't do the Contracting and we don't pay them and all that stuff but we provide a forum for them to talk to and we cut them down to size when they deserve it or we try to and that kind of thing so how how do you put that in number two can I suggest a context that we cover that sort of stuff the phrase that I used before the committee would investigate evaluate and recommend specific practices and techniques that show promise in attaining the committee's goals and that would of course include interfacing with consultants and talking and you know evaluating things we've already had how many sessions in the last 15 months where somebody came in with an idea to sell and we looked at it and we said n that's not going to work that's really important and that saves a lot of time but but anyway that's what I would suggest for for this second paragraph is something along the lines that we have to investigate evaluate and recommend specific practice I actually have one in my pockets I don't want to waste it I thought we were going to Jun number two all together we did we know we haven't just started yet well number two is gone old number two what talk by the numbers that are up there now I don't remember the old numbers so this was Tom's recommendation Steve what what happened while you were getting the water was Tom Tom came up with that s year um Kristen's cursor and I said I just wanted something I couldn't think of the right word to be more accurately describe what we do via V Consultants we don't pay them or choose them or contract them but we we talk to them about the subject matter we might recommend them right that's what I put recommend in there and and it's no longer inputs Ken was right about inputs it should be the impacts of of nitrogen or whatever whatever Poli so I'm going to say I'm going to say I'm like item two back when it was written before we wound up as a principal point of contact for oysters prbs um the the troil thing in mil Pond or whatever yeah right we we were we were more the point person of that so with the technical content right we were we you know through our through our technical consultants and ourselves it wasn't any other Town Department that was necessarily preparing Contracting and managing things I think item two right now there's nothing that that's out there that we are actually doing okay there we are the principal con contact of Consultants key phrase there is principal contact of Consultants we are not this board is not you know we've done a number of things we've looked at a number of things but we're not no longer the principal contact of Consultants okay we we are really much more in advisory we're not we're not talking to consultants and getting information and doing things I I just think that that par personally I think that paragraph is not needed it's okay with me yeah I would get rid of it the whole paragraph before you get rid of it you do present you need to jump up to the microphone and say your name cuz nobody knows who you are yep yeah you just sit with that will you Matthew Hanley from surf rer Foundation you know sitting in on these meetings you might not be the Principal contact but you do present studies from from these same Services maybe prin principal presenter you know I think I think and and this is this is I'm just focused on the sort of legal process by how things get done in the town or who puts a proposal out or who contracts we don't we did a little bit through some of the early stuff because there was a funding mechanism when we backed up to the article that we took out of there there was money for doing things that was delegated to this committee that we do not have that money delegated anymore Matt okay so we are no longer the people that say we want to put a prb in we want to do an oyster thing we want to do whatever right now this committee has no longer got an article through town meeting that has funding that is the principal point of getting things done that's all okay we were yeah but that could change in the future we could change this we can always change this charging agreement okay well but I mean we might be pursuing such opportunities you want to leave it in well I don't want to leave that particular verbiage in but um Steve can I make a comment I it seems to me one of the and we'll continue our responsibilities is is to review and make recommendations back to the select board on professional studies that are contracted uh by the DPW in other words a product is is is contract cont raed for we interact with the the contractor where they present it to us re revie that and make a recommendation whether the select board should uh approve the plan that their contractor has provided I like that I I think this paragraph that Tom came up with investigate evaluate Etc kind of gives you that opportunity to do that and and we need to I mean you know folks come in and talk about prbs or IAS and we say yeah this is good and we're going to recommend that to the select board that they Implement Amy would you like to jump into this conversation about how this board interacts with you uh because you you it all defaults back to you A lot of times about um principal contacts for consultants and other things what your thoughts do you mind uh it's different now from how it was 15 years ago uh or whatever it was 13 years ago um as you said when the committee had um a couple of million dollars at its discretion um through the town meeting article um so I I guess I would have said you were going along the lines you heading towards cutting this first sentence under two and I would I would agree that it is appropriate to do that I I I guess I I I appreciate it's subject to the approval of the bo the select board but we are not we have we are not and have not been for a while the principal contact okay you know at the time that this was written was important because of as Amy just noted the funding mechanisms were put in place that we were not like in a secondary role but I don't feel like we are in the principal role anymore what about John sense the review and make recommendations back to the select board on third-party studies uh subject to the approval of the select board and as or the beginning would be take the first phrase from way up under subject to the approval of the select Board review and recommendations in other words after subject to the approval of Select board erase everything down to review so and make it one sense subject to the approval s review and make recommendations I'm to work on third party studies I'm going to work for you so how about review and make recommendations back to department heads and and as necessary the select board excellent okay fine cuz if we look at something and we think something we need to tell back to the DPW or whatever but if it goes to the next level then we go to the select board right I would move the on third party studies to after the word recommendations so are we leave out time out somebody else had their hand up before you um what I was getting at earlier before we struck out number two was you know in my experience you know we've had people come here petitioners come here like the urine diversion people that brought a viable technology and this this board was very receiving and and listen to that input I just want to make sure in your mission statement that there's still an Avenue for the public to come when it comes to water quality and our cultural estuaries to have a forum that we can they can they can address it and be heard number one well if you get into the wording down a little bit more it's a little more clear about yes we will always be a board at least as long as I'm chair will'll always be a board that's available for people to bring ideas and Concepts in for consideration okay we'll make sure it's in there I'm just trying to you know speak as you know someone from the general public I kind of feel like I'm in between where you guys are as far as your understanding and education and the general public and I can see because of my experience speaking with the general public they get tripped up on some of the terminology um like in number two it says um other Pond restoration initiatives I know from experience coming to these meetings that you mean Salt Ponds but not everyone in the general public knows the difference between Salt Ponds and and freshwater ponds so I'm just asking you you know to have some consideration for the general public so they can read this and know you know where they can go if they need a forum simple way to fix number two in my opinion is to delete the first three lines of what take number two delete the first three lines no no no no keep keep subject subject to the board of of Select board subject to the approving of Select board don't don't get rid of that fine yes okay and then and so okay so then it starts with subject to approval of the select board investigate evaluate and recommend specific practices show promise in and you know Tom raised this point I we we agree on this rather than just reducing nutrient inputs improving water quality right exactly and reducing nitrogen qualities and improving water quality in impaired water bodies or whatever you want to call them uh yeah I mean you can say estuaries Coastal water yeah say I just say water quality uh okay yeah leave water because it's too generic because we have the we have the ponds you know the freshwater ponds okay all that I so let's let's start from here okay so so wait wait oh oh wait I'm still trying to make my point about this particular thing so we're in two so just now delete delete until you get review and make recommendations following this there now you're done yes okay all right let's go on to number three let's go to number three wait let's go on to number three but but what's the last three words there the select board they don't doesn't belong there no we we we have to ultimately if if there's an issue we're we're we're making recommendations to the select board right we we rep to the department heads and if the select board wants to hear about we have to go back to them so why do we then still need at the beginning subject to the approval of Select board because they they tell us what we can do what we can do is sometimes talk to department heads and sometimes talk to the select board no no I I like what he just did we could say that that that the committee will investigate evaluate and recommend it right the committee will investigate evaluate and recommend specific practices get rid of all that subject to right I like that okay there there we go I like that and as an necess of the board I like that okay John okay all right three what building on Matt's point I think somewhere way up at the beginning should make the distinction about you don't have to do it now but at some point the salt water and the freshwater and then not have to worry about it in every one of these subheadings okay I'll come back it's a basic thing because it's a whole another committee let's roll back to let's let's keep trying to get down okay I agree and this is this is not a final this is not a final that question Point all right so item three take responsibility for the conduct of demonstration projects da da da so this committee has a has had a lot of responsibility because I got money before to oversee a bunch of demonstration projects however we're no longer in charge of demonstrating oysters correct Tom that's with somebody else that's on someone else but no no I'm just I'm going to run down the list can I just yes you can I think it's very good to leave the provision in there that we would be responsible for recommending or whatever you want to call it um I what I put in my phraseology was where appropriate arrange for planning and operation of projects to demonstrate feasibility in or effectiveness of proposed approaches um I think we need to have that option st stop stop Kristen's going to G gather what you just said okay we're appropr you see it there on the sheet Kristen that I yeah okay yeah it doesn't I agree with Tom it doesn't hurt to leave in the the possibility that's fine I'm I'm I'm not I I I if we don't need it we don't use it the way it was written before though is it's no longer what we're doing right but you know if all we're just one funding contract away from to reduce nitrogen from doing that to reduce nitrogen in the estuaries or to improve water quality to improve water to improve water quality I think we got it yeah improve water quality thank you Ken is on The Mark with that period good so scratch four now scores four is out right do we all agree yep yes okay boom boy we're good so so how are we doing in the comprehensive W Water Management plan do we need to monitor it anymore it's done it's gone it's behind us Amy it's done it's done we don't have to do this it's done four is gone wed management right but can I so we could have left that in there and and changed the words to serve can you backtrack I'm sorry we could say Ser as monitor advisor in the preparation of the watershed management plans we could change the words okay Tom remember before and I thought you liked it regular assessments of progress and Effectiveness with Provisions for adequate for adaptive management were indicated this is our opportunity to say wait a minute this part of the comprehensive report management plan is not working yeah no I this may be the spot let's work on it this let's work on this okay yeah okay um so this is this is a good spot soel like for no just got there twice let it get there boards up at the top you got another one so let's without trying to look at the words so this is where we're getting to it this committee seems to have a lot of interest and a lot of desire to look at what goes into water shed management PL I would I I'm going to not pick the words apart but draft is probably the wrong thing to not just specifically so what we need to do is craft a paragraph here that's I don't know if the word monitor needs to be there but we need to serve as an advisor so I'm going to frame this at some point the DPW will put together an article for town meeting to get a consultant to put together Watershed plans to go to the D we could say great let them take care of but I think everybody on this board and Amy tell me if you want us to not be be be involved that you know we've got some interest in looking at how we do that how it happens and how we get to the end of the day and then on the next step after it's approved what happens every several years when the monitoring shows up so having said that I'm going to leave it up to you guys to work with the words about what does it mean about the Watership management PL Thomas first to me monitor ing is a really soft mushy word advise I like assessment which is the word I used you can assess progress and Effectiveness because assessment implies I think a little bit more in depth you jumped you jumped ahead a little bit we got we got to make the plans first and then we're going to assess the effect of right and then we're going to yeah so stick with stick with making the plan stick with the word the phrase here what is our role in in retaining a consultant and creating a plan and getting it through the DP is that all in Amy's shop or is that with us well not I would say we certainly I I certainly would want to have some input and chance to evaluate the plans as they come together and based on everything we've been talking about for the past several years year and a half for me to see hey is this plan going in the direction we think it needs to to meet the D requirements to review or evaluate I I would I like the word maybe review uh you got a consultant putting together a plan who's going to look at it course Amy her staff Town management staff her legalities and all of that but from a comp liance and a appropriateness to improve water quality I think this committee wants to have a advised evaluate role okay and so is this so so is this committee does this committee function as the public forum for the presentation and review of watershed management plans I I think that is something we definitely have to do okay can you phrase that in there that the committee will be the public for for the presentation and review of watershed management plans okay you're up well what we really are interested in is whether they were successful right what do you mean yeah no no what do I mean no no no you're ahead right now no no Ken I'm trying to the first step is what is our role in the preparation and submitt of watershed plants okay so okay so okay so this is the next item you you're you're you're in the fiveyear program okay well let me know when I'm no you're good fine in the second line I would change recom I recommend you really mean recommend or not which the simple word for that is review for the select board prior to its filing with the D rather than can I speak here evaluate I want to stop everybody from one second Amy how do you feel about this board being in a position to recommend to the select board the filing of the Watershed plans how do you want to how do you want that to play out I'd want the water quality management committee's support before bringing it to the select board so yes it's support so and recommend its support I mean yeah I'm so I would have to recommend its support to the selected board connect select board suggest time out I time out Amy walked away how do you envision the plant come back here how do you no cuz because it flows through you it's ultimately it's it's some somebody else and it's you know this board's not signing this thing when it goes in somebody else is right so I like what you said about the public forum for the presentation and review of the watershed management plans I I think that um it's very helpful to have this committee re read them and talk about them in meetings and provide feedback and I don't I don't think that the committee needs to have the final say on every part of it but I think that the words review and advise um are all are appropriate um and being the public forum so so the committee will recommend its support will review and advise so so I'm going to I'm I'm going to stick here the first line serve as an adviser in their preparation yada yada yada by selective and review the Draft plans evaluate evaluate whatever you want to use and evaluate the rec evaluate the plan and provide a recommendation to the select board sure okay it should should there be any explicit reference to working with professional staff or with the Wastewater superintendent uh I would challenge going forward for this committee Amy's here she's very good Amy will keep us like I'll go to the outfall Amy's been doing very good we keep us an updated what's going on we get to comment okay okay um but at some point the whole procurement and everything else managing whoever gets hired Falls most likely under Amy and we get to see the stuff and say does this make sense or do we have comments or do what do we want to do on it that's me right but what I'm asking is whether we should acknowledge that we need input specifically from you know we don't want we don't want to go off in a totally different direction than professional staff that's common sense so well I'm just saying should it be explicitly stated it's a question actually we can I say a couple things there you can say three things maybe four I'll let you maybe go to five two and a quarter two and a quarter how about in consultation with professional staff in the preparation we would add a phrase in there about the committee would work in consultation with professional staff and instead of recommend it hold off hold off hold off an editing hold on if an editing go ahead keep talking and instead of recommend its support I would suggest that we say endorse its filing with d instead of recommend recommend is a little more powerful than I think endorse just means hey we're supporting in the filing and let it go with that and that doesn't Okay step on people's toes I think just leave no Tom no no this is good Tom so I am comfortable I hope everybody else on the board is with the very first couple of words in this statement yeah the advisor takes into account that we're working with that we serve as an advisor okay that we serve as an adviser we are not in charge we're not not managing these people doing the work but we are serving as an advisor we'll I'm sure we'll get regular updates from Amy or somebody as to what's going on with these things okay and that at a point where they've got a plan that they want to submit okay I'm going to try to parse out the middle part here which is the round the rec at some point the consultant is going to say this is the plan Amy DPW who knows whatever else has got it together we're going to see it we're going to see it and then we as a committee need to say based upon our years of being tortured by sitting in the selectman's room on Wednesday night with Steve raffrey demanding that we get out of here by 6:30 do we have any reservations about the plan so the the statement is really we serve as an envir and then what do we do and review them the plans and be for the select board prior to fining so thank you so then and re and review the draft report the plans and review the plan and provide plural and provide our committee our committee's recommendation to provide our committee's recommendation on filing the department okay Ed I I would just I think that's great uh I think we've got it knocked I would say it's because it's a little nebulous who selected the consultant it almost sounds like did we select them selected by Town management no we don't have to cover that right now but we don't have to cover it I'll catch up with you so Amy and I had I was in Amy's office today talking with her about how we start to organize and put together a request for qualifications super proposal for a consultant to do this work okay you can leave out by selected Consultants it's irrelevant to this that's what I think yeah then then it's broader and it might include in addition to the Consultants it might include Amy's department or engineering or you know there's a lot more input that might be so so so I'm going to I'm going to just try to help out here so there's a we have the first sentence done the middle sentence has nothing to do with this well wait in the first sense do you want to the select office that we were going to look at this and spend some time on it because clearly it was focused on something that we're not doing right now and get it more relevant I think it's more relevant thank you for everybody's input Town manager gets a shot at it it will come back to us and then we will bring it to the select board at some point for their them to update our our our our our what's it exclude people from you know the nonprofit or a um you know environmental Advocates you know when Jordan was on the board working for the apcc she brought a lot of um she she had she had Coastal sign but I would go to the last sentence because I agree with you I read this myself the other day yeah um it it does not preclude is not required as a minimum so so you there could be other things I will when I walk this through the town manager's office I will say do you have new language about people serving on boards that's more reflective and inclusive okay yeah so it's not just people from from the scientific Community I will I will ask the question if they have the right language okay all right appreciate that thank you I will do does anybody other than Steve have another question oh Steve what do you have does anybody want to put in a sentence like the one in Kristen's contract it says and any other tasks or matters that may be felt appropriate by the select board I'm going to leave it everything and I'm going to put Amy on the spot with one of the best pieces of news that we've gotten in in in hopefully it's not more boring news it is about it's about boring this is UN about borings uh so the Army Corps of Engineers did Issue the permit to uh for the Marine boring so um yay thank you a not thank me a lot of people lot people a lot of people working on that lot of people so um the town is working with its contractors to get that scheduled and uh it will the Marine borings will be conducted this winter yeah yeah the the we got the permit literally yesterday yeah okay yesterday um and so our consultant who's been working with a contractor um keeping them sort of you know we're going to do this we're going to do this on hold and we've been like doing this little dance like do we cancel this because it's not going to happen they're working out a date and a time to get them here best guess is February we wanted to do it in December it's a couple months later than we wanted to do but compared to other times when things slip by six or eight or nine months um I'll declare this to be a reasonable success uh I was with Amy in her office earlier today and I told her I would be doing a happy dance that the Army Corp Engineers actually gave us gave us permission to do nothing other than put a barge out there and sink a couple of 4 in or 6in diameter holes in the ground so um that's it's just it's have you done the happy dance I I haven't done the happy dance I did the happy dance when we when we got the water the um Sagamore lens uh uh initial review but I did not do my happy dances I'm I'm going to work on it okay so that's that's terrific it allows us to get I'm part Irish it might be an Irish step dance by the time I'm done okay um so that's good second news can I do just do two other brief updates uh the wastewater treatment plant improvements project has been going on I haven't been giving regular updates on it but it's about 30% complete we have uh the third is um the tank is is is installed the equipment will will be going in at a later date um and uh there's been a lot of progress on that project it's going well it's on schedule and in budget um and the uh design of the next phase of sewers is um close to 90% complete um and we I have drafted an article for the April town meeting to request the construction funding to move ahead with that um we have applied for the groundwater discharge permit for that project um we have not yet received that um but we are well on our way there good thank you Amy um I I'm going to give a short uh update slash report so uh having spent several weeks and or months looking at where alternative Advanced systems will be necessary given the comprehens of Wastewater management plan that shows where sewers are and given that the outfall volume is not a fixed volume yet other than the 2 MGD can get there by gravity um and given that for every one sewer it's equal to two I a systems um Kristen has been looking at the density of homes on certain streets and areas that because we have some excess capacity once we get done with the outfall and in fact the outfalls final value might not be two because that's gravity it might be a number slightly higher than that if it makes sense so I I don't want to Spring this on you out all of a sudden Kristen's been doing great work with GIS distance between homes projected estimates of what it cost to sewer so that we reduce the number of alternative systems that might have to go in um for lack of better word I already referred to this as sort of like overall Wastewater planning um and over the next period of time we're likely to come back in and start talking to this committee a little bit more about you know the next sort of variation or iteration to the very early portion of trying to do you know um Watershed plans um Amy and I talked today to make sure that we've got a program in place to go find a consult find financing first but then to line up the consultant for Watershed planning um I hold to the opinion that since we have 14 estuaries and nobody else on the cape has anywhere near that many of them have one one of them's got four that we should be able to over time through a procurement process get uh a good consultant knowledgeable about what they're doing because they're not going to do a one thing they're going to do over four years four of them will'll get to know the town we'll get to help us out so that's an update of where we're at with kind of behind the mirror or behind the curtain Wizard of Oz stuff um you know it begged to when we did all of the stuff with the Geo boundaries wow so much of it had to be IAS we've got some extra capacity what's the balance between doing sewers doing IAS and send aside subsidies and fairness but should we be looking at changing the desert sewer service area so we're kind of working on that trying to get it to a point to be able to come forward and talk to this committee and the community about maybe well not maybe about how to expand the sewer service area over time for the best benefit for the town and Steve keeps trying to hand hand something don't it says sewers IAS imagine true IAS don't try to figure it out in real time okay I'm not going to figure out that's one more all right um we will be meeting as everybody hopefully knows uh on Monday night with the Board of Health John was down for the count but he's back up apparently what there is of him which is good so I was at the board of health and I gave him a brief update of where we are and balancing and managing things um they they have got a draft regulation relative to where going forward as soon as they pass that people with new construction or substantial improvements or on transfer of property for a failed system have to do something um when we meet on Monday we will kind of go through that and make sure that we understand what they want to do and make sure that what we can do or recommend to the elment how much we are or aren't in agreement one of the things that surfaced as I was sitting there was some discussion on the board of health relative to should their regulation apply universally in Falmouth or just to nitrogen sensitive areas okay I will have Kristen distribute to all of you prior to the Monday night meeting some graphics she put together that a show show where the nitrogen sensitive boundaries are and she's added um some designation so they're not just squiggles on the map they're now one a one b one b whatever but also which ones aren't nitrogen sensitive areas um and then because there's a pond committee who's got some interest in everything Kristen's made a nice overlay showing how many of the pawn are already in a nitrogen sensitive area whatever regulation evolves or flows out covers them in how many pawns are not in there so I'll get that distributed Kristen you'll can distribute that tomorrow or whatever when you get a chance so that's prep work for Monday night it's it's a joint meeting it's going to be here the Board of Health has asked us for an agenda um if anybody thinks there's an item that should be on the agenda tell it to Kristen so she can put it into the agenda okay so what's on the agenda so far it it's to discuss well that's a great question okay um it's so this committee has been looking at Innovative alternative systems at a certain perspective around the watersheds the Board of Health is marching Maring is marching down the road to implement a local regulation and the purpose of that is to make sure that these boards understand what each other other's board is doing and where we are right in agreement and where other boards have purviews that we don't have and where we are limited in our perview okay right I I know that piece is on there well first of all is this a Board of Health meeting or is this a water quality meeting or is just a joint meeting it's a joint meeting here in this room so who's in charge of it Kristen okay you want to be in charge no so I but you need to decide whether it's you or the head of the other committee beforehand well usually these things they they both yeah it's a we're both there and remember that ultimately it's our video technician that's in charge it is I mean one of the reasons we're holding in here Health Works down stairs and nobody sees what they do so the the real exercise here is to get a lot of what we've been working on for the last several months as us in the Board of Health in a forum that Minds up on F Community television you know going forward so people aren't surprised going how did this happen was it done in the dark room no it was done in a you know low light room so I guess when you ask about other agenda items seems to me that is a sufficient agenda item you might break it break it up into Board of Health will present their perspective we will present our and then we'll have discussion yep right two three three components and and I'll work with Kristen to get into General one of the one of the big items for me is the relationship between the Board of Health being able to do things cuz it's in the interest of Public Health without any town of Falmouth town meeting board of Selectmen or anybody else input and this committee having to recommend to the board of selectman things that then requires some exercise with meeting other people how do we how do we balance that between the two boards you know what is the pathway forward for Pres in getting people to understand things and getting public consensus so that the Board of Health doesn't do something and everybody's pissed okay sorry I'm gonna go to John because he's been covering just as a historical note um for instance when the Board of Health decided to Institute smoking regulations they didn't do that by Fiat of Five Guys they went to town meeting and presented it and I think in something like this if the board were to intend to uh extend their home rule regulations which uh to mandate IAS and some areas at some time that they might feel that they didn't want to do that by Fiat they might want to take whatever idea they had to town meeting yeah okay so this this is a public conversation best best way to get it go go forward go ahead Steve yeah I I think John just said it in a much more diplomatic way than I would have so no doubt totally different it doesn't surprise anybody um the elephant in the room is that John has correctly mentioned that when you have a lot of these IAS you're going to need a responsible management entity that's another this idea of the mass purchasing or at least standardizing and all that will that will come down the road and if the Board of Health goes ahead ahead of schedule ahead of our schedule and mandates it then you have an oddball group of people that have been mandated early to put them in I would save your your your thoughts from Monday night yes it's okay if I say that yes yeah you save it for Monday night save it for Monday night part of it is what the board of health is going to mandate and how many people will be affected and how we learn through that the need for things like a management entity and some standardization okay EXC okay um we are at 620 618 68 you've got to go by the way no no no time out everybody go like this Ken is a going to map out some of the the ponds she should go to the apcc site and look at the ponds that are being identified by apcc as you know in poor quality um having a map of those would would be very they are working um this is important to us and some of you may not want to hear it they are working on this is from Peter Johnson St and uh Mass TCH Center they're working on a letter um an exchange of communication with the Massachusetts Department of Revenue on spending public money on private land okay because the urine diversion people want a subsidy gotcha okay thank Tom shellfish nothing um other than the strange thing that Ed found Monday morning in Little Pond live well no deceased it appears W hogs in the muck on the shores of little pond at low tide onf open but uh apparently deceased uh or certainly dormant Chu is Chuck checking into them well I don't know yet Chuck talk to Chuck we've got a meeting coming up soon but I don't know all right good um prb Snug Harbor um we're moving along we're making surprising progress we have um Kristen's been working very hard with um isot on getting some numbers together for applying for the grant the deadline is Right upon us we did not get on the agenda in time for the select board but we we're good I'm going to I'm going to get there okay um but we did get approval through the town manager's office to apply and retroactive f a select board will uh review that on the 27th few days after the grant is submitted the Grant application um I did reach out to uh the administer of the granting program with a brief synopsis of what we're looking at asking is this something that would fall potentially under your guidelines she responded after a couple of weeks and said yes and I I want you all to give a a a clap for Ed for finding this woman getting her to respond give a positive respond because that's diligence right there thank you Ed that was great St poock is what they call me but Krist and I and Ken will be meeting on Friday to try and Hammer out some of the details on how we present this and hopefully get it off to them within the deadline to help you out here a little bit um Christ and I had a conversation today we're going to go with the known way of doing this which is the I always Mis is it evl the evl rather than a new experiment okay because people talk about doing other things so we're staying with the Evo which is more coste effective I met uh with the the DPW and they are are willing to provide as much service in kind as necessary to meet the U matching portion so let's hope and see how that goes because it would be a nice little project okay yeah but by other things you're talking wood chips which is the original prb that's not the Innovative there were there there were two different concepts kicking around that we talked about today and I was like if we got a grant we can get money and I can get the DPW to do a bunch of of work and and that we can cover our other sides let's just keep putting it together and get it done Kristen if you need any direction or help and or whatever to get Town manager to sign it let me know okay but good work on everybody good work on you for finding that and sticking on to that okay thank you Kristen's been the key and she found the Grant in the first place but U it's been a kind of a joint effort but she's been the most key hey if you don't ask for a grant you don't get a Grant right and uh sometimes if you ask for a grant three years in a row people find like and I will give you a short story of my personal life I was working for Avis rent a car after I got out of high school CU I had to get my own place to live and I realized that as I was shuttling cars that all of the workers at the airport who were loading baggage were in a Teamster Union and they were making way more money than I was and I was like damn that's the money I want so for a number of weeks in a row I went to Kenmore Square and I went to the teamster 829 office and I said are there any openings and about the six week I went in there the guy finally said you show up here every week and I'm like I will keep showing up every week until there's a job for me and he said we have a job working nights unloading railroad cars in Somerville and I said how much do I get paid and he told me I said said FS I am there cuz that's real money so
