remark um I don't want to say too much but first of all I do want to say thank you very much for having faith in me to try this again we can't done too badly last year I know last year was a baptism and sorts in the role and I um appreciate the um nomination again to try it all again um we did a lot of things we changed a lot of things I first of all I'd like to uh welcome the new members uh and returning members back to the board excited to do some great things with this board I also want to say um thank you to outgoing members of the board who aren't with us this year for that service um we are all in it together and we all work together and you're all here for a reason and have been nominated for a reason to do your job so um I'm looking forward very much to working with you I'm so excited also to see so many people in person today on really excited for that um we'll have moves going forward to hopefully make this more us usable for everybody the meetings Etc we're going to work on that um as say we did a lot last year I got a lot to be proud of that this board got through um not least the checklist which I think was a major change that we've um introduced um with a view to moving forward with being that little bit more professional and that little bit more um open about what we're expecting from applicants and what our process is um it's certainly a process that I want to continue into the year um something that I want to put forward on two committees which we'll discuss at the next meeting about pulling things in but um extending the concept of the um that we've achieved with the checklist and contemplating um waiver situation um that has been a part of this board I think I know noticed last year we we need to move away a little bit more from how much waivers we give and I think the checklist helps us to achieve that because I I believe that it really doesn't help the applicant the more wers we here we've noticed over and over it really doesn't help the process go faster it doesn't save them anything at the end of the day we just bring ourselves into problems and slow uh applications down so that's certainly something I'd like to see as move forward with um the other thing I'm really um pleased that we got to finally do was the HPC map um update last year and we got that through with in conjunction with the HPC um finally glad to get that whole process through and they are moving ahead I understand I'm sure Den can pill this in but with their uh what is Dennis lill is in I forget the name of it but they're going forward for some um accreditation which will help bring grants into the town um from that designation so that will be fantastic but otherwise um we do also have the annual report to think about um later in this session or we'll probably have to review it next one next meeting too um please look through that look through everything that we did and that's for us to think about what we want to do for the year forward and any changes we might want to make but other than that I'm keep it short and simple but thank you most of all have your faith in me again for this year and we'll move forward together um and move on to mayor's remarks oh actually can I before I come on to you chair mayor can I just say if anybody is listening in or here for item 15 um car do what's the official thing we to say we're we're tabling that with the agreement of the applicant right yes correct we asked the applicant uh if we could adjourn their matter uh or table their matter to the February 28th meeting um just to allow us to just do reorganization items tonight uh they did not have any issue with that so we will see them uh in front of us on the 28th wanted to put that in case anybody was listening in for that that don't hang around just for that okay and and and just Madam chair to your point um eileene do we have a list of all of the action that was taken last year has that been distributed already uh yeah I sent that the annual report uh yesterday okay all right I'll take a look I'll take a look for that and I'll have a resolution at least paired um so that we can um discuss and identify if there's any recommendations that we would like to make to council as a result of those decisions that we made last year yeah and I was going to ask Brett and Beth um to take a look at the last page um there are several different kinds of applications uh certificates of non um you know nonconforming uses um some interpretations some appeals some variances so there was a lot of different things and I'd like to get your eyes on them for that you know that summary page if you could yeah and we don't have to adopt it at the next meeting but at least I'll have it together so we can make some notes and you know again just get the feel for the board if there's any recommendations we want to make okay and just for clarification that's January 28th correct did I say February if I did I'm sorry I'm I'm please bear with me tonight we'll give you a pass today I'm just wanted to make sure that CL um all right so then we'll move on to item Five May remarks okay um a few things I everyone I want to thank Todd cook for his many years of service to this Council on this board I also want to thank um everybody who accepted coming on the planning board regardless of what capacity and willingness to curve um this town is truly appreciated uh it's a lot of work and um big time commitment and I say thank you for for staying on for coming on um I did make U one change to the parking committee the appointment from the planning board the parking committee is um just for anybody who doesn't know it's really uh it's a it's a it's my brainchild um it's not a standing committee and the ordinances of the bureau um it is an ad hoc Committee created by me uh last year we started in February of 2024 and um two members of the council which are the same it's Council women angelart and fusaro and um many of our professionals our Municipal attorney uh our Municipal planner um which is also the planning board planner our Municipal Traffic engineer which is also the planning board engineer and our U chief of police and our DPW superintendant plus um one member from the planning board um so um last year thank you Jim all for Willing being willing to serve but Jim Jim's work schedule was really hard for him to make stressing him out so I just want to thank Jeff DNA for taking this appointment um I think you're gonna have a lot of fun on it Jeff and I will tell you it's my Champion's favorite thing ever told me that the other day because things get done very quickly um the um parking committee seems to be able to cut through a lot of red tape and get things to the council for um for movement very quickly um the next meeting of that parking committee is tomorrow morning and um just for all of you to know as well as the public um there is going to be a rather lengthy and large presentation to the council uh at their January 27th meeting so the day before our next meeting to go over proposed um route changes for to accommodate the new traffic um living and rening space at the Hotel uh with the promise that Council and this planning board made to the public in 2016 17 and 18 traffic was going to be predominantly kept and left on Main Street and not in the side streets in the residential neighborhoods and also um to go over a proposal to turn um all of lemington into residential parking only um we've been having increasing problems with uh apartment complexes um this is not even anticipation of the UN hotel but uh in March um our traffic engineer had a conversation with the redeveloper with the UN Hotel who admitted to him that they're going to charge for parking for both the hotel as well as for the apartments so you know first thing people are going to do is CH street parking and that's 205 Apartments many of which are two and three bedroom and 100 Hotel guests every night so um so the parking committee um was in place and uh started working on a plan and then um and then other things happened where U we started having increasing problems with more and more cars not enough parking spaces in some of the apartment complexes and um getting into the residential streets and parking in front of people's mailboxes and driveways and on their lawns um so there is a plan right now um that's going to come before the governing body to basically do what's happening on the east side of Main Street uh which is residential parking only when school is in session because H Central High School kids we're parking all over town basically everywhere and the chief of police has recommended going 247 not just not just when schools in session or not just overnight um so um I will probably tell you more about it on the 28th if this gets through the council for the next step which are ordinances um I'll let you all know what's going on then and have a meeting tomorrow and just fine tune everything for the presentation by um by both j u and our police chief so um can I just ask a clarification on that m is that that is on street parking only like the the lots that we have behind so the there's a public parking well the the park the parking lot Lots right now the main stre parking lot it is proposed to leave it as fre parking all day long for businesses but uh overnight parking would be by permanently unless there's a C Storm and the um Apartments over the stores that currently enjoy the parking there would get rep parking there it would be treated like any other resident so anybody not a so um the only other thing I wanted to bring up um is uh our bylaws for the planning board and we hope that you're going to form a new comme to that because um there are a couple changes that I would like to see including ending these meetings a little earlier um I have a list bring out and also getting the environmental commission which is statutory to be on the pl board um well statutory TR have a member um and for them to be here to have a standing reported so um okay thank you um item six Council remarks I actually have remarks this side normally don't takes fine she steals my thunder so so after trial by fire first year was trial I fire for me first year on Council first year on planning board last year and very much looking forward to serving again and now that I've got my feet a little bit more grounded being able to know what to bring for things such as the parking committee um being on the Public Works committee um and hopefully providing insight and being able to answer more ask more questions to get you guys the answerers so really if if you feel like there's something that I can be bringing from either of those or in particular the Public Works committee please reach out to me in advance so that we know Mike's here but sometimes he doesn't speak out so all right is that all that's it thank you all item seven HPC comments Dennis you have everyone um so we haven't had an HPC meeting we have it tomorrow uh what you were talking about earlier was certified local government CLG where um we get certified by the state historic commission as a certified local government um so we're pursuing that that's a priority uh this year and the only thing I'd add is uh I wanted to add um that you know I really appreciate Todd Cook's contributions I learned a lot from him um as most of you know he's he always looked at things very objectively and was dedicated to Flemington and the planning board and I did learn a lot he'll be greatly missed that's all I have okay thanks Dennis um all right item eight is public comments um as usual it's a it's a session for public comments about things that are not actually on the agenda very OD there is um is there anybody in the room who has any public comments seeing none and we have no raised hands in the online attendees no attendees other than know so I will move on to our executive session car do we need to start the executive session is it or do we can just do the ASO yes so what we'll do is I need a motion and a second to go into executive session the purpose of executive session will be to discuss uh the Personnel the rfps that were received by the board um and uh the personel appointments of the board professionals um I need a motion in a second and then we is resolution 20251 lab open meetings act and effectively this is where we um list out our dates SP for the year um we submitted those out they've been out for the previous members and I think hope the new members too we do have to discuss some of them so um the one I we need we need to discuss March 4th or the 18th which one looks the better this was changed because there's a what the there's a primary for one of the school district we can't do the 11th there a school ele they'll be taking the room that's ele we have elections there's a special election the budgets going over and they M I know not quite but we were told by we were told we don't have the room on the 11th so we either have to go to the fourth which would mean we have the before am I right and thenan we have two link on a row as well either way either way we have two in a row um so we should pick one least wor pick the one that's going to have the least amount of snow or rain ch then if everybody wants the 18th the 18 with Council on my birthday so who celebrates on AES that is a given sister says to be that's all right we'll do I'll go with we'll go with 18 there we go that's fine then um June 3D out as an idea which was because we've only got one in May for various reasons um but we also could because that then gives us three meetings in June I put June 3D as the alternate for the the extra May one right because June 10th we can't is now the date of the primary is that official I yes I think it is now official yeah okay right so we we would need to do June 3rd and then leave June 24th and have those as the two instead of jun and well no it should be the 10th and the 24th so it's either the third or the 17th or you want to do three like you said it kind of makes sense because we don't if we eliminate something in may we would we would have June not forgetting we can cancel them not agenda yeah I mean and the other the reason why they mve the primary had to do with the second day of a Jewish holiday which affects the full day of voting but holiday ends at sundown on Tuesday night so us having a meeting is on the third the thir is is the W of the primary so it's not I don't think it's gonna I don't think it present a huge problem for us to do so the third and the 24th would spread them around because we've only got one in May that night right yeah and I would I would lean towards doing the third only because because we don't have the meetings in May if we have somebody who's got a continuing application Str for them to go so the third and the 24th I Europe okay all right um and then we have a problem with the September 16th right for Russia sha we have to find a alternate well because Russ sh is the 23rd we could be our normal meeting all right so we need to use 16th for right put 16 um and then um November 18th we have three listed right now I can't remember why um but I I put a note that what do we have three L For What November because we have well November we have the election and then we also have uh veterans I believe November 11th is would be would be the second Tuesday which would be a meeting but it's vetes day yeah right we can't do the fourth because it's so 18 25th and the 25th oh I think it's because the December one runs right in as well what I was thinking was there three quickly after each other so we could contemplate canceling one of those if we don't have enough agenda items we might want to consider C the 18 simply because it's the league of municipalities and the league but we'll have to put it put the leag question but then the following one on the 25th is the leag of Thanksgiving so you guys can it's easier to cancel then we'll have to remember to discuss in September when we're looking with genda we don't know what applications are coming in we don't know how it's work you want to notice both the 18th and the 20 easier to cancel a meeting I thinke I agree let's let's notice for all of them you know whatever whatever you want we could always cancel I know the league is hard for our professionals yeah and it's hard for me because I need credits um possibly you could always use it for some like a training s some with like work session for the board or something like that we could like like and I want to myself other than that we were good right so it's March 18th June 3 and 24 October 14th so we can at least get the published dates for 202 five and we the board might have to see if they want to um appoint or designate a second newspaper in the coming months depending on what the legislature is going to do and whether they're going to have um because what I've heard also is that the express times and the and the U Democrat is owned by the New Jersey Advanced media and they are um the only one that's going to stay and they're not even going to publish electronically the the legal ads correct so car she need to talk to car the C staying in print we have two okay okay yeah as long as we have two just want to make sure we had something somewhere um and I'll keep you guys up to date on what happens with the legislature but you know obviously there's a lot of things they have on their plate right now between that and COA so we'll see what happens might just have to update that during the year reminders on that thank you um so that ties us into professionals reports effectively um car do you have something you as well can you in this in this portion I think it would be useful if you could do your social um media policy lecture for us for the board that would that yes yes we certainly can um you'd like me to do that at the next meeting I know something else that we had discussed was uh for us to the professionals to establish a mechan ISM to update you on where each one of the applications are um ones that have been filed where are they in resolution compliance if they've been approved um building permits Etc so you know we'll we'll work together and uh uh put something that we can identify at each meeting for all of you um if You' want it in a list format if you just want us to you know just give a little dialogue um whatever you think is whatever the board would prefer but we can do that as well um you know as far as social media I mean I can go into a little more detail the next meeting I think everybody knows you know my personal preference is you know if you are you have a position within a municipality um you have an obligation to make sure that uh you're not posting things somewhere um that could in any way be viewed as uh contrary to your position or in you know a potential negative way I mean it we've all seen issues where um something that seemed to be uh quite innocuous has been uh twisted and turned and and the courts have had the opportunity to review things uh over the years um and you never know where they're going to come down so basically you know everyone's heard me say just stay off social media don't post anything don't say anything on Facebook anywhere if you have something you want to say here's the Forum here's your opportunity to say it this is your public voice this is your public comment um and uh this is really the best place to do it I know it's difficult um especially when you have people that are saying things that may not be true that you want to uh dispute but again this is your this is your County Democratic committee which has been um carried to the next meeting with no further notice required at the um agreement of the applicant so that will come into our next meeting um January 28th so I'll move on to item 16 chair items all right next meeting is January 28th as we just agreed um look forward to seeing everybody good again here we go let's go um the we will have the Democratic committee obviously in that um and then we will have the professionals reports that we just talked about we'll have some updates on how to be a new board member for those are new board members Mark's been here before he knows where we're going but Justin you email um training you require class by the state of New Jersey three hours of your life you'll never get back um day in person I good so but that was fun I enjoyed it actually the one that was a whole day in person you actually learned something and the test was challenging this model they have I don't know it's online they coach you give you all the answers you take the test it was like Zoom College intended it's ridiculous it is not what the legislature intended when they I'll talk to people St sh ited it used to be difficult and hard you actually learn something so that's why in some ways I want to like we can almost have a work session in some ways if you want I'll call on the professionals other members of the board to say what are we doing exactly it's it's complicated and it's confusing and it's it's it's a lot to take in all once in my first year the class schedule comes out I'll email um the new board members and I have to do the registration so I just need to get the information the burrow pays for that and then also get the materials I have to get your materials as well I know I get an extra I know I know I could loan your mine as well befor my office the only other um item on the the agenda for next meeting would be the resolution for the Liberty Village right and so car already said she it's a complicated resolution we want to get that moving going to send it through the professionals to double check that everything covered and we need to look at it do we have to have the ownership of the dangle Road issue like resolved before that resolution no we don't because the way that we worded the condition was that that had to be rectified as a condition of approval so uh we don't want to hold up the resolution itself but we certainly have it covered in the um language of the resolution conditions right know how long it going take it this out not too long um and then the other thing I'll definitely be raising uh putting on the agenda for next time is committee work and we have to appoint committees um I haven't thoroughly thought through yet but I'm getting out we are we were going to reopen the zoning ordinance committee that was put in the band last year if anybody was watching what we're doing um but we're going to we're just that that's going to be something that we'll be working together with the FCP and the council and that's going to be an an intense one um but I am also as the mayor alluded to it's something that I Al wanted to do last year is we have bylaws for planning board um and we have a rule for citizen input so there's two things there um the rules for citizen input I think will tie into something that Beth had mentioned getting involved in with the FCP too it's about um making how we do things and what we do and what we need people to come forward with and how they can interact with what we do more open and easier to understand because it's complicated enough for us to understand sometimes and never mind the public to see how we all fit into the big wheel the cogs and wheels of governance as it is Council and the FCP and everybody and and our zoning officials and our formal our construction officials were're part of this huge machine and want to make sure that we're communicating how we do it and really tying in as well exactly how we do it and work together um we've found gaps we've found overlaps we've found and it really needs a look at I think our um ordinance um our bylaws to planning board um including reviewing the agenda looking at the agenda there's a few tweaks I'd like to make to the agenda but we have regulations on the agenda and looking at it those have to be agreed by two-thirds of the plan board to get through so I wanted to do those as a committee so that then the rest of the board know that come in with have a lot of things to discuss and make sure we're all on board we changing anything that they recommend to change so that will be something I'll be looking to do the citizen input um document that we had like I say I'm looking to P that together in a different way maybe work with Beth and FCP and we to do um our ad last year about making it more user friendly like doing me you know making it some a better looking document rather than a dry list um more user friendly and informative formats we look at those and also I don't want e to forget that think I've forgotten that she raised a question about um escrow amounts um to the board that needed to be adjusted and we can look at that so we have committee to either they do all of it or one another one we're going to have to look at next year is think about this I I've read a thing this year and I all year about it but it's it's coming to the floor I think we need to look at it again is the signage Review Committee was created out of this planning board um um and I'm I want it to be looked at I think there's a need for it but I also think there's not a need for it so I I would like a committee to like see whether my thoughts are crazy or right or wrong and just see how that signage Review Committee that works how it's best place to work within the tech because it need to be a planning board formal entity or or does it need to just separate out in some way and I just want a group to look at that and think about how we tie that together but the way the ordinance is currently written so the chair or their designate plus another member of the plan would have to be on the SRC so we need to the board needs to have those people we will have the suest not making this we will we will continue the ordinance stands so we have to comply with it right we will do that but I also want a committee to look at is that the right way forward and do we need to propose an adjustment I know what I was G to suggest was that the people who were on the committee might have the best expertise to to be part of that conversation right I mean sure but now the person Todd and Hannah and Hannah Hannah who was on the committee before that Todd okay guess what and when I was when I was chair I was not I I I didn't I didn't serve on the SRC I I Todd was my designate to do it yeah um so it's been it's been Todd well Hannah more recently but it's been Todd was like remind everybody that Mark was was wrote the original byog right when she so and I think it's just time to look at it when we brought that in my recollection is we brought that in because we needed something to help applicants move things quicker than was happening with our current with the situation was more than that our situation has changed a little so I think it's just time to just look at it may visit it and see I know the HBC say that they like it because it brings things away from their meetings for instance yeah um and there is that aspect to it I just want it to be also makes it much cheaper for somebody to get signed up otherwise they have to come in for a variance before they created the before the ordinance created the sign Review Committee signs had to come in for variance for a variance application to this board which was expensive and timec consuming for somebody who literally just wanted to put a sign up on their business on and so we created this mechanism for a $100 fee and a quick turnaround we wanted planning board HPC and FCP people on there so that we kind of had all the right voices in the conversation but the whole point was to make it as yes there needed to be review but to make it far less expensive and far more efficient for the businesses who want to make a nice sign on you know like on M like so we so we were that was the problem we were trying to solve if it's not serving that then that's I totally agree with that principle what I found out over the last year is we have it it's seeing where it fits in within the construction and Zoning we seem to be um we have we have extraneous extra things happening does that make sense that like two people it it's almost not pointless it's not because if it's serving that purpose it's not pointless but I want to I want to tie up and clean up where and H PC involved anymore yeah we've been doing it pretty much through email we haven't had any recently but in the previous one we had we always been discussion over email and then kind of as quick as turn around as we can yeah terms what I'm hearing that in terms of an applicant they are confused about do they go to Construction office or other so where we need to we need to tie it up so that the Sy that was the issue that was the issue that we were was they have to always go to the construction offal first I don't I don't know how to make it any clear to everybody like because then the construction says oh you want to do da da da da one of the things you need to do is to get sign approval right but historically that wasn't the case as they weren't as responsive I understand and now they are and so some of the things that are actually in our sign review are actually also in the remit of the construction IAL so I just I just want to tie those things and work that out and make it cleaner that make sense just make sure it's working for the purp yeah so I think I think that like people confused yeah yeah and applicants are confused when they're com to the FCP about what do we do when and go backwards and forwards and expend money know I'm saying I I know there was an issue when FCP was doing a grant program right that that was created a bunch of these problems when was giving away money yes yeah and they people would apply to FCP for a grant program and they said here's what I want to do and they assumed well I'm done without it actually having to go through the sign riew and I think that I mean if that's a oneoff then this probably may not be a recurring phenomenon but yeah right yeah applications time right because they were going to HPC for application they just thought well I got the grant I'm good yeah right so the same the same issue existed then when I was sharing HBC yeah um and the sign when I was participating we had that done in a week yeah so it meets the expectation that was set forth I don't think the kpi is ever deviated I mean it really is On Target committee sometimes difficult like we talking communication right that's what I want to tell even even if it's just a communication issue or a Clarity or who goes where Q construction she sheet for the construction official and know hey you go right here anybody wants to put a sign exactly I just want to double check if it if it means that we leave exactly is I'm happy I just want it I mean if you're other things we want to hear those things obviously but yeah I didn't think like there's always ways to clean things up and make it simp did you want to make appointments no I'm just put it I'm still trying to yeah I'm not making today we're going to do it next time keep it simple then try um is there is there anything um anything else anybody wants to just a suggestion about the annual report could we have like a breakout of how many variances um like the number of variances and what types for Zon I think that's on the last page of the zon and it's by which zone we approv the variances on variance whether it was a a planning board item whether it was an interpretation whether it was a c or like we don't have the types well if it's a use variance it's a d variance okay if it goes to the planning board it did not involve a use Vari so okay yeah I was just curious and then like where did we approve it like in the zoning map where did we approve the variances is that's a good indicator of whether or not we've got zoning right oh you're asking for like geography where right and actually which in addition to the varant where did we approve it was it all in this one part of town right so the you know the block number of the application so we that in it and then you want to identify what it's not hard for us to spit out a map of the locations not all right or even just the Zone itself I mean because typically we would do if we were going to make a recommendation the the planning board no idea oh you don't know which zone these ones are well I mean I can find out what the zones are but I don't have a map no we have to we have to PL you would have to you have to I would have to look back at the resolutions or the minutes yeah we'd have to because it's in the um so so so he's smiling because he knows how easy it is to do it yeah it's something that we can put together that's something you guys I mean it' be good to have that over over time right so you have a trend over the five years so you can make more informed decisions when it comes to master plan updates and that Zin we're looking to do too as well good idea BR do you are you guys using like rgis online so I use a QJ use the web version or the or the S version uh the desktop if you did if you did a storyboard with an arc or use the RGS online there's a way to have it publicly accessible to show the location of these things but if you're not if the office isn't set up that way I'm not asking you to do I'm just I'm if you were using those platforms then I would you know I'll look into the online if there is an online qgis I don't know if there but I can look it because that way because that way it's not a the way anybody can kind of look and see okay yeah you seems you seems to smile and be happy to work got got right thank you appreciate that for um
