with back with fost and and then just f mly it's really it doesn't change anything for us but krook no longer is offering swimming as a gross sport proced dral in is all it is motion to approve the old thank you to the local churches hugos and the high school for hosting gift child boxes St the council also puts up a Christmas tree every year to get in the holiday spirit and a huge thank you to Lana sander who donated all the ornaments to use on the tree this year on January 3rd we had our blackout dance there's a smaller turn that roughly 60 to 70 students in attend attendance grade seventh 12 thank you to all our shons Mr Denari Mrs Ellen and Mr fonder we raised $438 with the gate fee and pop and water sales the money raised from our January dance is being used to pay for an upcoming leader ship opportunity we are attending next month Nord will be donating bubblers for our next dance these will be available to purchase along with our usual pop and water thank you NS Bo includ the fun video the dance time have you seen this at least but it's prob I mean there's similar moves but I think they would like him back as a Sher okay so this is some things we're doing in February in the future um we're making a list of Valentine's related dress of days and we're going to be sending them out to student council and vote on them so that we have um more like up dress up them that everyone wants to do um and we were wondering if you guys had any themes you can up on the spot from in the past they do like pajama day or like a show your love for Greyhounds which would be like Greyhound gear day is there anything you guys would like to see the students participate in the top of my head sweetheart like the conversation Hearts but like right the saying on your shirt like s spot and then we're also having kindness week during Valentine's week so um student council we're gonna be printing off little cards that'll have little sayings on them and you'll be able to um for free you won't have to buy them so that all students can um so that they're available to all students you'll be able to pick out a card and write a little cute message in it and they'll be delivered during seventh hour by members so everyone should get a card and they'll have little messages on it so yeah do you sell do you sell flowers so candy GS oh yeah you just wanted to make it available to everyone great partip good idea where is the leadership event that you're attending next month um we're gonna go to a um Timberwolf the Timberwolf staff are hosting a leadership conference so we'll hear from some of the staff there and then we'll actually get to watch a game so sweet very cool any other questions for these ladies all right thank you right Elementary student leaders my name is Johns my is and I'm inth grade in December in December we finished our kindness of project and the CLS enjoying the elves showing up in their rooms for a day and bringing orils thank you again to here guys for donating all the cookies the student leaders donated all the family games to the Food Shelf before break we took a bus there and got to learn learn about the food shelf food insecurity in our community and waste to volunteer there we had to postpone our cozy day until the day after break because school was cancelled that day we bought popcorn from the Fon movie theater to serve to all the kids and ran movies in the G we showed the kindergarteners through sing graders they present in the gr we showed small foot to the 3D through sixth graders positive performance as part of our s step social emotional learning all of our classrooms this year we started something called positive performance it's a way to help our whole school learn how to manage our emotions solve problems and be nice to each other each month we introduce a new topic to all the students and our bodys this month is respect some examples of respect are following the rules picking up track fash in the hallways taking care of our building being kind to our teachers substitutes and staff staff in our school respecting the SP of others and being if an adult in our school catches as being respectful we get a card and we get to staple it to our positive performance buet in board for all the school to see we are trying to see how many we can get on the board each month ten ten week is February 10th through the 14 we are selling carness cake carness cake Bo funrise for carness week activities for all the students we have planned kindness Week dress up days and we are decorating kindness boxes for each classroom every morning every morning of kindness week and announcement will be made for the teacher to open their box inside will be a new kindness theme for the day we'll watch a video clip of that topic and then there will be a surprise at the Box each day for them for glasses um February is a school board appreciation month we like to thank each of you for serving our school board and doing what's best for Boston Public Schools our students in staff appreciate you the student leaders brought out a card from each of you thank you thank you we always appreciate you us questions do he mentioned that you guys donated games to good you remember how many games that you guys so some each of us we brought in a game but some of us got like or how many student leaders are there 18 that's awesome I think they like 25 any other questions all right thank you ladies all right move down into 10.0 uh operational uh 10.1 is discussion update on school Safety and Security so in your packet or excuse me not in your packet U but April provided you with a handout today that I put together for tonight's meeting and um want you obviously to take this with you tonight and and um even give it more attention at your leisure and certainly Circle back with me um with any questions or comments that you might have but I'd like to go through this with you um uh formerly now and uh both of our principles um will um kind of chime in as we go um we met last well we've met multiple times but last week we kind of put some things on paper that we wanted to um talk to you about as a school board tonight um in relation to school and and Safety and Security um and um so our principles are are ready as well to um add some some dialogue uh to this conversation tonight uh obviously um you know um the incident U that was that happened on January 2nd has heightened um the the whole talk in our community around Safety and Security for our schools and and uh um we're well well aware of that um and we just wanted to kind of summarize for the board um some of the things that are already in place and some of the things that we've been contemplating since the day of the incident and uh and then also some things that we're thinking on for the future so with that as kind of our Baseline here I just like to go through protocols that we currently have in place and half had in place um um for some time um I'm not sure that everyone knows all these so it's been good for for me to put this in writing and and put it on paper to share with you um doors are locked um every morning um uh after a set time in the morning at the high school I want to say Don it's about 8:35 the doors are shut down and Dot Den over at the elementary 8:30 as well okay uh at that point in time um there is no entrance to the building without coming through a locked entry u where some School District staff has to allow that entry uh prior to that time of the day when students are arriving and buses are dropping off students uh there there is not those doors are not locked and nor are they monitored by any staff member to to be there um um students are entering the building um at the elementary I would assume that sometimes parents are coming into the building for various reasons and actually they come to the high school uh parents do for various reasons most of the parents that come to the high school um are usually bringing something that their son or daughter has forgotten and really they typically don't get past the superintendent's office that's dropped there superintendent's office communicates with high school office that uh Johnny's mom brought his sax phone that he forgot at home or whatever the case may be but the doors are on locked until that set time of 8:35 roughly at the high school and 8:30 at the elementary but once that time hits all doors are locked um an entrance only happens uh via again someone allowing that person into the building um admittance Beyond admittance beyond the singular entrance is via staff decision only so our staff have the in the high school um more times than not as Stacy manaki at the elementary it would be whoever's Manning the the front office desk corre y um after lunch and this is something that Mr dinari initiated upon his arrival here three years ago um in the past doors were opened up and so the students that were heading to the Dairy Queen or to uh leers or whatever to buy product from those two businesses could come back into the building really multiple entries into back into the building Mr darari um um has made that a singular entrance again back into the building um via the superintendent's office door that's the only door that you can get back in the building with now um we had a door or they'll call their friend that's inside the building and say will you meet me at the so and so door and yes I'm sure that happens um but it is not um I think the kids are pretty well in a Groove now that they come back through through the uh superintendent's office door um and that has really cut down on traffic within the building then because they come back into the cafeteria area then waiting for the lunch um period to end and then go into their regular classrooms we have camera systems in in place in each building um you're well aware of that uh local law enforcement presence in each building on a regular basis um uh officer juvie our uh captain what is he a detective what is he what's his title Chief well that yes I'm thinking Jim um anyway between either Phil or Jim juvie they literally are in our building every single day do a little walk about connect with kids um oftentimes they'll come back in the afternoon as well but typically sometime really right around the start of the school day they're typically in the building uh Dan tells me that they're at the elementary building on occasion not necessarily daily but certainly presence out there as well uh we have a district level crisis team that is uh in place and is uh currently meeting and U we're trying to update uh protocols in there getting fresh names um there's some some dated information in there we're working on getting that um more current uh we have a building crisis team uh that consists of basically of a staff member from each building and our principal um and and the building principal the four of those individuals are meeting have been meeting on a weekly basis um going over some stuff we obviously have a school weapons policy that's been included in your packet tonight and um Mr I call them search dogs I don't know if that's the best thing safety dogs safety dogs um Mr dinari schedules those on a fairly regular basis here at the high school and they have the ability to um smell or search for drugs but also for weapons as well anything Dan or Don that could add to the things I've highlighted so far just one thing with the entry at the elementary in the morning we have uh we enter through the southwest corner and the northwest corner and we do have a belts at both entrances in the mornings um the one thing to keep in mind too is our during recess our recess door is open uh from approximately like 1115 to 115 that comes right off the play that the E store yeah the E store that goes up to the playground so those are things that have been in place they have it's not that they've been put in place since January 2nd but um they we started the year with them and we've had multiple years of most of these um physical upgrades that we've done to the building um to increase our Safety and Security we have door door magnets now um that we have on each door and I believe the elementary just got there as well it allows the door to be locked but it allows entrance from the hallway um for students and staff coming and going to the classroom but should there be a need to lock your classroom you simply remove the magnet and the door handle is locked already before you had to go out and key key it locked because if you had it locked the the disruption of the day of students leaving use the restroom or getting called to the office or whatever and then they'd come back and then the door would be locked so they'd have to knock on it so most teachers did not have them locked now we have the ability to lock them but keep them open with the magnet for the student and adult traffic um but should there be a call for a lockdown um the ability to lock down is much quicker um again we talked about cameras in both build buildings capturing video video in multiple locations within the building both inside and outside we've enhanced um our cameras at the at mlon uh the board approved a purchase of new cameras for that building those have been purchased and installed the best of the used ones have also been uh brought to the high school um creating an ability to replace some of the poor ones here at the high school as well as add two or three different uh spots SPS yeah one of which is right outside the superintendent's office we have the ability to see that entire parking lot now uh that we didn't have before um and then I'll just jump down um I should have put this in order the this bullet that says monitoring um Administration now has the ability to monitor those cameras from their own office before it was a relocation of to go to a spot to view the camera now we can be um right in our or they can be right in their office in viewing those cameras um the individual or the uh the building uh security excuse me the building crisy team has been looking at window skins that would resist bullets uh uh that would be put over areas in the schools in either school that have a glass uh look into the classroom we have uh give me an example of a room done our science Wing primarily has that so you have your door which is solid door but then there's a glass window Paine that's beside it which um currently if if we did have an intruder they could easily just knock that out and then enter right into the room so we're trying to obviously slow down that opportunity um so that that's being explored um we don't have any pricing or anything on that yet but there is a product out there we understand that uh could support that um there's also been talk um at the building levels um when when when we were would call a lockdown that we would have a visual three four places in the building that would a light would go on and that light indicates that we're in lockdown um and U if for some reason there you know the over the intercom it wasn't heard or there was kids in the hallway or staff in the hallway and they see that that means get to a spot and um um that we are in lock down so that's something that I'm pretty interested in I think that's a that would be a good visual to have as as a way to communicate for those people that potentially maybe wouldn't hear the announcement of lockdown but could visually see that and know that they need to get to a secure area so would be very similar to like when we do uh hold a fire alarm right you if you're in the building you see the white flashing light it would be the same concept as a blue light uh up here at the high school we have seventh graders if we were on the intercom made the announcement she would have no idea that we're in a situation unless one other student happens to have their micr so um you know prime example is the the why we'd want to have something like that just recently uh with the help of James mani and Stacy Mani we have um created and evacuation routes from all the classrooms for fire Andor other evacuation purposes um some of those were outdated um they've been recreated they've been they're much much sharper visual uh with arrows pointing to where you would evacuate laminated and they are installed and they're happening at the elementary as we speak I believe they're being made right now yes we haven't received them yet right yep I talked about the monitoring ability of the camera system by Administration in their office um we did put in a new intercom system this fall at the high school um and again that was a board approved um purchase um or project that we did last year um we had many spots within the building that were not being reached by intercom and uh um through Garden Valley I want to say Don St and Mr Larson and Mr Denari oversaw that project that that is in place and any other comment on that done uh the other pieces Gard Valley has been in uh as of today even and one of the things that uh prior to today you know the staff member maybe had an incident right out in front of their room they would only be able to notify like the office and then I would have to or long Michelle would have to make the call out for uh you know whatever that situation have to be right um Garden Valley has it nowed where they've updated pH so that if situation happens outside of any classroom that individual teacher can pick up hit the intercom and make the call so that it's announced as far as again may we hav have a an intruder in the building right they have the capability of recognizing that making that call and you know speed up the process of response and uh act and then the last item there actually tomorrow we have two presentations from different um apps um marketers or whatever on um basically on an alert system that would come through phones that we could initiate from from um Administration that um would send a signal to to um to our staff um and the signal might be then to check your email or we'll find out more tomorrow I think it'll do a whole lot of things for us we have actually looked at something like this about a year ago and uh ended up not moving on it and uh Mr dinari um set up one um vendor tomorrow and I set up one as well so we're we're seeing them at 1 and: 145 I think for presentation from them one of the uh pieces of feedback that we got um from the January 2nd incident was um and you know I guess um and I'll talk a little bit more about that incident later but um at the high school we had the secretaries announce to staff check your email teachers are teaching their own I sent the email but teachers don't necessarily look at their emails continuously throughout the day necessarily obviously so um the secretaries at the high school announced over the intercom to staff to check their email we didn't do that at the elementary um probably should well we should have and we just it didn't happen and so something like this would would be able to we'd be able to just do it quickly and it would happen um from ourselves or whomever we uh give authority to do that turning over um some of the professional development um activities that we've had so far this year um Jim juvie met with the High School uh staff regarding protocol for an active shooter that was way back in September or October October yeah y yep and um uh just this past Monday a week ago today when we had our inservice day at Martin Luther King day um we had a presentation by assistant principal for bichi public schools uh on a program or a platform called love you guys um it's a Building Safety and Security protocol uh it was presented to our entire certified staff on this past Monday and that was uh right away in the morning and then uh later that morning uh Tim Denny um Mr bushy lined up Mr Denny to present to our staff about why I'm so stressed and just talked about the stress of school and and um um what you know some of the triggers that we have as individuals Etc so it was very timely because there has been a faot stress in the district without question um back to the uh love you guys um presentation uh very well received um pretty heavy stuff um and um but um we're going to need some time uh some staff time to to deliver that in a little deeper um deeper way and um to really educate um it's about using common language um uh so that um I'm not saying lockdown and Mr garki saying hold and some someone else is saying something else so um we may be coming back to the board for the potential an early out or a late start day sometime when we can have our staff all together again because we're pretty much out of um those opportunities uh short of um in April 15th um when we host our section speech contest we always have a few hours there we don't think waiting till April 15th is probably timely so um we're we're looking at some opportunity there and will'll be probably very likely coming back to the board for some permission for uh some time within the contract day to um use that as professional development uh and so last piece of it are some of the concerns we still have some of the considerations and really this is kind of where we come to the board um and um I think that we need a community Dialogue on some of these items um and really um you as board members represent the community so I ask that you know that this is where that we start this conversation and uh we don't necessarily end it right here by any means tonight but I think it's a a a conversation that needs to be had um and with it there's a financial side to it and I think that's some of the things that we need to decide as a as a community via our school board of how we want to move forward uh so if you recall if you were on the board um as as as just my arrival here three years ago one of the first things I talked about is the lack of Safety and Security for our superintendent's office that the community has or the public has the opportunity to walk through our door and hang a left and come right into the superintendent's office without any um without any restraint and once in that office there's four of us sitting in there um on a regular basis that um someone would have the ability to harm we've talked about that we have not acted on that um it's part of a it could be part of a bigger project for the district but also um it might be something that we need to do shortterm and create a a long-term plan we have the same situation at mlon you can't get into the building nor can you get into the building here at the high school but you can get into the main office at the at mson as well and you can come in the door and you can go right into the main office and the truth of the matter is from that main office you could go through a back hallway and then allow yourself into the building as well so if that area was breached um there could be access into the building as well um so that's something that we need to think about and talk about um we do have multiple doors open in the in the morning Mr bushy talked about two doors there are uh monitors at the two doors at mson at the high school here we have Doors by the uh where the buses drop off correct we have the superintendent's doors we have a gym door open we have the north doors into the fourer open for entrance into the building and the biggest reason for that is because we don't have a parking lot that houses our those that are coming to the building so parking is literally all around the building hence we have doors open um so that's a that's a consideration and then the last thing that we we really talked about administratively is we we probably need to bring in some level of expert um to just walk our buildings with us um we're not Safety and Security Experts uh we're Educators uh that have some experience in that regard but probably need someone that that really focuses on Safety and Security and talk about shortcomings we have in our buildings and maybe nuances of a building um I can say if if if this building wasn't here and someone said we're going to build a new fost high school this isn't what it would look like so it's been built when it was appropriate at the time it was built but there's there's deficits that we have because of the construction of this building and the and the access to to the building and the parking around the building and we have the same things at mgon we have some some shortcomings there too so we we were we're thinking that we need someone to come and point some of those things out to us I think we can see the obvious but I'm betting there's more pieces that we're not aware of and we'll be looking into someone that might be able to provide that kind of an audit of our facilities um some of this is not all that positive I understand and and um so I want to end on a high note um the new counselor that we hired back in September started work today mod so that's a good thing and uh he is here and I had an opportunity to spend some time with him this morning I know that he eventually got to mgon sometime mid morning I think spend the day at at mlon and that'll be a real support to not only um our students certainly our students but I think it will have some effect on our staff as well POS way another person that can support social emotional learning in our school district my mus fulltime yeah fulltime at mson or correct uh currently that's that's how we're going to end the year I think um we'll be taking a look at things as we move forward but but that's where the position is right now y sir yep yeah yep and that was that was opened up because um additional funding that we hadum um that was part of luma the dissolution of that also part of Miss Hanson's contract over at winimac and then also some State funding for additional support foral social emotional learning yeah so that's my report stand to answer any questions that you would have or or comments that you would have April will do the best to record those comments should we have any uh and and I guess my feeling is um certainly comments tonight are appropriate but I I think some of this is is going to have to be some decisions that are made down the road um as far as U addressing maybe some of our shortcomings and maybe I'll just add this too are there pieces that the boards you know would direct the the administration to explore do follow up on Etc um if they're merching orders in that regard we certainly want to get those addressed tonight so that we can act on them accordingly one comment I love you guys that was something not in response to January 2nd this is something that Mr DKI had set up prior to that so it's something that we were working on prior to January y good just my my thoughts to yeah it's ongoing ongoing review it seems like uh we'll have to continue this moving forward and definitely and um I think it's a good idea to have somebody else look look at uh things that we can improve outside of the district um impressed with administration's um response um and uh urgency around around these concerns too um one thing that that comes to mind too is just that with our um crisis planning um is it does it need to be own by everyone or select right that's a good point and and quite honestly I haven't even shared completely everything that we've been talking about in this report sure um and and that's um that's strategic uh in my um consultation with some school districts Post January 2nd there was that was a a common theme is you know you need to do some things internally that really you don't share with anybody other than the internal pieces of of and you know so there's even some pieces that the administration may know that staff don't know um um but again that's that's not my expertise I don't think that's Don or Dan's um so some outside con consult on that is going to be needed and um because we we certainly don't want secrets but we also need to protect the Integrity of of the plan as well and um there's just some things that can't be shared shouldn't be shared because it potentially could um be used in essence against us at you know at at a certain time yeah and and Jonathan I want to just speak to the the teacher group Jonathan I met two days after the event or and yeah Monday Tuesday yeah following yeah maybe Wednesday even but yeah it was Wednesday I'm sorry it was Wednesday and then since then you know we've had some follow-up as well um we want to be as transparent as we can um again I'm repeating myself um that there was some of the dialogue that we had with the Union people or with the teacher Union is what can we share and what's appropriate to share what do they need to know and then um those types of things as well so we've had some open communication with that already we'll continue to dialogue around that the the teaching staff had the opportunity to work through Jonathan um in the in the union reps to bring their concerns to the district uh to Administration we worked through those there was a follow-up email that went out for me in regard to some of that but that's an open dialogue and we actually have an open dialogue we we meet monthly or as needed so yeah yeah I think of just the thank you to overall staff having relationships with with the students being aware being present um noticing things that um just ining right and checking on too so unfortunately since January 2nd you know we've had nationally we've had what two two more incidents I believe of school violence is it feable to monitor all the doors anymore Monitor and what what way indidual at the elementary what would we be looking for I guess that's that's that's where you know available open one making sure that whoever enters the building is supposed to be in the building I guess the counter to that then would be is if we have a staff member at each Open Door does that render vulnerability inside the building right if someone gains access in and everybody's focus on the perimeter well we would have I guess currently we have really two door two access points in the morning at elementary what time do we staff those like 8:00 to 8:30 yeah but they're open at 7:30 yeah because we have families arriving no absolutely we could um I don't know that's right and then the question would be is you know do they have the authority and there to look into a backpack on on what premise would they choose to look into a backpack random um we have that Authority in local branches and we have the ability to to do those things I think that's the the dialogue that we need to have is it best practice to have maybe a question we ask when we as we de in you know what what are best practices for and we have what do we have six doors Seven that potentially could in the morning that are open yeah lot of access to do we need that many doors open I mean that's people can block a little bit guess that was going to be the heart of my question there I think if the element will make sense right two doors I think should and I always see somebody at the elementary when I drop off the kids there's always somebody at that door again I from an outsider's perspective I don't think this High School's that big of a square footage perimeter that right if someone's parking at any given spot as long as our two access points are in one corner of the building even on the coldest days it's not a terribly far walk uh safe sidewalks and that to access the one of the and I'm not I'm just I'm not trying to play Devil's app get I'm just thinking out loud um if we shut down doors which it took some time but I think at lunchtime we did exactly that um if we did shut down doors there would be a growing period of someone kicking the door open you know um if so would we be wiser to just staff those doors or shut them down and try to teach and I mean that's what the business we're in is trying to teach um think our I think our students so um Mr DKI can speak to this more um I think our students are asking for or aware of some desire to be more safe or to know that things are more safe Fair do yeah yeah yeah so there should be I guess what I'm saying is there may be more of a receptiveness to walk 30 extra feet for that piece of and I'm not saying funn all the one like you said School smaller you know but being said two points versus six yeah you know mean that's something that anything's going to come up right syst to change like they use the Bus St instead of having the East do open they could walk to the bus store you know over here they can walk to this store one of the things you know for the going to other schools and like there's some that have an interhome right from the doors you know are like right in the foyer there you know right outside of the superintendent right that goes right into you guys you know that way you wouldn't have to open the door they wouldn't open the door so you guys are vulnerable but you could talk to them and see you know why they're there I mean would that be a reasonable temporary to something wi Mac has something similar to that right outside their main door you have to stand outside actually to use their intercom system c a video into the office and then they can open or notag has that Bagley has that also could you put that on the inner door I'm sure you could put it came into the entrance so you could see them because you could see through the glass there but did stuff at that wooden door with the windows if that was the one element some neighboring districts that we could reach out to on feasibility behind I would think think we could task Steve with Steve Larson with researching that through Garden Valley and yeah it seems like those office entrances have been brought back to us several times by you guys by teachers um by staff um and it seems like it wouldn't be that difficult of a thing to do assume what the glass probably needs a security update say again the glass the yeah I think both of those things you're exploring as far as the light system and the and the window coverings are ti directly back y Todd I know you commented earlier on systems of building audit uh is is there any potential best to explore for First with either Bost Police Department P County Sheriff's Department uh before we're you know just throwing money at outside Council to come in and and provide that right I think we've got a pretty broad uh history within the P sheriff department and the deputies within that we could explore tap some of that that Insight knowledge before we just dive into throwing money at a hired external source to come in and basically walk school will probably tell us something that we could probably C with the resources that we have within our could be a place to start anyway yeah any other comments or know we talked about it previously keops and access to that know that's something that you guys have discussed is that something I guess I get continuously from members of the community in terms of do we know who has access are we confident that the key Bobs that are provided out to members of the community are in the right hands consistently being used appropriately not being abused and and do we need to set forth policies for those that have those access Bobs not that was going to be referred to the policy committee again just reiterate from from folks within the community over the past several weeks I think I can say strongly we we know who has the fobs so yeah okay y your first one first item there where you say that they put the doors being locked is there a way to monitor electronically is that monitored as far as somebody props you mentioned propping door open I I'm some years old we did it back then right is that monitor I mean yes I understand you can turn a lock on but do you know if that door is a jar we do not have that no I think I think best practice in new constru and that type of thing or reving and stuff I think that is a feature right yeah but we do not presently have that over if you're and securing door wise and stuff that's probably a high priority I would say to to get some type of a monitor system yeah and I would think they're like an electronic magnet type of thing that senses that that contact isn't being made yeah I don't know how that's transmitted then back to a no I Central Point or something but something run Wi-Fi maybe or who knows but is there currently a checkin place or could there be a check in place to go just check the doors after we do so like James does it in the morning and then at noon hour you know obviously our Junior High kids cannot leave campus so really it's not it's a not issue but then during Senior High to myself we have three other staff members so we're taking hot laps around the building just to make sure because and we all know kind of like which are the main doors the kids are going to try and prop you know so we make note of that so uh of the other things with regards to doors so like over in MIDI as as we mentioned in the report Kyle rler was here speaking about the love you guys he was talking about them getting there new newer building right but one of uh security purposes that they have within their building is if they do go into let's say a hold or a lock down he's able to go over to the wall hit a button and the doors Clos just like it would in case of a fire right we don't have that capability and so if you you can Envision again let's say we do have an inor in the building you go over and hit that button and door is closed now obviously you can go through one way but you can't go the other way and so part of what you're trying to do is keep that individual out of the classroom and contain them in the hallway and so you know if we're going to go down that path of what can we do with indoors you know that's something else that we may want to consider at some point does that happen with the fire alarm I mean basically same same that was basically they had the bulk of the classrooms in certain corridors yeah those steel doors they had the ability in a crisis to basically from the the front office loock access all that so unless you were already through that point right you weren't gaining access somebody open that door for y um and I'll just add this because this is just reality so and so some of these things and and let's say that we can do all these things and we do do all these things the home basketball game we open up the building wide open you know so the things that we try to tighten down during the day which we can um really we just all that off at four o'clock for the concert or the game or the this or the that you know and again that's just the reality of school business now at the courthouse they don't ever do that they don't ever shut that off and just let the public come in um so they have the ability to be literally locked down 247 seven well that was brought up the School Board Association meeting last week where did right there was a lot of various questions about what had transpired and we just called out to really all all of those in the state that the reality is if somebody who is an an employee or an attendee to Any Given building other than airport or government Courthouse wants to bring a weapon into that facility we don't have the resources the staff or the money to put an X-ray scanner in a TSA agent at every entrance right therefore a lot of that falls back to policies that we put in place uh the community culture and the parental guidance that individuals are giving at home and and unfortunately I think everybody that we spoke with at that meeting was in agreement that there's only so many things that we can't control we can't dedicate an hour and a half every day to go through and search every kid's backpack metal detectors aren't going to work because every backpack whether it be a mechanical pencil metal zipper any of those things are going to trigger it your back to is good going through each and every individual as AG of the building and like Todd you said this is is a place for learning people are here to teach they're not here to be a security agent so they've got to find that balance and make something that's plausible and sensible right safety for for the folks not only in the building but everybody in the compu any other comments or questions for Mr silk thank you for that report and thank you to Administration for not only the work done since that date but also as outlined here the work done um you know in the past leading up to this and and will continue to do uh to focus on Building Safety and Security for all of staff and students all right moving down to 10.2 um that would be approve not approve uh resolution directing Administration to make recommendations for adjustments in curriculum programing programs and staff this is an annual agenda item uh this time of the year um we do this on a annual basis we just look at how are we being efficient can we be more efficient um and so we'll continue to do that uh as we always have and U would bring recommendation uh in the future if there are areas that we believe that we can adjust we need to adjust um is there 10.3 for Approved not approved mileage rate yes there is okay yes it wasn't shown online yes so uh I make the motion to approve the resolution I'll second have a motion and a second and this will be a roll call vote um so before we get to that do we have any other discussion regarding this item I guess quickly looking through this uh right I mean it's it's contining continuing the authority of the school board here to make these said decisions are we providing School administration and the teachers to provide input right because what we're making decisions on are strictly through the looking glass of what's brought forward to us are we able or are they able to present their case in advance of a decision being brought up we voted on so that it's not something coming out of a left field or surprise to anyone individual if if need be is some of those items uh curriculum is one of them um discussed in the leadership committees but we can't hide behind the fact that we approved a deficit budget of a lot of money right so we have to be cognizant of that we that is not something that we can sustain financially I think at some point um we will Administration will if if there's a number that we need to reduce our budget we we will need that from the board and then at that point in time that gives us some direction um certainly we'll be working closely with staff for input but ultimately um it won't be if we if and when we are to bring recommendation to the board um it will have been vetted at some degree but there won't necessarily be consensus um with staff if that's fair enough um to say it that way I me trying to not going to be my sole recommendation but ultimately I have to bring recommendation to the board yeah I understand what most decisions aren't going to be unanimous I just I just want to make sure that we've got some process rights so the minority has their opportunity to make their case that's not yeah you know but what would be helpful for that would be some type of a direction from the board as to what we want to do or what the board wants to do as far as in regard to to um coming closer to a balanced budget yep uh as far as like teacher employ even you know on that line or talks about adjustments in curriculum so about this time of the year every year we push out the uh curriculum guide and that kind of lays out what's being taught in social studies math so on so forth and that goes to the teachers and so that they can take a look at it and see what adjustments they would like to make uh maybe it's I don't want to teach this particular particular elective anymore I have this elective i' like for teach you know so they get that kind of input in it as well um and then of course some of it is you know maybe this fits better with this particular teacher to open up this teacher to do these other electives you know so we've made some of those types of adjustments you know through this approval resolution thank you any other discussion all right hearing none we'll take a roll call vote director Nelson hi motion carries all right now moving down to 4.0 public comment you have any public comment tonight well um just it sounds like you guys discussed this at another meeting but um just a lot of the focus in my eyes and also in the email that parents received is that you guys are mainly focusing on an outside intr but most school shootings are done by a student um and I just wondering what is your plan to kind of protect the students from an outside person coming in to you know most of the time it's an up student student it's a you know it's not just a person coming in and I guess that's my concern and I heard the backpack IDE was a nogo um but I do feel like certain students should have their back um if they are you know would get in trouble or be a consistent concern that they should have to have their backpack checked out daily um I mean it wouldn't have to be every single student but I mean I feel like you know I guess I feel like that is a safety measure that is fusable for instances that it wen't I think it's a very valid point right I think the challenge is is as we look at this and I know Scott you touched on it with regard to the policy uh quum that that's going to be discussing that is from an inside threat I think really every school is vulnerable in that regard um so that as we look at this these are the the measures we have to take into consideration right I completely agree that if if there is an individual that there is concern uh but I guess how do we ensure that by doing that we don't create potential profiling issue or a risk or concern around why is this individual being targeted um you know I'll bring up one example that talk about uh within the within the countes like the red flag law right with respect to Firearms if an individual feels that any one uh firearm owner is not in a good mental state they have the right to report them to authorities and they could immediately come and seize their weapons that could be used wrongfully so that's where I think in our discussions we have to understand that what we're doing is efficient and effective for the safety of everybody in those buildings and to that point right everything was established around a main focus of an external Source but internally we have to we have to make decisions that are financially feasible and and functional from a perspective that right I don't know how many people I heard comment about selling metal detectors well unfortunately world I live in and work in with metal detection systems they're far too sensitive that you're going to find yourself searching every individual as they come to the building you know and even in a small school whether it be Elementary or high school that's at least an hour of every day that's going to be spent doing that you know would there be options of I know some schools in bigger cities they don't get backpacks you don't have a backpack yeah I know to that point don't bring stuff back and forth y So to that point again may there's always something I me a CO you know conceal in a CO I understand that but less likely I mean we have kids in B bring giant instruments in every day I mean you don't know what's in those instrument cases definitely could be not an instrument especially several of them are quite large I think without question man we are in fact we'd ask that you state your name actually as well em okay uh I have a student in the in six say that again I have a student that's in the sixth grade got okay uh without question we feel absolutely the most vulnerable from an inside attack U and and obviously that's what we experienced uh on January 2nd um there's no question about that we do I can tell you that we do administratively do check backpacks we don't advertise how we do it or when we do it um some of the things that you mentioned possibly U would be a reason for us to to do that um but um we obviously would not share publicly any any steps that we take or when we do that or how we do that uh again again U if if the word is out that if you've been given detention you're going to get your back back and I and I know you're not suggesting that but I mean if it's if it's if this then that then there's going to be a way around all of that as well so uh I can tell you without without any question that we do search backpacks um I cannot tell you the criteria for which we choose to do that um and right and um um but I can also tell you that um we we do not search you know what percent do we search probably very very few on any kind of a regular basis and it wouldn't be an entire year it would be maybe a period of time um and then we would move on to more of a um random type of a thing um your comment earlier to though about backpacks I know again we had an incident at the high school I was at years ago uh that was I'll say harmless I involved the cap gun that was on the back seat in a car in the parking lot um that school policy was that was perceived as a weapon that student wasn't expelled indefinitely but with that the school at the time implemented you could bring backpacks to school but then before first Bell going your first class backpacks were in lockers and then everything you were transporting a few books notebooks stuff like that that was all just carried by the individual you didn't have the liberty of carrying the backpack around all day so I think it it helped eliminate potential some did have a weapon it wasn't accessible to them through the entirety of the day I mean again these are all types of things I think that'll be brought up in discussion in terms of what we feel is most effective and efficient to addressing that problem which I think we all agree there's a vulnerability there that that that probably rattles all of us I can add one thing I think the one of the best defenses is being aware or awareness um and whether that be you know things that happen in school social media obviously at the elementary that's can look a little different but just for staff and stuff does an excellent job of just being aware if something's off or if there's a pattern or something that's different that is I I would hold that very high on keeping people safe uh is the awareness of the adults um not only what happens in in school but what happens outside of school and relying on whether it be parents or other students uh relaying that information um that's key and I think without question um certainly our staff without question but even our students since the incident on January 2nd have a new awareness of the importance of telling an adult if something doesn't look right and I know that we've hammered that um and U I think kids were always and and still will be to a degree nervous about squealing per se but I think some of that has passed like for the betterment of our school building we need to be more Vigilant and more diligent around sharing with an adult something like that happening so um if there's a silver lining here maybe that's just that everyone's awareness has been hyped a little bit um I know there's programs out there my sister goes a teacher and another North telling like an ALICE is Happ um then students F training they know what to do there's steps that are involved of how to keep them and their other students safe know what and is are we doing any of that of school teach resp uh yes we have a crisis manual um and a part of it you don't want to breach security uh totally but we do uh drills uh throughout the year whether it be a a lock lock down with a warning this is current manual lock down with warning drill that could be a medical emergency that we drill and then if there's a lock down with intruder what students and staff do when you mention the Alis training that goes along with Mr dinari I you guys some of the things that we had visited prior to this and what we're continuing to look at is a much more updated fluid protocol uh for not only for our students but then for our staff so I mean these are things that are drilled okay so something yeah and how old I mean is it all the grades or I mean I I can speak for the elementary it's all grades whether we run a warning uh or if we run a lock down with warning or a lock down with Intruder it's all great when a drill is conducted you had commented early about communication I think that was one of the ideas that was brought up from a Community member was do we have what you want to call it a tip line or some way of Comm communic communication within social media if if there is a sense of concern or awareness around somebody making comments right during the school board meeting that happened two days where Fridley schools shut down uh all activities before and after school cancel as well because of uh threats against the school from an individual via social media do we have anything like that right I think to point what really gives us Security in a vulnerable position is trust in one another within the community students themselves teachers and community members right if there's something trouble going on we're not just turning a blind eye to it that you know that communication takes place and think people are made aware that you know hey you know maybe Johnny here's not having a great week at school something going on at home I think you know the teachers and the staff at both Elementary School and High School do a very good job of being in the know and being involved I think that's why this incident was caught so well when it was because you know from the rumors that that milled around in the early moments uh I can assure you in most schools it probably wouldn't have been caught I think the fortunate was being that it was a smaller School the staff at the elementary school did a fantastic job acting on it when they did because there was really no no tip or indication other than an individual seeing right something was going on something didn't seem right I think that's a huge credit du uh to that staff member all the staff members at the school I think that's something we want to work to continue reward and expand not only with the staff but with the students in the community as well want to kind of picky back up of that and what Dan said um something that you know awareness whenever you walk into the elementary during a transition period you always see the staff in the hallway they're always out there they're always watching they're always you know greeting students and I think that's one of the best things that they can do um you know beyond checking everybody's backpacks and things like that um I think the staff does a really good job at just watching just you know being present and watching and whether that's part of the training or not I don't know but that's just something that I've always noticed since I've been in the school district is there's always somebody like monitoring the hallways I think it's safe to say with this entire discussion I think this has been great um you everything's being looked at I don't think anything is being dismissed out of hand as far as different solutions I think everybody is open in investigating everything um it's a it's a work in progress It's a work in progress for everyone um I feel you know we have good people on it I feel like we have you know the the updates that we got today the work that's been done the work that's been done in the past um you know it's it's never going to be a 100% but you know I think we're we're on the right path and we're definitely not going to settle with where we're at now we're going to keep moving it Forward not to try to make it as safe and secure as possible thank you for the comments thank you for comments thank moving down to 70 7.1 Elementary principal report yes item number one if you look at our January enrollment you can see we are down eight students from December um we lost a couple or three four in our prek programs of threes and fours um and then the other grades we had just some move outs uh unfortunately so when you look at our enrollment we we're at 343 and that would be uh pre3 through uh sixth grade any question on enrollment there well just I would just make comments that that's concerning obviously declining enrollment is funding and um so that's as as we look at the resolution you just passed around looking at programming and and Staffing and Etc um this will be part of our discussion as well item number two end of quarter two was January 17th uh our report cards went home on Friday January 24th so I mean it's amazing to think about but we're halfway through the year um I was in a kindering classroom today and today is day 90 there so we're moving right along uh item number three fast Bridge testing uh we test four times a year um and we are concluding our third Goal Round um and the one thing with the fast Bridge testing obviously we look at reading and math data uh our goal is to drive our instruction but what also other uses for that data is for um how we best help students who might be struggling um and what interventions can we put in place for that so when we look when I mentioned interventions we look at this data and it goes to our sa team our student ass assistance team but also to the classroom teachers and they look at tier one interventions tier two interventions and tier three fast Bridge provides interventions for reading and math for students aren't struggling um and we're uh through trainings and through uh we have a couple lead teachers that are trained in fast brid which have been very beneficial so we can provide this support to our staff it's a new testing assessment platform that we're using but we're learning each and every day how to better use that and how to better reach our students needs so it's not just four dates of the year that we use fast brid it is constant um and we're progressing into progress monitoring a lot more uh with our students um and so we can meet them where they're at so this has been a a pretty big undertaking for our teachers uh especially for our Elites uh being more than willing to spend time and share what they're learning about the platform and how we can best use it and like I said I can't say it about how we can best meet our our kids' needs and so far it's been really good um and it's kind of like a shift um and it's going to take a lot of time upfront from all of our teachers but each year as we use this platform it's GNA help our each each of our kids individually so just a little background in regards to fast Bridge testing and if you look at my item number four the fast FR training which was happened on January 17th that kind of coincides with what I just talked about um item number four though uh we and was mentioned here we had a school safety presentation I love you guys that Mr derski had set up um and he can probably elaborate more once he he goes through his report so I don't want to steal all that so but it was great it was great to have an actual it wasn't like a a vendor coming in and try to sell something it was this is what we use and this is how we use it um and had great discussion uh from the staff through that process and then again to follow that up we had Tim Denny uh he's a level five psychologist through I think it's almost like an inner County type of thing we've had him speak before uh and his theme uh was why am I so stressed um and it was it was good timing uh unfortunately there was a lot of sit time when he was presenting so that and he he did it virtual he wasn't able to make a doe to the cold weather so not having him in person maybe affected a little bit too but it was just great great to have him in I if you would have asked me why I'm so stressed I certainly could have answered it for yeah item number five this band concert we're having a band mini concert with grade six that would be Frid Friday January 31st at 12:30 at the M Elementary um and then Todd made mention uh happy to announce that yeah Mr James Brady started today had a great opportunity to visit uh he spent the day uh not only with myself or part of the day with with me but also with Ellen bulock who is our basically our districtwide counselor um introducing him to all the staff I'm getting him familiar with just the building and staff first and we'll continue to do that we build off that but hopefully we can get him started uh full force as soon as possible uh working with kids uh social emotional um looking at many different aspects of the elementary where you could assist uh moving forward so we're just very happy to have them so any questions on any of the items that I have there Dan do you know what went into the decision to only do the 12:30 concert on the yes what it is it's kind of a precursor to the m concert okay uh because typically they'll perform with 7 through 12 okay so this is like an additional onto their the one that this is adding to their their full okay uh experience in B because we had something in the in the fall I believe if I remember I don't um but it helps build for that MBA a concert May I think this when the full band plays okay um I think this will be their first band performance of the year yeah that's correct I was thinking choir but that that yeah they did their choir thing this is the first band yeah and it's something that we've done in the past but like I said it's more of a leadup to the main uh full band in in May and when that concert happens okay any other questions Mr bushy all right thank you moving down to 7.2 High School princip report Mr dinari y there's well you can see we're starting out with our attendance report we were uh down four students from last month but as of today we have two other students that are looking to reenroll actually they've gone on to different districts and decide to return back to foston so um all roads lead to fost all roads so um I would imagine by the end of the week we would be minus two in that category then instead of minus four so um quite a bit of my reported we've already been kind of discussing but January 3rd we had a suent council held the dance I was likely attended and probably that is because of just where it landed it was really the only free Friday that student council could find where you know there wasn't a basketball game wrestling match any of those types of things going on so um you know we just got up came back from Christmas break so that probably impacted it uh January 16th you can see we had our Junior highest spelling Beek and again congrats Alex mcglinn uh he's Crown our champion and so in a couple weeks from now and I don't have that definite date but in a couple weeks from now who will be competing in people Falls at the regional level and then Christian bachan second and you can see the number of contestants that we had there six junior high students um again building and safety committees we've been meeting weekly and we will be continuing to meet weekly uh until we are comfortable with our point of rolling out the love you guys program Dan and I will be uh visiting here within this week with Kyle uh wrestler uh he has agreed to kind of be our our uh trainer if you will and and uh somebody that we can go to for consult and again roll out process to make sure that it's done correctly and uh thoroughly so uh and again Kyle was here on the 20th he has been trained as a trainer for the love you guys program uh one of the things when uh started inquiring about what was better the love you guys program or the Alish training the Alice training again really only deals with that situation where if you have an intruder and it's a total lockdown situation we the love you guys as the protocol and terminology how to handle if you have somebody who goes down for a medical reason uh if you're doing a evacuation because of fire drill uh different things of that nature we use the term hold when we have the safety dog in the building and things of such and so we do have a memorandum of understanding that Mr self sign we can go ahead and we'll get started then obviously with the relationship of the love you guys uh program uh there is no cost to utilize their program we get all their materials for free a lot of it which uh is in terms of like reunification in the flowcharts that it involves and the depth of that to make sure that you know you're going to have if that situation ever happens you're going to have a lot of um emotional parents and things like that and so want to make sure that we are as best prepared to deal with all of that and so again Kyle is going to be a great asset for us that to help out with that um next item there our English Department of course they are going through their process they they met as a department last Wednesday actually last Thursday and started reviewing and uh their curriculum pieces whether or not they need to look at purchasing curriculum but within the English Department and how the Minnesota standards are really isn't a textbook teaching style if you will it's more of bringing in your supplemental materials and such so um and that'll just continue to uh progress throughout each month here until the end of the school year of course uh I believe I've been talking a little bit about the excelis program uh we've been doing it as a free pilot program uh we we are given X number number of free licens lers or seats if you will uh 12 of them and so right now I have two students who are uh doing credit recovery for algebra and geometry and I've been visiting with them on a weekly basis and those kids it it is amazing how uh like when you would have talk to them about Playdoh and things like that that the app like they I mean they just they didn't like it it was not user friendly now when I started out the conversation I was like Cel let going boom I mean they're is lit up I love this Mr dud this is a great program it's working well I actually can understand it and again I've mentioned before exelis use as a Ai and so if you get stuck and again I relate it to math if there's particular concept that you're just not able to grasp it bounces you all the way back and maybe that was in eighth grade takes you to that concept and works you through to get you back up to where you need to be and one of the students even mentioned that that it did it threw were back caught that concept bounced her back up and moved forward so uh and again Mr Pearson is going to be utilizing this ex uh excelence program as well with his um uh trade students because it also goes into HVAC Plumbing uh electrical wiring all those types of things and uh so we're going to utilize them and I did speak with the rep last Friday and so she was going to submit to me a uh what would cost for X number of uh seats so we want to look the transition off of Plato and utilize exus um my last piece there thanks and congrats uh again thanks to the fa and Education Foundation know they they've been granting Grant requests throughout the year Mr McCall just received one here last Wednesday for help with taking some of his artists down to the cities and and things like that um want to say congrats to Gunner vadol you just enlisted into the United States Air Force last week and then lastly I just want to give note to uh Kelsey rol Kelsey is uh our media Aid and she's been helping Dan and I a lot as well with the love you guys program because there is a lot of um materials that need to get prepared and prepped uh to get back to staff and so she's really been a great asset for us one last last week Fair appreciation week and so breakfast pizzas for the Paris and National Honor Society by the Paras all a copy of their choice from Carib yeah thank you Paris other questions from Mr dinari all right thank you moving down to 7.3 superintendent report yeah interest of time uh you have it in front of you um I'm sure you've all thoroughly poured over it before you came to the meeting tonight so I answer any questions you might have if you have any just kind of routine um month or week or recent time okay whether Hope weather weather keeps playing nice with us yeah uh Administration is meeting as I've spoken to already will and Ellison and and Jake and I went down to the msba that was um worthwhile thank you to that staff development day was good we've talked about that superintendent for Forum in ersin last week um all the superintendents from Northwest Minnesota gather about 40 of us were there I think 30 some and just a variety of topics insurance is going to be a costly Endeavor for everyone um personally and publicly as far as school districts wildfires in California will affect will affect our cost service Coop say how many vendors they have reaching out to for quot for the health insurance I reach out to Y but we're talking um you know our ensuring our buildings Etc that cost is going to go um in April I did the health insurance Zoom um and then I attended a couple monthly meetings that I do have Lu so that's my rep any questions for Mr thank you 8.0 Personnel 8.1 approve not approve the final liens staff seniority list for 2425 as presented in your packet April has put that in your packet if you recall last year we we actually did it a month later than we were maybe supposed to so it's on our February um agenda for tonight um pretty straightforward um it's been posted it's been looked at by staff so if seminar and that was that education i p I took away a few things from that and um yeah I thought it was just a good time as a group yeah um it was meaningful for me especially being new uh one of the more valued seminars that I sat through was I'm rules obviously things take place uh you don't feel so much like a fish out of water but no I mean it was good to to get down there especially with what had transpired leading up to that with meeting other uh Schoolboard members from other areas not only regionally but across the state to get an understanding of uh their thoughts their concerns um not on their situation but what goes on with them and and how they handle that vulnerability as well and one of the school board members that I met with uh the Rochester area had commented on you know you're kind of damned if you do damned if you don't but you've got two extremes involved that we react and now treat it like a prison but we understand right that by doing that are we punishing the students and the staff by taking away the joy of that environment that these kids have in being together and so I think it was it was meaningful to really get other perspectives and see that they feel equally vulnerable um um based on hearing what the situation that transpired here and I went down early as well and sat through the phase three training uh which was all centered around um a high performance board High performing board um there was a lot of breakout groups and small group discussions and roleplay activities which is way out of my comfort zone um but it was it was good it was a good um eight hours of learning and um and then the other you know big takeaway you know the the opening the keynote speaker uh Mickey Smith Jr is a music teacher out of New Orleans area um seemed like an amazing educator absolutely was an amazing musician um walking up and down the aisles playing the saxophone um but one quote that he mentioned it's not the first time I've heard this quote but I really it really kind of resonated with me um you know whether it's talking about um school stuff or just our daily life or or you know our work outside of the school is uh people don't care how much you know until they know how much you care so I think you know just kind of taking that and knowing that we need to engage people as people first and then we can reach them on that professional level I think that that really kind of spoke to me um and I wrote that one down like I said it's not the first time I've heard it but but it really um I think if we all all use that mentality I think we would have better environments to work in and yeah um similar to his presentation you can find that online if you just yeah Google in and search videos um it's not verbatim the presentation we heard but it was I think geared towards teachers but I think just people in general how we can be better stewards to to everybody that we around Family Friends Community um it was very motivational it wasn't cheesy you know he definitely spoke from the heart sh life experiences was very good yeah any other reports probably we haven't been too many other meetings um all right moving down to 12.0 additional comments um the only thing I would have is um potentially looking at setting up a work session um maybe in February or early March um go over some things does anybody have any yeah I think just given the busyness of now Saturday morning probably would be the best opportunity for us again Fe I think the available weekends are gone the eth meaning February February 8th okay um we've got basketball the 8th and the 22nd I March one maybe I does that work for youst schedule out rookie mistake seies work I think so we may or may not have um K may or may not have a basketball game that day but I can drive down wherever it is after we went at seven again yeah does that look okay in here the definite maybe from Dean okay okay let's let's plan tentatively plan um March 1 7 to n tentatively okay um and I will work with um Jacob about um an agenda I think there should be a finance piece to that y sure okay right moving down to 13.0 meeting schedule um our next regular meeting um will be the fourth Monday February 24th um as the third Monday again as a holiday what time is that at that's at 6m as all of them are as all of them will be uh and that will be right back here um
