okay then we'll move on to our board secretary report um Tera did you have anything that you wanted to mention um just that there's an action item um on the agenda to award uh the bid for our Rod Grant project um the bids did come in under budget um so you know there won't be any concerns about funding that's the chiller I'm sorry that's the chiller yes for the chiller project yes um I am in the process of um trying to finalize uh the budget for a first round look at that um once I have it finalized Mr hit knock and I will review that and then I'll get a copy out to the board before the next board meeting so you have an opportunity to review that and don't think I have anything else it okay then we'll move on to the minutes and we need a motion to approve the minutes um of the December 17th regular session we'll split these up since we have people on so move you do comments and questions on the regular session minutes okay all those in favor I I I opposed or abstain okay the white sheets and then providing that um well this is just the minutes of the meeting oh just the like the meeting occurred during this time okay never mind yeah sorry my question was more specifically for what the uh representative was kind of providing us with uh no just the um the out you know they call them outcomes so basically what just what happened at the meeting oh I I had and maybe I'm wrong to kind of assume this I had thought that they would kind of take in what everyone had written down and kind of more thoroughly summarize the themes and the discussions and and versus just do a direct lift from what was on the not sheets but it is clear that that's not what's happening I thought she was gonna something more like that too where she was gonna sort of basically copy everything on the not sheets but then kind of organize it into broad categories I thought that's what she said I think that's what the intention is for the uh agenda for the second meeting ah okay yeah is to create the broad categories at the second meeting okay well that'd be just in in general um I think um um that it was more of a transcription than a synthesis and so okay and that that surprised me as well I I've been hoping for more of a synthesis but that's what it is should one of us do a bit more of a synthesis prior to that meeting if since if that's not something that we're getting back if if we have the notes I think it' be a good idea for each of us to put some thought into it so that we can you know hit the ground running in that next meeting yeah because it would be a waste to have 40 people in a room to just regroup and summarize what was done you know like that seems like if we just huddle and do it ourselves we could save a lot of work and then use that meeting to be a bit more productive I just my concern is that the whole point of it is to have all those people's input input not just the seven of us do the work yeah I'd agree with that but I still think that if we come you know prepared then we can sort of help lead the discussion and you know keep people on topic so both really yeah what do you guys think B Mike and Rachel and Julian I mean I I could be wrong but I was under the impression that kind of the next meeting would be the kind of the brains in the room would be used to to not kind of regurgitate what we had just done in the previous one but to kind of move it a few steps forward and so just being respectful of people's times I wonder if we can take on kind of a little bit of a responsibility of synthesizing what was said before and kind of bringing it back because it's not us Reinventing the wheel it's just saying hey these are the key five themes that came about we all know what they are and and then the parents the community members in the room could participate in trying to figure out like ideas Solutions their thoughts sharing more stories versus them just kind of synthesizing the information they already gave us the previous session but I also don't want to like disrupt the process it's my first time being in it um I don't know kind of how how these sessions go so maybe the suggestion actually is not very helpful I'm just throwing it out there in case anyone else was feeling it because I think like Rachel I was expecting the moderator would come back with a little bit of more synthesis instead of just literally the scribbled notes that the folks did in the room because I think any of us could have jotted those down as well but that's just my my two cents is it worth just like connection with Patty that if we do it then it's like us kind of right yeah I'm also I just I I specifically remember her saying that the whole the second meeting was to do exactly what V is talking about with the whole group so identify the themes yeah like creating you know like synthesizing all that and saying you know okay these are the five things that we need to talk about what do you think the harm would be in one of us doing that just that something might be weighed more heavily than others or something yeah I mean I just think that's supposed to be the work of the strategic planning group not the work of us outside of the strategic planning group I'm trying to find wasn't the second session supposed to be kind of like dream big session of here's what everyone wishes the school could be you know like and our goal is versus like the synthesis of these themes like my impression was the themes should be summarized by the moderator when folks come into the room and then the responsibility of everyone in the room is to kind of have a bigger conversation around what the school could be and then the third meeting is a bit more tactical around like here the opportunities you know the initiatives we could have to meet the gap between where we are and where the school could be but my understanding was the next meeting was much more about kind of thinking big and dreaming versus synthesis right I mean I mean I think this is somebody else's process that we're following and we should probably check with them to see if that's something that they would be okay with us doing I I I don't you know and if they have if that's part of supposed to be the part of the process for the second meeting then then maybe they have a reason for why that is I guess then I'd defer to Rachel you and and Kate you guys because you've been working with the moderator more directly yeah I mean I can reach out to her and get her opinion on it um and maybe just clarify that objective the second meeting object objective I think that would be helpful to what yeah yeah the second meeting is for for um Visions for future um and then discussing and seeking consensus from the group on Broad goal areas at the end of the meeting so I can you hear me everybody um I want to apologize I'm on a cell phone going 70 miles an hour on a dark Road in North Carolina so um I'm not participating it and as high level as I would like to um but based on this conversation um unless uh Patty has an objection um if we could put together two or three very brief slides summarizing the work that we did in a in a quick and easy way for people to see where we are then I think we can set up the next meeting for success for folks to be able to move ahead um so uh appreciate your touching base with Patty and I'd be super happy to put together a very succinct synthesis of what happened so that everybody can start on the same page I mean so I have to do it by myself but invite anyone to do it with me but um I think it the the themes were pretty clear and I don't think it's a happy lift okay um yeah I will reach out to Patty and I'll include you in that email Rachel great thank you and again I apologize if I'm my um you know Schoolboard recognition month first off thank you guys so much for being a part of everything that we're doing honestly I feel like this year with the Strategic plan in place amongst so many other things that are going on you know exciting in our school in our community that there's been a lot there's extras there a lot of extras this year um more than maybe some other years so I just want um you guys to hear that we appreciate that um you know the fs team and staffs are are feel supported by that um and I just wanted to kind of reiterate that one more time so thank you very much big Kudos I'll clap it up myself um so that piece school calendar just um for you just for a couple quick things on that I think the the neatest thing about the school calendar this year is there's more articulation opportunities and that's something that we've been really driving to give across this the Valley Regional District more opportunities for collaboration um and you know purposeful intentional collaboration on certain topics so in this year's schedule one thing that's a little bit different is our PD is a little bit staggered more in week one so instead of two days we're going to two and a half days with a PD in August um all the schools are are still starting before so just to be clear on that October 13th is a full day articulation every Elementary School District in in our district as well as delau and also March 20th so that's different initia we're going to have two full day opportunities to be with other elementary schools um within our district and also um the support of Del which can be helpful in so many ways just and I'll talk about this but just recently last week we had a couple other articulations on the 17th in the afternoon and those are great those moments but we also know we could do a larger one and a larger scale and support more people um more like the one we did in um this past October so those are those pieces um are really the you know the two biggest changes in this year's calendar um and then next Year's calendar also there is we've had the 4 Day weekend during February during the Paris day we're going to have a half day on that Friday because we're going to have another PD afternoon opportunity which will be specific for elementary schools in the district so as you can hear this is probably the first time in in a number of years that you've heard how much um collaboration and opportunity and articulation is going on um and you know I'm happy to be part of it I know our teachers are we've received good feedback um you know um Miss s and Miss bontempo participated last Friday and to give a quick update with our faculty meeting today and I think those those moments are super helpful for them What They're bringing back to the district and you know they've talked about the different resources or similar resources that other school districts are using and what kind of success they're having so I really think that helps us in not having to do trials and over and over trials because we can trust colleagues and feedbacks so we grow relationships within other districts for us also it allows us kindergarten first grade second grade teachers to talk to other kindergarten first second grade teachers um and across the board so um so that's part I just wanted to share the calendar and some of the reasons why it looks slightly different but very similar but they're just a couple of moments that are a little different but they're all for the sake of getting us more together um from a collaborative point of view and teachers um they got to see it a few week or two ago um and they were supportive of it as well well so that's our calendar um how we haven't taken any snow days this year have we wow we have not so that'll that will probably be part of at least I don't know maybe some of the Fe you know February we us well we'll have to start talking about it if we're here in February and we still have knows zero so we still have three okay um so we'll need a motion to approve the 2526 calendar so moves second any comments or questions November I know November is always crazy right and it's another midweek midweek uh Christmas holiday or yeah yeah so it's pretty much just the opposite of the way we came back Thursday Friday yes we'll come Monday Tuesday and so it's pretty much the opposite yeah on the other end okay all those in favor a poster okay so since we've last met we've had a couple things I just wanted to update on first off we have had an amazing Winter concert with students there again so many of our committee members came out I really feel like we had half the auditorium um full Auditorium but so many seats filled in the auditorium I mean easily 150 to 200 people were there which is just amazing um so I think you know Mrs uho and all her students did such a wonderful job so many staff there to support it which is always huge um so many Schoolboard members there and I think um you know the popcorn in a program for year two was was a good win so we'll continue to do that um then we went into Break um came back um obviously we've been dealing with some Colder Weather so our team's been um using many strategies to come up with some indoor um recess ideas more than typical normally we usually good about getting out um we've doing different things students have had some input um I think we got some uh some different uh activities that students have come to like and now as we went back outside they're like hey can we bring this out and can so I think that's good right we're expanding their Horizons in that way a little bit for sure um thanks for bringing in the cornhole J yep corn cornhole has been a win for more than I expected for sure it got off to the slow start but you're welcome um River Union stage um the musical has started and we had auditions and they're off to a great start um we're pretty excited to see all them in action already so Laura Keith Ali you're gonna ask me that Charlie Brown Charlie Brown yeah Charlie Brown yes what's the first what's the whole good good man you're a good man I always You're a Good Man Charlie Brown so um super excited for that in play number of our clubs ended like Basketball Club just ended and so forth but now we're on to stem volleyball yearbook Club had their first meeting today um I went I saw a few of the students right after on their way out as we left the faculty meeting how was it it was awesome so I think we're off to a good start there um we had our staff professional development day on the 17th which I talked a little bit about we had some K1 collaboration some music collaboration art we also did a number of In-House um reviews as we um look at student data progress a second Mark and Bui those type of things um and we're getting ready for a qac visit as well which I'll talk a little bit later um 14th was amazing for strategic planning just on an a whole another level as I referred to earlier to have that many people our faculty team had a great um review I'll say little just you know kind of hot wash today a little bit it's part of our faculty meeting and there's some really good input shared perspectives I think you know I know there's definitely some people that will be a part of the second session and third session um but as we you know kind of looked around the room and saw there was a number of our teachers that were there so I just super happy about that because it's a part of what we are we also had a number of just other staff members that were there as well so again all the help of the board and everyone that was a part of it just good stuff and looking forward to the next meeting for sure um we have we're preparing for qac um review which will be on Monday the second we've had different piece of the throughout the year the Facilities Review now we will have basically our whole program review which we did in November we did that assessment um one thing that came up last meeting when I had um I think tra said oh we just got another message um the our County state of New Jersey has noticed that when it comes to instruction in in program pieces test scores have been low across the way so they offered this equivalency opportunity for schools um that are in the process next year the qack process is going to be completely different um there it's kind of like State Testing throwing away State Testing from a year ago and now we have a new test so qack is going to look differently there I'm not going to get I'm going to stay neutral on it but there's a lot there's been numerous superintendents and groups of superintendent groups that have gone to Trenton and have you know made um recommendations proposals things as it relates to qack where it could be better where it could be more efficient for the school system for the students for the um so that's just something to be aware of as we continue this process and we'll get report but long story short they gave us quite a bit of a formula to say hey if you want you can accept this equivalency formula and do this we did our numbers of that it actually wouldn't help us and I brought we brought the instruction person team together we also brought other members of the team just to kind of bring them u in the loop on this um last week and the team basically just said we agree we're we're going to stick with what we have or we to move forward with that um because it would only be it would actually lessen our points long story short science if we took the waiver we we have 10 points as a school now it would go down to Five Points in this equivalency so it wouldn't help us and that's true of many of our other schools um that they're not taking it because it wouldn't help us in the points world so just wanted to be clear we're not doing it there's no resolution on the agenda tonight because it's not going to help us also the county was super helpful on Friday but had calling a meeting just to verify what we had thought and they did verify for us that that's in fact we had the correct number and we're good um so just wanted to be clear with that there'll be more updates as we go through our riew next week in coming months we'll have more information and so forth um so J I hear you say they're going to change it standardized testing again uh standardized testing yeah no he was comparing the two oh but just like they changed yeah Q rebooting their entire formula of how they assess schools okay so that was an that was ongoing last year as they were making so yeah just using it as a comparison thanks K so question on the equivalency thing I just don't think I'm personally understanding it what do you mean when you say it wouldn't help us help us in what way what do you so like in point you get points per variables within the indicators okay so there's like bullet points indicators of stuff when if we were to take this equivalency piece as we lie right now science we get 10 points this is this is the biggest thing that's why I'm sharing this science lies as 10 when you decide to try the equivalency formula then it's only five so for us a small school like that those points don't don't help us so our score if even if we go in that formula would be less than what it already existing is as we you know and again we'll be getting assessed Monday and moving forward you know we have some time it's not like they're not offering you anything other than a different way to score correct it's not like a a program or anything that we're it's just a different way of scoring right what we're being told it's more like the way it may be done next year when they come out with the more new formula but I can't verify that officially okay and when I think I understand and when you say it doesn't help us does that just mean like perceptions wise right if we pursue this new formula it makes the school appear worse performing or do you mean like they can't help us as in they can't provide resources to assist with some of the challenges we have that's where I think I'm confused on that they can't help us part let's just say for if we let's just use we'll use 90 and 92 when we if if we took this formula let's just say then the highest score we could get if we had a 92 right now it would be only a 90 because we took the formula whereas we could just live with the certain does that so it's like total number of points it's Justus a scoring piece for the Imp section of qack right it's just an alternate way of if if it could bring your score up you'd want to take the equivalency but for us it's not bringing our score up so it's not we shouldn't take the equivalency waiver because it's not improving our score for inpp the section of qac it's not has anything to do with resources it's just about you want to gain as to pass the section because you want to get an 80% or above in order to be a high performing District in that particular category so we want to get as close to 80 points as possible so by taking the equivalency waiver it would bring us further away from 80 points and not closer to 80 points understood okay so to much more around perception around the how the school is doing less about any anything else understood thank you Teresa that's really helpful if the um equivalence the waiver is uh shows us what the proc is likely to be next year we should be paying attention to that because it sounds like we could appear to be even worse under a new system than we are in the current system so I do think it pays to pay attention to this criteria yeah the nice thing is though if it changes next year we'll have three years to look at it because we don't get we only do qac every three years correct so hopefully if they change it they'll change it in plenty of time for us to learn about it yeah and all the bugs will be worked out yeah exactly we'll be much better off than the people getting Q next year right so so yeah that's just something to your point we have to be aware of but um okay then all right fencing sliding over to the fencing I know presented last time the idea about um putting the fence outside our first grade classroom Adam you should have a [Music] cop multiple um so I know the board had asked me to look in investigate the opportunity next to the current preschool playground um so we went out and remember we looking at a 30 by 40 opportunity um B in to support our students so just general location you see the existing preschool program there that would be 30 feet from there we're going to give 10 feet off of the existing barrier there um but gen 30 from there and then 40 across the yard um so so it's still within all of our we're okay on all level we're not crossing any um concerns on any like zoning or anything like that um so that's where it would be I kind of sketch this if you're on the basketball court I know it's a little bit dark but kind of extension of the three-point line which is closest to the building is really where that fence will run parallel um so there's still you know a good 15 to 18 people between the edge of the building and the fence that will run parallel um weren't we talking about having it one of one of the concerns was that the um was about supervision right um and which was better for this teachers doing supervision pay closer to the existing preschool playground or farther away I can't remember which was I I think I mean I think closer is going to be a better scenario for supervision I don't know if that was it supervision I don't remember trying to think when super I thought there's a reason why they first proposed it down you know toward the front here but we were just thinking um really more thinking of K2 right and preschool like just having a different a different way way to interact and be on a playground right with supervision um I think the concern was just being closer to the road generally what we didn't want to do it I I heard that also maybe aesthetically from the curb maybe not looking yeah no I that seal up was a reason that I thought there was a reason put forth that wanted it closer to that the front of the building for some reason there is some shade over there I mean my my memory is that we were concerned about the the space where everybody plays football right correct and or soccer or whatever so yeah the the conversation was like oh we'll still have all that space But then we said well if we put it there we'll still have all that space But the the soccer and the football will go just move further down it'll just go down so I mean yeah I mean typically we're talking middle school students so we will still have to we're going to have to supervise probably a little further than normal to your point I maybe that was part of the discussion but we'll just have to make sure that staff memb is facing in closer to the Mrs Petro tree facing in right um so we can do that and then I'll allow you know our Learners that um our preschool Learners certainly that need some more guidance and need that supportive play as opposed to giving them some opportunity it's really a nice three four-year-old three-year-old four-year-old opportunity because maybe not all four-year-olds are able to to do that and you know as we talked about this could probably also be beneficial to some of our other K2 Learners K3 Learners potentially at times too right um and so this this revised location then works for the teachers that would be part of that yeah I think I think most importantly the the teaching team um is looking to support our Learners in a safer space on our on our playground which is safe for most but not all right yeah at times depending on supervision okay so what's the the plan for this um do we have estimates are we moving forward like when will it be on the agenda what's the timeline and the plan we know I mean know exactly yeah I have the proposal already and the the plan for it would be to come out of the maintenance Reserve was the preschool I think part of it can come from the preschool preschool oh buet will the preschoolers always have to be inside of this fenon area when they're outside no they already have their own playground they already have a playground it'll be right next to it so then on what occasions will they be inside of the fenon area versus on their own playground I think that'll be the discretion of the teacher you know depending on where you know what what activity we set to do that day I think certain students probably yeah I think it'll be at the discretion of the teacher and I think obviously we'll be seeking a balance because it's supportive play for preschoolers yeah this is sort of a special play area beta for um kids that needed more support okay is this I apologize is this something is this something we're voting on this evening we came back for clarification so is it on the is it up for a vote or have we already it it's not on the agenda tonight yeah so is is it are we is it a go did we vote to approve this I'm sorry at the last meeting I don't remember yeah no did not we just discussing it location okay I I'm I I am still um frankly not convinced that this is the best use of 20 some thousand dollar um when we have so many other uh pressing needs so I'm uh I'm not terribly concerned about the location of the play area I'm still questioning whether it's the proper PR right now Jim could you repeat for us what the impetus was for this from our special ed teachers right so we have we we have we have a preschool program which we know about we also have students that are in our autism program they require significant supervision and this was in we had looked at options of bensing in the larger quantity of the back of the school that amount of money is CL closer to $50,000 to close in the entire back area um for to prevent potential Runners it was 20,000 the number we're throwing out for this correct and it was north of $50,000 with that other estimate um so we've been looking at um trying to meet new you know multiple students within our school with this project um so it just wouldn't be for a specific one set of students it would be for multiple and multiple levels I think I'm it's not a prek initiative uh no it's not okay and Jim help me understand like for and I know we cannot talk about any particular student but in general with students who may be using a fence in area like this are they currently provided are do they currently have AIDS essentially or uh that would prevent you know kind of or help aid in a situation in which that student might start to run or or get distracted and take off outside of the school area like how how are we managing for these situations today without a fenc in area we're managing it with um the appropriate supervision which is on some days is uh two on one at times with additional Supervision in the general area but sometimes we have to yeah and then do you foresee that maybe an introduction of something like this would then lower our needs for AIDS or would it keep kind of the the headcount needs the same it would just provide an extra resource or space student cohort the point is to make it safer so kids can't run out of the street or away from a teacher who can't catch up with them no I hear that but I if if my understanding is that today those children have almost one to one or two to one AIDs that would prevent those moments then like is kind of fencing them in the only solution if potentially working with individual staff members is the alternative so I'm trying to get get a better sense of like have we had issues of kids running out into the street street that the staff have not been able to manage understanding that we have a healthy number of AIDS for these specific cases I think the individual student at times their actions can be their own which at times can be unpredictable I think we've had you know safety is obviously important have we had maybe a close call or two yes and that's why I think this is important we also have had a close call or two when it came to the parking lot fence in the parking lot in that divider and I think that's why we were concerned from a safety aspect of that um so I think I think they're similar similar situation in both I don't think it's going to alleviate I do not think it's going to alleviate if we had a two onone in an open space and I think we could more than handle one-on-one in a fenced in space does that help I I thought the real reason for this is because the staff said they they they couldn't manage it and that's why we needed to fence have a fence in area yeah I mean our staff have had to running support students 100% I mean I'm not yeah our staff I I think also our staff is is really concerned about the safety of the student stud especially when our you know our playground has no barrier between the back of the playground and the street um and you know there's a I guess a 15 mile per hour but you know if a kid runs out like there's a lot of hidden it's it's you know it's not great rout too yeah it's not good yeah I mean it's it's a guardrail there there's nothing that we we've looked at maybe you know had conversations with the town about putting something a barrier against it that's cheaper that obviously impacts if we lean anything it impacts the structure of that where we tapped in anything so um we've definitely explored different opportunities and had communication with our community or t or DPW for sure on some of that um so we're just looking at a opportunity where we felt like we could support that within a budget that um we could do right mean because our school has got you know streets on both ends of it and like a lot of schools which have like a pasture or whatever corn fields on one side of it and maybe Rural Road and the other so we have a greater concern here I think for you know safety because of the proximity of the roads and you know one option would be to fence all of our grassed area which is 850 linear feet of fence which gets prbly expensive right that's where I'm talking about the smaller Fen in area for problem situations and supportive learning I mean I think you know I think it can be helpful for the community too you know to bring down your one-year-old or 2-year-old I think these are these are beneficial locations and then right next to it you have a large Middle School playground and then or directly next to it you have the preschool appropriate playground and then to the left you have your large middle school program so I think you have it'll give us another piece to what we already have out there which I think could be beneficial to many families who have Learners at two and six and 10 and you know on and on from there so um I as much as it may help specific populations here I also think it can help throughout I think that I mean what I'm hearing is that this is ENT IAL for the safety of some students in our building and that without a fenon area they're not safe I think where I got caught up was and of course other folks can use it preschool can use it community members can use it but at at the core we would not be even considering this if it were not um a special initiative and I think as we just think broadly about going forward about our resources we should be cognizant of the amount of resources that we are investing in our special education program um and we are not investing in other programs and so I am not going to advocate for anybody being unsafe if this is necessary for safety it's necessary for safety but I think we should be direct about what it is because we wouldn't be doing it if it were not a a safety issue for some students who have IEPs and to run I have to say that whereas I agree that the safety should be the utmost concern I have both in the strategic planning group that I was in and in some of the families that I've talked to heard the concern that there is an inbalance in allocation of attention to special adverse general education that's not my opinion necessarily it's just what I've heard from a couple voices I I think that's kind of what Rachel's trying to say yeah yeah this is something may this is a onetime expenditure as opposed to you know adding a staff addition or something like that yeah I mean and safety obviously is should be the utmost concern can't think of anything more pressing than that I'm just echoing a little bit of what Rachel's saying just because I've specifically heard that from people just say it's worth being honest about yeah I I mean I hear what you're saying I just don't um I'm not there there doesn't seem to be an option yeah I hear I also hear I mean it's our you know it's our job to building it's essential right if it's essential for safety it's essential for safety and that's that that's understood can you so what we were talking about what the timeline might be or what um like would this be something that would get done over the summer or while the kids while school was in session do we have proposals for it uh I have the proposal yeah so as whenever the board is ready I cane present it on the February um agenda which probably gives enough time it may be even be something that could be started over spring break at that point so once the once we would notify um the vendor then they'll give me a timeline and then I can report back to the board okay and and where where would that money be pulled from is that like a cap that's yeah it's a it would be partially from the preschool okay there is a line item in the preschool um budget okay um and the the balance would come from our maintenance Reserve so there would be a resolution on the next agenda to pull that balance from the maintenance Reserve before awarding the contract okay so some of this is even coming from specifically preschool budget yeah specifically the preschool budget and um you know I I hear hear the board's concerns about regular Ed and special ed maintenance reserve and capital reserve money also can't be used to support the regular Ed program like I can't pull it from those Reserve accounts to higher teachers and and and those types of expenditures you know so it can be used for these types of things without necessarily impacting um the program either program so if this is a special ed initiative Teresa why would we pull it from the prek program my understanding is that there still kind of needs in Pre that may not be special ed needs but that exist like why wouldn't we P pull it from the capital how specifically is this really for the special ed program as opposed for the general I think that's kind of what we're all kind of like walk yeah is 50% of use going to be special ed or more or is it going to be 50% pre you know like how much of the use is going to be prek we also have special in prek I yeah I understand that there might be overlap but overall is our intent to use the space because right now we wouldn't build it if it wasn't for specific it's sounds like special ed needs that are safety focused I think it I think it meets both parties and I think I'm not worried about so preschool is on a different schedule if we or today preschool lives on a different schedule when they're outside and they're playing um versus the other students in our school right I'm just so they would have open I just see them as using this area as much as they use the outdoor play area right now um and another opportunity for another space for them to play so will you both 100% it's going to be right next to each other it's also a different type of play right so the current playground is for climbing and those types of things this area is going to be more for playing ball and stuff like that yes playing ball a creative play with some you know outdoor like a dollhouse I don't know caterpillar creative play right that creative outdoor play that um they want them to do in preschool but like you're saying Julie and what I'm hearing is that while there there's definitely a question on the table of what are the resources allocated to special education and are they equal to other resources but I think in this particular situation we're we're using a an Avenue to discuss this that really shouldn't be discussed because this sounds like something that's my only hesitation it feels like we're talking about it for preschool but are we really talking about I just want to be really clear and honest about it I think that yeah multiuse for as much multiuse for as much as preschool goes out and use their schedule is not build around the other K I'm only saying that because they're pulling it from their yeah of course they're gonna and they're gonna um have a lot of insight to what objects are in there as Teresa is pointing out like the caterpillar and the pr the School the preschool budget is very prescribed it's this this this and you don't really have a lot of discretion about other things you can do with it for preschool and all of the money that we get supports all of the things that we're already doing so not really sure what other creative things we could be doing with the preschool that's kind of a problem um because they you know give us this money and then it's very Pres as to what it can be used for and they the state approves that budget and to make any transfers for things that needs to be approved and it's these are the things that I mean if you saw the spreadsheet it's like a six tab spreadsheet on how the budget is put together for the preschool and it's very prescribed this many teachers for this many classrooms this many aids for that many classrooms this many this percentage for a um a supervisor this much for that this it's very like and you can't add more to it take from it it's it is what it is it sounds like a good use yeah yeah and May and maybe the conversation about special education resources should be Revisited at some point yeah I only brought up because I kind of like felt like that's kind of what Rachel was saying and because it was something that came up at my table at strategic planning and it is something that came up in two of my conversations with families worth mentioning it's not necessarily my opinion I'm just sharing what I've heard other people say but also this is not diverting any funds from general education that's now clear to me and it also couldn't even be used for general education this money couldn't be used for is that what it sound like right yes it could potentially be used for other prek initiatives though that we may not necessarily have on the table to compare to well if this is within range there's got to be like I'm sure there are other items as well that we could use it for it's just we haven't pitched any ideas on that front again I'm not saying I would put it somewhere else I'm just saying like similar to you like let's be honest with ourselves are we putting this up because of prek and using prek funds or are we doing it because we have a special need and that's why we're doing it um again like similar to everyone else safety is Paramount and even if we have two Runners then we have to somehow how address that but um saying like to me it's just a bit of like a if we keep saying it's prek and we keep pulling the money from prek but it really isn't fully meant for prek um it it feels a little bit disingenuous to the community and and we should put forth other good prek ideas as well to then compare it to and then decide yes or no if prek is the thing we're trying to improve but it doesn't sound like it it sounds like we're trying to build a fence in area for our special needs students and the money where we can pull it from is out of our prek budgets and so we're saying it's for prek even though in real reality it's not and I'm just I'm just trying to keep myself at least honest as we vote on this in the future um because I I think like we've got to be transparent with the community about how we're spending the money has there been request from prek for fenon player the team has been a part of this whole discussion to be to have this area additional play area because it's a different play area it's not like the existing play area out there there'll be different objects different types of play and came from from prek St it's been a it's been a com combined effort from day one if you're asking okay well what the what these folks are asking is you know has part of this reasoning come at the request of prek is that is that part of the source of the need for it so I just want to one of the things I'm really concerned about this conversation is the student privacy um like it's it's it's making me uncomfortable that we're kind of floating into the like which grades are these students in that you know that's a that's I don't know if we should I'm not sure where to go with that conversation but I have a concern about student privacy yeah we can leave that off for now I guess the question is you know my my concern I'm going to say this my concern is it's being at the way I feel it's being said that preschool will not use this space or preschool will only use this space 10% of the time it that's none of that's not true so I that's I'm confused by that comment right um because it's going to be used by preschool it'll also be used by other students in the school think Rising time floats all boat it's be right I mean probably we're going to have to encourage the older students to not be in the playground to be honest with you um but I I don't know I don't know if we can always at Frenchtown Elementary School look at one specific spot for a resource or a thing I think many times we try to be creative in our planning to say we're going to we're going to Target we're going to support this area but guess what else we can also support this these students or this particular thing or this particular thing I think that's something that we pride ourselves on here um the team that's that's all I um so the propos will be in the agenda for February do I have consensus from the board to put it on the agenda for February do we have consensus to put the proposal on the board for January okay on the agend for February sure yeah yes okay that's not even that wasn't part of our agenda that's part of your report yeah not the greatest you have anything further on your report I just want to bring you know another Hot Topic seems to be um not seems to be is out there it's been a topic of that um some staff some students just regarding um this immigration enforcement Topic in students and family um and I just want people to know that we are getting receiving guidance now by the doe um and we'll continue just obviously to get be supportive um and follow that guidance um just in in our school we do have a plan um and we do have our local police involved in that plan so I think that's just good for us just to be in the know and in the in the know of you know what we have right now and you know those things may change and I'll continue to update as we go Jim Jim just to clarify you mean the New Jersey Board I mean the New Jersey Department eved correct New Jersey Department ofed correct okay thank you guidance from them thanks Rachel and one last thing preschool registration we will be opening up this week so or next week so communication will be coming out um and we're planning um we have an openhouse datee um so that also be coming up in February um so soon as we get through our review next week we'll have some communication About Preschool I know parents have been um great in reaching out um but we'll have a formal process um first come first serve like we've done in your spous okay all right thank you very much and thanks again for the Board of Education for your continu report thank you J thank you um so I have a couple of things um I just wanted to share with the board that I attended the um 100th anniversary planning meeting last week um and one of the things that was brought to the attention of that committee is that um although the Cornerstone of the school says 1925 the school didn't actually open until September of 26 So the plan for that committee is to um plan a uh a celebration in September of 26 so we now have like you know whatever 18 months to plan which is great um so if anybody else would like to be involved in the planning of that celebration uh you're more than welcome to attend the meetings um Sandy is kind of organizing that uh that effort um but trying to bring in as many people as possible I was thinking a cool idea I was thinking about it um a cool idea that I thought would um would be like if somehow that year we could integrate into the curriculum and I don't know how invasive this would be but like in art class learn about like the architecture of this building and like in other classes like integrate somehow like that for that specific year like cool things in each part of Education about like the school itself and so really like bring home that idea like and really give the kids pride in the school I thought it would be cool somehow we could like integrate into each different subject they there was some conversation about doing like um like having the kids doing research and and that sort of stuff so I think there is definitely some plan to yeah even if they tried to interview someone who was like you know from 50 years or something like that like somehow into each we were talking about the the video so the kids River Union stage did a video with the kids on like the history of Frenchtown probably like I don't know 15 years ago or so and the kids interviewed people in town who had lived in town for like more than 50 years or something and and went around the town and did um you know like about the different buildings in town and stuff so we were talking about that yeah and doing something similar that's more cool beit yeah integrated into the yeah I think I think and and there was a lot of conversation about how to involve the current students so that the 175th anniversary of French toown thing we had the big photo up from front of the school we were trying to remember what was was that 150th or what was it 175 gosh I I know because we were thinking about that and um we were talking about like doing something kind of similar you know yeah um and I don't I don't think that's what that video was for okay because I think it was earlier than that but I'm not really sure yeah it was you're right Charlie Charlie was there and he was a little OB it's only 13 yeah yeah right um okay um the other thing I just wanted to say was um that I'm really grateful for everybody for attending strategic planning and for getting such a great turnout and you know spreading the word and please continue to spread the word people are welcome to come for the second meeting even if they didn't make it to the first um so um I'd love to have as good a turnout if not better at the next meeting um the other thing I wanted to talk about was um Rachel had suggested a the possibility of having a committee for um governance um and she sent an email um with some of the things that she felt needed to be discussed um and so I wanted to address that wanted to see um if anybody else had any input about that um and how they think um the board might address those issues um I would just remind everybody that the things on the that she mentioned were things like um you know filling board positions um creating committees making clear guidelines for the roles of uh board members and committee members um the CSA and self- evaluations um things like that so all things that um helping to the new newer board members kind of get oriented um so all those things that fall under the the um heading of governance yeah thanks thanks Kate I just can I just say that the the specifics in the email that I wrote are all up for discussion but the overall thrust is we have as a board a lot of work to do and you know how can we ensure that we are um most effective and best you know that our structure and our process is set up to support support the challenges and work we have ahead as a board and I want to emphasize that it's not about um it's not about the CSA or Administration or doing the work of the staff or the school it really is looking at ourselves as a board and ensuring that we're doing the best that we can on behalf of our community um so I will say the one the one um the one thing that I felt upon reading your email is that I feel that the discussions about the topics that you mentioned um are really conversations that should happen with the full board and not with just a committee of a yeah what whatever it would have to be three members um you know things like governance that affect how the entire board governs um I feel like should be a conversation with all all seven of us I'm not saying those conversations shouldn't happen I just feel like in a commit you know generally when you work as a board of a whole you're doing you're creating a committee for like you know a finite um task like strategic planning committee or a negotiations committee or something like that um a governance committee I feel like it's just too broad a topic and um a topic that really in my opinion should be discussed by the board the entire board so when would those discussions take place if it uh and had it not be a meeting or they would have to be they would have to be so would it have to be added as an agenda item for like every board meeting that we talk about as different aspect of governance yeah I'm just I'm just thinking out loud because it sounds like there would be a lot of work also would having like a work group if if whatever is happening in the public meeting that we're discussing as a whole it needs to be like let's say job descript or whatever for board members could it then be bounced to would that have to be all hashed out in a board meeting or would that could that be bumped to like a work group I don't know if that's even a thing not a committee that's making decisions I mean sub yeah like if we if we wanted somebody or if we wanted to put together you know a like board Ori you know a new member orientation or something we could certainly have a couple of members work on that and and bring it to the board not that I don't want to sit here and hash out job descriptions yeah no I I agree I agree um just try most Committees of the whole um have a work session meeting when we went to work set when we went to a committee of the whole we tried to do the work session and I think for for the way the the board was working at that time up to this point was that it really didn't make much sense because the action items that were being presented were just presented at that work session meeting and then at the Action meeting it was really a five minute meeting just to take action where we felt like anything that was on the agenda could be discussed at whatever depth and length you wanted it wanted to discuss it and the action could take place at that meeting or you had the option to postpone that action item to the next meeting if you weren't you know ready or comfortable with voting when it was presented so we felt that the the two meetings were not really productive but if you're talking about just doing a work session that may be to talk about some of those other things and then still having our Action meeting right that just takes care of like the business that might be an option and that that that work session usually happens like a week or two before the Action meeting I I think that there's sort of maybe two pieces here one is is um uh Evergreen kind of things like developing job descriptions that's something that um that you do that's an act think something you do and then you review them every once in a while but when they're done they they kind of last so those are sort of immediate work items to do but then there's ongoing functions governance functions that have to do with making sure that we have that we've identified um priorities for recruiting board members and a system for recruiting board members and uh and and an uh sorry and an onboarding process and and and continuing education uh requirements that maybe in addition to those required by the state I mean I think those are those are the kinds of my concern is just that we have um we have some really important work to do and I feel like it's too much work to do in a monthly meeting of the whole so there has to be a way to kind of get guidance from the board develop things and then bring them back to the board and I see that is sort of a function of the Govern governance committee or is to make those proposals could also have the committee could also have a rotating membership where if you're working on a particular task like job descriptions you know that could be done by a certain three member member of the board and then when that job's done and you go to do your next job and that kind of keeps everybody involved too with ongoing discussions like Recruitment and things like that didn't 100% yeah yeah Teresa I think that's that makes so much sense yes yes because we're so small you know so it it has to be that way I think I think that's a good way to look at it we also look at the uh the academic achievement committee as a example of you know a smaller offshoot you know getting a lot done in the uh in the sidelines um and bring it back to the board um so there precedent for sure but even that like that and this is what I think this is what that's one of the reasons I was I'm concerned about this like to have that like the academic committee to me feels like an ongoing committee it's not like a finite committee and so that I'm like oh and then we're adding another one that so should we just be a board of committees not a board of the whole oh I serly you know that that was kind of my concern about this one was like okay now we have another committee that's a Continuum you know I really like the idea that Teresa brought up with the kind of rotating members Absolut doing that's a brilli IDE yeah like you know have three members for a few months do one task and then yeah absolutely task force not a committing that sounds task force I love it just just um there's I think there's just too much work for seven for us to do for seven people to do Al together all the time but if we can div divide it up and bring it back in that way in a sort of thoughtful way I think that would be brilliant um yeah I think I think we could come up with something that would um would make sense like dividing out those jobs and having you know a rotational that's a great idea yeah okay all right let's move forward with that Rachel I can reach out to you maybe you and I can sit down and kind of look at the look at the tasks and bring it to the board now great awesome thank you thank youel um okay I have one final thing which I'm handing over to Julie um Julie is still um she's waiting for a couple of families um give me one last ditch effort to get in touch with a couple of uh straggling fam so um but she was just going to give us a brief update um on where she stands also before I before um Julie starts um jib did come up we had talked about um reaching out to families as who Choice into Frenchtown as well so Jim did just in the last couple of days come up with a list of um those families which I will be honest I haven't even opened yet to take a look at but we can we can share that with the rest of the board like we did the other list to kind of see and you know Jim had said to me like will we treat it the same way like we did with the with the choice out list of people over the last you know five years or so um which I agreed we should you know treat the list basically the same so so we'll we can share that with the rest of the board and kind of um you know discuss that list yeah I'm trying to really nudge a couple of families who are currently in the school to speak to me I mean everyone's busy I get it and the holidays were a tough time time to connect but um I'm really trying to zero in in two or three more families who are currently you know could be in the grades at the school now just because I feel like that's the best like finger on the pulse of what's actually happening like right now um but all in all I don't think anyone's going to be surprised by kind of the themes that I've been hearing a lot of um I would say probably the most dominant theme is lack of advanced learning for you know kids who parents feel that they could be doing more could be in um more advanced placement um the concern that there aren't levels to math in you know Els in each grade um that some kids are bored in class and also reoccurring theme in that vein is um Reliance on technology during downtime as opposed to having extra work that could be more like Advanced learning um another big one is lack of extracurriculars although Mr H will give you a lot of credit I do think that you are making a great push in that um like I said some of these families aren't families that are have been here for five years or anything like that you know what I mean so I feel like a little bit of it's outdated but just you know they walk into the other schools and see all these kind of more Grand opportunities and that's very enticing for a lot of families um small classes didn't come up as much as I thought it would honestly like a lot of people said that you know I think it's like it comes down to specifics if someone just happens to be a kid who struggles with another kid in that class because it's such a small class it causes problems I would say maybe there was two families that I talked to that were like specific like that um but in general a lot of people said that they did they missed the small classes in some ways the like family kind of aspect um communication was something that came up more than I thought it was going to um not only communication between teachers and parents but you know Administration and parents um that seemed to be a hang up for some people and yeah and then the balance between special ed and general education that came up maybe twice in the calls um but like I said I'm trying to reach out to more recent families but I would say all in all it was people who as their kids were advancing in age felt that the opport academic opportunities were limited especially if they they felt that their kid was Advanced learner um again I did started to kind of pose the question if you know you knew that the students would be going to a different middle school would that have changed your decision and some people did say yes if they had thought that their kids would have taken that next step in between Elementary and the high school but that would have been a good thing for their family so I'm going to you know there's more tidbit little like you know reasoning and stuff like that but I would say that that's kind of the broad scope of what we're looking at for what I'm hearing so um um for for report I guess you'll give these couple families a lastage effort and then yeah whether you get them and do you want me to wait for the because I haven't even started reaching out to the um choice in family should that be a totally different thing or should I try to get that information before I report back on all of it I I think we should move forward with this report I mean if you want but like I think yeah um you know and I'm sure you'll like cut it off at some point if you can't get in touch with people I feel I've badgered it well thank you for doing that's great thank you Julie thank you Julie it's really really important work thank you for doing all of it I'm sure you've spent months calling people yeah I'm honestly I'm so touched by how open people have been how people I didn't even know were um you know very open and offering of their you know time and information all it all seems like the willingness comes from a desire to help make the school as good as it can be which I think is so lovely I think it's a test to how great school you know is the heart of it you know was there anything that surprised you as you kind of start looking through those themes um you know I I hate to like shine a light too brightly on very specific things but there were some things there was a conversation that I had recently um that that was really informative in terms of someone learning about the budget and the budget limitations that we were going to have and making choices based on fear around that you know what I mean really feeling like that was big of a hurdle to K Austin that they just felt like they wanted to kind of get out before you know really got bad so that was something that you know I didn't really thought about before um someone else was saying that they thought that the school could do better which is kind of funny because it speaks a little bit to what you were saying about that playground um involving the community actually in the school more like running adult basketball leagues in the gym like opening up the making it more obvious at the playground is open I this was their specific I I never really thought about that but maybe the community would feel more invested in the school if they were actually in cuz I was saying I think that a lot of times people who have actually never been in the walls of Frenchtown school have never like breathed the air and like felt the like essence of the school are kind of missing something you know and person was saying that that's another way to do that even though they don't have children in the school that's another way to like achieve that same feeling which I thought was something I never thought about yeah that's been an interesting point and same with what you're saying about this playground it's like if there's a need in the town where someone who doesn't necessarily have a here or they're too young to go here that we would be a place that's very open to the community I'm not saying that we're not but maybe there's more that we can do um yeah I would say that's kind of the bulk of it but I will get more specific and I'll share more antidotes in my reporting thank you thanks thanks okay um so we'll move on to the consent agenda um and we'll me a motion to approve items 11. 1 through all right 11 1111 1111 yep so moved I'll second okay comment or question for pilot is this our last year no right okay yeah this 3 15 and like 11 years 30 yeah I had a question about pilot what how does this compare to what we budgeted well this will be in the budget for next for 2526 this is the number that'll be in the 2526 budget okay but it's about 70,000 more than what's than last year okay great is there any wiggle room to use that money to kind of really Target some of the specific issues that we're like coming up against to kind of use that money to come up with Creative Solutions to Target some issues that were that are coming up or like maybe the advanced learning maybe like that kind of stuff or is there no wiggle room it's like we need it so much for the that's that will determine as we go through the budget process so you you know you guys kind of direct that yeah you know um there AR rules around that money we can use that for the general fund lack of vision was something that did come up twice in conversations and so maybe we could really put our heads together and really think about something that would feel Visionary plan yeah exactly establish that Vision yeah that's a good point mean going to help us do that it's not corny Julie it's not corny at all like every organization needs to have a strong point of view a strong Vision that everyone's working towards including the board and the school you know like I know we giggle about it and I'm a total nerd so I'm like the one that's like no that's really really valuable it's valuable for the parents for the Educators for the community we need it exciting Vision might draw people in get people you know part of our marketing yeah other comments or questions about the consent agenda nothing special about that uh shared website hosting and design Arrangement that the same as it as it has been no so we this this surrounds the new website okay um and this is the the group that you know the whole region um except for for one District um is participating in this um you know this new website uh hosting um scenario so it's a five-year commitment um and the total dollars are broken up by you know as you see there by by the districts how the dollars are broken up so this would be what we would pay for our website hosting for the next five years and Which is less than what we were currently plan excellent e um we'll need a roll F Mr Blackburn yes Mr dery yes Miss Howard yes Miss kleene yes Miss nahera yes Miss portello yes Mrs Nan yes um okay so we'll move on to budget discussions I don't I don't really have any specific budget discussions um unfortunately I'm a little um behind with um getting the budgets like finalized but I will have a budget um for the board before well before the next great board meeting for you to look at and then we can have some discussions then which will be very close to actually when we're going to get our state aid notices so you know like we just said and we'll you know I'm wondering if there needs to be some sort of interim meeting I don't know if it's of the full board or if it's of a committee um because if there are if with the pilot money and where we want to be with tax levy and if there are some ideas that you want to put towards you know the budget that's kind of focusing on certain things is maybe we get through the next strategic planning which is when like the 18 February I know our full strategic plan report won't be done be well it would be done before the app the the the final adoption in May yeah in May um or the end of April but it won't be done before the preliminary right um do you think that would be a decision that would be better made after the February meeting when we know some more what the numbers are yeah so I think when I when I put it out to to all of you don't be afraid to ask ask your questions at that point like you know kind of like throw them at me and um and then I can be prepared I can respond to you individually it can't respond you know to everybody as a whole but it's certainly something that if you um if you wouldn't mind copying like Jim and Kate so they're you know they're both aware of what your questions are and then we can you know kind of have a a you know a full discussion right at that February meeting yeah yeah so really come prepared with all your budget questions yeah the state aid uh projections and are are not pretty um which I don't quite understand because we went through this whole six-year process of you know redistributing the state aid based on the formula and how the state can be sort of threatening us at this point well I consider it a threat they're kind of making statements and getting the message out that state aid could be don't expect any more could be the same or less it should be what the formula says it is right I mean that's when we went through this whole six-year um redistribution of funds so that's a little frustrating to get those kinds of um statements coming from from the Department of Ed but nonetheless that's what we've been hearing so I'm not sure what that means and at the same time they are their there is current legislation to be looking at the new state aid you know looking at the state aid formula um the comment period ended on January 17th I know a lot of superintendents and other boards and Bas and stuff made comments and went to some of the sessions um I made a statement a written statement in particular for an issue that's specifically um affecting the high school um at this time um but you know a lot of there's a lot of discussion right now around the funding formula there is legislation out there if you want to look at it and what they're kind of you know proposing it's spending growth limitation adjustments s of recalculating some of that looking at maybe additional aid for transportation extraordinary Aid they're looking at mental health as I don't what they're going to do about that like if they're going to sort of fund a category I don't really know um but there's you know there's some discussions going on right now about state aid and have you heard in the ba Community anything about uh the current federal aid executive order so federal aid they're saying um right now we just got a noticed uh today about um flat funding like a a funding freeze anything that's for this year is already allocated in the budget um so there wouldn't be anything that would be taken back this year I did ask at my County meeting about Federal funding um last week and typically we budget at 85% of the current level but we're um kind of being told that maybe we should consider more like 60% 70% in this next cycle and those allocation notices usually come out in you know May so I don't know when we'll when we'll get yeah I don't know if those applications and timelines are going to be pushed back or you know where we are with that but okay all right thank you can you back up to new business real quick yeah um could we add to our agenda maybe under the goals section just a a strategic planning check-in on our process so like the com like the discussion we had at the beginning of today's meeting um have a special place for that the agenda so so we can wrap about it each each time around I think that's good idea okay will you let Lisa know I will thank you we did that through the when we did the referendum there was like a a spot on the agenda also for referendum update so we'll do a strategic plan great thanks and what it also be appropriate to put not for the next meeting but maybe for the March meeting a check in um with Jim on his uh two goals this year sort of where we where we are what the what what work has been done and what are the ideas moving forward on the two the two uh the enrollment issue and the academic issue yeah he did give an update last month so we can do another one maybe in March or April that'd be good we could probably have a more robust discussion of those things because we have the information from strategic planning and we have information from Julie and we know a lot more than we've known before so it would be great if it were not just a a report but a conversation yeah sounds good um really haven't I don't have anything for executive do you have anything for executive that's okay all
