##VIDEO ID:cl1hVCS4W78## all right uh we're going to get started on the 7 o'clock meeting for Gardener conservation the first on the agenda is the meeting minutes someone like to make a motion to approve the meeting minutes of December 9th 2024 want to second that I'll second all in favor right um any other updates you'd like to discuss about the sludge landfill just another any meeting tomorrow that meeting tomorrow all right 36 Nicole Terrace is coming back with a plan on the 27 the next is a notice of intent followed by uh for the garden of Conservation Commission will hold a joint public hearing under mgl chapter 131 section 40 the wetlands protection act a not of ATT filed by BSC group on behalf of North County Land Trust Incorporated of 325 Linda lab Lem 01453 for proposed Gravel Pit stabilization project off of Keys Road it's map h27 D105 a portion of the proposed work is to set is set to occur within the buffer zone of a certified Vernal pool as well as that of a uh several bordering vegetated Wetlands how are you today thec we're representing our County Land Trust and you looked at the noi filing this is a pretty interesting and neat project to be working on you know the history of that area um was drastically Disturbed for a decade ago um lot of top soil removed large Sandy Mounds left there and the proposal basically is to move the sand piles around engrave the phography of that area into kind of a rolling grass land it'll look similar to if you've been on the site kind of the northeastern portion there's an area that's relatively got some grassy vegetation that's kind of what we're trying to emulate throughout the whole area reason one of the reasons to do that is sand plan grasslands are very rare habitat Massachusetts and they um are very beneficial to two Fally endangered species Grasshopper sparrow and up sand fiber that n in Grass Grass areas most of that activity in Massachusetts actually happens at airports because the large amount of gr our proposal is to um in and there will be a little bit of tree clearing on some of the rounds that have developed trees um since they were mounded up that work is outside of your jurisdiction actually the only work that's really in the buffer zone is some of a grading and and soil movement there will be sediment erosion controls placed along the Verna pool and the BBW to make sure that as they're doing that Earth there'll be no storm water run off carrying standing material but the standing material is fairly coarse it's not really prone to a lot of movement is any of that Port imported in or is it all there or you didn't test a know I can't remember how anybody don't think because if you look at the western side there's 20 30 foot high slopes so probably even before the previous developer was a sand and gravel oper I'm guessing 20 30 years ago all that EXC so was all local but it was all just collected there all that probably was own the simplex and the only thing was there was a ball field there years ago and I can take you I show you where it is but there was nothing Disturbed out there so the area we are disturbing dist component of the buffer did identify that um there will be vehicular traffic on the existing paved road coming onto the site that goes over an area where there's some culverts and then there's a budding BBW the road is wide and there's no need to do any upgrades or touch the road at all so whatever Personnel moving in and out won't affect the wetlands intent there is I think we calculated 37,000 cubic yards of soil that's kind of in those Mounds that will be redistributed on site to make more of the rle in photography but there's no intent to move any material offsite so we won't be carrying stuff through roads moving stuff where it could accidentally fall off a little bit off with and then um once the grading is all done we're proposing to just leave it for two years to see how much natural revegetation because there is that seed bank in some of the existing area yeah and then that'll also give a chance to see um where there might be a need for seaing augmentation for grass land species but to just go in there and seed right off the bat rather than just waiting for natural amount of seating isn't really necessary and again once the grading is completed the soil will be relatively stable in place and it's very porous and then we also provided the storm water report that show how well everything infiltrates the guy did build a storm water basin that was size for the previous development so there is a fairly large portion of the site that is captured in the Basin it's not really needed under these but it's there here you want to anything on yeah don't want toly theal toit typ so of potentially doing some small block planting the next year so I haven't been out there in a little while but you seen a lot of people out there anybody out there with ATVs or anything because when I was there I saw a lot of tracks fortunately they do see like those Mounds to ride on so I think once those Mounds are gone and it's more level surface it won't be nearly play around on think about putting any cameras out there or anything have you talked to the police department I I'm probably like I know I'm asking craziness but I'm just I when I was there I could see the tracks everywhere and I'm like it's so disappointing probably when I asked the last time actually know you say that I from the railroad tracks opena coming we had a couple trees in those that'sa there's really only dirt bikes coming in no ATVs it's really dirt bikes um I'm seeing the same thing even around pearly Brook yeah it's unbelievable up they don't have plates so don't there's no chance they're really catch anyone although we sent a to one of the Neighbors in the neighborhood who we know out there um so we're doing what we can to try to deter it but hopefully be largest grass grassland habitat creation restoration the other big areas of both Flats man are that floods all the time though doesn't it but not the grassland part of no I've seen that too it's awesome out there so it's pretty pretty interesting host I like the report it's nice there's a lot of good detail here and there still more reports outstanding so it's it doesn't happen very often a tough crowd you got to work with though will working over there oh I bet you that would how through that I went in the fall it was beautiful were there for what hour and a half two hours yeah oh go ahead sorry are youting now it's a SL it's most F in that are there's be some there only w a little RO system I just in the plan just seemed confus there lot of language in there about mowing language you feel that out because that hurts sometimes street sweeping because it just seemed like what am I missing on this project yeah it's a little confusing only on the end the maintenance plan the plan just had all these extra things like maybe I miss something yeah it was like detailed how you're going to fertilize stem inject like stem what are you injecting okay no Lookouts or anything right doing in the future the project and a big component of this for for us and for my forward plan L Community engagement bring educational programming there um I always bring volunteers out on the projects we work on so incorporating I think the card Conservation Commission would like to be a part of that somehow if we could because I think it's a beautiful spot you guys are doing a nice job with preparing you so so I understand right now we're still kind waiting for the DB file number in their comments talked with Justin on Wednesday whether want to continue deal with all this in a single meeting but he thought it would be good to present it and have this discussion and then when the D numbers comes in I don't know you need to have another hearing whether you um yeah and I think it's more just to solidify it yeah anybody in the audience have any comments questions I9 just west i' also like to disclose I am on the board of directors y uh I want you to know I'm in favor of this gravel restoration process project 100% um the project will greatly improve the condition of 20 acres of the 157 AC heav conservation the resulting sand plane grassland restoration has a goal of improving uh the value the wildlife value of the site relative to main plant and animal species I believe this project will also reduce erosion risk make the site more attractive for visitors and provide a meaningful case study on gravel pit restoration that was one of the things when when we actually attended the bolon FL Wildlife Management Area with the state restoration of colist and one of the things he said was they were using that which is a much bigger site as as a case stud for more economic gravel restoration because you don't have to inot expensive loan and it's not good to have that because it's not native it brings in nonnative which will create so lastly I say North County Land Trust took ownership of this property in December of 2020 and over the past four years has ined many spip projects ining two parking areas information in that trail system a keys Homestead display and several L and construction material cleanups in four years since they the property and I personally can tell you that North L has been a great there's been a dramatic reduction dramatic doesn't mean it's completely eliminated but they've taken preac proactive steps mention got full confidence she's a director programs a lot of work on this conservation properties so as a property of butter uh this is probably the best example of of good Environmental Conservation work in that particular so again I support whole thank you go ahead shate your name for the record too um I'm a for director of North County Land Trust and have been involved with this property many many years um I commend um the Pres leadership um and what they plan to do with this property when the develop that there tens of thousands of yards of out there and um you know it is as Duncan said it's always been a recation area going back to the Simplex space with the for stable um the um uh the SK range uh the open field and the parties that were hosted out there you know north county is will be investing a great deal of money into this restoration and it's a gem for this uh community and you know I like the fact that um the concom wants to partner with North County um and of course we've got the Alis property the other part of the city so you know we as guid rights we are blessed to have conservation minded people and I wholeheartedly support the thank else have anything all right so um someone like to make a motion to continue to the 27th and hopefully we get all of our all in favor thank you all right we talked about 170 uh Mill Street already that we're going to continue that um and then our next meeting is the 27th you have anything else on a new business anybody on the commission have any other else under new business I will not be here on the 27th so I'm hoping um yeah give me that look I'm hoping David will take over so again we're short commission members so uh Ken's sick she did let us know so commission members do what you can to make these meetings and let us know right away if you can't if you're traveling you're sick
