statement uh yes mayor pursuant to the open public meetings act I hereby announce that adequate notice of this meeting as required by set act has been provided by adopting a schedule of regular meetings for the year 2024 which schedule was posted on the burrow Hall bulletin board as well as the website and forwarded to both the South Jersey Times And The Sentinel of glester County and filed with the burough clerk on January 6 2024 thank you can we all rise and salute the flag I pledge aliance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all at this time I'm going to step down uh from the Das because we have a special presentation this evening we didn't do that my bad rewind Kathy excused for this evening thank you very much Kathy now I will sit down from the dice for our special presentation M of council would like to Jo as most of you knowes of the bur that have served the B for over 20 years I like to recognize them with a letter personalized letter from the and this evening I would like to acknowledge Chief p [Applause] the letter that I have uh written for John is this greetings Chief I would like to take this opportunity to forly congratulate your rece department beginning your career as a GL police officer in 1999 you steadily cled the rights and were named police chief of the b in February 2019 during your years you were successful in expanding community policing as well as expanding inhouse proficiency training for all of our officers in addition you were instrumental not only in safely navigating the burrow of blro through the co pandemic but also in getting the glb police department accredited for the first time by the New Jersey State Police Chiefs asso on behalf of myself the bur of Glassboro and the residents I want to thank you and wish you all the best in your [Applause] m can we get some of your [Music] all right Mr it is I take it as one it is thanks for the heads up very nice very nice very nice okay at this time I will turn the meeting over to our burrow solicitor yes thank you mayor we have public hearings on three ordinances this evening I will read all three ordinances if anyone in the public has any comments uh when it's open to the public you can address it on the three ordinances beginning with number 2418 an ordinance of the bar of Glassboro Glon County New Jersey accepting a Perpetual sanitary sewer line and roadway easement from 695 delsy Drive LLC and authorizing execution of an easement agreement ordinance 2419 ordinance authorizing easement agreement for 1111 East High Street and ordinance 24-20 an ordinance of the bar of Glassboro amending chapter 379 of the bur code entitled rental housing and chapter 107 entitled development regulations and Zoning there are the three ordinances for public hearing of council so moves for the public portion of the hearing at this time make a motion open public portion for the ordinance second I have a motion and a second all in favor State I I opposed any extensions motion carries the floor is now open to anyone from the public who wishes to come forward and evening so I will move to committee reports and begin with councilman Brown uh good evening mayor good evening i' just like to say that I'm in receip of the financial reports for June and I would also like to personally congratulate chief poal on his retirement uh we spent many years together here at the police department and I know he is looking forward and talked about our retirement together many times and I know he's looking forward to the rest of his uh his life and his new new adventure thank you mayor thank you very much uh councilwoman garlic good evening mayor good evening we are in receipt of the park and red report and I would also like to count um congratulate Chief Pavo on his retirement thank you thank you very much councilman alter good evening mayor thank you congratulations Chief P pilo will a happy and healthy retirement as far as water and sewer goes nothing too noteworthy other than the fact that we continue our lead pipe replacement with our and our galvanized pipe replacement along the dely drive Corridor at this time as directed by njde P that's all thank you very much sir and councilwoman SP thank you mayor um I'm going to say I'm in receipt of the June construction report report from buildings and grounds and I also would like to congrat ulate John Palo on his retirement although he seems awfully young to be retiring but uh wish him all the best and he's done a great job for the burrow and that's it there thank you very much uh okay we have no unfinished business we have no new business so I'll ask for the engineers report please mark yeah just a brief update uh Town HS Camelot and Richard Crossings continue uh they are making quite a bit of progress building quite a few homes selling those out there the storage place at the oldos they're trying to wrap up they got a lot of internal work that they're doing but uh that's near incompletion Lio retail future retail by Matt blat Matt blatt's group is finishing up the site plan so they'll be able to turn the building over Lio and up to whatever their schedule is to facilitate the bakery there Bo Boulevard we're waiting for the dot final okay U but we're looking probably the first week or latter part of first week early part of second for the bo bouevard it's only going to take us about two weeks to do it there a little bit of concrete work they'll do that the first week and then the second week they'll pave it in a day or two so be very brief and everything will be restriped prior to the students returning to the area for those Taco Bell haven't called but they uh have approval to add another drive-through Lane on their facility on North delsa Drive that'll be coming done and you can see the work ongoing at Raising Cane uh on delc drive also they're just getting their materials delivered uh they'll be geing up to go uh very shortly and that's about it there's a lot of other things in the works but nothing final approved yet thank you thank you thank Cooperative pricing agreement with Hunton County ESC Cooperative purchasing group resolution 204 authorizing refund of Street opening performance guarantee en andk Properties LLC number 205 refund of Street opening performance guarantee South Jersey construction and developers LLC resolution 206 authorizing refund of Street opening performance guarantee South Jersey construction and developers LLC resolution 207 providing for the insertion of a special item of Revenue in the budget pursu to njsa 48 487 and final resolution 208 authorizing execution of of authorization to participate in the state local Cooperative housing inspection program again there are resolutions under the consent agenda as noted as well as for the reasons under each one on the agenda Council Whooves for approval Rich Drive glass Barrel good evening to you all good evening just following up on the plans with the uh bypass 322 I attended the county meeting very very interesting got a lot of facts and figures again we are in the community trying to prepare for the worst as you said it is not a final sign off on the bypass but we are planning to be ready if so um I think that having a second meeting would be good and I know that you talked about that uh mayor do you have any idea when that's going to happen no but it will be happening there's not there will one be scheduled a final date has not been until a format and a formal format is laid out the date will be would be announced okay well we are soliciting um signatures for the petition we would like the two questions to be placed on the November 5th ballot um I've talked to Karen is she here today no okay so it was approved by the city clerk so we didn't just go out and just do things but we would definitely like to speak on it and evidently there is a great interest and having the public vote on whatever plan that you decide to secure I do understand that this was a county design it was not done by the council again you initiated it but the county is actually uh handling the plan I'm not saying that I'm not for this either one the light rail or the uh bypass but what I'm bypass but what I am saying is that I don't like the designs when we start talking about eminent domain which may happen when we start talking about endangering little children there's a daycare over there there's a lot of children in these neighborhoods I'm concerned about the value of the property going down when we get this rail in I'm considering the Looting the um Laing that's going to go on also around the stations nobody's talking about the possibility of the stations opening um that will be in connection with this train nobody's talking about the maintenance um weight station that will be in connection with this train so those are the items that I'm looking for Clarity on and I thank you for your time thank you very much hello hopefully together discuss on pright there's got to be a better alternative so as far as that I also have another issue iOS try to get signage added to a stop sign at the end of Oakwood Road Oakwood whne the opposing traffic coming from univers not stop and when you're trying to turn left over come down univ go over the railroad TR turn left on the the opposing traffic stop doesn't they come out even though you have signal to a lot of head I see all the time people just AC and don't realize that the opposing traffic not stop so myos we could add a sign to the stop sign says opposing traffic does not stop because they stop that sign you come thinking you're straight down actually turning left they right AC I actually recently coups that's what asking sign sign traff because it's only one staffa people Goa thank you for thank you we'll be looking into that thank you for bringing it to our attention all already and big concerns so it's not that we're saying we don't want your are thank you so much for your wonderful you too thank you very much good evening you know a lot of trees thing is on the on the agenda tonight is ordinance 24-20 um for people who don't know what that was that's been an ordinance that we've been working on for over a year and a half half now basically what it's saying is you can't build any more homes in Glass Pro that are more than five bedrooms and the purpose the purpose of that is so that in our neighborhoods we're not getting dormitories there will be two overlay districts where you have them already across the street from basically across the street from the football field let's be honest that's lost that neighborhood's lost and on the other side so they will be the only two areas where you could build these um but I'm I'm particularly happy with that that's been something we've been working on for quite some time will it get challenged it probably will but I'd rather defend something like that um and spend the Burrow's money with that that's all I have mayor thank you uh and it I'll close with uh again it was also a pleasure to work with Chief poo uh over the years um and wish him all the best in retirement um I would like to thank every one that's come out this evening for those of you that came up and spoke and shared your concerns I appreciate it I encourage you to continue to do so uh and for those that came out just to support I thank you very very much for that um moving forward it's always the focus is always on the borrow the F focus is always on the residents the children all the way up to the seniors it's all about the residents and nothing will move forward until everyone is com comfortable with a plan that's put in place uh which will take communication and some more meetings but we will get through it because we do and with that I'll entertain a motion to close so moved second I have a
