##VIDEO ID:lloKUaGRXIg## of the United States of America and to the [Music] na thanks everybody okay approval of the agenda any additions Corrections just a couple items there anything else anybody to add or we're good we're good I think I'll make a motion to approve second all in favor s motion carried okay reason we're here tonight to inform some of you of the north holiday backyard sary stew project and um we well Bolton M want know if he wanted to be here tonight and I said not really but but anyway there is a 15t wide easement right running behind your guys' property that's 12 or that one's 12 the new one we're asking it's going to be 15 only you only want a 15 pardon you only there's 12 existing and you only want a 15 there's 12 existing where we thought your sewer pipe ran yeah there nowhere near no it's way up by wi property right y so anyway we talked about putting putting it in our easement that we already have but there's fences buildings everything built on there so I don't know if somewhere along the line people didn't do their D diligence to make sure where the ls are what did they say about building you you can't be build on an easement right correct it's not really an easement away right away yeah that's the right away so you can build on right away no no you can't build on either or right so just just to clear up like we did like you know that fence we put up 20 years ago yeah and we did get a permit just go willy-nilly putting a permit up or putting a fence up without a permit we got a permit for our shed both sheds or just one have a garage don't have two sheds oh okay so we got you're looking at Beacon there's the tent that's on there that I up with that's what the County's been trying to charge me for 20 years too and then we had to rebolt that yeah because they thought we had a shed we didn't have to because I had a garage on the property I tore it on over 20 years ago he'll tax me for it so that would got cleared up this year uh the fence or the shed was built doing you know the outline of the fence uh City approved it that's where it got put uh we did some measurements off of the existing sidewalk yeah I'm over four feet on both sides it's not my shed's not in EAS power lines if that's the case the power lines would even be in the easy that's where they'd want to be right what's that that's where you'd want them right well I when we originally put that fence up if the power poles were in the middle of these I stayed six feet away on the 12 fo easy and there was no records of the permits or anything like that some L here when I got in tonight I never really had a chance to really look at it um but it looks like the permits that you guys done back was in 2019 did you guys do something in 2019 I did the shed in 2020 we got a permit for it in 19 we didn't we I think we renewed it in 20 because we didn't do it until we did it during okay that was our outside project for the co year but I mean we've we've been planning on like redoing our fence so we we have no problems if it's determined that we need to move our Fen back a little bit our our sheds in our yard like I don't know I don't think I don't think I don't think your is the problem at all another one another one is in there right away but again I guess we're just here to notify you they'll be digging going back because we are going to get a new easement from Brett and Jay wyers you are going to do I listened to the meeting and it didn't seem like it was determined for sure what was going to happen we yeah we had a meeting about it here last week last week yeah and we decided we could go exactly where it was but we could run into contaminated soil and it's running under their building and uh under the old building from station building and it's about 5T away from their existing new building they thought if we dig down that that soil is probably not stable it could collapse can I ask you a question yep that's what we're here for just curious because I was on the council when you know because I was all excited about that building up because I was bringing business to town and whatever we knew that the sewer line because we were told it was way over when we did our fence we didn't know it was that part over because you can tell why that sewer the manhole isn't it like aren't you supposed to be 10 ft away from a sewer line when you build a new building I don't know if sides of the I don't think we have that in our [Music] ordinances years ago or 13 years ago you mentioned that oh you if if you purchase the property from the city you have to stay 10 ft away on each side yeah that's where the RightWay is the road RightWay the alley exting alley yeah because it's there's no no purpose there for that alley just said is here for sewer and water sewer and Stor the proposed work plans that available somewhere there is there is one up there but yeah there's also one here it g this one this one is actually from Bolton M that was fine I would been nice to they been going backing yeah because the problem comes in is that right away is only 12 feet and that's not enough room I agree to dig and then going through that it was discovered that some of the properties back there on the holiday side have encroached in on that right away so but what we're doing we're going to be going with the easement with winners so we won't be doing any digging back there but it was more just kind of a FYI we're going to have to do better due diligence in the future and if something else comes up we may have to work with the property owners there to move stuff in case we ever have to go back there and do because what we're going to do the uh uh the sanitary sewer that runs just to the east edge of their building we're going to have that line so we're we're not going to do any digging we're just going to line that that existing pipe so there won't be anything going there and then take the the easement which is highlighted in on that MEC and the yellow that will be the easement that we're going to be getting from Winters so and there's a lot of value we thought we talked about doing it over the existing or at the existing spot but the problem with that is is that line problems to deal with B basically looking at a three-foot clearance between the building and the line and just too many problems that could go wrong with that and then going under that building and then the others or the unknown is uh um from that bulk station that used to be there it sounds like that was where all the fuel tanks were and if we start trenching in there and we come across contaminated soil now we're committed so close to that building and then we have also going under that that old shed so would you have toate the soil if you ran into have they done any soil boring testing yet they did it when they brought the property and said it was clean yeah but the point is we're going to move it South about what was it closer to 15 feet I believe and uh they'll be digging I think you said something about the side there would be digging on the west side of the Wind CU we're going to put a manhole on the northwest corner of their property oh yeah that's more GNA be setting like four five man holes four on this project and then we will be continuing to get uh in easement from Donovan companies I think it was right Donovan company yeah and uh dick Paylor to run south because we believe there's a lot of I ey coming in that old uh clay tile and uh but at this time we just want to keep going on this project where they're going to set a manhole we can always go south after if the easements don't come until August September or however it takes to get it done okay so Donovan company is the the fal gas gas facility so their fence I mean their fence is kind of laying down all trees fall on it so I'm assuming you're going to have to remove some trees do you think oh probably and so we were just kind of thinking um so we want to do what's you know we didn't want to put our fence over to far when we did it we were like 20 something years old now that we're talking about redoing our fence we'll you know we'll find out or if the city wants to let us know how far we should move it you know into our property we figured when we did the new measurements you figured like two feet further back four feet two to four feet four feet down each part so then that's it the sidewalk back side Sidewalk the edge of the property and I'm glad you brought that up that is B they were here for the other property other project they should be able know where the property line is on that our southwest corner yeah it looks like they've got it all surve made and figured out here they should be able to they find pin back there meas P they go off a GIS nowadays that's not exactly accurate they sign they sign the engineering document that's matters documents of the county this I'm just asking you look on that that that map on your your corner it kind of well kind of followed the old train old railroad track railroad yeah so it came to your kind of there then it it dips again anyway that's the reason that we called everybody in here so that if you do have fut future plans the idea is that you know let's make sure we know what we're building next time you know and keep try to keep the stuff off nobody nobody's blaming anybody or anything like that there isn't any problem or anything we just want to be sure listened and there was some like well they didn't follow the rules I'm going I have to pay now and it was like well we followed the rules as we knew them 20 years ago because even if we were to have to move some stuff here I mean that would be a city expense so you know we're not looking like so we were talking so do you figure out because we were kind of figuring out our son's an engineer now so we said when you do something like this because he does sewer and water he's a civil civil engineer he said that what happens is is they would take the fair market value per square foot and multiply it by the square area that they're going to do so it was like wellow that would probably be if you look at what you're talking about doing for bretts it would be about $1,200 for 50 cents a square foot because they bought it for 1335 or it would be if you wanted to be nice you know like two or 3,000 but you guys were talking 10 so and I know I've been there before so I know it's hard because you're trying to figure out what's in the best interest of the city and we know this project is in the best interest of the city because first of all it's our sewer line going to it and that's going to be good but it's also the I and I problem that I know we've had right for a long time but did you are you able to say how much you're GNA pay for the ement is that 7500 7 that's kind of in the middle yeah well bman came up with 2,000 he said that wasn't adequate I just threw 10 out there that he didn't accept that that night either you know but in our meeting last week we could justify 7500 because if we started digging and we found dirty dirt that 7500 be gone a matter of a day so we Justified that beinging away from it and it's a better place for the pipe so you anybody been back there lately because XL is going to move them two poles they got them marked they're going to move them the one the one pole that's right in the corner of our property right now they're putting it right up to the fence right in the corner which one are you are you if they want us to why are they moving them now because they're old oh okay yeah the one you can see through which one by so the one that's directly behind our house that one's already marked for moving and then the one that's in the alley are you 231 or are you two two we're 211 21 so that power P that's right behind my behind me they actually got that move right where the fence line is Right uptight for the fence you know so this is kind of question by looking at this looks like right on the edge of the E the existing well the thing is is they need to be able to get to those you know so I know they've had had some experienced trouble in the past because it's hard it's hard for them to get to those goals so we might bury our when they do that just to be safer um who would we find out from so we have we just have Shrubbery behind our fence is that something we should plan on moving because that's sounds silly my grandma's house who's no longer so I'm like I want to move we're we're not digging anything up back there now right will be digging right there but well they are on the East are we going to be digging there or are we lining there what are we doing there no we're going to line from this point oh up there yeah we're gonna dig new right I'm I think I think it all in this area of the manholes then everything else is going to be lined from there so I don't think we'll even be getting close to Carol's or yeah because your's the first property going y yeah so yeah B must be old yeah that's the reason why we got fat it's because we want to put a pool up and we were told we had to so that's why we you know we were following the rules back then that's weird to see that oh as with everything you know stuff was done 60 80 years ago you know I mean 65 built on top SE line yeah nobody here was around that back then they didn't say nothing about it no we string lines all set up and we had them you know got them coming out and yeah that's fine but I think once you know I think maybe it's swayed out a little bit because what did we ran into something we ran into like communication lines well we ran into a communication line that wasn't marked the original lines for the communication lines were actually right tied up against the power poles when I no I'm just giving you guys some information for the project that'll be all Bolton Ms and construction guys issues you know they're strung all over in there down the middle of ditch again because we uh already dug a exploratory hole in there and there was a a number like three lines that are four lines that are marked on the ground so yeah it's strung out all over back there so that's another problem that's the way it is anymore when you dig the devil's under the ground you know true so as it sits right now you're not asking us to move any right now we're just making you aware that you know there was a right away there years ago we all assumed that the sewer would have been in the RightWay well that's kind of what you would but when we hooked up to we brought um you brought Ronnie back Ron Herer back there because there was so much water because we dug and put a new line you know we had him come when we did the connection so he made sure we did it right and you could tell that that manhole was in bad shape I didn't get any get to the man there was an existing pipe coming oh there's an existing pipe coming out that's what we did we asked R if that was okay it was it was really wet down there it was a mess but and when they had that when they had that pipe cut open there they what a month and a half ago as down there there's about so much clear water running in there so there's probably base tile around all them houses that are feeding into our Lagoon we don't have any Bas T no and you know years ago that was legal it was fine the oldest house in the block perimeter tile is just fine back then we dug up when we redid some stuff and then we had a really um I don't know if you remember it was a really sloped backyard so we brought in dirt to lift it up and then we kind of we did that retaining wall right at the side of our house you can't see it because it's in the middle of the yard but we don't have a we don't have a sun pump you guys can check it out but I remember listening to that in the meeting too we don't have any we will be because we're putting all new meters in we have have check for lead lines we have to check for something y really yep crap yep why they need to be replaced again how long were they replaced because ours are becoming outdated start failing okay the biggest thing yeah that's the main reason is old software and these here will also be able to help us determine if there's a problem in the house it'll alarm send an alarm off like if all of a sudden you're using a lot more than you normally do you'll be had that in the past where the basements fill up and they run out the windows and nobody knows you know nobody looks in their basement so there's it's time to get them done again yeah it seems like it's way too early but I know me too but so yep the you know we're just making new where yep the future consoles will have to be more on top of this when people want to put up fences we're going need to know where rways are ements are and all that you know uh where all these lines are I mean the the locker line sewer line and Jerry Anderson's run across straight across that Donovan property right now so we're going to try to get that out of there and get an easement right away up there easement that will be an easement yes do you guys know there's like a stand pipe vent pipe in the middle of between ours and the and Main Street that's like a sewer vent behind the garage 109 yeah that's that's clinal SE line comes clean yeah is it a clean out yeah seems like a V pipe it's a clean out and that'll be gone away okay with and there's another one there straight off of uh pp's garage right there's two of them one by the alley and one down there by TPS yeah I think you're right there's yeah so them are just cleanouts because that is in poor shape so we will be shortening his up and putting it into a regular sanitary sewer there maybe by Fall maybe don't know our main goal is to keep going with the project we started with here yeah it'll be interesting to see what happens with I ey and see if that helps you know every little bit has helped so far but we still have a problem up in the northwest corner of town yeah when it rains or somewhere there that it is dumping in a large amount of water says it goes way up for a day or two and then it's just slowly comes back down but it's not just a slow it just spikes real High real fast after raining from decent sized area to that spot I still say it's on the north side of the Catholic Church where the road keeps under money I think there's something wrong there be there how many times is that waterline could be there I got a question on so you guys doing anything with storm back there with what storm no sanitary just going to be that tile that dumps out there and runs down the ditch down to the other drain yep curious I graded that 40 years ago me and BD Hines with the city grader to make that water run yeah there used to be wasn't it was there an Alleyway back there at one point there was an Alleyway to it next to our like going oh boy years and years ago there actually a ditch ditch in there well it's still the ditches there gr it up to trees now six by about four feet deep yeah all the way down all the way by the ball field and all the way down and it still gets pretty shallow right down there in that low area a sanitary sewer and those properties to the north now they found out today where one was plugged up that's only about 4T deep some of that back over there so it's amazing that don't it's pretty shallow that's existing right now pardon is the existing land back there pretty shallow anyhow um gosh within the manhole behind yeah it's notep no probably not very much more than five feet maybe not even quite 5 feet it was 5T where we located on only homies oh it's race and up where you were digging today or where you were uh televising race that's shallower up there yet right yeah we're at 90 into the main it was 46 okay and we might be lining from the northwest corner of Jay wers is in that manhole North as far as we can go until we maybe hit that 90 that they just found today so trying to improve all that if there's what we're trying to do an existing e on the north side of oh yeah yeah kind of between his property and the the garden yep that is that that saner also which one one of that's stormor one wasn't the cony got that easement yeah that's Cony one y that says uh 20inch storm sewer easement to blers County 291 CR 316 oh they must have put that in there many years ago must have I know but it's upside down that's well they probably did it when they took away the county Ro there they changed their Road Old atone could be that's when they did it it's be just a question on that so that Storm's already existing there then the sanitary all runs that's deeper on that side on that County Road because you guys don't have much fall on this on the south side of his property right there just more questions for why w why W you just do your sanitary on the North side in that 20 foot easement there CU what you do with it when you hit the street huh what are you going to do with it hit the street go south and the existing manhole running down the county road but um what bman said that is not our easement that's the county easement and we would not have a a an ability to use it City storm isn't it that I don't know that's all I remember I'm saying we don't make no sense that's at the bottom of the hill and the the sanitary sewer up here on the top it doesn't flow up pill so that's why there was some of that too yeah otherwise yeah that was a a good outlet but uh that's very uh probably what okay does CL go probably 15 ft deep on that yeah from where that easement to there that's where the really starts sloping down fast you what are you going to do on the North from North that e you like like we say rad you just going to reine those you replace that sewer you're just going to just going to try to Reign it because there's no access to it yeah that's perfect it works so you know we can go as far as we now how far can we go now race until we' hit that 90 um you could go the whole so the n at the end of it's right where that um yeah the farthest power pole is that in our easement at all or right away uh it kind of seems like the farther that it the farther north it goes the more it starts to get into it okay but we also have that prescriptive easement if we wanted to dig that up we could right yep well we check and see if one of them that power poles one's getting changed if it is be good to get rid of that 90 and reroute it different direction or so it ain't so tight with the corner Carol Sarah and Stacy said they got a couple marked back there already did you notice that one was marked today on that no I didn't I didn't pay attention to that but I'll go look tomorrow okay well so that's our plan to put a manhole northwest corner line it as far as we can behind those existing properties someday in the future if that 90 causes US problems we know where it is now the Bolton and mink was out here they gpsed it all we know exactly where it is so uh that'll be in the future date so we just want to make everybody we there'll be some digging going on um when don't know well hopefully early could be any weather yeah early summer you know do the bidding and did anybody know how long it would take to get the easement rode up for Jay and Brett uh I think Sue just got the um legal description from bolman link today so that need to go to the attorney I'm assuming one two weeks I I sent it to when I came in at 5: I um forwarded it on to Chris so I'll touch base with him in the morning okay and he said yeah all he had to do was get that information then he could get it done so yeah hopefully it won't take too long so what we need to do then is just officially make execute the offer y do that Monday with the resolution we don't do it tonight Monday all right need to do tonight I think this just kind of informational tonight right sounds good yeah anybody else with any questions have you ever had any super problem that your residents there that no that's good there water in basement when it rains five inches in a day really that's only been once that's good yeah we're pretty sure with the river running through the basement we don't have all right well yeah we thought we better make sure that everybody's involved and know what's going on and you know like I said the council from this point forward whoever it may be for the next 20 years better make sure right aways and easements and lines and everything else so well the easement back there was clear as month so yeah it's actually it still is I think that's one thing that will result from this they will be officially recorded I mean so I mean so it'll be on everybody's it'll be a true EAS instead of just kind of a right this way here not the first time we' run into this so no all right anybody else with Community comment anybody anything needs to change like with our current Ben whatever you'll let us know yeah yeah if we're going to move our fence we'll get a to do that right FAL outlines yeah well we probably you know maybe we'll talk with Bon M and see if they have a survey from that property and we can figure it out but if that's not good enough we might have to yeah it's a pretty plenty to survey property but yeah you should be able to use Bolton and Ms all right no Community comment we can move on to unfinished business we have any tonight we can save it all for Monday yeah new business I have one Jeff Jeff gas called me and Joe there today there and uh what I call the gaki building there we ran water to you know we were neighbored to the east in the county not in the city oh the old gas station yep okay they do have City Water right race City water and it was stubbed out to the Sewer the sewer was stubbed out when we did that work down there and the county was trying to get those Property Owners to hook up because there's no septic down there nothing I is it I think they're hooked up to sewer Robert I do too okay well um I think it's sewer they're hooked up to Jeff is going to take and uh check it out check it out with the county oh good okay I just thought I'd let because they do have a small bill they pay quarterly or whoever owns that is it do is it water or is it I can go pull it I mean it's not g be quick but I can go pull it well we can leave figure it out but I know I looked at it last time too we talked about it all right I remember talking about it years ago we always wonder where's the sewer go then because there's no that's where the comment came up again and that we they're hooked up sewer sewer hooked up well I know he said they stubbed out it's it's all on a map he says if they they took it and hooked it up I don't remember either because there's no water going up that side of the street of the no I thought I thought it was a private line ran down that street went over there to Fed it feed it I I don't know we'll have to figure out I can my mind's I can see their well light coming on and blinking off behind their house there yeah is there a well down there on the east side well there was anyway yeah I thought there was a light that come on was running well that'll be something we can work at this summer anybody anything else under new business John anything joh nobody all right miscellaneous if not somebody make a motion to adjourn the second second favor thanks everybody
