total of well we have a recurring $6,000 bill on the GIS mapping so it's 3,000 it's 6,000 to establish it and then it's 3,000 next year okay so you're telling me that that under GIS mapping we have this bill of 6,000 and in the new fiscal year it's going to be 3,000 yeah but do we just keep it six for now hold is isn't the 3,000 up here where it says contracted Services no that's that's for the uh okay that's consult got you I will confirm with them to see if it's going to be 3,000 for GIS and then an additional 3,000 for the mapping side so confirm that all right i' rather just speaking L with servers here yeah so I was going to reach out for that but I'd like to include that in the upcoming year somewhere at least right and if we don't spend it we don't spend it correct correct I don't quite understand from the outside looking in why any standard tablet wouldn't be able to be uploaded to interface with this well I agree but so another question I have for the board because it was before my time was um there was a Lenovo think pad that Nicole had when the pandemic hit she had signed what a laptop yeah Nicole had signed it out where did that come from do we own it no clue no clue okay so it might have been something I got from college why would you sign it out then I don't know but it had to run our server other than that I have I'm just saying looking through documentation in the office there's a laptop that I assume we own that is unaccounted for that was returned because there I don't ever remember one she worked from home I guess during the pandemic no what I'm aware of that's my same answer I'm not aware of that there wouldn't be any reason to work from home unless she was sick but yeah all I know is you guys signed out a laptop T her which has explanation a lot a laptop from mher college some sort of that would be my only guess but I don't remember I mean that's something I would do well you brought I mean there's plenty of stuff you brought in it over the years I mean you got a couple pieces of equipment from them I forget what they were right they just wouldn't let me take the stuff that was like um what do you call it the money brand new oh I I can see why so I'd like to either put a line on for technology or something in here to to do that for tablets in the field um obviously I'll get a better answer going forward but uh it just brought you know um the only thing that's noteworthy and it's great idea um Bon doesn't use a tablet what do they do they go out the same way we're doing out in the car that's not theirs they have their own car I know um but they don't go out with a tablet no okay good to which could be manifest so Jay doesn't want to use it doesn't want to learn how to use it but they don't have a table regardless I just wanted to put some type of something in technology um yes or even Implement a taable so we can take the pictures with the address and do this stuff more efficiently this is the problem we have 40 pictures of houses with no addresses we don't know where they go right so to streamline the process I'd like to cut none of my pictures get to her without having an address win I taught you well win I taught you well I said hey that's a good idea but uh um this involves homework for you okay um ready ask Vision what type of tablet SL software can we put on a tablet that will interface I there mobile there's mobile versions to all the software on the computers I know in the MAA World a lot of them do use tablets well and I wouldn't want to buy something that we find out doesn't interface with vision so they must have a list that's why I wanted to talk with with them but then also RIT company managing our servers to see what I mean this is further down the line but do we want something that if we're using a tablet in the field it's automatically going to change what's on a computer I don't think so you can so there's two different ways that that can happen so one you have instant access to it or the other option is you can make the changes and then somebody else has to review them so like you would be putting which we could do that anyways regardless just to make sure we're double checking it's accurate from the field yeah it's not a mess up so say hit a button by mistake and it goes in um I'm just saying I like to implement yes budgets going forward with technology right that's all I was saying we need to find out what we need to carry forward on our budget going you know going forward with uh right so anyways not to go on that rabbit hole but C CI online G mapping so the update with that is they have our PDFs they are working on the database now they have asked me to ask you guys if you want any layering such as zoning on it any on the G okay so hold on a minute zoning meaning like overlay distri and Stu what's that cost nothing okay so I I think that this interface starts with our office but it also goes through like building and planning too eventually we're all going to be hooked up to one system it's not going to cost us anymore by layers I don't know if you're familiar with G or not yeah are you familiar with GIS mapping I'm famili no I'm not really familiar with it but I know what it means right so I guess and to streamline a lot of things in town as we move forward to new technology and it doesn't cost us anymore like belone for instance you go pull up a property you can see what zoning reference it's in with the overlay districts it's it's all free You floods I mean there's a bunch of I would say yes to it it doesn't cost us anything it's beneficial if it doesn't cost us anything then I say yes right I would say no because zoning is not our priority we don't we don't deal with zoning that's the building inspector correct but it's it's going to be a system that's a different story it's not going to cost us anything that's that's a different story but they also we're talking about a map on the we're talking about information on the Assessor's um site and on the Assessor's site I think we should only have Assessor's information so I I agree but at the same token what's the point of us having an integrated system with the town collector if we're the assessors well eventually we're all going to be connected as one as we should be and that's fine but that will not be on our on our website it's not on our website this is going to be on our website it's a Link's going to be on the website we're paying for this it's free free is doesn't mean everything so i' like I'd like to see what the layers cost if it does they don't okay well get it for writing and Bill or get it for Bill and writing if you if you could but I I I think it's a huge benefit and can we add layering afterwards I mean if there GNA be a town map I'm all in favor of that's what it is but not a map on our website so what's going to happen is CI Cai is going to go to the state's website for the gis and they're going to take the information from the state and Link it with ours or overlay the states onto ours that's where it's free and it comes from so yes it could be add it after but if they're downloading everything now it's easier for them to just do everything now rather than be like okay later you're going to have to reinstall and now download this because I think we're only going to have one download per year if it doesn't cost us anything I don't understand why we're not doing it we don't have anything to do with zoning I understand that but that has nothing to do we're getting caught up on a an overlay layer that means nothing but it's beneficial to taxpayers the problem with it is the planning board or some any any could be the build inspector the planning board of anybody that has to do with zoning might look at that and think it's not accurate and then they'll want access to change what's on our site and our site should only be changed by this office but we're not it's not information coming from our office it'sing the gis is coming from the state like I I I think that everyone sitting at this table should go on gas and learn how to use it one because I think it's a huge benefit but I think that you'll understand the layers once you're there there's no way to change stuff in to my knowledge unless there's major changes done um but just like we have access to the building departments online stuff for our office he has it's an access point that is only going to grow in this town it it will help others as a tool am I interested in helping others you don't even want G mapping if it doesn't CA us anything then I see cost us more to keep the lights on have this conversation than it's going to cost us to say yes to an overlay District if we find it to be it's not it's not just zoning it's also yeah it's also um wetlands and stuff through the state that it's all um I was using one this afternoon there must been 50 overlay layers that I could have added to the to the map that I was looking at if that's what I was looking at it for where was this just happened to be Bel town but any any I haven't so you are working out of your office right looking at the gas mapping for belg toown correct from South havy and you could incorporate any of several overlays correct you check it on or you check it off right whether that be townwide or the wetlands or well it has to start with us anyways right is what you're saying yeah yeah I say we do it what are you reading uhe on this for example in South highy they show the zoning map overl District maps and sanitary waste system in belter town it seems like they use fire district map map overlay districts trail maps zoning maps and sanitary Wass right so this is the thing is that you just like the systems that the Building Commissioner has implemented since April since he's been here we have access to his files just like they would be able to contact directly to go not go through us but if you look here I don't know if it shows you on that but that's sort of what it's going to look like this so the general G when you pull a property and then there's overlay maps you can and so like property map just drops down has four more options all these different zonings you can do within the town and that could be anyone so say the Building Commissioner wants access he can have access directly to it doesn't cost us anymore they have their sign in they control their stuff but this is a a global hub for a town right I don't call it Global but it's a townwide h Hub that taxpayers are able to access 24 hours a day 7 days a week and they're not calling offices to get you know the information Lord knows I want to make things a lot easier for real estate agents because they do too much work out there inter field as is you flip it over you flip this over these are the breakdowns of overlays that you can put on for layers so every one of these has a subcategory you could check in when you're in there I think this is great but it doesn't belong in the assessor's office it's I think it has to originate at the assessor's office we still don't control it is the thing say it again so we don't we don't control they they just import it onto our Maps it's it's allowable to be used but every other surrounding town does this so Bill you you know when we go on to this the mass GIS and we go to mass mapper yes it's taking this information and linking it with our I understand the only difference is the only difference is for us is that we have partial information we're adding to the same map so we could pull up a specific property and not have to come in here you can pull up a property card you can do stuff individually it's an I don't personally think that mass mapper is great but they have a lot of they have a lot of overlay yeah there's a lot of layers that you can get from there if it's not maintained by us it doesn't cost us any money I just I don't really see why we wouldn't do it I understand where you're coming from but if it's not maintained by our office but they're using a system that is synced with us it's going to present questions to our office and inquiries that we have no control over right but then we could send them to the right office the GES mapping in general is new to the town we're going to have questions regardless I understand that I just don't think the question should be coming to this office I think they should go to the lake I don't think the interim Town administrat exactly and that therefore the map should come from that they should pay for it too um there's a lot of in town government regardless of where you are what office you're in I walked in the other day and Michelle was answering a call I don't even know what it was for but it had nothing to do with our office but the lady kept asking her for help and it had nothing to do with our office at all but I think that that's what happens stuff gets transferred but as we move forward to a 21st century or you know early I mean we're so this town is so delayed in technology I I don't foresee how it's going to set us back any we should have be we should have been on G years ago just like other surrounding towns I'm not disagreeing with that dakot right right I'm just disagreeing this office is not responsible for that and it wouldn't be going forward even if it was on our Maps guessing we would if it's under the assessor's office it's going to fall on us it shouldn't and that's just my thinking right I mean it's perfectly valid thinking um and if it becomes an issue then we will have it take have some other department um take control of it of any layering we'll be we'll be doing our mapping and if somebody wants to have layering on top of it then they're going to own it we'll see if it's a problem if it is a problem we'll get rid of it I don't think that they can import Our Town stuff without planning doing their side of it and that's that's what they're pulling from here is they're pulling the wetlands data and stuff that the state's controlling already right um I have a bit of a a different take on it is I'm I'm not happy um in and of itself of answering the state's mandate to put our property cards online for the cost that we're incurring I think we should call them yeah I think if they want to mate it then they can pick up the cost I don't think you're adding what amounts to a dollar and a half to $2 to every resident's taxes for a service that not every resident is using and I'm not happy about incurring that cost that's just my own personal belief and I'm saying that because I'm on camera I've never been happy I'll be more than happy to just do away with it and take the difference and spend the money in this office to answer any inquiries on property cards that's my own personal belief on the state an unfunded mandate really annoys the crap out of it you don't have the majority of the mandates are unfunded yeah fortunately right and and if they don't get pushed back they'll just keep giv giving us more unfunded mandates or look for Grants I mean I do understand that it is invaluable to certain professions in this in the commonweal real estate agents most noteworthy in in just regular Commerce but making their everyone else's life easier at the cost that we're incurring for a small town like this or any town for that matter is unreasonable but moving on did you say that we could add things to this once a year or something to that effect so we can do it once a year can do what on see you update the GIS mapping either add or remove or I don't know about the remove I can ask her about how sure they can disable Services yeah I can ask about that please they can do it more than once but it costs more money to do it more than once so I assume we going to do it once do they have a fee schedule for their services for in what if we're taking something off or putting something on I have not seen one all right so so they got somebody in their office in Northboro who just picks a number I could off of a dark board well considering they've gone up every year I'd say so yeah or at least have a steady increase annually right
