we drafted this we did so we talked about this at the last meeting I missed it I take it um it was tabled I know it was Ted so I put that together so we can give to our veterans because last time we spoke it was do we mail it do we not there's two parts of it one part the town has to vote on and the other part which is the excise starts immediately which meaning as of January 1st and um our veterans would like to know when they're getting their money back so we need to this a board vote and then I assume the next town meeting we're going to go on the floor with it or this does not have to be voted on by the town this the board happens right just the board I vote we adopt the uh chapter 178 of the heroes act uh for excited fill Ed out from this moment forward January 202 yes the second second what is what is the date from when startch January 1 what year this year 20204 I'm asking for a year this year five or four that's not a number 2024 or 2025 2024 okay so they have to motion to indicate that is this going to be mailed out to Veterans well that was my next question is do you want me to mail it to all those who have the 100% or do you want to wait until they come in to those who are 100% right but they're come in we actually have a list of from the from the disabil the exemptions no um because I don't think you want to be highlighting each one the only list that we have is from those who apply for the exemption for the real estate gotcha got you you're right I don't know if we could get a list from the VA for the town yeah I don't know I don't so we can only whole last over if if we don't do it ahead of time then they can evate it next year which then comes out of the overlay exactly because for real excise tax you have two years does anyone want the veterans most of them all those yes they don't the 19,000 doesn't seem to add up to the details of the one below it it's not they're two different things it's different yep so you signed these at the last meeting or two meetings ago yeah and then you have the new detentions now and then next meeting you'll get the warrant commitment I didn't read all the way across so that's a good list the omitted per personal property warrant commitment we believe this is going to be zeroed out yeah it should have yeah I think it should say zero we're going to verify that though prior to where did we we getting them um but we also haven't been diligent on personal property either correct much more than what we know um so how did Roy leave personal property in this town um he didn't say much about him the only thing that he did was put it in vision and whatever reports that he needs to update okay is Roy complete as far as I know yes so we should be getting a report from him um we have to go through this public disclosure and then from there we go into our regular certification so I don't know if he gives a letter for the do or the D sends a letter not sure when you get a chance would well two meetings ago there was talk I I watched our meeting and uh yeah where you got a lot of money yeah you don't remember that you made a lot of money instantly when you're going through anyways um there was we got a letter from the I assume it was mass environmental police or State Police for boats yeah that doesn't include trailers nope cuz we tax trailers no um so we do trailer trailers the ones you live in but they don't do the boat ones they do utility trailers though that's why itility ones but for some reason they don't do boats okay at all as I know well because you register differently you register your trailer through the R&V register your boat through the state police okay but I don't see I don't see like them separating it from a regular trailer I just see trailer right I guess I what I want to clarify for the statement that was made that we don't T we tax on a boat trailer not the actual boat registration process you pay the mass State Police for the boat you pay the town for the trailer yeah not many towns in they don't have an aquatic division we should start doing that me think of something I'll share with you guys after so when the uh State Police handle the registration of a boat where do you suppose that money shows up well it's the it's the um it's a division of the State Police which is actually the environmental environmental last time I registered a boat I had to go to stick college at a satellite office at stick college in the basement it's quite an interesting yeah um yeah the biggest reason I would want a report from Roy is his opinion on the commercial or income producing rental property because Bill had always and I believe correctly felt as we were dramatically undervalued and if Roy could give us an answer on that that we can hang a hat on that's really the most important thing regarding what value of in producing commercial income which would be the letter he sent out for income and expense correct that would be part of it right I mean this so to my knowledge the the background behind that our values in town are low due to the non-division of tax rate so commercial property gets taxed at the same rate residential does should however my my issue is not hold on a I'm not done yeah income and expense will boost that up correct if we use that if it's reported correctly but you take that regardless of self-reporting if we back now I know in South Hadley Missy is very admin about getting him back and she'll come hunt you down good and you can charge I think it's a $50 fee for not returning it right I don't know how actively she actually does it but it's there they also have a single tax grate right for a small town I think single tax rate is wise right but value proper I mean just for instance not that it's around anymore but all power the the rav CVS or any of these big chain stores the the the money they generate they generate compared to the real estate value of their buildings far exceeds I mean I used to own income profit in he Bly and that's what how I first met Missy because she was out um undering you down checking the values before was a delinquent thank you Turner turnover in the amount of $45 for a Butters list so we're going to turn that over which means what we have the cash we're sending it so there's three bus list that were requested correct one today and the bottom of the list right um there was no vote taken so you don't have to two minutes of the two of you being together bylaws 15 Smith app special permit approved I don't have now that that that's on there only because they're putting a closed porch on the front of the house and it's within 40 ft of the street and I've heard of this they actually got a um zone zba approved it why would the zba approve that cuz it's not and our bylaws why does the zba what approve it bylaws say you need 40 feet from the house to right but why would they approve I don't know why all I'm saying is they because didn't seem right so I wanted you guys to look at it and just be like yes it's fine or no it's not a realtor who was purchasing the property or listing the property I don't know she was just asking me questions about square footage and the last sold Vape have you talked to the greeny president ation Society at all no okay they do rent out all that whole back building the whole every Bay is rented out to private comp for-profit companies it's either for-profit companies or it doesn't matter at all because they're getting income even though they're a nonprofit that should be exempt because they're receiving income if it's personal you can go rent them a business can rent them but they should still be paying tax on that build they they do not have to pay taxes if they're renting to onit right but if they're not renting to a nonprofit they still have to pay taxes that's correct they're corre you know collecting income um I know the whole building's rented I don't know who they're renting to yes there can be both I need to okay so that's fine can I look at that please Michelle I'm sorry I look at that so you're going to send him an email who the the preservation hisorical Society the president of the Grand be preservation society and ask of them I guess we know they're renting we just need to know if there's any nonprofit tenants in that building and if there are how much square footage or what Bays they occupy we need a list of their tenants basically right and how much they're being charged well theoretically regardless I I believe from what I reviewed the meeting was that we only have a percentage of the building on the right side is being rented they should have got an income and expense R we we just need a list of who the tenant is and and and their status whether they're a nonprofit or not and if they're a nonprofit We may prove that they're a nonprofit why would we obtain information if they aren't nonprofits but what what is the tenant name I guess but like I'm making this up ABC and they're nonprofit We just need to know it's ABC and and what and and they're nonprofit so I just asked Michelle to reach out to them and ask if there's any nonprofit tenants in the building okay and if there are where they occupy and yeah but we to verify that the nonprofit We need the name and and their nonprofit except number that would call under who they are yeah right but they might that's okay I guess where I'm also going is if we have on their property card currently that they rent a portion of that building they should have received an income and expense report as well so got that that's a lot I mean the last time I was at that building if you're looking at the garages from the street the right hand two garages maybe three garages was rented to a landscape company the whole building's rented out okay and so they will pay think the only to my knowledge I mean this has been years but the last nonprofit that was in there I think was covered porch on the foundation that was already there okay so we were just asking about depreciation they so what put some effort into what does this mean no permit so there's no permit for the structure that they built on top of the concrete SL that's not our problem right we understand that but we're asking all the depreciation code of the property okay it was originally at fear average talked about ago it's got to be up to at least average yeah we were we were discussing that while you were on street caret okay now but Bo porch needs to go onto the sketch is the foundation on the that and a group just went to the State Building to talk about the crumbling foundations in Massachusetts because Massachusetts has nothing to help these homeowners these homeowners have no equity in the house they have no insurance for this and a lot of the assessors are trying to figure out how to Value these houses because until they can prove that that's a problem in their house then we'll do do something I think but it's it's actually more in Central Mass than it is here right so I just wanted to let you guys know that it's there's a lot of talk about it oh it's been in the paper all the time yeah yeah and the there was one assessor asking about what we would do with it and I didn't I guess my question is if we permitted it down the line how do we control so they they're putting an abatement in with the Assumption they're not fixing it correct is that what the assumption is you see these houses jacked up all over the place the closer you get to Connecticut Connecticut is correcting the issue and conut paying for it because it came from their state so Massachusetts they're asking Massachusetts to help the homeowners because Insurance isn't and they don't have any equity in the house so they can't get loans to fix the problem so they're asking if Massachusetts can do something with maybe so they want all these questions answered from us for what reason who is Jeffrey at Gibbs realy Inc I don't know okay I'm not quite sure that I think we have better fish to fry right now my own op if he wants to uh come in here or research this himself you can no no there's another item that's not on there we got some building permits we got to finish look on how come it's not on the agenda you have them it's not on the agenda where are they it was supposed sorry how many I I I don't how okay we're very productive here can you grab that file for us and give us an account on them or what what's outstanding for how many building permits need to be inspected have you been up to that house on East Street At All by the solar farm on top of the hill you mean one way in the back yeah is it still unfinished it's nothing so some of these are done I just can't put them in the system until next year but um you want to go look I'm talking about the ones that were dated in 23 okay I thought I've been really so most of them are done but I don't want to look at the ones that are done we need to count on an outstanding and what we need to do well I don't know what it I don't know exactly what you need to do for each one I haven't had time to relook at them but they have been looked at once they just need to be looked at again to see status they are now when were they looked at multiple different times last time spring yeah I just see that okay well he's
