indivisible and justice for all so our first appointment is to discuss the goals for fiscal year 2025 uh for a joint meeting with the planning board and Conservation Commission members so um know we only have one table but should shall we come up in midd I was going to say yeah I think be best bring the chairs up closer if you want as well yeah real thank you all for coming in very good good you all so the purpose of the meeting was we've had some ideas of what we want to see happen um in the town of gramby and we wanted to reach out to you guys to see what um you see as a needing ramby and uh goals moving forward um so just to give you kind of some ideas that um we were thinking um besides the various uh positions that we are trying to fill for vacancies and such uh one of the ones that we had on here as maybe a 5 to 10 year plan was Municipal Water Supply by working with local districts and the MW that was one of the things that we wanted to do going down 202 that we thought was a need um in order to bring in new businesses and such down 202 uh secure a secure a grant writer I know we came close to having one but um we've posted that a couple times since and we haven't had one um come forward to complete the West Street building project which we are currently doing uh and we locate Our Town Offices one of the goals we had was to dredge du fra Pond as you guys know we had the feasibility study done um so I'm currently waiting for that Grant to come out it was a pilot Grant last year it's not guaranteed that it will come out but they did do fresh water dredging um so it comes out towards the end of January so I'm looking um to see if it's going to come out again uh to secure grants to update our open space and Recreation areas and one of the first steps was the open space and Recreation plan updating that which is almost done um so that was one of our other goals um and I know Dave and I both wanted the website updated and I know that's going to be some cost on the taxpayers as well um but I think it's something that's needed to be more user friendly for our citizens so and then Dave had a long list you want to touch on some of the goals or do you guys want to start with what you guys have for the town and go from there so those were just some of the brainstorming ones we had but okay we've done the same thing Jim did you want to go first on behalf of planning I had a couple Crystal um I don't know if they'd be done in one year but it' be something we could begin with one is I'd like to digitize our fils to become a little more modern upto-date community that way we can throw the paper stuff away at because we have files going back to the uh mid 1970s it be really nice to at least have some of them to be with digitized and the second thing I'd like to do is to do a very very simple onepage Wetlands B we've talked about that for a long time but I like it to be one page very succinct main purpose would be to streamline and expedite local pering of we those projects there' be some technical stuff in there as well but I'd like it to be simple to the point and very helpful to the community so that's my two personal goals of Dave Dave's our agent da do and B is our associate member that you met a couple weeks ago Dave did you have anything to add only we'd like to not be a roadblock for projects and get them through the ma of their various approval process because everybody as you know have different applications so it's our charge my feeling is our charge to lead the applicant through the best possible way uh you know taking it account the red L protection act outline that the law mandates the commission to you know develop in each Community but also make projects more easily approved and I think that's bill and I had a chance to talk about this streamlining sheet many communities have this type of of documentor process project comes to a community it's one of the first things is do to sit down go through what are the steps that getting a project approv B he doesn't have that it's really everything is there but it's your charge to find it and sometimes you can't find it as you said the we our website can use Improvement quite honestly most small towns have websites just like our so you're going to work in a small town you have to wear how to navigate so but you miss things you don't know how to navigate well so that's why I appla that effort but that's really our especially I was on the mission for a couple years as a member and now an agent so I think that's the agent's responsibility help move so success for lead commission but also most importantly are Town resident whoever's want could to develop the project we want that to be most successful goal is to do better work progress than and you have anything to add well I'm I'm very new um so just my two sets um is that when we have an application sometimes um some of the required research on our end might a little bit out of our um over our heads or out of our zone so it would be nice and I might start working on this just to put like um some resources together that would make it easier for people on any of the commissions that have to do with web issues to get in touch with and get research quier that way so from an administrative and a technical perspective on trust right we have we have two main thrusts of what we do one is Administrative and the other are the techical RS and each each is challenging in its own way use planer bound technical support I know Jim uses it on the planning side but we don't use it on the weapons when you're like you're saying but a DTA Grant available for technical assistance minor Val plan commission that's something that could be possible but that's what we that's our goal for this year first of all thank you hey I'm curious our new Town Administrator wherever they may be are they going to be uh grant writing is that part of the job description of the administrator so we haven't um negotiated the contract yet that is something that the board has to do today in executive session to figure out what we um what we're agreeing to so we haven't it wasn't an original one several candidates had they okay at least we managing it if not writing it completely because again that's where we get our money that's a really important person to have on board and a lot of our department heads do their own Grant rting as well all right thank you thank you so thank you thank you so much one of the things we continue to upgr as time goes on it's a living do But as time goes on we find that there's there's conf there's conflict with the the vors versus the chars and we've applied for grants in the past that get to hear back or receive one as well as updating the subdivision quite a bit near for instance they our bylaw calls called for there's a lot of things that subis that perving gr perving versus asol per so on and so so that means a perie as well as by um you know hard that we have conflict we we correct them as we go changing some of them are are ADR for instance there was a conflict the bylaws we were dealing with range off of where that actually fell what was what was written in the narrative what was what was presented in the charts things along that L i' like to be able to bring somebody in and clean all that up and start fresh and then just up update as as Chris we did have a by Review Committee back in different okay so planning Bo okay so planning board has okay I didn't know if that was rolled into it the other thing I like to see happen is how um Economic Development to address utilities to address what what would make this town a little bit more attractive for businesses one once before um is about this like things like uh the board of assessors to see if there an opportunity cap for business as far as bringing in utilities that's a huge thing that needs to be done but I think we're on a moror now I think we can do anything on 202 until years out say we're with the first one they just put a second one was the intersection but that's 202 do we can't bring something South right and Glen did reach up to District 2 and District 2 came to talk to us a while back about it a lot of it just came down to the cost yeah that was involved it's a large ENT Tak the large cost for the for the town and kind of wave kind of look at both sides of it is it worth it to do it and I know this G up on the board before it was struggling way the concept that we're going to bring Soil and Water in but it just stopped we no plan to going any further with well a few years back there was a study done there was money money allocated for the stud and if I'm not mistaken we were we had a USDA Grant water the grant for I think was for water that was the project back when we never got prant for water maybe it was before me USDA was involved I'm sorry it wasn't I think okay difference little and then never May FL so again there's a bond is it's not a grand but nonetheless it's it's a a pretty inexpensive way to bring the water in was that the one for 202 but but Jim the problem we have with bringing water is where are we going to get the water that's the biggest problem we're running into because we went into negotiations with district one they were going to hold a sausage on giving us water they only have so much water coming through the Connecticut acent Out of Water we were advised to start negotiations with to buy our own water from the qu but that's going to entail how put bigger pipe because the pipe is basically maxed out for the threee communities taking it now okay so we were going to contact the legislature and see if they could help us in negotiating with MW to move forward with getting water directed from them and the problem is is we don't to do that we have to buy in the MW and I think the cost is about 800,000 back then for us just to join and before we even got any water before any construction even started we were in almost a million dollars for cost just to become AP that was the problem we ran into now we can continue doing that and bringing it in off of V Street like where the pipe said now and maybe pumping it up to uh D FR Park I believe that's the highest point in town we talked about doing that putting a large Tower sister however you want to call it up there and gravity feed it out of there to the rest of the town that was one of the options we we were actually looking for when the South hady Water District fil over okay so it's not really dead just lying dormant because of the 202 pavement project that went up which we're almost to the end of so we maybe we can get it up to five corners and go from there okay cuz we're also talking about maybe doing a loop system from Morgan Street and around down 202 to try and get that taken care of now the concern that southy had a dead stop right right so there there are options out there it's just that until this is done which is probably another year or so year year and a half I believe we really can't go and do anything we still have our plans to put the ples in but we don't have the ability to do it at this point time and there are one stop for growth grants that you can apply for for uh Municipal Water or for water in the town but you have to be shovel ready you have to have everything laid out for them when you apply for the grant in order to get the grant we did apply for it and we were um actually I don't even know if you heard backis I think they just didn't even respond to it no but we were told that we had to be shovel ready so all the ground work has to be done before we can apply for that gr I really like your idea of the economic development committee though so I think that something that we've needed for a long time to figure out how to get more businesses in town and just like the general bylaws I think all of our bylaws are really becoming updated um they know there was grants out there for the general bylaw right or would it be just paying a company for us to come in and clean it up and update it to the m General law it was over, you would have to pay a company to come in and reify all the bottles and I I want to say I think we looked it up and it was over $10,000 to do that right minimum Jason you have anything one thing I was about wonder if that's something that we're going to go for for other dep maybe we look at that as well yeah I think I think that's need Town sound like but it's just we until go to basement this just it's not the best best way to store especially going back to 4 and try to request for minutes orans lot ofun are doing that now you have anything you want add um can't me out uh the planning board the town planning consultant and plan Planning Commission I've been getting to work with uh gra f for almost 5 years now and getting to see various iterations of the board the makeup uh in addition to getting to see them navigate permit applications and V amendments I think you know an approach is typically something coming from the select board board if there's a letter that comes you know that obviously addressed at planning board meeting I think as the chair mentioned um one of the important things is that bylaw review so we've been helping put together a grant applications I I don't know Chris if you received anything from yeah so that was one that I'm still waiting for other towns that that for the Executive Office of Environmental and energy Affair energy and environmental Affairs have a plan assistance grant there we leveraged um some of the the monies that is used to pay for my service in addition to uh District local technical assistance with your osrp last year um to see if we could maybe get this grant it's a pretty significant Grant it's a $50,000 Grant to review the zoning bylaw navigate public process to like talk about it and see um how well the town may be implementing the urban uh the master plan see you know where some of those recommendations have come forward bringing that forward to the planning board um but it really it's that zoning B I think it's one of the biggest things um that uh we're trying to or you know to to help support the board the town um there was a dist technical assistance application that was submitted in the case that that particular Grant is not awarded um and we're still waiting um on whatever the final decision is that's not as big um but it is trying to navigate within my support to the town in addition to a review of the zoning um typically there a similar process but maybe you know not as many Frills like interacting with the public and sessions Etc it'll be working specifically with the planning board sharing uh iterations back and forth of maybe some things have been identified and maybe Identify some future changes um so yeah I think that's what I'll say is um for the 5 years that I've been working with the town it has been trying to navigate the Z V amendments really identifying the conflicts that uh the chair was talking about and knowing that those things need to change I think the economic development committee uh recommendation is a very good one especially since there was a DTA done a couple years ago with regards to committee that was convened to talk about the mixed uses in town um that also was around the same time the town was looking at the five corners uh water project so um kind of navigating the various things that are happening in town maybe some of the initiatives that the town is exploring and really taking advantage of the timing to see how you can like work with um either studies or Grant funds Etc um with regards to the general from the Conservation Commission um you know and and Mr seon's comment about pbbc assisting um with either grant writing um Regional planning agencies have uh a certain amount of money that have been set aside for grant writing for communities for municipalities so things like the park Grant once you get your osrp approved that is something if you you have like loow hanging FR like we need to acquire this particular piece of property let's write a grant uh let's get some assistance with the park Grant and um so that's something you know assistance with a One-Stop grant that is something that we do as well so with the um opportunities that may arise that that's something that can be so you're basically saying the subcontract on a higher individual it's a subcontract H your Valley to help with Grant is that what you're it is it is specific to various grants so they are only lowed for state and federal grants if you would navigate maybe with um a Pioneer Valley Planing sta staff um and they would identify you know what their capacity is at the time obviously gr Ling take a while um but it would be a specific it's technical assistance kind of like DTA where we're not inv voicing the town you're just getting the support from the pbpc for the various grants and kind of navigating what that process looks like um I think to go off what um Mr try was saying once that money is gone for what you can allocate towards the towns we could hire pbpc should you have someone that could write grants to help us write grants certain mention yeah certainly that's something that you can do too okay uh similar to how you know I I support the CH of the planning board um the planning assistance that's something certainly make Mak work further and you said you applied for the $50,000 grant for the review on for the zoning by L and you just hav heard that we very unusually linked okay yeah it was back in the summer by nov October they said after the holidays when I called them right before the holidays thank you so much for coming in does anyone have any questions thank you very much for the E Economic Development Committee um I the board can talk more about it but I think that's a great idea I don't know if that's something should get started soon later because they could also look at uh different types of grants that are out there yeah before we do that a charge for okay I always hear people talking about need business in town this well that's fa where they where's the space where's the land have so much space for businesses and what businesses are come here you know what's what's reality what's not reality I mean it's always a catchphrase to say that we need more business reality is where going what what we have do we have at space one one thing that I always of course I drive by it all the time is the old police station AR to that that's State we never we never uh we were granted permission from DCR OCC because that was or the dinosaur dinosaur museum and DCR had purchased that when we were done occupying it we had to write a letter to them stating that we no longer better knowledge on point so thank him for that I know a lot of people are pay in town just neglect that it's the town neglecting the building but it's not USS no and it's such I mean it's a great piece of property right there uh it's a nice piece of property but it has water running through the basement oh I do remember that so it has running water it has running water but we can't stop it from running uh and just so you know when Mr Shen was talking about the tax abatements for businesses yes those are programs that are done through the bo selectives that's what's called It's called The Tiff tax increment financing agreement you would make with them or an sta which is a special tax agreement and what you would do is if a business comes in you agree to give them a tax P if they meet certain vs and create creating so many jobs or whatever else the board is looking for and as long as they need those goals you continue giving them the tax break but it's only for a 5e period see the city's do it a lot yes the big businesses and things like that well that's that's how they attract them in they give a 5 tax break the business comes in for 5 years then they negotiate another one with another community and they leave your community and vote of another Community you know you see you see that happening a lot of times too with some of these businesses so there's a could be a catch 22 for but don't forget you are competing with South Hadley chicken be and holy that's the problem you run into and also I was look at you know businesses the town how much does that really benefit our taxs taxes which is case the same as a house it's the same well based on the square footage but yeah it's it's you know get square fo that or CVS and so on so forth so those those are things you can look at as we move down the road you can charge the you know the committee with that I said you know sometimes it's just a catch trate so we'll get out more businesses well that's great but how do you do that and what's the value to the town with doing that and again we don't have the infrastructure we don't have water we don't have gas natural gas we don't have STS you don't have that job you know and if you're going to try and pro businesses in they want Municipal Water Municipal sewer at a minimum and if you're looking at a restaurant or something that nature they want natural gas which is what we can't provide they also need the water for the sprinkler system depending on the size of it too yes but what all that said that's why you put together we to look at those things and what's feedable what's not and just so you know with USDA we did have plans of running e SE all up and down 202 at least to the high school we had talked about that but the money ran out okay we had designs we had we phas it in in three phases and extended in three phases we were ready to do the first phase and then USDA turned around says they didn't get to fight and I think that's part of the problem is you don't know what the federal government is giving them for money to invest communities so you know everybody here USDA Rural Development rural utilities but they are dependent upon what they get F too I know I moved to town and built a house back in 199 six someone actually told me hey you wait a couple years they're going to have a sore line up to emmer Street do you have water in some there I have seist in a pump lot of those and actually for sewer and water that was back in the 60s when the federal government and the state were almost subsidized at 95% project to put in water or St and it's it's unfortunate it is so costly to do something like that today's time it really is and that I said and that's what came up in front of this board some time ago does the cost that we're spending is there is there that much of a benefit to it's a lot of moneyone put out put out a tax pay as well and I remember you saying to not um the cost how are you going to get people to buy into it when they already have a septic they already have a we and now we're saying it's x amount of money to tie into that system how do you get them to pay that fee and and and there some you know there there's been comments in regards you know people being worried about the wells and things like that not being able to you know what well well but it's historic that the groundwater is riceing okay and eventually at some point it's going to contaminate a lot of the W and that was the reason why we were talking about starting the spine up and down 202 and then trying and branching up if you could so I mean really I mean for the future I know has come up going pass as well those those are conversations that need to need continue because in reality is it could be a problem for people down the road so but again it's very costly to do that and can't start making decisions as where you want to spend money you going have so much money unless we get it subsidized by you know a state and a Federal grant yes all right citizen participation is next Mr Randle do you like to come up I share me up do my best I'm usually I'm better prepared Sumer weekend tonight uh this afternoon I had the uh the privilege to attend a uh small gathering to honor M Mark and U uh I would like it in the minutes that it was well attended and comments were made that were professional courteous a lot of thank you uh not only for me to Chris but Chris to me um um and uh um thank you for your years of service I realized it's coming to to an end shortly but um it was really really nice that's all I have to say thanks all right what you have for CH dooming yes um first off I had received the letter of resignation from our Building Commissioner uh this final day will be March 9th uh the reason he is moving on is that he is accepting an offer with the conal Massachusetts to become a state inspector and I don't bling him a very good opportunity on this part the second item I have is a letter from Kathy L announcing her intention to retire and her last day of work would be March 15 March seems to be the month so far yep and then I have received a letter from the town of Burke today indicating that she will not be seeking reelection in May election and her planned retirement date is May 28th 2025 she was up for election anyways correct said we're not that point she's yes this she she's due but she's just letting her know after her 2 years of serving the community we will now be having a new town in the next election definitely appreciate uh Kathy letting us know was reminded that as elected position so but you have someone that's been in the same office for 20 plus years again knowledge experience that's it the the knowledge that's going to be going out the door is uh invaluable I agree she we miss uh she helped me quite a bit over the years with simple questions and business questions and things of that nature I'm selfemployed so the same thing leard she 20 years 20 actually 21 22 years and uh a lot of knowledge is going to walk out the door with her also unfortunate yes that's the problem when you have an aging uh Workforce you all start going out at the same period of time it's just too bad you know chrisy to your point it is it is too bad because we're a small town that really can't do sucession plan you couldn't we couldn't bring some in six months ago nine months ago you know a kind of plan for things you gota you got to carry two payrolls two people in the same you know for the same pay for the same job so some of those things are difficult it puts us I think in the SL board in a difficult position sometimes and trying to figure out a solution for you know what I look at right now is a a serious problem we're you losing um in our office here over 50 years of experience been M yeah and it just you know that's that's something hard to do and that's whether that's here or any other public off office or business or what may have you there's going to be an impact that same holds true with you know with u uh Kathy read too as far as you know that just there again we know it's elected position but it's been someone's held that position for x amount of years and you you'll definitely you know there's a learning curve When anybody com in the office whether it's the select court or you the sou CL Le yeah and you know I you know we talked about that as every every budget heing for the last I'm going to say five years five six years we all know that Dave der roer has mentioned that this is his last contract so years of him being 20 somewhat years are going to go up the door too don't give any ideas okay just no no he's he's talked about it and it's just you know it's just we're we're an aging group we're all in our 60s no in all serious it's it's a great undertaking that this board's going to take on I know you know fire chief Town Administrator I know assistant town administr here uh the Building Commissioner yeah you know these these it's it's nothing easy it's it's a part-time board that's that's trying to make this happen and these are you know real real problems for a small town really is yes especially keeping up with these salaries that these positions are requiring now from the larger communities yes you know and you're going to price yourself out the market that that's going to be the problem is you have to pay it to get quality people but yet when you pay salaries that's from somewhere else some other service that you're Prov and I know it's um you know it's it's very sad that we we are losing these people but for them to give us the amount of years that they have I think um is shows how committed they are to the town how committed they are to the people here and and um I just I wish them the best in their retirement they put in many many years so I thank them for everything they've done as well as you Chris but it was fun sometimes yes know no you have good times you have bad times but on the whole it was a fun job you know you you're out there you're you're getting things done you're you're trying to help the community that that's rewarding that is rewarding but I wish they would get rid of Facebook now we not expect that because Facebook is the worst invention they ever made because you have faceless keyboard Warriors who sit there and no matter what you do tear you to shreds tear you to pieces but you don't see them stepping up to any of these positions to say hey let me be a board select member to see how easy you I have all the answers why don't you step up and try do this job okay or trying and to be the highway super and dealing with snow stores or the Town Administrator trying to get through each year to make sure we have a budget that every Department can L that's those are tough jobs to do okay but yet everybody just says are out there tearing the municipal officials apart what you're going to get there's nobody coming into these positions it's unfortunate okay cuz a lot of read the Facebook stuff and if they read that you're constantly tearing someone down they're not going to and it's going to make it tougher for this board to hire competent people to do the jobs and I'll get off that so box now and move forward uh the other piece of bad news I received we thought you were done I said I said I have nothing but Doom and Gloom okay is I was received an email from our accounting and payroll VOR software vendor that he is no longer going to be in business as of July 1 202 so we now have to try and find a general ledger accounting package and a payroll service before July 1 and have it up and run and good thing Chris good news you're still the ton accountant right so that's good news for us so so I have I've already contacted ADP for payroll and I have a meeting with him on next Tuesday and I also contacted another software firm called datar is the package that uh our tax collector yeah purchased for her system and I did talk to the salesman today I fed out a questioner and we will uh hopefully be having a demo and I've invited the school Personnel to attend the demo at the same time I'm going to see if the uh Treasurer can attend the demo also so that we all can look at what they're talking about and what they're offering so that we can move forward quick quickly so we can get a conversion of our existing files into their software and be up and running before July but again another dating task that has to be done and the last bit of bad news is we have found some more unpaid prior year bills from the fire department fire department and as of this point right now I believe it's between 5 and $6,000 in additional so at some point this board should probably hold a specialen so we can get these venders paid for the services that they r now is there I know uh Chief Anderson is going through um and trying to you know go through all the paperwork and stuff is there any chance that there's any more like should we be waiting to see or well hopefully this is the final part okay okay I will talk to him a little more Tyler found a few of them and actually one of them is from Comstar who is our an Building Company and two months from last year and those run about anywhere from 11 to ,500 and I can't pay them because of we you say for two months one for April one for June and are there late fees is that what you're saying no there are no late fees at this point I mean I'm going to write to them and tell them I'm going to write to the other two companies and talk to them too and tell them what the issue is and hopefully be able to move I think it's important too to clarify you say last year last fiscal year FY 24 it's not before July 1 of 2024 which is this current actually I think one maybe goes back to FIS that's just crazy okay what I will do is let me get everything assembled I'll make I'll scan them in and I'll send it to the board memb so they can see okay but the only other piece of good news is is that we did file with the H Valley Planning Commission for the energy management manager we sent our letter of support we identified our buildings and I believe the school superintendent sent a letter of support also so hopefully we will be able to get some grant money for our buildings through this program all right next is to accept departmental reports I will make a motion to accept the departmental reports second motion any further discussion uh just got uh couple of things uh with Jeremy and the guys that are in the Parks um is it really reason why we need two guys to go empty trash on the dog park one guy think do that are they just filling time and space um o clock uh I do business with o clock I see that he goes there occasionally for door parts and things of that nature um I find them from my experience to be one more expensive lock companies in the area there are other lock companies in the area that I don't know we can reach out to them and send me their names I guess they could ship stuff to us we do business with war and agan they would ship it's a much larger uh right next door it's actually um it's a hardware Specialties Hardware can you can you me the information information for me know forward it to him to have look it to just because when it comes to like door closers or exit devices um if you're going to hold block for that stuff you might be paying so it might save that's fine just you sub the information for okay yeah because I rather those do business with someone the bo I recommend it well it's well we start recommending businesses from the select board and we do business with them I don't think that's that's good in our part I'm just saying we can check them out and see yeah but necessarily but I if we're going do that I would say we get a a bunch of different companies that looking for business there's several of them around I just I just know from experience um and then I noticed WB Mason do we actually buy salt from WB Mason baged salt I know that's what it sounded like that's what it looks like yes okay that's that seems like an ordinary we used to buy everything from Rich gold products okay Rich gold products was purchased by WB oh okay so we we have stayed with them for the cleaning supplies because they were still selling the same supplies that rich coers provided which were very good cleaning products so and we used to actually buy our ice m u from Rich and it's the same that he used to sell that there so all right I did have a question um Chris if we can reach out to Dave because Jeremy did have concerns about the trees between the two baseball fields that their rotting and he has concerns that it could be a liability people bling I believe David and Jeremy were talking the other morning okay he wrote it in his report but Dave didn't have it in his report that he was going to go look at it but um Jeremy's asking that we have the tree word and go there and give his analysis I think they they caught each other in the office and they were talking I know they were talking about trees don't ask me where but I remember the topic of trees that come up yeah he's saying between the first ball field and the playground they're dying and they they're creating a hazard so we can uh reach out to Dave and have them take a look and see if he thinks those trees should be taken down or what his recommendation is all right all in favor I'm sorry I did want to follow up with the board on just the um senior the council on Aging I did reach out to Natalie about the wellness calls um she said that the wellness calls are supposed to be done by the shine Outreach person so um Mike was just getting used to the job and so he hadn't made any Wellness calls to homebound seniors but I did notice on um so I reached out to her the first week of January but on the January 10th there's no mention of Wellness calls at all on her report so I can reach out to her meetings okay any um what about budget meetings because we usually start that in the fall right and it's now January or around now is when we started right the budget sheets just went out okay uh they're due mid February if they come in earlier I will I have a feeling I'm going to be doing most of the budget work for this next budget as they come in I'll have Kathy let me know and then what we can do is uh for the ones under the board of selectman you can meet with them as okay well ask the board to if we agree with a contract with a new town of legator that we asked that they be part of the budget process this year with Chris Martin oh I'll I'll gladly end it over but I think I think with with G I think it's be some if we have the opportunity to have some collaboration between U the outgoing staff and incoming staff be very helpful so that person doesn't understand the budget a little bit as far as our town budget I operating and what look for as far as increases so for our next ofate business first and well could we also just send an email asking them what their goals are we can do that too so just to get an outline because if we want to do a document that puts everybody's collaboration on what their goals are and what they um what they see they need in their areas or their departments committees I think that would uh save a lot of time because a lot of people can't make it to the meetings too so I don't know why we didn't think about it before guys but document would be good great all right and then did um did either of you get a chance to read the open space committee report because or plan because it was a very long read go through there definitely lot of long read with a lot of information a lot of pictures all right so yes so no uh questions nothing with a lot of information and uh my kudos to the committee because it is a lot to put together and Derek did a great job from Piner Valley Planning Commission just putting it all together um he's the one who wrote it I mean he took what we had in the old stuff updated it with the new material and then he um did a very good job right so the next step is is for a letter review from the um of the we're just keeping that on there to remind the board we are under an administrative order from the EPA that we have to have storm water regulations in our bylaws no later than June 30th of 20125 so if you decide to hold a town meeting before May to address the additional unpaid PR year bills I would probably put this on the same agenda to make sure they're not waiting last minute May and June to meet the administrative order because if there's an issue raised at town meeting it'll give you a chance to be able to rectify whatever issues there are and go back okay is um now this is something that we can workk with da right any find if it's not done by I believe there is by June June 30th 2025 who the highway huh who's the highway of the isn't I know I'm C on aging and I'm Dave was why phase two should be done I agree that was that was an original plan anyway pH I wasn't that two phases so yeah I that again it's a forest management plan this is what it's coming down I just down to experience at at a at a point where you can steal someone from another Community that's basically what it comes down to because there's not enough licensed Commissioners out there for all the communities and uh I know it was talking about Regional inspector or commissioner at one point that's not not going to work because each Community has such a large need but uh the issue is is we need to make the pay comparable to surrounding communities or maybe just a little bit more trying to get you suggest a little bit higher in the range what what are you thinking what was the range on that one 85,000 to 100,000 annually we started at 100 to get D okay so I would do two 295 to 110 or something like that 95 105 105 10,000 it would be based on experience right because didn't we have before the Building Commissioner we had a gentleman that wasn't a commissioner he was an inspector through but he was working on your self hadly for a while right so should we accommodate for that range you know what I'm saying cuz he not going to get the same pay as a commissioner no you want a commissioner period okay all right because if you go because the commissioner is the only one who gets issue that doesn't talk about yeah the assistant fall yes the her budget yes is that assistant of that will employ yes not a contractor right I think you covered everything unless you guys can think of anything you want to have to the agenda I just want to take a moment to thank Mr Martin for his years of service I can speak myself PL 8 years now actually when a planer you dealt with me a little bit too yeah but I mean just my years on on a select board uh a few years uh before that so thank you very much Chris I know you didn't know a lot before this year of what you did so you do a lot so thank you very much for your service to the time's when I say you L someone that's been around for a long time you realize how much they did after they leave cuz then you assume things are getting done well who does that oh Chris used to do that used to do that so that's when you find out things that uh you know were just getting done that no realize who was doing it so all the has yeah all the has I too will thank you for all the years of service all our lives I've been here a short while but I've learned some things from you and with everyone so far and hope to continue to work so thank you for your service enjoy your retirement F we had a fun run Chris y had some some good times and not some good times we worked through problems you know we made with through together y all those meetings and to be honest with you we you and I started getting a better working relationship for for every budget year and I believe that should continue for this upcoming budget that it would be Dave and now and whoever the Town Administrator is meets with the business manager the chair of the school committee and the superintendent interim or I think she's still and to sit down discuss their budget requests and what the town can actually afford that and that was mentioned by by someone on the the school committee that you know the the relationship that we've had over the past several years and what you leave it was a you were like a I don't know shine light sometimes when there're stuck with the L you kind of you provide the answer for so part of my job and I just hope the who the next administrator is has an open door policy for department is honestly that does help when they can come in and you sit and you talk through a problem and you come up with a reasonable resolution that everybody can well it's a need it's a requirement so Tas that person with but that other person must understand that to do that they have to be I could have been away from this build probably good 15 days a month with all the meetings they have okay and if that's the person person comes in is going to be doing you're not going to be available to deal with the issues I used to say I used to work in Springfield leave probably after 7 I see this car here I 5 about 4:30 his car was still here can be long hours but can be rewarded sometimes the night meetings will a little too long telling me it's just stared yeah so all right so with that will entertain uh well actually we're going into executive session after this so we will go into executive session 30 a-21 a-3 to discuss strategy with respect to collective bargaining or litigation if an open meeting may have a detrimental effect on the bargaining or litigating position of the public body and the chair so declares and we will only come out of
