the fun people uh is there anyone here for open Forum this evening yes look around carefully nobody under the seats all right and with that we'll move on to the city hall and liquor store project update let him go first I know good evening everyone uh again my name is John Hagen Miller I'm with mgov construction I'm the sight superintendent for the new city hall and Municipal liquor store uh just here to give you an update and to apologize that I missed the last meeting because I just lost it I didn't know what was going on so I apologize that I was not here at the beginning of the month um just an update we're getting very close uh right now ceilings are Complete Flooring is complete mechanical is complete Plumbing is complete we're still working on electrical um basically a lot of miscellaneous stuff as in uh programming lighting um we just we are receiving our uh Point of Sales Cabinetry tomorrow for the liquor store and that's going to be installed and um we're missing six pieces of glass in which we had them on site but they're half inch too big so yeah so we had to reorder them they're going to pick them up Monday and they will'll be delivered to the site on Tuesday so um and then for inspections our plumbing final inspection was is complete uh the above ceiling for electrical is complete uh mechanical testing and balancing is going to start Monday that's for the HVAC system our sprinkler test for the wet system is tomorrow we don't have a quite a time yet but it's going to be tomorrow uh hopefully late morning and I'll let Mike know about that and the fire alarm test is tomorrow and that's going to be probably early afternoon and we have uh representatives from the city that are going to witness the test um so and then uh also in the next week and a half to two weeks we'll be doing um orientation and basically going through all the systems with the city uh folks so they know how they run um we'll also be videotaping them so you have reference in the future um and right now the biggest thing is we're moving a lot of the materials that are not needed anymore out and we're constantly cleaning was going to ask who comes and cleans and your team yeah I yeah but I do a lot so uh but again feel free to come down take a walk through it's starting to look really sharp um the council chambers we are waiting on our wood beams uh we got those I think around the 8th or 9th of January that was enable us to complete the room the sheetrock the taping the ceilings the flooring uh so those are in they're it's starting to look really sharp very nice I you surprised like like it's hasn't even been a year yeah it surprisingly it went very quick um I'm just very disappointed that I'm going to have to leave soon because uh again the people in gramar a are so welcoming um all the trade Partners um all the businesses that we work with up here I've been just fantastic and I really appreciate having the work uh with you guys again well we well we'll write that down in the minutes okay oh great you know I realized that list of appointments like I don't know do we have the Cannabis committee on there we probably should we're both on it you know in our list of things we do okay that's a good point and we can add that too the Cannabis and there's one seems like it's going to last a little while longer yeah yeah and there's one other one that now just slipped my mind but anyways yeah cannabis for sure um and we got you hooked up for the other thing now with Grace okay all right I would make a motion to approve the consent agenda a second all right um all in favor of the consent agenda Craig hi Michael hi Bill hi Ben I I and with that's unanimous um moving right along to the fire department extractor and dryer and the um increases to compensation for our fire department right welcome Ben hi and these are these are going to be two separate things that we're taking action two different yes two different motions also two different pieces of equipment very much so yes yes one one Keeps Us cleaner and safer and hopefully exposed less to cancerous things and the other one I guess this maybe makes us a little happier nice um I guess for the extractor washer and dryer the that's been an ongoing kind of a project that we've been hoping to get done um I think it was maybe two years ago I think that we applied for a grant from the State Fire Marshals office um to to get those those pieces and uh for whatever reason we didn't get accepted um but uh they are kind of a a more of a norm for fire departments throughout the whole country as far as the uh cancer initiatives and U firefighters are very much prone to all sorts of cancers from being exposed to the carens that hang out in our gear um currently the way we clean the stuff is just a garden hose and a soap and bucket and just kind of knock the big stuff off um so these are a little more uh complex and a lot more efficient you know getting stuff cleaned up and getting it dried in a timely manner um so we already have the the water and the electric stubbed into the spot where we expect to put them that was done pretty much volunteer stuff I think we just paid for materials um so it's kind of a a plug-and playay thing and um we went with a I don't have the quote in front of me right now I can pull it up on my phone but uh we went with the six sets um just because of efficiency that way it does take some time to to get them washed and then dried so um you can do like a three and two um so we went with and we went with the big the big number um we may scale that back just because of the size of the equipment and the spot that we were we have have to work with um but we went with the bigger one just because when when we do have fires and stuff like that we've got probably a dozen or more people that are working that need stuff cleaned up and then the surrounding departments also would be welcome to use it also all right any questions uh that's all the equipment right yeah okay so now we can go on to last January brought up once again we were talking about staff um you know time for staff pay raises that we really don't bring in our volunteer firefighters because they don't really well there's no good reason why we don't but it just escaped our so here we are remembering that we should be doing this and making your organization part of this it's you know there's the on call no that's not right it's per per call paid per call yeah paid per call um and so we'd like to bake that in and make sure you're part of that annual conversation as well so this will be our first stab at that and then you're going to kind of get a we'll work through a system and kind of right figure that out so your last year's conversation you made a pretty significant increase to the both the per call and the stiens for the officers which is really more of a market adjustment um I think it's Our intention to do regular smaller increases and occasionally then go back and just check and make sure that per Market it still makes sense um as opposed to previous strategy which was to only make Market changes on an occasional basis um this is 3% for the stiens and 3% rounded up to the nearest quarter for the per call so that kind of tries to with what we did with the other staff got motion to approve the wage adjustment for the fire department I would second that as well all right any further comment it's not enough but but thank you anyway I mean I supp it's volunteer but yeah it's a lot of work for a volunteer yes yeah it can be and uh a lot you know a lot of us earning it for the for the paycheck also so right that's valuable and we certainly appreciate it do you have like an I don't even know you've probably said this but is there like an average of how many calls you go out to in a year or is it really vary it it really can vary um but I think we're we're at nine for this year already oh so we're off to a a bang but we average probably 30 some calls you know various auto alarms carbon monoxides car accidents I mean we may go to once again it varies in in by the year but we may only go to a couple you know maybe five actual fires throughout the whole County in a year that other emergencies get you out unrelated to fires and as you pointed out you all of your groups support each other yes y y we have um automatic Mutual Aid agreements to where if uh we have a confirmed structure fire they'll page if depending on where it is in the county they'll page both luten and gramar a at the same time so that we got more Personnel moving instead of just paging one and then us showing up and going oh we need help so they had 60 calls in 2018 um 50 to 60 is pretty normal until Co and then it was closer to 40 and it's ramped up a little bit yeah it's not I think 18 was our most every year I think it was too and I think people forget that it's not just when a fire you know is the event that you're called mhm yeah yeah this kind of thing is a good reminder for our community and for us what all you're actually involved in and that you're volunteering right to do this and we have two meetings a month and we have various trainings throughout the year and so it's a it's a commitment we've got two brand new recruits going through the uh fire one and two class right now that's every Monday night and a few long weekends of training and and uh that's going to be done [Music] in sometime in May middle of May oh that long yeah we have one of our employees that just joined the Len Department that's also doing that so that's great so up front it's a big commitment and then depending on what happens throughout the year we can be busy yeah okay there's a perfect example of why we need a community absolutely it's a huge commitment all right anything else you want us to know um nothing I can think of right now do you have any questions for me since I'm here so often I asked my question [Applause] but I guess we're good all right thank you thank you thank everyone on your team too Ben hello all right moving on to vested development agreement modifications well this is most of the packet but hopefully you didn't spend a lot of time reading all the things we included because you've read it before the background being that the the preliminary plat for Vesta was approved in 2022 right this is 24 single family lots in early 2023 we completed the development agreement was actually approved then so that was now getting close to two years ago um and it has lots of terms and conditions in it took a lot of work by every all the parties to make sure that we could move forward with with the things that we needed um but for a variety of reasons project hasn't moved from that point on one of the things that was in the original development agreement that's probably the biggest thing is the Financial Security requirements that we have in our in our development agreement for public infrastructure pieces so if it's going to be city streets City Water and Sewer then we're a lot more involved in the financial side of things and we require a lot more Financial Security and that comes at a at a steep cost for the developer to cover that um and we work together with the Vesta team to come up with this strategy which is to find a way to use a smaller amount of Financial Security to cover the entire project split it up into pieces each discrete piece can use the same Financial Security and we'll just shift it to the next so that's what the changes in language are and those are um highlighted on pages 21 through 25 of the agreement not of the packet but of the agreement if anybody is you know watching and wanting to read what those things say MH if this makes sense to you all it certainly makes sense to us to give this a try and then we can come back to a meeting two meetings from now and the Vesta team will be here as well and you can have an official final draft of the agreement and a resolution to approve it do have one question go ahead based on our um conversations within the last hour um is this something other how did you know to do this other communities have done this you guys just brainstormed it yeah we just brainstormed it okay so that was yeah I think it's clever well I think it is I hope it works and I hope other communities call us okay yeah let's see there's a good learning for all of us thank you great cooperation okay so you just need like an oky do from us for this this is more about keeping you up to date on what's happening but also this is a pretty significant change in the terms of the agreement and so you'll have you'll be required to decide whether you want to do that M so we're just checking in but that'll be okay yeah and give you a little time to make sure this makes sense for you too okay yeah it's not going to be a moal just be an Okie doie that's all we have to that well no I'd say the same thing you can put that in resolution of oky DOI yeah then we're good on that one all right can I ask just a follow question so did this not come out like I I'm just trying to understand why it has to this long cuz we talked about it in 22 right and what yeah I'm just trying to understand like how yeah and I I don't want to try to tell uh vesta's story about their development you know I don't I don't can't say what other factors are involved um that we know what our part is and you know okay communicating clearly what what our interests are and making sure that they're taken care of and you know all the things you just talked about when it comes to infrastructure that's our role in this um you know the other roles we have of course are got a zoning ordinance and they're going to they've created lots that followed that and they went through the planning process y but it's a It's Complicated right to do these projects it's a lot of money and risk and it takes a lot of things coming together at the same time to make these work great I'm glad this is moving along that's all I got all right wonderful um before we start our movie um Council and staff reports I'll let um May must start with Craig um no we didn't have a parkboard meeting so next month I will and I think I have uh I think the parks and trails meets in February so I'll have two meetings then for that okay otherwise I'd have nothing I don't have anything I missed let's see I missed uh the human resources did you guys meet you didn't we're meeting we're meeting we we had to change the date we change it okay yeah so February you missed the January but the February when we we're we're rescheduled yeah we got it rescheduled every we agree to new day and then I imagine somebody's going to talk about the law enforcement I was going to ask if you are going to well we can we're getting closer um right to so we met the laww enforcement uh and the uh the county attorney and we um they just sort of walked through uh what their Vision was for how they were going to uh we were going to reorganize a contract with them um and some of the smaller details are skipping my mind but that I think what there was really just more of a brainstorm where we were like well what do what does that look like and then they were going to come back with a more of a written proposal for us to look at but they were it was more or less um here's what one staff looks like here's what the cost out line here's the training here's the equipment here's the turnout gear here's the car here's the depreciation all of that stuff is bundled into a nice little package right and we were looking at that and said well you know how do we we were interested in maybe like a long-term um knowable growth you know how is that how is that going to scale up or what is that going to go or year over- year as far as increase whereas a brand new hire was going to be you'd have a lot step increases quickly MH and so it was going to be a little bit more expensive and so we were looking at more like instead of hiring that specific finally took me a minute that specific Deputy it would just be like well what is an average Deputy cost right um to try to maybe buffer that or smooth out those increases over time so that's sort of where we're yeah where we're looking at but okay and I'm sure there's other details in there yeah I think the um bottom line is that the county is preparing a draft that we'll be able to review so that's how far we are in the process I feel like we're we're close yeah to a deal and some of the areas we probably still need to think through and work on are the the county came at this from the idea that they're filling a position when they have that position filled they're providing the service when they don't have that position filled they're not providing the service and I was hoping for more of a if that position's not filled I still want that guy to come instead right like I want to be well and just so where we're at now yeah I mean yeah point of order I mean let's be clear I mean that is the way that it was left last we talked and to yeah to be clear they they've um always been responding um you know even when they don't feel like they've got the position filled they will send a deputy to town but it's more about is there somebody stationed here who's planning to be here and so there the response time going to be what we need and then also is there time set aside to work on some of the other community resource issues that we wanted them to help us with not just Patrol but also specific you know dealing with specific violations that you say are priorities so I think there was good conversation about that and we've got a pretty close understanding of how we want it to work and we should see a draft pretty soon that we can bring to the council and the to the county board for discussion and potential approval okay yeah really numbers didn't look like they were much different than what we're currently or they I mean I can't yeah I think it's similar to that yeah yeah okay so we'll know more yeah but what we really did emphasize was was that there's the accountability portion to the city and to the city council and to the City staff right to be able to say look these are things that we want proactively we we we don't want to be managing those things these these ordinance conversations necessarily we we want law enforcement to be proactive about those things that we've already decided were important right it doesn't require a lot of back and forth with us and City staff it's like you know what it is go do it right um and that's what this is that's what we've been talking about yeah I'll be interested to see that language yeah anything else no nothing we have Planning and Zoning so we have next week or yeah next week interesting heat system noises here it comes that's thought we all right we don't want their heat system we don't want their chairs no no yeah we don't want either bill yeah Arrowhead Animal Rescue yeah yeah um I think they're much better organized I think they've got some good news um their electrical came in under budget oh they got some good answers on uh their insulation idea under the trailer and then that might give flexibility for how they do the plumbing might also make it easier for types of kennels where they put them uh and their buried waistline that's been probably I guess problematic on how if it were compliant or not they they may have an answer on that too so well that's good yeah and then they they had a good fundraiser for that puppy that they've been trying to get funds for I mean I think it exceeded what they were setting off to do so M and then there's an agreement then we got the tree board oh and they have an agreement and works right that you guys are working through yeah yes yeah I mean and the trailer done for the for the winter now me it's just kind of waiting for better weather I guess to do that oh well that's all good that's certainly zilan farther along than just a year ago after a long time of nothing that's wonderful thank you that mov yeah uh we had a library meeting and we discussed or tried to refine how we're going to be reviewing the director so we continued that uh that work um and then we approved as you probably are all aware there were you know definitely some um issues with um not so great U customers coming in and so there's been a lot of work on trying to make sure that the library is as safe as it can be and people have ways of escaping and all that kind of thing and there were some different ideas and and um Amanda talked to a lot of different people you know trying to figure out like what's our best deal or best approach and that kind of thing and in the and it sounds like they decided that and we approved this uh for there to be a door another door for escaping um and then also kind of a smaller scale thing but something that would be useful helpful is to have some cameras on the outside so that when people are leaving at night they can kind of look at the camera to see what's happening out there before they go out into the dark you know I mean there is actually a light out there as well but um then they want that as well so we approve those funds for that and um don't remember the timing of that but anyway so those are couple things they're going to do that's that okay and I'm sorry you stared on the tree board oh did you want to comment about the tree board no go ahead oh I'm sorry I didn't mean to no I did that he started in and then I went back to the dog we went back to theim went to the dogs yeah all right to them uh tree board has a lot of questions not a lot of answers at this point mhm okay yeah trying to figure out what is what is the point of it what's the mission what's the goal um how does it all what what does the city want to see out of it or trees that part seemed pretty clear at the meeting but then we talk about what about fire yeah fire resistant trees and what about budworm and so so so compated plant Maples they um I I enjoyed them going over you know all the issues like they have their map and they show you mhm and they explained why some like they explained why the little forestry area down by Sweetheart's Bluff um doesn't reject enate they talk about they have all these measurements they take about Forest land including how often does it regenerate itself and then why they explained why it doesn't down there why doesn't it um it has to do with all the Fallen trees and then parts of it is the kinds of trees you have right oh and the extreme climate down there by the lake oh is a you know those M gardeners always talk about microclimates in areas and I think that was one there anyways but go ahead us oh a lot of moose Maple a lot of Alder and and it's just kind of doing its own thing nobody's really cleared it out or M but we had we had a lot of knowledge in the room we had what three Foresters including the two guys that came from the county yeah I mean between having Aaron there from the city and Sarah wd's pretty sharp about all that stuff and they've Shane's had a great board that way to ask a lot of good questions and kind of work this through but I was unaware of all the things there this group comes in to measure when they do this inventory and so they can make their assessments you they have their own way of looking at it that isn't my deal I mean it's just interesting to hear and but that is the the next step that's important out of this grant is putting together a new um forestry kind of management plan so that's why all's questions and we'll hear more yeah and then hopefully questions on what parts of town we talking about Boulevard trees we talking about the business district are we talking pres you know private residences it's not a whole lot than those stickers on the wall behind you mhm do we take care of what we have first right who's going to pay for it what do we want it to look like all those things yeah benefit to the community I mean around here trees are super important they keep the wind off my house off the lake but then now we're seeing more warmer weather we need we do actually need them for shade would not have been a comment earlier but couple days last summer downtown were pretty toasty anyways other organizations that have been brought into help with government related entities these for me these guys have been the most impressive for pretty out a product and whatever just doing yeah just doing what they're supposed to do so all right um Mike I think most of the meetings I wanted to cover were covered but um I did have a session this morning where I spoke with the chambers lobbyist organization we did some planning about the wastewater treatment plant project the next thing that's happening on that is that actually the duth chamber has an areawide event down at the capital uh in two weeks and so we have local folks going down there to participate and and Lobby on behalf of projects and I will be one of those folks so I will not be here for your meeting you're going to do great do great things so are we we're going to spend some money yeah it's great CU time that's right that's that's what we do that's a good group you know they go all the time so you get in there with them and our first stab on way sckers who knows where any of that's going right now but anyway that we're going and we're doing our thing that we need to do and we our lobbyists are working for us so uh that took care of all of my other meetings except for the Eda meeting and we have just of course approved our City new city representative replacing me and bersheim but the county had to do a replacement as well and so Siri Anderson is a replacement there and Peter Gard is now the new chair of the Eda board okay um and one item that came up and of course Heidi is still new and the new Eda director and she's like I don't know about this project start describing oh yeah we all know what it is here at the city so they the Fiscal Agent um for the Duval housing that we talked about at the top of the hill in front of Public Works garage that CU his dollars came through for that it's around a million and um now did you get in I told Heidi and Peter please get to Mike with this you know get up to Snuff on this and just let him know we are not the Fiscal Agent we're not okay why did she what was she getting stuff from then I'm not sure well she had all this stuff coming to her I got a very clear uh update from her good so you're all in yep all right all as well okay so we know a dollars are coming and then we're waiting have you heard anything from him recently no I have not okay there we go all right so now we're going to try what I did last year and I'm to select I'm going to just do my entire screen and what is it sharing yeah all right but it it's sharing not in slid Show view let's see if that does it there we go a little bit better um let's get that out of my way did this last year and I thought it was a good idea for several points um a thank you to our City staff um they're the ones that make all of this work and like and they presented some highlights of their year for us to take a look at and then we got busy on goals uh was that October we had that meeting and I think it's a good time to also then look forward and um we've asked of course the different department heads if if applicable to move those goals into their goals um but primarily this is an opportunity also to let our residents and the general public know what uh has been going on within the city this year and for us because the year goes through and you forget and then there's a lot of things that our staff does that we maybe aren't always aware of as much so I just think it's it's a nice recall for everyone and some acknowledgement when you work in government you're not always there for the certain rewards that you get get in a private employment so I think it's important that we recognize that and I think it's a good heads up it gets back to our conversation last hour that we really run an operation here and there's a lot going on and a lot of moving parts to that so uh with that I'd first like to recognize all the different people that make our city go forward so out of our street department and should I not say someone's name correctly um if you know correct me or apologies so for our street department we have Rodney Carlson Christian damp and Lenny bloomquest did Mike to um tell us what were the important things they saw they did this year and first of all for water and sewer we owe a huge thank you and um best wishes to to Neil Hansen for his retirement this year and now we've welcomed Scott Warner on staff and I asked Scott what are some of the things in the short time you've been here um that you did and they also um between alysa's photos self um and then of course which is a huge State initiative the LED service line investigation for the EPA and the Minnesota Department of Health so that comes to um those are highlights this isn't their everyday you know in The Trenches work but some of Scott's highlights moving on to our Electrical uh Department uh they've done as have all of our departments have done a lot working with our new city hall and liquor store um they also do a lot to assist the waste water department and other groups it's always kind of a joint effort there and then uh recognizing those extra efforts that the electric department does in coordination commonly with Arrowhead electric um during storm of events liquor store achievements well I think Chris and his staff would basically it's I had to move out of my store and then I had to move into a new one now I have to move out again and move back to new one and that was truly a big heavy lift um when you're thinking about a lot of fragile and heavy inventory back and forth and they did that um and they also know he didn't mention this but I've been in there enough and heard from their staff they became truly The Trusted source for all things what's going on in the city because they were accessible and they got a lot of filled a lot of questions during this time um with no City Hall for people to go to so uh a big thank you to them for that as well and there's Tyson smiling um Library achiev ments you know Library the libraries are sitting there it's a quiet space that you go to and you and if if you drive by you know it's a busy place cuz there's commonly cars in all directions but you still get in there and it's this this kind of calm and so like what's going on in here but I love the list that Amanda gave me with all the stats our conference room was borrowed 621 times 5,000 reference questions answered 1,400 opportunities to help the public with technology the public computer so access to computers over 2700 times and then for kids because what is more important to helping our youth and our community than any opportunity for them to learn so40 hand selected bags of books out to kids and that's not something all I mean not every kid can get to the library or buy books on their own schools help of course but I think that's pretty remarkable 2,000 over 2,000 people attended 102 different programs ranging from children's story times writing workshops to educational programs and the Friday Night movie reels that they did last year so when you think of the total population of our community to see they had a tend of all these varying things is um a lot and it's shows that we do a lot more than just check out books at our library and then of course the ping pong table outside 159 times um and in alignment uh some more changing direction to their facilities um in alignment with the city's climate action plan they replaced in retro retrofitted uh fluorescent lighting two more um uh efficient LED technology and of course this is a huge time serer for our electric Department because otherwise you're constantly replacing the lights and the basts and they're harder to get they get more expensive and so that's um timesaver in several different directions and then as you had mentioned Michael faced with some Public Safety incidents the library has taken action toess um with immediate concerns and are implementing more comprehensive plans to improve the ability to respond to um situations that might be threatening violent or in any other form of a security risk so um the parks department um and some of this came our way but it's um this is significant and um the state's Organization for boating access awarded the park um the public Parkside public water access um part so they were an out outstanding project award for 2024 um was that the like the kayak thing was that part of that it's the whole thing whole thing oh okay everything the walkway just the whole deal yeah oh okay mhm yep it's pretty neat when you put together a project like this and you're working with the DNR and the public in general and the public here is of course very um vocal and gets involved which is good and it's kind of neat to know that not only did it get done but other groups um from other areas recognize that effort and um give us give us some recognition for that um another important piece was the designation of regionally significant with the greater Minnesota's regional parks and trails commission and of course that um moves us forward Mar be with that our Voyager and bear um and then some stats they exceeded their Revenue projections by roughly 124,000 and they were able to bump up in the park their Google reviews from 4.5 to 4.6 the park board uh this was a project that's been ongoing for I don't know 2009 I think 14 years is probably 15 years probably about right yeah cuz I was on the Park Board and that was one of the first things I joined and that was and it's you know been multiple stages there was the water off there's the little connector over to North house um there's other components to this and this was the kind of the frosting on the cake so we had that ribbon cutting and um now we have that official uh welcoming into the um well I still call it the tourist Park but the park in the Marina and the and the the shoreline um and one of the things from the the previous Master Park plan was the recognition and realization that our community doesn't always feel that's area is for them and so this is a welcome not just for our visitors but it's a reminder to our community that that Parkland is for everyone including everyone who lives here and you should all feel welcome to be down there and enjoying it um and then that new Paving down the most popular you know that is the busiest stretch of roadway because it's getting you to the water and into all the campsites so that got its repavement so that's our Park Department achievements for this year and I got a special request also for them so there was what we did to get through the year of our build for public restrooms and I think our business Community I'm sure visitors to our community greatly appreciated it now we owe a huge thanks to our Park staff department for this huge but also the park in turn very wanted me to make sure we thanked cobblestone Cove Owners Association because they permitted the city access to their outdoor water spet to supply the fresh water to the trailer and that was one of the key components we wanted out of this offering is to have water um and uh access so big thanks to streets department too as big Partners in this and also the electric department for helping set it up oh right yeah Yep this is another one of those where all our departments worked another example when all of our departments are in they're working on things whatever they um so yes but that was a request and so yes thank you Cobblestone c um for my streets and property property maintenance um they worked uh with the clean out of of the Old City Hall and the liquor store and a lot of work before the demolition can actually take place and lots of surprises and parts of that um and and uh then also they did a lot with the setup of the temporary liquor store along with other departments as well and of course as as can be shown by the picture here they're busy all the time every day and now it's winter time and they've got lots going on uh out in our streets and sidewalks and we have more sidewalks that we take that we take care of than we used to along with the county and uh all the maintenance as well for City Administration and Mike you could you know this is what I got but I you might have some things to add to this so coming out of communications um part of also getting out of Old City Hall was the digitizing of and getting online with our paper that also meant that Kim did a lot of work going through papers and what are we keeping what are we saving so a lot of work to get to that point and um all of the city staff worked on that that way in the city Administration staff and um coordination of all of our public meetings as we move to we've been in multiple locations this year um so it's not just we came here always um and then working on the planning commission's public uh is a similar amount of work here that uh except we didn't go to One location we went to six you know um and and then to try to find that way to operate still and rebuild all of our lines of communication and set up really important necessary technological connections so we can function and think about how we're going to move into the next space it dominated our existence last year and a lot of people in a lot of departments particularly ours you know had to rise to that yeah luckily you had the Public Works head room for you yeah have been different so yeah and luckily this project will be concluded any year otherwise yeah yeah all right um and the golf course so they made some Clubhouse improvements and then with a lot of good ideas and thoughts from Craig upgraded the liquor license so now they can serve strong beer and wine and they wanted a thank you to northp point um use Center for contributing 37 Junior memberships for kids to get out there in Golf which is great and then we purposing that that what we saw earlier the the old Paving they brought it up there and improved the G golf cart path with that so that's a fun little on that one yeah um and then Shane's work environmental sustainable um his work on the First Avenue storm water Pond expansion so obtaining that Grant from the mpca um the East Coast well we're calling now the East Bay Coastal work he's helping us a lot with that and is on that committee as we work at East Bay helping with the libraries air source heat pump installation Phase 2 um he worked uh collaboratively with sep the HRA I think public health I'm not sure Public Health Services they um put together um healthy housing and had had some money put toward that to help people stand their homes but make them more energy efficient for them and make them then also more affordable by doing that um so that's a tri project which is growing I think there's more money allocated to it this coming year and of course the list of people way exceeded the dollars and then um Shane's working on the um urban forestry and the tree board he's handling all of that and running all those meetings along with some load control programming and that goes with the i electric meters so off peak and dual fuel are our typical programs but yeah Shane does a lot of program level administrative support for the utility departments too and then of course the um electric Chargers as well so thanks Shane so that is our staff and that's all of the highlights um and those are just highlights so a big thank you to all the people who make our city run highlights that I thought of for us as a council our cannabis ordinance tax abatement policy we have our short stay rental ordinance up through our first reading we just need to do the final coordinations with the county we have a new public art policy we have a in in Works dog pound in the Arrowhead Animal Rescue has their shelter um and then we're in year number two over annual reviews and goal process setting um other things I'm missing you we should be highlighting of things we accomplished this year as a council might not feel like you did it this year but City Hall liquor store is an enormous accomplishment that the council was really the lead in making happen it's been on our list for a long time and it was your decisions to actually pull the trigger and do it that give yourself a pat on the back for that yeah I was going to say it was a conversation in 2015 but when did it really start I mean how long were you is working on that one Mike cuz by then you had that study done yeah I'd say um late 2000s for sure you know 8 n we're talking about it 14 we're taking it seriously wow 24 we do it well and then Co put a pause on everything in life but um you know still so yeah um so there we are there's uh for last year we were looking at our old and and now I took this last week and there we are we have a building we we can actually see what it is it's not just a a drawing in a flat piece of paper anymore so um that's huge um and here's what I and I think I'm forgetting some of our goals but the waste funding for the wastewater treatment plant is number one we've got the engineering done and there could you know that could be updated and change but we've done some that that part of it and now we really need to get focused on finding the funding and that'll be federal state um local local contribution the whole deal but um that's a and so our first efforts will be when you head down to the capital and we'll keep keep that on hopefully I'm want to go down for the league of Minnesota City day in March so if anyone else is interested um updating our Capital Improvement plan was something we talked about and we today infrastructure rure Coast Guard Station as we get closer to potentially seeing that revert did I miss some things I mean we talk more but I mean the things we wanted to focus on that's what I would have expected to see okay all right so um and with that we're ready to start 2025 so thanks
