so okay I just like to mention we had an election on Tuesday we had a lot of members of our community school boards town boards City councils County Commissioners that were willing to put their name on a ballot and and uh so congratulations to those who won and also appreciation to those who are willing to run for election that didn't so it's good to see we have interest in serving our community problem because without the farm bill they don't have any of that Federal housing assistance money money so these people that qualify on the income level can't afford to buy the house at 7 8% in that on there or 11,000 or whatever it was for their portion of the uh Wetland that we had to buy and they're working with Braun to get the other half so they that is still in that's still in play and they have committed to that it will show up on the next amendment to their contract yeah and that will be the final right well it should the retainage and everything will be all well there would be no retainage on wsb's contract right ry's yeah every other sub right yep that contract will probably have to be open until Springtime just to make sure the grass and everything gets established before we close it out but we would generally reduce retainage now that just about everything's done down to 1% as opposed to the standard 5% during instruction any left anything left on the punch list other than the dip well bump yeah that's on there there are a couple other minor things that they still need to get cleaned up but for the most part they got a lot of it cleaned up here couple weeks ago so I see Wagner diesel a little over 11,000 carrier X2 oil brake drum is that a one of the trucks or yep it's one of the P trucks they break down too mechanical things tend to break down over time but oil ain't cheap you must have they must have delivered a bunch of oil to you I think it was mostly beating there well we got a pretty easy winner last year yeah good hope we have another one we need is for County Road 34 contract with Joel Riley construction uh the second one is a contract with Midwest Contracting for the project on trunk Highway 55 and the third one is the contract with Glade construction for the construction of the Stony Brook Township culbert replacement so we'd be looking for I'd be looking for approval of these three contracts we have that or not in our the the board packet no they were not sent to me no they're all right here for yeah no that so and can we do all them in one or you want them individually it can be all done at once Cas so we have that contracts County Ro 34 contracts with Midwest for trunk Highway 55 and the contract with gladen for Stony Brook Township is there a motion to approve those three contracts I'll make that motion Mr chair second as a member of the highway committee I will second it no any discussion questions from that so they're all stand standard contracts Yep they're all our standard construction contracts that we have and the quarter million dollar receivership from the bisu is still in place Y and our leases in place for a landowner that we approved or the eement yes yes yep and realignment that builds I it's been paid but I mean that's said and done Y and you had talked about sty Township are they're starting this fall yet yeah that was kind of surprising they did something that's normally not done is they ordered a box culbert before they even got a contract because we're approving the contract now okay and they ordered it as soon as they got the bid was awarded or they found out they were the low bidder so they've been working going to getting that built over the past two months and actually right after this meeting we're going to have a preon with them and they're hopefully going to get started on Monday and they think they can pretty much get it all done next week so these were already bad and determine this is the paperwork that goes along with that Yep this is the official contracts to who's doing that work man on Stony Brook Township that would be gladen construction yeah if they go after they're gonna have a nice week next week yep temperature won't be an issue so so who dug the Bieber Dam outs you guys did try to get the water down before so they don't have to dig through the road they can fight a little water to do it perfect any other discussion or questions for m a to the three contracts all in favor say hi Carri resolution for unbalance yep uh this next item is a resolution for us to access next year's cassad dollars and Advance those into this year after uh the last meeting we approved change orders on C 10 and back in the transportation plan we had planned to do an advance to cover cassad 10 but at that time we weren't sure when we were going to need the funds but since we're coming to a conclusion now on the project it's time to advance the funds from next year to get them paid and us to get reimbursed for those costs so this resolution uh for to advance $2,582 3246 probably won't advance all that or need all that but it'll be enough for us to make sure we're good to go through the next through the end of the year and the remainder will come into our account in February when they do the proportion Ms and that's construction dollars not maintenance dollars cor all construction right and the two projects the funds will be used for would be casassa 10 and CA 82 projected those are the only two that would be big enough that we withdraw those funds from so is there a motion to approve the resolution as presented I will make that motion Mr chair there a second second any discussion that resolution is in our packet all in favor say I hi Carri the last item I have for you is mostly a as a draft plan an updated plan for uh transportation for the next five years um you know now that we got Highway 10 kind of figured out with the previous agenda item I went through and kind of updated it with where we're at with funds and what projects we can do and what we can't do kind of got a Full Slate for next year already with a lot of Culver and Bridge projects going on I wanted to do some seal coats next year but that will that had to drop off the list just based off funding that we have available so on the sheets I gave you I did highlight in green the bridge is about two weeks ago the the uh bond funds from the state for bridge bonding were depleted so now there's no Bridge bonding dollars available until they do another bonding bill so every Bridge Project we'll just that we complete now we'll go on a list to receive funding and it's generally first come first serve so it's important for us to get those projects completed on our end and onto the list so that we can get funding as it is available a lot of these bridges are going to determine when we do the actual Paving of the road you know like on Casa 4 it'd be nice to get those roads repaved but when there's three bridges on that stretch that need to be replaced it only makes sense to get those done first before we do the paving project so I would assume in the next couple months I'll probably come forward again with a probably an Engineering Services agreement with a consultant to do the design on the Four Bridges or three bridges on casassa 4 and probably a different consultant to do the bridges on cassad 35 and cassad 2 which will be a span bridge I'm assuming so mostly it's just a kind of an update of where we're at and what we plan to do on most of the project that were on or pretty much all the projects that were on the previous plan were migrated to this one with a couple updates such as cassa 5 and couple other funding updates since things have changed since we got some federal funds for our project so I just wanted to bring it to your attention you know there's a map on the next page that shows the amount of pro projects that we're going to be doing next year as far as construction goes so there's quite a bit of work that's going to be going on next year they try to get caught up in the department so so the other funds category like in 25 in 1.7 million what would where would those other funds be FR Mur well it's broken down into our standard our typical funding such as cassad federal aid Bridge bonding those types of things the other funds are more uh what I would call oneoff funds that we receive once in a while the for example trunk Highway 55 that I believe believe that's $1.27 five million coming from the state since it's a Cooperative agreement it's not really a cassa dollar there'll also be the amount coming from boy to sue as well which wouldn't be standard for us operating so that's just a Callum to kind of capture those other funds that for count down that 1 million 43 would that be an example of local Road Improvement plan funds where they go into that category or under the cassa or just any yeah that's would be an example an LP Grant a safe ress School Grant or a grant from a different organization different bucket of money yeah so I guess if anybody has any questions on the plan let me know if you there any changes you want let me know it's pretty much a living document it's going to change but kind of the goal is to make sure we have some money left over each year so we can build up a little Reserve in Arkansas Council so back to that 27 that count5 that's the project Sala Hoffman that addresses that railroad crossing and Highway State Highway and yep that's correct so and this would be our portion this doesn't tie in any contribution or requirements from UT tail or railroad or any of that nope this would be all our cost yeah so we're hoping that they're going to be part of the project well they'll be a part of the project in a way but they won't be paying for the project none of it so this doesn't include any of those costs which costs like railroad for instance no that's all figured into the project cost that is yep okay yeah yep and as far as the project cost go that's includes all the construction costs and Engineering costs that would go into the project so do we uh do you need a motion or anything to acknowledge this or just let the minutes reflect it or what's your thoughts there Ma just to be clear I got a question Mr chair our County 52 over the P ter the bridge now are we going to quarantine one lane out of our transportation you are getting ahead of yourself but oh is that part of us no that was other comments but on the County Road 52 the latest inspections shows that it it's failing it's been slated for replacement for I don't know over 10 years and it's reached a point where it's starting to lose strength a little bit and the autman starting to wash a little bit on one side so the inspectors that reviewed it decided thought it would be best if we close it down to one lane bridge so right now we're working on a plan to to be able to do that we'll probably do that in the next couple weeks just neck it down to a one L Lane Crossing granted that's not really going to change much because I'm pretty sure there's almost never two cars that meet on that bridge at one time but there there's quite a few practice pulling implements and go through there yep they're about done but in the spring of the year that yeah so weight a weight restriction it is weight restricted already you're not going to lower that any we probably put up barcades through there and a couple signs on the road saying one lane bridge we need to I mean the duration of this is until replaced yep which we're going to need to we're going to need to have communication with the township and we should put some Carl get something in the paper that you know and this isn't going to be done until it's funded then yep the goal was to get the bridge ready to go for construction this year and we're pretty much got the permits now got the plan at about 99% if they finish those up hopefully quickly then I'd only need to get a couple temporary ements from Property Owners which shouldn't be an issue but since Bridge bonding is all dried up now it's just a waiting game to for when we get the money so would have been hopefully they come through and do a bonding bill but you never know was the tide house H with the tide the house I don't know I don't they know they got to address it at yeah who who's on Transportation with AMC is that you no who's on Transportation hopefully infrastructure is not everybody's fine with that it's not normally a partisan issue but no well we going to follow the snow through there L enough to be able to do that mhm I went and looked after that you know the bridge is tipping and kind of tipping you know to the south and east y in the rail you know the guard rail that's even rolled enough to where gravel even lays on top of it now is getting wors yep that's the issue with the two Bridges kind of the same vintage as that one so that one really needs to get replaced as well the inspection show that any other questions uh when we nor that probably oh I mean through with City on Eight that is 2027 okay I'm assuming that's probably going to be complete everything taken out of there and put back type of a thing much left to go D well if they're fine with it we could leave it the way it is what's your phone number so do we want to share the phone numbers before we jble on I got bills through them right now I could leave them here okay sounds good then thank you thank you morning all right so I just have one thing today um so right now currently how our HSA works is everyone gets their own HSA account um from a different bank and then they um elect what they want to put into their HSA account and the auditor's office sends those amounts to those various um accounts um we've been working with Gallagher and um the insurance committee has has talked about this option as going with Health Equity as our vendor to um the vendor for the HSA because they already are the vendor for our FSA our flex and our dependent care and so um the insurance committee talked and voted um in favor I won't say it was unanimous but it was in favor to go with um Health Equity as the the HSA vendor there is no fee for the HSA there's no admin fee um the FSA fee has been 550 a month for employees to pay if we bundle the HSA FSA independent um care the FSA uh admin fee will go down to $385 a month um and then the question the insurance committee had was will that does that admin fee ever change and Gallagher confirmed that it's been many years since it has it's maybe gone on up 50 cents but it's been quite a few years for any kind of increase so they're not guaranteeing that it'll be but they don't recall a increase for quite some time um so you know this also helps with streamlining things um rather than dealing with multiple um bank accounts having to you know set all those up um can be a challenge and um I think this would help streamline things you know help with any sort of errors that may occur with having so many different accounts out there um so I guess I'm here today to ask for approval to go with Health Equity to set up um our HSA so under the last two items the under the the description it appears like this some of the initial plan testing and ongoing there may be cost can you address how that is viewed where are you seeing that under plan documents initial and non-discrimination testing initial on the right oh w um yes so that is um at the beginning of they're waving all of those fees that's like getting us into working with Health Equity right but do we know on going what would that plan documents or isn't there a plan document if event happening no so the only ongoing fee right now is going to be the FSA admin fee at 385 they're raving the implementation fee for us so the only ongoing fee is at 385 but how about the nonis testing if do do we need to do that on an annual basis I'd have to check with Gallagher on that to find out um if that is every every year when they go out because it's not like they go out for bid with the vendor the vendor basically tells them what the fees will be um and so I'd have to ask gager on it says right their ongoing non-discrimination testing sessions must be requested separately so unless you request one right and we haven't gallager hasn't requested anything so it's not something no statute as far if you request fees May apply right possibly okay any is there a motion to accept the Health Equity for the HSA no move second second additional discussion questions so there's no fees for the HSA find that weird how are they making their money I don't know they're making a deal with us to go with with Health Equity to bundle them together they also lowered the fee of the FSA as well right yeah so that used to be $5.50 and now it's $385 they might be investing the money if the employee doesn't choose a an investment route they just have it like in a passport probably are generating you don't it's an HSA you don't choose investment it's like checking account just goes there and that's maybe how they're and right now some employees that have HSA some are banks are charging and some aren't it it when we asked there was it was kind of a toss up if some were some weren't um and I mean if something changes we can always look at it again what's process for getting your money back out of there checks issued to you debit card it's debit cards so it'll work the same as FSA so I will put in the funds online like I do with the FSA so what people elect I'll put that online and then the auditor's office sends I don't know if it's an A or a checker whatever how they send the funds to Health Equity and then that's how the money gets in and that show one paychecks right yep or Banks and then they'll have an account so they'll be able to go online at Health Equity and be able to see their accounts um see their balances see what goes in every pay period things like that just like their FSA they see that independent care when they go into their account do they have the capability where they can submit a bill where it goes right to the checking account they can I think there's a a possibility that they can do all of this on Health Equity website y yep as the employee they'll have their own account it'll look obviously different than what I see on my end but yeah they'll be able to do all that like what I see on my end for like dependent care I can submit all my daycare invoices right on the portal and submit it they process it and then it's a direct deposit in so it's pretty user friendly on you know from what I personally used and any funds avable like Dental or anything like that you can if you have the one stipulation if you have an FSA and an HSA together you can only use it for the FSA for dental Vision so in our health insurance um meeting they you know Express that that just be aware of that that if you have both of them you can only use your FSA for vision and um Dental purposes we still have the dependent care with the HSA that's fine that's different that's only for daycare yep other questions all in favor say I iOS car that's all I have for now CL these they come in before you reallocate those dollars yeah I mean that's what we we warned him that we would reallocate it but we haven't so who's left I thought it was just one and that would be Gordon rest of them have got the ones that were on my list I got a hold of them twice so I'm not hold of again I hear you so there's there's a request of $2,000 to to Gordon Township for their is
