the bills signify by saying I I oppos Matt there first well we'll start with the ATV Park resolution this is a yearly resolution for us to get 90% of the bathroom facilities at the ATV Park paid by the DNR so there's a 10% cost to us uh typically we get about $35,000 a year to cover those costs and it's a yearly thing to apply for it so this is just a a resolution needs to go along with the application so we'll be looking for approval of this resolution for the ATV park so move Mr chair second may have a motion a second to approve the ATV Park resolution any more discussion all in favor signify by saying I I oppos carried okay the next item I have on the agenda is an Engineering Services agreement with Houston engineer ing uh there are four bridges that need to be replaced along Kasa four one of them is kind of just west of the ashb school another one is just east of the interstate and another one is over the Peter River they're all on the bridge resolution to get replaced except for one of them hasn't been on there yet because it was evaluated and it needs to be sized to be a bridge so it'll end up getting on the Bridge bonding resolution as well uh they and there are the three of them are pretty much the same cost two of them are $43,000 and one of them is $34,000 and the difference is we had Houston engineering do a hydraulic analysis on the one just west of uh the city of ashp to see if it would be sized to be a bridge and it came back that it would need to be a 12T wide box cul so they already did that portion of the design this is just carrying on so when it's all said and done we'll have three separate bridge plans that we can apply for bridge funding and hopefully get them replaced because we need to get those two sections of Road replaced as well so the goal would be get these Bridges done replaced then come through with a Paving project in get both sections of those roads completed so the road part that would all be done in 25 NOP these wouldn't be done in 2025 they would at this earliest it' probably be 2026 to get any of these done and completed their work yeah they'll complete their work yeah and that's what we need is to get them the plans all completed and the permits done so we can get them on the bridge bonding lists for projects and it's kind of would would be nice to get these ones done because I believe in 2028 we're going to get like 1.5 million in federal funds to redo a portion of casassa for so it' be good to get these Bridges completed before that so they don't interfere with that project you're all settled out and ready to go to put the yep so uh two of them are $43,000 and one of them $34,000 for a total of $120,000 total with Houston engineering so m is it pretty much guaranteed or under anticipated that the road piece would go along with the bridge piece as cars let's say for some reason we didn't couldn't do the road piece because the funding would we do the bridge piece anyway yep we would still do the bridge so then if it was a year later the bridge stuff would be done yep it's kind of a goal is to get the bridge work done first and get those out of the way so you get nice seamless surface transition from concrete to Black to yep but I don't think any of these the one I'm found to tear think will be end up being a box cover but we after seeing the design that could be a pretty good size box c yeah so they're deep enough for a box C have start yeah two of them will be box C for sure the third one I'm not 100% certain yet think that bridge bonding is going to come in actually have to I I guess I didn't pay attention to any of the news over the weekend but I don't even know if they've got into session yet down there or still politicking make a motion we accept the contract produced and engineer this presented as a member of the hway committee I will second any more discussion all in favor motion signify to say I I oppos Carri last item I out is an agreement release with uh WSB and Brun Intertech this goes back to the uh search charge down on cassad 10 we're waited up having to purchase an additional acre of property in that Wetland and the direction from the board was that WSB and Brun should participate at least half in that cost and this agreement is for that it would be a quarter of it would be paid by Braun Intertech upon signing it they would send us a check for I believe it was 10,625 and WSB would continue working and give us a credit on our bills to cover their $1,625 I did the run this by Justin County attorney before and he had one change that he wanted made and I had that then make that change and get it back to me so it has been reviewed by him as well so now it's in front of the board if they would like to move forward a question of this agreement in release relates specifically to the damage the wetlands that was invensible and we paid not necessarily to the work and the road correct and the sear charge yep it's not releasing them nope and that was Justin's comment as well the original was kind of just a blanket and demn ification he said he wanted that change to be specific to this property okay yeah which I think is important so when you say it it's specific to this property is it specific to the one side of Road I Haven it's based on the property order is what it so it would be the K Marshall property so what b up to his questions so something to develop on the other side they haven't we haven't released them on that no any more discussion on this that motion I'll second we have a motion and second for this agreement as you guys know we have transferred all the ditches within the bo Su Watershed to the boyu Watershed District this last year um so we don't have very many left I got one two three four five six stitches um so there's really not much to cover except for on Grant County ditch one um and I talked to Chad about this I don't know if is he on oh whatever um so the way this is going to work and you guys were at that landowner meeting or it was at the board meeting when we accepted the the benefits and damages and everything um they wanted to split that benefits and damages up between two years so we're going to pay cattle pay them their damages this year I don't know if he's going to split that up Spring and fall or whatever but I'll Levy 40,000 this year and then next year I'll everyy the remainder to cover the $ 72,5 145 in Damages so would normally Levy something for maintenance and and are you saying that you're not going to Levy anything extra just what we take care of this I have $6,500 remainder in there that's adequate for now yeah because I did a clean out this year at 24 um the the ditch is in pretty good shape so um but yeah so just respond what what this number is too is the red determination cost of well or not well I've been paying those as we went along okay so that that isn't part of the 71 to no that's strictly just paying the damages to the land owners that have land adjacent to the open ditch to pay for the buffer so you need a motion to certify the $40,000 I need a motion to yeah accept my levies for the that's just the one yeah just the one because the $40,000 for dis one I'll make that we have a motion for the levies for ditch one second and a second any more discussion I got a question here these damages you're talking about explain that to me a little bit so I can't remember what year it was but 2017 2018 when they passed the buffer law these buffers had to be in place legally but they were never compensated for it on these public drainage ditches so they can't F let's say the is 16 1/2 ft from the ditch they can't farm that so they get damages because they've taken it out of production I got you yep any more discussion all in favor open the open ditch and tile it says there's tile in the the sleo to the northeast of the church on the west side of the road okay so where Church Lake is that it well that'd be the outlet of the ditch is the Northwest side of Church Lake yeah goes under our road on County Road 5 and then it goes through that slew right here and then there's supposedly tile throughout that whole ditch or that SLO and it's but it doesn't ampty out right well it does eventually I mean but that slw never used to be there the tile and is broken in there you'd never be able to find it so the tile can't be fixed or what I I don't think so because that Wetland has been established for 45 years if there's nothing we can do in there to move water should we just abandon it well I had mentioned that to them I don't they probably wouldn't have any better luck doing anything well right I'm just saying if I think we can't ever do anything why do we keep it on the boooks I think the land owners have to petition the con Bo to do that I believe so but so their choice the field that wraps around the backside it doesn't really affect that that's high enough it's must be just that stuff they hate isn't it yeah yeah yeah grassland or whatever and that's a new property owner there yeah sh you about that the this the hay just south of that driveway the field there by the church oh yeah yeah that doesn't get affected okay so was that tier before that Wetland got established or what I think so yeah I think that was part of the original ditch it's all clay tile I'm sure but if that was in there I don't see why they couldn't fix it just because it hasn't been touched for so long that new Wetland has been established yeah I know I can look into it more but I'm pretty sure from what I've read that we just can't do anything to it so things change more water more this more that because of they haven't touched it they can't it doesn't it's kind of like doesn't seem to make sense it I could look up how the statute's written but basically because it's been neglected for so long and it's over a set amount of years I can't remember if it's 25 or 30 then you're just kind of and I'm not questioning Greg I mean they probably follow up with that yeah yeah yeah and these other ditches 23 that one's Southwest of Hoffman I don't I don't know much about this one there's like you go out there and you can't see anything there's a little bit of open ditch that's about it so like who Farm site is that that's the da okay yeah that's the one where we questions of Paul Mo Paul um that road dis yeah the ACT dis on the West Side Pat the west side of road by that hog bar by that hog bar Y where the water runs to the north and it turns around goes underneath the goes back to the South yes goes back east and then South yep east and south we cleaned that for him and did all he wanted so we have so me care that yeah and ditch 30 is all tile it's it's a lot of big big tile think it if the outlet it gets up to 4 foot 4ot C them are all working fine must be yep and it's old well that one sells off on obviously it's not a Cony ditch that there was issues by m Conrad help we out had ha uh we cleaned it we've pulled everything through there that we can to get the pipe cleaned out so it is blowing um when it heads to the east of con Road 5 there it's naturally filled in the ditches and the land owners don't want us to touch it so it backs up water to the West on the Farmland so I don't so that's actually between land owners from west side and east side is Sho through our RightWay it's wide open though and as long as it doesn't affect the Integrity of the road we it's not our problem yes is there City start is tied to that too this one a half from yeah that's what I got well we got seven minutes I'm after this meeting I'm done here I'm going to be heading into the county Engineers conference and I you guys have the uh budget spending policy on there I heard you guys wanted to hear from the highway department regarding that so I won't be here for that discussion so if you guys want to discuss it now you have time you've seen the proposed one yep I have it unless it's changed since this no nothing's changed what feedback do you have for us uh I guess from what I understand of the policy the issue came up with um we have an annual budget and I guess people are or maybe some departments are budgeting over years and then making a purchase as opposed to just being an annual purchase or an annual budget which in my mind if you're doing that it should show up on a capital Improvement plan much like our fiveyear Highway plan or our replacement plan for our vehicles and such so that way the board knows that a Department's doing that otherwise it probably wouldn't show up anywhere and when it comes to the spending limits I went back through our bills for the last year and we didn't make any new purchase over $5,000 the entire year without board approval the only purchases that we have that are above $5,000 are specific light items in our budget for operations and maintenance such as cutting edges pole mix diesel fuel those types of things we don't enter into any other contract or anything with anybody without more approval so I guess for us the limits and stuff don't really matter per se you know I if I was going to write the policy I think I would make it as simple as possible and pretty much just say that the policy is if you're using County Levy funds no purchase over five every any purchase over $5,000 requires board approval pretty much what I would leave that so I think maybe a little bit M we talked about a lot of your potential purchases would be larger and what the I think I mentioned that we approve a plan or spreadsheet Y and potentially things can change and seven months later all of a sudden we might have proved it in November or December that there was where they would come back around in in case of the change for whatever reason we would then get another look at which you've been bringing stuff P so the question gets to be is should that be five or should you have a little more latitude at 25 and what you're what I'm here is you're going to come back anyway so five's fine well yeah generally we put out our transportation plan or our replacement plan and that's so everybody knows what's going to be coming in the future and when we start on a project there are lots of contracts and such that we got to enter into and we bring all those to the board for approval and that's not just having you guys sign off on it to give us approval you it's also bringing the project back before you guys so you may also will making and or a determination if you want to move forward with the project so we kind of Follow that process all the way through so as far as what the num should be you know most places I've worked as at the City of Grand Forks and Otter tale County and the city or county engineer normally for those places they have $25,000 was their what they could enter into a contract the help for would we do that here probably not still bring it to the board like the other things so are you thinking that item that has 25 should be five and then the rest policy is fine I think the policy should just be for what I would say uh County Levy funds because all of our budget comes out of the state aid which we all have rules for how we spend our state aid money and they go through the board with all that this is for the whole Miss Carl yeah I understand what he's saying um so when you look at the the policy he's basically saying that first line item the County Board shall require requires all purchases over 5,000 be brought to the board for approval prior to the purchase of such item service what mat is saying is that you geared of the highway department shall have the ability to spend 5,000 and one to 25,000 approval you can line item that out and you could also line out any item service over 25,000 will require 24 approval because that is part of the Minnesota statute 471 345 all of our purchase purchases are pretty much coming from state aid funds we're not utilizing wey callers right and that would be included under the exceptions under the the contracts that are pre-approved by the County Board um and then when items that are part of the scheduled rotation plan that have been approved by the County Board that would be left in there because that would be part of preapproval or you're just asking for this is this policy would would the other funds through the highway committee would those still be subject to the $225,000 requirement that would be the requirement of the because when you're talking Road replacement and all those other things that's a different so could we say under the exceptions that state aid money would be in under the exceptions exception to the rule well because you've got a list of them I mean so I'm thinking that if we're taking away the 25,000 we could take the items that are over that 25 we could take that bullet point out but then add in state aid money yeah that's going to be all contract spent anyway yeah that going through a lot of recal processes through the you're more regulated by them than us yep State a money would just be a line item it' be under the except just it under the exceptions but approved in the budget anyway that your motion corre well we're not there yet but that's yet that's the feedback we've got so we'll remove anything that says up to the 25,000 and then add in exception yeah SS you guys good morning how are you how are you good good um I'm here just to give a quick update um year end report to the record's office in 2024 we collected 3 46,48 77 um we recorded uh 1,420 documents 580 of those were e-record we had a total number of 27 marriages so we're up 10 from 23 and then our passport numbers are also up um we had a total of 193 and we took 263 passport photos so again an increase in those as well any questions at all okay um an update the assurion immutable backup was installed um on January 15th in the new it room at the law enforcement center um Nexon was here along with moris electronics and that went well so that is installed now mors electronics and ISC and nerion will work together to get the backup information from the old to the new so that process went um very well so it's switched over now no just the the physical backup is in okay the law enforcement center but now we need to take the data from the old back up and move it to the new the physical asset is in place we're just waiting on it move all the data and that's going to take several days to move the data on that server so it's there's so much LGE process that's a data migration thing correct yes Joe would you say that these numbers would be fairly characteristic for a county our size or do you think we're getting a lot of uh customers from other counties that are coming in how do you how do you think you compare um I think we're do for passports or just generally um I know a lot of counties um I mean document wise were're down from the prior years but a lot of counties are um passports we get a lot from all over so I feel like we're getting quite a few customers from UT tail Stevens all over we're happy with the numbers they don't have to stand in line nope they can call we ask for appointments um and they call and we can usually get them in the same day so right away actually we also take walk-ins but it's just nice when there's families with four or five kids to have a M so if you come in for one you don't have to wait um so with the assur on we did receive the bill on Friday I looked that over I reached out to ISC there was a charge on there um twice so they're going to be sending us a new invoice this week um I would like to ask for board approval to use $115,000 of unallocated funds to put towards the ISC Bill and then Carl and I and Chad will work on the rest so come out that it's this will have to come out you need a motion for that yeah to use um approval for the allocated fund any more discussion all in favor of the motion um because as you know uh Minnesota passed uh adult use cannabis um and so now with kind of 20 25 here uh business registrations is coming and um Counties have to make some decisions on how they want to handle uh registration and zoning and things like that and so we have been going around to all of our counties providing some education so that our board members have um kind of just some baseline data to make some decisions whether that's for zoning use um because you do have some options to make um more strict guidelines in your ordinances versus just uh state law kind of Baseline guidelines so um Jarett we have are lucky to have him as an americore member and he um has a presentation for you so feel free to ask questions at the end or if you have something that's really um pertinent for the slide that he's on but he'll get started should I go over there however you want to do it we have it here in front of us oh you do okay yeah um so as Angie said I'm Jer kava I'm the americore member that's kind in tasked with um talking to local government and today I'm just going to give you a broad overview of what Canabis looks like in today's world we'll go over some of the effects of use and some of the youth protection and prevention sign of things um as well as some of the regulation impacts only vacination stuff uh just to start us off um there's three main types of cannabis plants um those are the indicia sativa and ralis plants uh the main two you'll see are the inden sativa um The ralis Strain um doesn't contain very much THC or CDD um over time breeders um and Growers have been intertwining these three breeds um and hybriding them um which has led to more and more TC to be bred into the plant um for reference in 1980 the average TC percentage the marijuana plant was around 3% while today the average marijuana plant is around 15% uh THC so as the plant gets more and more potent uh the products tend to as well um this isn't the same marijuana you would have seen seen 20 years ago or 10 years ago um it's much more poent plant today um and as those concentrations increase um so does the risk of addiction um and other adverse health effects um there's a lot of confusion around the terminology associated with canvis canvas is kind of seen as the umbrella term the species of plant um while marijuana is a more specific term uh which is a cannabis plant containing more than 3% THD um and a hemp plant is a cannabis plant containing less than 3% HC but both marijuana and hemp can be referenced to as cannabis as I said before hemp generally contains less than 3% THC um hemp contains primarily CBD which means it's very unlikely to get you high um it's strong it's durable it's lightweight very useful in making paper clothing plastic cement mixtures um and you can also use it to produce CBD products as well as those low pocy hemp edible products you see on the shelves today U there's over 400 different chemicals in the canis plant um and 60 to 80 of them um are believed to be psychoactive meaning they affect your brain and how you think and feel and a large portion of the studies done on these plants are done on CBD and THC uh so when you consume cannabis you don't know how all those chemicals are going to interact with your brain and body cannabid or better known as CBD it's becoming more and more popular now that hemp is ferally legal um CBD does not cause the high by itself but it has been U known to mitigate some of the psychoactive effects of THC making products that contain a balance of both compounds very popular if you were go to go into a retail outlet purchase or see a product um there's often a ratio on the side of the product whether it's 1:1 CBD THC 2 to1 CBD to thcb um consumers are looking for a specific ratio that gives them a specific effect Tet hydroc canaban or better known as TC um this is the primary psychoactive compound Fon cannabis um this is what interacts with the body's endocan avonoid system this is what's giving you that high forward feeling associated with marijuana there's many different types of TC uh Delta 9 and Delta 8 are what's legal in Minnesota as of right now uh Delta 8 is the most common form this is what you'd traditionally think of as marijuana um and Delta 8 is a little bit more synthetic Delta 8 and Delta 10 are legal um and not much else is really known about these newer types of THC tpin uh Tarpin are primarily known for their role in giving plants their characteristic scense and flavors um this is the most diverse group of naturally occurring aromatic chemicals um and almost every plant species on the planet has some type of tpes uh the the reason they kind of get brought up in the Cannabis conversation um is this idea of the Entourage effect which is how Turpin work CBD and THC um to give the marijuana certain flavors and Sensations so there is um cpin in SE uh like hemp or is it just marijuana is it both products both yeah okay cannabis consumption methods how you consume cannabis will affect your body differently uh by far uh the most common form of canis consumption is by smoking and vaping vaping becoming more and more popular in the younger populations as well because there is less smell and less smoke produced uh drinks and Edibles are another huge thing especially in the Midwest and in Minnesota right now uh they offer a delayed onset of effect anywhere from 30 minutes to two hours um is when it kind of starts to kick in tinctures are an oilbased product can be applied on or under the tongue um and then capsules and topicals as well um a new upand cominging um consumption method uh is out there known as dabbing but this is very similar to smoking and vaping except it includes smoking TC Rich resins that have been extracted from the marijuana plant um so things like shatter wax live resin hash um are all dabs um and these generally have a much higher THC percentage than that of traditional methods um anywhere from 70 to 95% THC um can be seen in these products um which are exclusive ly linked to psychosis addiction and other adverse health effects canis use is on the rise in Minnesota the percentage of adults estimated of used marijuana in the past year increased from 133% in 2020 to 19% in 2022 nearly 40% of Miss between 18 and 25 report using marijuana in the past 12 months and of those who have used marijuana in the past 12 months 65% report uh consuming Edibles so once again Edibles are a huge thing in Minnesota right now um everyone kind of knows the shortterm use of cannabis um expect to feel a Euphoria cotton mouth Munchies red bloodshot eyes impaired memory anxiety or paranoia uh but when you consume cannabis your body will respond with an increased heart rate elevated blood pressure um impaired short-term memory altered senses and poor perception of time um long-term use um is really determined by um how early you start how frequency you use um over what period of time you use can how high these TC levels are what forms you use it in and any pre-existing conditions you might have but long-term canvas use has been linked to lower IQ level decline of verbal ability onset of breathing problems greater risk for heart attack uh Child Development problems possibility of suicidal thoughts and onset of anxiety depression uh mental health something that really needs to be talked about when um discussing cannabis because THC is so prevalent in the brain um a lot of people will use cannabis for anxiety and because they can't sleep but they'll end up more restless and more anxious in the long run um no matter what you see on the news or read on the internet um cannabis is an addictive substance um approximately 9% or about one and 11 of those who use marijuana will become addicted uh this rate increases to 177% or about one and six when you start in your teens um and it goes up to 25 to 50% among daily users um and just like any other substance or drug um cannabis um does have withdrawal symptoms and teens may have a much harder time overcoming these with sentos canvas use before the age of 25 um in 2022 30.7% of us high high school seniors reported using canvas in the past year and 6.3 reported using canas daily in the past 30 days um this is a major problem uh due to their brains not being fully developed um teens and young adults ages 13 to 25 are at very high risk for permanent damage so outside of the difficulty thinking and problem solving reduced coordination um problems with school and social life teens and young adults can run into psychosis damaged immune systems and brain development problems that can be permanent that won't go away after they stop using this substance so you're saying prior 20223 almost 31% of our seniors were using just in the past year yes that means they've used happen if it's legal and more available yeah I would assume it would increase so if you look at your circles is it going to be 50 a half our seniors walking around with permanent brain damage development problems and those are the kinds of things that we want to keep in mind as we're creating our ordnances and Zoning to limit youth exposure to try and have some more of those safety precautions in place because you can have more strict guidelines um because that is would be our public health schol and recommendation is to limit as much youth exposure as possible so the question I'd have and you're okay if I interrupt your presentation if we believe this slide and if it's accurate that should somewhat guide us on how we head would you agree yeah okay so high school seniors are you know they can't go to the tribes you know and and buy the product they can't they got to be 21 so you know what I mean where's the prevalence is it the black market that's feeding you know the high school kids or you know where's the prevalence in in society that that this you know these ages are coming out yeah I know a lot of teens and young adults are getting them from friends um you always have that black market um and then just taking their parents' stuff as well so to have a well regulated market would probably these numbers would go down yes if it was controlled and the point of sale is controled that would be the whole yeah that's the desired effect right yep I'm now kind of Shifting um towards the legalization of it all um as you all know recreational canas became legal August 1st of 2023 um it also established the office of cannabis management possession limits as of right now you're can have 2 ounces of canvas flour or eight grams of concentrated canvas on your person um at home you can have two pounds of cannabis flour 800 milligrams of Edibles 8 grams of concentrates and eight plants um four of which are flowering and you can have all of these substances simultaneously as long as they don't go those lot of amounts retail while wise uh dispensaries um and retail outlets must obtain licenses from the state to operate legally and then it's up to the local government um to register them um ocm did have a lottery system in place um but due to lawsuits proposed by unsuccessful applicants um they have postponed um those cap licenses Lottery um to begin in May or June of 2025 um if it's not one of those cap licenses which would be the meso businesses manufacturers and retailers um you might see them a little bit earlier this year um local regulations and Community Health outcomes uh communities with a higher concentration of cannabis and low zamp edible retailers expose more Youth and Young adults to commercial marketing increasing their access to these products proximity to Canabis retailers is linked to heighten risks such as increased Poison Control calls increase cannabis use during pregnancy and greater cannabis use amongst both adults and youth uh so to address this issue of retailer density um cities or counties can cap the number of cannabis retailers um to that one in every 12,500 person's number um unfortunately it's came to our attention that local governments cannot um cap those low pocy Hamp edible retailers uh but to kind of contain them as best as possible um local governments Can U require that those low pocy hemp Edibles can only be sold at registered cannabis retail businesses or businesses that only allow 21 plus to enter um of course you got that proximity to youth um 1,000 feet from a school 500 feet from a park um and then you have that proximity of low potency hemp edible retailers um and canonist retailers um to one another we have that 2 feet number um that's the document that was in the loc uh in the public health law Center um that's what we believe to be the max as right now you said demand uh yeah 2000 yeah once again not set so anything that's just what we believe to be the nexts right now um youth protection flavored products are proven Market marketing strategy to appeal to both Children and Youth ocm while the authority to regulate various cannabis product classes including flavored products intended to be smoked or Vaped um it's unclear how ocm will handle this category uh but local governments may be able to impose stricter restrictions um including Banning flavored bait products restricting the sale of higher potency products um ocm has put the potency limit at 70% which is kind of a mindboggling number um and then raising the minimum legal sales age to 20 um 25 being that golden number um that's believed that brain is um fully developed um this isn't legal advice by any means but these are some things that local governments may be able to impose in the future um taxation um cannabis sales are subject to both state and local taxes cannabis products an additional 10% tax is applied to the retail sale recreational Cannabis um and local governments will receive one5 of this new 10% tax um and it's up to the local government to decide how to best allocate These funds to support prevention education treatment and Public Safety um so what are our other four counties up to um both Travers and Douglas are both preparing their draft zoning ordinances um Pope and Stevens have both passed um their canis land use ordinance um and Pope County has actually signed an Mo MOA with Horizon Public Health uh to deal with Rich cannabis registration um we had Horizon Public Health have created a list of Public Health recommendations um there's just a few I'd like to emphasize um it's a zoning and land use considerations um towards youth oriented facilities um limits on density um advertising restrictions addressing movable places of business um an attention to state law it's come to our attention that if you don't put a lot of that state statute or a lot of that state wording in your local ordinances you have to rely on the state to come in and enforce it while if you do include a lot of that state wording a lot of that state statute you as a local government can enforce it yourself um so what have we learned from other states adult marijuana use has increased uh which is normal whenever you make an illegal substance legal um people are bound to be curious and try it out presumption of risk is also down um now that it's legal people then get safe which is not the case in the scenario um accidental overdoses in children have risen along with psychotic episodes at teens um data on traffic safety is mixed um there's more TC related accidents but since TC stays in the system a lot longer than say alcohol wood it's tough to tell if they smoked or congested consumed cannabis two weeks prior to the accident or 20 minutes before that accident um virtually no change in crime marijuana arrests are down although the total amount of crime is saved virtually the same um in jobs and economic wise there's been no link to homelessness and a slight increase to jobs with those neural jobs coming out um so in conclusion marijuana is not what it used to be um it's much more potent plant today um than it has been in the past more research needs to be done on all the chemicals present in the marijuana plant uh being a schedule one drug um it's very hard to study both the pros and the cons of this substance uh marijuana can be addictive no matter what you hear on the news or see online marijuana is an addictive substance assuming canis can cause permanent damage on the developing brain once again until that age of 25 and some even speculate 28 um those adverse health effects can be permanent um and last but not least the Office of canas Management still has much to establish regarding licensing and restrictions I'd like to thank you guys for your time and if you have any questions or comments Angie and I have a couple more minutes answer those best of our ability was there any data like from 10 years ago what the use was 10 years go I'm I'm sure there is but um I didn't include them in this we look there's like Minnesota student survey data that we could see um I think we might be able to break it out by cannabis and we can send that to you okay has Horizon Public Health developed any strategy or recommendations so what we've been doing is we have a recommendations document that lists all of the things that you can do um that would meet state law and there's a few things that you can do that would be more strict um and so we have that recommendation document some of it's um distance to schools or youth orientated facilities some of its density it's advertising it's child resistant packaging those types of things and so we do have some of those specific recommendations in a document that we can help with um the other thing to note is Horizon um is delegated uh to register tobacco licenses for Grant couny so we do tobacco licenses for Grant Douglas and pop counties we can also help support cannabis business registration so we currently have an Mo MOA signed with P County um we have that draft of what that Mo MOA could look like because we could support Grant um in that as well um and so what that would look like it'd be a little different we register locally the state licenses cannabis so the state gets their license preapproved they send it to us locally and then what we would do depending on what your guys's decisions are on capping those higher Pony um cannabis retail locations um it would go to your board or your land and resource first to see if it meets your zoning requirements then it' go to your board to decide do you already have one do you have a cap there might be S you want to if you do have a cap determine who gets that is it first come first served is it based off the lottery system um and then the approval comes from you and then we would be more of that administrative um kind of side of things and work with law enforcement to do those compliance checks which is required by state law and so there's a few areas that we can be involved and support you through this um some counties do more of a task force so they work on a task force and then bring it to the board which we've been involved with sometimes it's just us working with the County Administrator uh we can work in a variety of capacities so Mr chair I'd like to for something I got family in Boulder Colorado and you won't believe the problems they have in Colorado and I think if we don't start with the most restrictive and the most the most of whatever is we got to make it hard as possible for our kids and our families and our adults to take part in this and just because our government approved it does not mean we should play into that and we should start with the most restrictive and if we and and it's our time to step out and tell our people and it doesn't mean I know they're going to say they're going to cross a county line or or a state line but that does not mean we should take part in it and I think we should head in that direction however we and with your help it should be 10,000 ft as far as I concerned I know you said 2000 the 2,000 ft eliminates a lot of places in re and Reed are in the room but if we start saying 10,000 fet from a school we're talking countywide zoning and that's a whole different issue than a cannabis ordinance if you start getting going down that zoning we have a Shoreland ordinance zoning that's it we don't zone for anything else so if we're going to go down that road we're probably looking at two more employees that's why we're sitting here that's one of the conversations I mean that that's a that's rules cost money you're I'm not weighing in currently on your stance on that I'm saying if you're talking zoning where you're saying 10,000 ft now you're talking countywide zoning and that was a reference well I guess what I'm saying Troy is if 30.7% of our seniors in 2022 are using marijuana and I understand zoning if we don't do everything we can to prevent then we've been a disservice St agree I agree with you on that I I've been in around marijuana for 50 years never used it but been around it worked with people at amusement and uh it's uh I want to be as restricted as we can to on on this in this County and I hope the other counties are too rural Minnesota any so I got a question um on these possession limits is there County can we shrink them so it's there's lower stuff available or is that state law that's state law this is what they'll tell you no matter what we do on the county level you can't change any of that I believe so personal you know two lounds of cannabis how you going to keep it away from your kids if you got that much sitting around they'll take it when when you're I mean what are you going to do lock it up in a safe it is required to be locked up if you're growing it at home um but again like you said who's going to regulate inside a person's home there's a I mean 800 milligrams of Edibles you know all of this stuff you know what's it what's the stop from going out in the garden and you know trimming some buds off and put it in the bag and run off of it you ain't going to stop that the other thing to note is the cm's rules are not final so we're trying to you know create orces and local government policies when we don't even have that Guidance the final guidance from the state yet um but we're working our best as we can as all of our local governments are to try and interpret what's available make um those decisions and then we can adapt once we learn kind of those final rules but I think we feel this will be an evolving process this whole year um we just got a new guide for local governments here in January ocm released the rules um for public comment so there's a 30-day period open Period right now for public comment for their rules um and so there's going to be more to come um but this uh the timeline is that those Lottery kind of businesses that Lottery is going to take place in May and June and the non-lottery businesses so like retail and things like that could come earlier because they don't have to wait for a lottery um so it's just also you know we'd love to get some support you to get something in place prior to those requests coming our way locally So when you say those requests um so somebody in Grant County what do they got to do fill out an application with the state to yeah they have to apply for their license and and the uh the lottery is that a Grower's license there's 13 different canvas business licenses so some of it's manufacturing some of it's a the growing it just depend deliveries a license and and so half of them are capped by a lottery and the other half are not I got you so it's the difference between the meso and the micro right or not yeah meso I believe you get three locations and micro you only get one right so the tax implications 20% of 10% well and that's what's in currently in law but the government's office is proposing to remove that and keep it now at the state level that was one of their if we get nothing that's one of their recommendations that came out of the first initial budget this this year so just and I don't have no idea the numbers but that's $2,000 on 100,000 so if we're worried about the money we should we have the further do you guys have a few minutes if we have a hearing at 10 o'clock it's 10:07 um do you guys have a few minutes maybe after the hearing that the board have more questions y yeah stick around yeah we all kind of got wrapped up in that didn't we so as you guys see we're doing our show ordinance that we've talked to you guys about I don't know um half a dozen times over the last three four years given updates all real process and uh last meeting we were here and told you hey we had a public meeting the first part of December and we had 20 25 people show up gave a public presentation and informed all these people um since then we have made some very small grammatical spelling making sure numbers are correct those kind of changes and changeing dates now hold on does does the board need to open up the public hearing short ordinance probably y okay we'll uh we'll open the hearing or open up for the hearing for the tan ordinance hearing so like I was saying you know we've made a couple small very minute changes you know making sure they have the words not in certain places and yes and others and making the date today's date or whatever date will be approved so so that was all f for a timeline yep so you haven't changed it in the last what 10 days two weeks right the only well we we we've done some uh changes to the map on the County website to align with but that doesn't affect the ordin that someone asked to see map on the County website would have been what you sh them you show them on December 11th there was a copy and then because of public comment and then our you know 15th or 100th gone through there was some grammatical change between now and then which is what we talked about at the public meeting and when we give you guys update but in the last that public meeting what you would have shown them hasn't changeed correct so like as before the pack has recommended to you guys to approve this ordinance so have an effected date of today but that is up for you guys to decide and it's certainly am amendable correct okay as we move forward yep and there's still variances in it correct right so there is if there's something that's out of the norm that is caught you can be revisiting some of the issues there no such thing as a perfect ordinance no Liv ad it living document yes that's that's why you look at our ordinance list it's been changed multiple times to reflect what's going on yeah I see yeah govern sheet more dat Center I guess where we're at today is is based on Planning Commission recommendations and no objections I don't see anybody from the public here who has concerns read I and do we have to have this hearing open or uh as long as you want to have it open it is up to you guys how long you just have to have the hearing so I can say after that public hearing I was here representing board on right that I'd gotten a couple one call and I can't find the email or text but anyway really uh complimenting the work that Reed and Greg have done in the presentation and they were really appreciative of the work and the body of that so people in there's a people in the room that thought it was really well accepted I can't find them yeah that's yeah that's fine you got trust me so you know kind of recap you know what we have done is is we have uh tried to um make sure this was a a legal document that that would stand up in court right so we actually hired a a law firm to assist us with that and you guys were're part of that decision we've also presented this to the state for review by the DNR and they gave us a conditional letter of approval that we have on file with the documents they gave to Carl Carl has right so we can introduce that as a part of the record as well so you know I think um at least from my perspective or our offices perspective we have a pretty good workable document right that that we would uh hope you guys would be comfortable with adopting and and we will try to move forward and and then uh interpret and enforce it to the benefit of the citizens of Grant County right that's kind of always been the philosophy that I've tried to to take this U ordinance Administration whether it's Shoreland ordinance or if it's a septic ordinance or it's a wind turban ordinance whatever it may be right so and that's why we sat here with the you know when they did the Canabis presentation obviously we're going to be a part of that conversation because we're you know ordinances is kind of our wheelhouse but it is a three-legged deal you got the education you have the enforcement and then you have the you know the administration of it and that's you know multifaceted with you know when we talk about the Cannabis deel there's a lot of conversation about that not necessarily relevant for this but it kind of fits together right so I got a question on some of this General development Recreation development and natural environment you know what I mean as we move forward you know and say you know these Parcels could be subdivided and things like that y some of that is amendable where it's could be a possibility of a natural environment Lake getting get moved into the general development portion of it uh that yes that's always a possibility okay yep so there is options for people yes y longterm options yes yep and yeah when if you want to expand on that an example would be is is lower Elk Lake right right it's a small rural Lake that pretty much has homes all the way around it right the other thing that come out is it's way more and I won't be able to cite an example read maybe you can is way more user friendly when yeah to go through the document where you had to Bob around maybe three four pages sections where now it's TR to condense it and keep it all in sections yeah that was part of that model ordinance that that we worked through and that's I think where some of the confusion from the public started was we used an old format and tried to R roll it into a new format and when we did that you know if you look at the legislative process they always have lines that get struck out and add and delete well when we went to a completely new model we struggled and couldn't we couldn't achieve that it just did not make sense and our Planning Commission and you know all there several of you sat on that we struggled with that approach because we we re we didn't we didn't change the content of the book we just changed the chapters and when we did that we lost that ability to so then people were concerned that well you change the ordinance and that was the intent of our last public hearing was to try to explain to the citizens that we really didn't change anything we simply just mov the chapters around to make it an easier read book the terminology right yeah so where we are today is is um I think I think we got a good document and as the administrator I would recommend that it be approved as presented and then in a year or two if there's things that aren't working well then the public will engage with you guys and us and we can change it but my one question is we can still put conditions on permits for sure y y and I'll make a motion to adopt the revisions to the Shoreland ordinance I'll second it we have a motion and a second any more discussion I see there's no public opposition here so we'll proceed to vote on this ordinance all in favor signify by saying I I oppos carried so all of you guys are noww it will be sent to DNR for their final double check they have 10 days basically to review it and give us the green light or not and based on the last the conditional letter there was nothing in there that we really had to do changes so appreciate thatl I think you can have them closed they public meeting portion we'll close a public meeting at 10 17 thank you guys yep we'll stick around for the conversation though if you guys want to have more about the ordinance John Dan in respect of their time as well yeah well yeah we can do them for we W have if there's not very many questions how many board questions have for cannabis for Canabis yes sorry to interrupt the conversation we don't want to we information and it'll pop up there's questions about like the the we we can't limit the number of plants they have or those types of things that's over so I mean that's state law but you know we as a region you know with the counties we should be somewhat in you know in talks where we're kind of mirring what they're doing so there's there's a little bit of so it isn't they're coming over here you know because it's less stringent or whatever you know what I mean that's kind of where I'm at with that so I'd have a question that's the only thing I got on your slide on whatever number you referenced Travis Douglas Po and Stevens that if you took what I said and being more restrictive would that fit in what you're referencing because I don't think we need to follow our neighbors um so need to be more restrictive if if you want to look at those more restrictive options that would be one uh retail location for your county size um because it's one for 12,500 um just for your awareness it's looking like Travers County will also likely impose a maximum of one Pope County will not have a cap Douglas County is looking at having a maximum cap which is four for their population size but the city of Alexandria is not going to have a cap they have other zoning restrictions in place that they think will'll just naturally provide some cap there um Stevens has three a cap of three which is very close to their population size so um I would say for the most part the feelings in the region are very similar I do have copies of both folks and Stevens County's ordinances so then within that the regulation which I understand they the office hasn't fully got all their guidelines where then is the potential to be more restricted it's going to be your um setbacks it's going to be setbacks it's going to be density so um one cannabis location so more the low pointy edbl because we can't put a cap on that um density within 2,000 ft of each other or um you can put it where they can't be sold at a place that serves under 21 or those types of restrictions um they can't be sold at a place you can also limit the time of sales for low potency HBL so there's there's a variety of things that you can do to layer on top of each other for those um I would say more restrictive options when would an ordinance have to be in place you know we are not 100% sure when ocm is going to get all of their ducks in a row for the non-lottery system licenses the lottery system Li uh licenses won't come till May through June at the earliest for the non-lottery system I think it'd be safe to try and get something in by the end of March um but if you wanted to be very conservative by the end of February you could set a goal for from February 28th are we going to have anything in place by then not in my schedule I don't see how I'd be able to have it done by that and it's not likely that they'll be ready by then but just in you know the their 30-day rules are out for public Comet Depend and we're unsure how fast they're going to turn around and start doing those licenses for those non- lotteries so we think that that would be faster than what they could do but we also don't want to give recommendations that um in case they do really escalate that quickly so we're unsure we don't think it's likely but if you wanted to be very safe that could be just something to keep in mind I should take a caveat I could put a rudimentary coordinate together that would hit all the the key points and have that ready for like first weekend or first meeting in March but that would be I mean we're talking a pretty accelerated time period because that would mean that in the next two weeks I would need to write something have it back to the board is kind of like just a review of it and then it would need to immediately go into the newspaper for the 10 days for the ordinance um it would it would be very rudimentary it would probably be plagiarizing from one of our neighboring counties so there is a model ordinance that ocm has provided for us and we could help put in the more restriction more restrictive options in it we could send that to you and then if you want to bring that to um the board for their opinions on those restrictive options um we could help with that see that was my point is what what input does public health have like uh ordinance that Stevens County did if you could help us with that you know that's what I was looking for is we need we need help in that area with those points and we want to be as restrictive as we can so we can put a draft together do that work yeah we'll work with Carl in there so I I don't know but Carl I appreciate your caveat but maybe we should can list the resources of horizon to get us something and we can move in that direction or together or whatever that's what I'd recommend Mr chairman but with that then if if Horizon would do that for us and we'd have this ordinance I wonder if we shouldn't somehow have a meeting with Horizon and the Carl and maybe one or two board members look that over you're who who's on the you and who's on the right that's what I think that's a good idea so do you want to kind of work on that then and then certainly get a hold of me or Doyle or Carl yeah we could sit out we should have a meeting on that because we need something down here because we don't know how quickly this going to come down on it are you going to want John's input for sure since he's going to be the enforcement piece yeah and we could maybe bring some expertise to the table from an ordinance standpoint they might want to expand your circle a little bit there's a whole charging side with it as well so we need the approv um from the county attorney on the charging side plus the approval by the judge and by the district then also adding those ordinances to the charging side of it which uh plays in the state's hand as well so there there's a lot more to we Fast Track ordinances things to get left out forgot things come out n power from doing the charlot ordinance we put a long couple year process but that's because we unended every nothing and canny well sounds like we got some work to do so when we have that when we get together then we could have the sheriff and Greg's office we could probably meet right here and talk about this you know so that would be that would be good sounds good thanks a lot thank you thank you so I mean if we marijuana morning morning we got a handful of things today um shouldn't take too terribly long um first we are asking to make a request for uh credit cards for our two newest deputies now that they are off of fto on their own um and that would be uh Deputy Logan Nelson and Deputy Wyatt Olson so we just need board's approval to allow jamen to go ahead and set up these accounts and get them credit cards second fa motion the second to set up what do the limit on them H think well the deputies I think might be 500 we can check for sure either 500 a thousand were you done talking Shar about that yes okay that was great yeah I know I know I was um all in favor of the motion signify by saying I Sher how are how are those deputies doing good yeah really good yeah yeah they are and uh very forunate yeah we're lucky that we had uh two Hometown homegrown County kids that wanted to stay here uh so we're very lucky because that you know the you talk you know we talk to other agencies all the time and questions always come up is like are you guys fully staffed and you know for the first time in quite some time we say yes we are fully staff both dispatch and deputies so we're very fortunate because there's a lot of agencies that's Sur us that are not fully Staffing or struggling so I am thankful for that um next something that we didn't put on the schedule because we just kind of completed a bunch of things end of last week here but it's it's of a notification to the board as far as appointments for committees within the Emergency Services Board rack committee uh wer committee user committee ng911 and owners and operators so um Jen and I and Tina and Maya Al Jeremiah Al or Josh excuse me Josh alich we all sat down um and had some I had a meeting one day a little bit training uh talking about uh positions moving forward delegates and alternates and agreed upon who would be on these committees so I just wanted to inform the board that um I I still remain on a handful of them but Jen has taken a role on on part of them as is Josh alrick and uh also Jeremiah Maya as far as the emergency manager I checked with uh with the board this morning as far as uh appointments and how they go uh and my understanding and talking with with the board is that you know it's basically a notification to to our board as to who we are going to appoint uh to be on these committees to serve on these committees and generally it's been left up to the Sheriff's discretion as their who this would be so um if that warrants any further discussion you know um please ask but I I do I do have a list of everybody that's on the Committees um it doesn't require any board signature um I can sign off on this and then submit it to ESB so they're clear on on who we have on these committees and who will CER on those question so we have the coordinators 2025 committee as an agenda item that we' sent it out you're saying you have names that would be in place for that that we're going to address later I I think your committees are different than the Committees that we're we're talking about well we've got them listed here yes we need they need to be updated like the central Minnesota emergency services board user committee Service Board owner and operator we still right we still have Tina Lindquist listed so we need to have those updated and I'll provide those to to Carl then yeah they they right it's informational but they need to be listed on our committee yep and you were going to talk about that today are you yes and we'll Pro I'll get those to and then we can add them to the list okay the other one was new and I don't if we should address it now maybe a be would be theal security committee that was not on the prior That was supposed to be added it last April or last August okay it wasn't listed on the list at all in August and so that was I I highlighted and shown that it was an addition okay and I aare are they aware of that you talking about the court security yes yeah the court all security is Jen had inquired about that and I had to go back and look at wrer board minutes and it was suggested yeah and that's where that that was the meeting that was put in place and it just it didn't get added to the 25 because it wasn't on the 24 list or wasn't updated on 24 list yeah writing down now this to you so they can be it's listed H it's listed now it wasn't before I'm just updating the names it's judged do administrator we're talking about we're talking about the radio stuff sorry the cental Minnesota emergency services board nominees and the biggest year I I will ask this question on these the rack and the oral and things like that that's all Zoom meetings right that isn't something you need to go to right so ever since Co um there has been some conversation about having inperson meetings again but they have still remain zone so it's it's a hybrid yet yeah you can go you know like Dwight I and go to St Cloud yeah I have not attended a inperson meeting since we went to the requirement is they want you to sit in the public setting so do I go to the highway department for a meeting it looks like I'm still the delegate of Dwight yeah when it come to the board yeah yeah any uh important stuff questions about that uh so as discussed in in 24 knowing that we're entering a uh new agreements for our law enforcement contracts with the contracted cities um you know appropriate letters and and contracts uh went out to every one of the cities and it was agreed upon as the board knows that we would uh for 2025 we'd have no more than a 3% increase and then open for discussion for 26 and 27 not to exceed 3% okay so that was the letter that went out to all the cities and one thing that Jen and I try to do um at the beginning of each year is try to get to every one of the city council member uh meetings regardless of contracts it's just for discussion if there's something that we could approve improve on or if there's any concerns complaints that the cities may have regarding our services so um the intent was to inform the cities here's what the contracts are now and um you know open to discussion well a number of the Cities just still choose to adopt what was provided and uh sign accordingly and then send them back to me so uh city of Barrett uh city of wendo city of Ashby um they all signed their contracts um with the agreement of the 3% for 25 and uh open for negotiation in 26 to 27 so so I do have their contracts here for for board acceptance um now we are invited to other Council meetings which are not out of the norm to discuss the contract so I can't speak on on uh Hoffman at this point um or Herman you know um we did meet with the City of Norcross last week week before last yeah um sadly enough we had received an email prior to that uh from the clerk saying that the City of Norcross uh chose not to renew their contract for contracted services with the Grand County Sheriff's Office that was news to us they have the same contract to the city of wend does um so we reached out or Jen reached out and and asked if you know we could have this discussion as to why so they said well certainly and so we went and met with them and uh um and I think I opened up the meeting asking if there was something that we you know what did we do or not do is there something that we can improve on and and the response was no no no no it has nothing to do with the Sheriff's Office it has to do with money you know they um they don't have any they're struggling they're struggling and they thought I I think the I think the feeling amongst the city council was if it's not all then it's nothing right and and I I inform them that I I hate to see any type of services lost with within the city because for one it guarantees our presence and I I said I don't I I'd hate to see that that go away and I said is there something that we can work together on uh to continue the services that we do provide maybe at you know maybe less time right and I think they were taken back that we'd even consider allowing them to do that um so the conversation continued a little bit and and um you know as the conversations in the past have happened with the councils you know one of the concerns that as I had expressed is that um you know the the cost associated with the police contracts and the negotiation that I feel need to happen between the councils and the board um rather than generi negotiating these prices and the the contracts with the cities themselves um you know we provide the services and whatever that service is we provide it regardless of the amount of time whether it's over $2,000 or almost $3,000 for the city of Al lake or $96 for the city of wend for the City of Norcross it's all the same service we provided um because costs are becoming a concern a question and I'll go into one of them being the City of elble Lake you know they see if a 3% increases like everybody else and so their increases you know rough around like $5,200 this year and um they are questioning that uh that this is going to be a hard cell to justify uh paying $175,000 roughly uh a year this year and then maybe an increase next year and increase the year after so those talks continue with the City of elil Lake as well um and that's where I and like I said earlier I just think that um we're getting to a point that these discussions I think need to be had between the councils and the board rather than um us and the councils trying to negotiate a price um because like I said we provide the services and we have no provide no issues on providing the services that we do provide at this point and everybody knows that so I just wanted to share that with with all of you what my understanding that would be a change of how we've done in the past is that the Sheriff's Office and the cities negotiated contracts and the board said okay that is acceptable and we'll Supply the staff and to meet those needs where if the board's now taking a lead in the pricing that's a whole that's changing how we're doing that that or at least it's changing my understanding I mean maybe it's not maybe it's just changing my understanding of how it's operate I think that the conversation that we had years back was the loaded rate right and I think the board made a decision on that way back when right so then that kind of give you a platform where where that was yeah and that's not that that's moved up it's it's yeah and we we already had this discussion as far as the rate 10 years ago years we had it last year because we're charging 50333 how much 5333 5333 we just approved at our last meeting anyone who needs a deputy's time other than our city ities are paying $75 an hour we just to approve that rate $75 an hour the cities are paying 5333 well you know I I guess it's up to the board how how you how do you want me to proceed I guess I mean well you know if if we need to keep negotiating then I I guess we'll keep negotiating on it um so again and you reference the ELA lake 173,000 so the pi is split six ways right six cities I'm sorry six cities contracts yeah the contracts y if you reduce that contribution to the overall budget then it would get distributed amongst the levy to all the people in the city unless you cut the the budget everything stays 11 everything stays the same the redistribution of this case not wealth but expans and so that's to me kind of the discussion are we willing to go to our taxpayer and say we need to redistribute the the department because of because of the city yeah and I'm just and I'm not saying we'd ever run on the bank but what happens if I like that now it's three other cities because you they know then what's going to happen it's going to go to rural in business well it's like I've said before you know that the the question that come up is you know does the County eventually allow for a cap on these contracts right you know and and what is that cap and I I can't honestly answer that to to a council member to a council because that's not my decision you know um it does not you know I can say well I can bring it back to the board and see what their take is on it but as though that Gap widens right so now we're asking egland to pick up more and more of a deputy's time to patrol in that City we know that the rural population probably personally has less issues you got you just got to ask yourself densely populated you know areas they're not going to have the service calls out there because the people aren't there the service calls come from where the population rid right but then the question becomes shouldn't they be the ones paying that bill that's what I mean and and what I'm saying here is you know if if these cities had their own police department they would have issues with Personnel equipment um operating costs office space and and you know the the if you had an employee you wouldn't be capping him every year because of cost of living and stuff so that's that's my take on these contracts is that they're a real good deal for the cities a lot of them are paying a lot less than they budgeted years and years ago for when they had their police department they don't have to worry about anything uh they don't have to worry about insurance they don't have to worry about liability equipment Manpower Personnel problem those things are a real good deal and to they need to you know they they just need to know that the cost is going to go up every year a little bit for the services that they give yeah so they're getting a real good deal so what do a vehicle basic like a cost well equipped or not equipped yeah so you go out if you go out and and buy a brand new vehicle right now that's we around $42,000 that's that's what it costs and at minimum to equip one the the costs associated with the labor and Equipment minimum $10,000 you know so so there you're over 50 well yeah it's you know so um you know we we've all talked about retention and recruitment right we we've talked about that and that's Nationwide we focus on what's here in Minnesota uh right now um our wage average from our lowest paid Deputy to our highest paid deputies minus the investigators is um 68,000 200 to $81,300 a year that's just a base wage for a peace officer right now in Grant County okay um so that gives you an idea of of costs associated with it um if you look at how well we'll use El Lake as an example if you look how they used to operate you know they had two full-time officers they had a police chief plus a patrol officer each one of them had a car okay okay so if you're looking at the current rate of squad cars you'd be looking at $86,000 roughly just for two SC two squads throw another 20 grand on top of that for the installation of equipment and the labor Associated that's another $20,000 so before you look at anything further past that point you're already looking at $242,000 a year you know at the beginning just to equip the police department 242 ,000 okay I think their budget back in 2017 was 220 or something like that I'm just just a wild guess that number sticks in my head for some reason they're asked they're asking to to have a contract for 25 at $175,000 you know so we're almost close to 50 grand less now that doesn't take into account I don't know what um what the current uh health insurance rates are for the city of El uh that doesn't include longevity that doesn't include training materials um office space the list goes on and on and on and on might need a little gas huh might need a little little fuel you know um so there's there's so many things that are I understand it's easy to say that well you're you know our contribution for our contract is X percentage of our Levy I understand that but if they still have the own Police Department would be they be saying well no officer Chief we're not giving you arrays no we're not going to send you to the appropriate or necessary or mandated training no we're not going to do this that and the other thing because it's costing us 25% of our Levy or percentage of our Levy um I don't they would they would be without a police department anyways just just because of that so you well that's why they don't have one now so I mean you know and that's just you know those are just rough figures you know just so people can understand a little bit you know um and then you know let's throw in throw into it that well um why would we provide a free service as a p app to an agency so now somebody's going to have to start paying for dispatching Services as well and recordkeeping and everything else associated with just the the the police stuff you know and the training compliance oh it's gotten it's gotten well that's a big one right there the reality is in 2017 we took on El Lake and Ashby with those contracts we added three deputies if that contract money isn't there you looked at well yeah I don't um yikes one other thing too U when when the crap hits the fan which it does the liability all goes on Grand County yeah there's no liability on the cities just because they write the chat and when when people have complaints it'd be kind of nice that for the you know the city council though they have they all they have to say and they have to say it is go talk to the sheriff because that's the bottom line he's the police chief in those town and go talk to the sheriff if you have a Personnel complaint go talk to the sheriff any complaints boy that takes a and we you know we had that those conversations with with many councils you know the old if you see something say something you know um it doesn't it doesn't help anybody out if uh if the public goes to a council member and says well I saw this or heard that and then we don't hear about it for a month you know um matter of fact I took a took a complaint from a council member who told me about a a dog incident which happened Christmas of 2023 and I took that complaint in November of this year of 24 you know so um so John I got a question these contracts are they calendar year based generally yes so just from a higher elevation shouldn't we be talking about this in August When September when we were looking at preliminary budget we did but we were we did too we offered all the cities prior to setting preliminary levies we offered them all the 3% increase for 25 with 26 and 27 to be negotiated but but we're hearing from a m when I'm getting at is before our December meeting we accepted the the budget should we have no one that we have someone that's going to take their piece of the pie and we're going to have to redistribute it to to a commercial well so we don't we really so yeah I understand what you're saying uh but so we've always left it very wide open to to the cities on how they want to pay and when they want to pay their contract okay so city of El Lake for instance they didn't pay for 24 until I think December 12th of 24 okay um City of Norcross at one time they chose to pay monthly and and Hoffman might pay twice a year or something like that we've always left it open yes we've had the agreement in place that they will pay that dollar amount um but I that's about the best I can answer it and yeah I don't quite understand why you can have 11 and a half or 12 months for the service without paying that's really quite a pretty good payment plan yeah that's that's how it's always been I don't yeah but don't you think what we're hearing in a sense is part of a bigger issue Carl what do you you're talking to these people when it comes to what you're seeing from a assessor standpoint is this or is this is it coming forward is what I don't understand are the people saying that it's too much and they now that they get a chance to say it's too much well it's it's City councils that have said you know I wouldn't say it's the city councils who have who have expressed to us as we had told you that is there a point in which there's a cap that's two years ago they started they started my opinion on that is no there can't be a cap I mean when you look at the as the assessor side of this I mean everybody El complains about every I mean it's nobody's happy but the in reality the service still needs to be provided and that I mean if you if you look back over from when I started property values have doubled mors been doubled um but they haven't seen their property tax double um you know if you look over many Parcels not just an individual parcel um all in all I think government does as much as they possibly can to limit the costs I I know across all the Departments I don't think anybody just takes ly dollars and spends them priv they they treat those dollars and great respect so that's I think that's why all of us as department heads we do as much as we can because we know that it does affect the property taxpayer and whether it is you know sometimes where the the services is provided Ed whether it's police protection if you look at your number of calls and it's in the cities they probably should have a little bit higher bill in the cities then where the population makesense yeah there's there's not a I can't recall a year yet that since we've been under contract with some of the cities that we've either been under ours or right at the contracted amount they are always over we are always over ours C available late 86 hours I think rough I think it was about 86 hours over contract okay and that's I I I say that number and I I I throw it a price generally with that 86 hours just so they understand that this is more stuff that is not charged to them accordingly I mean it's it's we enter in the contract this is your set amount to pay and that's what they pay they don't get charged extra for our extra time and every one of the towns is always over and you know we don't operate in this office where we say okay where are we at on El Lake TOS are we at our 2960 or whatever it is okay now we're done you know so now we got a month and a half free of that we're not going to respond to calls in the city of El Lake we don't get that luxury to do that you know nor do you want that yeah nor do we want that just to follow up to what Troy said and I saw your body language in which I would have just reacted the same way John but it is an obligation if we're going to move this to this board and I I think you guys are doing a great job and the concept makes a lot of sense and I agree with what Dwight said but if we added to offer the service and if someone's not going to pay or want it we can't try to Crunch these numbers without it took additions to take them on it's got to be the opposite if we lose some that is there is a function of M and I I don't think we can not address that and maybe we're not there yet but well we certainly can't afford to be losing staff I'll tell you that no because the the calls are still going to be there the investigations are still going to be there and unless we I'll stop right there I'll just say that we we can't we can't afford to be losing staff as a result of some but what I'm saying is if we what happens if it's there's more nor crosses out there if we only have three contracts what are you hearing from the others well like I said the others here's three signed contracts by the city councils they don't sit in front of us but everybody is kind of concerned like how much the price is going to go up every year and you know John and I can only say so much at a meeting because we can't negotiate prices you know I I just think some of started in August like we said now we're in January but the part of the problem was that nobody bothered to bring this up to anybody I guess is what I'm saying so you know was the city council said well listen you know I think you know they were told you know you need to start having these discussions with your respective commissioner or if you know you you need to come to the board Mee need to discuss this if you think the cost associated with the contracts is is too high or you think there needs to be a cap on it and you know it's like I've said anybody that we've talked to councils they're like no we never talk for but now yeah now here we are it's just it's it's almost as much as was a shock to us too as it is for us presenting this today that all of a sudden well he is an awful lot of money I don't know if we want to pay that much anymore or we don't want to pay the increase you we give year 2024 price but not the 25 price and typically these are three-year contracts and for this year it's only one year these are all one years one year contracts so there is a lot of questions out there and I don't think that John and I can I mean we sure can but I don't do you want us to be negotiating Braes and I mean I don't I don't think we should wi but well I don't know what it takes to run a j or person in a car and whatever well it's like I kind of commented earlier you know it's it's easy for us to provide the services required you know you get a call regardless of the call you respond to it you investigate the crime you do the patrol time you know everything associated with what we're expected to doing these contracts whether it's 96 hours or 780 or 2,920 it's just that if you know if costs if the price of the contracts the increases aren't met then at what point you know do our services you know I shouldn't say n because I don't I don't believe in that but how much time can we continue to spend in one town who made a choice not to pay X doll amount and and to some boards we've even showed like per state statute what a what a sheriff's office is legally bind to investigate and it's a lot of calls that are not would not be bound that we would have to take well if somebody's hurting you know like yeah mean let let's look at it this way let's say all the contracts went away and it's $400,000 currently roughly Carl 75% dland 80% let's just use 75 because it's a nice number that $300,000 of that 400,000 is going to go on land you not an individual land so the land is going to pay for an investigation or ordinance Patrols in Elbow Lake there at Ashby and that that's not right you know that that's a tough tough sell yeah because because human beings need the they need their calls answered and they're in they're in they're in a in the cities mostly and you can't expect to dump that out on on the Eggland that that increase so I'm looking at the your budget and if the revenue was 480,000 now some of that might be some lay I don't know but majority of that would be contract right and of your projected expenses of 2.74 million that's 22% yeah be careful on that 22% Ken because as like said that does include some of the contracts but there's also gunr dollars there's there's a number of if El lake at 175 the other four towns with hourly would be the same so 350 so it's in that 370 37 so it's less than and I don't know where I'm going with idea but a little bit at some point it gets back to the budget out gets there feeling you want to hand it to us John I I I've got although frustrating um I do not have any issue on on doing the negotiating part of it it's just that I I wish I could provide answers in a more timely manner to those you know those Council then you know let's say just use Hoffman for instance what if they say well geez you know we don't want to pay 3% we would pay you two you know well or can we do 2% on the first year and 1% on the third the second year and another percent you know yeah so now do we have all these different contracts out there you know that are not that it's well we can't through different contracts I mean the reality of it sitting here today is we charge $75 for a deputy's Time on the fee schedule we approved last week it's 5330 so let's say it's $20 difference so every hour served in Barrett right now land is paying for $15 and if you cap that next year it's going to be $17 and the next year it's $20 it's if you if you wind up with a cap it becomes un anal what was going across as for 2024 yeah 24 $ 5,431 46 5400 and they went up $150 yeah you don't take the street per of that gu and that that was that was the difference the 150 get to today so it must been kind of an issue for every last year even or not I'm assuming it was and they just nor C's had a number large increases but it's things outside of even this kind of contract yeah so they they've seen large increases in their property taxes um and that's through the city they're probably looking at any Avenue they can cut well I think that you know one of the comments was is like okay do we make sure that our citizens within pound have SE and water or do we ensure that they have law enforcement Services you know that's that's that was a comparison I I get it you probably don't put much Street time in there since the county road to go through right in the state highway so well I me what was your hour our contract was 96 hours a month okay just same as W they have the same contract any remember like Norcross you know they're the ones that that reached out to us um you know and said hey we would be interested in Contracting Services with you guys and you know looking at the size of the community and everything said well this is similar to W and they said yeah well we would like to do that so the city L contact that 8 hours a day they that includes campground to this what city property yep so all city property regardless right whether it's in town and you're out there it's all the same you know yesterday um Grant was a holiday for some um Jenna and I worked she worked most of the day I worked uh good part of the afternoon uh three others three others you know so there was five of us working a case here in town all yesterday afternoon you know um basically a case we wouldn't have to work but it certainly for the betterment of this community but if you guys weren't working it calls would have been rolling rolling rolling could be they've been coming in um so right now let's take the city aable for an instance here is there any active negotiating going on with them right now yeah there is so um they have uh what they call study sessions or work sessions um and or city uh clerk mayor meetings uh all of which we've attended couple each um and we've had quite in depth conversations as far as what our servic are here in town uh the expectations and you know costs associated with it um like I said we had that conversation with the entire Council in a work session um had that conversation again with the clerk and the mayor and after the letters went out along with the contract indicating what the price increase would be um they wanted to have another meeting to discuss um the contract at had a work session and what night was that was Elizabeth's birthday 13th uh and our schedules would not work with that um I asked that then I indicated that those times would not work for Gen and we set up meeting with the clerk and the mayor to discuss again um it was said well yeah we can but I'm sure the council has additional questions regarding the contract again said well you're going to have to let us know them on on what you want to do um and you know like I said in this case with the city of doublea their statement now is that our contract or their contract with the sheriff's office is 25% of their Levy and it's going to be a hard sell to anybody to approve that increase and that's where the there's been no communication since then but if their Levy now is 25% they had their own Police Department probably be 30 I would not I would not disagree that it would be substantially higher if they were going to be competitive in having their own Police Department so again 2% of our Levy increase was 165,00 to try to move to a essential service for EMS and so I like to go to some of these meetings and look at these Council men and women and say we're trying to do our best on on the EMS side of of the situation if somebody has a health event but now we got a mandated service called law enforcement in in your not willing to step up I I don't know at some point are we getting the essential message message or they seeing a loophole where they're just trying to push back or what what where where's the Gap I I I I I have no answer for you because I don't know do we form a committee or do we hold a and go to these meetings and well my thoughts on that are these towns are located in commissioner districts and I think that maybe that commissioner from that District should be with you guys when you're negotiating this stuff just to listen and learn have some input well I would I would breay excuse me Dwight I would raise it we go and listen because we can't it's not fair to say we should go and negotiate with the cities when you only have one committe no no I think we need to go and listen well yeah so you know knowing knowing what elbow Lake's feelings are on this you know one thing you know as soon as they found all they reach out to Bill and said well here's what's going on you know and I and I said you know once we decide on a on a date and time and a group all we meet I would ask you know if you You' please be there you know email is going to go out to you because we've got although city of ashy has has signed we're still going to have a meeting with them and I'll send that invite out to you if you can make it but I I think that's what we should do and then we can report back to the board that commissioner you know because we we need to kind of keep this on the front you know we yeah we need to we need you know we're getting into 25 now and these are all oneyear contracts so you're doing it right and typically these are threeyear contracts yeah so so we're going to continue we're going to have that discussion more this year the people within as long as we're talking about El right front and center and supporting the law enforcement center now they don't want to support the people to put well I I don't know if it's to that extent but it's you know it's I don't what do you think it's your you and I talked on the same page you were makes zero sense all I know is that we have not changed the way that we were that we Patrol uh these contract towns or respond to calls within these contract towns as of right now nothing has changed not one single thing even the City of Norcross where they're questioning on whether they can even afford to spend anything or half the cost Associated we have not changed anything with how we respond androl those towns because we can't no we just cannot do that and they know that you know I mean I you know there I think there's you know for me to make that comment to those cities um I know it's a reassurance to them say that okay you know we have this call by law or by Statute do we have to come to it no we don't but you know what we're going to because that is what we need to do and our presence need to be there because of this so that's what that's where we're at I don't want to throw anybody under these on this situation but was weren't they in the beginning really thankful that um the league was pressuring about licensing and contact hours and training and when we moved on to those roles are you talking city of El Lake yes well so that was although I was here I was not in a position to be negotiating those okay those contracts uh that fell more uh under Troy and maybe even Dwight um not for no not for El Lake would have been for Troy um yes I was a chief Deputy at the time but I was not the one negotiated with contracts and that was you know certainly one of the big big things yeah got another question so you said that the method of payment vared help me out with that how do how do these towns pay because taxes are collected two times a year right April and no May 15th October 15th to November 15th they're distributed June July and December usually sense they're almost cash flow wise we're financing them by seven eight months if they're paying in December they don't all pay it a separate no they don't and the amounts differ too I'm sure yeah but so if the contract's the same and the service is same it's not the same if you get seven eight months worth of cash flow how do the rest P what first Double L yeah because if well we're gonna say they're the same they're not the same is there a payment portion in your contract States I don't think that would ever it was you could set it up as an annual payment I think it it was left for the convenience of the cities on how essentially what they asked for is what they got okay and that's well I mean as far as paying it if you want to do it monthly great if you want to do it quarterly what yeah there was no you must pay by the 15th yeah there was never an issue of all you know so we're going to provide you a service that we're not getting paid for there's never been an issue there's never been an issue of never receiving payment and so historically this has always been the same so it's not agree it's a mute point then kind of it has been that way to my understanding since we've entered contracts yeah okay then we we and we've never renegotiated that yeah um because like Norcross for instance that the first year they were saying well we'll just going of pay all at once and then the second year say well can we pay half now and half later if that's what works out for you then that's fine yeah I think that we got to go to the city meetings and I mean it's so yeah we've been asking for 3% historically you know we got 3% General increase you put in a 2.75 for step you're at almost 6% just in an employees wage that's no matching that's no vehicle that's no gas it's no insurance it's and if it gets capped it's just continues going on with the land and that's not it's not sustainable no got any more joyous news sir I do have three contracts that require your report signature and they're what again Ashby Ashby Barr and uh yep okay and then I guess I do you know now looking at this um I was in the past it's been attested by the uh County auditor um in this case should we be changing that to the county coordinator yeah that's who cling the board it could just say Bo well it's we can write out the auditor part because we got the signatures there and then we can invite you to the meetings that we have scheduled yep which we will we finally I mean we're clear out to March April now it's just how it is get a motion move the three of them second any more discussion all in favor motion sign sayos can I can I hear what the motion was again to approve the three presented Sheriff contracts with Ashby Barrett and wendle yes thank you y i you to stick around for the office policy on the hours we can do that right away Carl if you want sure uh so the opposite of entry for the County Employees policy um we are looking at adding item number six back in as right now there's not a a method for people to get back into the building unless that is strictly through John or Jen or one of the deputies the recommendation was to leave that there's three key bobs with the Sheriff's Office included in there so then that way if somebody does they would have the ability to go over and open the courthouse and bring that b back um we had discussed with the department heads a couple meetings ago about creating a direct line from the Sheriff's Office into the courthouse so that that could be automatically opened up um this would be this portion would be in place until that could be implemented until Mor Electronics could get that directly from the dispatchers TOS is that possible is there conduit there for that to take place Sean alluded that it was possible because there's two different paths that it can get back to house um the original is where we I had cross that out is because those three key Bobs were being distributed to the the DNR and no one one of them was to our conservation officer Ryan Brown who's our local agent right here in town we hold our public who meet with our probation officers out of the courthouse and brought them over to our side our probation officers both locally and Department of Corrections have uh very lied access at our new facility to get into a certain area to be with their clients so that's where those those so those fobs weren't originally to be used to Grant access between the shareff and the courthouse um if that is the desire is that correct we got to have something you know if a fob goes down you know what I mean and somebody wants to get into the building you know on a weekend or something like that they got to have that option well if it one gets lost or you know something happens to it or goes down and doesn't work anymore got still be able to get building right so the other option is that you can notify the Sheriff's Office and either a deputy could allow them in otherwise if John or Jen were around they would also be able to allow them in um so as it currently sits my understanding right Carl's that um so after we moved out OB there would be no need for our dispatchers to have 247 access to the corins so that that access has been taken away was left one uh possibly fortina and because of some of the stuff they do in early hours maybe go to the auditor's office office something Rec office um gold were left alone but as far as the law enforcement side of it goes all of us still have the 247 access to get in that building so um all the Bobs that we or I currently hold of the sheriff's officer all at FL every one of them everyone's in in use with the exception of one that I have that's not programmed for everything I have the fob which is programmable but right now it's not programmed uh to access anything anywhere in Grant County so I don't I don't our dispatchers don't know everybody and you know in the middle of the night let's say it is for a legitimate reason that a department had lost their fob or their fob wouldn't work and if they needed for a legitimate reason to be in that building and came to our dispatch and said hey you know I'm I'm John um I need to get to the courthouse um what if that wasn't really the case in that dispatcher didn't know and give a fob to somebody who doesn't belong in there you know there's the other side of it too is an employee was released today they come back at 5:30 and say hey I got to get my I mean I don't know that I want to be the one responsible for handing out a father but I got a question so prior when you were in the courthouse was I'm this employee and you saw me on ham and you pressed the button and I got in and if I remember right one of the key elements in the narrative to make sure that the location of the new law enforcement center was foral security and our access to the courthouse so if we used to press a button and let somebody in and if it was so important to be located close to the courthouse with a new building what would that change why are we no longer willing to cooperate to let somebody in because you went 90 ft away I don't think we're not willing to cooperate as that but we had like but you did it before John y so the accessing back you know the the camera was there so well any anytime dur in the there at night dispatch could always see that camera so if you got in a situation um many people forgot their thoughts right de hit the button I can I help you I so and so I forgot my Bob okay and dispatch forun able to identify right yes okay we'll let you in somebody comes back here and says I need to get the court out who are you if they're not a County employee then they're not coming in or if law enforcement you know is there in that building hey there's somebody at the back door we don't know who it is can you go and see what they want yep that there you talking about from before y so what would be different if they walked with so we talked about what Sean said you know does our office have the ability to unlock that door if they fired for us we certainly do and it's certainly not an issue for us to continue that service for the for none whatsoever and I I've made that clear I don't like the idea of Bobs rolling around but if your hand it and and you press the button oh different it's a difference of function of unlocking the door I think when John is saying is that if he's handing over a bob and you go over let yourself in the door you go about your business you walk out the door and you leave all and you drive off because you forgot to bring that BP back
