##VIDEO ID:9C8NW1YKKE4## okay I don't so we have Forum um the only person we're missing from the committee is Mike wro and so I'll call this meeting to order at 406 and um we'll start off with uh what we already identified thank you Amy someone who's willing to take minutes am so we'll do introductions uh I'll start we'll go around my name is George pimus I'm the uh existing uh Vice chair of this committee I'm the planning board rep to the committee and uh I'm facilitating uh because we don't have the president here but I've done it on behalf of the president previously cast on to you I'm Hannah re shaen I am member at large Nancy haard member at large John Garrett city council representative Marlo Warner director of public works thank you Jonah Jon member at large Fran Fran hat member at large thank you Carl Collins energy and sustainability director for the city Amy Kain director of community and economic development and the planning department designate excent thank you and then we'll go on to um approval of the December 16th minutes is there motion to approve motion to approve you know what comes next second thank you and uh any discussion about the minutes any I had one I know I don't have them in front of me your shoulder great um just on number four uh Master update it says when until and then there's nothing so could we just delete when until oh I see okay sure think I I don't have any objection you can do that I want to make it worth my all right with that minor edit uh all in favor of approving these minutes I I I and any abstaining I wasn't here wasn't present okay thank you you voted just I vot okay very good okay very goods thank you uh so now we're on to we ahead of time uh we're on to annual reorganization so this is the election of committee officers this committee has had a chair a vice chair and a clerk um and basically uh ACC to Robert's Rules uh nominations can happen about for someone else or uh self-nominations there is no need for a second for a nomination and if there's a single nomination uh we can often just you know both the person it by acclamation and if there are multiple ones then the nominees could say something if they wanted to and uh then we could have further discussion uh and uh then we could vote between the potential candidates so uh it is open we typically uh start with the uh more senior so to speak position so are there any nominees uh for the chair position I nominate George because he knows all the rules congratulations thank you I will in turn nominate Jonah call that a for chair yes well and I'll pass it back because I was actually gonna nominate George as well so I just support that nomination okay I will I am honored uh and flattered I have been for a while in the position of Vice chair and and been happy to facilitate the meetings free up the chair for kind of keeping eye on the bigger picture I to be honest as I said I just barely squeak this agenda in under the 48 hour timeline and uh I am already chair of the planning board and um uh on the um Co-op uh Co-op board and the regional Co-op board and multiple committees for those I really don't know if I have the wavelengths i i i the um I go by the Mantra boxer from Animal Farm Farm I will work harder but I don't know if I can quite work uh if I have enough time for that I've tried cloning I've tried uh going without sleep and I'm still working on those things but uh so I would respectably decline with appreciation but I'd be happy to serve as uh Vice chair if those uh skills would be welcom by the board whatever doesn't whatever keeps you from ending up like boxer very true it's very true yes so I will nominate as chair well thank you I uh I appreciate that um from both you George but I the uh chairing the the task force is definitely taking the bulk of my free time so I I think if I weren't doing that I'd be happy to consider it but that's um all my all my free bandwidth is is the Task Force here all right I'll call myself again I will nominate Hannah to resume the position of chair oh yeah I okay I would I would accept if everyone is really good with that because I feel like last time I was not the best at some things like getting the agenda out on time but I do feel knowing that we're coming up on some reworking of chapters and projects that are very much in my wheelhouse and a very great import to me in my other roles I I can see how it would be valuable to to chair and I will try to do better this out I I will offer that I if I end up being Vice chair would be happy to provide additional as I did some before but I could even be more um active providing those prompts and reminders and stuff like that just procedural stuff okay so well then def I want to presume that's that's our next he might even be willing to facilitate the meeting I hope so so is I tried to do that was so embarrassing are there any other nominations for chair hearing none I guess we should say all in favor of Hannah as chair a big thank you okay uh nominations for vice Chair George thank you any other nominations for vice chair hearing none I will as I said accept that position uh all in favor thank you unanimous all right and now Clerk and just a reminder that the clerk position had been kind of dived up as far as note taking and getting on uh you know managing the zoom um so uh that's the possibility of of uh you know splitting up that a bit I know it's a can be a daunting chance any nominations I'll nominate Amy second no it's not answer I doing all those tasks for a number of months I was going to offer that I would be willing to take the minutes if somebody else wanted to be chair wanted to be oh chair I mean wanted to be I'm sorry be clerk but I'm sure I would be happy to thank you very much are you sure you're going to include that in in the okay uh again what are the other responsibilities of the CL besides taking notes you said taking care of the zoom or yeah we don't have um you know our Charter talks about uh we can develop our own rules and regul ulations and I don't think we ever had it written down explicitly what the clerk does as compared with the chair as far as I mean the chair would put together the agenda but as far as coordinating with um uh Matt Conway about uh getting in the agenda so I'm not sure exactly what else I I know that uh Mary for example would when the minutes were approved would send that to Matt Conway in the mayor's office so something like that coordinating about records not attended development but who is it Matt or who's been setting up the setting up the meeting opening Matt's that's that's Mary was communicating with Matt and Matt would put it on the calendar okay so so we could have two clerks to so that there's we could but I easier to have it just any if anybody else would like to be clerk I will happily step aside but I'm also Happ make us go through I want everybody on this call to still talk to me so are there any other nominations for click right thank you Amy for being willing to serve all in favor of Amy's clerk it's unanimous even Amy's voting [Laughter] for does thank you everybody okay the next item is the bigie for the meeting and it is uh uh continuation of the sgic Focus 2025 um I put that it includes questions of uh additional chapter updates I'll I'll throw one other thing in I um when uh Mary had sent me an email about you know followup and stuff she had said um the story map thing maybe something to put on there and then I read through the minutes and said that the um I know I apologize that's okay it said that um the uh the committee I think decided to look at that again um this time so um what was the story M that was the thing that Mary had worked on was the committee decided to discuss at the next oh yes full committee meeting how this will be used so I think it can kind of be subsumed into the focus because that's a an aspect of you know Outreach and stuff how much but any I just wanted to note that because I had been remiss not explicitly including it so uh does anyone want to start that important discussion Focus for this coming year pleas um I wanted to share a conversation I had um after we talked about updating the economic development chapter I reached out to UMass to their we should have looked it up um it's a it's an office that some of you probably know the name of that deals with urban planning um I want to say the acronym is L yep thank you um and I I said that we were contemplating this and was this a project they like Conway school have Master students that do projects regionally um really they've done other projects with the city in the past and they were very excited about the process ECT of working with the city um because they didn't come to us pitching a free project or a cheap project I think that we would have to go through some sort of bid process um I don't know that we could just offer to them and they they said they would be highly competitive in their pricing but they um can't do it for free um but they would love to partner with us um the person who would be the faculty contact is in Australia until the end of the month so we just had one email exchange and I said I would come talk to this committee about it and if we indeed did decide to move forward with the economic development chapter and we were interested in learning more about working with UMass that I would reach back out to him after he came back do you remember his name Wayne Fen oh he used to be the director yeah I can't stop that's wow that would be a exciting you know what that for landscape architecture and Regional planning thank you thank you that's fantastic and um I know when when we were talking about chapters and we talked about Economic Development I thought of housing to such a hot issue yes but then again I thought well I think the housing chapter was pretty Progressive and there's so much happening with the housing so I don't know that this needs to be updated but but I think the economic development interesting would be something to and I'll call myself again what um how do we pay for the Conway we had to pay something for the Conway school right and how did that all happen and how does that funding get approved so I I can't remember it wasn't much was it it was not much and there was a glitch because the previous mayor I believe made the agreement and then the town wanted to back off from it and then B step up to the plate it wasn't a lot of money but I want to say $30,000 I don't know the backstory of it because it didn't go through my department $3,000 right no I feel like it was 20 or 30 you kidding am I kidding yeah that's a lot yeah I thought it was 3500 so oh wow okay I thought it I thought it was 12,000 right in the middle so all right 6500 I think bigger picture is we would need to find funding um and if that's grant funding then that would be a delay in us working on it so I don't know if there's other more readily accessible sources of funding but is it this is it um I know we're coming up on budget season and I don't know a lot about the planning Department's budget in general but are there ever funds through the planning department for feasibility studies different things that we could potentially make a case to the city about this being beneficial and perhaps sort of Co or is that a crazy question car I know we were all asked to level fund our budgets and I know that it's a lean Year yes and I don't think that I don't want to speak for it but I believe that like Eric would only put money in the planning budget if there was already something in the works and not like it's not usual to put in like a placeholder okay but yeah yeah that makes sense I think there is more of a possibility of maybe fcog having some planning money yeah but then they're G want to do it well we would have to do it open I don't with them I think there's possibilities for other funds I don't think this Municipal budget is the source but yeah okay you're saying other go ahead no I was just thinking of grant funding through the state because we could yeah Community compact funding if that reopens um One stock will reopen this week and there is possibility under there but that is a much longer time frame so that would put this off for a year um so I I think my feeling is that it would be worth having a conversation with UMass um getting a sense of a cost estimate from them even though they know that it would have to be a publicly bid project um so that we at least had an idea of the ballpark that we were looking at I believe if it's under 25,000 three yeah three quotes need three quotes instead of going out to bid which is a much more involved process oh interesting okay and I I would think that we could that seems like a reasonable amount yeah didn't Mary suggested that that um well this be a fock thing but DTA which is fock you just got the announcement for that so that's a that's a possibility you know it which I believe is free right it's it's a you just you apply for as far as I'm aware because we just got it it's a very long list did you look at it too there's a number of things and um I know that I kind of gave up because I was always told not for you so they I think the real focus is to try to do inter uh Municipal projects okay so you're maximizing the benefit and there small amounts it's not not not big enough yeah I don't think when you mentioned DT I just wanted to I had asked Mary uh as I was reviewing the M what what is that and uh I just wanted to suggest on for the purpose of transparency we try to avoid only using acronyms when something's obscure especially if it's I actually don't know what it stands for but I know the acronym think is it direct local technical assistance thank you I love making up that's I'm gonna say it's close it is District local y there we go so it's good to have both the name and the agre [Music] please so I wasn't here last month but I'm just curious so this sounds like an expansion on the revisions from the 2014 master plan to include the economic development chapter so the other two chapters that were already updated had in December were they released to the public or are they still kind of in no no they they have to go through to the planning board okay so now they were sent to me as planning board Chair by Mary and I'm to me and then I'm going to be disseminating to the board February meeting BAS okay that's what I was curious about because or March I'm not sure exactly when it'll be I remember one of the things we discussed is just like if we don't revise this plan the 10-e update becomes an 11e or 12E update and it would be nice to have the public be able to see the finalized form so I just was curious about we talked about after the planning board accepts it that then it could come back to this committee to talk about how show put it out an event sure I mean any plans that City have are usually pretty good and I love to see them happen you know the implementation this on thise I saw in the minutes was discussed and that's like a Perpetual topic um but yeah anything to get the plans to not just collect dust I'm in favor of I do I like the idea of expanding the economic development chapter too though that's wicked important so yes if I may I I feel really strongly that it's worth paying the money to hire expertise especially with things as complicated and as critical as economic development I mean we're in a whole new world in so many ways and just how things look business-wise and and how to attract people and and it does interface with like everything so I I understand like even if the money is not there I don't think that means we should not shouldn't lower the bar and it's not worth doing this kind of work unless it's really going to be top-notch which it will be with Amy at that that's all um I agree wholehearted wholeheartedly with that um I think one thing too about the economic development chapter in particular is that it creates an opportunity for us to be a little flashy I think about Greenfield doing this work and one of the things um that the GBA is doing early in 2025 is working to reboot a property owner and Landlord Association that used to apparently be very active um and what is that the LBA which I know you ha I'm sorry but you already said landlord bsiness maybe I don't know it's just it's something that multiple property owners had brought up and so we just sort of are trying to pick up the threads of it for multiple reasons um but it makes me wonder as we reboot that kind of group which just incidentally often tends to have people with more um money to support things that benefit them I'm not trying to you know make any judgment in saying that or throw any shade but I wonder if something like an economic development plan SL chapter um would be in their interest and so if we at least get a price quote and we have that going in and as we're rebooting that group there may be an opportunity in the next few months to pitch something for private investment because it this chapter would certainly be beneficial to people for whom economic development is a critical part of their livelihood so they might help with fun it potentially potentially you know and if it's in the ballpark of like 12 to 15,000 or something like that or even 20 you know that landlord group has the potential of ranging from the 10 most interested property owners that I know right now to the 80 that are on the list and at the end of the day if that ends up being 500 bucks a person or something like that I don't know I think there's some funding opportunity there that might not exist where this chapter not this chapter in particular could be a tough pitch for housing whereas economic development is kind of aligned with that group's interests this is an option can I ask it um there's been a lot of support for focusing on the economic development chapter is there any alternative idea anyone had uh of the other four chapter you mentioned somebody mentioned housing I did but I thought it was okay already kind of covered right and the other ones are energy and Facilities facilities public facilities services and energy education Transportation uh test yeah I said before yeah I guess right we done yeah sorry I was just going to say the education chapter cons continues to be one for me that is both sort of underutilized but also I can't remember who I was talking to the other day but someone sort of referred to education in Greenfield and the school system in Greenfield as being in its own bubble and so I'm hesitant to say that let's look at that chapter in part because I'm concerned that we wouldn't really have the Buy in or access we would need but I also feel like I have less awareness of the school community and the players and so on because I don't have kids in the system yeah I remember when we wrote this that I was like oh yeah let's do the education then I discovered it's actually only the facilities part of Education has to with the content got it got it got it this is the so to I mean to to follow up with that is there I don't know if anyone here is sort of more connected to the schools I'm sure everyone is probably more connected to the schools than I am um aside from like a couple recent conversations in passing with the new superintendent like is there an opportunity to have more of a conversation with the school Community as it pertains to sort of planning in Greenfield or does that feel like it's totally separate and it's really only the physical plan that is applicable there's an education committee school committee the school committee and they handle that they handle that yeah that's the okay and there are efforts already made they were here a few months ago oh yeah a climate yes yeah and so they're trying to wrap their arms around yeah all of that all right and I do think it's one of those things where it's so critically important but it it there can be too many cooks and yeah so okay yeah it's already a yeah a challenging interface yeah which the community council school yeah that fair promising noises being made I will say about coordinating around the budget for example like Means Committee and their finance committee are going to be doing more talking earlier which is good great yeah I'm I'm thrilled you know honestly so Laura has been really pushing on that which is sa wonderful so it sounds like unless here other ideas or objection as far as the another chapter to focus on potential revision that Economic Development seems to be it yeah I'm all in favor I'm just you know you mentioned a couple other chapters like transportation and public facilities and both of those when I think about Transportation you know that's Economic Development abs like investing in public transit is one of the best banks for your buck so having them kind of separate in housing likewise right like housing is economic development too it's just it's a very Broad phrase so what I'm hearing you know based on what Hannah was saying is it's kind of more business relations Is that what you mean by Economic Development chapter or would some of these other topics be incorporated into it like I guess I'm curious about what the scope is of what we're looking at are we thinking about changing the chapter structure or is it whatever is in that chapter do we just update you know what I mean yes because you know they're fresh yeah yeah new decade it's it's yeah I mean it's still going to be economic development but right yeah I don't think we need to be Tethered to what was there within the economic development chapter strategy six is ensure a downtown is safe easy to get to accessible and pedestrian bicycle friendly so there's some um you know Transportation aspect integrated into that the Main Street redesign yes I was going to say like the like the chapters that we just updated um where they overlap with the Conway schools areas of expertise I think Transportation um is a perfect one to pick and overlaps with economic development and with Lars area of expertise um so it might be worth doing those two chapters the same way that we did two chapters this last time I don't know as separate chapters or full in into one broader Economic Development chapter I I don't know and I don't it would be a great conversation I feel like to have with you math to understand the limits of their students capacity and what would make sense and is it easier to update an existing document and work within that format right I also think if we're trying to come up with a master plan that will still live as a master plan it might be helpful to keep it sort of the same yeah that yes you the state dictates those chapters and the last time that we did this I was so frustrated with that fact and so I'm glad to hear people say okay if we focus on the one chapter I think we can bring in like George was saying we can bring in the trans but we but we don't yeah so it could be more integrated yeah go ahead is it worth in however we end up wording the pitch to UMass is it worth asking for a rewrite of the economic development chapter and review of Housing and transportation as they pertain to that chapter just so that we kind of put it out there that we know those connect and while we're perhaps not looking for a full rewrite of those Chapters at this time we do want that to sort of be taken into consideration just so we get fresh eyes on it or does that make the scope too unruly I'm wondering about if it makes the scope to B ref okay how much will cost and how we pay for it and I think you know there's so much overlap yeah amongst these chapters like transportation is identified in multiple chapters besides trans as you know Nancy when I energy letter about yeah and when I wrote a letter about uh trees I was able to quote from all seven chapters you know so everything is you know a lot of things a reference Pro which it should be as a holistic but I think there's there's reasons to keep Transportation separate because it's not all about Economic Development so yeah um it certainly any more about the the chapter yeah so one thing I just want to address which it hasn't been brought up but maybe it was in an earlier meeting but there was a study what the heck is it called it's like the plan for a nit zero municipality or did with f so that's online and that's what I consider kind of like that that can be used as our decarbonization plan for the state right to become a climate leader Comm everything is an acronym George I'm sorry Community yeah there we go but um so I I just want to address that it's not like it's in my mind it's not being brought up for that reason that we already kind of have that and there's been a lot of progress but I will say that and and maybe it's a little bit of a stretch but I don't think it really is um that Economic Development again we're looking at everything through sustainability and economic development in my mind has typically been like kind of the furthest from sustainability in in many ways so I really think again with tying it in with Transportation it it comes back to me of of like livability and kind of creating a community you know all these things come into play and work when all the ingredients are there that make people's lives better and meet their needs and that's this whole thing again I was trying to remember what it means I think it's Metro Boston Transportation Authority but there's this whole thing in the eastern part of the state where communities near train te- stops and bus stops are well it's ndta communities is the the term they use but it's all about designing yeah basically like they want all the communities to be around these public transport locals because it makes such a better quality of life and it's less expensive and more sustainable and so we're in a unique position being very rural but still can use those same so in short I guess what I'm just saying is I I think it's in my mind again it's it's just like all integrated that that's part of what we're looking at yes Carol you're reminding me of something else I need to do no you're reminding me of the 200 and S Greenfield energy audit I don't think I need to remind that I haven't talked about it forever but the whole point and the whole pitch of that was if you do the energy stuff how much money will stay in Greenfield so it's I'm just you know thank you for opening the door to let me say that again after how many years almost 20 thank you can I wrap that up with a bow a little bit of a b I'm working on a press release we have the Greenfield light and power which is living that ideal where we provide 100% green electricity and there's an option to make it all local from New England renewable resources so that wasn't possible when that it was barely possible it was 2015 when we launched and now there's over 200 communities that do that it's amazing it's amazing yep so in real life it sounds like we've talked about trying to focus on the economic development chapter uh review and update um we've also talked about the uh when the other two chapters have worked through the planning board um Mill that uh that this committee to take on some of the public engagement around that uh other big picture ideas for this coming year yes please would um a project like this fall it all under CPA as St reservations under what did you say CPA funds oh c they'll be here in like 45 minutes I don't know I keep trying to think to fun what yeah I think that the the economic development study or or update of the chapter it impacts every thing that they fund and I just wonder if there's a way to like get on in there for that purpose maybe not at all but it a great idea the way that things fit together you were saying there's three yeah it's housing historic preservation open space I I don't think Economic Development I mean Community Development lock cramp maybe more no thinking no yeah I always it wouldn't fall into that anyway interesting it would be a big stretch and that's not the state sport Big Stretch yeah okay great great brainstorming where's the money Never Enough always we're going to find it yep I feel confident yeah and we're going to find so do I have well once you're gone by do I need permission to reach back out to you mass and talk to them again and ask for a price I I think as long as you have the endorsement of this we don't necessarily need a motion I don't think do we just as long as no one's objecting and we're not I'll give you a thumbs up couple more thumbs up definitely is there anybody everybody in support of that I see and love it okay very good can I Marlo's coming back to give it a thumb than youlo I have a question for Marlo if I may so again bringing up you know the the Main Street redesign fits very closely also with with this so is there any money in there to maybe fund this or I guess it could be used as a mar you didn't say no and one second no not not really um stretch thin with the engineering design as it is and right the project has increased to such a cost after the two public hearings or meetings um and putting all the ideas together that um we're probably going to be looking for additional funding um to help out on the construction side eventually um because it's it's increased to the point where it's like two years of funding of the TPO or tip so and there's many other projects out there from other communities so that's the short story at this point so I I think I noticed Marlo when Carol said that phrase Main Street redesign I think I I saw you sigh totally appreciate what a what a huge project well not not really we just got hung up on the 25% design but it's moving again so nice nice yeah right any other broad ideas for the year to come it was uh some oh please well just two thoughts one just wondering about the Main Street redesign um timing I think I'd said previously whenever we talked about this a while ago a couple years ago um that'd be great for this group to be provide input on that uh so I don't know what's the current timing of of that project uh currently F FY well 28 or 29 yeah because it's increasing in such a high cost that they uh it's been pushed out we still got a um quite a ways to go on engineering and design once we get through the approved 25% by mass do and Federal Highway Administration so um like I said it's been pushed out um we've already done the two public hearings under our engineer in design contract but Mass do at some point will be having a a public hearing and it'll be at the probably at the johnzon for input and comment uh further on once we get Beyond 25% design it doesn't change much um after that public hearing with them so um not sure when that's going to be at potentially in the fall this coming fall or a little later maybe in the winter so yeah I can see that making sense for us to provide input at if that's the best location um you know looking this project from the master plan lens of looking at the various chapters and how it impacts uh that so I I I think that could be something good for us to spend a little time on this year of how we might provide some input on it absolutely yes and and then the other thing I was going to say just last time when we were talking a bit about this um Hannah had suggested uh well I'm just looking at the notes to refresh my memory it says I agreed with it so I agree with I just want to say still I still agree with it just can't quite wor but I think it was like thinking about our connection with the city in general you know we have we have three City department heads here but we're not connected with all the Departments and thinking about how like just having check-ins with different departments and seeing how they're looking at the master plan yeah I was going say I know we've had you know you know on the one hand reaching out to the public to engage the public around things and also had guests here at the meetings we've had guests yeah which is helpful to you know establish connections and learn I was going to Advocate to bring our guest speaker being back it was very helpful are there ideas about who that who those people might be since we have a chance to reflect on this now just yeah go Jonah yeah well I just say the other you know other folks from the city I think would be helpful just for that purpose of just hearing about how they're thinking about the master plan the chapters that relate to their work uh it just maybe would be a way also to help refresh refresh them and us on on uh what's happening and where improvements could happen yeah so like Christy are we thinking of or who who in particular might we want to prioritize as many as missing in your head I'm curious well the mayor Christie uh Eric hasn't been here in a while um so I don't know who else who else is there got have schools would it be I think so yeah no I asked this because of the the situation we're just talking about before about the you know I don't know yeah I don't know I think again I feel like I should know more about what's going on with the schools but because my conversations with the new superintendent have been much more from a perspective of like business and economic development and one of the things we talked about was you know really wanting to rebuild a sense of pride in Greenfield and you know all of those things and so I wonder how it would be to have a conversation with her that is less about deep diving into school business and arguments and much more about where do you see the schools fitting in with this larger ecosystem and you know I'll give an example you know we have um a new board member at the GBA who owns a bike shop on High Street and is a very big you know climate resiliency activist and so one of his pet projects is that he wants to get more um school kids biking again biking School biking other businesses and could his shop somehow creative trail system that was sort of rubber stamped by the school and they know so it's like there are all of these interventions and yet the GBA is still sort of we haven't quite built the main line to the schools who would we talk to is that a PTO thing so I sort of see a visit from the superintendent as being more about that kind of thing the the culture for for young people in Greenfield yeah yeah the that was long I thought of that when you were saying I was thinking what what is there as a segue for students after school or outside of school you know and um the safe Roots uh as far as going to school there's a safe roots to school program federally which had been under previous I'm blank not her name right now uh the previous uh superintendent and I I would walk huh Christine De that Jordana Jordana so Jordana was a big advocate for that program and uh I remember speaking Viking to some event to one of the schools and talking about that and I was part of a group that would walk a group of kids uh to school at the uh Federal Street Elementary School um and so that's a nice interface there's also the um uh the idling issue that has come up in the past and I haven't been a very active Champion uh as this committee asked me to do but one of the places we pointed out was a a prime issue was uh the schools because there's so much idling that happens there yeah and there's guidelines specific to schools um and also uh there's a um uh it's just a it's education yes you know so that is something that we could touch bace with her that wouldn't be getting into you know the business of curriculum or you know that's interesting exactly yeah is Christie involved with the safe roots to school CH no I don't think she ever was all right don't recall we are vpw is is that still going on Marlo to some degree yeah it's offered up every year I think we um our grants uh writer Athena myself worked with Christine on the on the last round or two rounds ago uh we didn't make it but we definitely communicate with the schools the the I should say the the three groups where the police also involved did you guys offer the helmets or were the police offering helmets uh that was police but the that was police actual safe roots to school Grant comes comes through Mass do it's federally funded yeah okay um there's a uh I guess there's a stakeholder group that has to put that whole whole thing together um but that that's how we operate under that Grant and this is sorry I was just going to say I think this is exactly why the sort of guest speaker series is so valuable I didn't know about that program and so through conversations with either business owners or furog about bability and such it's it's wonderful and especially with something like the police substation coming back to downtown is there if we're applying for a grant and we can mention that that presence is there would that help us get a grant I don't know this is so helpful not to shrug things off but I I will speak as someone who it it's very difficult to find the time in the day I know the superintendent it I've had very good dealings with her so far but also just we're working on a few projects and it's just it's but I would recommend I I know this guy because he got in touch with me what he was doing his shop I can't remember his name but I would recommend going to the school committee meeting and speaking to them and getting it on agenda since it is already an established program and and then starting it that way not that it wouldn't be wonderful to talk with the superintendent and everything but I think that might be a big ask and we do have Mike on the committee and he knows the facilities and he knows a lot but um that part of the issue is just trying to navigate the best way to go about things given definitely time constraints so and I could be wrong because they might say oh you need to talk to Super superintendent why didn't you have her come to sgic no I that's a point very well taken and I think the bikes was just one example but I think sort of how I would conceptualize a conversation with her or asking for her time it would be much more big picture of the sort of what kind of environment is Greenfield for students for young people are we is there enough in the master plan for them and we talk a lot about kids and I have had a conversation yesterday with a bookstore owner who was like I want more kids to come in but I'm not totally sure how to like get them there and what feels safe and what feels good so um not to keep coming at it from a business standpoint I think that's just what my brain is steeped in but yeah I think a conversation with the superintendent much more about like is Greenfield a culture for young people that is folks cool yeah Carol um yeah but would would having the um chair of the um school committee be more feasible would is it Clint yeah maybe that group that could be yeah I think actually you know more you talk about it I think actually having the superintendent come and talk very big picture could be beneficial to both of us both her and to us and then we could go from there to the school committee or to the other committee or to Glenn or to you know whatever uh if we choose do that yeah one other person I I thought of um I mean I'm I confess I'm a a transportation nerd um and uh you know was on the just sing back to the Transportation subcommittee uh for the um uh master plan advisory committee um and Michael paral who's the onetime assistant administor administrator frankon regional transit authority um and uh I've been on the uh advisory committee there for at least 15 years and um there's been I mean this was something that was referenced a lot in the master plan about you know weekend service and about additional and a lot of these things have happened and I didn't know uh if having him I mean I I deal with him all the time so I didn't know if that would be tooo narrow or too you know wouldn't really have a real purpose but I just want to throw it out because he was a great resource at that time yeah what is his name I'm sorry Michael peral P r r a u l t he's the assistant administrator at the frt he facilitates the or he supports the uh the um uh advisory committee advisory committee not to be confusion Transit Advisory Board which is the decision making we're just Rider you know Advocates so so just throwing that out there I don't know if that you know Yeahs resonates with it other we have about uh 10 minutes left on this item other I just wanted to say going um a little bit outside of uh folks within the city I think it would be wonderful to get more insight into furog and the things that they are working on that specifically impact Greenfield um that can be many departments or maybe we invite someone like Jessica Atwood who's you know looking at it big picture or Ted Harvey's big picture um but if there are kind of specific things that we're interested in knowing more about M I find myself frequently surprised when I hear that something impacting Greenfield is happening and and the GV didn't know or we could have been helping in some way you identify the roles of those two people just mentioned yes uh Jessica is now the she the planning director director of planning and Ted Harvey took over her position which was assistant director sure what his actual title is who Phoebe Walker then what's her position she's a health she helps stuff she's Community I don't know what her actual job title is yeah I can also add that Eric and I both are pretty tied in with the furog um yeah I just had a meeting two weeks ago we're looking at additional funding and different grants um that they want to help the city with so um we work with them a lot I don't know if Eric and I can be helpful but um if you want to put it on the agenda some evening we can let you know everything that that we know that's happening that um involves Greenfield that would be great and and Ted is the senior Economic Development planner that seems like person to talk to yes Harvey Harvey he is fantastic um okay so that might be of particular value especially if we do end up going forward with this project any other ideas for someone we might want to invite as a guest or um other Outreach um efforts we might want to think about um in addition to the those two chapters no it's come back to these things but just this is an opportunity think ahead to the year to come need a benefactor yes state of the AR te Center and ebikes and kinds of things go came back the lower ballot right those are they got a new contractor for the ebikes yes are they going to open up another round of Grants you know that was a a lot that was a lot I know people directly involved with um that all I don't know how it's going this time okay I can't say super smoothly yeah jeez it's unfortunate man it is I would love to see that expand up here yeah I know and ebikes make total sense y yeah and that's an equity thing too because it's for everyone smack a couple on Elm Street and Conway Street oh my goaz while we're thinking of this bigger picture connecting with public the story map idea the committee had want to come back to that this week or this month so I just want to throw it out there again the idea was uh to um use it as a means to you know engage uh um as something that's the using is is um Mary continuing with putting all this into a story map uh as I recall she said she would be available to help continue developing this what does that mean exactly does she need someone else to be working with her um knowing her that she'll she'll she's through she it right because she can and I think it's something that brings her Joy because it's wonderful y I think her concern was just knowing that it would have a place to live and it would be useful so that she's not doing it for fun it said she suggested it could live on the sustainable greenh homepage within the website not much work to be maintained only if there are typos or edits so I I guess it would left kind of up in the air at last would also be on the planning and develop you know the Eric's website because it's a master planning thing or I don't know anyway but well that's there's a place for it so if she's going to follow through that I would be thrilled so do we want Hannah to contact her just to double check what the status of that is and and how that would be put onto those Central sites yeah but I'd like a timeline or some idea yeah remember when this came up in November I sort of factiously suggested that we put it on the giant iPad on the town common and just so folks like scroll through it if that is actually a technical possibility that would be kind of neat you know so there is you know you could have somebody go up and like oh look it's the master plan and you know play around with it rather than just being a business directory which I think is most you know I haven't seen it Rec yeah know I love the idea of using that giant shiny object to send messages people they can't ignore does anyone know if the downstairs you know when you walk in the front door there's that Gorge yeah has that worked it works it works now that would be a great place too used to work did it stop working at some point it was working for a long time so I haven't I don't go down there very I know that if it's working I'm I'm it's so lovely and someone could actually I mean outside they can still do that but given the weather inside spend more time run CL us sorry I didn't notice it at first yeah um so Nancy talks about a timeline um didn't we say early on that first before we even put it out it would have to be accepted or approved by the planning board and didn't you say this would maybe not be before March George oh oh the the story map you mean of the well the story map the updated chapters the chapter is about the updated chapters so first you would have to good point yep y I wait so George you you're planning to bring it up at the next board meeting is that accurate I think it's going to be in March I'll check on what we have for your last meeting proba full I'll double check ER it sounded as if Mary was willing to move forward with the story map before there was a formal approval from the board from the planning board sure she could work on it hoping that they will approve it all but we couldn't I think we couldn't put it out there until no we can't we can't use it until until it's been that's correct that's a good point Thank you better find that okay so we're at time for this agenda item if we ahead we can always you know have a I'm sure running you know ideas you know throughout the year but sound good a lot of Stu okay uh now is the time for public comment oh I actually I have a question we looked that question I have a question pertaining to the kiosk question which is if the story map ultimately did somehow reside on the visit Greenfield site would it be viewable on the kiosk do is there a file limit size file size limit like should may consider that in creating it for the kios yeah um would be as small as possible because it would take a long time until if it's okay potential okay it would be really interesting if you could sort of like yeah flip around I didn't realize it suggesting work Christian so my apologies Christian oversees the website that powers the kiosk that holds the story map that the people look at yeah so uh Christian I know you're not here to offer public comment but I do want to invite you if you anything okay thank you so we have a bit more so I have a question I have an item that but I don't know if it's an announcement or a public comment where it's on your agenda but anyway so do you want me to do it now or you want me to hold well typically public comment is not from many members okay okay wait um that's my okay uh so membership is the next item and the first one just an update about the sgic vacancy with Mary left so I did hear uh back from the mayor's office that there is no one currently in the pipeline for that um and Matt said that uh you know the mayor open the people coming forward and also they would do some proactive um you know effort to find someone to fit you know what the the purpose of this uh committee I did I I and we've done this before I wonder if it' be helpful to look at this is one reason I set up the the charter essentially for this committee because there is in there a um uh five areas of recommended member Knowledge and Skills and I just wondered if we'd want to reflect on are there any gaps um we don't have and and might we want to either recommend you know contact somebody or recommend somebody to I guess it would be where we would reach out because the mayor's office wouldn't necessarily reach out I don't know we could discuss that but uh or say it would be good to have someone with this area of expertise so that's on the second page of the um uh you know the the charter essentially within the um CH chapter 186 and uh there are five areas uh you know this project management and public relations economic environment quality of life issues and food um and uh one thing I wondered is is is the and the food it expands knowledge of food systems and ways to build local food food security and I'm just wondering do we have someone on the committee now who matches that profile as far as an area of expertise back Farm as a kid that doesn't count right I about it somewhat connected with just Roots but I'm not gonna say Merill at just Roots would be great if I don't know if she has the capacity but she coed co-director know Place Elon Electronica just became the co-director of just Roots now is she a green resent yes she is um but does everyone agree we're talking Carol about there's no one uh in the mayor's pipeline as far as um so you know it's possible we could try to reach out to somebody to encourage them to um reach out to you know apply to the mayor's office appointments um one person I had an idea on the food end would be I I don't know if he is Kyle Bostrom who of Bostrom farms in Greenfield and he also works at the Greenfield High School and is running a sustainability is offering a sustainability um class or whatever and runs a sustainability Club um and yeah it's all organic it f you know it's a anyway he do it but he knows about food I was saying Carol that uh looking at the five areas of uh member Knowledge and Skills one that seemed perhaps underrepresented me from my perspective was about knowledge of food systems and uh and that sound like other other areas that people think need bolstering there's a gap or I know quality of life is there someone that's pretty broad that's very broad is there some the urban designer person um I don't I don't know if oh yeah I think someone like that who's really like they do it because they're passionate would be cool amazing yeah it would be I mean that's what I'm always reading about and there's just not enough hours in the day and there's ways to attack all of this that are low cost High yielding effective and we need to do it all yeah the question is who who does anybody have thoughts of who who's that kind of who's that person or who is into that kind of thing I have a thought of one but I'm just I'm wondering if we should maybe have conversations before offering up people I'm not I'm Notting no I mean I'm I'm saying I think we've ident or at the end if we have identified areas where we're looking for expertise if we all go off and talk to people and maybe come back with ideas a thought MH sometimes saying names out loud will lead to another name will lead to another so I'm just thinking of it as in the brainstorming not not I also had no idea Kyle Bostrom ran a sustainability club and f a class to high school that's amazing so glad that he does I'm trying to think who else I know in the food world but well well I could also reach out to Merl Electronica and ask her if she has thoughts of I don't think she would do it but that she just became the co-director of just roots oh there's that Community Kitchen over on well Street maybe that's an Avenue you know folks connected to that Stone Soup no CDC yeah that's that where they the they got County CDC Sean we oh oh oh oh that's an interesting idea not sure who lives in Greenfield from there oh right but it yeah they would have and another that's another idea just calling John and pick his brain and yeah and um both of those people you mentioned NY you no yeah I know all these guys so I'm happy to yeah I'll do a little calling and picking brains that's yeah yeah contact the mayor's office who is that oh yes um I I support this approach but just want to suggest an alternate approach could also be that we think of what we're working on in the year ahead um and so thinking of someone who perhaps provides a different perspective from the community on economic development from Hannah and Amy could be a helpful addition uh and also the task force the open space task force we have a couple of people that are a part of that that are not members of sgic that could be good candidates I'm thinking of Allison Gage who works at um could you say that again I couldn't quite hear you thinking of Allison Gage who works at furog um that and she just moved to Greenfield and joined the open space task force uh and so you know she's she would bring more of the natural resources side U but could be a good addition in helping with the open space task force work from a official sgic position so just just another route that we could go I know that Mary had suggested Allison and someone just before the meeting before we had Quorum had said they had talked to her and and who's that I I had reached out to her and she unfortunat she's I understand she's on the open space task force as a non- voting member and she feels like being on sgic is too much of a conflict of interest and that it wouldn't be to our advantage to have her or her advantage to on but she's happy she's very Happ and excited about being on the open space committee yeah yeah she's and and she said if any if we make any other task force let her know and she might be interested in working on it was it just for clarification was it that it was a conflict of interest or that it was a time constraint uh it was more than she thought that it might inhibit there might be conflict with getting money and that sort of thing that it's we're better off yeah being separate yeah didn't we create that was that a mistake no mistakes just happy accident so um so we have some ideas people will be reached out to uh should we move on to the second part of that agenda item which is seeking an sgic volunteer for the OST stf open space task force uh which was a subcommittee of can we talk about the idea of thinking about a quality of life person just for two seconds I'm just trying to watch her I'm trying to watch the time okay please um well and and Susan just walked in the door so she might have some ideas so we're looking for ideas of people who might run back to this committee who could bring sort of a passion about quality of life in Greenfield like you and knowledge would be really good but anyway so that's what we were doing and trying yeah is there anybody that we might even or go talk to and think about okay do you have some ideas just want to put it out there okay okay good thank you and welcome so um as far as the open space task force it was mentioned at the last meeting that um Mary had been on that and now she's and now there's a vacancy which right right as a as a she might continue as a non-boarding member if she wants to but um but who is on there from this committee now the open space yes Jon is the chair is the chair me and fris yeah right and wasn't there mention of trying to get someone else Jonah from this we set it up with three of us with you know Mary was the third and so we were um hoping to fill that spot you know it's not essential if no if nobody's interested but it would be nice okay's volunteering you no she's not so can we just go back for one second because I my brain is still having a little trouble with a feeling from Allison of there being a conflict of interest when it sounds like in reality it might be easier to be aligned between the open space task force and sgic like if we're looking for a member of this group to join that what would keep her from joining this I'm not understanding oh sorry guys yes well my understand so she's as a nonvoting member she's sort of this is this sort of workaround that we've set up for the open space task force for members of the public to just sort of come and provide input and help us work on projects but not make decisions not not vote on things um so she felt like if she was an official member uh not because of sgic but if she was an official member of the task force a voting member which she would become if she joined sgic that that would be a conflict potentially with her work at furog if thank you okay yeah okay and uh we you were raising your hand when it said about someone joining Force I very well may you know not be on this in the future and there may be another city counselor and that person is who I think might be interested I could see them wanting to be on the open space okay I'll put my putot in I'm passionate about the topic but I'm not a person who would do any of the tasks that you guys are likely to be doing I'm more we don't want we don't want you then you'd be you'd be a nonworking member I I think I'm better as a like I you know like bringing the things to the committee but not dealing with the details so yes thank but if the other person yeah anyway so I'm there if anybody wants that kind of a person you don't need you don't need to say yes okay uh moving on um I know we have a couple of members of the public who are here should I check again there's any public input no and uh Jimmy I see you're here remotely I just wanted to we've gone past public comment agenda item a couple minutes ago just wanted to see if you had anything you wanted to offer not putting you on the spot just offering no thanks okay thank you uh so next is announcements um and uh yes n so I don't know that this is an announcement but it's sort of an FYI and it might be for the open space people more than anything else but you everyone I'm sure is familiar with the whole dam removal uh process that's going on with the um two jams in town so Noah the I'm sorry CRC Conservancy is applying for a Noah Grant National and at agency okay anyway they are applying Alex Haro is the consultant uh they came to Greening Greenfield they were looking for a um support letter from the community and so uh I worked with uh as GG I worked also with the flood plane Forest people with wiy racher and we put together a um a a letter of support so the the question was and it's really for the open space people how much do you want to know about this you don't you that that the that the well and let me finish so the CRC or Alex sent me a three-page fact sheet and said if anyone's interested please distribute this so if anybody would like that let me know okay yeah there I've been noticing something weird is happening with the technology and every once in a while you all look up at the screen and nobody on the screen has said anything I think that just happened again I don't know I didn't say anything didn't you said no very loudly yeah it wasn't me I don't know what that was uh so let me know if you're interested yes familiar with it already but but we should yeah this the open space commit maybe we should write a support letter even it might be too late at this point and that I think that's really why I wanted to bring it up because this kind of happened maybe before the open space committee was really all in one place and so that I wanted to kind of you know if you want to be integrated into all well then I also brought the other the um Martin's Farm project up at the last open space committee meeting so that's the fly on thewall bringing things to you if you want them that's that's my role and so if you're interested in this I'm happy to share the three pager that I have sounds like there's some interest yes sharing would be great okay car you had a comment about AC I actually just had a question because I'm not sure I think I know the two dams but I know there's been a it back and forth with at least one of them so do you mind just saying where they are it's taking out the Meridian Street one okay yep that's the V1 yeah the V1 and then the one that's more Upstream it's they call it either partial removal and what that means is lowering it up the road from Deerfield Street correct so me me street uh Mill Street excuse me M Street by bur your gas okay thank you y so so protecting the uh the the infrastructure that's going across the river but lowering so that the fish and everything can go up and over it thank you very much opens by the way it opens 60 miles of new Stream area W yeah in particular I was just going to say that's the electric light and power Dam it's on Mill Street um we just did an emergency repair on that as a matter of fact um but that is the one that's that's going to be lowered um and then uh Nancy's absolutely correct the one below that the Wy Russell near Meridian Street is the one that that can come down so there was some misinformation out there in the Press early on on this when we had to do the emergency repair so I just wanted to clarify you thank you and that's why this three pager because yeah a lot of misinformation yeah we're actually um actually working with that group Nancy so on that oh good thank you other announcements comment about that Dam there was a 10 foot ho in the thing it's crazy like that's what Marlo told us when we were you know sitting on ways and man talking about this but like the scale of that is just crazy to me 10 foot hole Yeah in the bottom of the dam underneath the bottom of the dam yeah not the top yeah at the bottom you couldn't see it um for the other repairs that needed to be to the dam it was discovered by divver uh when they're putting the engineering and design together it took 18 cubic yards of um cement if you will grout with divers to fill the the void um and then they tved it after and it was a good fix here it's done yeah so bad I actually one more question about about the damn stuff is so I'm going to send the three pager to to the oslp people do you do other people on sgic committee want it sure I can just send it to all of you okay and then thank you yeah Jonah you can spread it to the non sgic thanks every minute out of the till 5:30 y so uh that's it for announcement so the last agenda item is next meeting and any particular topics for that meeting it be the what Thursday right I'm not sure what if that is but oh I I have it here uh it's in the agenda February 27th 4: here and Via zoom and uh any other any particular topics people want to flag or I can update whatever I talk with you Mass about oh great so way to give us a good discount be so cool hey yes Mar it would I have a a couple of I'll be able to give some better updates on two projects um I was going to announce tonight that we're moving along with the Swiffer Grant the recy $2 million recycling Grant um we're in the process of uh re rewriting the whole Solid Waste ordinance it should be ready hopefully this coming month for Council um and the other the other big announcement is the um the sludge press or the dewatering project has commenced down at the wastewater treatment plant oh cool how's it going uh you share more about that next month you say yeah I I was thinking a couple of things for me on the agenda I can you know me I can fill in a whole meeting if you'd like great is there more info on the Press Marlo and what the specifications are of it uh it's already been bit out and everything uh it's what we call a screw press so um the only thing that's slowing the project down is there's a wait for switch gear you're familiar with that Carol with the fire station and whatnot so um we are on hold a little bit for electrical parts but we're hoping by Fall will be up and running well I'd love to get I I'll follow up with you to see what the energy consumption going to talk about it at the next meeting sounds like more fully great yeah excellent well there are no other topics uh want to be respectful of the next group that's using this space so they can get set up uh is there a motion to adjourn second all in favor thank you all take cookie [Music] --------- ##VIDEO ID:Rd9E2j_Kqos## committee record okay I guess a place to start I'm kind of remembering this from last year um I wrote These down week and I think I put them across very yeah didn't do it well um do we have balances current C ly of our general stabilization or general fund or Capital stabilization fund I think that's really all from last week okay so general fund was about 2.3 milon uh contract stabilization was around 50,000 but I have't cries plus 100,000 me too I that so did you you had 2.3 or I have two 2,332 oh I have wi of 2.3 rounding but 2.3 and I have 33 not $32 there gotta and then the pension stabilization I have roughly uh 670 and then the op yeah oh okay about 50 yeah 50 okay that's why I do in contract signalization yeah said 50 plus 100 um so we don't we don't grab from any of those other ones right other than capital or free cash exactly right so I remember we did this last year we kind of broke it down like we're going to We Can't feasibly recommend like $4 million in spending if we know that there's only2 million available um so do we want to start with the fact that we have um why don't I have the capital 2.9 that's I'm trying to figure out my own chicken scratch here problem 2.9 once we added to it I'm thinking it was 2.9 but we the idea is to leave like 0.9 or close to a million left so 2 million is what we want to try to work with here AB from capital and so this meon n is coming out fast and that LE us with nothing ex that my understanding 1.9 from the tower that was after the tower so it was going to be me if I'm wrong it's that was not having to do with the 1.9 exactly we would still have we 2.9 left after the tower appropriation which is has already hit counts before so we 2.9 and we pled that okay and that's cash that we have to spend and stuff it will not be a b corre that's are capital fund without the tower so I don't think we do we even have to put a I don't think we have to even really put a recommendation on the tower it's literally already Financial order okay did exactly okay um so we're looking at trying to be around the 1.92 million use of capital is my understand we want to leave something in there according to the the thing we're talking about last time with the the state their recommendations with bonds and all that okay so if we get to the police and was there anything that seems like the top priority is the police vehicles yeah and to me the the cameras inated I would hate to eliminate anything have a problem because I open he don't want someone to I mean as far far as I'm concerned if they made this far on this piece of paper they're all crucial so part of it I did do a quick and dirty spreadsheet for math purposes of these and I might have missed something but the total I had as starting with if we were to say as to everything with the exception of what like that's already pull like the rec department those pre-cast bathrooms I had a set uh two 2. uh 648 actually Clos to 649 so that would mean shaving off roughly $700,000 yeah but that was my cooking dirty m not so we should now then go to the rest of it see what I think that's the tough part yeah I mean if we I don't know if we should take like if we want to prioritize piece by piece of the department and say F burner the other the ones um if there's an right then we can say well these are the ones that are going to be the toss-ups I think I I mean I agree that I think the police vehicles are priority yes the camera upgrades is also a huge ticket item it's in board but I know everyone always puts on these things a one or a two no one really ever wants to put other than R who I think R is very honest with their one two threes and fours everyone else says one I need this stat you know and he does have the div in radios and as twos right but they're also much smaller tickets that they might be able to be absorbed by their operating budget versus a $236,000 expense he's so then I would say let's let's say yes to the 236 and the two yeah and then come back to the other two if these are still accurate when it was like we saw the numbers we getting afterwards were not necessarily the same but yeah I agree that too and so that those right there put us at over half a mill so we're at the quarter just over a quarter of what we're looking at to use on Capital with no borrowing at all on the finally got pay that's that's that's uh 622 622 is the yes we pay 200 we no choice on deete our Ro I I guess if we wanted to it's kind of a baseline that is asked for every year is the same out to try to sustain a you know maintenance kind program across our streets well why don't we leave these until last DBW is always big right good it's biggest apartment do we want to look at Recreation since it's just three items the um two smaller ones the tennis and pickle ball servicing for me that's of course it's a smaller amount and those kind of sports get heavy use we don't time I do know those funds ta is me and they ask for that for resurfacing or yes oh the U Community president I know it's always tough because they doing same thing it's a 10 and like last year we approved something we found out they were paying for another thing and by the time it came to it we didn't have to put that money there right which is great and so the pickle ball quartz however is where I'm torn well here's my thought on that they made us raise money for the library they made us raise money for the skate park I say let the people raise money for the big of B for I agree y just myself yes they have started that and it's yeah I think I hope that we do eventually get them because I do know that the people who play pickle ball in the area will go town to town and so that could bring in new customers for our businesses but think we have million right now I just hope they'll still be able to get the grants they were hoping for when we do have that and in a I'm convience that the tra the wife founding the betrayals the 30 75 yes to me that's important that was their number one priority yeah and they've been asked for that for multiple we sh down last few years and they got gr money and then they got other grant money and I think I think to to the point of talking about comparing pick ball courts with this I think that they done that over the last couple years that it's time for us to chip in and and maybe some the CPA money will offset some of this too because I know they had previously right um so that I don't know what their priories are going to be coming have that committee I would say that I would vote for that and we that more money this we can come back we're not gonna have money it's nice I mean I don't know so are we saying like the top two which are the lowest costs we could potentially put in as a BS for now we get BS until we've done the P so that's like 111,000 then fors which is next up we didn't have to do the elevators for V Str we do have to do the fire alarm the fire alarm and the Four Corners design study it is ridiculous but uh part of it's because they have to redo the entire system because the old system no longer had parts and the screens only work some of the time I know I just a frustrating price PS that work getting replaced and cost from ridiculous I could literally just out and Fire couldn't do it and it would be quarter of the price but because it's a state job you got to go through all the rent tape and it cost a whole bu that's all cost right they pay for bailing wage to do it to begin with and it would still be a quarter of the cost but it's just the moment that you get designers involved and they just throw some arbitrary cost estimate software on there that's like 200% higher than anything else and they have to advertise that which I've argued like why are we telling them what we think it's going to cost why don't we just say this is the job what is your bid know because then you don't get serious bits coming in but I don't know I'm gonna lose that that all day okay so we are for the fire lock Lo the stes well at least we're not going with the higher estimate for it to also have a verbal talking thing did you see that at school committee meeting when that was discussed I did not but so there was talk there might be a law change at some point in the near future requiring that and that just voice going over you know recorded message telling people fire would add like 50,000 to devices are [Music] stupid post production and so the architect designed is a Tom and that's been there forever this is not like on one hand 88 issues but on the other hand that's over half of what they estimate it would cost to actually do the work just in the sign yep so much there's nothing left over to do any work so what are your thoughts on that one to come back to maybe unfortunately maybe and we don't have to do the no and there's nothing for I just want to say we did skip over Central manance and say because this is the first year Central manance is that gpw which normally Falls a that but I I doize we skipped over purposely skipping over the the list of DPW um but in that we did skip over yes the van and the these St City I would be in favor of cutting the feasibility study right now because we're not about to be building a new I under the new Administration we might be able to get money for fire station what you mean police station I mean police station I'm sorry police station that that will be the only money that we could ever get from the federal government but if we had done the study and had figured out some shovel ready what we want where it's going to go and all that kind of stuff I would Advocate that we do it so that we're ready if the opportunity comes along that because we're in Massachusetts we may not had that opportunity that is very possible but I'm just saying that's the only opportunity we will have for four years I'm just reluctant to gamble 90 well almost 90 grand of taxpayer money on the shot of that because is there any other reason why we need to do this this year that's the one he's yeah I'm sorry I'm GL to disagree with Karen about that um I find not I'm not um let's just say I'm not comfortable that the next four years is GNA have any good things coming for our municipalities and funding whether it be police or otherwise okay and I don't think that um and even as the chief said he's not concerned about building right now because the work still having cars and we're investing in their vehicles for that also the caveat to that is off of the fiveyear capital plan that they had put forward previously um that the former Chief was not very good at uh managing um there was some money appropriated to that we haven't even we haven't gotten a clear update on how that money has been spent that was one thing that I wanted to ask for I'm planning on putting it on shares this this month so we get an update in February um I know they did some inhouse work which was a little sus on U how that was done um unions I don't want to S pot but uh so they got some things that they wanted inside of the building done already even without the capital we haven't really got an update for the last year on the this is why we at the city council level we shot down appropriating any more money for their Capital until they could prove they were utilizing the money that was already like allocated for them um and making sure that they were kind of following the recommendations and not just doing whatever they wanted with it even though they can't do what they want with it there was that warning I if you guys remember don't do that because then you're not going to get any more money if you just shut down the recommendations of the folks who are are approving this money um and if we're going to be I would say if we're going to be putting any money in feasibility study for something like a move of the fire station then we should put a hard stop on any further improvements to that building that aren't absolutely necessary this full building study is also I think we also look at Green River School what to do with it and also figuring out a town hall solution UMES of I mean we've been working the last year construction what I would rather do Ideal World I would get a team of volunteers that are experts Tradesmen who are willing to walk through the building and give off the cuff recommendations so that we could try to do a study that was a little bit more paired down scope uh looking at just this and that as opposed to all of it just to try to save money especially because we're not going to be able to build another building for what 15 years wa 10 10 yeah I'm assuming inflation of years I agree that well I'm just worried that we'll have another fire department that's built on land that we don't own and withum and all of the bells and whistles that we need somebody to come in and say parking lot across from H and all it would be the best place for City Hall in police [Music] station I mean you know we need somebody to tell us with professional o and I I can't be talked out of this I'm just so here's where I fault I think you're right it is a good idea but I don't think we have the cash for it right now okay well so that is where I fall I really like that I yeah I think it is information we need to have but just from what I was playing with members pulling this adding that in if we do that then that is a vehicle for the Department of Public Works that we can't do okay I mean know I can be I can give you l f just for for to know from the things we've said yes to we're at $927,000 so we're about halfway there and that is before we get into the replacing the vehicles that are open off the boat correct good that's without either architectural studies whether for the school or theal buildings right so do we want to talk about the other Central maintenance request which was the Rockport van right the traveling work station so it's hard to say because the you know these these folks are coming in and they know what they need to get the work done and you know I mean I work in this kind of industry but I also wouldn't presume to I mean I actually got asked previously you know what kind of truck should do we need these trucks do we need blah blah blah to to to plot the streets and to do these things I was like look like I can give you an opinion but I won't presume to know what operating a city Department like this is going to be and so you know there are people like Marlo who've been in this game for a long time and they in the city in now and I'm like that's he says you need you need a you know 5,500 versus a 3500 for a truck I'm going to say he's probably right that we're not going to you know otherwise we're run the other ground real quick not getting B for a buck um because I don't but this is not being this is this isn't but this used to be but again Central manance takes care of so many things my for all the Departments their pitch was that it would improve their fishing SE aot to not have to pack up every tool and then unpack it every single day but to have a secure mobile so see the of our buildings I agree okay so I'm inclined to say yes to that one let's throw that down on the toe for now okay most let's avoid that one that's always the rough one um so the rest of these I mean I know we had here these were the updated ones right they transfer that I believe place so like G said that is going to be a bond that was the idea those were not part of the 2 million um those are outside of it the Enterprise funds are like separate from the 2 million I don't I mean I don't know if we just want to cover that real quick yes I don't have probably Enterprise FS doing what they're doing I have a question about um K said okay we started this many many many many years ago and we're still using that same technology where they put this thing on the phone you can Northampton I understand this got a company coming in and getting internet service to every house with in a year the $50 a month for house you can sign on to it why are we still any plug stuff in the wall if anything that you go and get you plug it in the wall to get internet service why are we still sinking millions of dollars into G set which does not appear to me to be S of the Al I'm just throwing that I I'm not sure about what Northampton is doing if there's anything being plugged into the wall That's to me Antiquated um I have nothing if if that were to be in my house I have no place for to plug into the wall without them running some sort of wines in my house like all my phone lines were removed when I Ren the house so the only way that I could get a phone in my place run on if I wanted a landline which I don't would be through the cable company um or through something that was in the air that is you know the little the speaker looking things I'm at my house yeah um I think you are not correct on the Northampton thing because I just pulled up a newspaper article it looks like it's uh so it looks like it's more expensive it's fiber but it's let me scroll down because the little preview of the article said you know qu scene starts at 654 and then I needed to see what the up Comcast has f the ca is running but there's still cable lines so that's by plug me into your house next for podcast I have a box that's plugged into the wall Y and that's my right confence but for G set you don't have from people have seen it you have something attached to your house but it essentially works all like wirelessly it's all through the air um just like your cell phone works so and it is standard Tech it's not like it's outdated okay okay well that's fine I just was throwing that out so we have a building that that I managed that I didn't even noce until it was an outage the coaxial leg of Comcast went down but the fiber optic line was still good so we had a community internet that could still run but everybody else's cable and internet was was down until they fixed it and I was like I don't even know what this means but well the Northampton it's the same thing the make ready on PO so it it seems very similar and I need to look up toing it I don't want to see it fail to be honest it has even made it to my house make it to mine so yeah I mean they're they got the highway to deal with with with where I live on dead end um but uh you I'm a crefeld but I've seen them out there I've seen them on five and 10 I've seen them on you know the other part L Plane Road not my side um but there are things to contend with and I I get that and I mean that's fine I and again we're not this isn't actually taken anything from the taxpayers at this point to B I I think I don't think that they can for for it is my reason for questioning I think what taxpayers for because we doing so there are a couple of other benefits of G set one of them is the ability to bring in businesses with a stable uh less commercial internet service especially with net neutrality um being buried because you know that that does make a difference to people and having a free internet as opposed to a corporate dictated internet I'm not skeptical I think they will be able to cover it um and I will I will defer at least to leaving up to the mayor to decide that I know she's skeptical as well at least from other things that she said um she said Optimist yeah but their but their presentation I mean they did give us a good presentation of how they're the amount of debt that they're going to be done with versus what this boring would be is if they already been paying this much down and I mean adding more infrastructure is only going to increase your Revenue right so if they could afford that as they've been going on and getting rid of those bills it stands to reason to me that they would I don't know I'm not a credit history person in that I'm not doing a credit report for him but I mean if I loan somebody money and they've been paying me right along and got rid of you know this note that I gave this note I gave them they still me this other five notes they've been doing pretty good I'd be more incline be like okay you can have one more because you've had a good track record and paying it down um it's also just good for the city and don't want to kill it too early I don't think I want so okay I want to see it expand and yeah continue to expand okay the interet one to that my friends Liv to South oh my electric bill is like $25 a month I like what I love how the delivery fee is over half of the bill yeah okay now I mean again these are again these are all Air recommendations and these aren't actually taking any money from any funds uh they're they're I mean they are bonds but the rest of them are retained earnings so they're they're all paid for by their own Enterprise okay so we did the sewer fund that she the SE fund was yeah it was actually they lowered that to 200 to lower to 200 right yep they didn't need the other three for this year and then there's the water water still now all of the sewer and water stuff it seems pretty no-brainer to me right yeah a couple of those are retain earnings so we're not we don't really even have much to say about that I think they're okay go back to the before Oh piz party okay so we have do that right eventally right about that yeah after the central maintenance we're looking at umon 17 so roughly yeah roughly a million dollar left but their top ask was the bucket truck they said that was the most critical and that's a quarter of a million well we also did we didn't include those we so that's almost half we 250 for the bucket truck saying TGI one but they verbally told us that uh the bucket truck parts are not made anymore right so that's did we do this was just including two well this was including the highway Fund in the bucket truck that I would now 450 we're at like one uh 46732 land that buck truck wow that was 1997 truck it's amazing how much four shits and giggles if we were to put the rest of these asks on there um we're looking at another 240 the trash trucks day don't we need to do the to run Street big bridge repairs in theale Street engineer got $69,000 together what and so then we just decide which is what I I have in my little spreadsheet is if we don't do either building study or the pickle ball fors I have us down to 2.27 227,000 that's including everything else that is including everything else unless I've missed something which I would definitely double check me because I did this and that included all of the police yes the cameras cars vs and radios okay so the ones that I I'm at 1.53 six and change and that was without the fibrillator the rers and B place that is without the two smaller trucks the trash truck and superintendent vehicle supervisor vehicle for DPW uh without either of the municipality studies uh no pick off Court no cast bathrooms which I think we immediately were getting yes they had withdrawn that oh they they actually yes because there were some more issues oh that's right the engineering and water and build that's right um yes so no without that's without the school design without the municipality the municipality municipality designed scho building design there so we have that much roughly half a milli and those other things are fling I would be imping to put even it's the biggest sck item on there trash truck Val but think we have to get rid of our waste and we we've said no so time the other vehicle to really look at was that replacement for is it 47 yeah the one ton just because that one ton truck was in 1999 all right so I'm at 1.9 before that so we had 150,000 2 million 56,000 okay let's do that but did we did does that have the uh Bridge repairs in there yeah oh it does okay and it has the 35 34 okay so those are good yeah yeah um so we what we would be leaving out according to this plan at two mil 56,000 which is pre close to what we were asked to keep it around we would not be getting them a 3/4 time sh for DPW we would not be getting the meter reader supervisor we all for 25 Grand we would not be doing either of those feasibility sles and we would not be doing defibrillators and radios and batteries for polias I believe that covers everything we already haven't said essentially now too just trying to remember I I remember one of the trucks either the one ton or the read uh order time one of them had something in particular about was it either the the training standard versus automatic or there sorry I do remember talking about that neither of those should require C any it was probably it could have done the bucket truck I don't know what the weight is on that one um trash truck is probably certainly I guess yeah if we're going to do the long T of the 34 I suppose the one does make more sense for place since it's obviously we'd like all in ide world that is most of the asks on there anyway and that's with zero Bor which we had borrow last year I mean this is a very par down budget we're trying to deal with here we're Shing pretty much okay so what was the number and I'm not saying that we couldn't recommend to go a little bit higher than that know we want to keep a million in there the mayor can cut it anyway right um or recommend some small chunk borrowing I mean we're not talking borrowing half a million dollars here if we had to borrow but what small chunk would you want I just mean yeah are you going to borrow really 25,000 sound like but you know but if we were to have something that we feel is needed that would be you know 100K or something like that it's not I don't know correct me if I'm wrong that wouldn't be like breaking the bank if we were doing that I was showing the cameras and the for Le depart that's 55,000 yeah wait the you me radios right you said cameras you did do the cameras which were yes uh what was the number that you Ma got I got 2 m56 okay 329 uh and again that was without defibrillators radios and batteries for police that was without three time truck or the supervisor vehicle for DPW and it also was without feasibility study for either the municipal buildings or uh for corners and we already kind of I am one digit differ in years so perhaps I I was also doing sub pag so because I have 205 39 so I probably just carried a one where yeah exactly I seven 16 16 I don't know I six um unless I copied it down on well the paper which is also very possible we're talking talking, insance about I think there will be enough wiggle room in one of these from yeah wish I could give DPW one I mean and that's that's kind of what I'm saying like we're not I know we were asked to not really borrow but we're also not sitting here being like can we borrow $ 1.5 million right like if we want to and again we're again just recommending and again the borrowing would be for trucks M if gorrow we TR borrow we for radios and we're borrowing for something either way if we're going to borrow for anything we really um I mean the radios and defense are go I would not want yeah I if I'm the one having the hard I want good it's tough I mean I mean even you know Chief's explanation was like they still work right I mean and again yeah you don't want to sit here and play with life saav equipment but how often just realistically how often are police using the defense versus you've got the the fire department or the ambulance on like the police might be the first one there because a lot of times they are um and that's true and so you want them to have equipment that works because every minute counts um what was the age of the 15 years or something is two yes so maybe and the reason that is essentially just to replenish their stock right they have no portables for new hires right I don't think that these are I don't think those are out of the realm of possibly being covered by an operational budget a smaller scale don't let if if that's going to be the only thing we ask tomorrow matter but I don't know can they cover something and they're not even they're not having cover vehicles through their operating is what they used to have to do and I understand they were neglected for a good deal of time that that just I mean that being said it will be her call yeah um I wouldn't be I mean we could do the truck instead I'm go over I [Music] that much if we're going to my opion um if we were to keep that this is the complete Capital ask is what we already have with 255 fish um if we're going to ask for anything being borrowed it's not going be J fun um if we were to compile the defibrillators the Rays and batteries skip the three4 T and get the maybe just get smaller supervisor that's what I was thinking right and out of the two studies get the 8 study done we'd be looking at like 100 50 Grand roughly to ask to be borrowed which is not insane I don't think um okay I don't know if that's I thinkable I think the Le is necessary got so if you were put in some sort of like so that would be 2610 for that 324 okay [Music] 2 it would be 100 5 934 baring ask and 256 or 2 55 329 Capital which would still leave us with roughly 900,000 as I corre Capital which is kind of we're we're we're near it right pretty close so we are sign architect SP just one one not Municipal Building feasibility um but maybe just that was just my thought was um get school thing done in out way so what was especially since they don't have for years three four or five right now the totally you came up with for what we asking uh 165 934 okay oh I missed a zero when I was adding that into that problem okay 165 I got the same number I just uh when I was transposing num I mean that covers everything and really considering it's such a thin year I don't think that that's I mean we cut out like we said we cut out one vehicle and design study pick wall course and the pick wall but I I don't especially because I'm like it's it's it's so bizarre I made a $250,000 to put concrete well wasn't that just the start of it and the full project was going to be like a million with managing brand right that's what I mean for concrete oh and it would have been more money if it had lights it took us long enough to get lights at our school functions that's right I don't think I'm I'm worried about like people going out at 8:00 at night playing pickleball because I think to be honest most people playing pickle ball are in bed by 8 so just say maybe they want to wa at 4 in the morning wake up much so do we need to do a formal vote Yes because the emails said that we needed to write down the votes and record to submit to the uh clerk yeah so just recommendations so are we able to vote on the recommendation as one big thing or do we have to go by line I think we just didn't we just go did last year I know we had tallied things up into because last year we had a lot more free cash what is our free actually we forgot about that what is there free cash BS oh free cash B we had free building this year and there was not much left so that's about the simple free cashs so all the free cash accounted for exactly okay so that I was going to say wait a minut we don't need to B we have three yeah I know some that's already I guess we should go through item by item just okay um now who will be doing the recordal okay you've got that hey let's do it I I knew if I took a breath maybe someone else is volte so walk you through and I have it all right here so the first one was police cameras cameras for 23659 y and cruisers for 280 170 for a total 56329 y favor yes to be recommended to be used in capital yes yes okay then for DPW I have Chapter 70 funds which we do need to r on of 622 758 Highway pair 200,000 bucket truck of 250,000 it's 150 my fingers are fat so sometimes I hit the wrong number uh Co Rain Street uh 35,000 34 Rell Street 34,000 a trash truck in the amount of 370,000 ,000 in a one ton pickup for 150 uh for a total of 1,661 758 by Captain 150 some one time I didn't have that on somewhere near so we might be at 2.2 2055 329 that's what I have where this this this Central Rec the trash Tru I'm just not seeing anything I wrote down that says un B but I want to see on mine I've column B is the one that I had tallied up and I put the little note so i' know what each thing was [Music] [Music] how did I get to that number without having ,000 right now great maybe a little Mental Math somewhere I'm good at mathing I yet I clearly screwed the pooch on this one somewhere so the first uh would be to accept the grand chapter Grand of 6227 to mil 39,000 out of yes yes with t-shirt and then Recreation the way from finding of 75,000 tennis and pickle ball repair 35,000 a total of 110 out of capital yes yes school fire alarm 300,000 out of C yes Central maintenance Rockport van have capital set 450,000 yes sewer fund 200,000 out of the to be paid out of the sewer Enterprise fund is that not a borrowing that was a borrowing a borrowing yeah I'm sorry yeah payes and the water fund is a total of 615,000 water interise 15 is listed as retained earnings wa 3580 358 yes you're right so so that should be just simple 500,000 than uh so water fund 500,000 engineering design drag and green okay so we one 1,50,000 borrowing throughout funds be asking for 165,000 yeah so atas defibulators 20610 elas radios batteries 35324 DBW uh beer reader car 25,000 and the school architectural study of 85 000 so 165 wrong they've got that lovely kitchen back there what they do yes heard hold on let me check with your stuff because again I'm looking at I'm doing a quick math about when I wrote and it seems to add up right to the 256 but like I said I was missing that 150k so ement trucks unless I put with something I have 200 forway two for forry isw to my B column is added up and total in the box that I've had to check of course oh that's where I did I put 111 instead of 110 so there's that so that's one 2505 um there's my $1,000 but and then $3,000 fin I have all those check off except for 150k to the med that truck and what your thing doesn't have a total V for what call V uh column B is tot in the blue box there the the little blue box so I just stick the formulas off to the side so that I can total different combinations makes I'm getting the same number as you but I don't have $150,000 in there where do I go see sure I just screwed up with that said put 111 instead of 110 ,000 I did but I'm still well I don't have $150,000 down there I think I have to just walk through and break them down because of the way that you have well that's why I was checking them as I went down year was like gra fres piece of paper and R it I just yeah trust it I'm trying to figure out how the hell I same numbers you I literally don't have okay 280 23 what you want me to read off the numbers 23 yep and then the next one is the 150k and then 200k just DPW yep that's Highway fun then the 250k for the bucket truck then the 370k for the trash truck uh then 35k for C Green Building study and 34 for the other y 34 for the other one and the 90,000 for Central maintenance Rockport yeah Rec Department 75,000 for the trail map and 35,000 for the repairs and then the $300,000 fire some check marks the 150 so go ahead and add them up no it's it's not a waste of time it's it's good to to be comfortable that you know just because the spreadsheet formula says this doesn't mean that I mean John Glenn had the uh women don't check the MTH by hand where face okay that's I don't understand what what happened here I got the same number correct I magic 15,000 oh I know what it's right here it's literally at the end was I had 1906 I just didn't wrak the little 150 in here I just added it to it that's [Music]
