##VIDEO ID:ZPr17se1Ako## I don't know what time it is but we I would like to call the meeting to order of the CPC to order um and first thing I would like to do is uh do the chairperson statement this meeting is being recorded by the community preservation committee if any other persons present are doing the same you must notify the chairperson at this time uh anybody doing a recording okay um uh I would like to call the role of the members um Donna here wisy here g g there go here okay Sarah here Peter Peter does not appear to be here okay Becky here here Travis here and Jack here okay we have a quorum okay um I'm going to ask because we have people here who are going to be speaking to proposals is there anyone here who wishes to make a public comment that is not related to the three proposals that we are discussing today seeing none I will close public comment okay um Sarah thank you for putting together the minutes from uh January 6th um are uh do I hear a motion to accept them and then we'll have discussion after our motions so moved do I hear a second Becky seconds okay uh any discussion on the minutes uh I didn't show up until 5:30 I don't know if that needs to be noted in the minutes should be okay I can change that anything else in regard to the minute I just want to say that they looked really good so great job Sarah thank you y Sarah thank you g Jack Jack Jack no yeah but gar was the one who found that mistake you jack for that yes thank you very much okay um yet any more discussion on the minutes okay there being none um all those who approved the minutes with the uh addition of the 5:30 notation on uh that Donna recommended we gota we gotta go through the role we got to go through the role because we have folks online okay uh Donna yes wisy yes G yes Sarah yes uh Becky yes Travis abstain okay Jack yes and I'm a yes the minutes have been boed okay on to new business we'll start off with um the application of the pickle ball let's see if we um see this one is okay the pickle ball um project um that is being submitted by Amy PR um Amy what we've been doing is allowing folks to do a brief statement at the beginning um and then we will ask questions in regard to this um so if you have anything you would like to say above and beyond what we have in front of us that would be great sure I I apologize if you can hear uh my son's YouTube channel in the background um it's a casualty evening meetings for me especially on Thursdays problem so just the only thing I quickly want to add is um in case it wasn't clear we put the full cost of the project in The Proposal as an ask which is you know uh over $700,000 I believe with everything um over a million with all of the enhancements and what we really can help us move forward at this time what we really are needing um is 50,000 to allow us to continue to get that incremental so frustrating but the reality of Municipal work uh progress that we want to get is that $50,000 um but I do think uh in all of my experience with Municipal financing it is important that you have the full number of what the project actually cost which is um the two totals in there for the full project but our ask for fiscal well for year cycle of 2425 in the rec Department's fiscal year of FY 26 which is when they would get the money is $50,000 that's the only clarification I wanted to add and thank you for the time thank you um did by the way to the members of the committee who are present if does anyone need a copy of the application I'm looking at it on okay okay good enough would you would you like would you like you need okay I have okay um okay um let me then open it up to questions um from members of the committee um oh G um yeah I just had a had a question do we have an update on the like the the first 50,000 or the you know the the first award was for I thought for sort of like a you know planning and um feasibility study um do we have the results of that yet that was the piece we got last year it was 25,000 I believe maybe 50 chrisy is in the room there and can probably give an update from the recreation side of what's moved forward with that sir um yes we can you hear me from here do I need to come closer um the in December we actually worked with the consultant and went through the Conservation Commission for our our plans um we have a couple changes that we need to do as far as like planting they wanted us to change some native plants um and so we have the design specs and so there's a few changes and then that will be complete so that we will have then he's going to move into the bid specs so we'll have everything ready um to bid the project once the rest of the structuring funding is lined up any further questions for chrisy on that particular issue so I was s surpr to all of a sudden see it be so expanded like um I thought originally that we were looking at this pickle ball courts and then all of a sudden and even in the prea I didn't see that the whole thing was into a park it sounds like um it's always been a six Court complex and obviously with that when you have drainage and um make changes you have to have like rain Gardens and um great for water runoff and stuff so right send it to a million the confusion could be that there are two proposals for pickle ball this year this one is one you have seen this is I believe the fourth year we' brought it forward this is an expansion of pickle ball it would be six Courts at uh abber cromy field a separate location from where the one court is now there is also a second proposal from a separate person not me asking for some uh enhancements to the existing pickle ball port at Greenville Park so if that's the confusion there are two different proposals this year no I that no that is not the confusion I mean so I think that wy's confusion it maybe if I may was that the original um application that came in on November 30th 2022 the total cost was $300,000 that and we funded 50 for a design study that's right yes that's yes but now what you're seeing is a different is beyond $300,000 and that is the cost of doing business and delaying that's it's just the price has gone up the CH the specifications for this proposal have not changed in all those years okay I well yeah so one concern I had before I read about the alternative or the expansion whatever was I was concerned about bathroom facilities well all of a sudden that seems like it's in part of the expansion I I'm just confused by the way this seems to have changed and I'm not sure if it really has but it seems to me that it has yeah no it hasn't it's just um like Amy said the cost of projects the it's been four years the estimates of the 300,000 was our research four years ago um this landscape architect is on projects in Pittsfield and North Campton and so this is like the true cost in today's pricing um as far as the bathrooms that's considered like an ad alternate um because it's not a necessity we can get a port potty in there's enough um space to put in a porta potty for people to use um the other AD alternate when you bid is lighting there's been questions about lighting and so that's all add alternates that's like extras if we had money in bids a super low um probably not likely but that's the wish list so that's total amount that you see over the 1 million do that clarify for you um I I I think it's clarified to the extent that I'll get clarification it feels awkward to me the project has always been six courts wisty um any sort of Park project is always going to have benches um you need to have fencing you need to have parking so if that's how you're envisioning like a park project then that's part of um when you beautify an area and build some sort of asset you need to have parking you need to have benches and then places like I said before with like water run off and stuff so I'm wondering with st it might make sense um not right now and not tonight but like if you take a look at what they put in in 2022 and sort of compare that you know when they were asking for 300,000 to what's in this one maybe we can Circle back to it after we finish going through all of them I know that we've talked about having a little bit of extra padding like sometime in February Well it Well let me clarify this then it seems like what the request is for is maybe kind of that indicating Community Support that 50,000 is you know Min School compared to the amount yes y well um and Chrissy can speak more to this as well but I just tap into know because of recommission you know we're putting it in to Capital so we're hoping to get Capital funding for it and we're also looking at doing a park Grant um so we're asking for capital in the amount of $250,000 this year I don't know if we'll get it but we're asking for it and then what was the park rant you're looking at going for how much so the park rant actually um has increased probably because they know the cost of construction continues to increase it used to be 400,000 was our maximum now it's 500,000 that we can get and the city has to do a 7030 match so the capital um 250 that we've asked for your 50 that we're requesting and then we've asked the fundraising group to come up with 25,000 all that will be the city's match to apply um and hopefully to care of this project mostly grants on that Christy the 50,000 we gave last year does not incl is not included in the um in the totals to to the park gr no CU that's designed and what's um if there's anything left obviously you guys know we will turn that back once um the bit specs everything are finished for the design okay thank you any other questions for either Christie or Amy on this particular issue Becky um sorry about that I had something burning on the stove and um my question is about the fundraising I noticed that um there are several different numbers I saw one was that they had raised 6500 and then they were going to have a tournament and had hoped to raise or had raised five having a tournament and then in one of the letters sport letters they had hoped to raise 40 by the spring of this year and I wondered how it was going so I can speak to that because I am also the treasurer for the friends of Greenfield Recreation and I'm the one that get to prepare the reports for people as they're raising money as of right now they've got about 10,400 500 um I know that the a new uh a new donation for about a hundred bucks came in um just in the past week or so but I think it was 10,340 or something the last time 3 65 um so and they do have a goal of 40,000 which they have put on their um you know we have a PayPal like with one of those little thermometers and um 40,000 is what they're looking to raise but they need to raise 25 yeah I asked them to raise the 25 Becky so that we have that for the match anything above and beyond is super um I will also tell you that I've just approached um and you know we just built the B courts uh there's a gentleman in town who apprach me who wants to work with happy to put on a botch tournament to support the pickle ball so the fundraising efforts and I know there's some people here that are willing to speak if they're given opportunity to talk about what they've done with fundraising that was something that this um commission had asked us to work on and they have I think put good forth effort and you can see that they're almost at um 11,000 in in less than a year oh yes it started in like October yeah so will we ever get to see plans I'm thinking of other proposals that have come in you know that that kind of lay out what people are talking about like you know like what does the design kind of look like or the design is finalized um you can see it here like passing around we had a public meeting on it and it's been improved I can pass it around a few landcaping changes that since you asked let's start with you yeah um and you could also send that out right be Shar me that would be great yeah we could proba put it on right y okay are um are there other questions for either christe or Amy around um this project I I just have a sorry Jack um I I I think it's great that we want to get Pickle all famous in Greenfield and it sounds like compared to other communities if we were to have eight physical courts four in the Green River and and I'm sorry 10 six in abber cromi and you're shaking your head there's one at Green River but there's space that's been no once these courts are built the basketball court which is built to be a basketball court will remain a basketball court okay thank you that was not clear given the two different ones that we're looking at it looked like there was going to be a total of so just curious about that and that's you know it sounds like we have as much or more than many other communities in the area except for the 14 courts in wherever that was lllo some place right now we only have one Court this proposal is for six in a separate location what does happen now is that there are portable nets for pickle ball that are set up quite regularly on the basketball courts at Green River that adds to the number that they can use at any time but it does take away from anyone being a able to use that court for another sport like basketball right are there other questions from the committee yeah so my question was just about partial funding so last year the committee gave 50,000 you're looking for 50 ,000 again this year would a partial funding of this project be helpful or is because of the match 50,000 is is the number that you need the to 50,000 allows us to have some incremental progress It's not the full amount but it gets us potentially into that Grant cycle with the match uh proven to be available and um you know the other pieces potentially we don't want to do it this way but the six courts is um it's it's uh scalable so if there was funding available and everything aligned and we could do two or four courts instead of the total six and add on to it potentially later um it could move forward that way the the plan stays relatively the same without with if you add if you subtract a couple of Courts at the at the outset but honestly it's going to be an additional expense to get it to that six quarts totally obviously you almost to start over because of how Municipal financing works yeah if I can add on to that it's not ideal because the construction costs are going to continue to go up um and you want the service to be all uniformed across all six courts okay other questions uh from the committee Travis you've got a look on your face that says you have a question no no I was just thinking if I did have a question but I okay um and are there although we're going to have a public hearing um where any questions can be asked if there's something that's pressing that would help clarify things right now from members of the public I would entertain that um I would like to speak if I could briefly Elizabeth y thank you I've listened to everything you've had to say I've taken notes and I concur with the six courts in abomi field because of the rising C cost and and how it was explained um and I um I'm happy to hear that um eventually the basketball court will go back to being a basketball court um with the six courts over there you know if you're going to build two courts or even three well you You' build an even number probably uh six courts to me make sense because these Court are only 20 ft wide by 42 feet long now that's really all they are they're really not that big and for South Hadley's done some good courts I think they've got one two three I can't remember four four but there's room for six and it's a great spot um I'm oh whoops I was supposed to say I'm a member of the Agricultural commission and I'm making this is my own personal opinion I'm supposed to say that I'm a newbie here so uh so I'm I'm very pleased to hear this and I understand how these expenses go up so looking forward I would I would like to see six I would like to see six courts I I haven't seen the layout of where the courts are going to be but um hickle ball is not like tennis tennis is a kind of a quiet kind of a fush game until somebody makes a shot pickle ball is exuberant it's a very exuberant game and the balls make a lot more noise than tennis balls too so just I just want to say let's be cognizant because I know there's some houses over there by the uh old school you know that are on the side of Abie field so I I just don't you know I know I just I I just hope that uh that that'll be taken into consideration because the noise ordinance and there are some people in town that um that I know because I live in Precinct 7 and they're working on a noise ordinance and I just want this pickle ball to be placed in a place where it'll work everybody will be happy and the noise level will be um not causing a problem so that's my only thing that I have to say so thank you everybody thanks Elizabeth Jimmy or is that Ryan yeah it's Ryan um Ryan wiy Chapman Street I'm just wondering we keep talking about cost going up and cost going up and I'm rather confused at at the study and how it changed in the process we paid $50,000 for a study that changed twice or something like that I'm rather confused about that but my my main point is when we're talking about this and we we look at the overall finances of recreation and DPW for maintenance and stuff like that we're really low on on staff for that and funding like I heard Carol Collins talking about putting in a town pool because even our town pool our our River Pool is it it's getting too costly and stuff like that we got a lot of projects coming up and I'm just looking at if there's any analysis of the cost over like time about maintenance on these type of projects since they are black top a hard top or whatever if we'll be able to afford to maintain this over 5 to 10 years as all these costs of these small Parks go up the maintenance cost is going up is anyone looking really hard into that that's all I wonder because we got very few guys on the DPW as is thank you that's all thank you do you want to respond to that or just let it go sure um well I'm happy to say that the parks department is one of the divisions within DPW that is generally fully staff so I'm grateful for that problem is that they usually have to get pulled to fill other departments um but what's nice about these courts is that it's all blacktop so um there's not a lot of Maintenance and upkeep other than um eventually you have to repaint the lines and the color and the court at Green River it we built that in 2016 so um obviously it's been 10 years now and that's why we have a capital requesting to um repaint and Tuck up that that Court uh having one Court in town that court is used um pretty much around the clock um and year round and so that Court definitely needs to be touched up but having six where there's um less use on just one Court I think the maintenance um will be less for that particular um touchup needs thanks Christie uh any more questions uh Travis yeah um I was just going add that in the application um we do ask about maintenance for the project and um in addition to what chrisy just said it also says that Greenfield pickle ball will work directly with Greenfield Recreation on developing a volunteer group to assist with upkeep as needed so I just wanted to throw that out there that that was in the application as well thank you Stephanie and after Stephanie unless there's something urgent I'm going to close the discussion here this is not yeah Stephanie stanely going once yeah oh I'm sorry I'm gonna jump on um Ryan's phone um because I can't get my computer to pick up my mic uh so my concern after listening to the capital and planning meeting um was the fact that there was an expression that we can't build anything until about 2035 um I'm you know definitely concerned that maybe it I know the costs are going up on building a pickle ball or but we do have to set a lot of priorities um for a lot of expensive capital projects that are coming up I just have a real concern about how um if the recreation department doesn't get their Capital request then what are we putting money towards something that may not happen for many many years when maybe a priority might might affect the our decision on this um particular project not that I'm against pickle ball or any of that I love the activity um I'm just it's all about financing I'm just concerned because you know we we don't expand our tax base so um that continually falls on the you know 6,000 taxpayers here so thank you thanks Stephanie okay we're going to move on to the second pickle ball um proposal uh Mike is Mike Steen Stephen you are yes we can okay as I mentioned as I mentioned what we would like to do is um have a short statement um anything you would like to put forward on the proposal and then uh the committee will ask questions so I guess I'd like to as an opening statement when I uh first did the preliminary application for this the uh fundraising for the aboc cromi project was uh was all projected in the future uh and and now it's it's well begun and that's kind of changed some of the perspective of uh rather than using this one Court uh with when available being able to spill out on the basketball court uh it looks like there's a real possibility that uh 10 years from now we will have six courts and we'll have had them for a while whereas last July um many of us were despairing um of the project ever getting off the ground so having said that uh parts of my proposal are vital and would benefit not only pickle ball players other users of Green River Park uh particularly the shade structure and some of the the Capital Improvements to this heavily used existing Court uh I strongly urge that the uh committee consider funding those um I am part of a volunteer organization that that does a lot to uh see that the courts are maintained and and we would probably continue to do that for the aboc cromi courts but regardless the court at Green River is a really special place uh but I want to modify my proposal and suggest that that any money that had been uh that the committee might have considered uh allowing for for solar lighting and also for the part of The Proposal that was for the uh interlocking um artificial pickle ball court surface um that I'm going to verbally withdraw those at this time uh but still push forward the portion that looked for improvements upon the existing court and for the two solar Shades and the additional bench thank you could uh we would appreciate it if you could send us a revision um on that in writing so that we can actually see it and not make assumptions on what you have here yes that would be great thank you thank you um other than that are there questions that the uh committee would like to ask for me just what you said getting clear about exactly what's being requested okay um one question that I have is I mean obviously this is a much smaller ask that you're you're providing now because I had a number of questions about that um with that um if you were to get a portion of that um what would be you know your um your approach to dealing with the fact that it would be less than the than what you've asked for well we deal with what we we could get and our priority would be uh shade number one uh and part of the problem is normally coming to a group like you I would be happy to say hey give us 25% we'll raise the other 75% the the the challenge right now is that all of the emphasis on fundraising in the pickle ball Community is having it go to the abomi project um so if you give us uh funding we would use it in in a way working with the rec department to get the most out of the money and we would certainly add Sweat Equity within months of those funds and have them uh have them be part of uh an improvement to the Green River Park uh how however as I said uh supplementing with additional fundraising is a challenge because the pickle ball fundraising is going to have a cromie at this point if you could give us a statement on exactly what this would be what you are asking for at this point that would be really helpful um and and and priorities that would be very helpful to us at this point okay the uh the existing pickle ball court uh needs to have the the post said it needs to be repainted now the rec department has the paint and we cannot fund that's maintenance we can't fund maintenance through our funding I understand that and so what what some of the issues with the existing pickle ball court are really Capital Improvements it was improperly installed in the first place and through um jury rigging it has been improved but but when you're talking about brand new posts that are sunk into the concrete you know that's that's a capital Improvement uh but let me let me next talk about we will have to we have to discuss that here and and figure things out because it will it it it is a question of what what we are allowed to fund by the state and what we're not allowed to fund by the state so if you can give us a WR statement that would be really helpful okay let I I'd like to leave time for Travis to ask his question and and and see what else language is okay am I are can you still hear me yes okay the shade structure is part of the Mandate for U for the the global warming for the climate change issues and it is a capital Improvement and I think that's very clear I'll a proposal as you've requested thank you very much appreciate that Travis you have a question yeah my question is actually related to the shade structure um I you know just thinking about this being in a public park and wondering if um planting trees was considered as a source of shade um you know where where shade is needed the existing bench that was recently put in uh if you planted trees to shade that it would have to be in the middle of the basketball court the additional bench that we're proposing also the shade would tree tree shade would have to come from the middle of the basketball court okay there goad go ahead gra I'm sorry I just said thanks okay um are there other questions from members of the committee um yeah I will um so this is this is my uh my thing that I bring up every time with uh your uh application I didn't see any letters of recommendation and I see your name on the application so could you um tell us a little bit about when you say we who you're working with on this project it well many of the same people who are doing the fundraising for the aboc cromi uh there's anid an individual well um gosh sitting here on Zoom I don't have everybody's last name uh that's okay I just I just want it to be clear that you have a group that you're working with that when you refer to we that that you absolutely absolutely you know okay Troy happy Allison you know I could I could go on I could write you 30 names of people that I talk to on a weekly basis about improvements to the pickle ball courts thank you other questions from the committee seeing none other any questions from folks who are not members of the committee and I really do want to limit this as much as we can okay seeing none thank you very very much um and we will move on to the next one which is thank you the the um hellside hellside stem installation you I know you can move up here if you want easier get their names by chance I didn't I didn't think to ask them their names before they yeah Gary tajan and Troy they were here School Excuse me yes I recognize yes he's taking the lead on the the fundraising but need to be in the minutes if they don't speak no as guest have OPP people like speak right okay uh so Hillside so Hillside we have um put in for a stem um rubbe Goldberg which I'm sure you have yeah do you want me to share my screen like sure I just printed two colors um you can share your screen and it is a um a Hands-On stem uh three different panels as you can see there um and it's all about levers um and Chain Reaction moving it around um and bright colorful and um three different names like C curiosity thrilled the cat so is is the the taller one the middle size one is called my tea my cup of tea and the last one is called goal because that one is moving a ball around kind of like um a marble where you turn and twist things so that um the preschool age um and a little older get the idea of um sort of chain reactions that things can Swift people and stuff um and this would be along as uh Christian had put up there right along the edge of the walkway um it'll be um right next to the playground and as you guys know because you guys um funded we're working on the bid specs for um the walkway to continue around that Park so it would be uh right on that walkway and I mean it's pretty straightforward simple um just order and install this project which I like that a simple project questions for Christie Becky yeah um I was curious about I I was sort of looking through the spine print um and it looked like there's really no warranty on this and I wasn't sort of concerned about how it would be protected from vandalism and weather because and I don't know exactly what it's made of I've only seen the picture so I don't know how hearty it is but could we be spending $32,000 on something that would be destroyed in a year well like all public parks there is you know opportunity for vandalism for sure nothing is um completely vandalproof this is a commercial grade equipment it's designed by the same playground company so like you've seen like at Green River there's like those little like sort of like Dome things that the little preschoolers can put their heads in and stuff so it's like that sort of material um and playgrounds are 20 to 30 years depending on which um uh version there different uh styles of playground that you get so it will be a 20-year um and then we'll get like touchup paint like all the playgrounds and stuff so it's commercial grade same size poles that you see at like the playground that's at um Hillside so does the town buy insurance on those pieces if they were to be destroyed that they be able to get another one I I guess this is just something I don't know insurance no but obviously there is um each piece like whether it's plastic on a like a slide we've had many slides that um have had issues that we get full Replacements we just need to coordinate either with DPW um I've replaced slides myself or the company will come out um so each piece has its own um uh warranty Becky and but like the the metal and stuff is good for like the 20 years it's typical okay I should probably look at it a little bit more closely um I was wishing that there were um replacement pieces such that um you know like when you work I worked with kids for years after a while they get tired of those things and then you give an alternative something that's slightly different and thinking that those exact actions will be there for 20 years um that's a long time for kids to stay you know for a population to stay interested in it and that was like your kids kids age out of the various ones right they'll be at the skate park then yeah this is I mean it's it's youth it's you know preschool to Elementary age um focus for for this particular you know Hands-On that's why there's some taller ones but yeah you can't like they're designed um to be interactive to engage the kids but like anything like like gar said you'll you'll age out and be bored but that's when you'll be doing the next risk level which hopefully is learning how to skateboard or ski or mountain bike or play pickle ball that's right thanks Becky yeah I just I just had a question so I saw that there was a discount on there is that because this is one of Miracle is on the state cont contract for correct okay and then my other question is did they agree to hold this price for you since it um is from back in September and it said it was good for 30 days or are you anticipating an increase um they do increase I think every December but typically um when we have a a a bid like this or an estimate she usually is able to keep it she just makes less money I'm sure okay thank you any other questions do we know of any other um municipalities or parks in the area that have this particular equipment that we might be able to like no it out this is um new it came out last year I think last July um and I just think it's exciting uh something that's different than a slide or a swing set uh to have kids engage in and learn other question questions comments uh from the committee okay uh folks who are visiting are their questions okay seeing none um I think we're probably done with this portion of the discussion are you going to ask me to rank my anything going to ask you what to rank anything I'm used to like Capital like if I had to pick like no we're not asking we're not asking you to do that good that's our that's our that's our job not your job um do I need to present anything I don't remember what was next for previous project well let me let me just maybe we should just go to that yeah and then chy sitting at the table if you want to just give updates on your projects that are still happening lot of I thought I was the last one under new that's why I Che been completed yeah so I'm I'm happy I think many of you guys I hope saw um the site amenities are finished and installed uh the at the the middle school was the last two pieces the Foosball and the ping pong table they are used every day it really warms my heart seeing the kids using it at recess um our after school wreck room the uh strings for kids um uses it when they had come outside for break so it's really used a lot um and obviously as you know at the river those ones were sold first the corn two cornhole boards and the um ping pong table and then um let's see what else the bot courts obviously are finished uh they're active they're open the high school track project that has been submitted and that is now fully accessible um trying think of obviously pickle ball you know um where we are on um the feasibility and and design process and trying to think uh um is there one more on the agenda that I'm forgetting so what's open is like the Kim Boaz Trail maintenance so we're still working on that we have to still navigate the state um on that now that we have a new conservation agent she's been here a couple months so I'm going to start working on with her on that and then um the trail project right 8 check that's finished about the the three that'll be getting worked on this upcoming year or the oh yes um that would be the hillside um project which I had just mentioned the bidding specs for that um the trail part is um in works with DPW Ian our Junior engineer is is finalizing those specs so we can get that out um I hope this spring um and what was the other one bike RS oh the bike racks with John McGee I just haven't um connected with him but we just need to get those order that's a pretty easy project too I don't remember how much was that amount uh 3900 yeah okay yeah yeah I'm just noticing that the agenda has some stuff on here that
