microphone state your name and address for the record not seeing any public comment on on agenda items I'll close that public comment portion and we'll move on with the caucus work session only item on tonight's work session is a the requested 15minute parking spaces in the 500 block of station [Music] ad who who was this who placed this back on the counc Russo yeah this is a revisit of the conversation that we started last um last month um so this gets back into a parking and curbside management um discussion so of that first block of um Station Avenue um talking about the potential to move or or add 15minute parking space spaces in that 500 block of Station Avenue so we left off the conversation um last month uh with a letter going out to some of the businesses I think we've heard some of the responses um from some of the businesses so wanted to um you know bring bring it back up for for discussion um tonight you I mean in terms of parking and you know things to consider there are various levels of extremes um but and what we're headed towards is just looking at um potentially relocating some of the 15-minute parking spots and I think the chief had some conversations I don't know if he wanted to chime in with some ideas um we were talking briefly beforehand so we I talked to some of the bus own many but as far as right now we have 15E spot 501 Station Avenue which obviously the old nothing going on there so that could always be mov or left depending on what the business is we also have the one in PNC PNC Bank doing absolutely as well so there's two there um as far as we were talking about Gladwell the recording studio that would probably be one of the better spots right in the middle of Station Avenue because a lot of people load unload it's quick and easy they have a lot of equipment coming in and out of there that was one of the places and so far that I've heard another of business had any issues with that spot as well there on East Atlantic first spot on East Atlantic that would be another spot that everybody agreed would be another great spot for 15 minut so that being said I don't know if there was any other businesses that had any issues but if there were they did not respond back pretty much down that whole side Jud as well I think that would be the main thing obviously the other thing would be the no idling signs which we already talked about last that's a um it's a d regulation and it doesn't allow you to item for more than three minutes um I think I think the enforcement is bested in them though in their southern enforcement region they got to give a notice of violation and so forth and go through a process there are exceptions that lead you up to 15 minutes depending upon how cold it is you know there are exceptions to that but the general rule is no idling more than three minutes at any at any loc majority 2our parking going down to 1 hour to a half hour there's a lot of different issues I said I would say it's up to whatever the business owners come up with is not necessarily public safety issue that way so they all agree on something this is where you got think youir salons that may need a two spot where you have you know yeah no and you want to get into you want to regulate but not overly regul if you start to break down into too many iterations it really does get confusing from a signing perspective I believe the existing signs too that are out there are like 9:00 am to 6:00 pm it's either 9 or 10 am I 9 to six okay nothing on Sundays yeah no and I think that makes sense I mean we want to allow for those drop offs the pickups the deliveries without having yeah spaces that and we want space is to turn over um to to reinforce the vibrant um downtown community um so it's seems like a reasonable ask to relocate the space at 501 station um by the AT&T building to the Gladwell to whatever that address is right in front of kind of like where the Glad 511 and then relocate the PNC Bank one around the corner to East Atlantic 15 minut for 3 hours a day doing enforcement specifically on 2 15 and that's something that once we get up full that's what we we do yes that'll definitely Street problem it's the biggest complaint I hear about C and I'm glad that's definitely step as I was just curious if there was any negative feedback from some of the businesses that I might have missed so I want to hear that before I speak uh there was there were two we had at least two emails right Amer we okay no issue I did have qu I know one of the one of the concerns was theer yeah Michael okay and his was his basic concern was was like he agreed early in the day and I think later in the day was what his was his concerns were like the all like an all day thing was if it was located um it sounded like he was he just wanted I think he initially maybe misunderstood I think that he said it well if I can have a 15minute spot yeah then you know but he so he was you know initially said he was opposed but then once you spoke to him I think he understood a little better what we were trying to achieve and I mean ultimately in Georg I don't think anybody has intentions on ever having parking meters in downtown Haden Heights it would just it would crush the businesses and um yeah it would crush the residents I mean again most you know people a lot of what who frequence are downtown or our own residents it's not like we're trying to hit them for um a bunch of quarters so I mean I usually get you guys other employees we've issue tickets to employees they come soon as they get they come walk down here get a ticket it's like it's enforcement that's what we do out there once once it's done people come back they got that's where a lot of from all the business owners got together I feel said hey guys go park on the 200 block West Atlantic stay away where all the parking is you walk up to your business and it leaves tons of spot you know what I mean so but that's not that's not up for me to do we're just here to enforce it I just feel that can be something that at some of these open meetings can be talked out you know amongst business owners where hey your employees are parking out here way too much you know this that's also like Howard ask me there is a committee there's a business advisory committee that was started a number of years ago I think Chris rinsky was the one the councilman who kind of we appoint people to it it it's not as active as it should be something obviously with Redevelopment in effect maybe we can spur that to start to meet I know hip has their meetings which most of the businesses on the downtown attend as well but it's something maybe we could do kind of kind of uh get that committee re jump started again to start meeting and and these are discussions that again for the most part the business it affects the businesses on the downtown more than anybody and so I think it would be a us to kind of follow with what they would like so just a quick question I know because I did see a couple of emails where it was questioned what or suggested whether the 15minute parking spaces could be implemented for only a portion of the day like from 8 to 11:00 in the morning or what you know whatever the time frame might be is that a feasible thing from an enforcement perspective right crossing guard Duty and that's I don't want to tell you that not right okay come don't think 8:00 that anybodys you know we have G for example just to drop off pick up of let's say karate students or something like that so kind of empty dead in the morning until let's say right around like 9 10:00 when delivery start to come 15 minutes certain designated areas for people during the hours of like 9 and six would be probably optimal so that I don't think that the hour needs to change I think this isn't a matter of that we don't have enough parking I think this is just a matter of a little bit of housekeeping and seeing like that the spots maybe need to change where they are based on the businesses that reside behind those spots now like for example perfect press has a 15minute spot and he old perfect press and now it's hading spot so hading spot's not a real going grab your cleaning type of thing so that be pull and then maybe move to another space it's not really adding uh you know re re refiguring the traffic patterns at the same time then refiguring the park the parking patterns so I feel like that's kind of what we're doing organically anyway so now is just a great time to like consider those those those things that can create more walkability and um more in and out like that frequency that high frequency shop can go in grab his antic skateboard that he ordered the week before doesn't have to go pull in 15 minutes and then go I feel like that's something that can happen the bank doesn't eat it anymore so that's obvious until somebody goes back in there and eats something then be Rec so that's kind of where Joe and George can you guys appreciate it maybe signs that say there is plenty of additional parking on Atlantic Avenue somehow in they enter Town that'll be nice to say you know there's more parking around the corner we can add some of those the existing signs so they do pull up and see that there's not a spot there oh there's parking there's hundreds SPS I like that idea like a parking sign like like parking ahead on The Atlantics or something can we do that I like that um yeah like you're saying like like additional like when saying like when you come into town like yeah it kind of indicates where the parking council do we feel comfortable uh leaving this in councilwoman Russo's hands to kind of work with DPW PD and the remaining business owners yeah definitely maybe just if councilwoman rouso is to do that no I'm I'm not asking permission I'm just saying I'm in favor of it without asking ask forgiveness not permission awesome all right uh seeing no other caucus work items we'll move on to the approval of the and thank Heights grow um for the a great job on the garden tour on Saturday I don't know um we had a chance to visit a few of the houses and I want to formally thank all the participants they did a great job it was a beautiful evening um and a really nice fundraiser for Library um for our Civic events we are um working on the lineups for the parade um for July 4th um we do still need volunteers to assist with staging so we are doing Outreach both with the high school and on on Facebook and um through the committee and um hoping to get some more folks involved that's all I have for right now thank you councilwoman councilwoman Russo thanks mayor um couple of quick things wanted to congratulate the safe roots to school um committee they held a Bike Rodeo at um Glen View Elementary School in about miday um which was a successful event um handed out helmets as they have traditionally in the past um in addition congratulate the Civic events committee on their Memorial Day festivities as well as the upcoming Fourth of July festivities so um big pull so thank you for all of your efforts in both directions um and other than that um you know encourage everybody to get out to the farmers market um hers every Sunday morning till 1 o'clock they've got a lot of new vendors out there so I've been really excited um to get out there and go see what they've got going on especially as peach season upon us that's right that's right I do too engineering otherwise is a little bit quiet we are uh have our resurfacing projects set um starting off with Garden Street and then we'll be progressing through the rest of the corridors throughout the rest of the summer but that's the big news there all right uh council president Morgan no report this month thank you mayor and councilwoman Phillips yes I have uh Public Safety reports first for the police department monthly statistics um for May 2024 757,50 total Fleet mileage 1,377 calls for service 22 arrests and charges 18 accidents and 140 motor vehicle summonses issued um we also want to congratulate our K9 Luna for graduating the K9 Academy on June 7th um that was 16 weeks of hard work with her and her Handler Sergeant Selby um and they graduated from the New Jersey K9 assoc assciation Academy in Vorhees my understanding from the chief that not not even two hours uh from graduating Luna had her first stop is that what you call it or sniff she found something okay and was that in town that's awesome so um obviously she's very good and Sergeant Selby is very good with her so we're excited to have her for that reason and also for the community outreach um will she be at National Night Out great awesome yes so we'll be seeing her around town um speaking of National Night Out that's coming up August 6th at the Dell there's activities for kids face painting Touch a Truck popcorn ice cream pie eating contests games giveaways and more um so hopefully see everybody there that's always a really fun night pie eating I I compete every doesn't Warren denza win every year uh yeah I get crushed that's I'm a lightwe when it comes eating pie high school principal just does a very good job eating that pie um so looking forward to that maybe you should keep practicing I always pick the wrong flavor that's um there was a 501c3 that was started um to support Luna as well as community outreach and various other projects um and if you want to donate to that they have a venmo um hhpd Foundation they also have a PayPal link that they put up on their Facebook page um so that's a that's a great cause donate to that I think that's it for PD um fire I have the statistics for May 2024 24 calls in Haden Heights 15 calls in barington seven calls to Mutual Aid two calls to the highway for a total of 49 uh about five average firefighters per call and 23 career staff calls so um the the Haden Heights barington Fire department SSA is clearly going very well and that's all I have all right thank you thank you councilwoman uh mayor's report I just want to um first thank thank councilwoman Haron for her work along with all of her volunteers who work on both the Memorial Day services and the uh upcoming Fourth of July Services um the Memorial Day Services were a huge success also thanks to the sons of Italy Lodge who hosts our um our first service at the World War I Memorial and as well as the VFW who uh does a great job um Mr grager was out there again this year firing the rifles off it always a great event um to remember all of those who served and we lost in uh the wars with that I also just want to um congratulate the library and height grow once again on a fabulous fundraiser my wife did participate she said it was a great event and again it's just a great activity getting people out in the summer in the spring here and riding through Heights and beautiful gardens and finally I just want to highlight the cam County summer concert series is on once again at the Dell that's Wednesday nights you can find the schedule do we have the schedule posted on our website as well as the CI County website uh we have some big bands coming this year if you were a 90s fan favorite of E6 they will be there this summer who yeah EXA not a doop band from the 50 no um no everybody having fun everybody fun yep glad you're all having fun that's good um and that is it for the mayor's report um quick things on the parking out on Long station whenever you guys decide I think generally I'm in favor of smaller time limits um you know whether it's 30 15 1 hour whatever you guys decide uh because that's really the purpose of those spots go in quick grab something and leave I mean uh at the end of the day most of us have two legs you can block you can park one block away and walk you know you go to a dentist appointment a haris salon appointment that's what Atlantic is for so yeah there's some perception of a parking problem but I think it's just that as a perception I think the reality is we have a lot of parking here um different topic now uh I I'm 1540 Cedar I'm along Devon Avenue uh anecdotally it's been the speeding there has been really bad recently I mean 60 plus miles per hour sometimes uh red minivan Rap by us this weekend with four kids under three like right standing right you know my neighbor's kids right on the Deon Avenue um I think it's because it's well one because it was recently repaved which is like great but also bad because people now speed because it it'll hit potholes and uh it's also just a very wide right of way for what that is which is a neighborhood street and it's just wider than probably the white hor Pike so um something to to narrow the road or at least give the perception that the road gets more narrowed would probably help in that respect and I know there's a major overhaul so it might be something more temporary in nature something cheaper because we don't expect a a whole whole new design at this point I can tell you in the past uh the chief is is great on issues like that I know on my street we had uh problem there was a period where we had a problem with speeding down the road they set up a a car they parked you know a squad car along the road and they set up one of the the signs with the you know that flashes when you when you go above the speed limit and it's a pretty effective uh tool I mean it's a temporary uh situation but it it's it's very helpful um and if it continues to be a problem after removal then we can look into it you know I'm sure some I'm assuming the chief can arrange something like that not if you ever call me up I'll get radar out tra like I said we get a lot of speed we'll start with that traffic stud we'll try that first yeah around 5530 you'll get an F-150 every day if you want there's always one out there yeah because I know you have limited resources and the police so many places at time yeah different streets every day it's just to bounce around with you know two officers that are on the street yeah especially with with u you know the summer months coming you have Tad and Glenn Swim Club back there we're going to see an influx of traffic or just even pedestrian traffic foot traffic and bikes uh maybe we move it we we just uh conduct a traffic study out there be the sign and maybe just even step up a little bit enforcement out there for the time being and then obviously this is something then from there we'd be able to look at something more um uh a larger approach or a more uh permanent yeah permanent approach yeah a lot of different op and I Mr grer you obviously you spoke with councilman Russo who um heads up our engineering committee and usually kind of focuses on a lot of these issues pretty good with working through some options so um between the chief and councilman Russo reassigning her again we'll start working on this yeah yeah the does that is that yeah and I want I told Council R so I'd say something nice too so um I think that what they've done with the bike infrastructure you know even just signs and paint that there's been like anecdotally again probably two or three times the number of bikers that I've seen in past summers which is like great and I I think the cars see that signage and then expect that there's going to be bikers so they're more respectful of you know the kids going by we haven't gotten you we haven't gotten you a sidewalk yet we're working on that I know you're like that we got across the street we got sidewalk take whatever land you need I don't need that it's I think that the hold up always on your Craig remember this was the isn't that it's a DOT box that sits there something we have to na there you yeah just go around it right all right that's it Brian shot Richards Avenue barington uh you guys probably remember me from last month I own a tree service ran into some problems working on the county roads here in town um I kind of wrote some things here just because um I don't want to forget anything so I'm going to write or if you don't mind I'm going to read what I wrote and then if you guys have any questions I can try to you know go back um basically uh I was here to see if the mayor has gotten any answers from the county um I reached out to Eileen lampit multiple times and I have yet to even receive a phone call back I was harassed again several or I was harassed again days after the last council meeting and had to have the police intervene I'm just a local man trying to make a living and this inspector is starting to hinder that I am a man who follows all the rules but I can't do that if I don't know them without having the information I am losing out on jobs and money to support my family I don't know where to go from here since my messages go unanswered at the county level last last time I met with you guys was the last council meeting I I mean I don't have time to come to every council meeting my time's valuable and I'm about as I've had about as much as I can take from this guy from the county you told me I had nothing to worry about last time I left here I was on uh Prospect Ridge Boulevard and the guy stopped and he got out and he put his finger right in my face it was about two inches from my nose and he said that I told you last week you're not allowed to park on the county road and um yeah I mean the police responded when I called they were there within 30 seconds I can't thank him enough because I've had about as much as I can take from this County official and that insult to injury two houses over from where this incident occurred there's other tree services with their signs plastered all over so now I almost feel like I'm being picked on how come that guy was able to do a job on a County Road and not apply for a County Road permit and I have to and the chief of police I can't say enough good things about he had came out the day there was an issue after his officer came out to the job site um the county guy was disrespectful to the officer that responded um you know the chief had followed up when I had left Prospect Bridge Boulevard I was doing another job in town and he came over and met with me he had made some phone calls and gave me a phone number to contact the lady Eileen she won't call me back so I don't know what to do at this point I just looked at a job on Kings Highway two days ago it's worth five grand and I told the guy said I said I don't even want to do this job because I'm not parking my truck on the county road and dealing with this guy again I've had as much as I can take from this guy mayor so I did speak with uh multiple officials at the county including Bob Harris um and then Dominic bester and so where we where we stand is the $1,200 County Road the permit fee right is for businesses if like New Jersey American Water somebody was going out and gonna do work on the roadway if the homeowner pulls the permit request the permit so you have a tree job at a at a at a um at a house if that homeowner applies for the permit the $1,200 is waved that's that's waved for a resident of the county who's requesting a permit because a truck's going to be in the in the road uh there's still a $200 fee that's associated with I guess the like reviewal of the of the of the application that's submitted which goes before een and then I believe it's also shuffled over to our Police Department to review um but that $1,200 is that's that's the way around it for a small business that's looking to do work on a on a road as for um the specific one the prospect and I apologize because I did thought I thought I had followed up with you and uh I had messaged you with the with the information that night um regarding the followup that the county gave me that night but I we must not have connected I did see that you had the issue on Prospect Ridge the chief informed me of that as well um and I can't speak specifically to this individual from the county um I'll follow up with Bob again specifically in regards to the individual we're talking about um but he advised I know there was some discussion I had with the chief about the cones and and how much like the the redirecting of traffic on these roadways um seems to be the sticking point and I know it's kind of like a catch 22 because we're talking about the safety of your workers the safety of other pedestrians the safety of um the vehicles and you know that are driving on the road and so it's kind of a question of like we're we're are we um cutting off our nose despite our facee here right we're nitpicking over the fact that you have cones out there to warn people that you have a vehicle in the way um or trying to be safe but now it's costing you more money so they're encouraging you to be less safe you know that's where we have to that's the exact Viewpoint I see as well I I think we just need to I think it needs to be just needs to be some clarity on this we need to work through it I don't think it'll be the biggest hurdle the $1,200 we've we've already you know that's the biggest hurdle I think was out there and obviously addressing the issue with this one employee if there if that happens to be the case and I also have a question on where's this $200 go that goes I think that's I couldn't speak specifically that you'd have to probably ask the county is there something where to call me back I'm just frustrated at this point and I don't want an issue I got too much respect I mean and this this guy's just out of control may he just is I mean I would never do that to someone and for him to come on my job site and put his finger in my face yeah I'm I'm still hot about it and it was weeks ago shoot you have you have uh I think you've messaged me before on U one of the social media m send me your contact number I'll pass it along to e yeah and I'll have her appointment I appreciate it right yeah I hope I don't see you guys again next mon I'll speak with the chief I'll follow up with the chief uh again at theend close of this meeting and we'll see what we can do in regards to where we left off with um the prospect regen and I mean I I hate to be this guy but is there a phone number because I feel like you know if other if other businesses can you know do this without applying for the road permit where 's your phone number because I'll just take pictures and we'll you know like I hate to go down this road it's just stupid I mean I've done work and Haden Heights for a long time but if one one guy's getting picked on and other guy's not it's not fair to me I mean it's we need a Level Playing Field and everybody that makes these permits and thinks that you know they're helping businesses and leveling the playing field they're the only thing they're doing is creating more paperwork for the people to do things right just as well as you know I've contacted you several times about out the shade trees in town and two days later another tree company will come and just cut the tree down and to my I mean that's not fair right because I could have cut the tree down knowing that I shouldn't have done it and taking the people's money but no I contact you and then next thing you know the tree disappears I mean that's happen more than once I mean I can only follow the rules for so much that's one of those ones where we're like we can only police it so much it comes to you report that a tree was removed that you did the quoted the job on you report it to us we'll investigate the home owner is going to be uh will be the one that'll be fined and we'll go from there all yeah I'm just I don't mean to be coming at you I'm just frustrated this point I really am I mean I thought coming to the last council meeting everything was taken care of and then I know it's not y so my apologies onless not connecting on that but like I said it was $1,200 the right yeah I I did understand I was just confused on where this $200 is going I could understand if it's paying for a police officer to be out there to make the job safer for my employees and myself but I just feel like it's somebody's got their hand in my pocket in my wallet again and it's not going anywhere and being productive I mean I'm paying the $200 whether I'm parked there with a permit or parked there without a permit and it's not benefiting Me by any means and it's not fair to the residents of town if I got a$1 thousand tree on eth Avenue you know I go do the tree for $1,000 but if a resident lives a block over on 9th Avenue being Z on a county road now I got to charge him extra $200 for the same exact job and the same exact tree what what's that Resident getting other than a higher bill I mean I don't think that's fair at all yeah I'm kind of very curious on where that $200 is going and how many of the Town residents here in town even though they live on a County Road and I mean you got this excuse my um choice of words here but you got this bozo out here screaming and yelling and pointing his finger in my face and he doesn't even know the laws he told me that even landscapers need to apply for this permit and apparently they don't and he's chasing you know hfac guys off a prospect Bridge Boulevard the same day that he was yelling at the police officer he goes and tells them they got to leave I mean where do this guy end and and you know I'm still looking to report this guy to a superior and I can't even get a phone call back I'm just really really frustrated if you can make some phone calls and get back to me I really appreciate have just message me your your number I will send it as soon as I leave and then I will forward it to e and we'll we'll assure you that e will contact you in the next couple days outstanding thank you sir any
