for which it stands one nation under God indivisible liberty and justice for all M Bley here M Desi here Mr Kendall here Mr here Mr Richie here M Rodman here M here missus is absent miss here moving on section two minutes from prior meetings can I get a motion to approve item 2.1 the regular meeting of work session minutes from November 21st 202 all in favor can I get a motion to approve item 2.2 the executive session minutes from November 21st move second all in favor sorry I'll let you do the next Mrs Gull do we have any correspondents we all right all right we'll move into our first public comment section of the evening this is for comments for members of the public for the board of education on items included on tonight's agenda seeing none we'll move into section five the superintendent report okay thank you Kelly nice to see everyone welcome back I was do a formal presentation but I I decided to save it for January there's a lot of things going on in the district few things that I wanted to highlight um we're really excited to implement uh a few new programs and and you know you know January is not always the easiest time of implementation but few things that uh I think are have been a priority in the district we've been looking for Solutions to various challenges first thing that we're most excited about is at the middle school we're going to have an app called clay full um and that is a mental health um emotional support app for middle school students would have access to a live person um this company actually started as a suicide prevention uh group uh that had was concerned about the of Team suicides from folks that weren't even on the radar and and um tragically take their own lives uh and and I think that that component to the program is really important but there are other um there are other options of programs that offer the same type of support where I really think that this program has potential is we call tier one coaching for kids um and and the ability to meet kids where they are which is on their screens unfortunately or fortunately depending on how they look at it and it you know in this chat based world that most middle school kids live in um I think there's a duty of care now uh for school districts that extend much longer than just when students leave our school hallways and this is a service that students can have uh until you know 10:00 at night um so we are meeting now with the Middle School administration um we' going to have meeting scheduled with the Middle School PTA and we're excited about this we're excited about the opportunity um you know we're budgeting not budgeting for it the money's actually already there uh because we're charging this to um Child Care our child care Enterprise account because you think about it this is a function of care uh for kids it's not just with the brick in order of on school building so more to come on that and you're going to start to see a lot of information um work with the uh Personnel policy committee uh to revise our attendance policies and uh I sent an email out earlier in the week I think we're finally in a good spot with this we we need to have uniformity across each of our levels to explain to our parents what constitutes an excused absence and what constitutes an unexcused absence why the distinction is important um and uh to have literature that uh explains you know our procedures and for lack of a better phrase you know you have to think about absences as there's two paths to absences if a child racks up more than 12 unexcused absences these are absences without a doctor's name for the most part you know they're on a path to truancy right you know the law says you have to attend school until you're 16 years old and if you have more than 12 other Cub's absences we're going to be talking to parents about treny but excused absences are absences for good reason medical illness with a doctor's note um death in the family driver's test but the total number of excused and unexcused absences should not C 30 once it does we're not necessarily on the road to truy but we are on the road to consider summer school non-credit status at the high school grade level retention the elementary school so you're going to see a distinction in the policy that Ali is going to put before you tonight and it's important that everybody understands why we need to have a difference between unexcused and excused absences but to really understand it's the total number of absences that you know that matter the most um so took a little bit of time met administratively and please to put that before exci you also saw in the email ear earlier in the week that uh we're going to approve at all sports karate camp at straw Bird School to rent the facility over the summer um this is going to generate about $30,000 in Revenue uh to the district and um it also is going to provide access for uh students who we may not always be able to fit into our summer rep program give them another option every year we're we're always at capacity and we offer a program um in August for for our summer re students so um we're hopeful that this will be a complimentary program that it's a win-win they're only going to need the lower level of Strawbridge and um we're happy to um to try this right as a as a revenue generator but also an option uh for students and uh next before I turn it over the mara we have a January 2nd reward meeting and then we have a dinner at Rexy restaurant uh following the meeting uh originally we had invited uh some of our you know partner groups hdf and so forth uh but we decided to open it up to really all the parents anybody that wanted to attend you know the fees is $37 um it's $36 for the for the dinner $1 for the venmo charge that HTF is using to facilitate the uh the payment for rexi so if you haven't already signed up um tomorrow is the last day we have to let rexes know we love to see you all there and um there's a lot of good things happening in our school district and hope everyone can come out and consider joining us I think the room is going to hold up between 75 and 90 people so I think we have room for whoever wants to attend at this point uh that's all I have for you for super tennis report uh think to turn it over tomorrow Joe's not here uh he's playing a basketball game downstairs if this is quick enough some of us may be able to get down to the second half uh but Mark go ahead and share your updates I know you have one important one about Joe I won't steal it from you because I know you're going to very excited to share yeah so I'll start with the middle school first um we ENT we talked to faven and Bella other two eighth graders in the Middle School um and they just kind of filled Us in on what's going on there they told us they're doing this countdown to Christmas um which has door decorating you can see some in the eighth grade hallway over there they have spirit days games pretzel sales and then they're also doing donations for uh a food pantry and they're making it a competition to see like who which classes can raise the most um donations which is cool um the latest clubs they have going on are arts and crafts bowling homework club and then their sports are cheerleading wrestling and then basketball and their newest club which I thought was really interesting they have an RMS student voices club which is a space to be yourself and voice their opinions or concerns and just be part of what is making RMS a better place it's kind of like our hope club or interact Club in the high school some events they had were their banded in chorus and strings concert and they said it was really successful and U interactive concert and it sounded great and that's pretty much all they gave us for U the middle school they said everything is kind of winding down right now so um Things Are going slow and then for the high school we had Spirit Week um before the break for Thanksgiving and then we again had it this week and the teachers did one as well they did like a secret Spirit Week um you can see some of the stuff on the Instagram too winter sports just started boys and girls basketball have a game tonight girls are at haddenfield and then boys are downstairs um there's a lot of people turning up to the games which is really good too we had our our Performing Arts concert last night which is great I'm in the Band um all all of the US sounded really good and um we had our second ever homecoming dance on December 6th around 400 students were there it was successful it was great people had a great time and nearly which was our goal for that and then finally we have students starting to commit to school and getting in Joe got into Notre Dame which is amazing we were all really excited yeah um so we have that I got into pit and Penn State which are um my top ones right now too so that's exciting too thanks um but other than that everyone's just looking forward to a nice break and um we're excited to spend the holidays with their families exciting so someone get you a Christmas gift we get you a pen state or a picture put out there um I don't know I really like to pit but um I want to go for business I want to do Finance so um I don't know which offers like a better route for that we'll see congratulations thank you wonderful okay uh some any questions about anything that we recorded on the FR just a good question the um 30 absences you were talking about what did you come up with that that was a number that the high school has used for a long time for noncredit status and we had to come up we had to decide on um a a kind of a common tunity for uh so to speak and it just makes sense to me there's 130 days 180 days in a school year you know 30 is a certain percentage of a 180 and um it just seems to work with the non-credit status policy that they had and um we we we didn't want to start from scratch so we decid let's aign the middle school and the high school middle school and Elementary School to high school can I just add something about the uh taries we're we're not we're still going to send those notices when students are tardy um so that process will stay the same just um and I think that's important to note you know the absences are one part but tardies if a student is late every day you know you might miss that reading instruction so we want to make sure that parents are aware of um students being late and how important it is to get to school on time so that process will remain the same I question play do the parents have to dra commission absolutely that yes parents have to give consent uh for the child be able to are we going to do a parent L absolutely absolutely yes it's very out of the box and uh there needs to be a lot of awareness bu but I think it's worth a try and the I thought was really impressive when we met with clayful yesterday they're in 15 um states with 33 languages so I asked about that piece of it like do I have to select my language but as soon as the student sends a text in their language it or in this app it responds in that language so I it's really pretty um yes I'm convential like Cutting Edge but okay next one we have to recognize uh this Ali Robin tonight tonight's tonight's our last um Coral meeting as a board member hope to see on the seats on the left uh prly and listen you know know people folks in the board know this right but not everybody in the audience are watching on TV you allly has been a board member as long as I've been superintend so what's your total number of years on the board nine years on the board um the thing that you have to know uh besides her dedication and her her leadership for the various committees that she has led is you know alen leads educational conferences internationally right you know she travels the country she presents on Innovative best practices in education she's a published author um she's in different schools you know pretty much every week um and when when when you have such a you know Acumen and background of Education um it's it's not always the easiest to come back to your local school district and talk about you know why your your attendance policies have been you know not not uh you know consistent for for the last few years so but I but I'll tell you what she's been unbelievably supportive and committed to this board of education she's been uh she's found that balance of um despite having this professional expertise um you know being able to uh walk that balance beam as a board member educational leader and as a parent in the district uh so she's also I have to say has has been um incredibly helpful to me when I you know throughout my last four years as superintendent and I think they also Jen and Shantel speak on behalf of um our Administration so um we' like to recognize you tonight we do have a uh certificate for you and should probably take take a photo okay with that sorry anything you want to say or anyone anything anyone wants to say on Al's back well I just want to say as far as the personal policy committee she's been a terrific leader I appreciate all your work Ally she's always going above and beyond her leadership position uh with our committee and uh thank you you're really going to be missed thank you so much and I think the time you served as vice president during Co counts as like three additional it's not just together thank you Al we will definitely miss all of your thoughts and opinions and but 9 years is a really long time and you deserve your time back and we're thankful that we had you for the nine years so thank you thank you for your kend he's he's he's breathing the S relief you got to go to get this record thank you for your expertise and guidance through a lot of the things especially through Co policies that had to address through the past couple years years yes Ally it's been a pleasure serving with you learning from you disagreeing with you at times and working through that together um I've learned a lot from you I get to continue to learn from you in different ways in different seats in the future glad to know you I do have a resolution for you as well um all right resolution for Alison Rodman on this 19th day of December 2024 whereas Mrs Allison Rodman has served the students and board of education of the township of haton as a dedicated and responsible member of the Board of Education and whereas Mrs Rodman has a served the haton Township Board of Education from January 2016 to December 31st 2024 and whereas Mrs Rodman has served capably and has offered excellent advice and counsel to the members of the board now therefore be it resolved that the Haden Township Board of Education recognize the outstanding service that Mrs Rodman has rendered the hat and Township Board of Education during her years of service and that the hading Township Board of Education does sincerely appreciate her effort on their behalf and also on behalf of all the students of hading Township and therefore be it further resolved that a copy of this resolution be spread upon the minutes of this meeting and a copy be presented to Mrs Rob yes let take some pictures don't think you all are getting out of pictures us good in a perf thank you for stepping in to take the picture yes not as good as an Android we have that conversation later awesome so for someone who speaks of a living like you would think this is kind of natural and um I admittedly have thought a lot over the course of the past few weeks like some people are like are you glad to be done is this you know is this hard to walk away it's bit or sweet I have to be completely honest to you know it's been a lot of work a lot of hours and um time education for me Isn't just a profession it's a passion and I think any educator who is in this work knows that that the work that we do with students and with teachers and with leaders doesn't stay at the school building it it comes home with us um but in reflection over the course of the past n years and thinking about the work that we collectively have done as a board one of the things that has stuck with me is that as a teacher and a coach and a leader and now as a consultant for you know districts as Bob said internationally um in that role as an educator there's things that you take home on your heart and on your mind that you can't settle but one of the unique things as a board member is that there are things that you take home physically too right so those of us who have sat in this role we know that you get cored in the grocery store right you get pulled on the sideline it's it's not just the heavy decisions that way on your heart and your mind when you're going to sleep but also the times that we get pulled when we're just trying to be there for our kids or be there for our community and physically we need to kind of show up in different ways and we signed up for that right we went out to the community we were elected for these positions but I think for those that don't regularly attend board meetings or who don't understand the policy and the decisions and the challenging conversations as Kelly said like we do a great job of arguing respectfully and dialoguing in a really thoughtful way together that a lot of other boards cannot and do not experience and and I think that's something that has very much been a Hallmark of of my experience and our collective experience over the course of the past several years through multiple Bond referendums through teacher and leader negotiations through superintendent hirings um that while we don't always agree we come to the table with thought and respectful dialogue and and we truly leave in a space that moves this community forward so I I will say that this position is unlike any other position I have had in education and probably will be unlike any other position I have had an education um you know it started about 10 years ago my husband said you're doing all this work for other districts what about our kids right I've had the experience of of being a board member with a child simultaneously in element school middle school and high school um and I won't even talk about the volume of emails that come in when you have that experience but to be able to see that through a variety of different lenses and experiences is is something that I will always take with me and the way that we have worked collaboratively together um is something that I will truly always take with me as a collective experience in in any other teams that that I'm a part of so thank you for that thank you for continuing to push my thinking for helping me to grow in in New ways as an educator and I wish you the best of luck in the years to come all right it feels hard to just jump back into the agenda we're doing it that's where we are all right moving into section seven finance and Facilities um Mr we did not me oh okay perfect all right so we are going to jump straight into can I interrupt P one second even though we did not meet I said you guys the I said the facilities committee are uh audit report that was B and I had the exit conference on Tuesday so we'll accept that we presented at the January meeting so I just wanted to throw that in there all right can I get a motion to approve items 7.2 through 7.13 second any questions none roll call M billing Le yes M yes Mr Kendall yes Mr Lex yes Mr Richie yes M Rodman yes M yes yes moving on to section eight instruction and program Mrs billingley I'll turn it over to you for sure um so the title one comparability report was submitted to the state the purpose of this report is to ensure the district provides provides comparable levels of services to all students and maintain Equity across the district regardless of their Title One status um so basically and this is and and feel free to jump in but this was where I need a clarification like during our meeting so even if a school even if one of our schools is not a title one school we still have to report that we are making sure that the shared services and all of that we're providing the same through our entire District so I know that was something that I needed um clarification on yes equ Equitable Services regardless of title one yes um there's a continued interest in the crazy AIDS program which we've been talking about the past couple of meetings um the goal is to begin the after school club in January uh the district is continuing curriculum revisions one thing about that I'm sorry I know we trye so we have um a lot of interest with our teachers um all the teachers are have filled the spots and they're on for 20 board approval oh perfect perfect and that's still set to go beginning of January right mid mid January um so the district is continuing curriculum revisions and review for qab Mrs shter is working like around the clock for this process literally yes um so the district performance review self assessment was successfully submitted um the deadline for the state to be able to access our folders is December 31st with an in-person visit at the end of February so the folders and and and again clarify um the folders meaning like where we have to upload our information that qac is looking for so any of our documents so that's what I mean by folders for that so that has to be done and ready for the state to be able to see and access all of those by um they're going to do that on New Year's Eve yes but that's their deadline December 31st so and if I remember correctly from a previous report there's no more board member interview that's been updated is that right they did not mention a board member interview we have um Kelly on our committee but I and they're not doing um like classroom teacher interviews okay but they'll do like facilities walkthroughs they're doing a lot of remote preview of governance fiscal Personnel instruction and programming and um operations okay that's the preview that they'll start on New Year's Eve and then they'll be here in person at the end of February okay so I think the inperson interviews and such they're not doing anymore never know they be interviewing you yes preferably and my final thing is thank you to the visual Performing Arts team principes and central office staff for their assistance and teamwork in finding a music consultant demonstration night for fourth graders was completed and the instrument selection is January 3rd and the lessons will begin the next week anything else um Chantel that I missed no that's everything okay thank you thank you we have no items to vote on in section so moving into section nine Personnel I'll turn it over to you Mrs robman for your last committee update all right so I'm going to start with some of the easy things first um so we had held off on doing a mandated update to the physical examination for both teachers and um support staff members last month because we wanted to give the nursing team an opportunity to review that they review that they made recommendations to the committee so we're moving that forward um that's two policies and two regulation guides for first reading this evening um we're also making slight adjustments to or recommending making slight adjustments to two of our bylaws one is um 164 which is conduct of board meetings um the way it was currently written in order to hold a virtual board meeting all of our school board all of our school buildings needed to be closed and we felt that there were some emergent situations like what we experienced a couple of months ago where we just needed a 5 or 10 minute meeting to approve um a time sensitive staff member or perhaps situations in the summer months when it's difficult for us to get a quorum where would be beneficial for us in the interest of the district to move business forward to allow for virtual meetings when necessary so we made some minor revisions to the language as a committee and we're recommending that for first reading this evening um also bylaw 167 regarding public participation in board meetings um at the recommendation of Missle our committee did review you know what's required for public participation in terms of saving name address Etc um we're making a minor modification there where individuals need to State their name their town of residence and their street but not their house number so you wouldn't know exactly where they live but as you'll recall any individual of the public can make a public statement even if they're not a resident of had Township as long as they have our bested interest in our school community and our students um so that's a minor modification that that we are recommending there um as Dr ficaro or should say there so then there's two others um regarding suicide prevention and emergency and crisis situation that were mandated updates we wanted to take a little bit of time with the administration to confirm that the mandated revisions were in line with what we are offering in terms of professional learning for both teaching staff members and non- teing staff members and they are we feel comfortable with that so we're recommending those for first reading um Dr Karo shared in his um superintendent update some adjustments to the attendance policy so where this actually first started is we received a mandated recommendation not to the policy but to the regulation guide so there was a change in state statute that for students in grade six through 12 they can receive one day per year as a state excused absence for participation in a Civic event so that's kind of how the ball started rolling for us as a committee to look at the policy to make sure that everything was in line that we felt comfortable with things so as a part of that process we reviewed not only the regulation guide but also the accompanying policy um and are making just some minor modifications to the policy and regulation guide themselves but I think the the more important work as Dr ficaro shared um is making sure that the student parent student handbooks align to the policy so just for board um and public reference purposes what would now constitute an excused absence is illness with a doctor's note um student required attendance in court suspension from school family illness or death College visit up to 3 days per school year for 11th and 12th grade students driver's license exam um necessary and unavoidable medical or dental appointments take our children to workday um then there are four that are a part of State Statute so religious observance observance of Veterans Day should we not be off for some reason um participation in District Board of election membership activities and then attendance at a Civic event so those would be excused absences um and then we kind of made sure that the regulation guide and the policy matched as as Dr picaro outlined so that it would be you know no more than 12 of of those excused absences and then or the unexcused absences rather and then no more than a total of 30 um excused and and unexcused abces so you'll see that on for first reading um this evening and then lastly the committee spent a good amount of time reviewing our homeschooling policy um so just for context this was last reviewed and discussed as a committee in September of 2022 um so we reviewed our current policy we reviewed our notes from when the committee met at that point um we also reviewed policies of neighboring districts um Dr pikaro spent some time meeting with the administrative team um and then they came back to us sort of with a recommendation so we are making a recommendation um to a minor change to our homeschooling policy at this point where students in grades kindergarten through 6th grade could participate in after school activities provided there was not an additional cost to the district and that they submit the required documentation so things such as proof of residence proof of health insurance so that the district is not um approving health insurance for those individuals emergency contact signed code of conduct um things that are are appropriate in in that nature and and that is um in line with the recommendation from both Dr Carl and the administrated team so I don't know if you want to add anything additionally there rationale where this landed is not that there's students in the community in elementary school that are being homeschooled whatever reason maybe they choose a different path you know prek or kindergarten and then they end up being home school we would like to get them into our district right we think we have a great District um you know and this could kind of be an entry point for some of our elementary school students and you know sixth grade is a time where folks you know kids are coming together from different five different elementary schools anyway and we have so many after school clubs at the middle school level that are non-competitive right A lot of these clubs are non competitive um and we think that this that that would kind of be our less our last best chance to maximize our enrollment right uh for because many of these students are looking for options for middle school high school and if we don't give them an entry point most likely they're going to end up just looking private school the whole time and and you know how important maximizing student enrollment is just from a budgetary standpoint decided to cap it you know to stop that practice in sixth grade because we're worried that when it gets to grades you know Upper Middle School into High School it could actually um incen it could actually start working the other way there could be diminish Returns on this because they're you know we have students with attendance concerns at the high school level and many most a lot of times there is an after school club a team uh some type of structure that's keeping these kids in school right um and the belief is that you know for students to participate in the extracurricular things that our high school offers um that they have to be part the fabric of the curricular piece first um so it's almost opposite with some other districts offer but I think this is the right balance for for had toship um so this is this is what we're going to try and I think uh this is the work uh you know uh this represents consensus of thinking I'd say from the entire Ministry a team and a policy committee you were in you were in that large group there's a sweet spot on the F that we're trying to find and I mean districts around us aren't doing this but we truly believe in our core values that we're a place where students Thrive and Community Thrive so we think this is an important staff in supporting that um and then just as a final update at this point the committee has reviewed all mandative and recommended revisions abolishment new policies that have been sent to us so the ones that you see on for first reading this evening and will potentially move to Second reading on January 16th brings us entirely up to date so whoever should move into this role moving forward would be able to start sort of fresh with with the new update that we get from from St assessment but we've been very diligent as a committee to make sure that that we work through all of those policies with the support of the administration to to get things in a good spot for the end of 2024 all right can I get a motion to approve items 9.2 through 9.27 move second any questions I have a question about substitutes how are we in line with substitutes are we having difficulties with when teachers fall out filling those spots the daily sub the daily daily sub was I the extending the extending positions um they're getting they're difficult difficult can you I was just going to ask about 9.8 I don't want to go but that's a a longterm another longterm need where we're down a pretty key teacher that's correct we we still trying to I mean then we kind of got through it are we still just kind of mandating it are we just extending the we are um probably looking towards significant commendations for Mr greway stepping up um and it's been a lot on the high school administration it's not just Mr freway it's also Mr O Mr alen taking on a lot more because Kevin's teaching two period of Kevin he's teaching two period of high school science and um they're making it work job you know was posted we had zero applicants um I think we're still going to post again for a part-time person but there's just no one out there in terms of that we've been able to find to be able to teach the science the high school science you could spend money and go towards like a remote you know New Jersey center from teaching and learning is actually an organization that does a nice job that can provide us with like a remove teacher but we have a quality teacher right here it's just a member of our administrative staff and as long as he's willing to do it and the other two administrators are willing to kind of absorb additional responsibilities which they have been um we're trying to uh complete this year and you know we're all hoping that Jessica will be back um in September so to that point B I'm wondering can we consider looking at Replacements of court staff as opposed to a replacement teacher given that there are no teacher candidates to absorb some of those administrative like easier responsibilities right so that the the leaders of the school aren't as stretch then as what they currently are yeah we can unfortunately we're also stretch in on budget because the number of folks that have taken Lees and believe the change the section it's a lot I mean I feel like I'm in church because we should change the section to Joys and concerns right half of these are maternity leaves everybody's celebrating having families are getting larger some of these are sicknesses right some of these are illnesses and you know there's a lot there there's there some sadness on here right um and we're wishing we're wishing folks recovery but it's way more than we budget it for because when somebody's out you know they're going to continue to draw their salary for a certain amount of time but we're still replacing that with a salary repl the teacher so I I like the idea I appreciate the offer I was thinking you know a replacement support staff member might be less cost prohibitive than a replacement teacher and certainly less than a replacement administrator particularly if we don't have teacher candidates for that position yeah any other questions roll call Miss Billingsley yes Miss Desi yes Mr Kendall yes Mr Lex yes Mr Richie yes M Bradman yes m d yes Miss yes moving into section 10 student services and activities can I get a motion to approve items 10.1 through 10.14 second any questions 10.3 seems like there's enough I guess it's just his the Seas for fighting um one there's one issue at uh the Middle School you may notice a pattern here where one uh one individual that has uh I think there's three three confirmed HS for the same same student that requires an action plan to be done our part which we are completing and um we have some things that I will tell you that we added a u meeting with uh Mr Allen before the board meeting we can Will shant tell and go over every this inst that both sdss and the HIV so we are know familiar with every single one of these cases so this situation is one individual that's responsible for I think you take that your refer to um I did want to note that 10.14 the honoral first Markin period um if you compare the numbers last year at this time to this year at this time uh you probably won't be surprised to know we are seeing an increase in the percentage of students um on honor rooll as a result of the grading scale change or likely as a result the senior class is pretty small so is the Junior and freshman class I think we're about four four or 5% higher 3 or 4% higher level any other questions Miss Billingsley yes M Desi yes Mr Kendall yes Mr Lex yes Mr Richie yes m r yes M yes m h yes all right moving into section 11 policy and I get a motion to approve item 11.2 I mov second any questions roll call Miss Billingsley yes Miss Desi yes Mr kend yes Mr Lex yes Mr Richie yes M Rodman yes M yes yes all right moving on to section 12 this is our final public comment section of the evening this is for comments from members of the public for the board on any topic whether or not it's on tonight's agenda have a comment please stand state your name hi Chris Cook 59 Cooper Street uh I know I don't have to give my street address but after January 16 that's cool uh I just wanted to say um I was at the um back in November the educ had of Education Foundation uh ran a fundraiser um and we had a contest during which um we we tried to see which school could raise the most amount of money based on uh their enrollment and Jennings
