this meeting is being recorded and can uh by area 58 and can be viewed on YouTube bring to the board's attention 2025 Board of Health meeting dates calendar I think I got in an email yes okay attend it's posted by the office for anybody who wants to attend great okay disposal Works permit um let's see ratify agents approval um 19 Chestnut Road there were um it went out for a review no revisions um it's just a regular repair okay nothing and then 642 mon ponet is we have to uh at least uh ratify the uh local upgrade approval okay uh again it's just compliance is the only way that you can fit a tank in the house okay um so it's 2T from the solell wall and 2T from the existing Foundation which is basically where it was before we started okay uh 664 M ponet 642 I'm sorry yep and then the next one was 664 figured you can tell us about them and then we'll ratify them all at once 664 had absolutely no RW iions um so we just need to ratify what we have for it perfect and then what about 32 and 34 Nature Way Circle okay back into the mobile home estate you have no room to move uh anywhere in there yes uh I can you know we can ratify the plan with variances again restrictions on how close it is to to the two trailers and the property lines 15.45 one H one I and one B uh it's putting it back in the same place just you know without the approval of the variances then it can't go forward okay uh 238 Elm Street ah no revisions on this plane this I'm one just ratify all of our approvals all right is that for sale that one you're so good how do you know oh you live I live right now like wait a minute how do you know all these houses in town it's right here you live uh 16 old Summit um we have no issues with it conservation department is currently looking at the property old Summits uh just before w Street and I believe that's why you're here this evening um and uh so according to our plan septic fits in should not affect any of the elevations um that would potentially affect anything and conservation will have to tell us if they want anything but they are outside of the 100t buffer so I don't know what conservation wants to do with it and certainly if you have questions towards it we'd be happy to listen to them and uh first just go up introduce yourself and my name is uh Bill b for U 156 Thompson Street and 166 Thompson Street and 176 Thompson Street all three pieces of our property but to this piece of property um not opposed to the septic system but I I do have a number of questions for the Conservation Commission which I attended a meeting last night and understood the meeting has actually been scheduled for February 11th to dis further discuss this that said um the property as it exists today um has a cease and desist order on the property Andor the house so my question is how does this plan move forward with that in relase and once neither board can do anything until they have an approved plan from us or well actually building could because they could rip out the foundation put in a New Foundation whatever but they the occupant would never get occupancy until there was a plan in place conservation department won't even review your question till they have a re uh an approved septic plan when you say a plan in place is that a plan for the septic system or a plan for the house and the foundation no building does house okay conservation make sure that you're outside of the boundaries and we ensure protection to the groundwater level and the elevations are met within any drainage or you know like if you had a ra system compared to a a regular grade system it might affect the amount of downwater slope may or may not but that's why we address it in our separate plan um so the um some of the questions I can only answer or defer to the other departments in that at least this is a feasible plan and a feasible location which I guess then allows them to actually do their job or that's the housing take it from that the housing soild build building department and then conservation so is this a condemned building conservation non inhabitable is that what it is no it's it's the ceas and theist is for what reason yeah I the building so it it was a dilapidate my opinion only my opinion um the previous owner passed away went up for sale um there were issues without you could say the roof was sagging they had a tar on it for years um it was sold the current people believe um they began some type of restoration work um I don't know the details of what happened um other than what I can tell you is the roof came off they took the roof off and then the four walls on the second floor came off and then the floor to the second floor came off and the four wall stand as it is today open and there's all sorts of debris uh construction debris on the property which is going to be my my next question for you folks there's all all sorts of debris so I can't really speak other than what I can tell you what I see um I haven't spoken to the fire department the police department or any of the the housing uh people but the the the building is condemned it was um the owners and and this will tie into other concerns that I have for the Conservation Commission relative to that and some concerns I'm going to express to you um there have there have been a number or there have been instan instances where the public safety has been involved up there uh they had open fires burning the construction debris right next to their house in the summer um police and fire rep up they responded shut that down um I have several con other concerns for the uh Conservation Commission that said my question to you folks as a as a board of health is there as far as you know any asbest or hazardous waste on that property now because of all the construction it's an old home during a time which those when buildings were built it's very possible there could be Asbestos and my properties above that downhill so all the water that comes off that property flows across my property one of my two three properties uh and we'll actually come down on um right against all three of my properties but eventually it flows right across 156 Thompson Street and my my field um and that's where my concern has it always flow that way just so I oh yeah the slope yeah it's just so even before any of this started with the building that's the way of the slope okay it's so it's it's up high and we're down and back and it um so the wind of tux river is across the street and everything flows down to that River so that's that's a concern that we have for the safety and wellbeing for our property relative to hazardous waste up there not knowing I'm not I'm not accusing anybody that there is that is a question that I would like to have answered by the Board of Health because of what I see up there and I think uh Bob you've you've uh seen the property and it's I don't know if anybody else has but there's there's a lot of stuff out there right and and the property is obviously in extreme disrepair I actually think the historical society's involved because of how old the structure was so depending upon I don't know when the last residents were there um but if was semi original it might not even have aestus because they didn't have it back then could moving forward it's something I could we as the board could work in conjunction with or myself with the building Department um to check the site the paint and whatever if it does have asbest um to make sure that the proper remediation um of said products is fine as for whatever was there is there and whatever would already be in the ground um or you know wherever but um we I would be more than happy happy to check out your best's concern on that yeah whatever any any hazardous ways and again hazardous is is a two-fold word let's um say water debris and or hazardous waste because some of the stuff on site is also beautiful old Timbers that somebody would say hey that's hazardous it was treated with oils and this and that and really it's probably planks I like to cut and put in my ceiling but that having been said yeah um know certainly want to address any aestus concern that you have either way again I I I want to go in record saying I don't know if there is but given the age and given what's going on up there sure um and I don't know if there is my family has lived in this town for 53 years I grew up in in this town um my father built the the property on 156 Thompson Street and we moved in 72 and he built the barn out back and then uh 40 years ago he bought the two other properties 166 and 176 and he built that house we've kept to ourselves we we we believe that people have the right to do do what they can do on their own property as long as it doesn't negatively affect us and that's where my concern is so why don't we do this Bob's going to check it out could I I just ask a question if I'm going to also check that site for as spous um and or lead lead paint um that also might be on your property so we you know should I go to to both ends if I'm going to do a thorough investigation i' just like to know if the paint was lead if we're going to go down you know the lead Road and then go down the asbestos road if there is something if there's something up there because I know your desire is to have a conversation but if there's nothing up there then I'm not concerned okay cool I I just want to make sure that I'm also you know whoever owns this proper I have no clue we don't end up back here in a you know this one saying to that one that one saying this one sort of Point Counterpoint I don't want to get situation with neighbors I never I could tell no you barely have a neighbor so so I think as far as the septic goes though replacing the septic is going to improve the health of the property or the oh absolutely the groundwater quality the so why don't we say that we'll approve the the septic but Bob's going to go out and take a look at the other concerns cuz it seems to be two separate concerns the septic is going to help by putting in a functioning system from a Board of Health perspective and I'm just asking the question while suggesting this I'm just trying to educate myself do you do have you had a a history of approving septic system installs with conditions of cleaning up properties I from a safy from a from a Board of Health perspective well okay safety is a vague term I need specification to accurately answer your question and from a Board of Health concern human health environmental that's what we stand on that's B of Health basic so yes everything is looked at um to the maximum feasible compliance and to your point somebody owns their property the house has been there forever they need to replace a septic um oh yeah no yeah we we'll plug in a septic like what we just talked about on um but I think what he was asking is could we say we're not going to approve this until you clean up the property which we can't so if don't approve it or we don't approve it conservation's not going to do anything I also don't know that we could they're going to tell they won't probably even entertain you sure until they have an approved septic plan like I said I'm just understand yeah so even with an approved septic plan the plan we won't we'll approve the plan we won't let them start until we do the investigation so now at least we know what plan we have in place conservation knows exactly what they're dealing with if you're going to go to them building department which is what you were speaking about about the occupancy understands well at least yes a septic can go in B it a bank so um at this point in time by approving the actual plan until I we sign it just means okay it's feasible and my board is telling me but not until you do this Bob so or we bring it before another meeting and we'll push it off and then push them off and and go from this so but certainly if Bob finds any other health risks or concerns there are other actions we can do based on the findings so kind of like two separate things right I mean you know but if anything I think putting in a functioning septic system is going to help oh I agree and I'm not a post deceptic system so we'll make a separate investigation for the other concerns oh absolutely and I'd like to as long as we were on the subject because you know it was um you know brought up to you if if we you know follow up on health concerns it would definitely be you mentioned the word asbestos also happens to be in T so just be a little bit careful when you use your Bea powder but um in leg paints and you know for me to be thorough in in what I do I need to get to all the prospective sites sure and know I have to do a little followup myself to see the actual distance of travel of asbest I do know when we take down a building that has aestus in it all they ask you to do is wet it down cover it over and have it carried off site to Ohio um the longterm effects of asbest that's already been on the ground um I need to do some research because I've never had anybody pose or present that question to me about how long ago did they start tearing it down it was I think I believe the cease and deist when it was uh this this year early summer I couldn't tell you definitively last year actually yeah yeah so I'm not being controversial I do the same thing I go to date something I put 24 okay all right so let's make sure we put that on the agenda for the next meeting Bob we'll talk about what you find when you go a septic system as for the building the no clue yeah um but yes they had septic systems okay well a little bit of time expired and they want to do the exact same thing that they had there so it's a matter of us REI reapproved the plans that are already on file with no changes um to it all right and then can I get a motion to approve disposal Works permits um nine Amanda's way reapproved plan as getting all the other towns on board with actually complying with inspection checks and uh made significant progress I'm pleased to announce that beautiful all right and go ahead I was going to say the next thing is the compliance check did we have one recently yeah separate of the grant work that's done Halifax is involved with the state where they go in and do a um underage check mhm send the under pop up before M guess what again oh good perfect that's good I feel like last time we had one didn't we have one it's so nice because like when you do a good job it shows like the sting operation successful hey awesome I want zeros usually you want to get like last time we got one so I went in and I thanked all the establishments perfect and um the Lindy's yeah Lindy that was the one I think that who was the one who we had to roke their license for 24 hours They confiscated 17 fake IDs good for them wow all right same job us who got caught in the violation yeah took it serious enough from our actions that sweet been taking them he he can call any of the police department to come down if he gets a hard time and there's 17 fake IDs good for him that's awesome I thought that was pretty cool yeah and just a quick thing that came in um I do have covid test kits available in the office if anybody needs uh or any Resident needs a covid test kit and we just post it on the website it's going to be a little tough to think about it today but um all the actions that uh Plymouth County Mosquito Control did for us during the summer which seriously reduced Triple E West Nile Virus and shows you the work that they do within not only our community but all the surrounding communi so oh I like that too awesome all right on to the most exciting portion of the evening we got a
