potentially Deputy moderator so a few things just to run through we're anticipating capacity of 400 in the gym another 100 in the allpurpose room if we reach a cap 500 or more got go cut paper got to take notes do that take record um so 400 in the gym 100 in the allpurpose room if at that point we reach capacity we we can't meet because we don't have enough room um I had a conversation with Silver Lake today our options are see not great but these are the dates um Friday December 20th Monday December 23rd Thursday the 26th Friday the 27th or Monday the thday so I would think what we should do here is decide which night if we have to that we would do I was planning New Hampshire the end of that after Christmas I mean if everyone's available the 20th I would say to try to do it this week I don't know what um I could I could be avail the 20th what just to clarify there's no there's no shut off time we can cut we can't cut the doors at 6:30 and say Hey you here no they keep rolling in we have to keep letting them in start the meeting once we start what if we go over if we go over we got to stop we have room for everyone they're checking in even after the meeting has started yeah and then anything we do up to that point is a point or let's say we vote on one of the articles but not another question I would think we can talk to Rich I I look at this I think you would basically put a pause on things so let's say you've done one article right you would pause it and take up the rest of town meeting simar simar like if you have an annual town meeting right you audience though it's a different audience it's like a Rand game you have to start with the same team but it's similar to an annual time meeting if we go through 20 articles and it's 1:00 a.m. and we say okay we're going to finish this tomorrow have to start over you don't start over you you finish you move to a Jour so that's I think that's what we would have to do uh reverse problem so at that point on on those dates Silver Lakes a the High School auditorium is available which has a capacity of 750 and also the Middle School auditorium is available which has capacity of 375 the school they the cafeteria in the high school would also be available which has a capacity of 360 the gym we're not 100% assure of the athletic director was looking into if that was avaf I would think so and also I think if we postpone to a you know Friday night you might get this year so Friday I'm Good Friday's Good Friday that's hopefully we don't run into this I just think it's important that we are able to say we've reached capacity we have to have the meeting on Friday the 20th app so you know and have details and it's a good problem to have people are engaged and want to leave people say you know what I'll leave 50 we have 550 can we get 50 people to leave is that can you do that well you'd have to you wouldn't be able to allow anyone else to check in so you basically if everyone in the line at that point said okay I'm okay leaving not being turned away we're not turning anyone away but if they said we're all leave I'm just talking out loud cuz if if we can't have the meeting as going to be a thing we are Ian this is the biggest building we got in town we have to deal with the number one uh but we can't disolve a town meeting if we haven't addressed every and we can't pick the order which we discuss things either so a lottery thing no it's just a we don't have the room the actual fire the the building Commissioners capacity is like seven something in the gym but we can't fit there's no way you're fitting seven something in that room yeah okay well I pretty good when we go back in 10 15 minutes no exactly I guess what I'm saying it's just a matter of 20 30 chair maybe we can make it work we standing the back of that case we got the well the Overflow room that's kind of the overall Flor is our backup plan right um I just can't believe I'm just saying let's not just make 500 let's use a little common sense and say no we will but the town clerk also they have to have a plan they can't just say okay kind of people were there in last December 250 and that was a pretty full that was full so 150 more in the gym was cl and fill the All Purpose room so Friday at 6 I'd say keep it again at 630 6:30 y so if it gets to that I'll make motion to a Time specific Friday at 60 630 there's a good chance we would need a deputy do we know that the gym is not being used on Friday night de so you'd have to just leave it at the building until we figure out where it would be the auditorium we say the auditorium the auditorium is where we go first well do we know if area 58 is available Friday for the auditorium I think can make it work cuz remember that room is already all set up it's a lot easier for them to go in so even if they weren't we we could we could handle it I'm not oh I see oh it's not like setting it up in a gym it's in a room that's already all you know prepared for those things perform B is already there so be an issue okay that was the first biggest thing um and then just you have your warrants John's going to move the nbca article it's so in terms of uh uh recommendation our board doesn't recommend we haven't taken a position on either one of them right correct and uh as far as the MBTA one the reason it's proposed by board sment is because we voted to put it before the town so that they can make a decision correct I'll explain that uh what I'm all I'm going to say is uh chapter 40 section 3A says and regulations with it because the statute doesn't really say this uh that by that Halifax isn't considered an NBTA community that we have to by the end of this month uh vote to uh or in Institute an overlay District that fits within the requirements of the MBTA multi-district or multi-unit District uh the proposal does fit that qualification uh and it's up to the town as to what they were doing are you reading a statement on your personal topics like you did I'm not going no stay out I'm think I was going to as well okay stay out of it or make make a statement so we so when we open the meeting John does that and it goes to Bert does Bert go to the finance committee and us first before the public so typically what Bert does is he'll you know John will move the question it's our article yeah so usually I ask I'll make that unless you guys want to do it make presentation okay what I say you're the bad guy yeah and I do have a Tomatoes right but anyway all right so then what I'll do is I'll say uh and Jonathan and uh Tom both have uh they want to uh they want to make statements on this perfectly fine but we are not making a body stand as recommended or not as far as the board we' never voted on yeah we Ted inight Maybe sign or not but that's that's what we done which is fine okay so then it go to the finance committee and then and then I ask the finance committee for their recommendation okay and then opens up whoever makes the motion typically gets the okay all right and then on the other one uh same thing we've never made a recommendation uh I will what I will say is that uh uh this came in at the very last minute uh it's a petition article uh and uh [Music] actually I'm not going to move it that would be up to the petitioner to move the arle right I'm going to ask you when they get to that article and they say okay this is article two and then the Goodman or somebody else have Mr Good anybody opinion say well you know we haven't taken a position on this because it came at the last minute it's a article don't talk to us about did Town Council get back to you on uh they did so the whole Hansen thing basically they went back to it is considered um right it's consider it's considered uh it's right it's considered a great pond so as a result any regulations require approval by the state which which I've said you guys know that which is where it comes in you need the approval of the director um uh and the commissioner of the Environmental Protection uh agency and if it did pass it would only be subject to the Halifax portion of how you differentiate what's have so much vigilante justice out there it's unbelievable and then as far as the question of state public access ramp right to if a Hansen resident right wants to launch their boat with the state public access ramp so Cody did send out a list of the cost I'm not sure what enforcement we have to send it to the public access commission Public Access board for them to approve it as well and they we haven't we don't know what they're going to say so so that's another step in the process I reached out to him Doug is the director and I never heard from I mean if we're asked could say we have we've seen it we have a lot of questions about it and also questions on enforcement and I would be okay with if if we I would given these new questions that came up I would be strongly urging maybe we Circle back in May that's what they're going to do that makes the most sense so yeah someone can always make a make a motion to postpone indefinitely postpone yeah just because like there's just a lot of holes that we need answer so they withraw they could withdraw they could make a motion well they're going to send to a vote and they're going to recirculate back and what'll do they're get done tonight doesn't I mean nothing anybody ask what I'm going to say is that you know we we haven't had a chance to look in no one asked us our opinion on it we haven't really been involved in this uh you know we do question we have questions on enforcement but if the town wants it then we will deal with it so for the recommendation of selectman who would you like me to select uh unless you guys want it I'll do good that's only outside speaker that I anticipate you may I don't even think it will come up but you may have to allow or may want to allow I should say is if there's a question about the law that none of us can answer um Old Colony planning Council won't be here they're going to be off to the side in the visitor section but if they if there's some weird question about it's a fact-based not an opinion based question a fact based question on something that none of us know again I don't know what it would be be PR the way I feel about it is I me we seen the line when we came up here there's enough people residents of town that want to speak to it uh I I wouldn't be in favor of asking for a political group to make a statement or opinion when we have people in town that that need to and want to speak to it so the only issue though is if somebody makes that motion say I I I move that we allow Mr so and so to address town meeting he's not a town meeting member somebody second it then you say well it's 2/3 vote I no it's a majority vote uh majority votes up to the town you want to ba it whatever just like anything else any other yeah so if they make a formal motion you have to have to to be from a res me two out of town speaker out of town out the only ones that have the right to speak that aren't town meeting members are heads of Department Department Chiefs those people they have the right yes they do what um if we do end up in the Overflow room we'll have the video set up okay and the I just have the screen um Do It show a hand standing how do you do it how do want green red if it's oh that reminds me so on the uh we talked about this the other night so on a total number mhm how are we going to do that I think you I think you need to do a um a counter account I think if we end up in nor floor room I think your best bet is do each vote with the counters CS yeah we have 10 of them the would be six in the main room four in the so in other words like it could be you know 100% C room based on the total do they need a count or only if it's accurate only if it's close to need a count but the problem is is if you no yeah he'll you see the other room but let's say you might win majority in one room that means I don't have to maybe you win a little more than majority in one but you're a little under majority in the other room you don't know what the actual count is you just so we need you need a total number so ask for number he couldn't ask me do I have a majority by show no because your you both if your majority the same color well if he said you and i' say yes I do he what is it I say it's yay it's green it's green yeah but but the problem is he's green then you're good they're both green we're good if it's not a 2/3 so if it's someone calls the question we'll need 2/3 okay so we'll just you'll be asking yes I'll get get the totals I'll total up my and I was wondering if it if it is close would want to do them at the same time hold your red and your green at the same time to see both colors at once to help you you know get a better idea to what the majority is time what happens though is when he says raise your card yes for green the Reds go up at the same time people preemptively put their Reds up when he ask for green that happens that happens more often than not from the from I can tell you from the crowd I can see like he didn't ask for red yeah Gord you put R up I think it's still uh that the safest way we only have two and maybe maybe I move the question so maybe we have three votes on that and I think to do it like you know in your room in your room and Susan totals them the number is of those okay let me ask you this along the same way you guys were just talking he he's in a smaller room it's e use him as an example if it's unanimous in the All Purpose there no no red C even went up that could be less than the difference no but if but but if the big room's a majority and it's an overwhelming majority in the other room if you have two majorities you're fine as long as it's just on the two articles right if if someone calls the question if anything comes up where you need a two3 so if someone calls the question I go automatically to the if we're in both rooms so the moderator is supposed to um decide the vote essentially and if you have any questions about it if you if you don't have any questions about it you say it's all red here and all red there there's no green cards ever came up that you can make you know you can make that a call if you have any questions about it then somebody asked for a people have to agree that's correct I challenge the vat and seven people stand up and say I challenge it also then we to have and there's a microphone for people that want to speak to the question room be a
