announcement that we are going to have have a remote participant uh so I'm anticipating that all votes are going to be made by Road call vote um members in attendance is is Caitlyn the agent Kathy alen Ed and Paul I expect that uh other participant will be on shortly um but I'll make the announcement would you Comm we'll begin the meeting um uh first I'm sorry oh I'm sorry I'm going to make the announcement that this Con ation meeting is being recorded by area 58 and can be viewed on YouTube okay first of all business is we have a continued hearing for 265 mon ponson Street it's a s want management permit Mr estk we have the [Music] just want to announce this is a continued hearing we had some discussion on this a few weeks ago so I'm going to ask that Mr Estridge just kind of bring us up to date sure get to kind of the overall layout plan here best fun to view all right good evening so we're David E th th with me tonight is Greg grisal of JD civil um so we are here um um seeking a storm water permit for 265 mon ponset that's on the east side of mon ponet Street in uh brief summary uh the uh proposal contains uh two buildings both with uh 36 units each one located one located here a pool building oh shoot it's not touch [Applause] um a pool building and pool the main detention features are a storm water basin that's located here that is largely existing from a project that was um started not completed back in 2015 uh a basin here which uh is an expansion of a basin that was done then and then there's a substantial uh underground infiltration system located here so this was uh submitted um uh many months ago um the uh it had been peer reviewed by pgb uh engineers in um back in July where we received a letter saying that we had addressed all the comments um we have received approvals from the planning board for site plan uh the Board of Health for our sewage disposal permanent and we also have to received a order of conditions from from this commission so as part of both the order of conditions and the planning board process storm water was also looked at um and reviewed and approved as part of those processes um the kind of last modifications and comments that have occurred were back in um Late July related to coming from the fire department they wanted a widening of the access route back here from 16 to 20 ft and they wanted some hydrants that were shifted around so we did that and those are reflected in the August 1st plans um that are the uh reference plans for this approval um think I'll leave it at that as a as a quick summary um and open it up if you have any uh any questions okay I'm going to address first the uh any members of the board have any questions or concerns um from our last last time you open this hearing had any at this point did you with um with the work that you did for the fire department why you that get you any closer to to the weapon line no so you set the same spot yes so um as part of the um uh you guys performed a s sidewalk as part of our notice contens Mission and uh reviewed a number of particular spots that we located in the field that were kind of the closest points uh to the weapons so none of those have changed um this retaining wall that you see it's fighting me um the retaining wall that you see at the back remains in the exact same location uh this is kind of a um it's a cellular uh polyethylene um product that um you fill in with gravel and you can plant grass on top of it so it's uh sufficient to support a fir Tru but it can it can look like a lawn so that was widen but it was widened in the direction towards the building okay thank you regards the um addition there on the right hand side with the request of the fire department um since it's wider does that affect the stone Water Management with the water situation or since it's going to be grass as you to go into the exactly since it's it would still be you know in the calculations for the hydrology model it would still have the same uh surface type as onean since it fully infiltrates it probably infiltrates a little bit better than one because this it's more grally and less Lo um but uh so no the kind of service description as you uh is which is an input to the calculation doesn't change so theity doesn't change PA any questions to this point okay um I'm got some questions Caitlyn want to um I don't think I have a question okay um this is this is the first time I'm aware that you made some changes in the rear rear portion maybe just didn't pay attention to the August plan have you increased the width and the driveway itself as far Asen no okay so what you've added is some sort of material that's going to absorb the or the water is going to be able to go into is any of that water going to be going into the retention basins I'm not sure this meming process works yeah no it's it's not it's completely porous so it's as if it's a lawn so these are kind like egg crates yeah that's like it's kind of like almost a um uh how do I kind of honeycomb shaped and uh open cells so it's they they form these kind of cells about yig and they're all connected to each other and you fill them with soil and you can plant grass on it but because of the structure of those it's able to support a a fire truck as a you know that a lawn would not be able to support can you can you show me where that's added that's new to me I didn't see well it's the the access route has always been on the plans from our first midle so that's this this hatched area located around here so it's an emergency access route so that the fire truck can get around the building so so that was used to be 16 ft and it was made to 20 ft again that was back in July it it was a comment that uh actually it came up as part of this process um because the uh um you wanted to make sure that the fire department had kind of signed off and the uh the chief had issued a letter that he was satis uh satisfied with the changes the last letter that I have from Pat Brenan was dated June 13th I'm not sure that that's the last one that's the last one that had my file was it that is the last one that is the last one yeah so he has not looked at that was the stor water yeah well he looked at the storm water in June but I think you're telling me that the made the change in July you looked at it in July as well it may have gone to the board let me I think I printed that out my only concern is in that particular area where it's going to be it's going to be grass this membrane will allow water into the soil yeah here's this letter from July 9th that uh so it's a little bit more up to date this was addressed in the conservation so need checks off every single um item is addressed he address this July 9th your latest Plan update is August 1st I'm just want I just want to be careful I want to make sure that this last review I don't know what was made what changes were made between July and August it could have been the septic system um that was added um it seems like you've addressed most everything and I'm not overly concerned with that drainage area if it's going to be absorbed into the ground um cuz I don't believe there's a lot of change in elevation there the existing dead flat the wall is going to be there to protect that wetlands area down by the parking area remember is correct yeah that that wall in the northeast corner um serves to keep us out of the 50 Foot okay have you added to that particular particular plan the snow pile area that we had discussed and I sorry I don't know the plans is that is there an area designated for snow no that was a separate exhibit that was uh submitted that was um that was requested as part of 266 but it showed both the um locations where if 266 had so much snow that it had to be transported offsite it could be relocated on 265 and but those those areas were separate from the s Snow designation areas for 265 can you just point out where that's going to go on this particular plan cuz we obviously we don't have that other plan yeah so we I kind of did um for 266 I had kind of uh plans a b and c you know the best places to put it the second best places to put it and third best places to put it and that sort of thing um so the the areas that were still let's say uh available for snow storage so of course you have kind of all the little kind of areas here but I pointed out in that memo that uh this site has uh 14 uh Surplus parking spaces relative to the required 2.0 uh spaces per unit ratio and that this area here would be the best from um the D standpoint in terms of storm water management because putting it in the spaces would be located not on top of a catch Basin um but on a paved area and up stream from any treatment trains um you know that are within the the catch basins and storm Water Management Systems before it goes to the weapons so this would be the primary designation if we had to had to uh uh you know pile a bunch of the snow besides the usual you know wind row that would go along both sides this would be in the case of it here have to get the frontend motors out and kind of stop pilot in area and none of that is on top of any sub system okay so none of that's going on the seic system and we can be assured that nothing's going to be within the H for buffone yeah I think you know this area might be subject to that just cuz I mean if you think about a plow driving down here um but it's not a designated stockpile area um we were that plan was to identify kind of stockpile areas as opposed to let's say um gutters you know where that would be the first place the snow would go typically so it's prob our order of conditions a condition that nothing be stored within the 100t buffer zone not going to be an issue for you no you had all those conditions um as part of the 266 um decision and uh even though it wasn't um uh particularly relevant for 266 it was set up as a as a template that could be used in other locations so we have no issue with the um um conditions as written you know that in terms of where SN can be stored and also it's it spoke a lot about the fertilization that you can and cannot do um uh within buffers and within the site generally can you show me on one of the plans where the fencing is going to go that we agree upon you're going to put a six foot fence to make sure there's no encroachment is that depicted on one of the plans oh want to make sure I believe it's at the 50 Foot line yeah that's that's right here okay does one of the pl show that does it indicate I can't remember we did a yeah let me see are those first or yeah do you mind just giving me the Wetland Flags I mean we can condition it sure Wetland Flags we just want to make sure that's part of this process after exist basted right there let's see here cuz I know we uh we gave an actual linear footage that was part of the conditions of the uh order of conditions so I think it's captured uh in that okay um way you're looking for that addressed all the granite curbing issues at the catch Bas that was in one of the uh um yeah all the uh catch Bas have you have all the roof drains tied into an 18 in pipe you so this whole thing this goes to the underground infiltration system that's located here oh you roof drains went into that yes yeah and then these roof drains do go those go in there I think they those going into the underground as well yeah so we're capturing yeah I thought I think this one goes down in the Basin yeah so nothing goes directly offside so even the roof drains technically clean it runoff is um contained on site I don't have any other questions I'm going to open it up at the audience I'll just Reserve um in case anyse comes up is anyone in the audience have any questions or concerns uh they want to address with the storm water management uh application with thik on this project see none anybody else on the board have any questions I um I think what we would need just need whether you want to do it by agreement um I I do want it writing so here here it's in conditions 75 ft flag B B6 and B2 okay fine um okay and that was okay that's yeah so that's that's been recorded as well okay having seen no further discussion I would be looking for a motion to close the hearing on 266 one point I'm sorry 265 265 okay I put motion that close the hearing on 265 Pon Street on do I have a second a second okay um although we don't have a remote petition P I'm still going to ask for a ro um Kathy uh yes yes nowan yes yes Paul yes okay um let me just point out one thing right we have a yes so that's a unanimous vote where are my notes okay where the applicant has established that all the environmental concerns have been met for storm water management uh the next step in the process is to issue an order of conditions um we have Peggy and I and hope have Caitlyn involved have worked on a set of conditions that we want the board to review I don't know if there's any other conditions the board has at this point that they want to add to that we will have that ready to be reviewed at the next meeting if there's any anything else I think we've addressed um everything can or should does anybody have anything that um any concerns okay um having said that we voted to close the hearing uh we do need we will be able to issue the or conditions which we'll send your draft out um and we'll send you draft and we will schedule that for the next meeting um be bear in mind that that order is going to be similar to the one for 2 266 um we will make we'll have to make sure that the um maintenance agreements on the basins are all recorded um I do want to make sure that uh the inspection process is fully complied with with the engineer and whatever 52g funds need to be established be established when you guys begin the process sure yes um would you be amenable to um seeking a vote to approve it with conditions this evening as we did for 266 we've we've cled it I I don't see you've closed he they can't prove it okay I'm sorry stand to be corrected um make me feel okay so we voted to close the hearing so I'll be looking for a a motion um that we approve the S water manage permit for 265 Monon Street for thik development uh based on a plan dated August 1st 2024 that would be the motion if you want me I'll make the motion and someone consecutive I'll make the motion that we accept the storm water management uh 265 mson Street uh with the plan dated from August 1st 2024 with the standard orders of condition yes no there will be special order condition okay um I'm looking for a second I'll second that motion second I'm going to look for a roll call vote Kathy yes yes yes yes yes thank you very much November what's that it's it's in November right it's next one I believe November 11th as long as not an election day I November all right and we'll uh see you on site on Tuesday Yeah Tuesday morning Stone War management permit that has been submitted attorney sablowski that get right that's fine so we um we submitted the revised plans to the Conservation Commission with our response to the comments from the commission's review engineer and he submitted his response on the 8th of October indicating that he was satisfied we appeared before the planning board last Thursday and they voted to give us site plan approval conditional obvious VI ly on the storm water management permit the only approvals that we needed for this project which is only the construction of the storm water management system you okay uh the purpose of this meeting today is the commission has to determine that your application is adequate and sufficient once we've determine that you filed everything and it's adequate then the process begins where you will notify the we will schedule a hearing within 21 days um you will notify the abuts and we'll take all that evidence at that hearing okay I was just mentioning because last time you told me to tell you that the other board had acted so that's why I was trying to conve that information I can I can assure you though that that um it we we'll probably make a determination that the application is is complete um but we won't make a decision unless you have all other approval uh we can't approve something in uh fire department like just what happened fire department made a change which we weren't aware of and that increases space it increases uh imperious areas so I'm just going to tell you that um I would be looking for a vote let me just explain we've gone through the process we've sent this uh out to the boards um we Gott minimal responses we'll send it out again to make sure each part board will hopefully respond on um and I'm going to ask the board that we schedule a hearing take a vote on scheduling a hearing in 21 days anybody the calendar 21 days would be no 12th that's our next meeting yes that is our next meeting um anything else to say Council no okay uh I'd be looking for a motion um the first action will be where we've gotten most of the information Boards of committees that we're going to make a determination that the application is complete so I'll be looking for a motion that the application is completed enough for us to continue with the process um I make a motion for 285 home street that we find that the application is sufficient enough to continue on with and is that it that's it that's it okay and I'll have a second I'll second that motion then we're going to go to a roll call vote uh no discussion I'm sorry anybody in the audience have any questions or concerns this is strictly we we we've made a determination that the application is complete we go to the next process so we going to keep up discussion to that anybody comments yes sir J def 301 home street so as far as getting approval from all the boards that's Fire Department police department so that's as an had mentioned there's going to be wng on site so that's hot work so that's uh ventilation for the welding that's going to be taking place on that property is that accurate so the fire department has to sign off on that okay um ventilation as far as inside the building is a little bit beyond our purview uh what we have to look at is we need plan and board approval for such things as is is parking areas um lighting not so much but um you know anything that's going to be talking anything to do with turning radius we're going to be looking for something for the F to make sure that they can access the site with fire apparatus I don't know if they're going to require anything else we dealing basically stuff that's on the ground um not necessarily what's going in the building so it's more specifically like the vegetation on the property yeah we'll be discussing the vegetation zone that was removed completely of the property let's let's try to let's keep this to just the application um no you can ask that question maybe in another minute so I don't see any other discussion so I'm looking for for a vote on the application being approved and I got second in a motion so yes Helen yes Edie yes yes okay so that motion is approved um the next motion I'd be looking for is to schedule the public hearing on November 12th I make a motion that we um schedule the public hearing for the storm water management okay um so what we've done the application is complete going to SCH of the hearing and I suggest that any comments we do have some comments that we're going to address um please make a point to attend the hearing and we'll we'll address pretty much everything has got to do with the site itself the vegetation the amount of disturbance area the drainage we do have some um reports back on the drainage calculations uh we'll review all of that now just quick question is this something you be reaching out to I going reach out to EPA D all that stuff but is that something you guys reach out to okay our prayview is we have four boards five boards that we have to we have to sent it to um that would be planning building border of Health I don't even think it's fire I got the list but just four Department that require we going to send it to everybody to see if we get a response we'll send it to fire we'll send it to police I'll make a um an extra effort to make sure that fire gives us some sort of uh outline as to what if anything that they're going to need especially if there's Welling going on I mean there's been unattended fires down there as far as what happens in the building that's pretty much fun for our concern is going to be that if there's going to be paav therea for a fire truck to come in those have to be covered in the storm water calculations so you you perious di perious that's what we be looking for uh as far as the um process of what goes on in the building I think unfortunately it's plenty of wood um with billing po that's they appro any other questions okay thank you um just I don't know if there's any other plans you're going to be submitting any other information no the the only there's no changes being made to the building the only plans are the same plans that we submitted to you for the storm water management system after the review Engineers comments okay so on October 7th we filed those with you those are the site so you got to make sure that that that you have all your permits in hand so that we can address everything and nothing's going to change because if if once we approve this if there's any changes okay then that commit is going to be be voided oh correct no we understand that's why we've been through the process [Music] thought anybody else any questions on this this matter okay all right 25 Home Street um hope for Halifax um I still have not um got to that 11 yet uh I will make sure that we get it for the next meeting um next item on our agenda is a lot 11 Common Road this an enforcement order uh the board recalls they ask me to address this matter with Town Council which we did um [Music] thank you um we I did address this issue with Town Council he agreed that um the 21d or um any legal type action I don't think it's appropriate he agreed with that um what I'm going to be doing is I'm going to be taking that enforcement order and recording that to our warning at the registry of deeds um there is an order there cin if you don't mind there is an order in here this one that I signed I think think I'd like to [Music] have we'll make sure that okay this is it here basically I think everybody's reviewed this this is just for the excavation and vegetation removal within the buffer um oh it already is signed okay um this was ratified by the board in the time frame that's required by by Statute um the applicant did not file he had 60 days to file an appeal uh that didn't happen so um I will get this recorded tomorrow it's signed so um I don't really think I need to vote okay question for senators do we have anything to sign for 285 Home Street um no until we get the conditions yeah till we get 340 340 or 341 340 340 just give an update um that's the area in front of Dunkin Donuts and O'Reilly's um they have paav that area uh I looked at it yesterday I spoke Highway today they're going to be Paving no so they thought they said around November 1st they're going to be pav in the tropy they did all the CB Cuts I think they were out there today raising the basins and I'm pretty comfortable that the way that the progress is going and I I saw where they made changes in the elevation of the road and they substantial to make sure the water's going into the Basin so I'm pretty confident that we're going to um eliminate a lot of the drainage issues there hopefully at our next meeting take this off the agenda any other questions um in our file there's a which is under training is Hell effect code of conduct I just want to make sure everybody had that was word of it the next order of business is we're going to have an agent report so that's me um I will short the suite will update for this week um so as far as site visits um this is week four for me um and I've done multiple site visits with chair Diaz um and co-chair Evans um you know so I'm learning a lot from them and you know kind of getting the lay of the land and habitats um so that's been going well and as far as my online training update um I'm taking you know opportunities when I can to do online courses through Mac um so I've done a couple those classes already and we'll continue to do that um to get myself up to speed with everything um and this past Saturday Mac had a fall conference which I attended um so I took a couple of courses there um and you know met some people that would be a good resource for me as a you know starting out in the conservation yeah that's my upate thank you and she's a quick one good uh next order of business is online training update which is part of the agent report I think at some point um if some of the board members want to want to participate in the Mac which is the Massachusetts Association and conservation commissions hopefully we can get some of that information to the members to take some of the courses um next item on the agenda is I had the admin uh add this column to our agenda and basically it's um bring to the board's attention and these are small items that I think board should be aware of that not we don't necessarily have to take votes on the first one is the HBC sponsored talk which is the Tom River Watershed Alliance Paul and I attended this meeting um last week I thought it was very informative it was about some of the the it was about the Taunton River in that particular water shed we found that Halifax is mostly in the Taunton River the walk shed and where it's got its gluten from and the fact that in the process of cleaning it up they've done a good job with some turtles I thought it was very important so I don't know if you have any comments on that for there is a flyer in the in your folders you can take next item on our agenda is um we had some enforcement issues this week we had some potential violations at 76 Pratt Street which I have a letter in front of me that we're going to be sending to the homeowner um we also had some calls and some concerns about 314 pist stre someone's depositing fil materials on the site we looked at that found that the order conditions has expired so I have letters going out to former own and new own and then we found through that process that the order of conditions that we weren't notified also of the um change in title so Jack um that pass will need new border of conditions let me just did anybody back next order of business I would be looking for a
