to make everybody uh aware that the planning board is being recorded by area 58 and can be reviewed on uh YouTube okay uh let's uh let's see our first appointment here Arnold Vera the site plan review application for 395 uh Plymouth Street map 73 lot 9A Webby weby engineering um and at our last meeting we had a couple of items that people wanted to see one of them to see a r building like look like and the other one is that uh we want to make sure we got through conservation we have gotten through conservation in theorder Comm we still have to file with the Historical Society have you talked to anybody we have yeah that's something I have to get together with them and file whatever we have to file they don't have too many meetings so they they like meeting so basically I'm just here to make sure that we were on the agenda going to have to kick the C down the road a little bit till we take care of it when did we extend you to like the beginning of September I think September 12th that should I think that should give you enough just get me to the end of AUST um well it'll be it'll be before the 12th because it's but I don't remember which day I can but do you want to be on the agenda for that [Applause] night first Thursday in September is the 5th thank you yeah so if we could continue to September 5th that would be great okay I'll make a motion to continue um here um 24 screen well this is the new one right yes yes yeah it in this is the the second meeting for5 on street at the previous hearing we um the open gave our a full presentation on the project Landscaping architecture Etc the time we weren't um many questions from the board uh there was a request that we follow up with both uh police and fire uh that was kind of a general request and also I think specific to 265 um so we did that um in terms of the fire department so uh Chief Witham had a comment on Lane width uh behind building 2 um the one at the back face in the street basically oh sorry you're instru me on the screen oh no I don't know how that yeah so it's this area right here so this was at 16 ft and we made it 20 ft this is actually kind of a um a uh special material that the grass grows up through um but it's designed specifically for fire trucks and the the details been in the plans since the beginning so he wanted that to be uh 20 ft as opposed to 16 and uh we corrected it sent it to him he sent out um uh an email um chair was on it I forwarded it to Dan uh saying that he was um that he was okay with our hyper modifications as well as this modification so he was satisfied with access to the site uh in terms of uh uh Chief Chavez um so I reached out to him on kind of two matters one was a followup on our discussion about the uh crosswalk um so as chair of the traffic Traffic Safety Committee yeah so he um so I sent him a copy of the plans and um he the status as I understand it is that he's pinged his uh traffic uh committee they've given him responses and he sent comments to uh Town manager as you know um for the select board as a highway superintendent so that's where it the Town Administrator you mean when did you do that uh he sent that let's see I I spoke to him on the phone so I was in CC on it so I actually haven't seen it uh it was on Tuesday I spoke said it oh so again this is kind of going to the select board but since it was part of the previous application of F I give you an update yeah I I heard it was effectively approved okay you didn't uh offer any specific comments on on you know the site plan itself and also just as an FYI as part of our storm water permit process with the Conservation Commission um pway building inspector uh fire police all got copies of the plans at that time do you revive um well no this was this was kind of it's an odd process with the concom we're going through a process before we actually open the hearing um so they wanted to see if there was any comments before we even start the hearings for storm water there were no comments uh actually they heard from everybody no one had a comment except for Highway and Pat brandan kind of spoke to that issue last time regarding the catch basins and again this is all for 266 but just giving you kind of a general these these new revised plans show the positioning I didn't even ask the question yet show the repositioning of the uh fire hydrants that the fire chief requested Yes actually the plan submitted on July 9th had that yes you already had that so the only ification to the plans that is on the kind of the three sheets of the of the layout that we sent you is the uh width of the emergency access behind building and that's with the privious asphal uh what's that and that's with the prvious Asal yes yes how did you find the extra room behind the building to make that wider it was there it was long so it's we just put the reinforcement under more lawn yeah the product is like plastic mesh grass goes up through it it's kind of neat I've been seeing people use them for driveways it's expensive but it's kind of neat they use something to the similar effect at Walmart uh behind Walmart to uh in order to comply with the parking requirement yeah this some kind of pervious material it's called grassville Uh true grid pro light and it's specific for fire lines yeah and the chief's uh satisfied with weight of of a fire truck fire truck yes he was he was uh uh satisfied with that product we actually went through this discussion as part of town meeting um you know back whatever 6 months ago what about I know what the last meeting too we spoke about uh specifically that lane behind building to as far as uh snow removal and where the snow is going to go so it's going to be remain clear during the winter yeah we we have to PL that and it's going to scr the grass but we'll just have to deal with that as an agance issue but yes it has to be you know maintained just as you would shovel to the hydrants and um you know all the walks the access to the uh the water and the snow piling itself is it on property is it going to have to be removed on 265 there's plenty of on property to especially behind there pushed out yeah this PL exactly so there's uh uh again it's not as uh as constrained as 266 um so also at the last hearing uh Pat Brenan spoke he went through his comments uh he mentioned that um all of them had been addressed so he didn't have any any further comments from his uh kind of sing in storm water review um so that's about all I have in terms of uh updates again uh this was continued the commission sorry the board that they didn't have kind of sufficient time to review them and it was also on Heels of us doing the 266 here think everyone was a little tired so um uh but I I'm happy to kind of review stuff that we presented uh last time or I'll just uh open it up to the board for questions I don't think we had any controversies if I recall it was just those few questions we were looking to have addressed at least that's my recollection I don't know when anybody else's is and the fire chief was happy with radius's yeah he he requested that they be 20 ft they were already more than that and we s mov further to 30 ft I believe yeah so we we wouldn't be hum what he was seeking so we made a flat easier for I was thinking of uh 266 across the street that one that was only 18 and 20 yes we did we did that as well y my understanding is conservation signed off on it elet with that yeah so they've approved the conditions they had to signed them yet so that's actually what I was discing PRI prior to the hearing so the uh the order conditions has been written I've agreed to everything um but they uh they didn't sign at the last hearing so there um they expect to sign it at the I I just spoke to them because it was supposed to left for David tonight you know what Alo you could pick it up but she said they hadn't signed off on it yet so it it would take yeah next foration right that's on no that's that's on the 13th they they voted on four items um one was to issue of compliance for the order conditions from back in 2015 to kind of close that out so that there's not two orders sitting on top of each other P so it was kind of a simultaneous vote of closing out the old order taking any of those outstanding issues of conditions moving them forward into the New Order of conditions and then approving that that makes sense any other questions or comments am you have anything a second okay R was you no I have nothing yeah I did uh I did understand too that the uh police chief met with the the Traffic Safety Committee that he was on and and there weren't issues as far as but I didn't know it was in writing so again I have not seen that you told me that sent it to Cody so um em Cody I that all right well I think we'll we'll definitely uh make mention in the minutes of the meeting that uh a copy of that letter uh from the chief to the U to the Town Administrator to be included in the because that that is a selective issue because it's Town property so I'm expecting them to present it to the you know since we asked for would you mind reading it in it's not that long right no so Chief Chavez on Tuesday July 30th at 10:7 p.m. um said on a meeting of the traffic Safety Committee held on July 30th 2024 a motion was made and seconded to accept The Pedestrian enhancements proposed by Thor Dy development for the development located at 265 to 2661 ponset Street the only stipulation located committee is to recommend that an additional flashing crosswalk ahead side be placed prior to pass entrance to war traffic traveling Northbound of the presence of the crosswalk the reasoning is the natural curvature of the roadway which doesn't allow a direct line of sight to the crosswalk and therefore could cause possible danger to pedestrians on the crosswalk especially with the approach speed limit being void The Proposal as a crosswalk ahead signed but the committee felt that a more well-placed visual Cube should be included forther sou of the crosswalk the committee agreed that all other the proposed enhancements will prop for that location and project um as it pertains to the crosswalk I also heard that they were going to make the speed limit 25 starting at Parsons uh but I don't see that in this it it is oh starting at that would be a great idea because uh it it does uh decrease to 25 mph a little yeah it's almost uh between uh the condo meows and and this the new site in fact I think we had made mention of it last time we did that it was uh again move move back I think especially like he may mention on that curve it's uh it they fly down that street they fly through the intersection even though it's 25 yeah oh the light might change got to make the light got to make that like right I don't know his name who's been championing that yeah most most hearings I've attended that's I think they can be done fin got it I think that can be done by select to you know actually dropping a speed limit is a real pain in the ass because we've made the town mandatory 30 you can go above it but going below it you have to start showing studies and all kinds of crap unless unless they've lightened it up in the last few years my town is mandatory 25 unless otherwise po well that's it if you make a mandatory number that's fine you can go above it yeah but when you start going below it it gets problematic I told him we'd uh if it gets approved we'll move the sign yeah so cuz actually when they first move the 25 when they first started construction on uh that piece of property how many owners ago uh all of a sudden that 20 you know when they put the big Mount of dirt in and they put the road in and whatnot all of a sudden that sign just got knocked down but it's it is back up I notice it is back up now but I think that would be a great idea to down I believe it's in the so last last here on 266 there were a couple of uh comments from Pat BR and that where he was recommending uh conditions um be part of the decision both for 266 and we thought them appropriate on 265 and those were um get a building permit for any retain wall seing 4 ft in height get a Disposal system construction permit from the um Board of Health get a storm water permit from and get an order of conditions from conom which is partially checked off yeah that's say Okay anything else joh need to add right anybody any member of the board um I'm just kind of curious why um forite Family haven't gotten anything from Highway Department it's maybe good for conservation to have it too but we haven't gotten any word from conservation Highway water Health like we haven't gotten any letters or comments to make sure that everything is okay and well didn't we get a uh a letter of comment letter that not specifically about this application but others in the past from the uh from well the police chief was from what I understand that unless they had a problem his only if they have a problem is we used to get them when um um previous that would state that they were okay with the application because they'd actually have a memo sent to them whenever they received a site plan and then they would return it to us with different um comments even if it was okay so that we had it in the file but we don't have any of that just from the chief and the of fire and police due to the fact that they went out and diligently got them but Highway sending stuff into conservation but not us on a site plan and that's actually one specifically this one yeah he's had it uh no on 266 they submitted comments on 265 they responded to Peggy uh specifically saying they had no comments that they had what I'm sorry no comment they had no comments when you say respond to piggy is that in writing yeah so this is uh my point should us 100% I agree so this was this was back when we originally generated PL so this was how it stood then when was that June 24th is when she said it to me I mean Board of Health may have specifically asked them I mean for comments this this was actually conservation commiss conservation excuse me during the storm water permit uh let's call it pre prehearing process they wanted the plans to be sent for peer review uh to all the other departments to get comments back to modify plans before even notifying the abuts and kind of starting the formal process yeah so that that process is starting we're going to notify for storm water yeah you got your meeting is going to be in September um yeah no I think we're on for uh no for storm water for the is that 13th yeah as in September 13 a AUST 1 yeah so they were satisfied that we that it was a complete application but it's a little revers actually I kind of like that process better you get a lot of the stuff out of the way before you get to the he so um anyways but when we do a site plan remember at the last meeting I read the site plan application out so when we get a site plan within 4 days that site that site plan has to be sent out to all of the boards for comment and I don't think that occurred I can't comment on that I have no idea no I would just say we've got police we've got fire this isn't to do with this is process yeah got it yeah I'll stop that that wouldn't be something like I said at the last meeting it wouldn't be something that I believe the applicant is responsible for thank you all right what's the uh pleasure of the board uh uh are you asking for approval yes I am but that's the place to start so we know what we're talking about um I don't have a problem approving it with conditions uh whatever we've got left I think you already kind of enumerated them or I don't know if you want to drag it out to the next meeting or yeah I would rather personally I would rather wait until uh it is signed off by uh uh conservation as opposed to making a condition upon PA yeah I don't have a problem with that I you know Rick what do you think yeah I agree with that that's fine so you want me to motion um 265 mon Pont Street um continue until yeah just continue uh 24 246 26 5 mon Pon Street jde civil to um let's see so August 1st and then August 13th so let me look at my calendar we're looking at the 15th we're meeting on the 15th yeah so um motion to continue to August 15th so that should get you signed off on the 13th and you can pop in on move the uh meeting meeting minutes of July 11th 2024 to the next meeting August 15th 2024 uh I anybody else read have a I hav had a chance to read them I was okay with them but I'm sorry I said I was okay with them but we can move it that's I haven't been shared that this is the first I've seen them that's fine it's all good and so then on the um meeting minute for June 20th and June 6th we
