and justice for all may we please remain standing for the invocation dear Lord may we follow your many examples of kindness and compassion and give selflessly to others without the expectation of anything in return this evening let us offer special prayer to you for those suffering with loss and tragedy due to the California fires may you be their source of Hope as they overcome this tragedy and rebuild and we me as uh and may we as a council represent the best interest of the wonderful Township community we make all these intentions in your name amen amen uh I'm just going to Hamilton lost uh a longtime civil servant uh Chris Markley um served with distinction for many years Rose through the ranks to serve as director of Public Works uh died too young uh recently uh so I'm just going to call for a moment of silence for Chris Markley thank you any comments anyone wishing to make a comment yes sure um I got to know Chris uh you know shortly after uh becoming a member of council back in 2020 and uh you know he's going to be missed um you know more than anything by his family but uh you know you think of the job he did while he was here the brief time that he was here I think he was here about what three years Fred B was there less than three years right and and he did a tremendous job while he was here you know he was uh a person that you could get a hold of of any time if you had a problem and and he he'd dive right into it and see what he could do to make it right and you know would return your phone call and give you a progress report whatever whatever needed to be done uh he was good public servant and uh and we're surely going to miss him thank you for that anyone else seeing none we will move on to special guests uh today we have the Rotary Club of Hamilton and Robinsville with us today to present the American flag uh to council members that was flown at the Robert Wood Johnson Barnabas Hospital as part of the flags for Heroes campaign and I'm going to ask their uh rotary President Joe cavone to say a few words thank you council president um good evening thank you for having me my name is Joe cavone I the president of the Rotary Club of Robinsville Hamilton um a little bit about our club we are in our 33rd year of existence um and we conduct more than three dozen community service projects every year our mission is putting community service above self we are probably best noted for three programs one is Megan's Place Park which marks its 30th Anniversary this September the Miracle League which we created um 20 years ago uh which gives children with disabilities the ability to play baseball and now for the what will become the sixth year this is the fifth year of flags for Heroes which is a wonderful program that brings together all parts of the community it's residents um nonprofit groups businesses and of course government so I have a couple of things today first is I have some Flags here um these are your sponsorships um and you are honoring four different military uh veterans who are residents of Hamilton and I have those flags I have the paperwork in there the placard so we thank you for that but also I have for you today a flag that was flown on the premises and I also have a certificate of appreciation um and it reads in part to Hamilton Township Township of Hamilton excuse me with sincere thanks for your support and commitment to the Rotary Club of Robinsville Hamilton your generosity truly exemplifies the rotary model of service above self so we are sincerely appreciative um and grateful that we have this partnership with government and at the end of the day we make we hopefully make life better for the people of the communities we serve so thank you kindly thank you Joe I president Marilyn Silverman resident of Hamilton member of our board of directors Joan Bruno member of our of our um club for a very very long time also a resident of Hamilton so again thank you for all you do thank you no surprise that you're all familiar faces to us uh we appreciate the the service that you provide to the community uh rotary is clearly you know a part of the fabric of our community so thank thank you thank you have any comments I'll just EO what the council president just said um thank you for your patriotism thank you for altruism giving back to the community um they Hallmarks of the rotary I I had the great Fortune of being uh up over the last month or so to get to meet some of the folks uh the members that make up your organization um and they're truly committed to this town um and uh also Robinsville but also uh Hamilton and uh they are um very Civic minded so it was great to meet them and uh interact with them thank you for all you do y for our our friends from Roary uh you are welcome to stay for as long as you want T but you were not required to stay than so anytime you want to talk what I always say thank you so thank you thank you thanks guys and ladies next is communication C1 no minutes next is the minutes your consideration we have the December 3rd 2024 regular council meeting minutes motion to accept the minutes motion uh second Mr belly yes Mr yes yes and now we have communication C1 uh communication C1 girl SC Central and Southern New Jersey request permission to conduct cookie sales at varies approved dates and locations to be conducted January 17 2025 this is retro through March 2025 can I have a motion second Madam clerk Mr carabell yes Mr wh yes Mr Papo Mr now for the consent agenda uh we have one um item that we're going to um move uh from from the uh consent agenda and uh cons consider it as a separate resolution because we have director Dumont here and we have our consultant here uh to discuss our affordable housing plan uh so we are going to um move that under resolutions but uh director do are you is the consultant ready to join us yet or should we give her council president so once she is all right so we'll we'll proceed with our consent agenda and then we'll consider the additional it which which number is that item7 so we need to make a motion to remove CA 37 from the consent agenda and it's a formality you can if you wish well we want to hear from the consultant before we vote on it so I mean it's already on the agenda I mean if you want to make a motion to actually move it to another section again it's just a formality if you well I don't want to vote on it until we've given the consultant a chance to talk to us about it so how how do we best proceed in order to to do that well yes don't we need to comment first of all Council comment and questions okay well joh do you want me to start off yeah um no I thought there was some uh obviously we have some appointments to boards um and I thought there were some really some uh good names and resumes that came be forth for some of the appointments and appointments um I also noticed 25- 053 that we're going after a u Bloomberg philanthropy's uh Grant application for a vacant lot at Pitman and um and clover which hopefully will be a nice enhancement to that Community I think yes it was yes took ownership of it that's that's great um and obviously um I obviously see two important uh organizations that are also part of our grant recipients uh we have the COO of Hamilton at Bramley um they got received a grant along with project Freedom so several Grant items on on for this evening um and I also see obviously um I want to thank my councilman counc uh council member paparo for your work and and and Kathy and the team um I noticed uh 25 -81 is also on the agenda uh which is the contract with uh our firefighters they're two Union organizations so that's exciting news and I I I appreciate um the mayor's commitment your commitment uh in getting that through and also Pats so I know a lot of you were involved Alysa you're probably involved in that as well so you know thank you and uh that's all I just wanted to mention those items any other comments or questions from Council nope seeing will'll open it up to the public Anthony covered it any members of the public with any questions or comments no oh Janice come on I saw the look we were waiting I lost count was somewhere where um Anthony was talking about you're fixing Whitehead Road Whitehead Road 6th Avenue to Industrial Drive or something that's the that that doesn't have anything to do with good all rubber does it damaging the road or something this is Paving for um hold on this was a grant this was a grant to approve $300,000 worth of Paving it's the pro it's right off of uh Whitehead Road Street Sixth Street that goes all the way to Industrial I think back there if I'm correct industrial yeah industrial I think I saw the map to the good all the fire property I think I think the Sixth Street is the last Street Janice I think they're separate this was I think this was a distance away not that it's separate as I looked at the map it's actually six but going towards industrial okay so running parallel it looks like almost on the map to me the sweep rer if I remember correctly I don't have it open right now but but I think it runs almost parallel or so on that side okay right am I correct do you have the map open cuz I think that's that's what I remember Road east6 and Industrial yeah okay so they're making they're going to repave that road all right but it had nothing to do with I thought maybe sweet Brer no it did not okay just curious like I says how hopefully we get there don't worry what head Ro is we're aware okay all righty very good I know you're always on the ball thanks CH should I head our road like I said how things are written and what they mean are two different ball games that's why I Y that's the question that's the question and also counc I just wanted to notice that there's one uh um resolution about building the wall That's yes so East Street East Street W that is to protect is your mic on I'm sorry probably not going to be a retaining wall it's a retaining wall for the for for the house on the far left of the hole so just to take a step back this is the brownley fire property on East State Street uh the the township has been working uh our Township attorney has been working for quite some time to uh consolidate uh the the basically were abandoned properties the fire properties some were abandoned there were there was it was it was a challenging puzzle of issues to consolidate ownership now you're you're you've demolished a lot of the properties now you're prepping it and making it safe for the remaining residents on the Block and a part of that is this uh this wall to shore up one of the houses now that we've Tor down the others always challenging to tear down roow houses without affecting other roow houses so council president if I just wanted to add one little important point I think that needs to be mentioned this was the this was the wall if I remember correctly that we rejected the bid because um it was either uncompliant or or was almost a half a million dollars and the bid that we've received this go around uh the proposal that we received is 153,000 so significantly less MH so we're saving ourselves a significant amount uh based on what I calculated from our our previously um submitted proposal that was rejected so and and and for the purposes of of your knowledge uh finally um I am waiting for the condemnation hearing dates for the final two houses and after that we will own the the final two houses of that whole block including the property behind on Roberts Avenue so it's a fairly large piece of property that we'll be dedicating towards affordable housing and and really F you know just making making that neighborhood great regulations design standards section 5-43 cannabis and medical Canabis establishments this is second reading in public hearing uh this this ordinance establishes a minimum distance between cannabis retailers any questions or comments I'll just make the comment that I appreciate the work that um uh the director of Economic Development Fred Dumont put into this and along with the mayor uh and can you know and putting together this uh linear distance between establishments um you know as as we know we're limited to um five retail cannabis uh three retail class 5 retail cannabis licenses in this town and I thought it was a good idea to make sure that they weren't clustered together um and so now it's an opportunity where you know they can be spread out within the town in the designated locations that the zoning is compliant in so I thought that this was um sound legislation and I appreciate the work that the team put in in putting this together that's all thank you councilman carelly any have a comment okay uh any members of the public wishing to comment on Ordinance one seeing none council president move the Clos public uh comment and move on second reading of ordinance for for litigation yes we were not handling that matter until later but yes we have time to do yeah we we need to be briefed on it so there is uh I I want to give the public uh a b a basic highlevel explanation of why we're going into executive session uh it's regarding a housing matter and a landlord yes um and council is required uh to take action in this matter uh so we're going to go into executive session so that the attorney can explain to us where where are we going to go we're going to go to we're going to go to your office officea the best okay so motion to motion to recess I'll 37258 is a resolution of the township of Hamilton confirming the fourth round of affordable housing obligations pursuance of public law 2024 chapter 2 and the fair share Housing Act um njs say 52 27-32 okay and this is uh something where um we're into a new 10year time period for the township um and the consult sorry about that you're good so we're in a new 10year time period of our um affordable housing commitment um and one of the the first steps is for the state to calculate what they feel our affordable housing commitment should be uh Fred Duma and his team took a look at that and came up with a different number and so we have Fred here along with our consultant to tell us about their findings thank you council president so tonight we have Cataline rer from the tnm ass have a brief presentation to you and also principal planer Rob po can answer any questions have thank you thank [Music] everybody is that better there you go there we go thank you thanks so hi again Caroline Caroline Raider with tnm Associates before I get started I want to make sure that I thank uh Fred Rob poppert and also Madison who's been really helpful um in providing us with information um this has been quite a process to go through all of the DCA Parcels Etc um and they've really been responsive and helpful and we couldn't have we couldn't have gotten here to this end game without them so um if everyone remembers I was here a few months ago and I gave a presentation on round four affordable housing I'm not giving a presentation like that tonight there is no PowerPoint and I will be brief but when I spoke then I did tell everyone that there were some really important deadlines coming up and the first important deadline is upon us that is January 31st and that is the time for the governing body the mayor and Council to adopt a binding resolution stipulating what it's a ground for affordable housing obligation is that resolution is binding once it is adopted your affordable housing Council has 48 hours to submit the resolution and file an action of declaratory judgment a DJ action that all needs to be done within 48 Hours upon after the uh resolution is adopted so very very quickly as I explained last time affordable housing does not although although municipal ities have a have a responsibility to provide a realistic opportunity for the provision of affordable housing the obligation does not start at the municipal level in my mind it ends there the there is a regional obligation that is calculated and from that there is an analysis done what is looked at and calculated is what is called factors and those factors are what determines how what is Hamilton's obligation in other words if we consider the regional obligation to be a pi how big is your piece of the pie that is your Municipal housing obligation so Hamilton is located in Region 4 region 4's obligation total obligation is 13,820 it is one of the low I can tell you it's lower than the call I was just on which was region one and is definitely also lower than Region 2 Region 4 includes Mercer Monmouth and ocean counties so pursuant to the legislation that was adopted that amended the Fair Housing Act there are three factors that are considered in determining what is Hamilton's piece of the piie piece of the 13 822 there are three factors the first is income capacity factor that is essentially household income data it is Census Data the second is equalized non-residential valuation that is tax assessment data the third is what is called land capacity those are properties or portions of properties that DCA has identified as being vacant and developable DCA in do in preparing that analysis and that mapping utilized aerial mapping prepared by njde it is referred to as a land use land cover data now the three factors are averaged together for what's called an average allocation factor that average allocation factor is applied against the regional obligation of 13822 and from that DCA calculated an obligation for Hamilton of 546 units for round four now dca's obligations are recommended and non-binding a municipality chooses or analyzes to either adopt dca's obligation or one of its own that is different we our office in conjunction with your with your Township officials looked at the data so first of all your tax assessor can looked at the equalized nonre residential valuation data can you explain equalized say that again equalized equalized nonresidential valuation excuse me I'm spting on water the municipal share of regional non-residential valuation change from 1999 to 2023 there is and your assessor has confirmed the data that DCA used and we are doing this for several towns and we planners talk a lot and the affordable housing attorneys talk a lot there are no really revisions to two of the three factors the income capacity has to do with household income and Regional household income and that that census data that information is correct so number one is household income number two is uh non-r residential property values no yes valuation and then the land capacity so here it's all in I don't know if anyone has my memo but the three factors so the non-residential valuation factor is 6.85% this is excuse me it's calculated by DCA the income capacity factor is 2.6% the land capacity factor is 2.41% so your land capacity factor is your lowest of the three factors and that is the one factor where we are finding that perhaps there is information that is incorrect and therefore making recommendations for potential revisions or considerations of an alternate obligation number can I just um St for one second councilman Carell did you have a com just want to just clarify something and you're probably going to hit on this shortly but the first two factors can't do anything with them they're pretty much standard they're going to be consistent I mean that's that's what we're given um and then the land capacity Factor like I guess at the state level they don't do as deep of a dive into that Rob's going to do or you know to analyze what areas are actually we can develop right they might not right so they they utilize what's ngd area njd New Jersey Department of Environmental Protection areial mapping it's called land use land cover and what we are finding is because is that there are properties or portions of properties identified that are not actually vacant Andor not actually developable houses of worship are a big one they are in every municipality I've looked at except for one properties on what's known as The Rossi the recreation and open space inventory properties that were identified as uh what we call round three affordable housing mechanisms in other words a property that is used to meet your round three afford a housing obligation therefore in my opinion should not be used to calculate an obligation for round four if it's the property is being utilized to meet your round three obligation some of them are very narrow Lots some might have a stream going through them Etc so yes you're correct it's not my intent to be critical of anybody but the D's mapping has its limitations and that is what DCA utiliz in calcul a of its land capacity Factor so to your point yes what I'm okay thank you for getting me there quicker what I'm saying is of the three factors there are two that we believe are accurate and not much we can do with them it is the land capacity factor that we are finding that offers potential for review and potential for um revision okay thank you so you're welcome so the three factors that are Cal ated and again it's really important to take a look at your land capacity factor which is what I indicated is the only one that's available potentially for change is the lowest of your three factors the three factors are averaged together for an average allocation Factor that's applied against your Regional obligation that is therefore the number what is Hamilton's piece of the pie so we looked at your land capacity extensively with Rob poppert with Fred with your count with your affordable housing attorney multiple times um and what we found is that the land capacity Factor did include properties that we believe should be removed for the following reasons presence uh of existing construction activity or development approvals in other words there are properties that were being built on um very narrow Lots therefore the properties aren't developable properties on the rosi as I indicated um drainage BAS cemeteries your train station swamplands the ground for grounds for sculpture houses of worship Etc um local businesses Anthony yaros I guess which is a local landscaper so we looked at all those properties we had multiple meetings with your Township staff what to include what to exclude Etc after we excluded all of the properties that we all agreed upon should be excluded the land capacity was reduced initially DCA DCA identified approximately and this is all very approximate 273 Acres of vacant land capacity within the township after removal of all the areas I just mentioned it was reduced down to about 166 Acres so by reducing that the land capacity Factor was then subsequently reduced from 2.41% to 1.48% can you repeat the acreage numbers again sure so DCA identified approximately 273 273 Acres of the land capacity in Hamilton and then it was reduced to approximately 166 so that's a bigger I guess because the land capacity is such a small percentage of the overall number yes had less impact than yes okay so in other words if I was if we if we remove your entire acreage of all your land capacity which we can't do but hypothetically if we did you still would have an obligation because you have the other two factors in fact I looked at another town located elsewhere with a zero land capacity factor and it still had an obligation because you have the two other factors that are then averaged together applied against the regional obligation the only way to have a zero obligation is to have none of the other factors be applicable which wouldn't most likely which wouldn't happen or to be an Urban Aid municipality which does not have an affordable housing obligation so in we F Carl so in that scenario that you just painted where they have a zero land capacity would that mean that it would only be Rehabilitation like a uh rather than new construction because wouldn't be access to the land so there's two so I gave you two scenarios an Urban Aid municipality does not have a round three perspective need or new new construction obligation period they do have they might have a rehabilitation a a municipality with a zero 0% land capacity Factor yes but it still had the other two factors no they would still have some form of an obligation because the three three factors are averaged together so you have the 0 percentage in this hypothetical situation you have a 0 percentage land capacity Factor that's then average with two other nonzero numbers so those three the zero plus the two nonzero numbers results in a some sort of low average but an average nonetheless and that average applied against the regional average results in some some very small piece of the pie for hypothetical municipality okay so thank you by reducing these properties removing these properties reducing the acreage we reduce the vacant land capacity factor to 1.48% which reduces your overall average allocation factor which thereby results in a reduced obligation of 504 54 okay so that that is the process the long process that we went through and that would be our recommendation um of utilizing that number we believe that's a better representation of the V capacity um that exists within Hamilton based on an extensive study I appreciate the information what additional questions or comments to foration yes I just have one one quick question so we pass this tonight then it goes over to DCA and then you you know would is it is it um like is it a slam yeah that's what I'm trying to say thank you is it like something that's going to we never use the term slam dunk said you need what is it you need to put salt over your shoulder what you're supposed to do or something I don't know but that's you never say slam dunk um but um but they're going to weigh in and look at our our decision so it's actually not DCA it's What's called the program it's this new process that the legislation establish um and then so you so there you're adopting a resolution tonight the obligation you stipulate in the resolution is binding in other words you can't go back and say oh gosh we said 504 we meant 423 you can't do that your obligation is binding your affordable housing Council will have 48 hours to submit to What's called the program as well as a DJ action then there is and this is important that everybody understands there is a new process with the legislation called a challenge this is something that has not existed within this process before it is uncharted waters um that means that any interested party can submit a challenge to any obligation and an interested party in my mind is fair share housing center a property owner a developer and even in some instances citizens groups an environmental group a builder group things like that so the challenge process is available until February 28th so it's not a lot of time right it's 30 it's 28 days to 30 days depending upon when your binding resolution is submitted okay so if there is a challenge submitted by anybody or multiple challenges then according to the legislation these challenges are supposed to be reviewed and finalized you know determined upon by the end of March that's a really that's a pretty aggressive time scre time frame right you have 20 UDS to submit a challenge and then by the end of March they're all going to be resolved because what's going to happen is there's going to then have to be hearings between the Professionals of whomever has a challenge your Township professionals Etc um so that is the schedule that is laid out by the legislation so I would never say something is or is not a slam dunk as I said it's a we don't that's a it's not a term I like to use I will I will say yes you didn't say it I will say that when we we did a very thorough review with your Township staff I feel we were conservative I feel and we literally within tnm staff would go through lot by lot and then bring certain properties to Fred and Rob's attention and then go with them I believe actually we had a meeting we went through every every lot we were excluding through you know shared screens computers long lengthly meetings this was not this was not something that we took lightly um so we we believe that we believe this is the best approach can I guarantee you're not going to get a challenge no I I can't well besides the challenge they did accept our revised number on the uh land capacity Factor correct no it hasn't been we reduced it right well that's what no that's that's what that's what you're doing right now that's what we're doing right now but okay so DC they don't know that we come up with no that's what's going to happen is you're going to submit your revised excuse me your binding resolution which I'm guessing will have this memo attached in addition this information will be utilized in I'm I'm assuming in your DJ action I believe you also have to post your binding resolution on your Municipal website as well within 48 Hours um there's a series of things that need to be done um so okay thank you there's also no guarantee by the way if you utilize dca's obligation that there wouldn't be a challenge to that there is no I mean any if if one if a developer or a or the housing center or anybody any interested party wanted to become involved in any of the obligations theoretically they could challenge every everything there is no guarantee that a DCA obligation wouldn't be challenged either interesting it's it's going to be an interesting process and it's the the first time with this new process previously have been done in the courts now it's overseen by DCA um what's it called a declarative declaratory declaratory judg action so that's that actually was utilized under round three so round so that's a great Point uh round three was handled in the courts there were DJ actions declaratory actions of declaratory judgment filed then uh this new process is through the legislation interestingly are many of us who believe that the DJ action was not supposed to be part of this process with the legislation but it is nevertheless has been added in um you know before that we utilized a process administratively known as COA the Council on affordable housing which no longer exists as a result of you know round three and round four so um we're in we're just in Uncharted territories with this legislation and you know there's just there's a lot of unknowns un unfortunately so various parties could challenge are yes what we are committing to yes what we're committing to um could the DCA be one of those who challenges or could they reject our commitment so I've had that question asked and um I don't actually I don't know that DCA would rise to the level of an interested party I I don't know that they could or could not um Okay but well we're going to see I guess I I mean this seems pretty well thought out and pretty reasonable the the acreage reduction from 273 to 166 and to still have uh the level of commitment that we have yes seems reasonable we as I indicated we try to take a conservative approach it seems reasonable thank you thank you um and so then no listen I appreciate your your work on it and and the team's work on it to go through par by parcel um I know that took many hours of work um it's just when you see it we have a 10e period to fill this up yes 100% And there are other we we will be looking at this entire all of the options when we get to the point The Next Step which is preparation of your housing element and fair share plan which would be that is the plan where we say okay how are we going to meet this 56 units um excuse me five I'm sorry I looked at thank I was testing I was testing I was looking at 546 I'm sorry thank you yes which is the obligation and we are going to be moving forward I've already actually DET yes thank you thank you I've had discussions with Fred we are moving forward with you know scheduling meetings to start for preparation of your plan I'm not waiting to see if there's a challenge or how long it takes to resolve the challenge or not we're moving forward with this you know this number and we're going to address what needs to to be addressed the housing element and fair share plan needs to be adopted by your planning board no later than June 30th that is another really important deadline and then there will be a challenge time for that after adoption of the housing element and fair share plan I believe it's through the end of August some it's it's it's a longer challenge time we have a number of existing affordable units obviously like 10 does I know that in the last 10e time period there were some that expired yes and the homeowners actually chose to recommit to the uh parameters of the affordable housing um and so we were able to meet some of our commitment with folks who chose to you know they could have uh let the affordable housing designation for their units expire and gone to Market great uh but they chose for tax purposes and and other costs to remain in the program U so that you know there may be some some ways that we that'll help chip away at that number I I agree I think that there's um you've done a lot and I think that we're going to be exploring everything as we work towards preparation of your plan great thank you thanks everyone everyone involved yeah thank you rob anything Jee I'm good you have any questions I bring we appreciate it so I just for Jo two things one outstanding work by Caroline by Rob Madison nebby in our office fantastic work um we are not afraid of this number this 504 we're not afraid of it uh at your next meeting you're going to entertain a proposal from us for a uh Redevelopment designation of a vacant building where we're going to uh put 50 affordable units in so that's 50 credits right there plus possibly some bonus credits we're in discussions with habitat for uh uh or home front Habitat for Humanity for a 12 unit uh complex 504 does Not Afraid us we just want to know what the number is and this reduction we feel very strongly that if we are challenged we can wi we can win that challenge so it's great stuff uh I I would recommend to the council that they support that 54 number and then give us a green L to uh proceed so that said uh we've had public comment I'm going to open it up to the public for any questions any members of the public wishing to comment jennis J it's cl32 Trinity Avenue Corell Heights uh I was going to say this for the public session I had a plan to talk but since you brought it up I must say I'm very proud of you that you are working on this because there was an article in the paper there's 27 municipalities fighting doing this and I thought it was a compliment to you guys that we are in it we're doing it we're supposed to do it and you're working on it and you're not fighting it like and they were richer communities there's like the paper said like 27 of them are going to court on it and so uh I'm proud of you that you're doing what you're obligated to do so very good thank you Jan credit uh goes to the mayor and his team um and Fred and everybody on the team uh for being proactive with this I mean we had our timeline uh at that previous meeting how many months ago you came and joined us and laid it out for us so we know what to expect and and that's greatly appreciated and uh to hear um Fred your your uh color commentary if you will on on this uh was very helpful as well uh to put it in perspective um so uh with that uh unless anybody else from the public wishes to comment then I will look for a motion council president I'll um close the public comment and move um look to move on resolution number 25-80 I'll second on the motion Mr Carell yes Mr yes Mr yes Mr Ty yes okay so now we are going to move to com comments from the public any members of the public wishing to come up we don't have any names on the list thank you thank you thank you care thank you okay if we don't have any public comment then uh we'll go right to council comment feel free gentlemen I I'll keep my uh remarks very brief on this uh cold evening uh thank you all for coming out this evening thank you for the work that you put in uh to the team on our uh affordable uh housing obligation um and uh just just wanted to mention I attended a really beautiful um Martin Luther King Day event uh last week um and uh you know while attended the mayor presented he uh MC along with Fred Fred was there um so really well done by faith uh Baptist Church um so kudos to Pastor Walker and the work that he does putting that together um and some beautiful Renditions by the high schools uh they did a phenomenal job and some scholarships that were awarded um to some of the individuals from the from our three uh three main high schools so great thank you y um like um I'd like to thank everybody for coming out tonight is always uh you know I think we need to be mindful especially with the temperatures the way they are um you might know somebody that's struggling having a problem with whether they have heat or not right so there's resources out there to help people we just uh they need to reach out or reach out on their behalf to let us know if somebody's struggling so we could do what we have to do to help them out we don't want to see anybody you know In Harm's Way especially with the temperatures that we're experienced out there right now and uh as always uh as I said last meeting uh go Birds I'll leave that one alone I'll just stick to uh thanking our professionals thank you to Rob thank you uh Fred for all your work all the hard work you put in on this uh I know it couldn't have been easy uh couple times she said about the long meetings you've had so I just want to say thank you to you and the rest of the team everybody that did uh put all the work in on that I appreciate uh those of you from the public that came out and to the rest of the team and have a good night yeah uh I'll just echo my colleagues comments thank you to our professionals thank you to the mayor uh for his leadership on on this uh on the housing issue and uh another what over a million dollars in Grants tonight so continue to uh see uh the administration proactively work working to bring more services and save the taxpayers money so I appreciate that and with that this meeting is adjourned thank you good good
